In this paper, the history of Japanese coal and gas outbursts is presented and circumstances and countermeasures at the time cf outbursts are summarized statistically. Then the present meth- ods for prevention used practically in Japan are introduced. From statistics, it was reconfirmed that Japanese coal and gas outbursts have occur- ed frequently in the district of geological disturbance, symptoms immediately before out- burst occurrence were the phenomena in connec- tion with failure of a coal seam and outbursts have occurred many times when the number of boreholes had not been sufficient to degas. One of the principal protective method adopted in Japan is the large diameter gas drainage boring which also posesses a stress relief effects. There is a tendency to make diameter of borehole larger to increase both stress relief and degassing effects.

Most types of nuclear power reactors use uranium dioxide fuel. Power reactors using natural uranium dioxide'fuel are of special interest to countries such as Australia that have their own uranium supplies. A wide range of uranium dioxide powders can be fabricated and the ideal one flows readily, presses without the need for binders or lubricants, sinters to the required density and gives low reject rates at all fabrication stages. Sinterable uranium dioxide is usually produced via the ammonium diuranate route. The A.A.E.C. is aiming to demonstrate production of nuclear grade uranium dioxide from Australian concentrates, improving technology where possible. Details are given of the dissolution, solvent extraction, precipitation, filtration, drying, and calcination-reduction steps. Solvent extraction from sulphate media is also under study with a view to developing a process to produce a nuclear grade product at the mine treatment plant site,

Mining of the massive complex sulphides orebodies of Campo Pisano and San Benedetto (Southern Sardinia, Italy), dates back to before Christ, though their exploitation with modern technology was only resumed in the middle of the last century. The increasingly adverse economic conditions and the weakness of both country rock and mineralization were concurrent in forcing the Company's management to develop suitable high-productivity stoping methods. In the framework of a project fi- nanced in part by the Commission of the European Coranunities, and carried out in cooperation with the Universities of Cagliari (Italy) and Clausthal (Germany), a cemented backfill stoping method was developed. The concrete mix preparation and placement facil- ities, study of the cement mixes and endeavaa-s to optimize the methods are described. The monitoring system for measuring stress evolution within the emplaced backfill is illustrated together with the successful replacement of part of the Portland cement

In this paper, life cycle assessment methodology has been used to assess the variations in water use associated with different metal production and processing routes and provide insights into the value derived from water usage in the minerals sector. Using water consumption data derived from the literature it has been shown that the æcradle-to-gateÆ water consumption (or embodied water) for production of the various metals considered in the study ranged from 2.9 m3/t for steel up to 252 087 m3/t for gold. The results largely reflect the grade of the initial ore used to produce each metal, and can be approximated by the following equation: W = 167.7 G - 0.9039 where: W = embodied water (m3/t refined metal) G = grade of ore used to produce metal (per cent metal) The study showed that indirect water consumption in the metal production life cycle, in particular that due to electricity generation, can make a significant contribution to the embodied water value, eg aluminium production. When expressed in terms of m3/t ore, the results for all metals considered indicated that the embodied water is roughly, on average, three times the water consumption of the mining and concentration stage. It was also shown that the economic value per m3 of water consumed for the minerals industry exceeds that for the agricultural and industrial sectors, supporting the view that allocating water resources to the minerals industry has a strong underlying economic basis. Water reforms currently taking place in Australia aim to address issues such as competition for water access, reduced security of supply and increase in cost. Consequently the minerals industry, along with others, can be expected to come under increasing pressure to reduce fresh or raw water use and to integrate water use across sectors. While water recycling is an obvious candidate to help reduce water consumption in the minerals industry, issues such as water quality, among others, will influence the extent to which this can be achieved. In addition, wastewater volumes can be minimised using techniques such as pinch analysis to establish and use the minimum water requirement for the process. The use of dry or near-dry processing technologies, for which the demand for water is small or zero, may be a more radical solution to the water consumption problem; however, it is possible that the introduction of dry processing would bring with it a new set of problems, including dust.

Expanding rock bolts anchor within a rock mass more efficiently than non-expanding varieties. This is of great importance in weak ground conditions, where grouted friction bolts perform less efficiently than in good ground conditions. Filling a Split Set with demolition concrete has been shown to double the load-carrying capacity when compared to conventional use of Split Sets. This report details verification of these results by installing and pull-testing 14 Split Sets of varying grout conditions within in a fault zone. These Expanding Split Sets achieved loads double and triple that of ungrouted and normally grouted conventional Split Sets. A literature review and chemical analysis were conducted to understand the expansion process better. It was found that 20 per cent more calcium is included in expanding cement, which is responsible for its growth. Factors most affecting the expansion process were identified. Furthermore, the expansion rate of a bolt outside a borehole was measured and 6 mm of expansion across its diameter was found. The compressive properties of the cement were compared with other types, due to expanding cement becoming uncohesive after the expansion process is complete. When confined within a Split Set, compression testing demonstrated that this grout is just as strong and rigid as normal grout. Finally, the bolts were tested by shear and it was found that the Expanding Split Set (ESS) has a similar shear capacity to grouted Split Sets, which is 70 per cent higher than that of ungrouted Split Sets. These results enabled the mechanism for improved performance in weak ground conditions to be verified. Expanding grout will expand the Split Set into its borehole of varying diameter and lock it into place, creating increased friction and resistance to pull-out. Molten salt reactor (MSR) is a promising advanced reactor system aiming to the transmutation of minor actinides such as americium in order to reduce the inventory of ultimate nuclear waste. The fuel is a molten salt in which actinides are homogeneously dissolved in the liquid phase. A chloride salt may be retained for this concept, as it provides low melting point, high solubility of actinides, harder neutron spectrum. To avoid corrosion and precipitation issues, molten salt composition has to be carefully controlled with impurity content as low as possible. Obtaining pure actinide chlorides without contaminants such as oxide, oxychloride, hydroxide and water is still a challenge. To prepare actinide-bearing salt, the chlorination of actinides oxides was investigated in an unstirred reactor under flowing gas as solid-gas reaction. The carbochlorination of PuO2 were performed in the temperature range of 600 to 800°C with chlorine gas as a chlorinating agent and the presence of solid carbon. PuCl3 was successfully synthesised by this method and characterised by X-ray diffraction measurements but some impurities such as oxide phase remain inside the formed product. Refinements of anhydrous and hydrated PuCl3 phases by Le Bail method were also performed for crystalline materials definition. Conversion mainly depends on the chlorinating temperature and the contact between the oxide and the chlorinating agent. A conversion value of 70–80 per cent was achieved at 700°C from PuO2 with quite high specific surface area. The conversion rate was not improved with increasing the chlorination time. The volatilisation of Pu was observed during the carbochlorination experiments. To avoid a loss of Pu caused by sublimation, the chlorination temperature should be limited to 650°C despite that the conversion of PuO2 to PuCl3 was enhanced by increasing temperature. Both carbochlorination and hydrochlorination of AmO2 were also carried out leading to the formation of AmCl3. These first results suggest that americium oxide was chlorinated more readily than plutonium oxide. The purity of produced PuCl3 and AmCl3 still deserves further investigations.

Bauxite residue or ‘red mud’ is a by-product of the Bayer Process, the primary process of alumina refining. Due to its high alkalinity and variable composition, its storage and disposal poses high environmental risks to water sources, surrounding ecosystems and human health. The high alkalinity (pH 12–13) is a significant factor in its classification as hazardous waste; to mitigate this, Australian refineries have integrated neutralisation processes into bauxite refining. Both sea water and carbon dioxide neutralisation processes are applicable. Multiple studies have demonstrated pH reduction from 12–13 to 7–10, depending on the method. The key advantages of CO2 neutralisation are that it allows for carbon sequestration and is more effective when utilised as a pre-treatment for recovery of metals, while sea water neutralisation is more established and has been integrated into two Australian refineries. This paper proposes the application of the bacteria Exiguobacterium oxidotolerans for bioleaching of iron from hematite in bauxite residue. The genus Exiguobacterium is characterised by its high levels of adaptability, halotolerance and alkaliphilic nature. E. oxidotolerans is successful at eluting Fe2+ from hematite via reductive dissolution, which complexes with oxalic acid produced during metabolism. This aquatic bacterium presents a novel process pathway for iron elution due to direct interaction of E. oxidotolerans with hematite via the cell membrane and operates within the pH range of neutralised red mud. The proposed mechanism is extracellular electron transfer, a microbial metabolic process where electron transfer is facilitated between bacterial cells and extracellular material. Currently this is being investigated for promotion of seaweed growth in coastal environments as soluble iron aids and fortifies colonies. This has potential downstream applications for cleaner iron and steel production. While theoretical, this paper explores the neutralisation, bioleaching and application of the Fe(II)- and Fe(III)-oxalate complexes formed.

A prototype version of a computer controll- ed on-line scanning electron microscope image analyser, employing the real-time signals ob tamed by digital control of the electron beam has been used to obtain statistical quantificat lion of a wide range of mineral grain character istics, including composition, size distribut- ion, and degree of liberation. These propert lies have been determined for suites of whole particles of flotation concentrates, mounted without further preparation. The facility is also well adapted to the measurement of general Istereological parameters. The computer control software is based on an operating system which includes the device drivers and which is linked to FORTRAN programs [containing the procedural algorithms. Assessment of mineral reserves in any ore- body hinges on both mineralisation characteris- tics and the economics of extraction. The mineral reserves statement depends on interpre- tation of diamond drill information by geolo- gists, determination of the production plan and operating costs by mining and metallurgical engineers and prediction of future income by economists. The techniques used to generate the mineral reserves statement for Bougainville Copper Limited in 1969 are described and the accuracy of predictions discussed. Preliminary results from a geostatistical reassessment are comp- ared with the ore zone model, blast hole data and concentrator reconciled production results.

Results of investigations on adsorption and desorption of CO M CH and a mixture of the two gases are described.4 Results showed that even when the equilibrium conditions contains 50% Co and 50% CH4, the gas emission in the initia' stages will contain as much as 80% CH . 4 The temperature has a small effect and so also particle size for 1.4-11.2mm. The ratio of CO2/CH gases adsorbed in coal samples depends upon t4he equilibrium pressure and this ratio decreases with pressure. Results of field tests support laboratory studies.

Oakbridge, in combination with its joint venture partner, Nippon Steel of Japan, is expanding its Bulga underground and open cut mines to meet the growing demand for coal in the Asian market. Expansion works underway will see the Bulga underground mine become a world leader in underground productivity, the introduction of a high capacity dragline into the open cut mine (largest capacity dragline in NSW) as well as a major upgrade of the coal preparation plant (CPP) and coal handling facilities (CHF) to process the increased production. This paper describes the planning and implementation of this major expansion program and highlights the rationale behind some key aspects of the program.

In recent years the column flotation process has gained worldwide acceptance for processing various types of minerals under different circuit configurations. In an age when real prices of many mineral commodities are in decline and mining and labour costs are rising in real terms, it is more important than ever that concentration processes be not only efficient but also cost-effective. The column flotation process can give better metallurgical performance as well as involve lower capital and operating costs compared to conventional mechanical cells.This paper reviews the literature on columns and the effects of various column parameters on performance of the column flotation process. The history and principles of operation of the column flotation process are briefly discussed by way of introduction.

Sublevel open stoping (S.L.O.S.) was introduced at Rosebery in 1972 in the wider ore blocks below 14 level, largely replacing cut and fill methods which had been in use up till that time. During 1973/74 the method produced 10% of primary stoping tonnes, and by 1981/82 it increased to 65%. Because of the increasing reliance placed on sublevel open stoping for primary stoping production, every effort was made in both planning and operating to: - maximise ore recovery and reduce dilution - increase productivity - reduce costs.

The Cassidy Shaft was sunk to access the Mount Charlotte and Reward Orebodies below the Flanagan Fault. The 1,184m deep shaft is concrete lined to 6.5m diameter for its full depth. The initial 590m was excavated by stripping into a 1.8m diameter borehole and hoisting the broken material through the existing mine. The remaining 594m was excavated by conventional shaft sinking methods. The shaft was sunk through 3 existing plats and an additional 8 plats cut. 1,800 tonnes of steel and 8 cables were installed during the furnishing of the 4 compartments.

Discontinuities often have a very detrimental effect on the stability of mine highwall faces. The west wall of the Muja open cut is remarkable for the number and variety of discontinuity sets which occur over a relatively small area. To-date 14 separate structural domains have been identified over an area measuring approximately 560 m by 120 m.The structural domains have been grouped into four structural assemblages on the basis of their angular relationships to each other and to regional folding and faulting. The distribution of these structural assemblages appears to be erratic and no controlling factors have been identified to explain or predict them other than in the most generalised terms.

The United States has more than 45 billion tons of economic coal reserves in seams above 10 feet thick and current underground production from thick seams represent less than three per cent of the total production. A tripling of underground production from thick seams is necessary within the next 10 years to meet U.S. coal production demands. An analysis of underground accident and production data is presented in the paper. A study of accident and injury distribution in different coal seam heights in the eastern and western part of the United States in seams ranging in thicknesses from 5 to 15 feet indicates that the seam thicknesses do not produce adverse impact on underground injury incidence. Accidents associated with roof falls and haulage account for about 70 per cent of underground mining injuries.

The South Australian mining regulatory framework has adopted a performance based approach to the management of risk. This approach has been in place in South Australia for more than 10 years and is increasingly being implemented in mining jurisdictions in Australia and around the world. Performance based regulation focuses on setting appropriate environmental outcomes to be achieved based on an assessment of the potential impacts associated with the development, operation and closure of mining projects. Measurable compliance criteria, including completion criteria, are set to demonstrate achievement of the outcomes. It is the responsibility of the proponent to propose designs and strategies that will achieve the regulated environmental outcomes and to demonstrate the implementation of their designs and strategies will achieve the outcomes into the future. Tailings Storage Facilities (TSFs) are significant elements of many major mines and each is unique with site specific factors such a materials to be stored, design, size, location, climate, sensitive receptors, operating history of the facility (i.e. changes to design), site culture and company capability amongst a range of other factors. Consequently a fit-for purpose approach is a key principle of best practice regulation of tailings management as it takes the site specific factors into account in setting appropriate outcomes for mitigating the identified impacts associated with a proposed development. Achievement of those outcomes through fit-for purpose, well designed management strategies would ensure safe, stable and economic storage of tailings in a manner that complies with all legislative requirements and presents negligible public health and safety risks. Tailings storage must also have acceptably low social and environmental impacts, both on and off site, during operation and indefinitely post closure. Achievement of environmental outcomes during operations and at mine completion can then be demonstrated to the regulator and community through public reporting of compliance with measurement criteria which establish the appropriate level of impact for each individual operation. A number of new mining proposals including tailings storage facilities (TSF) have recently been assessed and approved in South Australia. The location, size, design, sensitive receptors, public interest and therefore risk profiles of these TSF’s have varied substantially between these new mining proposals. These considerations were reflected in the assessment of the TSFs and the resulting mining lease conditions of approval including the environmental outcomes to be achieved over the life of the facilities. Geochemical exploration continues to play a significant role in new mineral discoveries inAustralia and elsewhere, including terrains where mineralisation is buried or otherwise obscured by regolith cover of various types. Transported regolith commonly restricts the migration of trace elements to surface, especially in arid terrains, presenting a range of problems for traditional geochemical exploration methods that employ surface samples. Regions dominated by transported cover include the northern parts of the Tasmanides in eastern Australia and the Yilgarn Craton which are variably covered by thick alluvium and Mesozoic to Cainozoic sedimentary rocks (Anand and Paine, 2002). Alcoa of Australia operates three Alumina refineries in the South West of Western Australia at Kwinana adjacent to the South suburbs of Perth and at Pinjarra and Wagerup in rural settings 100 and 150 kilometres south of Perth respectively (see Figure 1). Alcoa's total alumina production is currently around five million tonnes per annum and this will increase to 5.5 million tonnes by early 1990. Further expansion of production is likely if current world aluminium demand trends continue. Alcoa's refineries utilise bauxite mined in the nearby Darling Range which is low grade by world standards having around 32 % by weight extractable alumina (by comparison Weipa bauxite yields around 55% alumina). This means that for every tonne of alumina produced two tonnes of solid wastes remain and therefore while we in Western Australia can boast of hosting the largest alumina industry in the world with around 18% of total world production we suffer from having the lion's share or 40% of the world's bauxite residues to dispose of. In its Western Australian setting the management of these residues in a manner which is acceptable to the community creates many challenges. These are primarily due to the mass and volume of waste produced, its chemical and physical characteristics and the environmental features of the local area including close proximity of neighbours, competing land uses and the presence of natural resources such as surface water and groundwater. In addition the trend towards more stringent statutory environmental controls and greater political and community awareness of environmental issues means that we must be able to demonstrate improvements that will reduce the considerable adverse impacts of past practices. Of course we must also try to keep the overall cost of residue disposal as low as possible to maintain our competitiveness with refineries which may have much smaller volumes of waste to dispose of and less environmental constraints.

Over the last three million years, porphyry and epithermal mineralisation in the Baguio Mineral District has been driven by calc-alkaline magmatism associated with the subduction of the South China Sea plate and the Scarborough seamounts beneath northern Luzon, Philippines. Coupled with extreme uplift and exhumation rates, mineralisation in the Baguio District has been responsible for the emplacement of over 922 million grams of gold. As one of the oldest intrusive bodies associated with the Baguio District, the Black Mountain Cu-Au deposit consists of at least five intrusive phases overprinted by potassic and propylitic alteration and sulfide mineralisation. Gold ore grades are low and molybdenum grades high with respect to other porphyry Cu-Au deposits in the Baguio Mineral District. An EXTENDED ABSTRACT is available for download.
