The 372 MW Ulu Jelai Hydroelectric Project is a peaking power scheme located in the Cameron Highlands, Malaysia. The main features of the project include an 84 m high roller compacted concrete dam; two weirs which divert flows from adjacent catchments via transfer tunnels into the main reservoir; an underground power waterway; and an underground power station complex comprising three large caverns with connecting tunnels approximately 240 m below surface level. The project includes approximately 25 km of tunnels excavated in fresh granite rock mass with some distinct shear zones of weaker material. The majority of the tunnels are being excavated using drill and blast, with the two transfer tunnels being excavated with a tunnel boring machine (TBM).This paper focuses on the design and construction of the Telanok underground power station complex and also some aspects of the design for the headrace tunnel. Topics covered include geological site investigations including in situ measurements of rock stresses; development of a geological model and parameters for rock support design; three-dimensional modelling to assess interactions between the caverns to optimise rock support; design of a rock anchored crane beam; construction of the caverns and design of the unlined headrace tunnel taking into account hydraulic jacking and operational pressure fluctuations.CITATION:Drowley, L, Gaida, B and Chapman, B, 2014. The present The Zinc ODrporation, Limited and New Broken Hill Consolidated Limited (ZC/NBHC) tailing dam (Site C) is expected to reach its terminal capacity late in 1985. Planning and design of new facilities for disposal of tailing after 1985 which includes new tailing dams (Site D) commenced during 1980. This paper briefly describes planning guidelines and specifications, location considerations, environmental aspects, operating strategy, engineering specifications, envirormental aspects and scheduling of works.

About 60 persons are admitted to the graduate course every year after passing the entrance examinations. The entire course of studies is free of charge and the universities provide accommodation for the students who need it. The five years of studies are divided into 10 semesters. One semester lasts 15 weeks. Automatics can be studied at three separate faculties. At the University of Mining and Metallurgy, it is offered by the Faculty of Electrical Engineering, Automatics and Electronics as well as the Faculty of Mining and Metallurgical Machines (metrology can also be studied there); at the Silesian Technical University in Gliwice, the Faculty of Mining offers the course. The educational plans and programmes comprise 3 groups of subjects: common for a given course of studies (foreign languages, political science and the basic technical knowledge) common for the speciality and subjects of diploma courses. The whole time of studies covers about 4400 hours excluding 3 periods of professional training and the physical training. The classes, laboratory classes, seminars and design classes are obligatory and the attendance is strictly checked. Students may extend their knowledge by participating and working in the Science Clubs. The students' work is checked not only during the classes but also by the examinations held at'the end of respective semesters. Those who fail the exams can repeat them only if very important reasons are presented. At the very end of the studies there is a diploma examination together with a discussion on the diploma thesis, written by the student. The successful result entitles the student to recieve the title of "magister inzynier",M.Sc. of his speciality. The graduates, after working for 2 years, can attend another course of studies lasting 2 semesters and called "Postgraduate Course", or start "Doctoral Studies" finished by the defence of a doctor's thesis. In'these cases the expenses are usually covered by the graduates' employers.

A research project to better understand the rock mass behaviour and the seismic response has been conducted during the design and construction of the 9215 level at the E-Block sector of the Northern Star Kanowna Belle Mine. The research program was undertaken at a tunnel located 1100 m below the surface with the results applicable to feasibility studies on underground mining projects in highstress conditions, where failure can occur very soon after tunnel construction. Semi-circular excavation shapes coupled with the use of de-stress blasting techniques were designed to monitor the excavation in conditions of very high stress. The ground support was designed considering high energy dissipation ground support schemes (HED) as described by Arcaro et al (2021). The results indicate a decreased rock mass demand due to the change of excavation shape. Also, localised reduction in rock mass stiffness was achieved due to the implementation of de-stress blasting. Finally, increased ground support capacity was gained by the implementation of the high energy dissipation ground support schemes. The Kanowna Belle Mine has significant ore reserves at depths exceeding 1000 m below the surface. The results of this research will be used to optimise the extraction of the remaining E Stoping Block at depths exceeding 1350 m.

Open pit mining at Bingham Canyon commenced in 1904 and about two billion tonnes of ore have been extracted since then. There remain just under one billion tonnes of ore in the pit and this will be mined by 2015. Because the porphyry system extends below the ultimate pit limits, Kennecott Utah Copper Corporation initiated a study in 1997 to determine the viability of underground mining. The study was initiated at that time because the results were to be used to compare the economics of a further pit expansion to that of an underground mine. If a pit expansion was viable then overburden removal would have to start in the near future. This paper is a summary of the work that was carried out for the underground study. Block cave mining was determined to be the most appropriate method to mine the deposit. Two block cave areas have been planned with a total production rate of 72 500 tpd. Additional sources of ore will come from skarn orebodies that are associated with the porphyry deposit. The geology of the deposits is described together with the geotechnical techniques that were used to characterise the rock in the absence of more detailed data that are normally available. A general description of the mine plan is given along with the reasons for selecting the particular methodology used. The study was completed at the end of 1998 and demonstrated the viability of underground mining at Bingham Canyon. Funds have been approved for further drilling and technical studies, which will lead up to a feasibility study in 2004/5.

In today’s mining environment the use of heavy mechanical devices and other high-tech electronic devices like two-way radios, cellular phones and even automated mining systems, form a vital part of the daily operations of a mining site. These human-made devices and some of the naturally occurring events, like lightning and gamma radiation, can have negative effects on electronic detonators and the associated control equipment.On larger mining operations the necessity to move the point of safety for blasting further away from the blast area, introduced remote firing via radio frequencies for electronic detonator systems. Other influences on electronic detonators can be abuse or ignorance. To ensure the safety of the end-user, an electronic detonator must be resistant to some common mistakes that users can make. One of main concerns here is resistance to static discharge or incorrect wiring. Despite the daily use of electronic detonator solutions, scepticism and concern still exists amongst those who believe the system raises the risk of a premature initiation of the blast through some form of interference trigger.This paper will help users understand how electronic detonators and the associated control equipment protects itself from external influences. Focus will be on protection schemes to counter static and over-voltage discharge and methods to ensure protection of secure wireless radio links and detonator communications. With well engineered communication systems and solid static and over-voltage protection, an electronic detonator system can be more reliable and safer than other detonator systems. The following main points will be discussed:what makes a detonator an electronic detonator,static electricity and over-voltage protection,the general influence of electromagnetic energy on the detonator,the influence of lightning on detonators,the protection of radio communication’s links as used by remote firing equipment, andthe safety protection features built into remote firing equipment.

The Bowen Basin of Queensland and the Hunter Valley of New South Wales are the two largest black coal producing areas in Australia. Mining activities require the availability of large on-lease storages for water and tailings. The legislative framework for the regulation of large dams is slightly different between the states. The paper provides a broad outline of the regulatory framework in each state, with particular reference to Queensland and New South Wales. In New South Wales, water storages and tailings dams are treated similarly by the regulator. Under the Queensland Water Act 2000, now proclaimed, referable dams are restricted to water supply dams the failure of which involves population at risk downstream. Tailings dams are excluded, being deemed hazardous waste dams regulated under the Environment Protection Act 1994. These storage facilities are required to include a ædesign storage allowanceÆ so that the possibility of spillway discharges is minimised. New South Wales is moving toward this requirement. A curious anomaly is emerging in Queensland: the legislative definition of hazardous waste û material resulting from the processing of minerals û does not extend to coal tailings since coal is not included in the definition of a mineral. The paper explores this and other ramifications for mining operations of the new legislation as well as general trends in criteria affecting the cost of providing water and tailings storages.

In a time of changing rainfall patterns and in the light of recent tailings dam failures, there is closer environmental scrutiny for proposed tailings dam construction or expansion. Therefore the elimination of the traditional tailings dam could provide both environmental and cost benefits to an operation. One method to dewater tails is using pressure filtration to achieve lower moistures than what is currently available using other dewatering technologies. Further benefits include a higher rate of filtrate recovery, reuse of waste material and the potential for dry stacking of the filtered tailings cake, thereby minimising both risk and cost. This paper chronicles the replacement of two existing belt filter presses with a single McLanahan recessed plate filter press to dewater a tailings stream at a Bacchus Marsh site. It covers the slurry testing, equipment selection, installation, commissioning and operation of the filter press to achieve the following objectives:• removing the current tailings dam and slimes cells from the existing process to minimise failure risk and reduce the cost of a dam upgrade, as well as operational and maintenance costs• free up the surface area which was previously occupied by tailings dams and slimes cells• recover additional water to be returned to the process• reduce flocculent usage• reduce truck movements and handling.The project’s owner also expects to reduce carbon emissions by over 3000 t over the lifetime of operation as well as substantially reducing operating expenditure. By recognising the carbon reduction benefits, the project owner was able to successfully achieve partial funding through the Voluntary Waste Industry Protocol.An unanticipated, but as yet unquantifiable, bonus for the project was to seek an offtake agreement for the tailings thereby allowing the tailings to be considered a valuable source of beneficiated clay suitable for the construction industry.CITATION:Godwin, P and Williams, R, 2017. The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

Proposals designed to use stockpiles and buffer stocks to achieve price stabilization and better resource use have a long history. They are super- ficially simple to understand. The benefits seem clear. And yet I am well aware that this is not a simple subject: the more one studies it, the more complex it becomes. Worldwide interest in re- source management, while receiving fresh impetus from the OPEC actions, also has a long and chequered history. Those venturing into such ter- ritories must be forewarned of the traps and pit- falls which abound. Interest in these schemes has waxed and waned over the years with the fluctuating fortunes of the producers or consumers. As I write this paper towards the end of 1977, I am acutely aware of the low ruling prices for zinc, copper, and nickel. These sacrifice prices remind me that it is difficult, for example, for a surveyor, to be calm and rational if he is up to his neck in a swamp full of crocodiles. He might be forgiven for forgetting that the aim was to drain the swamp! I am also aware that when swamps are drained, painful and dangerous stumps sometimes stick out. Hence, in looking at the subject of stockpiles and resource management we must not set our sights too high, perhaps not initially hope for perfec- tion, if we want to secure worthwhile changes. My approach is to acknowledge a bias for the market system. We have, however, had experience (remember the 1930s) of some weaknesses in the untrammelled operation of free markets. Thus our international economic relationships over the past 20 or 30 years have been based on a desire to retain as much as possible of a liberal world trading system backed by such organizations as the GATT, IMF, and the U.N. to ensure the necessary cooperation. Some nations have seen this system work only partially in their best in- terests. GATT, for example, has been reasonably effective in liberalizing trade in many manufac- tured goods but far less so in regard to agricultural or semi-processed goods.

Samples of the feed, underflow and overflow mediums from dense medium cyclones operating at low separation densities in eight commercial coal washeries were sized and analysed, to obtain comparative cyclone classification performance curves for the magnetite, shale and coal components in the circulating medium. The resulting component classification curves indicated that the dense medium cyclones hydraulically classify the magnetite and the shale to the underflow with a Stokesian size and density relationship at these low medium densities, ie the shale curve was shifted parallel to and appropriately coarser than the magnetite curve because of the lower density of the shale. However the lower density coal reverse classified to the overflow (ie away from the cyclone wall) with a similar Stokesian relationship. By correcting the magnetite and shale classification curves for the bypass inefficiency to underflow, and similarly correcting the coal classification curves for the bypass inefficiency to overflow, the corrected classification curves for the magnetite, shale and coal were reasonably parallel (considering that the coal has a range of densities). Using a value of five for the density of the magnetite, the displacement of the shale and coal curves corresponded to densities of 2.27 and 1.38 respectively for one circuit, although the data was not as good for the other circuits. This reverse classification mechanism was confirmed in a 140 mm diameter laboratory dense medium cyclone circuit using low density (1.20 - 1.30 RD) tracers, sized from 0.25 to 2 mm. These classification performance curves were corrected for bypass ineffiency (as above). The corrected curves were parallel and displaced according to tracer density, even though the lowest density tracers were reverse classified to the overflow. The data indicate that the rates of classification of all particles could be described by the same Stokesian relationship, regardless of the direction of travel, except for a narrow band at the partition density. Particles heavier than the partition density classified to the underflow, particles lighter than the partition density reverse classified to the overflow and particles identical to the partition density were not classified at all. Consequently it should be possible to simulate partition in dense medium cyclones, operating under free settling low density conditions, with a simple cyclone classification model, provided the partition density can be accurately calculated from, or correlated with the cyclone feed, underflow or overflow pulp densities. The tracer partition performance in the laboratory cyclone was an inverse function of the tracer particle size, as proposed by King and Juckes (1984) for medium/coal ratio in low density medium systems. Their sized coal data was parallel, with lower partition values due to a higher energy cyclone. Partition data with similarly sized tracers (Scott, 1988) showed a parallel shift to higher partition values due to the separate effects of higher viscosity medium and a larger diameter lower energy Cyclone.

The Rio Tinto (Mount Bruce Mining Pty Ltd) Koodaideri Iron Ore Project is located approximately 110 km north-west of Newman in the Pilbara region of Western Australia. During detailed ecological studies of the project area, a significant maternity roost (containing around 430 individuals) of the Orange Leaf-nosed Bat (OLNB) (Rhinonicteris aurantius) was discovered within the boundaries of the proposed mining area. The OLNB is listed as Vulnerable under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 and is listed as a Schedule 1 species under the Western Australian Wildlife Conservation Act 1950.With a good understanding of blast vibration attenuation in the Pilbara’s different geologies and in the absence of other known studies, it was considered that appropriate buffer distances between mining and bat colonies were not scientifically determined. Therefore, to inform the environmental approvals process that was underway, a series of seismic blasts was planned to assess and measure the sensitivity of the OLNB to trial-sized seismic blasting activities to develop a more scientifically based buffer zone for the protection of the OLNB. This was to be achieved by testing ground attenuation of the site and measuring any response from the OLNB to the firing of seismic charges. Rio Tinto sought the independent expertise of ecological consultants to evaluate and participate in the work to quantify the level of sensitivity of the bat colony and to outline the proposal to government authorities.After detailed risk assessment and project mapping, the seismic blasts were implemented, with the aim of firing individual charged and measured vector peak particle velocity (VPPV) at the OLNB roost cave, combined with monitoring OLNB disturbance activity within the roost that was invoked by the blasts. A series of six charges were fired with the VPPV ranging from 0.66 mms-1 to 18.70 mms-1. The OLNB activity was monitored using high frequency microphones, which detect bat calls emitted during flight. Under daytime conditions, the bats would normally be dormant, so the null hypothesis was for no calls to be detected if the bats displayed no disturbance behaviour. This work has improved understanding of mining activities (blasting) on the OLNB species, assisting in establishing mining exclusion zones that are based on scientific data, contributing to a sustainable future for both the environment and the mining industry.CITATION:Martin, D, 2015. The society in which we live is one of change, and we professionals are part of that society. The importance of this simple and obvious statement is often overlooked. My Presidential Address examines the question: can professionalism survive in our changing society?There is ample evidence to show that our society is changing, and that the rate of change is exponential. This rapid and accelerating rate of change is what Alvin Tomer refers to as "future shock". Rapid change means that we do not have time to become accustomed to what is happening around us and to feel comfortable with it; the greater the rate of change the greater the discomfort. The effect that this has on people is varied; the change may be either expected or totally unexpected.The rate and extent of change in society is not the same for all countries nor for all industries or occupations. Change is more rapid in Japan, Korea or Taiwan, than in Australia. It is more rapid in our cities than in the bush, more rapid for professional businessmen than for farmers. In our minerals and petroleum industries, we are still adjusting to the great changes that have taken place over the last fifteen years. In the past, products from our industries were sold on a free and open market. Today, mineral development and production in most undeveloped countries and some developed countries is manipulated for political, social and economic reasons. Changes of this nature have had a devastating effect on the operations of established mineral producers in the democracies.Because of the accelerating nature of change, we must recognise that the past is not a reliable guide to the future.Although extrapolation of the past into the future is a basic ingredient of commercial survival, extrapolation is less and less reliable.I borrow from others in quoting the Irish proverb: "The future is not what it was".The future is where our business lies and most of us at this Conference must endeavour to understand it and adjust to it. I believe in the old adage that:You can't know where you're going if you don't know where you've been and where you are at.There are a number of major factors which have created change within our social, economic, and industrial environment in recent years.

Patterns of successful metallic mineral discoveries in Australia are analysed for the last three decades. A trend towards more discoveries of poorly expressed and blind ore- bodies is evident and can be expected to continue. Discoveries using traditional and conceptual geological techniques have proportionally declined but are expected to continue at a significant level for a decade or so. Improvements in the quality and numbers of geological exploration models and in the quality of available basic geoscience data have aided successful discovery in recent years. Although some orebodies for the Year 2001 have already been found maintenance of a strong mineral inventory demands that more and better geological models are applied. Empirical models need to be improved by critical multi- disciplinary integrated studies of mineral occurrence at all scales. New models can and will be developed by various means. If application of these models is made with all the innovation, initiative and unorthodoxy that can be mustered then new discoveries will result. Greater attention to the surface expression of orebodies will also lead to new discoveries. Review and follow-up of old data in the light of new concepts will provide yet another discovery route.

A new national-scale geochemical survey is under way inAustralia with the aim to provide energy and mineral explorers with state-of-the-art precompetitive data and information about the continentÆs potential resources. This low-density geochemical survey will provide a national geochemical data layer using consistent sampling medium and sampling, preparation and analytical methods. Large-scale geochemical patterns thus revealed are expected to point to new areas of exploration potential. The project is funded under the Onshore Energy Security Program. It is hoped that this new national geoscience dataset will help make Australia a more attractive destination for energy and mineral exploration investments. In recent years, computational fluid dynamic (CFD) modelling of mechanically stirred flotation cells has been used to study the complexity of the flow within the cells. In CFD modelling, the flotation cell is discretised into individual finite volumes where local values of flow properties are calculated. The flotation effect is studied as three subprocesses including collision, attachment and detachment. In the present work, these subprocesses are modelled in a laboratory flotation cell. The flotation kinetics involving a population balance for particles in a semi-batch process has been developed. From turbulent collision models, the local rates of bubble-particle encounters have been estimated from the local turbulent velocities. The probabilities of collision, adhesion and stabilisation have been calculated at each location in the flotation cell. The net rate of attachment, after accounting for detachments, has been used in the kinetic model involving transient CFD simulations with removal of bubble-particle aggregates to the froth layer. Comparison of the predicted fraction of particles remaining in the cell and the fraction of free particles to the total number of particles remaining in the cell indicates that the particle recovery rate to the pulp-froth interface is much slower than the net attachment rates. For the case studied, the results indicate that the bubbles are loaded with particles quite quickly, and that the bubble surface area flux is the limiting factor in the recovery rate at the froth interface. This explains why the relationship between flotation rate and bubble surface area flux is generally used as a criterion for designing flotation cells. The predicted flotation rate constants also indicate that fine and large particles do not float as well as intermediate sized particles of 120 - 240 ¦m range. This is consistent with the flotation recovery generally observed in flotation practice. The magnitude of the flotation rate constants obtained by CFD modelling indicates that transport rates of the bubble-particle aggregates to the froth layer contribute quite significantly to the overall flotation rate and this is likely to be the case especially in plant-scale equipment.

The Youga gold mine in Burkina Faso, West Africa, is scheduled to produce first gold in the third quarter of calendar 2007. The project is expected to produce 540 000 oz of gold over 6.5 years, from a conventional open pit carbon in leach mine. The direct capital cost of the project is US$47 M. Etruscan Resources Inc, a Canadian based gold exploration and development company, holds 90 per cent of the project company Burkina Mining Company SA (BMC). The state of Burkina Faso is free-carried for the remaining ten per cent of BMC. RMB Resources Limited, of Melbourne Australia, has arranged a US$35 M project finance facility for BMC (the Borrower) as the majority of funding for the Youga project development. The loan facility was provided by RMB Australia Holdings and Macquarie Bank Ltd (the Lenders) each as to 50 per cent in the lending syndicate. The Lenders also provided a gold hedging facility to guarantee a minimum price for the projectÆs gold production. Burkina Faso is a francophone country, part of the Economic and Monetary Union of West Africa (UEMOA). The project financing is the first such facility to be arranged for a mining project in Burkina Faso, with little or no precedent available in other UEMOA countries. Therefore, while the Youga gold project is forecast to be a robust project applying conventional mining and processing methods, a number of legal, technical, commercial and social issues required identification, evaluation and resolution before the loan could be established. This paper describes that evaluation process and the resolution of these issues. In-house experience and expertise in both the LendersÆ and BorrowerÆs teams has facilitated a greater understanding and æownershipÆ of the issues and hence provided comfort with risks which might not normally be taken in conventional project developments and project financings. As a result, blanket external reviews were not required by the Lenders. A long-standing relationship between Etruscan and RMB Resources also facilitated solutions to a number of issues. Nevertheless, a degree of flexibility by the Lenders, the Borrower and Etruscan was required to successfully close the financing.

Indonesia has the largest coal reserves in the south-east Asian region. According to estimates from the World Energy Confer- ence, it has reserves of 18 billion mt lignite, 4.4 billion mt sub-bituminous coal and 774 million mt bituminous coal (Wyllie,1988). In recent years, substitution of coal for oil in power plants has been the goal of the Indonesian government since proven deposits of coal are about five times as large as national hydrocarbon reserves and most of Indonesia's power stations are still oil fired. Recently a coal fired power plant has been built in Java Barat, which will have a full capacity of about 3000 MW. It is intended to supply coal for this power plant from Bukit Asam mining area (South Sumatra). Coals from Bukit Asam - which are of the lignite or brown coal type - usually contain considerable moisture . It should be noted that reference to moisture in coal pertains to the total moisture content. This is comprised of what is commonly termed as equilibrium moisture and surface moisture. Surface moisture typically affects combustion process as well as pulveriser performance since it possibly influences the relative ease with which coal may be ground. In practice, the surface moisture produces agglomeration of the fines in the pulverising zone and reduces pulveriser drying capacity because of the inability to remove the fines as quickly as they are produced. This agglomeration has also the same effect as coarse coal during the combustion process because the surface area available for the chemical reaction is reduced, hence the combustion efficiency is also reduced. The influence of the moisture of some coals on their grindability (Hardgrove Grindability Index) has been previously correlated by several authors; some of them will be mentioned later. Those correlations, however, could not be immediately applied to any coal since it is still believed that there are other factors which influence the grindability of the coal, such as type and rank of the coal. The relationship between coal moisture content and its grindability has been investigated by Ellmann and Belter (1955). It was found that, for North Dakota lignites, the grindability varied as the moisture content changed. In Britain, Fitton, Hughes and Hurley (1957) stated that, for Bilsthorpe coal, over a wide range of free moisture content (from air-dried to about 30 per cent moisture), the Hardgrove Grindability Index (HGI) remains virtually unchanged. In addition to that, it was suggested that it would be slightly advantageous to dry the coal below its air-dried moisture content (at temperature ¦ 100¦C) to increase the ease with which coal could be ground, especially for low-volatile coal and high-volatile non-caking coal. Furthermore, it was also concluded that a broad relationship appeared between coal rank and Grindability.

Until early-1997, Mount Isa Mines Limited (MIM) generated electrical power for most of north-west Queensland. The discoveries of many new orebodies in the region meant the inevitable increase in power generation requirements for the new mines. In addition, the expansion at Mount Isa itself meant that MIM had to invest in new generating capacity or utilise the existing generating plant more effectively. Using its generating plant more effectively required MIM to undertake rigorous energy management within its own operations. A personal computer based system with a wide area network was installed as the basis for energy management. The result was that energy consumption was reduced, the need for additional generating plant was curtailed, and capital outlay for the generating plant that was required was delayed. As a direct result of energy management, carbon dioxide emissions were reduced substantially.
