The equilibrium of gaseous H2O-H2, mixtures with liquid iron is used to establish the activity coefficient of dissolved oxygen as log f o = — 0.20 [%O]. Discrepancies in earlier work are explained or eliminated. Additions of cobalt, molybdenum, tungsten, and platinum increase the activity coefficient of oxygen whereas copper and gold decrease it. THE importance of dissolved oxygen as a refining agent in liquid steel has led to a number of studies of its thermodynamic properties. It is the purpose of this paper to examine the effects of a number of alloying elements on the activity of oxygen in the steel bath. As a preliminary to the study of the effects of alloying elements, it seemed desirable to examine certain minor discrepancies in the published data on the properties of oxygen in simple iron-oxygen solutions. The activity and free energy of oxygen in liquid iron were studied by chipman1 in 1933 by means of the reaction h2(g)+-o = H2O (g);K; = PH2O/PH2[% O] [1] The data were in fairly good agreement with calculations from results on the similar reaction CO (g) + O- = CO2 (g); K2 =P CO2/P CO [% O] [2] which had been obtained by Vacher and Hamilton2 as an incidental part of their study of the reaction of carbon with oxygen dissolved in the melt. It was found that the equilibrium ratio k1 was not a true constant but varied with the oxygen concentration in the manner shown in Fig. 1, which is copied from the original paper. This early observation has been refuted in subsequent work but is confirmed in the present paper, and an explanation of the discrepancy can now be presented. This paper attempts to analyze the phenomena involved in the fracture of brittle solids by simple compression. Glass squares standing on edge, and compressed between two parallel steel jaws, developed jagged fractures, roughly parallel to the compression. Polarized light disclosed the presence of high local stress concentrations indicating poor contact all along the contact surfaces with the steel jaws. Teszar has shown that partial contact between the jaws and such a compressed solid causes tensile stresses in the free surfaces of the solid normal to the compression. Furthermore, Scoble has shown that in brittle solids fractures are caused by, and develop normally to, a sufficient tensile stress. It follows that such "partial-contact" cracks must be expected. With optically flat jaws and specimens, no "partial-contact" cracks developed. Instead, very smooth cracks vertical to the compression appeared 'upon release of the pressure. Investigation showed that the friction with the rigid steel opposed the return of the glass to its original width, after creeping on the steel as compression built up, thus setting up tensile stresses in the glass surfaces. It was not found possible to eliminate these "release" cracks. Compressed to destruction, such specimens flew to dust. A Microflash photograph taken during the explosive disintegration revealed: (I) oblique parallel fragmentation cracks, 30" off the direction of the compression; (2) transverse forking fragmentation cracks, normal to the former; (3) release cracks parallel to the compression; (4) a disintegration cloud. Given a distribution of submicroscopic cracks of random orientation throughout the glass, Griffith has shown the highest tensile stresses to be located at the tip of the cracks 30" off the direction of the compression. Although the preexistence of such cracks or flaws in unstressed glass is doubtful, they can be generated by the distorting forces set up by the compression itself. Atoms, in a structure held together by Morse-type forces or bonds, have under tension both a stable and an unstable state-of equilibrium. The difference in energy level between these two states is a function of the tension, and this difference must be borrowed from the thermal energy level of the bonds to reach the unstable state and result in a broken bond. As the fraction of the bonds having at any instant a sufficient thermal energy level is a known function of that level, it is possible to determine, in function of the prevailing tension, the fraction of the bonds that are broken. IN the past few years the mineral raw materials problem has risen from comparatively obscurity to great national significance. The transition has come so rapidly that the nature of the problem and what it portends have not yet been clearly defined. Consequently there are wide differences of opinion among the experts as to what can, or should be done to insure a continuing, adequate supply. On one hand, it is said that depletion of known domestic deposits and lagging discovery of new ones will bring about an imminent decline in mineral production and that in future U. S. mineral-using industries will have to depend on foreign sources for more and more of the major mineral raw materials. On the other hand, it is argued that domestic mineral resources are virtually inexhaustible if there were only legislation against competition from low-cost foreign producers. Still another school of thought contends that within the past decade the country has entered a period of unprecedented mineral discovery that is rapidly solving the problem of depletion. Only time will tell which of these widely divergent views is nearer the truth, for mineral resources are, after all, the result of research and adaptation, and resources of the future, as of the past, will depend largely on human response to circumstances. Of 18 substances now termed reactive metals, only 8 (boron, thorium, potassium, sodium, lithium, uranium, molybdenum, and tungsten) were considered of commercial significance at the turn of the century. Except for hafnium and rhenium, the other ten were well known to chemists and mineralogists before this, but none had found use commercially, whereas some, like titanium, were looked upon as nuisances in the ores of other metals. Of these ten elements, several were considered of minor commercial significance, and others were of little more than academic interest as recently as 15 years ago. Before World War II only a few of the better informed spoke of uranium or thorium as possible sources of power. Still fewer talked of converting boron into a super- fuel, and the time had not yet arrived when hafnium, rhenium and even zirconium were thought of as critical to U. S. welfare and safety.

As this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a foremost industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry, protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no doubt creations of merit at the date of their birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machinery by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to, the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If, this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

Now producing 35,000 tpd of coal from a deposit whose estimated reserves total 1.1 billion t, the Navajo mine of Utah International Inc. near Farmington, N. M., is the largest open-pit coal operation in the US. The history of this mine began in 1953 when, foreseeing the growing need for electrical power in the southwest, Utah International obtained a prospecting permit from the Navajo tribe. The lease, now covering 31,000 acres of the 12-million acre New Mexico-Utah-Arizona Navajo Indian reservation, was entered in 1957; in the next 3 years, Utah International negotiated with the State of New Mexico for water rights on the San Juan River, and finalized an agreement with the Arizona Public Service Co. to provide coal for the proposed Four Corners power-generating plant near Farmington.

IN treating carnotite ores by carbonate leaching it is often necessary to subject the ore to a prior roast. Among the advantages that may result from roasting are: 1) improvement in settling and filtering characteristics of the ore; 2) destruction of carbonaceous impurities that would otherwise contaminate the leach solution and consume carbonate reagent; and 3) substantial increase in extraction of vanadium, which is usually low when the un-roasted ore is leached. Recovery of vanadium may be an important factor in processing carnotite ores, and the fact that vanadium is usually recovered in good yield by acid leaching has often been an economic advantage over results obtained with carbonate leaching. It has been found that response of an ore to carbonate leaching, following roasting, depends primarily on its composition and on the conditions of the prior roast treatment, particularly with regard to the roasting temperature, the atmosphere maintained above the charge during roasting and cooling, and the presence of certain reagents. These factors, especially the last, virtually determine the extractions of uranium and vanadium attainable by carbonate leaching, as well as the reagent consumption on leaching, whereas adjustment of the leaching conditions has only a limited influence. These variables were examined systematically to elucidate roasting and carbonate leaching of carnotite ores and to establish a treatment yielding high recoveries of both uranium and vanadium. Tests were conducted on samples of four different Colorado Plateau ores, described in Table I. Roasting Procedure: The roasting tests were conducted in an electrically heated furnace in which the temperature was controlled to +15oC. The ore (usually a 500-g charge) was ground to —100 mesh, mixed with the desired reagent, and spread in a silica tray to a bed depth of about 1/2 in. During the roast the charge was rabbled at intervals of 15 min. To provide free access of air the furnace was usually ventilated; however, in a few experiments a controlled atmosphere such as carbon dioxide or hydrogen was maintained above the charge. Leaching Procedure: The pulp, generally comprising 500 g of ore and a 2000-cc solution containing 80 g per liter of Na2CO3 and 20 g per liter of NaHCO3, was agitated in an autoclave at 120°C, under 30 psi O2. Samples were withdrawn periodically, and the solution and ore residue were analyzed. Under the conditions employed, maximum attainable extractions were generally achieved in 4

Experience has shown that there are some factors connected with the drying of fine washed coal that are not present in drying of slack coal as normally practiced at cement kilns or pulverized coal plants. It is the purpose of this paper to show some of these variations as they have been encountered under actual operation. The Champion No. 1 cleaning plant of the Pittsburgh Coal Co. uses the wet system of cleaning coal. The plant is equipped to produce commercial sizes or mixtures, the primary sizes being plus 6 in. and 4 by 6 in., which are hand-picked. Minus 4-in. sizes are all cleaned by the wet process. To produce a commercial product as free of moisture as possible, the washed coal is first passed over sizing and dewatering screens, then each size except the — ?-in. coal is conveyed to loading booms by slow-moving draining conveyors. As the +?-in. sizes are not heat-dried, no data will be given, as it is the purpose of this paper to describe the heat drying of — ?-in. coal as practiced at the Champion No. 1 plant of the Pittsburgh Coal Company. To fully appreciate the conditions, it must be remembered that the — ?-in. product is now shipped at a lower moisture content than when received from the mine. The incoming coal in the — ?-in. size will average 5 per cent. moisture and the shipped product 3 per cent. moisture. This is a case where a wet process gives a reduction of both ash and moisture in the fine sizes. The shipped product, therefore, is more uniform in all characteristics, and uniformity of product is the most important single factor in coal preparation. The 0 by ?-in. coal is first dewatered on slow-moving continuous bucket dewatering elevators, running at the rate of 40 ft. per minute, with 48-in. perforated buckets with ¼ by 1½-in. slots, spaced ? by 2?-in. centers staggered. The moisture in the coal discharged from the elevators runs 20 to 28 per cent., depending on the fineness of the product. The discharge from the dewatering elevator is further drained on a drag-type conveyor equipped with ½-mm. wedge wire screen. The object of this work was to obtain and correlate information on effect of internal stress in variously drawn tubes on several properties. Also, a simple approximate method of comparing types of stress distribution in such variously drawn tubes was sought. There is also included some work on comparison of single and polycrystalline materials and effect of different types of operation and preferred orientation. Preparation of Material A series of tubes was drawn to study the effect of the type and degree of final reduction on various physical properties and the approximate distribution of stress intensity across the tube wall. The material used all came from a single heat of 70-30 brass melted in a regular production Ajax-Wyatt induction furnace. The analysis of the metal as cast was: copper, 70.36 per cent; lead, 0.04; iron, 0.02; zinc, balance. The material was cast in "shells" with 4 in. outside diameter and in. wall thickness. It was drawn part way down according to the usual standard mill schedule and then by suitable individual schedules to finish by a variety of types and degrees of drawing to the same final cases in every instance; namely, 0.750 in. outside diameter by 0.080 in. wall thickness. The exact final draws, together with the percentage area reductions, diameter reductions and gage reductions are given in Table 1. In fabricating these tubes, rather unusual precautions were observed to insure the elimination of ail variables not under immediate study. All intermediate anneals were carried out at about 1200" F. down to the so-called "cut-in size"; namely, 17/16 by 3/16 in. From this point on, all anneals were made at from 1050' to 1100" F. The greatest care was used all through to have the tubes as free from minor surface defects as possible. When such defects were visible on intermediate sizes they were carefully filed out. On the final draw to 3/4-in diameter the die was aligned with the greatest possible precision in order to insure as straight a tube as possible

In the study described here, flotation tests were conducted on pure CaF2, on CaF2 doped at several concentration levels with either NaF or YF3, and on natural fluorite samples containing various amounts of impurities in an effort to extend previous knowledge of the influence of crystalline point imperfections on the flotation properties of solids. The results of these tests showed that although recoveries generally decreased as impurities increased, the differences in recovery were not nearly as striking as those detected in earlier experiments. A number of experimentalists have shown an interest in the way in which crystalline point imperfections affect the flotation properties of solids. As long ago as 1953, Welch hypothesized that it might be possible to control surface imperfections and thereby also control the flotation of solids.' A few years later, in some rather extensive work, Plaksin and his coworkers varied the surface imperfections of a number of compounds by oxidation or reduction processes and found that significant variations in flotation properties resulted.2-4 More recently, Simkovich showed that the recovery of both AgCl and PbS could be markedly varied by adding solid-solution impurities, which acted as doping agents, to these compounds.5 Then Mular studied the flotation of ZnO as a function of the doping agents Al2O3 and Li2O.6 Once again, it was found that these impurities, even in very low concentrations, had profound effects upon flotation recoveries. From an imperfection point of view, the defect structures of the compounds tested previously are as follows:7 PbS — amphoteric semiconductor with a Frenkel-type defect structure in the cation sub-lattice.8 AgCl - ionic conductor-Frenkel type defect structure? ZnO — n-type semiconductor, zinc ion interstitials and quasi-free electrons.10 All of these works undoubtedly bear some relation to the findings that the flotation properties of seemingly identical minerals from different ore deposits often exhibit extreme variation in flotation behavior, i.e., that small amounts of analytically undetectable impurities often have a great influence upon flotation

AT some period during the operation of metalliferous and other commercially valuable mineral-deposits in connection with their underground mining, when the developments therein have become so extensive that their description is tedious and confusing, some scheme for naming or numbering the various workings and their parts is necessary for convenience of ; reference.. A simple and symmetrical yet expansive system of classification must be devised, one that is capable of being extended to cover all possible exigencies and conditions of future operations within the property. Such a scheme, properly arranged, greatly simplifies communication between the various departments of the mining business, as, for instance, between the administrative and the operating departments of the concern, and is of the greatest assistance to the officers of the mine in enabling them to locate and describe particular points and parts of workings and specific kinds of work. Again, in the proper segregation and differentiation of mine-accounts, when they are carried out with that detail which will furnish ready information concerning the cost of a particular piece of work, or the various items and totals of expense connected with the, development,, operation and repair of each or all of the mine-workings, some such method of designation becomes a necessity. . Moreover, such a plan is admirably adapted to the needs of the mining engineer, who, in connection with his reports upon mining-properties, is sometimes required, in his descriptions of certain blocks of ore, to locate lists of assays of samples taken from many and various places, and to designate workings and parts of workings that are located in different parts of the mine, sometimes at points wide apart.

The purpose of the investigation on which this paper is based is to determine whether the structural change which occurs in the slow cooling of steel below the transformation range has an important effect on its engineering properties. We recognize two distinct things which occur in steel when it is brought from above to below the transformation range, first, the transformation proper, that is, the breaking up of the austenite or solid solution of the cementite in the remainder of the iron, and the liberation of its components as undissolved cementite and as ferrite or alpha iron; and second, a structural change consisting in the gradual coalescence of the ferrite and cementite respectively into larger and larger separate masses. Let us distinguish these from each other by speaking of them as " the transformation " and " the structural change " respectively. If the cooling is at all rapid the unevenness of contraction induces severe stress; so that in a sense a slow cooling has a third influence, the prevention of such stress. This transformation from austenite to ferrite plus cementite can complete itself only below the transformation range; and, because this structural change is a change in the structural arrangement of the products of that transformation, it too can complete itself only at temperatures below that range, say below 725°; and of these temperatures it is only those between 600° and 725° that give the metal sufficient mobility to permit this structural rearrangement to progress with ally rapidity. The transformation is now known to be rapid, but the structural change is relatively slow. The 139th meeting* of the American Institute of Mining and Metallurgical Engineers was held at New York, February 17 to 20, 1930, the attendance totaling approximately 1800. The meeting consisted of the annual business session, 34 technical sessions at which were presented 166 papers, two meetings of the Board of Directors, two meetings of Section Delegates, two formal lectures and one special lecture, five group dinners and one group luncheon, luncheon daily for members and guests, fourteen committee meetings and conferences, the President's reception, the dinner-dance, an informal dance, a smoker, an exhibition of rare minerals and metals, two meetings of the Woman's Auxiliary and a special program of entertainment for the ladies. The Petroleum Division held seven sessions, including two general sessions featuring, respectively, a symposium on unit operation of oil pools and reports on developments in the petroleum industry during the previous year. The Iron and Steel Division held four sessions, at one of which Dr. Zay Jeffries delivered the Howe Memorial Lecture, the title of which was "The Future of the American Iron and Steel Industry." The Institute of Metals Division held six sessions, including two devoted to a symposium on the Melting and Casting of Metals, and the general session at which Dr. S. L. Hoyt delivered the annual Institute of Metals Lecture. The title of his lecture was "Hard Metal Carbides and Cemented Tungsten Carbide." The Coal and Coal Products Committee devoted one session and the greater part of another to Coal Classification and at a third session organized as the Coal Division of the Institute. The Committees on Mining Methods and Ground Movement and Subsidence each held a session, besides which they met jointly. Sessions were held by other Technical Committees as follows: Nonferrous Metallurgy, 1; Geophysical Prospecting, 2; Nonmetallic Minerals, 2; Milling Methods, 1; Rare Minerals and Metals, 1; Mining Geology, 2; Mine Ventilation, 2; Engineering Education, 1. France.—Pechelbronn remains about the only producing field, 41 per cent of the 1937 output of 496,525 bbl. being mined by shaft and 59 per cent produced from pumping wells. At present Gabian has only a very small production. During 1937 there was no private undertaking for petroleum research. Only the Office National des Combustibles Liquides has done any drilling, unsuccessfully, at Pezenas and Frangy-Chilly. Algeria.—No new research has been made and Tliouanet, a small acreage pool that has been declining for several years, gave only 2193 bbl. in 1937. Morocco.—The SociCt6 Chhrifienne des Petroles continues active work. First tests of production made on the Jurassic structures of the Tselfat and Bou Draa must be mentioned for 1937. A marked gravitational segregation of liquid has been observed to take place in a number of volumetric fields toward the later stages of their oil-producing periods. This phenomenon has been pronounced in thick, highly permeable sand formations such as those of the wilcox zone in Oklahoma City. This observation has prompted considerable research directed toward the semiquantitative determination of the equilibrium saturation distribution of oil vertically throughout a formation at final depletion. In this paper, data are also presented showing the transient distribution of liquid at different stages of the depletion period. Other experimental results show the effect of temperature on the drainage rates of water, Wilcox crude oil, and a close-cut heptane fraction. Intermittent drainage of liquid produced saturation gradients that might well be expected from the flow theories involved, Yields of the various liquids varied from 50 to 75 per cent of the original fluid content of the sand-packed (4 in. by 8 ft.) vertical tube. Introduction In certain volumetric Oil fields the performance of the reservoir during the latter part Of its producing life is governed to a large extent by the downward movement of liquid due to the force of gravity. This is especially true of formations having thick or tilting beds of uniformly high permeability, free of shale breaks. Laverett4 and Katz3 have presented original data and discussed the theory relating to the capillary and gravitational forces acting On liquids contained in a sand body. These investigators have pointed out the importance of such studies in the estimation of future reserves as well as the original fluid content of a reservoir. In this previous work, no data have been reported showing the history of saturation distributions during the drainage period. Since a knowledge Of these transients is helpful in obtaining crude Oil from such a reservoir, the authors have obtained these data during this investigation. Experimental Apparatus The drainage tests were carried out in two vertical tubes, 8 ft. high and consisting of 2-in. and 4-in. standard wrought-iron pipe, respectively. Each tube was equipped with a water jacket, which could be kept virtually isothermal ( ± 1.0ºF.). A diagrammatic sketch of the 4-in. tube and its auxiliaries is shown in Fig. 1. At 6 in. above the base of the tube, and at every foot above this point, core nipples were inserted through the water jacket. These nipples were closely fitted with steel-plug inserts during each drainage run. At the end of the run, these inserts were removed so that cores could be obtained from the sand-packed tube.

This phenomenon has been pronounced in thick, highly permeable sand formations such as those of the wilcox zone in Oklahoma City. This observation has prompted considerable research directed toward the semiquantitative determination of the equilibrium saturation distribution of oil vertically throughout a formation at final depletion. In this paper, data are also presented showing the transient distribution of liquid at different stages of the depletion period. Other experimental results show the effect of temperature on the drainage rates of water, Wilcox crude oil, and a close-cut heptane fraction. Intermittent drainage of liquid produced saturation gradients that might well be expected from the flow theories involved, Yields of the various liquids varied from 50 to 75 per cent of the original fluid content of the sand-packed (4 in. by 8 ft.) vertical tube. Introduction In certain volumetric Oil fields the performance of the reservoir during the latter part Of its producing life is governed to a large extent by the downward movement of liquid due to the force of gravity. This is especially true of formations having thick or tilting beds of uniformly high permeability, free of shale breaks. Laverett4 and Katz3 have presented original data and discussed the theory relating to the capillary and gravitational forces acting On liquids contained in a sand body. These investigators have pointed out the importance of such studies in the estimation of future reserves as well as the original fluid content of a reservoir. In this previous work, no data have been reported showing the history of saturation distributions during the drainage period. Since a knowledge Of these transients is helpful in obtaining crude Oil from such a reservoir, the authors have obtained these data during this investigation. Experimental Apparatus The drainage tests were carried out in two vertical tubes, 8 ft. high and consisting of 2-in. and 4-in. standard wrought-iron pipe, respectively. Each tube was equipped with a water jacket, which could be kept virtually isothermal ( ± 1.0ºF.). A diagrammatic sketch of the 4-in. tube and its auxiliaries is shown in Fig. 1. At 6 in. above the base of the tube, and at every foot above this point, core nipples were inserted through the water jacket. These nipples were closely fitted with steel-plug inserts during each drainage run. At the end of the run, these inserts were removed so that cores could be obtained from the sand-packed tube.

Some time ago, in Mexico, our signal-bells in a 700-foot shaft caused us considerable annoyance by continually getting out of order, each time so delaying our hoisting operations that we naturally desired to remedy this evil. There were two mays open: either to patch up the old bell, which was of the ordinary pattern, every time it failed to work, or else to devise some new arrangement.. On consultation with our foreman we designed a signal-device which, during the number of months I watched its operation, worked satisfactorily, without once getting out of order. We sought to produce a simple device, in which no greater pull on the lever would be necessary from one level than from another; to counterbalance independently the weight of the pendant bell-rope, so that there would be no direct weight on the working-parts of the bell itself, and likewise to arrange it so as to necessitate only a light pull on the lever in signaling; and, finally, to make some sort of trip-arrangement, so that whenever the signaling-lever underground passed through a certain arc the signal would be given in the engine-room. By this means we wished to obviate the ill effects of sudden heavy pulls and rough usage in general, such as all signaling

AS provided in Article VIII, Section 4 of the By- laws, the Papers and Publications Committee has formulated the following, rules of pro-cedure and submitted them to the Board of Directors for consideration and approval. In preparing these rules the committee, and an active subcommittee con-sisting of Messrs. Norris, Sharpless; Fohs and Wither-ell, have kept in mind the desirability of codifying the practice that has grown up through the now sev-eral years of experience of the committtee, without casting them in a mold so rigid as to be hampering. The problems of the Institute change from year to year and the methods of publication must change also to meet each new situation as it arises. "The estab-lishment of divisions and special volumes devoted to the papers. read before each required certain changes from former practice. These rules have been framed with this in view. The committee suggested, however, in its letter of transmittal, that the system will be made all the more workable if the Board will, as far as practicable, in making appointments to this committee, arrange for representation from each of the professional divisions and technical committees. It is understood that the chairman of the committee will be named by the Board. The rules regarding spe-cial volumes have been framed, keeping in mind the present policy of distribution, as already approved by the Directors under which the special volumes go only to the special. groups except on request. The committee has not attempted to provide rules governing consideration of any appeal made to the Board from one of its decisions, but its services and files will necessarily be at the full service of the Board in any such event. The rules which were ap-proved by the Board at its meeting on March 30, 1928, are as follows: Signed by C. S. Witherell, Chairman. (A) The authority of. the Committee on Papers and Pub-lications, hereinafter called the Committee, is defined in Art. VIII, Sec. 4 of the By-laws of the Institute, which reads as follows: "Papers and Publications: The Committee on Papers and Publications shall consist of the Secretary of the Institute, and at least twelve members of the Institute, to assist in passing on all papers offered for publication. They shall be appointed annually by the Board of Direc-tors, on recommendation of the President, and shall have authority, subject to appeal to the Board, to accept or reject papers for publication in the Transactions and Technical Publications of the Institute. The Commit-tee shall formulate a set of rules of procedure which, when approved by the Board, shall have the force of By-laws until revoked or amended." The policy of the Committee will be to uphold the ob-jects of -the Institute as set forth in the Constitution (Arti-cle 1, Sec. 2).

EXPERIENCE has indicated that hard bronzes are not suitable for bearing applications where high bearing loads and speeds are involved. It is the general practice to utilize softer materials for these purposes, such as copper, lead, silver, babbitt, lead-base alloys, and more recently aluminum-base alloys, preferably supported by a steel backing. It was the objective of the present investigation to study a new material produced by powder metallurgical methods susceptible to precipitation-hardening. TEST MATERIALS Preliminary tests were made with compacts containing copper, nickel and silicon in quantities sufficient to form 3 to 5 per cent nickel silicide. It was found that this type of alloy was susceptible to the formation of a soft surface shell when sintered in tank hydrogen. The depth of the shell depended on the length of sintering time and sintering temperature, and varied in thickness from a few thousandths to as much as one eighth inch. This soft shell resulted from the preferential oxidation of silicon, thereby reducing the efficiency of age-hardening by the nickel silicide compound. The body of the sintered compacts below the soft shell could be precipitation-hardened to a hardness of 70 to 85 Rockwell B, by quenching from. 900°C. and age-hardening at 450°C. A series of tests was made with various addition agents, in order to decrease the rate of preferential oxidation, and it was found that phosphorus was most beneficial in this respect. After considerable experimentation, the following nominal composition was accepted as standard: 2.4 per cent nickel; 0.8 silicon; 0.3 phosphorus; balance copper. The physical properties and certain bearing properties of this alloy are described in the present paper. PREPARATION OF COMPACTS Several methods of incorporating the hardening ingredient (nickel silicide) were studied. Compacts formed from copper, nickel and silicon powders were found to be inferior to those fabricated from prealloyed nickel silicide master alloys, because of the rapid oxidation of pure silicon during sintering. The use of a prealloyed nickel silicide hardener containing 25 per cent silicon and 75 per cent nickel could be further improved by preparing a master alloy, incorporating nickel, silicon, phosphorus and copper, having the following nominal composition: 25 per cent nickel; 7 silicon; 3 phosphorus; 64 copper. This alloy is brittle in. the cast condition and can be readily powdered. SINTERING PROCEDURE The blended powders were pressed at 25 to 40 tons per sq. in., the pressure depending on the size and shape of the compacts.
