ONE per cent. of ash in a ton of coal has been so little considered that in many circles it has been positively ignored. Even P. T. Barnum had never heard of it, or he would have had one on exhibition alongside the Cardiff Giant and the White Elephant. One per cent. of ash is closely related by both those freaks of Barnum in that it is "stone" and, in its aggregate, it is the greatest "White Elephant" that the American public now supports. Some of you may have paid Mr. Barnum for a look at the "petrified man" (named the Cardiff Giant by the gullible wise men of the early seventies); but it is certain that everyone of you is now paying for the support of the great White Elephant that is being constantly carried by our railroads all over the country-at the public's expense. " One per cent. of ash in a ton of coal" requires 120,000 open-top railroad cars each year to transport this use- less stone giant from its native bed in the coal seams of the bituminous regions to the coal bins of the consuming public.

(communication to the Secretary): In the comparative tests reported by Mr. Tays, the stamp-batteries were provided with various styles and mesh-sizes of screens, while the Bryan mill was run throughout with a slot-punched Russia iron, equivalent to a 30mesh wire screen. This is a somewhat onc-sided method of comparison. Should not the Bryan mill also have had the chance to show what it could do with other screens? I cannot wholly approve Mr. Tays's proposed improvements upon the Bryan mill. In my judgment, the inventor has given us a machine well-adapted to the work for which it was designed, namely, the crushing and amalgamation of soft ores. In my judgment, the principal cause of failure to amalgamate satisfactorily in the Bryan mill is not, as Mr. Tays thinks, the shallowness of the basin, or the lack of copper plate about the inside periphery of the mill, but rather the want of experience and practical knowledge on the part of most amalgamators. Having had experience, not with one Bryan mill only, but with several, and taking into consideration the experience of other capable mill-men, I am positive that the proper way to save gold ill this mill is: first, to use enough quicksilver to keep the amalgam liquid, thus allowing it to accumulate in the annular space between the dies and the rims of the basin; secondly, to replace the old dies, when a little more than half worn-out, with new ones; and, thirdly, to clean up the mill at least every two weeks—or oftener, if rich ore is being treated. It is evident that Mr. Tap endeavored to amalgamate quite " hard," as is done in a stamp-battery, in which case the swash of the pulp would scour off portions of the hard amalgam adhering to the inside plates and dash it through the screens— after which a considerable amount would be lost through floating on, or in, the pulp in its journey over the outside plates, and

The development of new processes and methods by The Pennsylvania State University to improve slate quarrying technology has centered in recent years on cutting and sawing stone in the quarry to eliminate a second cutting process in the mill. Two machines exhibit promise for this work: 1) a circular saw mounting diamonds or hard inserts to produce smaller sizes of stone and 2) a chain saw with insert cutting teeth to produce stone in the larger dimensions. Prototype machines have been constructed and tested in several Pennsylvania slate quarries, and one commercial installation has been operated for several months with a circular diamond saw. Other kinds of dimension stones may be cut by these saws. Research at Penn State has begun to study the fundamental cutting action of rotary tools or saws in slate and other dimension stones. A laboratory drill press is being instrumented to permit thrust-torque-rotational speed us penetration rate studies of single tooth cutting surfaces on stone. Machinability studies of slate conducted with tungsten-carbide inserts have been performed. The dimension stone industry generally accepts the rather basic premise that the larger the block removed from the quarry, the more practical and economical the operation. Thus, the concept of cutting to size any dimension stone while it remains in place in the parent bed would receive little consideration from the majority of members of the industry. However, the slate industry, which is usually considered a separate member of the dimension stone family, is pioneering in the development of an in-place sawing method. Before any final decision can be reached concerning a proposed new system, it is essential to take a long, hard look at the present method of operation in order to determine if the new system is indeed an improvement or even desirable. In the following section is a brief description of present quarry practice in the slate quarries of eastern Pennsylvania. PRESENT METHOD OF QUARRYING SLATE In the numerous slate quarries of Lehigh and Northampton Counties of Pennsylvania, the grain and cleavage of the slate are most often at right angles to each other; if a third surface is broken at right angles to these two natural planes of weakness, blocks of more or less rectangular shape can be separated.' In conventional quarrying a large calyx core drill prepares holes of 36-in. diam in which wire-saw standards are positioned. By wire sawing between strategically located core-drill holes, large sinks or benches of virgin slate are opened up. The sides freed by wire sawing will vary from quarry to quarry but generally are rectangular in shape with dimensions averaging 20 ft in length and about 15 ft in depth. Some quarries are fortunate in having a joint or natural parting to work to, which of course diminishes the amount of core drilling and wire sawing required. Once the various benches have been developed either through wire sawing alone or through a combination of wire sawing and natural jointing planes, the block removal proceeds in the following manner. A plug hole is drilled in the block with a compressed-air hammer and a feathering chisel is inserted in the hole to cause a fracture of the rock either with or against the grain as indicated by the positioning of the so-called feathers. This operation is referred to as sculping. After a block has been freed with and against the grain by means of wedging from the cross fracture with long bars or levers, the block is further freed along the cleavage plane by shimming it up with small wooden pieces in an operation known as styling. A large steel loading chain is wrapped around a block thus freed and the chain is attached to the wheel of an overhead cable. The block is then hoisted vertically to the cableway and moved along this cableway laterally to the lip or edge of the quarry. 'This paper discusses a method and apparatus for determining the dip of formations traversed by a drill hole, by means of electrical measurements in the hole. The process consists in recording the Spontaneous Potentials present along three oriented generatrices in the hole. By comparison of the three curves thus obtained, after application of a correction factor to compensate for any deviations of the hole, the dip angle and the dip direction are determined. Excellent accuracy is obtained for dip angles over 10°. Because the method is simp1e and the apparatus rugged, the measurements are rapid and reliable; consequently, they can be made at all the levels that are of interest at any time after the well has been drilled. Mechanical cores are not needed to evaluate the dips. A convenient, time-saving procedure is to perform the dipmeter survey at the time the electrical log is taken, using for both operations the same cable and truck. Actual examples of results obtained in wells of the Gulf Coast area are given. The need for that type of information has existed ever since wells have been drilled. Certainly it has not subsided, in spite of the numerous inventions and improvements made in other fields of the art of drill-hole exploration. The few examples given in this paper are but illustrative of this fact. In the past, methods have been devised, and used, to solve this problem, but generally they have met with limited success, possibly because they failed more or less to answer the requirements of a modern age for fast yet accurate measurements. If accurate, the results were obtained at the cost of very tedious and lengthy operations. The new S. P.* dipmeter service offered to the oil industry is the result of exhaustive and in this particular field. In 1032 a dipmeter and electromagnetic teleclinom-eter service was made available. The apparatus employed then was of a rather delicate and costly construction, and the measurements had to be made with precautions sometimes difficult to secure on the rig. Although the information given by the electromagnetic dipmeter was limited to the direction of the dip, very interesting results were obtained in California, Trinidad, Venezuela, Rumania and, most notably, in the Netherlands East Indies.+ Apparatus The S. P. dipmeter surveys present none of the drawbacks mentioned above. The apparatus is rugged and free from constructional complications, therefore well adapted to field use. This, combined with the new, basically simple approach to the problem, explains the rapidity of execution of the measurements. The results are remarkably accurate and they are complete, giving the

ROBERT PEELE, New York, N. Y. (written discussion *).-This excellent paper is one of a number of recent detailed descriptions of the, methods and plant in use at prominent mines of the country. The publication of such papers cannot be too highly praised. In the past, the interchange of inside information has often been hampered by the disinclination of some mining companies to permit publication of details of their work. These companies apparently have not realized fully that free discussion is of mutual benefit; that members of mine staffs are aided in. keeping up to date, in improving old methods and devising new ones to meet changes in conditions, and, by a wholesome feeling of rivalry, are stimulated to introduce economies and do better work. In writing this paper, Messrs. Haight and Tillson have packed a large amount of information into a relatively small space, and the numerous illustrations, chiefly reductions of working drawings, are valuable. The authors are also to be commended for their highly detailed Table of Contents, which adds to the usefulness of the, subject matter. The method of mining at Franklin does not fall readily into any of the accepted classifications. It is a combination of shrinkage stoping and mining of the pillars by a modified top-slicing method. Attention may be called to the fact that, in the wider parts of the orebody, the stopes, 17 to 18 ft. (5.2 to 5.5 m.) wide are transverse; in the narrower parts, they are longitudinal, that is, in the direction of the' strike. This varia-tion is made necessary by the shape and character of the deposit, and distinguishes practice at Franklin from that in some of the western mines. The direction of the stops is changed from transverse to longitudinal when the orebody narrows sufficiently to make the length of a transverse stope approximately equal to its width. Some of the longitudinal stopes exceed 120 ft. (36 m.) in length, and when the hanging wall is bad, requiring prompt filling, three operations' proceed simul-taneously in the same stope, viz., ore is broken at one end, while drawing down goes on in the middle, and filling at the other end. Each transverse stope or chamber is begun by a crosscut from foot to hanging wall, which is afterward enlarged to the stone width and to a height of 12 or 15 ft. (3.7 or 4.6 m.). Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

THIS paper gives the composition of the iron and slag at different stages in the "air-furnace" process of preparing "hard metal," or white cast-iron, for conversion into malleable cast-iron by annealing. The details of the process are given in an appendix. One of us had been trying for years to work some chemist of some of our malleable-iron works up to a degree of enthusiasm which would lead him to make such au investigation. It would have had the advantage of the greater familiarity with the conditions which one habitually on the spot must have. Failing in this, he made use of an opportunity which presented itself of taking samples here represented, with such fairness as the conditions permitted, holding firmly that a rough approximation to the truth is better than the complete lack of data, or that a bird in the hand is worth two in the bush. We hope that this attempt may stimulate others effectively to duplicate this work, and thus correct or confirm it. Our results are shown in Table I. and graphically in Figs. 1 and 2. Discussion.-At the time when the first two samples were taken, the metal and slag were still too sluggish to permit fair sampling, and not until sample 6 were the conditions really favorable, because at the time of the fourth sample the metal was not fully melted, and even at the time of sample 5 it was still sluggish. Indeed, the slag was probably very heterogeneous throughout, because it took up silica and alumina rapidly from the bottom, and because it was so siliceous as to be sluggish at this relatively low temperature. This hetero-geneousness is exaggerated in the two samples of slag 8, apparently by the great viscosity due to its extraordinary acidity. Note that the manganous oxide of one sample is about two and

A graphic solution of Kutter's formula for the flow of water has been worked out by Dr. L. I. But it is extremely cumbersome, and if many calculations are to be made their solution becomes drudgery. The Institute maintains for the use of members (and especially for the use of out-of-town members) a reading and writing room, where all usual office facilities are available, including telephone, telegraph, receipt, forwarding and care of mail and express packages, etc. A file of current magazines is also maintained in this room, and the Institute's staff will lend its best efforts to serving the members in connection therewith. The Institute also maintains for the use of its members free dressing rooms, library research department, etc. Attention is called to these facilities at the present time in the belief. that they may be especially useful to out-of-town members in connection with the Meeting.

ALTHOUGH much effort has been devoted to the problem, the nature of plastic flow in bcc metals is still not fully understood. Some of the difficulties encountered stem from the scarcity of information on orientation effects and the uncertainty as to the glide system in these metals. In an attempt to provide some of this information, the present investigation was carried out, using zone-refined molybdenum single crystals deformed in tension and in direct shear. Considerable evidence exists to indicate that the primary slip system for molybdenum is (110) <111>.1,2 Figs. 1 and 2 indicate that this is, indeed, the case for direct shear at room temperature (see Ref. 3 for a description of the shear-testing equipment and procedure). Moreover, from Fig. 2, the shear stress on the (123) is lower than that on the (112). This would be the case if, as has been suggested,4,5 slip on these two planes is in reality com-

After reading the report submitted by the Committee, Mr. Norris and Mr. Fleming addressed the following to the Tax Committee of the National Industrial Conference Board: The tentative report of the Tax Committee of the National Industrial Conference Board was received too late to make it possible to lay it before the Board of the Institute, and the undersigned themselves have not had sufficient time to digest its interesting contents and recommendations carefully. So that we desire to make it clear that the comments we make on the report are the expression of our personal opinion only. In the first place, we feel that the Committee which drew this tentative report is entitled to the commendation and thanks of the country for what has been manifestly a work of tremendous labor and for the able and conservative report which they have presented. THE ORIGINAL HUDSON RIVER TUNNEL. NOT quite forty years ago a man of uncommon character entered New York. He had several hundred thousand dollars earned by railroad building in the Nest. He was not an engineer, but he had ideas of engineering work which he was destined to prove correct.. He introduced new ways of tunneling, but his plans had only one distinguishing feature-they were simply interesting as showing how such work could be done; they added nothing to the science, have never been used since his clay, and never will be used again. Engineers of repute ridiculed his proposition ; he was an Ishmael in the profession. But if engineers looked askance at him, he certainly returned their contempt in the heartiest fashion, and had no hesitancy about expressing his views of them individually and collectively. This worked to. his disadvantage when he afterward tried to raise the means to go on with the work. He found that the opinion of engineers was respected by financiers, and that money would not flow contrary to their advice. While his conception of large constructions was distinguishingly original, much more marked was his method of demonstrating the feasibility of, his schemes. In the present clays of great undertakings it is the custom to make the other man pay for the experiments. But the man from the West had other notions of how the thing ought to be done. Having wonderful confidence in his own ability and in his perception of the task before him, he used up all his own money before seeking outside assistance. By building several hundred,, feet of tunnel he proved the correctness of his theory, and the tunnel then dug forms a part of the present tube. The result-he failed to finish the tunnel. The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Derr and George D. Barron. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn.

The rate of coarsening (Ostwald ripening) of copper precipitate Particles in an a-iron matrix has been studied in three Fe-Cu alloys containing 2.3, 4.0, and 5.4 wt pct Cu in the temperature range 730° to 830°C. The kinetics of Ostwald ripening ohevs the law as deduced by Lifshitz and Wagner so that matrix diffusion controls the process. The equilibrium shape of the particles is that of rods with hemispherical caps, and is due to the BOTH Lifshitz and slyozov and wagner3 have recently solved the complex problem of determining the rate of coarsening of an assembly of precipitate particles. Both workers, although using somewhat different mathematical approaches, arrive at the same equation for the relation between the mean radius 7 of a distribution of spherical particles and the bulk solubility co, diffusivity D in the matrix, large anisotropy in the copper/a iron interfacial free energy (y,/y, = 4). A Lifshitz -Wagner equation, modified for both the nonsphericity of the diffusion field and the reformulation of the Gibbs-Thomson equation for the case of nonsphencal particles, is derived. Using the modified equation, the calculated values of the mean radius are smaller than those observed by a factor of about one -half. absolute temperature T, gas constant R, surface free energy y of the precipitate/matrix interface, and the time t of aging: where V, is the molar volume of the precipitate and v is a stoichiometric factor. Wagner&apos;s treatment is restricted to the case of spherical particles growing in a liquid matrix where strain energy is not a factor. INTRODUCTION Additional work has been done on the CIP circuit at Creede, and a brief description of this work is presented in this paper. DREDGE The original dredge for the Bulldog was built by Al Hack, Inc. of Denver. The dredge cutter head is mounted on a boom made of 6-inch diameter pipe which is raised and lowered by a cable-pulley system. Maximum cutting depth is 8 feet. Slurry from the dredge flows through a floating 6-inch diameter pipe supported on 55-gallon drums which runs from the dredge to the shore and then to a trash screen and pumping system. See Figures 1 and 2. The cutter head, suction pump, winches for dredge movement, and all other operations are controlled from a small operations house located toward the rear of the dredge. All of the basic dredge equipment is mounted on a chassis about 8 ft x 16 ft in size. Additional buoyancy was originally provided by sealed 55-gallon drums supported along the sides of the chassis by a small wooden framework. Additional framework and barrels on the front of the chassis on either side of the cutter boom provided additional stability, particularly when digging in hard material. The dredge was quite stable, but two problems were apparent. For one, it could have been sunk by someone from the shore firing a rifle into all of the barrels.
