Rock engineering involves uncertainties which are large and difficult to quantify. The traditional design approach to these uncertain- ties has been conservatism, and has been satisfactory to the extent that failure rates are reasonably small. Yet, a price is paid for conservatism, and that price is not always small. Today, reliability and risk analysis are finding use in rock engineering. The introduction of such methods, usually under the name 'probabilistic design,' is controverisal. However, if the jingoism of both sizes in this controversy is stripped away, it appears that new insights about uncertainty in rock engineering are emerging.

Just three years after researchers announced its development, Dravo is putting the finishing touches on a new $60-million Thiosorhic lime mine/kiln complex near Maysville, Ky. Electric utilities in western Pennsylvania and Ohio have already signed long-term contracts for over three-quarters of the projected 907 000-t/v (1-million-stpy) production. Thiosorbic lime, a flue gas desulfurizing agent, proved in industrial testing that at high emission levels (greater than 3000ppm SO2) it could be twice as effective in SO2 capture as conventional lime, while eliminating the major problem of scaling and plugging of scrubber equipment.

IT is well known that the oxide of beryllium was identified as a new "earth" in 17971 and the metal first isolated in 18272. The history of the many difficulties encountered by early investigators, the laboratory achievements of Lebeau3, Fichter4 and Oesterheld5, and the eventual development of methods for commercial production are well covered in the literature, particularly in the authoritative published work of Siemens and Halske6 reviewing their comprehensive investigation of the element. Accordingly it has seemed desirable to restrict this paper to the properties and uses of beryllium and its alloys.

NEPHELINE syenite is a sodium, potassium, aluminum silicate rock occurring in many countries. Large deposits have been investigated in Russia, India, and Norway and in the U. S., where it is known to occur in Arkansas, New Jersey, and Wisconsin. There are extensive areas containing nepheline syenite in south-central Ontario, a region surveyed in 1905 by Adams and Barlow. By 1925 considerable interest had developed in searching for aluminous raw materials that could be used by the glass industry. This finally focused attention on the nepheline syenite described by Adams and Barlow in 1910.1

ABOUT the beginning of 1930, coal preparation had reached the stage where the cleaning of coal by liquid or air had become the order of the day. Since that time many new preparation plants have been installed in spite of the years of depression in the coal industry, and this is indicative of a trend wherein the coal producer found it expedient to manufacture a cleaner product in order to compete with other fuels. It was also about 1930 that, because of the difficulties encountered with fine coal in cleaning plants, dust collectors came into use. Both cleaning plants and dust collectors, therefore, were much discussed at the engineering meetings of the early 1930's. During these meetings the many advantages to be gained through the use of dust-collecting systems were pointed out by Hebley,1 Appleyard2 and others. The great possibilities of new markets for this product were emphasized and discussed at the same time; however, the disposal of the collected dust remained a problem. Since the purpose of dust collecting is to improve the preparation and, consequently, the salability of the coal, it seems illogical to return the collected dust to any of the coal being prepared for market use, as is done in preparation plants that include dust-collecting systems. The logical thing is to dispose of the dust in some useful and practical manner outside of the tipple. As a practical matter, this can be done in one or both of two ways; either by consuming the dust at the mine's own power plant or by marketing the dust direct to the consumer. The latter method not only offers the greatest opportunities, but is the most important, because of inequalities that may exist between the quantity of dust collected and the consuming capacity of the mine's power plant. In considering the more important marketing possibilities, we are confronted immediately with the problems connected with the handling and transportation of so fine a material. It is this problem, rather than the problem of finding new markets, that has been responsible for the lack of progress in the matter of dust disposal. It is the purpose of this paper to point out again some of the potential market outlets, and also to describe an existing system of handling and transporting coal dust. To the best of the writer's knowledge, this is the first and only operation in this country that has handled fine-mesh coal in bulk 50-ton lots direct to the consumer. Six new oil fields were discovered in the East and East Central Texas district during 1942. The Coke and Quitman fields, in Wood County, at this time appear to be the two most important oil discoveries for the year. The. four other oil fields discovered were Concord, in Anderson County; Kildare, in Cass County; Weiland (ClubLake), in Hunt County; and Larissa, in Cherokee County. The Rodessa lime in the Chapel Hill field, Smith County, provided the only new oil zone in older fields. The Hawkins field, Wood County, was the most active in drilling operations, 125 new wells being completed during the year. The Chapel Hill field tied the Coke field for second place with 30 completions each. The third most active field was Kildare, with 10 completions. Like the other oil-producing districts of the country, wartime restrictions reduced the number of oil and gas-well completions to 265 in 1942, compared with 964 completions in 1941. This represents a drop of 72 per cent and only a little more than one half enough to replace the 437 producing wells abandoned in the district during the year. Tn addition, the number of producing wells temporarily shut down nearly tripled, far two principal reasons: (I) the rule of the Petroleum Administration for War preventing operators from equipping more than, one well on each 10 surface acres with pumping or artificial-lift equipment, and (2) the Railroad Commission's issuance of various orders permitting the transfer of allowable for wells having high water-oil ratios and high gas-oil ratios to other wells capable of producing the same with less waste of reservoir energy. No changes were made in prices of crude oil in the district during 1942. Production and Probation The district produced 158,928,281 bbl. of oil and distillate during 1942, compared with 163,566,695 bbl. during 1941, which represents a decrease of 3 per cent. The East Texas field produced 120,680,595 bbl. of oil, compared with 130,377,793 during 1941; a reduction of 9,697,198 bbl., or 7.4 per cent. The production of this field represents 75.9 per cent of the district total, compared with the 79.7 per cent that it furnished in 1941. The district had an estimated basic daily oil allowable of 623,242 bbl. on Dec. 31, 1942. Approximately 31.8 per cent of the production in Texas during 1942 was supplied by this district, compared with 33 per cent during 1941- Changes in the annual production of newer and flush fields in this district are attributable either to a difference in the number of wells producing during the year or to changes in basic allowable and number of shutdown days due to shifting market dconditions brought on by the war. All regularly prorated fields in the district were shut down 123 days. Major exceptions were the East Texas field, closed128 days; Hawkiis, shut down 106 days; and Cayuga, Sulphur Bluff, Talco, and Rodessa, which

DuXing 1942, Louisiana attained the rank of fourth among the great oil-producing states of this country. Its present prominent position is the result of an orderly and systematic program of exploitation with emphasis on conservation. Even before the functioning of M-68, the Federal spacing order, development and production in Louisiana were regulated by various acts of legislation, the most recent of which and by far the most effective is Act 157 of 1940. Under the authority of this act, it has been possible for the Department of Conservation to hold many public hearings and thereby to secure data and evidence regarding the feasibility of issuing rules and regulations for development of various oil and gas fields in the state. As a result of information compiled at such public hearings, many orders have been issued by the Commissioner of Conservation that have in most cases provided reasonable solutions to the problems that arise in the exploitation and development of fields in this state. Probably one of the most effective powers granted the Commissioner of Conservation in the state of Louisiana has been the authority to provide for fieldwide unitiza-tion and pooling of condensate fields. This has led to the erection of huge cycling plants in Louisiana, which permit the most efficient recovery of the liquid content of the reservoirs, and further conserve most of the gas reserve that undoubtedly will be of considerable future value. Many months have passed since various orders of the Department of Conservation were put into effect, and all are accomplishing their purpose; namely, the elimination of waste. Although the effectiveness of these orders provides considerable satisfaction to the members of the Department of Conservation, it is also a tribute to the members of the oil and gas industry in Louisiana, who, in addition to providing carefully prepared technical data, have also given unstinting cooperation and have thereby enabled the Department to cope intelligently with the many problems. Production On Dec. 31, 1942, oil and/or gas was being produced in 50 parishes, or 78 per cent of all the parishes in the state. Thirty-three of the parishes produced oil and gas, 12 produced oil, and 5 produced solely gas. This is indeed an enviable record for any state. However, it is reasonable to assume that eventually all parishes in the state of Louisiana will be productive. From a geological viewpoint, there is no apparent reason to assume otherwise—a point that a11 operators seeking oil and gas production in this state may well bear in mind. Twenty new fields were found during 1942—a rate of discovery that does not compare favorably with the 30 new fields found during 1941. The record of discoveries in Louisiana during 1942 is further disappointing when it is realized that 8 of the 20 new fields discovered were gas fields. Discussion of the paper of D. Foster Hewett, Bulletin To. 27, March, 1909, pp. 291 to 310. JAMES F. KEMP, New York, N. Y.:-Mr. Hewett's paper is one of exceptional interest, because it not only adds an important contribution regarding one of the rarer, valuable elements, but also because it introduces compounds hitherto unknown and in associations no less novel. While we have occasionally dis¬covered and recorded asphaltite in metalliferous deposits, for example in the Joplin and Granby districts, we have not seen a metallic ore in a deposit essentially asphaltite. The source and method of introduction afford a subject well worth serious reflection. Vanadium was first discovered and recognized as a distinct element in the slags obtained in smelting the titaniferous magnetites at Taberg, Sweden. For a long time, therefore, we looked upon the titaniferous magnetites as its hone. Analyses proved, years ago, that it was present in the ores of this type in New Jersey and in the Adirondacks. It was quite rarely determined, but when looked for it was, I think, invariably found, although the Amount seldom exceeded 0.5 per cent. of V,05., In just what combination it exists in the titaniferous ores is uncertain. One might imagine V2O3 replacing some of the Fe2O3 of magnetite; or, since in the lead series vanadates and phosphates are closely akin, one might wonder if a lime-vanadate could take the place of apatite. Yet no lime-vanadate has been found in nature, and apatite itself is usually rare in the titaniferous ores. When percentage-curves are plotted for a series of analyses of the ores, the line of vanadic oxide shows a curious sympathetic behavior with the line of chromic oxide;' but the data are somewhat limited, and no compound has sug¬gested itself which throws light on the matter. PENNSYLVANIA will be remembered, as long as oil is produced, as the cradle of the industry of petroleum in North America. It was on Oil Creek, near Titusville, Venango Co., .that Cola Edwin L. Drake, superintendent for the Seneca Oil Co., brought in the first commercial oil well on Aug. 28, 1859. Great difficulty was experienced in getting the well down to the producing depth of 69 ft. (21 m.) with the spring-pole system then in vogue for punching shallow water wells, so the novel expedient of driving an iron tube through the surface clays and quicksand was finally resorted to. The well had an initial yield of 25 bbl. a day on the pump, but soon went off, though 2000 bbl. were produced by the end of the year. With the Drake well a success, a young industry sprang into being, the rapid growth of which has been second to none in the country and the value of whose product is only surpassed by that of coal. For years the only producing territory, the Pennsylvania-New York field attained its greatest production in 1891, when the bringing in of the McDonald pool, between Pittsburgh and the West Virginia line, gave a total of over 33,000,000 bbl. At present the field, combined with West Vir-ginia and southeast Ohio, gives 25,000,000 barrels. GEOLOGY AND STRATIGRAPHY In general, the Appalachian field is a huge geosyncline, the axis of which runs roughly northeast-southwest, from north of the New York state line south through Brookeville, Kittanning, Pittsburgh, Washington, through the southwest corner of the state of Pennsylvania into West Virginia. Minor folding has accompanied or followed the dominant fold of the field, and it is from these structures near the Pennsylvania-West Virginia line and their influence on the accumulation of oil and gas that I. C. White, state geologist of West Virginia, obtained his evidence for anticlinal guidance of prospecting.

The last few years have shown an increasing interest in the subject of beneficiating iron-ores in all iron-producing countries. In the United States, this movement has been slower than in certain parts of Europe, for the obvious reason that the abundance and relative cheapness of the Lake Superior irou-ores has hindered the development of enterprises for the preparation of low-grade ores. Gradually, however, conditions have changed. The world's consumption of iron is increasing enormously. Being in 1900 about 40,000,000 tons, in 1910 it was already 60,000,000; and there is no reason to doubt that for the near future the increase in iron-cousumption mill continue at the same rapid rate, especially with the development of China, certain parts of Africa, and other regions which have hardly been touched as yet by modern industrialism. It is, therefore, not surprising that apprehension is felt that the known available iron-ore resources of the world are gradually being depleted. Signs of this feeling are the recent iuvestigation, under the direction of the U. S. Geological Survey, of the iron-ore resources of the United States, and the estimate presented to the last International Geological Congress, at Stockholm, Sweden, of the iron-ore resources of the world. These investigations have emphasized the fact that the known high-grade ore-deposits are limited in extent, and will, at a not distant future, be exhausted, compelling the iron industry to depend for raw material on the enormous deposits of low-gratle ores which are distributed over almost all the world. The discovery of new deposits of high-grade ore, in countries not yet thoroughly explored, will not materially change this prospect. Of course, the part which such new deposits will play in the future cannot be forecast. The difficulty and cost of transportation will probably exclude many of them from use at the present centers of the iron industry.

THE chief difficulty in determining oxygen in steels is its tendency to form a variety of compounds. Almost every element, found as an ingredient in steels, maybe expected to be present as an oxide. Some of these oxides have widely differing properties, and consequently behave differently when attempts are made to reduce them by the vacuum fusion method. As I pointed out in a paper published in the Transactions of the A.S.S.T., Vol. 20, No. 1, many experimenters are spending considerable time and effort in attempting to deter¬mine the degree of completeness of the above reactions, and hold different opinions on the matter. In studying this subject the following table, taken from Hodgman and Lange's "Handbook of Chemistry and Physics" may be used as a guide.

The resignation of Herbert Hoover, Director General of Relief in Europe, from his post as Chairman of the Board of Directors of the Food Administration Grain Corporation, in which capacity he had served for nearly two years; and the reorganization of the corporation under the name of the United States Grain Corporation, with Julius Barnes, United States Wheat Director, as its new head, took place at the annual meeting of the stockholders, held in New York, July 1. This action on the hart of Mr. Hoover is believed to be one of the first steps in his intended withdrawal from public service upon the conclusion of the war service of the various departments of the Food Administration, or as soon as they shall have been absorbed by other agencies. The Grain Corporation has been, for the past two years, a vast collection and distribution agency. Its function has been to assist in supplying to the Allies and the American Army and Navy large quantities of wheat, wheat flout, and other foods, with very little disturbance of American prices, and with such an even control of American distribution that reserves from one crop to another have been brought down to the lowest possible compass and without the dvelopment of actual scarcity anywhere in the United States. In the year just past, it carried on all the buying and the shipping for, the Belgian Relief Commission, until the commission retired on May 1 and the Belgian Government itself undertook its own overseas supplies. During the twenty-two months of its existence the corporation had disbursed $3,500,000,000 and collected an equal amount, selling for over-seas shipments commodities valued at $1,800,000,000, at an operating expense of about $3,250,000, or one-sixth of 1 per cent. During this time it has not lost a single dollar through fire loss.

The slackening of activity in oil development in Colombia, which was noted in 1931, continued throughout 1932. In the producing fields output was further curtailed and active operations were substantially reduced. Exploratory work was at the lowest level reached in a good many years. Applications and Contracts for New Concessions The areas covered by the four applications accepted by the government in 1931 for concessions on national lands were not finally awarded the applicants, although the indications are that these will be granted during the coming year. iln application of Sr. Luciano Restrepo for a concession of 49,232 hectares located on the north side of the Sogamoso River in the Municipality of Bolivar, Department of Santander, was accepted by the Government toward the end of the year. The Government is expected to take action toward granting or denying this concession during 1933. The Richmond Petroleum Co. (Standard Oil Co. of California subsidiary) leased from Manuel Davila P. and Eduardo Villar a private tract known as the Fierro Arriba and Fierro Abajo lands located in the municipality of Victoria, Department of Caldas, near Honda. The terms of the lease provide for a cash rental and royalty. The company is allowed 10 years in which to start exploratory work. The lease covers a period of 15 years and is subject to renewal by periods of similar duration. Richmond Petroleum Co. The Richmond Petroleum Co. finally abandoned its Repelon No. 3 at 4312 ft., owing to drilling difficulties. No new hole was made on this well during the year. This was the only active drilling project in the country outside the Tropical Oil Company's concession, and with its abandonment all wildcat activities in the country ceased. As far as technology is concerned there has been no development in Bolivia during the year 1936, because the country, just emerging from the war with Paraguay, is only beginning to rebuild its economic foundations. Great steps, however, are being taken in order to secure a rapid and sound development of its oil resources, as follows: 1. The new Petroleum Law, which contemplates the problem of proration and conservation of natural resources, prohibiting the wasteful use of gas, and regulating the number of wells, their spacing and the permissible output per well, for each particular pool according to the conditions prevailing therein. 2. The creation of an official entity with the object of developing and exploiting a large petroliferous area. This entity has been called Yacimientos Petroliferos Fiscales Bolivianos (Y.P.F.B.), and the region assigned to it is all the sub-andean zone, which is approximately one hundred miles wide and borders the eastern part of the Oriental Andean range, from Argentine to Peru. It is said that drilling will be started immediately in various localities. At the present time a wide geological survey of part of the area is being made in order to find out which regions offer the best possibilities of commercial development. Y.P.F.B. has been authorized by the Government to draw up contracts with private companies for the exploitation of limited zones. Production The only company that has been producing in the country in 1936 is the Standard Oil Company of Bolivia, and only from two of its fields: Camiri and Sanandita. New wells were not drilled. During the first nine months of the year 12,762,958 liters (80,275 bbl.) was produced, 34,985 bbl. from the Camiri field and 45,290 bbl. from the Sanandita field. Reports for October, November and December are not yet available. The total for the year 1935 was 25,978,737 liters (163,388 bbl.).

Considering the truly wonderful natural resources of the United States, and the variety and extent of uses for hydraulic cement at the present day, it seems strange that the manufacture of the artificial product called Portland cement has not been introduced here. Possibly the reason may be we have in different States of the Union rock deposits from which a cement can be obtained that is as good, and some claim even better, because of a more uniform quality, than the English product after it has been subjected to transportation across the ocean. One of these natural cement-rock deposits is found in the northern part of the city of Buffalo, and its manufacture has been carried on successfully for the past eleven years by the Buffalo Cement co., Mr. L. J. Bennett, President. The quarries cover an area of about two hundred acres, of which only twenty-five acres have been exhausted up to date; and the supply is assured for years to come. One acre yields on an average 80,000 barrels of cement; hence 12,000,000 barrels is a low estimate of what these quarries will yield before they are exhausted. According to the Geology of New York this cement-rock deposit is called the Water-Lime group, and forms in this section the uppermost member of the Upper Silurian. Its outcrop can be traced along the base of the second limestone terrace of Western New York, but at Buffalo a very large part of the overlying Corniferous limestone has been removed by natural agencies, leaving only about eight feet (six feet of rock and two feet of clay) on the top of the cement-rock, and thus furnishing the conditions for successful quarrying at a minimum expense.
