The devastating failure of Dam I at the Corrego do Feijao iron ore mine near Brumadinho in Brazil on 25th January 2019 left at least 270 people dead or missing. In the immediate aftermath of this event, many mining companies commenced reviews of their tailings and water storage facilities (T&WSFs), and Rio Tinto was no exception. Rio Tinto has an interest in over 250 T&WSFs across 47 sites in 13 countries as owner-operator, as managing JV partner, and through non-managed partnerships and other ownership arrangements; T&WSF experts from Rio Tinto’s Surface Mining Centre of Excellence visited the sites in order to complete Technical Risk Reviews of each facility. These reviews looked beyond the day-to-day operational aspects of T&WSF management, and the site’s compliance with local regulations and Rio Tinto’s internal D5 Standard – Management of tailings and water storage facilities, in order to provide a strategic, second line of assurance perspective. The reviews focused on design and construction; operational controls; risk control framework; and competencies and capabilities of personnel involved in the design, operation and closure of the facilities. Additional activities were carried out in parallel with these reviews, including the development of a consistent approach to dam break studies; the public disclosure of information on Rio Tinto’s tailings storage facilities and their management; and contribution to external programs such as the initiatives being co-ordinated by the International Committee on Mining and Metals. This paper provides an overview of the tailings and water storage assurance work undertaken by Rio Tinto’s Surface Mining Centre of Excellence Tailings Validation Taskforce to date; work that will continue to improve governance and assurance for all of Rio Tinto’s T&WSF.

This paper presents the art of on-stream particle size and elemental analysis used at iron ore concentrators, followed by the results and experiences from several sites.Online particle size analysis is rather common at medium- to large-sized concentrators. Online X-ray fluorescence (XRF) elemental analysis, however, is only used in some iron ore concentrators, while it is a routine practice in base metal concentrator plants. Online XRF analysis is applicable for process monitoring and control down to four to five per cent silica by measuring Fe assays accurately. With lower silica content, direct measurement of silica and other light elements is required. Some light element analysers that are based on the prompt gamma neutron activation analysis (PGNAA) method have been developed, but they have not performed up to expectations with slurry analysis. Other methods have been tried though these have not been used beyond prototype installations. Operating online light element slurry analyser installations are not common in iron ore applications.There is an economic incentive to mine lower and variable grade iron ore resources, which require concentration and removal of several impurities to produce high-quality concentrates for pellet production. Monitoring such operations by on-stream analysis has significant economic benefits, and there is a need to develop a dependable slurry online analyser for Si, Al, Mg and other light elements. The Isa Mine of Mount Isa Mines Limited produces 2.6 million tonnes of silver-lead-zinc ore annually from sub level open stopes of which approximately 40% comes from the narrow Racecourse orebodies below 15 level.Geologically the stoping environment is complicated by highly fissile shale hangingwalls and below 17 level by a high stress regime.The realization that major hangingwall failures and generally poor ground conditions could lead to serious dilution problems, and ultimately production shortfalls, prompted investigations into the use of low strength explosives.

This paper highlights two aspects of the mineral sands industry in Australia: the development of the industry from approximately 1870 through to 1980, and the author’s experience in the industry from 1966 to date.The first real heavy mineral (HM) mining in Australia started in 1870 with the mining of heavy mineral slicks on the beaches along the east coast of Australia. The real potential of Australian heavy minerals was however only realised in the 1920s with the first production of a heavy mineral concentrate that was shipped to Canada for processing. Post WW 11 and the Korean War, Australia was the largest producer of mineral sands products in the world as well as a significant developer of associated separation equipment and technology. The number of producing companies in the east coast peaked at 33 in 1957, was reduced to ten by 1965, and subsequently further reduced to five in 1980 as a result of potential mining areas being declared National Parks or Conservation Reserves. Today there is one company, Unimin Australia Pty Ltd (formally Consolidated Rutile Ltd) operating on the east coast. In contrast there were three companies on the west coast in 1965, four companies in 1980, and four companies today (albeit not the same companies).There have been considerable ups and downs for the industry in Australia, however world wide it was renowned in the past as being an industry that attracted numerous interesting and innovative characters that played a major role in developing it into the vibrant industry that it is today. This, given the current climate, is predicted to continue into the future.The author has been continuously involved in the industry for over 45 years from 1966, initially as an electrician at Consolidated Rutile Ltd culminating in the role of General Manager/President of Iluka Resources Limited USA, prior to his retirement in 2009. His exposure has been world wide and has covered all aspects of the industry but in the main focused on project development and operational areas. During this time there have been significant technological advances, yet to some extent the basic principles have not changed at all. Some of the most noteworthy advances include the development of the Wright Spiral in 1977, the development of the Reading High Intensity Wet Magnet (WHIMS), the rare earth magnets, the CRL floating thickener and the improvement of analytical techniques. From a safety, health and environmental perspective there has been significant advances that the industry has much to be proud of. These include wetland restoration both in Australia and in the US, the restoration of farmland in Virginia and Capel, and the re-establishment of native species, for example at Eneabba and Richards Bay to name but a few.

Land rehabilitation at Golden Cross is reviewed, 8 years after mine closure in 1997/98, from the perspectives of a Peer Reviewer (land rehabilitation) and a Regional Council Officer (Resource Consents compliance). Land rehabilitation items we discuss include: management of restored pastures, native plantings (on-site riparian and block plantings and off-site environmental riparian enhancement plantings), wetlands (on-site tailings lake and sediment ponds littoral zone plantings, and basement of the open pit; and off-site wetlands enhancement plantings), pine plantations on-site and on surrounding land, stabilization of the Tailings Lake Embankment (landslide) and Open Pit capping, capping of acid-mine-rock, stability of discharge channels, buildings and amenities, public access for recreation, educational uses, and future management of the site. Pest control has helped to conserve the rare and endangered HochstetterÆs (Leiopelma hochstetteri) and ArcheyÆs (L. archeyi) frogs, and a regionally significant stand of rare swamp maire (Syzygium maire) has been conserved and fenced.

The extraction of drawbells in Lift #2 at Northparkes Mines E26 orebody was achieved by single shot blasting, enabled through the use of electronic detonators. This paper discusses the designs considered at the time of the feasibility study and the various changes made to these designs prior to and during the construction phase of the Lift #2 block cave. Operational issues encountered are highlighted, as are ways in which these were overcome. The amount of personnel utilised to mine the drawbells is also covered. Lists of design and operational considerations to be used for drawbell extractions have been included.

Mineral maps produced via optical and scanning electron microscope û mineral liberation analyser (SEM-MLA) automated mineral identification systems are being used to examine the relationships between mineral phases in spatially well-constrained samples of intact and crushed rock. The use of sophisticated image analysis software allows data pertaining to individual or groups of mineral phases to be extracted from the mineral maps. Analyses of the extracted data can be used to identify populations of phases. Data extracted from the images can be compared with mineral processing data, eg hardness, grindability, degree of liberation, from the same sampling intervals, enabling ore characterisation to be linked to processing behaviours in a spatially constrained, quantified manner that can potentially assist with mine planning and optimisation.

The project to reopen the Tasmania Mine has centred around efforts to reopen the Hart Shaft to access the high grade reef remaining below the old workings, which extend down to 457 in. Efforts in 1982 and 1987 were frustrated by unstable clay ground around the shaft, which resulted in significant subsidence of the shaft collar and lining. A successful program has since been implemented to solve the problems, stabilize the collar and recover the upper shaft which had collapsed down to 90 m.

The ConSep ACACIA Reactor is a device, which utilises a high intensity cyanidation process to achieve very high, usually near total, recovery of gold from gravity concentrates. The process utilises a fluidised bed and a chemical oxidant to enhance the gold dissolution kinetics to the point where the bulk of the dissolution occurs in a few hours. For convenience and security, most plants operate a 24-hour turn around. The product from the process is in the form of cathode gold ready for smelting by traditional means. The ConSep ACACIA Reactor performs a two-fold role. Firstly it increases gravity gold production, leading to a decreased CIP feed grade. Secondly, it removes slow leaching components from the plant leaching circuit. This two fold benefit leads to the following efficiencies: enhancement of the dissolution kinetics; enhancement of the adsorption kinetics; reduction of the gold load reporting to the carbon; a significant reduction of the ægold in circuitÆ lockup; and removal of slow leaching entities which can also result in a lowering of the required cyanide concentrations in the leaching circuit and a subsequent reduction in overall cyanide consumption. The above benefits are discussed in this paper, with a particular focus on the ConSep ACACIA ReactorÆs role in removing slow leaching components, with data generated over a 21-month period. Improvement in overall plant recovery via removal of slow leaching gold species is achieved in two ways. Firstly, some of the slow leaching entities, successfully leached under intensive cyanidation, are not always fully leached under plant conditions. This results in a lowering of the solid tailing. Secondly, the faster leaching kinetics achieved in the plant as a result of the removal of slow leaching entities results in faster and more complete adsorption of the dissolved gold onto activated carbon. This results in a lowering of the solution tailings. The construction and operation of the ConSep ACACIA Reactor is simple. Apart from the reactor body, which is a proprietary design, all components of the system are æoff the shelfÆ or specific to the siteÆs requirements. In operation of the fully automated version, a PLC controls a series of valves and pumps but except for a daily changeover process the only operating component for the bulk of the time is a relatively small solution pump. The process can be totally automated giving the security of a æhands freeÆ concentrate handling process up to the point where the product is presented as cathode gold. The ConSep ACACIA Reactor was developed by Anglogold Australia (formerly Acacia Resources) for Union ReefÆs Gold Plant and has been in production since February 1999. It has proven to be a low cost, high recovery, mechanically reliable method for the processing of gold concentrates. Such has been the success of the plant, as of June 2003 there are eighteen full installations of the processing plant installed at mines owned and/or managed by Anglogold, Newmont, Placer Dome, Independence (formerly Lonrho), Sons of Gwalia and Harmony.

Cement production in Australia approximates 6.5 million tonnes per year. Cement clinker is sourced from 15 plants which operate 28 kilns. Cement grinding is conducted at 14 of the clinker plants plus 7 grinding plants. Average annual capacity per kiln or plant is lower than in many overseas countries, but kilns introduced since 1970's have been of larger size more in keeping with size trends overseas, although still smaller than the large units overseas. Substantial economies in capital and labour costs can be achieved in large production units, particularly with dry process kilns using precalcination techniques in which part of the fuel is introduced in the static preheater section ahead of the kiln while the balance is added to the kiln in a conventional manner. Precalcination techniques have been introduced to the Australian cement industry but as cement transport costs form a major part of supplying diverse market areas, the size of kilns is likely to remain less than maximum owing to balance with distribution costs. The cement industry uses significant amounts of thermal and electrical energy which can be minimised by proper selection of equipment and technology. Labour costs are also significant and can be contained by automation and computer control of the process.

The relationship between the maceral composition of coal and the strength of the coke produced from that coal has received a great deal of attention in recent years.Studies using two Bulli Seam coals, and blends of Bulli and Wongawilli Seam coals, from the IIIawarra Measures of the Southern Coalfield of New South Wales were carried out.The optimum range of vitrinite was found to lie between 45 per cent and 60 per cent (mineral matter free).Above and below this vitrinite range coke strength deteriorated. Coke strength indices increased with rank, and the optimum vitrinite content increased with an increase in rank. These changes require confirmation as trends by testing a third level of rank. It was noted that vitrinite content decreased with an increase in the specific gravity of separation of the coal.Use of petrographic analyses will increase confidence in choosing coals for coking, provided the coals are well known. Such analyses offer the possibility of greater flexibility in coal purchases and the possibility of producing a marketable blend from coals, which have limited market potential. Critical base coals for blends can be conserved.Significantly more work is required before coal reserves can be utilized to optimum advantage. This work would require extension of the studies discussed in this paper and, in particular, the testing of a wider range of rank.

Predicting the future is a task that should always be delegated. If that is not possible, then stating your views confidently, but retrospectively, is preferable. Hindsight encourages clarity of thought and sharpens perception. When all else fails one can look back into history and see the trends, evaluate the current situation and project it a little way into the future - in this case 10 years. In exploration the rate of change has been increasing over the past 20 years. With expected developments in technology, legislation, and their sociological impacts, we will see such rapid change over the next decade as to make us uncomfortable, unless we are prepared for it.   The social obligations of our industry also have changed enormously over the past 20 years and are still changing. This will lead to further changes in the way we conduct our business if we wish to stay in business. As exploration technology improves, a further dimension is added by the expectations of the communities in which we operate. This extra dimension needs to be quantified so that we not only keep up with current developments but also get ahead of the game. This paper is based on the New Zealand experience, some of which will be familiar to mineral explorers in other countries.

Judicious placement of a range of geotechnical instruments was employed at the Tasmania gold mine, Beaconsfield, Tasmania, as a key strategy in the monitoring of rock mass conditions over the past four years. The range of instruments employed included vibrating wire stress-meters and hollow inclusion cells to monitor changing stress conditions, resistance wire and multipoint borehole extensometers to monitor the impact of stress changes on the integrity of the rock mass, and instrumented cable bolts and threadbar bolts to monitor the static and dynamic impact of rock mass changes on the installed ground control system. Initially the monitoring was of a qualitative nature, monitoring change from the time of installation. The value of the output was considerable when considered in relation to the ongoing seismic record which was also being monitored. It was clear from the seismic record and the monitoring results that stope blasting was the primary trigger for changing rock mass conditions. However, it was unclear how well observed behaviour was reflecting conditions anticipated by elastic numerical modelling. The latter had predicted significant stress increase in the near field of man-access footwall development. Qualitative monitoring and visual inspection did not support the modelling prediction, and this led to a program of quantitative measurement being undertaken. Measurement of the absolute stress condition in the backs of footwall development immediately adjacent to monitoring hollow inclusion cells provided the benchmark for tracking quantitative stress change. The program provided insight into the evolution of principal stress field magnitude and orientation in relation to rock mass change observed with extensometers and instrumented ground control elements, as well as providing a degree of calibration between the elastic numerical modelling and the virgin stress field. Calibrated monitoring data has also provided a useful benchmark for finite element modelling which is to be used for future mine-wide design.

Australian companies and consultants are becoming ever more involved in projects in African, South American, East European and Middle Eastern countries. However, significant differences in culture and approach to projects sometimes make these projects challenging for reasons that are not purely technical. Often the challenges are rather related to how the project owner and local authorities perceive the reality. These perceptions and sometimes unrealistic expectations regarding project costs and potential outcomes need to be addressed by the æWesternÆ project developer and consultant.This paper will discuss the specific experience of Snowden in studies commissioned by companies from such countries for the development of very large, low-grade gold deposits in some of the most inhospitable areas in the world. The paper will further review similar projects undertaken in other ænew worldÆ countries and compare these to the initial Snowden experience.As the process operating costs of operations in many of these countries are extremely competitive when compared to the typical Australian operating costs, the paper will review the operating costs and the factors which may be pertinent to a large project of this nature, both in the Australian and the ænew worldÆ context. Copper ores are widespread through the Lachlan Geosyncline in New South Wales, but the size of the orebodies is generally small. The largest deposits occur in the Cobar district where an iron-rich copper ore type has been developed in Silurian sediments. Similar de- . posits to the south in the Nymagee-Mt. Hope-Melrose districts are related to quartz feldspar porphyries of probable Upper Silurian age. Deposits to the east in the Tottenham-Girilambone districts are less complex mineralogically and are possibly related to an ultra-basic source.Copper mineralization in the Highlands further to the east is often developed in Ordovician andesite or MiddleUpper Silurian acid volcanic sequences. The deposits in andesite contain considerably less galena than those in the acid extrusives; a small proportion of the mineralization in the latter has texture, mineralogy, and geologic setting analogous to the Captain's Flat copper-Iead-zinc deposit, for which both syngenetic and epigenetic origins have been proposed. Very little copper mineralization occurs within granitic material, even though rocks of this type ranging from Silurian to Carboniferous in age crop out through much of the geosyncline, and the extent of the metal contribution from plutons to the deposits in volcanics is open to question. Numerous deposits are known in the contact zone around Mid-Devonian and Mid-Carboniferous granites, however, and the formation of these orebodies has undoubtedly been influenced by plutonic activity. Small occurrences of copper with associated minor nickel sulphides are developed in a narrow serpentinite belt of possible Lower-Middle Devonian age in the southern section of the Highlands.

Rio Tinto has embarked on a journey to use automation to improve the performance of its surface mines. The driver for automation is to improve the accuracy and consistency of mining processes and less to do with cost savings through labour reduction. A key task in most surface mines is blasthole drilling. The degree to how well this is done cascades through the downstream mining process. It impacts scheduling, excavation, slope stability, material handling, beneficiation and final product blending. Improved blasthole drilling was identified as an objective that has a significant business case in most of Rio Tinto's surface mines. This paper describes Rio Tinto's drill enhancement project that has developed a robust system for automating most of the functions on a Terex SKSS16 drill rig. Automated drilling is currently being used in production at the West Angelas iron ore mine in the Pilbara region of Western Australia. A description of the essential elements of the drill automation system is given together with an overview of how automated drilling is performed remotely from the mine office. A review of some of the benefits of the enhanced drill system is given together with the future plans to extend the functionality of the automated drill and the expected benefits.

Conceptual studies of the run of mine stockpiling and reclaiming requirements commenced in 1975. Final selection of equipment was made in 1978 and the equipment was commissioned in June, 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world. The equipment selected is described and compared with the alternatives. Foundations were designed to minimise cleanup effort and to ensure stability of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

Bolivia, due to its turbulent past with a history of constant military coups, has given an image of complete instability to the foreign investor. The effects of this have been several fold, the major one resulting in a complete lack of exploration in modern terms since their revolution in 1952. What was overlooked by the foreign investor was the fact that revolution produced Agrarian Reform which is the foundation of the stability which Bolivia enjoys today. Another factor that is overlooked is the fact that its past history is one of vast mining fortunes having being made. Their political problems resulted in economic chaos in 1985 with an annual inflation rate of 26,000 percent. This resulted in the collapse of the government but the democratic process continued. Then came the so-called"South American Miracle" in 1986 when the government of Dr. Paz Estenssoro enacted an extremely harsh austerity program which consisted of the abolition of wage and price controls, the abolition of monopolies, the right to hire and fire, the weekly auctions of dollars and the free convertibility of currency which yielded a stable government with 8 percent inflation. This was followed by massive personnel reductions in the various mines and other industries.

Arrium’s magnetite concentrator has recently completed a modification program to improve the process that has been in operation in Whyalla, South Australia for the previous seven years. The magnetite concentrate is pumped via pipeline to the coast and serves as pellet plant feed, eventually being turned into steel in the Whyalla blast furnace. With the addition of a new 3MW IsaMill at the concentrator, the plant has seen increased production from a reduced feed grade, enabling Arrium to treat ores previously stockpiled as waste. This paper will focus on the design work and commissioning of the fine grinding circuit along with the year of optimisation that followed, taking the IsaMill up to 350+ tph of throughput.CITATION:Larson, M, Anderson, G, Mativenga, M and Stanton, C, 2015. In heavy mineral sands ilmenite, rutile and zircon are present in economic concentrations. These minerals are important sources of Fe, Ti and Zr for various industrial uses. The beach sands of northern KwaZulu-Natal, along the Zululand Indian Ocean coastline in South Africa, have been mined for 30 years. The various processes involved in mining and processing these minerals have been controlled by time-consuming and labour-intensive analysis methods which, in some cases, can be replaced by X-ray powder diffraction (XRD)-Rietveld analysis. Heavy minerals are concentrated in the plant to produce a heavy mineral concentrate (HMC). The heavy mineral extraction plant is controlled and informed of the proportions of minerals in the HMC according to their magnetic susceptibility. The different fractions are called magnetic, paramagnetic and non-magnetic fractions and quality control is based on their magnetic fraction weights combined with X-ray fluorescence (XRF) elemental analysis. This current quality control process is very time consuming and labour intensive. We have aimed to show that we can, by XRD, identify and quantify all the minerals in the HMC and also in the magnetic separations. These results are then compared with results obtained by Mineral Liberation Analyser (MLA) as well as with the results from the physical separation. It was possible to detect all minerals present in the material by XRD and use the Rietveld method for a full bulk mineral quantification. A maximum of 15 minerals can be included in the Rietveld refinement due to computational restraints. Major minerals detected are rutile, ilmenite and zircon and minor minerals are quartz, epidote, anatase, amphibole, monazite, magnetite, titanite and augite. The XRD and MLA results correlate relatively well and detailed results will be presented for HMC and magnetic fraction samples. Small differences were observed for some minerals due to the different ways in which minerals are detected or due to preparation methods within each method. Rutile seems to be more abundant in the XRD analysis and the detection of Anatase is possible by XRD, but not MLA. Leucoxene (consisting of mainly microcrystalline anatase, rutile and titanite is not detectable by XRD since it is not a mineral, but ilmenite alteration phases are observed instead. There is, however, a correlation between anatase, titanite and rutile detected by XRD and leucoxene analysed by MLA.
