The Committee on Evaluation of Coal for Blast-furnace Coke reports progress in the working out of the problem of evaluation. There has been no full meeting of the Committee but there have been several conferences with two or more of the members present, and the different members have expressed themselves freely on the five points that have been under consideration since the meeting of the Committee in New York on Feb. 16, 1932. The need of a method of coal evaluation, not only of coking coals but all other kinds, is obvious. Under NRA it becomes imperative that coals of the same size from the same seam be priced according to their variations in quality, especially in reference to cleanliness in respect to freedom from extraneous ash-forming materials. In looking over the correspondence that has passed between members of our Committee, it is evident that much of the confusion and misunderstanding would disappear if we could realize that practically all of the variations in value of coal from the same seam of coal are due to variations in the amounts of extraneous materials that are contained in the coal as it passes over the scales for shipment. It is not now a question with our committee as to the differentials in value, or in prices, between different kinds of coking coals or between noncoking and coking coals; our present problem is to arrive at the method for determining the scale of values of the coal from a certain coal seam according to the increase or decrease of extraneous ash and moisture from a predetermined base line adopted for that particular coal. The five points mentioned above are the same as discussed at the meeting in February, 1932, except that the temperature for determining the moisture content has been changed from 212" F. to 221" F., at the suggestion of Dr. A. C. Fieldner. The points are: 1. It is proposed that the coal industry adopt as a base line for evaluating all coals the analysis of the coal as it passes over the neighing device that determines the tonnage of coal bought and sold. 2. It is proposed that the Committee on Evaluation of Coal for Blast-furnace Coke approve the adoption of the base line for Pittsburgh seam coal presented by F. A. Jordan at the annual meeting of A.I.M.E.

At the beginning of the year 1935 the older fields in Southwest Texas, and particularly those discovered during 1934, had been practically delimited and only normal development continued. As a result, operations in this area were somewhat slowed down. Shortly after the first of the year, however, activity in the area was greatly accelerated, due largely to the fact that the Loma Novio field, discovered during the last few days of 1934, indicated the presence of a new productive trend east of and parallel to the Government Wells field and also indicated the presence of a new productive horizon, the Loma Novio sand, approximately 100 ft. lower than the Government Wells sand zone. Other discoveries during the year greatly augmented the activity in the district. During the year there were 651 oil wells, 53 gas wells and 275 dry holes drilled in this area during the year. Most of the operations were in the Government Wells, Cole, Loma Novio, Seven Sisters and Lopez fields. New Fields Four new fields were discovered during 1935 as follows: Seven Sisters and Piedra de Lumbre in Duval County; Loma Alto in McMullen County; and Lopez in Webb County. Seven Sisters Field.—The Seven Sisters field, opened in May, was the direct result of a systematic search for new productive areas northeast of the Loma Novio field. The first producer, Harvey & Henderson NO. 1 Chernosky, survey 226, was completed in the Labbe (Chernosky) sand at 2220 ft. However, the second producer, Santa Clara Oil Co. No. 1 Welder in survey 385, drilled about one mile south of the discovery well, failed to find production in the Labbé sand and was carried on down and completed in the Government Wells sand at 2473 ft. with an initial production of 20 bbl. of oil per hour. These two discoveries, in the Labbé and Government Wells sand, started an active leasing and drilling campaign in this part of Duval County and drilling operations continued especially active throughout the remainder of the year.

New plant construction for pyrolysis and agglomeration during 1969 has been relatively quiet in the North American scene. U.S. pellet capacity approximates 52 million long tons and that of Canada 25.3 million tons. The foreign scene, however, has been extremely active during 1969, and this is expected to continue for the next several years. Changes in sinter practice have not been reported, other than a few changes towards increased bed depths and the increased use of screening facilities to size the product more closely. Interest in the field of briquetting in fields other than iron ore is high with a new fluorspar briquetting plant under construction at Brownsville, Texas. Considerable research appears to be pointed towards solving the problem of reclaiming steelmill waste products (flue dust, BOF dust, mill scale) by means other than sintering.

The following pages summarize the causes that led to the suggestion of unit operation of the paloma field, the organization of com-mittees, preparation of the Paloma Operators Agreement and the reasons for rejection of the plan. Introduction Long ago an Austrian physicist observed that under certain conditions the condensation of a liquid from gaseous mixtures resulted from pressure reduction. Some 50 years later he would have known that his research was not in vain. He would have seen a group of serious operators and engineers seeking to apply that principle to a conservation . program for unitized production in the Paloma gas field—but he would also have been saddened to see that forces unsympathetic to the application of science in oil production, with little or no appreciation of modern methods and the advantages of cooperation, so far have prevented the adoption of that program. Soon after the Paloma field was discovered it was realized that all the hydrocarbons in the reservoir existed in the gaseous phase. This condition was confirmed over a large area. Therefore, if the field was to be properly exploited with the greatest ultimate recovery of condensate, the hydrocarbons in the reservoir must be produced in the single or gas phase. They must be cautiously extracted with the least possible reduction of the natural pressure. If this could be accomplished, or if artificial pressure control were utilized, the condensation and underground loss of the valuable distillate would be preventable—otherwise it would not be. Wholehearted cooperation of all oper-ators was required in order to accomplish the conservation purposes of the program. To this end the production engineers of the several companies concerned lent their time and talents. They fully investigated the physical relationships of the products within the complicated gaseous mixture, prepared extensive reports on the subject and drew up a reasonably efficient plan of operations, which now is commonly called the "Paloma Unit Plan" but actually was entitled "The Paloma Operators Agreement." All of the engineers were not in perfect agreement on all the features of the plan, or even on all the engineering principles. However, it is safe to say that on all the important or essential factors there was a unanimity of opinion, particularly as to the objectives. These were fairly simple and reduce to one controlling item, "pressure control" by cycling or recycling. Organization The principal operators initiated the program by calling a meeting of all the lessees in the area, at which an organization was perfected, known as the "Paloma Operators Committee." Extensive and diversified resources justify large populations and great industries. To carry on the business of commerce and meet the demands of large populations, the utilization of tunnels in some form for transportation purposes constitutes an important link in modern civilization. The driving of tunnels has been appropriated by the tunneling branch of the heavy-construction industry, and the progressive steps taken by modern tunnel builders were not even dreamed of 50 years ago. Great strides have been made toward more rapid progress in tunneling in the United States during the past I0 years. Tunneling consists of a definite cycle of operations developed from ideas that are crystallized and translated into action programs through various engineering phases that begin with the first preliminary survey and do not end until the job is completed. Once the line of the bore is established and a time set for the completion of the work, the face must advance according to estimates prepared before the work commences. This schedule must be followed in regular sequence from the moment the drills start against a new face of rock until they are ready again to drill the Succdeding face, constituting a round. Mining is largely tunneling carried on under conditions often more inherently hazardous than actual tunnel construction, but for various reasons" tunne1ing is more hazardous than mining in any branch of the mineral industry. On the other hand, obstacles are sometimes encountered in heavy-construction tunneling projects that when met in mining enterprises do not offer comparable tasks to avoid or overcome them. One is the existence of water under high pressures. In mining enterprises, various alternatives offer a solution in driving a tunnel, even to the extent of its discontinuance or the abandonment of the mine, but a "construction" tunnel usually must go forward because some important project depends largely if not entirely upon it. This paper describes an unusual method of driving a water-supply tunnel through rock carrying water under pressures and conditions that did not permit the use of ordinary tunneling methods. The Delaware Aqueduct The new Delaware aqueduct is a Manhattan project of some magnitude; when regular it will contain what probably will be, for some time to come, the longest tunnel in the world. Various features in its construction are currently described in the trade journals of the construction industry, and informative engineering details are given in the Delaware Water Supply News, published twice a month by the Board of Water Supply of the City of New York. Work was begun on this project on March 24, 1937. The tunnel will convey water from reservoirs at the headwaters of the Delaware River to the City of New York.

In selecting new or replacement mining machinery to be purchased, there are many considerations to be discussed and taken into account, the most important being the productivity of the machine and the maintenance cost and downtime to be expected with the new equipment. Productivity of a given mining machine is evaluated by the Industrial Engineering Department: analysis of potential upkeep and downtime calls for the Maintenance Department to enter into the task of evaluating new mining machines. This is a very important function of the maintenance department because a wrong decision or mistake in judgment, particularly in a commercial mining company, can be exceedingly expensive. Once the type and size of a machine is decided, an examination of units fitting the basic requirements will sometimes show one particular machine which has a distinct edge on the competitive machine. In this case, the decision is easy. However, in most cases, the performances of the machines being considered are so close that the decision becomes one that is very difficult to make on performance alone. Serious consideration must then be given to maintenance performances and features of the machine which would permit lower maintenance and less downtime.

The annual review of mineral dressing was the subject of considerable discussion at the MBD meeting in New York last February. Because the amount of material now being published is so imposing, it was generally agreed that reviewers should try only to cite the items of importance. In order to conserve even more space, it was agreed to omit bibliographies. In reading these reviews, and those of the past two or three years, one is impressed by the advances in materials handling, the enlargement and the advances in automation of unit process equipment. Although there has been development of a variety of new concentration principles in flotation, magnetic separation, et al., the design of these principles into new plants has not been widespread. The probable reason is that the plants being built today are so large and costly that few are able to face the risk of any significant degree of experimentation. There are exceptions to this; for example, some of the chemical processes, but these are usually because there was no conventional process available. This situation should change in time as the ores amenable to our conventional methods become depleted.

In a previous paper (ante, p. 411) some description was given of the occurrence of the auriferous alluvium, extensive deposits of which lie among the highlands of the province of Otago, New Zealand. The present paper will describe some of the methods by which that alluvium is exploited. The alluvial mining of New Zealand is not yet hindered by " debris legislation." The mines are for the most part situated in a country of little agricultural value, and large rivers with rapid currents act as tailings conveyors. In time, however, steps will have to be taken to restrict the discharge into the Clutha of the tailings which are slowly raising the river-bottom. The methods of California have been followed in Otago with such alterations as peculiar local conditions require. The distinctive feature of the alluvial mining of Otago is the prominence given to the hydraulic elevator. The all-important factor in this form of mining is the control of an abundant water-supply at a suitable height above the level where it is to be utilized; and in this respect the gold-fields of the south island of New Zealand are most favora-

THE New River coal-field embraces that portion of the Appalachian coal formation which lies on the waters of the New River, principally in Fayette and Raleigh counties, West Virginia, covering a strip of territory about forty miles in length along the line of the Chesapeake and Ohio Railroad from Quinnimont to Kanawha Falls, where the New River empties into the Kanawha, the railroad following the banks of the river the whole distance. (See map.) Between Kanawha Falls and the Valley of the Ohio lies the great Kanawha region, and these two coal-fields possess a greater variety of coal than can be found in any other portion of the country, enabling them to furnish the best fuels for any of the various demands of manufacture or domestic use, the Kanawha region possessing many varieties of gas, hard splint, and cannel coal, and the New River region bituminous and semi-bituminous, steam and coking coal. The New River, in its westward course towards the Kanawha, has cut its way entirely through the Seral conglomerate or No. XII of the Pennsylvania Reports, the Umbral red shales of No. XI appearing at the foot of the mountains at the eastern end of the region at Quinnimont, one of the upper ledges of the Conglomerate forming the summits; while at the western end, at Kanawha Falls, the top of the Conglomerate is nearly down to the level of the river, a portion of the " Lower Productive Measures" forming the greater portion of the mountains. These mountains rise abruptly from the banks of the river to a height of from 800 to 1200 feet, leaving only here and there narrow strips of bottom land, a few acres in extent; and as the measures consist principally of hard sandstones, shales, and conglomerates lying in a nearly horizontal position, the mountain-sides are very precipitous, with many long and high cliffs, which, with the great height of the mountains, give the country a very rugged appearance. Along the sides of these mountains fronting on the New River and its many tributaries there are exposed the outcroppings of several veins of bituminous and, semi-bituminous coal, varying in thickness from a few inches to over four feet, five of them being workable, or

In recent years many new appliances have been introduced into German steel-works and rolling-mills for the purpose of improving working-methods, and of creating and maintaining increased production, and satisfying the ever-growing demand for metal of closely specified hardness, strength and form. One result of the improvements has been to aid very effectively in demonstrating the real superiority of ingot- over wrought-iron for almost every possible purpose, and in dispelling the last vestiges of prejudice unfavorable to the new metal. If, nevertheless, no marked decrease in the number of puddlingfurnaces has yet been noticed, the cause of their survival must be attributed to the greatly increased consumption of all kinds of ironmanufactures. Several large new works for the production of ingotiron are now, however, in course of erection in the Rhenish-Westphalian district, and upon their completion a rapidly diminishing output of wrought-iron may be anticipated. The present aim of all large works manufacturing ingot-iron is to work the molten blast-furnace pig into a finished product without any further fuel-consumption than is required to furnish steam for the rolling-mill. Though practice has established the feasibility of this principle, no works can yet point to its complete adoption, partly because of the limitations imposed by existing conditions and plant, and partly, also, on account of the highly-diversified character of the finished products. The Bessemer-works were the first to feel the influence of the basic process; but of recent years a similar influence has affected the open-hearth, and the owners of works possessing both a converterand an open-hearth plant are now seeking to arrange them for combined working, in charging as well as in casting. (member of the committee)- (communication to the Secretary*).-In the discussion of papers presented at the New York meeting of the Institute in February, 1915, and at the Arizona meeting of September, 1916, I referred to the activities of the Bureau of Safety of the Anaconda Copper Mining Co., and I am now submitting a few thoughts by members of the staff of that Bureau. TORGUS H. OAAS, Safety Engineer, Butte, Mont.-The report of the Committee on Safety and Sanitation has described different organizations and methods of promoting safety work. The effectiveness of these methods would aid the beginner in his campaign for safety in choosing the kind of organization and methods best adapted for his field. This can he obtained only by a discussion by those who have long promoted this kind of work, and have met with successful results. As the field is new, the different organizations promoting safety work have not established a common basis of rating for their fatal, serious and slight accidents, so that it is now difficult to get a comparative basis from which to judge the merits of the different systems. C. W. GOODALE.-The U. S. Bureau of Mines adopted, at the beginning, as a basis for its yearly summaries, the number of accidents. per 1,000 men employed, and it is now (quoting from its report for 1915, Technical Paper 168) making the following "classification of injuries:" "Many of the States now have. compensation laws, and in order to conform with their classifications, the bureau's classification of serious and slight injuries for 1915 is on a 14-day (2-week) basis instead of 20 days, as in previous years.
