This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

The total world steel production in 1998 amounted to approximately 780 000 000 t. The share of electric steelmaking was in the range of 35 per cent and is expected to increase further to over 40 per cent of the world's production within the next ten years. As electric steelmaking is primarily based on the use of scrap and as it is progressing more and more into higher steel grades the need for low-residual metallics will become increasingly important. Consequently, the demand for scrap substitute material will increase, reflected in the world wide spate of interest for DRI (Direct Reduced Iron) and HBI (Hot Briquetted Iron). The increased significance of DRI/HBI as a substitute for steel scrap has obviously emanated also from its comparatively lower and more predictable costs per ton and definable chemistry. In 1998 already 37 million tons of DRI/HBI were globally produced.

This paper addresses, in particular, the influence of winding depth on the selection of head ropes for Koepe winders. Because this is just one aspect of winder design that affects the operational safety of the winding system, the paper starts by considering all the issues governing the life and safety of the winding ropes. Regulations from a variety of countries are reviewed and comparisons of the legislated rope factors of safety and their variation with winding depth are made. This is followed by a discussion of the typical observed mode of in-service deterioration of Koepe head ropes. This mode of deterioration is due to fatigue and is influenced by the load range occurring in the ropes. Parameters contributing to load range are discussed and the influence of winding depth is highlighted. Lessons learned from early experience with very deep Koepe winders in South Africa are recalled. Predictions of load range as a function of depth are made, from which general rope life predictions are made for ropes selected by conventional national factor of safety requirements. This is illustrated in graphs comparing rope life as a function of depth. Typically a reducing life with depth is predicted. A rope selection strategy is advocated, which is based on achieving a constant rope life irrespective of the depth of wind. A new factor of safety (or rope design factor) equation is prepared that has the trend of increasing with depth. This proposed equation is compared with other published proposals that promote an increasing rope factor of safety with depth. It is shown that smoother winder drive controls enhance winding rope life and this improvement is quantified. The paper concludes by pointing out the consistency in predicted and observed life of winding ropes selected in accordance with legislated factor of safety approaches. It recommends the adoption of a new rope design factor equation for rope selection, to be used in conjunction with appropriate codes of practice for winding rope condition assessment and for the design, installation, operation, maintenance and testing of Koepe winders. The new rope design factor equation approaches a limiting economic depth of wind at shallower depths than the existing Koepe factor of safety approaches. However these older approaches æbuild-inÆ a reducing rope life with depth. The new rope design factor is therefore a more consistent way to select Koepe ropes and to evaluate economic trade-offs between Koepe and conventional double-drum or Blair winding systems.

Total mechanisation in the Western district of New South Wales is quite a recent addition to productive methods in that State, for it was only in 1940 that the first colliery was equipped for this method of winning coal. Now almost all mines either are totally mechanised or are planning to get their coal by these means.This marked change in recent years is explained by the salient features of the industry's history. Collieries in New South Wales had generally been subjected to low selling prices forced on them by over-production and severe competition. Little money was available out of profits to purchase machinery, and returns on capital were so poor that inducement to invest money in the industry was nonexistent.The second world war brought price fixing at the already low prices. It was not until the post-war period that there has been any inducement to mechanise.Much credit for mechanisation can be given to the Joint Coal Board, a government body formed in 1948. Pursuing a broad plan for the rejuvenation of the industry, this Board, purchased large quantities of machinery for use in, mines under hire-purchase agreement. These agreements encouraged machine mining, and this fact, together with the ensuing production economies, has improved the financial position of the industry.The Board has also been instrumental in the granting of increases in the fixed price of coal, so that the industry has been given an even greater boost in the direction of mechanisation.

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

Fines and unnecessarily small rock fragments are created by as many as four identifiable breakage mechanisms which operate close to the charged section or sections of the blasthole. The peak blasthole pressure (Pb) should not exceed that value at which the rock starts to fail in compression. Excessive Pb values can be prevented by carefully selecting:1. the composition, density and/or diameter of the charge, and2. the initiation/priming system.The percentage of fines increases with:1. increases in the charge diameter:blasthole diameter ratio, burden distance, blasthole diameter, effective sub-drilling and size of blast, and2. decreases in blasthole spacing, stemming height and the length:width ratio of the blast block.Decked charges tend to reduce the percentage of fines.Excessive fragmentation is more evident in buffer blasting and sinking cut shots than in blasts fired to a clean free face. Initiation sequences which give effective burdens considerably less than drilled burdens encourage the minimization of fines, as does an inter-row delay time which promotes good progressive relief of burden.The wastage of explosive energy in creating fines is most pronounced where fully-coupled, energetic charges are fired in weak and/or highly porous rocks. This is especially so where forward movement of the strata is impeded by buffer rock, excessive burden distances and/or inadequate inter-row delay times.

Clearly a plant designed only to treat average ore at the nameplate rate will fail to achieve nameplate in any typical year. To insert the necessary capability to achieve nameplate it is common process engineering design practice that plant must be able to treat an ore with 80th percentile value (hardness or competence values for example) at the nameplate rate. In the authorÆs experience, apart from a couple of notable cases, this has been applied reasonably well as a principal, and with widespread success. However, in a number of recent instances it became clear that the use of the 80th percentile number would have resulted in significant under design of the plant. This paper makes the case that the 80th percentile, as a principal, has can have serious flaws and its use needs to be assessed on a case by case basis. The discussion in this paper is the first step in developing a new design principal, and the associated methodology for selection of a design value, that will ensure plants are designed to achieve their nameplate capacities.CITATION:David, D, 2013. From the Saranac Laboratory for the Study of Tuberculosis of the Edward L., Trudeau Foundation, Saranac Lake, New York:We are assembled to honor the memory of our friend and colleague, Donald Cummings, one of the founders and a past president of the American Industrial Hygiene Association. I deem it an Unusual privilege to have been asked to give this first memorial lecture and hope that what shall have to say may be worthy of the occasion. It is fitting that we should discuss here the subject of Silicosis to which he devoted such a large part of his life and it is doubly fitting, I think, that I should report to you an extended series of investigations carried on by his associates at the Saranac Laboratory.The subject of silicosis may seem hackneyed to this audience which is so familiar with the tried and accepted methods of prevention and control.But in spite of our efforts, the condition is still with us and unfortunately is still being produced in many places. In industries that now maintain good control of dust, fresh cases are appearing on annual re-examination, whose major exposure date back to the days before the hazard was recognized.A few new employees, with apparently ineffective upper respiratory protection against inhaled dust, develop silicosis precociously in environments that are comparatively harmless to their fellows. In plants that have relaxed their vigilance under the urgency of war production schedules, conditions again prevail that will produce, disease in the future.Silicosis acquired new interest with the announcement by Denny, Robson and Irwin(1) in 1937 that it could be prevented by the inhalation of powdered metallic aluminium. It so happened that without knowledge of their work, we at the Saranac Laboratory had for some months been conducting similar experiments with one of the hydroxides of aluminium.Quite independently we discovered that hydrated alumina would also protect animals against quartz. Our approach to the problem had been empirical; we were trying to neutralize quartz particles by coating their surfaces with an insoluble material following the lead of Kettle who in 1932 had shown that this could be accomplished with iron. Silver is one of the three major metals produced from the Broken Hill mines. The accurate determination of the silver in these ores, therefore, is of economic importance.With due appreciation of the divergence of opinion of many who are interested in the subject of the determination of silver, the writer has been prompted to present the results of some recent experiments on silver losses during cupellation and conclusions from these experiments in the present paper. The losses of silver in the fire assay for this metal are due to silver retained in the slag during the fusion or scorification of the ore, and to silver volatilized from, and absorbed by the cupel during the process of cupellation.The literature describing the results of experimental work on silver losses due to the above causes is extensive, and the general conclusion of these experiments is that the silver lost in the slag is small, but that lost by cupellation is larger and more variable.The term cupellation loss in this paper refers to the total cupellation loss, no distinction being made between the absorption and volatilization losses.Volatilization loss is shown by King to be 0.5% of the total cupellation loss and, as it is generally accepted among assayers as being only a small fraction of the cupellation loss (3) (5), it will not receive further consideration in this paper.The factors causing the loss of silver by cupellation and the precautions to be obs~rved to reduce the loss in this operation are described in (1), (2), (3), (4) and (5). AngloGold Ashanti Ltd nominated Sunrise Dam Gold Mine as a case study via their involvement with the long-running Australian Mineral Industry Research Association (AMIRA) International P9P research program (AMIRA, 2015) . A group of researchers from the Global Comminution Collaborative (GCC) conducted a comminution circuit survey and review together with a large group of graduate metallurgists, senior metallurgists and operators. Fundamental and applied research understanding was used to identify productivity and efficiency improvements around the crushing and grinding circuits. The limitations of current scientific knowledge were identified through this process and this will allow future research to be more focussed on what is required by industry.The comminution circuit at Sunrise Dam comprises three stages of crushing followed by two stages of ball milling. The secondary crusher and primary ball mill classification were identified as the primary limitations of the circuit. The secondary crusher was found to be underperforming through overall equipment efficiency (OEE) analysis and an improved chamber design was identified by Chalmers University. This improved design will promote higher power utilisation, choke feeding and a finer crushed product for the milling circuit. The primary ball mill product is classified by a combination of a trommel, 3 sieve bends and a hydrocyclone. The combination of poor classification and coarse, competent feed led to a situation where the primary mill was overfilled with rocks, reducing grinding rate due to cushioning of impact. Support design in jointed or blocky rock masses is often approached by the use of either 'rules of thumb', rock mass classification systems such as the Q-system (Barton, Lien and Lunde, 1974) or RMR (Bieniawski, 1973) or conventional wedge analysis. Generally, this requires that a number of key simplifying assumptions are made and the support system is designed to cater for either a mean, most likely, or worst case scenario depending on the risk tolerance. The design block size is often a major uncertainty and often a worst case block size based on excavation span is used. Thompson and Windsor (2007) state that it is inappropriate to base support designs on the excavation size as these size blocks rarely occur if discontinuity trace lengths are considered. Probabilistic keyblock methods can be used to determine the most likely design block sizes. A methodology is presented whereby JBlock software (Estherhuizen, 1996) is used to estimate potential block sizes as part of the support design process. Using information such as the spacing, orientation and length of discontinuities, it is possible to simulate blocks in the walls of an excavation (Esterhuizen and Streuders, 1998). Keyblock analysis methods (Goodman and Shi, 1985) are used to evaluate whether blocks are removable and whether the chosen support will be sufficient to ensure stability. Data from two mines is used to demonstrate how probabilistic keyblock analyses can be used in support design. Discontinuity data was used to generate 10 000 removable blocks and the design block size statistics were determined. For one mine this information was used to scale blocks in a conventional. Unwedge analysis whilst for the other mine, the point estimate method (Harr, 1987) was applied. The choice of appropriate design acceptance criteria in terms of factor of safety and probability of failure is also considered.

There is a strong focus in the mining industry to limit its impact on water quality and usage. This is even more evident in developing countries, where mining companies operate within local communities and have to be diligent not to affect them negatively. In mineral processing operations, the vast majority of water reclamation occurs at the tailings thickener area and tailings storage dam. It is often more effective to maximise water recovery at the tailings thickener before material transport to the tailings dam. Tailing dams are relatively inefficient, and experience a high degree of water loss due to evaporation, seepage and water retention. In addition, tailings dams present the biggest environmental liability for mineral resource projects, so it is beneficial to limit their size and loading.In the past, it was common for tailings thickener areas to have a significant footprint with several large diameter conventional thickeners, producing underflows of between 45-55% solids (w/w). At times, these multiple thickeners were difficult to operate, leading to inefficiencies in water recovery and quality. The development of High-Rate Thickeners (HRT) has resulted in improved settling properties and HRTs usually operate at significantly higher solids loadings (= 1.2 t/m2.h) when compared to conventional thickeners (= 0.1 t/m2.h). Subsequently, thickener diameters have reduced in size and HRT technology has become the preferred option for thickener circuit design in both new and existing operations. HRTs also produce higher water recoveries with increased underflow densities = 55% solids (w/w).The Carmen Copper Corporation (“Carmen Copper”) circuit upgrade is a recent example of these HRT benefits, where one, 39 m diameter, Outotec HRT treats the solids flow rate of five 76 m diameter conventional thickeners. This has allowed operations to increase dry plant tonnage by 50%, maintain key performance targets and provide a framework for further plant expansion. THE choice of a pumping plant for the drainage of a mine is a matter of such importance that it is obvious that in a short paper it is impossible to go fully into the reasons governing the adoption of any particular type. The author, therefore, proposes to briefly discuss the methods.in vogue, and, as far as possible, to point out the advantages and disadvantages of the numerous systems. The probiem is of extreme importance to the mining engineer, and it appears that in the past sufficient thought has not been given to this branch, as shown by the numerous failures which are encountered.When water is met with in large quantities, the development of the mine depends upon the pumping plant to such a great extent that the most careful consideration should be given before deciding on any particular scheme for drainage. The pumpingplant in a mine should be looked. upon in the light of an insurance policy, and should be treated as such, care being taken that the premium is as low as possibl~, and to ensure this it is necessary that the most efficient plant be secured. This paper details the approach adopted to upgrade the current metallurgical facilities at both the Driefontein and Kloof Gold Mines in the Republic of South Africa. Goldfields Ltd operates eight metallurgical plants within South Africa of which three have recently been upgraded to replace the older technology previously installed, with modern equipment. This upgrade was undertaken with a view to improving extraction efficiencies and to reduce operating costs. The upgrade was undertaken in a phased approach with the first phase focused on the replacement of the filtration/zinc precipitation processes with modern pumpcell carbon-in-pulp technology. Included in this upgrade phase was the installation of an automated hands-free electrowinning cell, which represents the first commercial application of its kind in the industry. The second phase of the upgrade entailed replacement of the multiple comminution stages previously installed with large SAG and SAG/Ball mill combinations. Due to the rapid return on these projects, a fast-track approach was adopted which necessitated the purchase of available good conditioned second-hand mills from both within South Africa as well as in Australia. Goldfields Ltd is a large mining house with gold mining operations in South Africa, Australia and Ghana. A well advanced PGM exploration project is underway in Finland- Arctic Platinum.

The following paper on the development of processes for the treatment of crude ore, accumulated dumps of tailing and slime at Broken Hill, has been prepared by a committee of the Broken Hill Branch of the Australasian Institute of Mining and Metallurgy, with the object of recording, in chronological order, the developments of the various processes which have led up to the metallurgical practice of the present day.

The Goonumbla district of central-west New South Wales, Australia, hosts four significant porphyry Cu-Au deposits that contain a combined probable ore reserve of 71.7 million tonnes at 1.2 per cent Cu and 0.5 g/t Au. Mineralisation in the Goonumbla deposits is associated with narrow, pipe-like intrusions of quartz monzonite porphyry, in which several intrusive phases have been recognised. Five textural characteristics have been used to distinguish the various intrusive phases recognised in the Goonumbla porphyry deposits: (1) phenocryst abundance; (2) nature of the groundmass; (3 and 4) proportion and mineralogy of the mafic and non-mafic phenocrysts; and (5) the presence or absence of anhedral quartz grains in the groundmass. In addition, each intrusive phase is classified according to its estimated original quartz, alkali feldspar and plagioclase contents. Features common to all of the intrusions are that they contain two types of plagioclase and two or three types of K-feldspar phenocrysts in variable proportions. Most of the intrusions also contain apatite micro-phenocrysts. The groundmass textures range from aphanitic through granular to euhedral K-feldspar in a quartz matrix. With only one exception, all of the intrusive phases recognised are either quartz monzonite porphyry or mafic (>5 per cent mafic minerals) quartz monzonite porphyry. The exception is a biotite - phyric monzodiorite, which occurs in the basal portions of one of the deposits. Textural variants of intrusive phases at Goonumbla have been investigated to establish whether specific combinations of characteristics indicate mineralised intrusions, while others suggest barren ones. Some correlations between intrusion types and Cu and Au grade have been recognised. The only economically significant deposit of dolomite in New Zealand is at Mount Burnett, in north-west Nelson. The dolomite, associated with marbles and schists, is complexly deformed, and is of Paleozoic age.A very large quantity is present, although the recoverable amount is to some extent limited by the difficult terrain.Physically the quality of the dolomite is excellent. It is a tough, durable, fine grained rock. Chemically it is a little more variable. The range and frequency o~ the more important impurities are illustrated by hlstograms, as is the "dolomite factor"-a measure of the amount of the mineral dolomite in the rock. lbe dolomite factor averages 84 per cent, the remainder of the rock consisting largely of calcite. Quarrying, milling, production, and uses are described. In 1966 production reached 13,250 tons.

Fosterville gold mine recently celebrated production of its one millionth ounce of gold based firmly within a history of refractory sulfide gold mining. Compared with other Victorian gold mines, the disseminated nature of the sulfide gold is a deposit style with low estimation variance combined with established processes to accurately delineate the controlling structures. The systems in place had been established and have worked effectively for the majority of the one million produced ounces.By the end of 2014, diamond drill campaigns targeting the lower Phoenix orebody at depths of 800 m below surface began showing a change to the nature of the gold within the deposit. Coarse visible gold within 0.5–2 m thick quartz carbonate veins were being intersected with regularity showing the emergence of a different zone of gold mineralisation.Data about the new and exciting discovery couldn’t be gathered fast enough, however, established systems and processes throughout the geology and processing departments were not developed to handle a coarse gold environment. Change would be commensurate with the size and scale of the discovery, and new learnings would need to be implemented quickly to keep in front of a mining schedule that was focused on producing tonnes due to the dropping grades of the sulfide ore.Gold assays being returned were showing that the gold nature was different to those of other Victorian deposits. Comparative to the highly nuggety nature of gold found in other Victorian goldfields, the fine grained gold accumulations were dispersed in relatively consistent narrow linear trends grading consistently into the hundreds of grams per tonne. New drill intersections were being returned by the day and research to find developed orebodies that had published information into how to handle such a rapid change yielded few examples.The challenge was to review and set new standards with regards to handling an orebody that transitioned the very nature of the gold being mined. This involved reviewing all steps in the estimation process including data capture and quality control and quality assurance through to mineral liberation through the mill. Difficulties also involved finding analogous orebodies that consisted of both free milling and refractory ores that were dealing with drill assays that were measured as percentages of gold.CITATION:Phillips, N, 2017. When a collapse in its services shaft caused rapid gas build up and its premature closure in. 1951, the Blackwater Mine at Wiauta was in full production with significant ore reserves yet to be mined. A total of nearly 23 tonnes of gold was produced from the mine during its 44 year life. It was New ZealandÆs deepest underground mine, producing gold from an extensive sub-vertical mineralised quartz reef that averaged 0.6 m in width. Mining was by stoping between adits and short shafts, latterly with the main mine access through the 840 m deep Prohibition shaft. Macraes Mining Company Ltd are presently investigating the possibility of reopening the mine. This paper outlines a preliminary assessment of the main geotechnical factors for achieving the reopening, using recent exploration and old mine information. The greywacke host rock mass in the vicinity of the quartz reef has been evaluated using both these sources, and the paper discusses how the geological structure, intact and rock mass strengths, the rock mass defects, in situ stresses, and groundwater inflows may effect the reopening and support of the prohibition shaft, the excavation methods and support for a new supplementary shaft, and the likely excavation and support requirements for working adits and stopes in the rejuvenated mine.
