Synopsis.-A new feature in coal mining, where the coal is to be conveyed from a high to a lower elevation and the topography of the country is such as to preclude surface haulage. The distance from the mine to the tipple inn this instance is about 3,000 ft. and the difference in elevation between the terminals 321 ft., of which 225 ft. occurs in the first 1,300 ft. from the loading terminal. A mine car was designed especially for this plant consisting of two tramway buckets on one pair of trucks, the buckets being lifted from the truck, attached to the train line automatically, and conveyed to the tipple. THROUGHOUT eastern Utah, in the Book Cliff range and the Wasatch plateau, the coal-bearing measures are admirably exposed, in the bold and for the most part bare escarpments. The geology is simple, the rocks being almost flat, or at the most dipping not more than 10 per cent. The coal beds occur in a formation, or group of strata, consisting of sandstone and shale, 600 to 800 ft. thick, which has been correlated with the Mesaverde formation of the Cretaceous. Above this occurs about 2,000 ft. of alternate layers of buff-colored sandstone and shale. Below the coal lie the Colorado shales, which are estimated to be about 1,500 ft. thick, below which are the red rocks of the Jura-Trias. As a rule the coal beds all clip in a northerly direction and under the high mountain. The canyons opening out into what is known as Castle valley all cut the coal beds, and the beds rising in the direction of the valley are found frequently high up on the escarpment, often as much as 1,000 ft. above the valley. The surface features of the region have an economic bearing on the availability of the coal. The valleys and gulches in the Colorado shale extend out from the coal areas across the edge of the plain, so that it is impracticable to build transportation lines parallel with the boundaries of the field within several miles of the coal land. It will be necessary, therefore, to build branch lines up to the coal lands from points on the Denver & Rio Grande Railroad traversing Castle valley.

BY far the most conspicuous of the Pennsylvania slate districts is that extending from the New Jersey line at the Delaware Water Gap westward almost to the Schuylkill River. This covers parts of three counties in east-central Pennsylvania: Northampton, Lehigh, and Berks. The most important development, both in geographic size and product importance, is in Lehigh and Northampton counties. The greater part of the region is underlain by only one formation-the Martinsburg, consisting of slates, clay slates, and sandy shales, all of the Ordovician period. The slate-bearing Martinsburg formation is underlain by Cambro-Ordovician limestones. Immediately overlying the Martinsburg formation is the Tuscarora quartzite of the Silurian period. The Martinsburg formation itself is divided into three distinct divisions, termed simply: the upper, the middle, and the lower members. Commercial slate has been extracted from all of these members, but the formation of greatest importance is the upper member, representing 2600 ft of the total formation thickness of nearly 11,000 ft. The upper member is commonly referred to as the "soft slate" and consists of three facies: 1) beds of blue-gray, very sandy, almost quartzitic slate, in many places, approximately a medium-coarse sand- stone with calcareous cement; 2) blue-gray sericitic slat-the dominant rock type of this member-with occasional chloritic beds; and 3) dark gray or virtually black, highly carbonaceous beds, referred to locally as "ribbons."

The factors involved in selecting, a drive system for a grinding mill, including gearing arrangement, motor selection, and electric-supply system limitations are reviewed. Equipment costs are evaluated on a dollar per horsepower basis and starting performance is analyzed, the latter making use of a recently developed computer program. The present interest in large-diameter grinding mills and the rapidly rising cost of the drive in proportion to the cost of the mill establishes a need to explore the drive system in detail. The drive for a 7 to 8,000 hp mill will cost from $350 to $600,000 which represents nearly half the total cost of the mill package, and requires as much building space as the mill proper. Some of the drive components require a longer time to manufacture and the installation time and costs are equal to those for the mill. It is apparent that the drive has become a dominant factor in the overall mill design consideration. A new plant requires a tremendous investment in both time and money. With the high degree of competition in the mining industry, low capital cost is an exceedingly important factor in the development of a project. It is just as important, however, to insure that the equipment is going to perform satisfactorily for the anticipated life of the project without adding unplanned operating, maintenance, and replacement costs. This is the position in which the engineer or designer usually finds himself and is really one of his primary functionsestablishing a realistic compromise between cost and performance. Large primary grinding mills can represent a major portion of the cost of a plant and the drive system accounts for a substantial part of this cost. These facts justify a careful analysis of the drive requirements and all of the factors involved in ultimately arriving at the best system for the lowest cost. A number of excellent papers have been published on various aspects of mill drives. The authors have used information from these papers in making a study of a drive for a 7600-hp, 32 x 12-ft autogenous mill. This was a broad investigation, including mechanical and electrical design, layout, performance, and maintenance considerations, and overall economics leading to the selection of the optimum system for that mill. This paper was developed from the study and includes information applicable to large mills in general. For a successful and economical application, the drive must be considered as a system and all of the components analyzed to determine their effect on the system. This requires the participation of the mill designer, gear, and other mechanical component manufacturers, motor manufacturer, plant designer, and operator. A careful analysis of the mill torque requirements is first necessary to provide a basis for selection of the mechanical and electrical drive components. Because of manufacturing limitations on the size and capacity of gearing available for these low-speed applications, an evaluation of costs for various gear ratios and configurations in conjunction with motor speeds is required. Consultation with the power-supply company is necessary to determine limitations on motor-starting disturbances and to analyze operating costs on the basis of existing rate structures and low characteristics. Finally, consideration must be given to the drive arrangement and its affect on plant layout, space requirements, and location of auxiliary equipment for the selected process. There are presently three basic schemes for driving a mill. The first is a direct drive by a motor operating at mill speed with no gearing. The second is by a higher-speed motor through a trunnion-connected gear drive. The third is by a motor through the more conventional pinion and ring-gear with the option of an interposing gear box to permit greater motor speed than pinion shaft speed. [(Fig. 1.)] Several manufacturers have or are presently developing motors which drive the mill directly without the use of gears. One arrangement has the motor armature intimately surrounding the mill shell-discharge spout or extension of the trunnion journal. The motor stator is then supported independently and surrounds the shell or trunnion-mounted rotor. Another variation utilizes an independent mill-speed motor connected to the trunnion by a drive shaft and flexible couplings.

Close examination of most so-called new processes in mineral dressing reveals that they were conceived and developed a long time ago. High-intensity magnetic separation is no exception. Although its application in iron ore beneficiation seems new, in Germany the process has been commercially successful for almost two decades. High-intensity separators have long been standard equipment in the glass sand industry; they have also been used in concentrating some of the more unusual paramagnetic minerals. The basic features of an induced-rotor, high-intensity magnetic separator were described by Désiré Korda in Paris in 1905,1 and many patents have since been issued for improvements on the original design. Fig. 1 shows the basic design of an induced-rotor separator. Several U. S. manufacturers have been supplying induced-rotor separators for many years, but these are all devices of relatively low capacity, not suitable for treating such low-cost commodities as iron ore. On the other hand, two German manufacturers are offering induced-rotor separators of high capacity, both proven in the field.

DURING 1956 the application of geology and related scientific disciplines to the search for new mineral deposits went forward on an ever widening front. Spurred on by record-breaking consumption of many of the established commodities and new uses for minerals and metals that were hardly known a few years ago, the profession is figuratively leaving no stone unturned in the effort to insure that adequate raw material supplies will be avail- able for the future. More money was spent and more people were engaged along more lines of research than ever before. A huge project to map much of the Canadian Shield area by photogeologic methods stands at one extreme; application of isotope ratios to ore finding stands at the other; between them the more traditional techniques are being increasingly refined. In the Fiftieth Anniversary volume of Economic Geology, published late in 1955, Alan Bateman sketches the development of fundamental concepts as recorded in the pages of the journal over the first five decades. An additional 24 review articles cover individual aspects of the field and constitute a base for further advances.

The number of seismograph field crews employed in the active survey of potential oil territories is still on the increase, owing to the ever pending threat of a shortage in the supply of crude oil. It is to be expected that for years to come the seismograph will be responsible for discovering many new oil fields, both in wildcat territories and in deeper formations, and that the seismographic campaign will go on unabated. Yet improvements in instrumental design, in the field and interpretative techniques, are brought about year after year, and lead to the reshooting of areas many times surveyed previously. Notwithstanding the experience gained by the past eight years of active work in reflection seismographic surveys, the results given by this method of mapping deep formations have in many instances been at variance with the information subsequently obtained by the drill. To overcome this shortcoming, geophysicists have used closer spacing of the shot points and closer control of the depth points. The method discussed here is being used actively in the Mid-Continent region and endeavors to reduce the interpretation work to a mere mechanical technique, leaving as little as possible to the opinion of the interpreter. The New Method Field Technique.—In sectionized territory where country roads are available every mile, shot points are preferably located every 1/4 mile when six detectors are available or every % mile when eight detectors are at hand. The disposition of individual spreads is represented on Fig. I; in each case a shot point is located at the section corners. Fig. 2a represents the layout of a spread between shot points, the vibration detectors being preferably equidistantly located. Normally in the 1/4-mile control, the distance between shot points is 1320 ft. and the distance between detectors 220 ft. When shooting from shot point S.P. New organic flocculants of high-molecular weight are replacing lime, glue, and starch in liquid-solid separation. Of these synthetic materials, poly-acrylamides are outstanding. Polyacrylamides form a class of compounds varying widely in composition and activity. Separan 2610, one of the first of these flocculants' released to the mining industry in 1954, is described' as a high-molecular weight polymer of acrylamide with or without a copolymer material and with some replacement of amide by carboxylic groups. MECHANISM OF FLOCCULATION In practice, flocculation makes solids settle faster and filter better. But two opposing factors control it. The random motion that causes particles to collide favors Van der Waals' forces, which hold the particles together. The effect of zeta potential opposes this contact, and particles are mutually repelled. Flocculation can be achieved by reducing the magnitude of the zeta potential; this is the mechanism of flocculation by lime addition. The way in which polyacrylamides accomplish flocculation is not fully understood, but the action is undoubtedly comp1ex and probably varies considerably depending on the system. To begin with, the active groups of these compounds have an extremely high affinity for solid surfaces, probably by hydrogen bonding." Initially some active groups of the molecule attach themselves to the solids with a large portion of the molecule extending into the solution. Two particles can become tied together by long flocculant molecules in the following ways—by bonding between the active groups of two flocculant molecules on different particles, or by an extended molecule from one particle attaching itself directly to the surface of the other particles." These flocculant bridges prevent the particles from moving apart through random motion, but when such motion moves them together other active groups on the flocculant bridge bond to the solids, holding them in the closer position. This process is repeated until the particles are close together. Although bridging is probably a major flocculation mechanism, it is not the only phenomenon involved. Relatively neutral acrylamide flocculants reduce the magnitude of the zeta potential by increasing the viscosity of solution in the immediate vicinity of the solid surface which contains the mobile counter ions of the double layer. In other words, it moves the shear surface which bounds the zeta potential out into the solution containing counter ions which tend to neutralize the zeta potential. This effect is probably more pronounced during the initial adsorption period, before the flocculant molecules are pulled close to the solid. In some cases the slight charge of the polyacry-lamide molecule tends to neutralize a zeta potential. However, this is not a primary flocculation mechanism, as evidenced by the fact that the polyacrylamides will flocculate solids with either positive or negative zeta potential. Adsorption of polyacrylamide flocculants by a solid is substantially an irreversible reaction. Since the flocculant molecule is attached to the particle surface by many active groups of high bonding strength, desorption would require the simultaneous breaking of many bonds—an unlikely occurrence. UNIQUE PROPERTIES The irreversible adsorption of certain polyacrylamides, the flocculant's high affinity for solid surfaces and its rapid adsorption make it effective, but these unique properties require special techniques to achieve maximum flocculation. INTRODUCTION The Overseas Private Investment Corporation ("OPIC") is a U.S. Government agency mandated to promote the economic development of the less developed countries ("LDCs") by assisting U.S. private investment in the Third World. Generally, investment decisions turn on the optimism or pessimism of the private sector's financial analysis of a project, with market price of product a major unknown in a very chancy set of projections. Discussions with American mineral companies, however, show that, more often than not, in developing country projects it is the political risks of investing in mineral exploration and extraction that pose the most serious deterrent to investment. In several of the projects described here, investments would not have been made if OPIC had not been involved providing support to the project sponsors and their funding sources. Clearly it is not OPIC's business to promote U.S. investment in a project which is not commercially viable, but OPIC's programs can neutralize the political uncertainties which act as disincentives to investment in otherwise commercially viable projects. That is to say, OPIC's programs are designed to reinforce market decisions and not distort them. Although OPIC is an independent agency of the U.S. Government, it is managed by a Board of Directors, the majority of whom come from the private sector. This, coupled with the statutory requirement that it be self-sustaining and operate with due regard for the principles of prudent risk management, requires that it operate on a business-like basis. Although established as a development agency, to the business public OPIC is both an insurance company and a lending institution, with two major programs which are available to U.S. investors in the minerals sector: its political risk insurance program and its finance program. Each has been specially tailored to the meet needs of the mining industry. The insurance program provides coverage against four basic types of political risk: Currency Inconvertibility, Expropriation, loss caused by War, Revolution and Insurrection and Interference with Operations as a result of an act of War, Revolution or Insurrection. Coverage against the risks of Civil Strife can be added to both War, Revolution and Insurrection coverage and Interference with Operations. Inconvertibility coverage provides protection against a deterioration in an investor's ability to convert local currency into U.S. dollars. This deterioration can be the result of either active or passive delays. Active delays consist of a change in exchange laws or regulations that leads to inconvertibility delays of 30 days or more. For example, if the exchange regulations at the time of contract execution allow an investor to transfer earnings equal to 18% of its registered capital per annum and the government of the host country later changes the law to allow conversion of only 12%, the insured would convert the 12% transferable under the new exchange regulations with the government foreign exchange authorities, delivering the remaining 6% to OPIC for conversion at 99% of the then prevailing rate of exchange. (OPIC does not cover devaluation risks.) Upon delivery of the local currency to OPIC, normally at the U.S. Embassy in the project country, the insured's account in the U.S. would be credited with dollars. Delays can also result from what is termed passive blockage, which includes administrative delays of more than 60 days (sometimes longer) caused by the bureaucratic tie-ups or pigeonholding of transfer requests, as well as delays suffered simply because the government of the host country does not have sufficient foreign exchange. The transfer procedure is the same as with active blockage - the local currency is delivered to OPIC in the project country and OPIC provides dollars in the United States at the then prevailing rate of exchange. The second coverage -- Expropriation -protects not only against the loss of the investment due to the well-known risks of expropriation, nationalization or confiscation by the host government, but also against

In 1948 when the U.S. Bureau of Mines began the investigation of domestic monazite placers for the Atomic Energy Commission, deposits of this type amenable to large-scale operations were unknown in the U. S. Intensive search for such deposits had not been carried out in the past. Problems to be met included scarcity of men with placer experience and need for development of new exploration, evaluation, and analytical procedures. As a result of the exploration program three dredges have gone into operation in one area in Idaho and another dredge is operating in South Carolina. Search for Deposits In the search for areas to be investigated for monazite, the first step was a thorough study of all available literature reporting occurrences of the mineral. Initial work was guided largely by many reconnaissance reports prepared by the U. S. Geo- logical Survey and the AEC. As the work progressed many new deposits, not mentioned in the literature, were called to the attention of USBM engineers by prospectors who had noted the presence of the yellow, heavy sand while prospecting for placer gold. Every prospector was given an attentive ear.

T HE life and career of Daniel Cowan Jackling constitute a distinctive part of a passing era, marked by the intensive exploration and exploitation of the mineral resources of the western regions of the United States. In the development of his abilities and in the use of his opportunities, he typifies the initiative, the energy, and the skill of a modern captain .of industry. Daniel C. Jackling was born at Hudson, Mo., on Aug. 1.4, 1869. He was the only child of Daniel Jackling, born in England of English parents, and Lydia Jane (Dunn) Jackling, born in the United States, but of Scottish ancestry. His father died a few months after he was born, and he lost his mother less than two years later. The orphan boy was adopted by his aunt. This report describes the progress made in the research work on the development of a new method for preparing lower-cost titanium tetrachloride and preparing titanium oxide pigment. One of the requirements for the commercial production of ductile titanium in the process used by the Bureau of Mines is a source of lower-cost titanium tetrachloride. The production of ductile titanium by a modification of the Kroll1 process, recently developed by the Bureau of Mines, requires such a source of lower-cost titanium tetrachloride to make it commercially feasible. This report describes the progress of work done at the Mississippi Valley Experiment Station at Rolla, Missouri, on the development of a new method for preparing titanium tetrachloride. During the course of this research a new method for preparing pigment-grade titanium oxide was developed. At present, the price of technical-grade titanium tetrachloride is $0.32 a pound, which makes the price of the contained titanium $1.28 a pound.2 In addition, the titanium tetrachloride must be purified further before it is suitable for processing into metal, thus making its cost still higher.3 There were 8,562 tons of rutile produced in the United States in 1947, which was 900 tons in excess of that consumed. In addition there were 13,937 tons in various stocks, exclusive of the stocks in the Government strategic stock pile. No estimates of the domestic production of rutile are given for any of the prewar years. However, in 1939, 442 tons of rutile were imported as compared to 14,307 tons in 1947. One of the reasons for the large increase in the production of rutile is the working of the Florida beach sands for ilmenite, during which a considerable amount of rutile is produced as a by-product. It would be of value to determine methods for utilizing the excess production of rutile. The Arkansas titanium deposits in Hot Spring County produced commercial-grade rutile concentrates from 1933 to 1942. These were sold mainly to England, Germany, and Russia.

Perry. vice-president of the Turner Construction Co. and prominent civil engineer of New York City as its new Chairman. He succeeds C. F. Scott, who becomes Chairman of its Committee on Professional Recognition. S. L. Tyler, Secretary of the American Institute of Chemical Engineers, succeeds A. B. Parsons as ECPD Secretary. R. E. Doherty is Vice-chairman. C. E. Davies remains as Assistant Secretary, as do R. L. Sackett as Chairman of the Committee on Student Selection and Guidance, O. W. Eshhach as Chairman of the Committee on Engineering Training, and Karl T. Compton as Chairman of the Committee on Engineering Schools.
