Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.

The principal source of funding the working capital requirements of gold miners has traditionally been equity. However in the 1980s, with a substantial increase in activity in the exploration for, and the production of, gold the traditional sources of equity finance became no longer sufficient to meet demand. With the often high cost of raising equity, the need for developing alternative financing structures became critical, especially since the stockmarket crash of 1987 which at least until recently, adversely affected the amount of equity capital available for investment in mining.

Australia’s ageing population means that by 2050 there will be 2.7 people of working age to support each Australian aged 65 years and over compared with five working people per retiree today and compared with 7.5 in 1970 (Swan, 2010). This means that there is going to be a greater demand on social services – for medical and aged care – from a smaller private income base. How will this gap be met? Australia is fortunate in that it has vast resources of mineral wealth; from iron ore, nickel and gas in Western Australia to the giant copper and uranium deposits at Olympic Dam in South Australia.The prospect of a meaningful profit based tax on this vast mineral wealth has been lost through Australian government’s handling of the issue in 2010 and with an industry fiercely opposed to the prospect of a mining tax. Hence, new ways of thinking are required. This paper looks at the issues facing the implementation of a novel scheme whereby Australia leases the mineral resources it extracts and thus derives income over the decades the metals are in-use in pipes, wires and structures with a premium paid for unreturned material or that used in dissipative applications. Applicable minerals could include copper, aluminium, nickel and rare earths. If Australia simply digs up and sells the metals once, the buyer becomes custodian of that resource and they benefit from controlling the future ‘above-ground’ resource stock.A complementary driver for a leasing scheme is the increasing importance of chain-of-custody following initiatives of the Responsible Jewellery Council with gold and diamonds, now with the potential to extend across commodities. The Australian minerals sector could thus position itself as a premium supplier with high social and environmental credentials.Recognising the implementation challenges, this paper includes a review of how such a system could be enforced to ensure that the metal is tracked throughout its life. It concludes with a discussion of the rates and terms should such agreements hold and suggestions for institutional arrangements for enforcing compliance.

Data is the most valuable commodity in the information age. The use of data enables productivity, opportunity, and safety in various sectors and industries. In the late 1950s, Alan Turing coined the term artificial intelligence (AI) to describe the ability of computing machines to think and behave like humans through simplified reasoning and logic (Turing, 1950). This concept of mimicking human behaviour is the building block of machine learning algorithms used in most AI software. The ‘learning’ aspect in machine learning requires data, that is, information on the environment or the objective, to be modelled or predicted using AI. An AI-enabled system aims to predict the unknown faster and intuitively. Intuition in software algorithms can be described as probabilistic, learned through the data that the AI system is trained on; indeed, the AI software cannot predict the future, but it can provide the likelihood of an event/action occurring, thereby enabling decisions or responses to prevent it or take action. Just as various industries have adopted AI as the tool of choice to seek new opportunities (examples: medical research, self-driving cars, financial modelling), the mining industry, too, has been receptive to embracing AI for problem-solving and maximising the value of its business.

The increase in metals demand in the electrifying globe means significant growth in the smelting of copper, nickel, zinc, and lead, produced from primary sulfide sources or using sulfide mattes as the intermediates of the process chains. This means that leaner and complex mineral deposits will be evaluated as ores and are in the future traded in the commodity market for smelting and refining to pure metals. An important issue in the trend is the technology metals, like antimony, tellurium, and gallium, which exist as trace elements in sulfide ores and form no ores of their own. Their recovery becomes important in the coming decades as will be the case with growing slag amounts without use in other industries. The key is to produce environmentally acceptable slags in the smelting operations. It sets new boundary conditions to the treatment of flue dusts. This means that all material streams of smelting and refining must be re-evaluated for the deportments of the main and minority metals. In copper smelting, the recoveries of precious metals are today important for the feasibility of the custom smelters but due to low prices of many minority metals they are discarded in slag landfills. It is one of the emerging issues also in the secondary copper smelting today and once the demand grows, the same question will be faced also in the mining-beneficiation-smelting-refining chain of the primary production of nickel, zinc, and lead. The distributions of many technology metals in the copper and nickel smelting have been recently studied using methods where the chemically bound trace elements in the slag and its phases at the smelting conditions have been studied. Thus, the key data about options for process modifications and additional processing steps are piling up. Short processing routes in the metals smelting and refining are attractive due to their simplicity. At the same time, complexity of many raw materials challenges the fluxing at high oxygen partial pressures in low silica slags with high metal concentrations. The compromise between high primary recovery and safe operation is a demanding task in conditions where slag foaming outside the processing window is evident. The increase in the demand of pure nickel is challenging the raw material basis where low-grade sulfide ores are soon smelted along with nickel laterites to matte. It is a demanding task at high MgO concentrations. The low solubility of MgO in iron silicate slags requires new fluxing strategies and new smelting end points for the operation at reasonable temperatures; the direct nickel matte smelting in one-matte mode may be an option.

Although much talked about, social licence to operate (SLTO) is a relatively new concept that has been deemed as one of the four biggest business risks to a mining project over the life-of-mine. There is no accepted single definition of SLTO and this author understands SLTO to be stakeholder perception of the legitimacy of a project, a company or an industry. At a specific site, and across different sites within the same organisation, SLTO ranges through different levels according to stakeholders’ degrees of acceptance in time and space. Management of SLTO is vital for the mining sector but is difficult as it is informal and intangible. Although there are no key performance indicators, there are certain indicators that enable relative measurement of the ‘level’ of the SLTO. Because of the importance of the SLTO, information management during the entire life-of-mine, from exploration to rehabilitation, becomes crucial for the continued operation of a project. The grade control process undertaken at mines aims to maximise the value of the ore (valuable product) mined and fed downstream for processing or sale. The full range of grade control activities includes: reserve estimating, drilling/sampling, assaying, modelling, ore block design, blasting, ore mark out, excavating, stockpiling, processing and reconciling. Over the last 25 years, the grade control process has undergone significant improvements and this is in part due to the developments in grade control blasting. This paper discusses the development and classification of grade control blasting applications in surface mining. A review by the author in 1988 (Little and van Rooyen, 1988) is used as a benchmark for discussing the very significant progress that has been made.Two major technology initiatives have enabled this development. The first was the development of a method for the measurement and analysis of total displacement during the blasting process. Currently, the Blast Movement Monitor (BMM®) is a practical tool that has been used around the world to improve the industry’s understanding of three-dimensional blast movement dynamics. The second technological enabler was the development of electronic detonator systems. The unique aspects of electronic detonating systems are their higher accuracy and that all detonators are activated at time zero (initiation). From a grade control blasting perspective these features and other improvements allow experimentation and, ultimately, more complex, multiobjective blasts to be designed and implemented.This paper reports on a classification and review study undertaken by the author. In all, five selective blasting methods and nine bulk blasting methods are classified and reviewed. Five important observations are made: there is value in classifying the range of grade control blasting strategies, and the blasting objective framework presented is helpful in this regard the range of strategies available to designers is increasing as enabling technology develops, so too do the ambitions of blast designers and the expectations of downstream customersgrade control blasting and Mine to Mill concepts are merging, and this paper caters for this trend using multiple blasting objectiveshaving a technical primary blasting objectives framework, combined with the classification system presented here, should assist practitioners and stakeholders with lateral thinking in regards to future technological innovations, grade control blasting and Mine to Mill initiatives.CITATION:Little, T N, 2015. Three decades ago mining companies, principally in North America, aided by machine and explosive manufacturers, started significant attempts to develop and implement automated mining systems, mainly underground. These tended to be motivated by decreasing cost, increasing productivity, reducing labour requirements, and improving safety. These are important business drivers, however, little attention was given to the underlying goal of mining automation, namely to bring upstream processes in control and reducing variation, as seen in downstream mineral processing plants.This paper first reviews the nature of Lean Thinking and its application in the context of the growing commitments by industry to develop future automated mine production systems. The paper then makes reference to prior and current experiences in open pit blasthole drill and shovel performance monitoring, to demonstrate the principle that machine performance data offers as a means, not only to characterise the dynamic geological and working environment, but also to provide a foundation for automation. In this case, drill and shovel monitoring was originally motivated as a means to optimise blast fragmentation through more effective drill and blast designs that are based on an accurate determination of the bench geological and geotechnical characteristics, hence managing variation in the drilling and blasting process. This paper considers how automating and integrating such components of the mine production system would bring processes into a controlled state, creating value at the face, within a framework of Lean mining.

Since the publications of Gy’s initial work, many authors have discussed the approaches to estimate the variance of the fundamental sampling error (FSE). Experimental tests suggested by Pitard and François-Bongarçon determine the sampling parameters K and a to calibrate Gy’s formula. The heterogeneity test and the sample tree method are well known and broadly used for many commodities. However, prior to the analysis, the collection of a representative sample is an intriguingly difficult task. The composite for the heterogeneity tests often consists of run-?of-?mine material or processed ore on a conveyor belt. In most cases the final sample does not have enough mass, mixes different geological units, represents a rare blend and does not characterise the deposit. In order to obtain a reliable composite for trace elements and low-grade ores, sampling practitioners suggest at least half a ton of material.To prevent the common representative pitfalls in the FSE, this case study focuses on a single gold-?bearing geological unit collected in situ. With this unit being structured by the mine geologists, but with the interaction between engineers and chemists, it was possible to validate the reconciliation suggested by Pitard (2015). The heterogeneity test and the sample tree method were performed using 500 kg of a smoky quartz from a single geological domain and the results were compared to Gy’s formula. The logging practice by the geologists was modified, emphasising the definition of the size of the gold nugget or its cluster, number of grains and association. Finally, a mineralogical study was conducted on the geological unit to define the liberation factor. The theory of sampling (TOS), and therefore representative sampling, is based on three fundamental principles: sample correctness, which handles the search for non-bias; segregation, the effects of which must be eliminated or minimised; and variance control to help achieve the desired reproducibility. After briefly reviewing these very few, albeit essential first principles of Gy’s TOS, the state-of-the-art in TOS is examined through the prism of these principles and the prospects for the future are explored, with suggestions for further research where relevant. Regarding segregation, which is currently the focus of much research, new orientations are proposed. For correctness, which takes on a major importance when it comes to sampling devices, some new, important principles that have been put forth by recent research, are described in details.CITATION:François-Bongarçon, D, 2014. Since the introduction of water cooled test rings the operation of cupelling retort bullion has not alone been sImplified, but has also been the means of concentrating the bullion for the fining test in a much shorter time.The first water cooled test ring which I used was rectangular in shape, inside dimensions 5 ft. 3 in. x 2 ft. IQ in., and made of i in. mild steel plates, with a water space of 9i in. x 3t in. However, it was found that as soon as the filling commenced to wear and the litharge came in contact with the jacket, the plate was gradually affected on the lines of the wash, caused by the blast. After a while the inside steel plate went beyond the factor of safety, and was then substituted on the sides and the front of the test ring by a tin copper plate, which has stood now for the last five years without showing the least signs of wear or leakage.The test remains in use as long as the bottom is regarded as safe, and toward the end of the life of the test the litharge is allowed to work against the copper plate.

Mineragraphy is a coined term to signify the field of microscopic investigation of ore minerals. The term is not euphonius and is sometimes regarded as superfluous because the subject is no more than an enlargement of the scope of petrology. In the past the practical field of petrology has been largely limited by the instruments which were designed for the study of rocks and' the microscopical properties of the transparent minerals. The addition of mineragraphy has been brought about by the use of the reflecting microscope and a totally different technique.The use of the petrological microscope, as it has been employed in the training oi geologists and mining engineers for nearly half a century, has been justified many times, not only in its application to general geological problems, but also in the more restricted field of the exploration and examination of ore deposits. It provides information of the gangue minerals and rocks associated with an ore body which is of great value in some mining fields. In cases where ore deposits occur selectively in certain favourable types of rock, the recognition and delineation of these rock types is a useful guide in prospecting. The Boulder Belt at Kalgoorlie forms one of the most striking examples in Australia where important significance is attached to different rock types, and the petrological microscope is essential to their elucidation.

Detailed pit and outcrop mapping of sedimentary rocks and their alteration is providing insights into fluvial processes that operated during deposition of the world-class Yandi channel iron deposit. Five prominent rock units are traceable along the strike of the Yandi deposit and permit correlation of open pits and mesas. These units are the Eastern Clay Horizon (ECH), granule-pebble conglomerate (GPC), Main Ore Zone (MOZ), Basal Denatured Zone (BDZ), and Basal Conglomerate (BCONG). The upper part of the deposit is characterised by a transition from spheroidal grains with well-defined rims and nuclei to larger, subangular grains with poorly developed rims. The distribution of rock types and sedimentary features such as lateral accretion surfaces, channel scours and fills, graded bedding, cross-bedding, reworked horizons, and slumped strata are common at Yandi and indicate deposition in a fluvial system. Bedding is well preserved despite modification of original grain shapes and textures and introduction of secondary silica and alumina in the upper part of the deposit. The high lithic and clay content of the GPC and ECH possibly reflect changes in source area or a hiatus in deposition of the Marillana Pisolite. The MOZ and the BDZ may be the same depositional unit with the latter recording alteration by groundwater and destruction of primary textures and other sedimentary features. The BCONG is a channel lag deposit reworked during deposition of the MOZ. This interpretation is supported by the dominance of basement-derived lithic clasts, the presence of BCONG clasts, the variable thickness of the unit along strike and the presence of BCONG clasts in the BDZ.

In this paper it is argued that we are entering a new mining era, based on considerably more challenging orebodies as we rapidly expand minerals production by exploiting previously uneconomic deposits. Rapidly increasing production costs cannot be sustained by continually increasing commodity prices, as illustrated by the recent downturn in the industry.Driven by reduction in grade, requiring the processing of 50 to 100 per cent more ore to recover the same amount of metal, often accompanied by finer grain structure - necessitating a finer product size and more challenging recovery - the productivity of the mining industry is dropping in real terms. The author suggests that tweaking current technologies and relying on economies of scale will not turn the industry around, but rather a switch to considerably more efficient processing is required.It is imperative to utilise the properties of the orebody, especially in terms of variability, in revolutionising our processing techniques. Our new mantra may be æselective mass mining with flexible processingÆ. This paper explores how this may be implemented using current technology and equipment in order to change the cost profile of the new mining industry. Orebody knowledge, based on the underlying process drivers, rather than proxies, is required. These properties and their variability will need to be propagated into the orebody through utilising the geological data rather than smoothing block averages, which destroys information on variability.Novel flexible circuit designs are presented that can respond to a wide variability in ore properties and throughput requirements in order to slash processing costs and energy utilisation, while enhancing overall recovery. The success of these circuits will be based on an ability to predict at both design stage and in everyday processing the variable ore properties, which is dependent upon reliable orebody knowledge that caries variability and underlying processing properties.CITATION:Powell, M S, 2013. The criterion for assessing the accuracy of coal reserve estimates proposed by Philip and Watson (1982) is criticized.Following Royle (1977), it is suggested that the global estimation variance found by geostatistical methods is more appropriate.This method is applied to coal data from the Bowen Basin. This shows that two factors (the inherent variability of the variable under study and the total number of drill holes) have more influence over the accuracy of the reserve estimate than the form of the drilling pattern. Comparisons between the relative errors for different sized regions demonstrate that the spacing between drill holes is of secondary importance. The dominant factor is the total number of holes.Comparisons between the relative errors show that some variables such as sulphur need a much denser sampling than the others to obtain the same level of precision.

The hematite deposits of Quadrilßtero Ferrffero (QF) are hosted by the Proterozoic itabirites of the Itabira iron formation (Harder and Chamberlin, 1915). These deposits are widely distributed at QF and include the hard hematite ore bodies. However, considerable variations in ore structure and texture can be observed. A preserved banding and lamination in the thin bedded, compact hematite ore, apparently reflects the original layering and/or the prominent foliation of the partly or completely replaced itabirite. The structure of the hematite ore deposits varies from almond shaped, rootless, to bedded bodies, both concordant with the main foliation, and to mesoscopic veins and irregular bodies. Hematite ore textures, which depends on the structural characteristics of the deposit, may be grouped into four main types:thin bedded, laminated and banded; micaceous, foliated and schistose; brecciated; and compact/massive. Thin bedded ores occur in the western, central and subordinately eastern portions of QF, while submicaceous, micaceous and schistose ores are predominant at the eastern part. Brecciated ores exist mainly at the western part and subordinately in central QF. Structureless, compact hematite ores may be either related to the brecciated hematite or occur as isolated bodies at central QF. It is suggested that a synkinematic, acid and oxidant, metasomatism during metamorphism, under a ductile regime, was responsible for the hard hematite ores of the types 1 and 2, and a static, subsequent, hydrothermal, regional metasomatism, under brittle regime resulted in the formation of the types 3 and 4. The common texture present in the all ores is the ubiquitous magnetite porphyroclasts replacement by hematite. Quartz and other silicate minerals are also substituted by hematite. Muscovite, tourmaline, talc, chlorite, apatite and kaolinite have been recognised in the hard hematitic ores. Apparently that mineral association denotes different equilibrium conditions of formation.

Cooling tower design has not advanced significantly in the last decade. Recognising this, Outotec has developed an innovative horizontal outflow cooling tower with increased performance compared to conventional design cooling towers.Outotec® Cooling Towers operate today in applications such as spent electrolyte cooling in zinc plants and for gypsum removal before copper solvent extraction. In such applications the use of this latest design has enabled increased production and lower maintenance costs in the downstream operations.In actual operations, the cooling performance has been confirmed at start-up, and has demonstrated that the towers operate in accordance with the CFD modelling. In the last three years these towers have proven themselves in commercial operation to operate with high efficiency and availability.This case study will outline comparative data, collected over two years at a site where both Outotec and conventional cooling towers are operating. The data shows that Outotec cooling towers require less than half the maintenance time of conventional cooling towers, when adjusted to a total solution flow basis. A close partnership approach with the site has allowed continual development, ensuring high availability and high performance.Experience with previous cooling tower installations guided the development of maintenance philosophies and procedures; this resulted in a design where maintenance intensive components were accessible from the top of the cooling tower.
