This paper reports the results of studies of the impact properties of quenched and tempered alloy-steel plates as a function of sulfur content. It was found that the impact energy levels decreased continuously as the sulfur content increased and that there was a straight-line relationship between impact energy and sulfur content when plotted on logarithmic coordinates. Cross rolling raised the level of these Lines for transverse tests and lowered the level for logitudinal tests proportionately to the amount of cross rolling. ALTHOUGH it has been generally recognized that, for applications in which notch toughness is critical, the sulfur content of the steels used should be held to a low value, quantitative information on the effect of sulfur on notch toughness has not been available. For such applications, it is a common practice to specify minimum impact values, and in order that these may be met consistently it is important that the steel producer know quantitatively the effect of sulfur on notch toughness so that realistic sulfur content limits can be applied to the steels they produce. In many instances, particularly in flat-rolled products, impact properties are specified in the direction transverse to the principal rolling direction, so that the factors affecting the anisotropy or directionality of impact properties are also of concern to the steel producer. For some applications, furthermore, it is a common practice to increase the sulfur content of steels in order to improve their machinability, and, in such instances, the effect of this practice on notch toughness may often be of concern. This paper reports on an investigation, carried out at Battelle Memorial Institute, designed to furnish this quantitative information on the effect of sulfur on notch toughness and also to furnish further information on the factors affecting the anisotropy of impact properties in wrought heat-treated alloy steels. MATERIALS AND EXPERIMENTAL PROCEDURE The experimental steels were of intended base analysis: 0.30 pct C, 0.80 pct Mn, 0.25 pct Si, 2.5 pct Ni, 0.80 pct Cr, and 0.45 pct Mo. Steels were made with sulfur contents varying from 0.005 to 0.179 pct. The steels were prepared from 600-lb induction-furnace melts. Steels containing 0.020 pct or more sulfur (at meltdown) were melted from a charge of ingot iron (except for one heat): lower-sulfur steels were made from electrolytic iron. The charge consisted of ingot or electrolytic iron, ferrosilicon to give 0.10 pct Si, and ferromanganese to give 0.05 pct Mn. At meltdown, electrolytic nickel, ferromolybdenum, iron phosphide, and pyrite were added followed in sequence by ferrochromium, sili-comanganese, ferrosilicon, and ferromanganese. The slag was then removed and graphite added to give the desired carbon content. Bath temperature was adjusted to 2850°F and, when no other additions were to follow, 2 lb per ton of aluminum was added, immediately before tapping. Compositions of the experimental steels appear in Table I. Analyses are from single determinations, except sulfur which was analyzed in duplicate. A test sample (3 in. in diam by 6 in. long) and a 575-1b ingot were poured from each heat. The test sample was poured in a sand mold; the cooling rates of the test sample and the large ingot were approximately the same. Chemical analysis chips and metal lographic specimens were taken from the test samples. The ingot was 8 in. sq at the base and 9 in. sq at the top. A 5 X 5 X 6-in. sand mold hot top was completely filled in teeming the ingot. After solidification, the mold was stripped from the ingot which cooled to room temperature. Ingots were reheated to 2250"F and rolled to 1.9-in. slabs on a commercial mill. The slabs were box-cooled to room temperature. Sections of the 1.9-in. slabs were heated to 2250°F and rolled on a Battelle laboratory mill according to one of three schedules: 1) rolled straightaway to 0.5-in. plate; 2) rolled straightaway to 1.3-in. thickness, then cross rolled to 0.5-in. plate (29 pct cross rolling); or 3) cross rolled from 1.9-in. to 0.5-in.-thick plate (46 pct cross rolling). The 0.5-in.-straight- or cross-rolled plates were normalized at 1700°F for 1 hr and then water quenched from 1600°F. Plates were then tempered 2 hr at 1240°, 1170°, 1080°, or 860°F to obtain Rockwell C hardness of 25, 30, 35, and 40, respectively. Tempering was followed by quenching to room temperature to avoid temper embrittlement. Slack-quenched plates were isothermally transformed for 26 min at 800°F, quenched, and tempered 2 hr at 1170°F. Pearlitic microstructures were obtained by holding 168 hr at 1200° F, followed by quenching. Charpy V-notch specimens were taken both transverse and longitudinal to the main rolling direction, notched perpendicular to the plate surface, and tested. DURING 1939, 286 by-product coke ovens were completed and put into operation. These included 140 Witputte ovens for the Carnegie-Illinois Steel Corp., at Gary, Ind.; 61 Koppers-Becker ovens for the Ford Motor Co., at River Rouge, Mich.; 65 Semet-Sotvay ovens for the Great Lakes Steel Corp., Zug Island, River Rouge, Mich.; and 20 Curran-Knowtes ovens for the Midwest-Radiant Corp. plant at Mitlstadt, Ill. The Millstadt plant is unique in carbonizing a washed coat containing 3.50 per cent sulphur. The gas contains approximately 2500 grains sulphur per 100 cu. ft.; this is successfully removed with sodium carbonate solution by the Seaboard liquid purification process. The coke is intended primarily for use as a smokeless domestic fuel in the city of St. Louis.

In the states east of the Mississippi River, oil field operations were generally restricted during 1927. Active drilling was chiefly confined to the flood district of Bradford, and to the new areas in western Kentucky, Michigan, and southwestern Indiana. In spite of the general depression, production increased in every state, except Illinois. This unexpected increase is. due to several factors. First, in 1926 there was little flush production outside of Illinois, and the decline 'curves in all states are exceedingly flat. Second, the floods in Bradford, Pennsylvania, and Allegany County, New York, proceeded normally and increased production in those states for the fourth consecutive year. Third, new pools in Kentucky, Indiana and Michigan gave important flush production. Fourth, the general unsatisfactory market forced the operators to scrutinize carefully all their operations and improve efficiency and production in all possible ways. Increases amounted to approximately 2,000,000 bbl. Illinois lost, 900,000 bbl., leaving a net gain for the states east of the Mississippi River amounting to 1,100,000 bbl., or a total 40,268,000 barrels. Pennsylvania and New York In northern Pennsylvania and southern New York, the principal activity centered in the districts where flooding is being used to increase the recovery from the old districts. Once started, the flood cannot be shut off. The producer must drill wells and take his oil on schedule, or irrevocably lose it. Accordingly, in face of an adverse market Bradford and Bolivar operations increased 24 per cent. This area furnished more than 40 per cent. of the oil wells completed east of the Mississippi River last year, although the average initial production was less than 2.5 bbl. Unlike all normal fields, this production increases for several months until water appears in the well. For this reason, these wells will produce much more oil than would appear probable from the statement of initial production. During the year, air or gas pressure was applied to several new properties. Surplus gas is rarely available and air has been more commonly used. It seems a specially fitting opportunity to present a paper on the alloys of iron and aluminum at the New York meeting of this Institute, owing to the fact that America has, more than any other country, originated and developed the manufacture of cheap aluminum. The Cowles, Castner, and Hall systems have all originated in the ever-busy brain of our cousin across the water. The problem of cheaply producing this valuable metal has been a difficult one, but to the writer it seems that the more arduous the task the greater the delight with which our American friend attempts to overcome the difficulties surrounding it, and the more vim he throws into the work. Another and equally striking proof of this is to be found in the recent appearance of the already wellknown remarkable work, The Mefallurgy of Steel, by Mr. H. M. Howe, of the Institute of Technology, Boston, Mass. It is to be hopel that this Institute will not be slow to recognize by some special mark its appreciation of this signally valuable and original work. The writer has been led to describe the following experiments, believing that so far no full and exact report has yet been presented to this Institute as to the effect of aluminum alloyed or combined with the metal iron. It has been a special object to make the material as far as possible a true alloy or combination of aluminum and iron, with as small quantities as possible of other disturbing ingredients, such as silicon, manganese, etc. In the material described in these experiments, the total amounts of other elements present (sulphur and phosphorus being disregarded as present in such small quantities) do not exceed about 0.5 per cent. Such material may therefore be probably taken as fairly illustrative of the effect of the metal aluminum upon iron. Since completing the experiments the writer

BIRINGUCCIO was born in Siena in 1480, the son of Paolo and Lucrezia di Bartolommeo Biringuccio.* He was baptized on October 20 of that year with the given names Vannoccio Vincenzio Austino Luca. His father appears to have been an architect, for in 1504 he was paid 600 scudi for his work on the walls of the Communal Palace and at the same time he was superintendent of streets for the city. The course of Biringuccio's life followed closely the checkered fortunes of the Petrucci family of Siena. A warm supporter of Pandolfo Petrucci, Biringuccio did not falter in his allegiance to the family and their party during his lifetime. It was probably to the protection and patronage of this lord that he was indebted for the opportunity to travel widely through Italy and into Germany during his early years and so to lay the foundation for the extensive knowledge of the subjects he was to describe in the Pirotechnia. In 1507, as he himself indicates (p. 48), he was 'in Friuli and. Carnia in northern Italy after having traveled in Germany,, and he also visited the, brass, works in Milan. After returning to Siena; he was sent by Pandolfo to direct the iron mines in near-by Boccheggiano. When Pandolfo died in 1512 (in which year Biringuccio's s father also died), Biringuccio continued to support the Petrucci family in the person of Pandolfo's son, Borghese, who succeeded, to the rule. Under his patronage, Biringuccio was appointed to a post in: the Armoury of the Siena Commune in 1513. In ISIS a popular uprising forced Borghese and his followers, including Biringuccio, to flee from Siena. Biringuccio and the goldsmith Francesco Castori, head of the mint, were accused of having debased the coinage alloy with the knowledge and consent of Borghese. When he failed to appear in 1516 to answer these charges-which may well have been invented by the opposing political faction-Biringuccio was declared a rebel and was exiled as a traitor to the Republic. He then traveled about Italy, was in Rome and Naples, and visited Sicily in 1517.

A MARKED peculiarity of most of the smelting-works of the Far West is the looseness with which accounts of the operations are kept. Indeed, probably over half of the works do not keep any detailed accounts at all, the yearly gross statement of profit or loss being considered sufficient for all purposes. The reasons for this must apparently be sought in the as yet unsettled state of all business relations, and in the deplorable fact that only in isolated cases educated metallurgists are in charge of the smelting-works. Continual and regular assays of the ores, by-products, and slags, are almost unknown, so that it is impracticable to ascertain, even approximately, the losses in the smelting processes. Of cases where regular accounts are kept of the quantities of ore smelted, of the composition of charges, and of the fuel consumed, I know only two or three. Under these circumstances it is extremely difficult to collect figures which cover the operations for a considerable length of time, and which are so valuable for the metallurgist, who wishes to get an insight into the economy of smelting operations, as shown by practice. Figures obtained by personal observation, which can of course cover only the brief space of the visit of the travelling metallurgist, must, therefore, be made to replace the more valuable data. The writer has had occasion, during the last and the preceding summer, to visit the larger number of the Western lead-smelting works, and offers, in the following pages, such data relating to the economy of lead-smelting in the blast furnace at various works, as he has been able to obtain. The only object in doing so is to place these figures on record, so that they may be from time to time supplemented with other data, which are now wanting. I. EUREKA CONSOLIDATED COMPANY'S SMELTING-WORKS. These works smelt the ores from the mines of the same company on Ruby Hill, Eureka, Nevada. The supply is almost unlimited,

The only technical session on Thursday was a continuation of the Symposium on Pyrometry. The members not attending the symposium -made the trip to La Salle. They were welcomed by the Mayor, to whose speech Major Arthur S. Dwight briefly responded. After luncheon the party divided and was taken by automobile to the various chosen points of interest, such as the cement works, the various zinc smelters, the coal mines, and underground cement-rock mines, where underground steam shovels were operating, etc. A special scenic trip was arranged for the ladies. The party returned by special train to Chicago, arriving at 7:30. Those desiring to visit the coal mines at Franklin and Macoupin Coun-ties left by train that evening on a special car for Benton, and were piloted through the field by Mr. Putnam, superintendent of the Old Ben Coal Corpn., Mr. Carroll, assistant general superintendent of the Chicago, Wilmington & Franklin Coal Co., and Carl Scholz, general manager of the Vallier Coal Co. Through the courtesy of the various railroads the visitors were furnished a special coach which took them to the various mines with the least delay and enabled them to see more than would be otherwise possible. Mines 8 and 9 of the Old Ben Coal Corpn., at West Frankfort, were first visited; thence the party proceeded to Orient mine of the Chicago; Wilmington & Franklin Coal Co., where luncheon was served, and then proceeded to Vallier, where both the top and the under-ground workings were inspected. The party returned to. Benton and from there proceeded in automobiles to inspect the washery plant of the United States Fuel Co. at that point; and boarded the train reaching Chicago Saturday morning. Several left Benton for their homes without returning to Chicago.

Cobalt sulfate solutions containing ammonium acetate and chloroplatinic acid were reduced by hydrogen in a pyrex-glass lined autoclave in the temperature range of 170o to 232°C and hydrogen partial pressure range of 115 to 830 psia. The reduction rate was directly proportional to the hydrogen partial pressure and surface area of the pyrex glass and was independent of the quantity of chloroplatinic acid added initially. Experiments involving the variation of the relative concentration of ammonium acetate indicated that the reducible cobalt complex was probably the diacetate complex of cobalt, Co(AC)4H20, or a new mononcetate complex Co Ac, which was in solubility equilibrium with a pink precipitate of CO(AC)-4HzO. THE reaction in which a metal is dissolved by an acid to produce gaseous hydrogen and a salt solution was discovered early in the history of chemistry. In 1859 Beketoff found experimentally that this reaction could be reversed; i.e., a salt solution could be reduced by gaseous hydrogen to produce a metal and an acid. A review of work done on this phenomenon since that time may be found elsewhere., The hydrogen reduction of a cobalt salt solution is facilitated by complexing the cobalt ion. An ammonia complex of cobalt has been reduced commercially in the recovery of cobalt metal. A new reducible complex of cobalt was discovered5 when it was found that a co-baltous sulfate solution containing ammonium acetate could be reduced by hydrogen at temperatures in the region of 200°C. When a cobalt sulfate-ammonium acetate solution was heated to a temperature below its normal boiling point, a violet color became apparent, indicating complex formation. The nature of this complex was investigated5 by the addition of NH4Ac to a CoSO4 solution maintained at 85o. During the first additions of NH, Ac, the pH of the solution remained fairly constant at about 5.85. However, as the ratio of NH,Ac to CoSO, approached two, the pH rose and then leveled off at about 6.05. The absorption spectra of a Co(Ac), solution and a CoSO,, NH Ac solution were obtained at 85°C and were compared and found to be the same. These findings suggested that the diacetate complex of cobalt, Co(Ac),.4H20, was formed at 85°C. When a cobalt sulfate-ammonium acetate solution was heated to a temperature above about 165o, a finely divided pink precipitate appeared. The X-ray diffraction pattern of this precipitate indicated that it was Co(Ac), - 4H,O. In addition, it was discovered that when chloroplatinic acid, H,PtCl;, was added initially to the cobalt sulfate-ammonium acetate solution, a faster reduction was obtained. The roles of the solution complex, pink precipitate and chloroplatinic acid in the reduction process were then investigated. APPARATUS The experimental work was carried out in a two-liter stainless-steel autoclave. Adetailed description of the autoclave and the auxiliary equipment used in maintaining constant temperature and pressure may be found elsewhere.= Because the stainless steel was corroded, and also because it acted as a hydrogena-tion catalyst, an all-glass liner was fabricated such that the solution came only into contact with flame-polished pyrex glass. EXPERIMENTAL PROCEDURE The solutions used in the experimental work were prepared by dissolving reagent grade chemicals in distilled water. Although variation of the brand of ammonium acetate appeared to have no effect on the experimental results, CoSO, 7H O from the J. T. Baker Chemical Co. of Phillipsburg, N. J.,was found to give faster reductions than that prepared by Allied Chemical and Dye Corp., N. Y. The former was used throughout the course of the experimental work and was weighed up at the outset of each experiment. The ammonium acetate was dissolved to form a 6M stock solution, which was stored under refrigeration. A 10 pct solution of chloroplatinic acid (J. T. Baker Chemical Co.) was diluted to a 1.15 x 1Q2 M stock solution, which was standardized by precipitation of K,PtCl, as outlined by Scott. The appropriate volume of the chloroplatinic acid, H,PtCl,, solution was pipetted into the clean, dry glass liner. JOHN BIRKINBINE was born Nov. 16, 1844, at Reading, Pa., the eldest son of H. P. M. Birkinbine, widely known as a hydraulic engineer. The family removed subsequently to Philadelphia, where, as a young man he established with his father the office now continued by his sons, after more than 60 years. His education was received at public schools, the Friends' High School in Philadelphia, the Hill School at Pottstown, Pa., and the Polytechnic College of Pennsylvania, where his studies were interrupted in 1863-4 by service in the Union Army, which included participation in the battles at and around Gettysburg. Later, he devoted two years to work in a machine shop; and subsequently he became associated with the late P. L. Weimer, under the firm. name of Weimer & Birkinbine, operating the Weimer Machine Works at Lebanon, Pa. Much of his work was in mining, metallurgy, and blast-furnace construction. As manager for the South Mountain Mining & Iron Co. he carried on experiments with various fuels for iron-ore smelting while maintaining the furnace in constant operation. The carefully recorded results obtained were widely published, and are referred to in text-books by other metallurgists as most complete. From his Philadelphia office he was sent to nearly every State, and to Canada and Mexico, for examinations, reports, constructions or improvements in iron-ore mines, blast furnaces, iron works, water supplies, hydraulic development, irrigation projects, etc., and his engineering knowledge was requisitioned by several European corporations. A number of business trips were made to Mexico, beginning with a visit to the Cerro de Mercado at Durango, before railroads were established in that portion of Mexico, to make a critical examination and report on this "Iron Mountain." Later visits covered other localities and engineering problems, familiarizing him with the major part of the iron industry in Mexico. The late disturbed political conditions in that Republic have retarded the probable enlargement, modernization, and improvement of much of the iron and steel industry of Mexico, upon which he investigated and reported for various capitalists on both continents. One interesting subject included in these reports was a proposed electric furnace, to be operated by energy from water power.

In spite of the influx of operators into the Gulf Coast anxious to retrieve their depleted production in other fields, and in spite of very active application of the most scientific geophysical methods to locate new producing areas, the results have been very discouraging and the year has failed to produce more than the average results for a Gulf Coast year. During the year seven new oil fields, some of which are still of very little importance, and one new gas area have been discovered. These fields are Tom Ball, Greta, Cleveland, Raisin and Garwood in Colorado County; Louise and Premont in Jim Wells County, and the new producing gas area near Ace in southern Polk County. During the year salt has been found for the first time at Carlos and Esperson. New producing areas have been developed on East Stratton Ridge, Hockley, Hull, Port Neches, near Pettus in Bee County, and on the O'Connor Ranch in Victoria County. The total production for the Gulf Coast for the year was 62,837,435 bbl., an increase of 18,589,000 bbl. over 1932. During the year, 1307 wells have been drilled of which 207 were wildcats, compared with 653 wells and 141 wildcats the previous year. The total daily production at the end of the year was 165,201 bbl. At present there are 3100 oil wells producing. The average production per well is 55.5 bbl. per day. The price of crude fluctuated considerably during the year, beginning at 80c per barrel and closing the year at $1.04 per barrel. Completion data for 1933 are as follows:

Coal-oil mixture (COM) combustion technology is regarded by the US Department of Energy (DOE) as near term and Potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers and blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

BY the courtesy of Mr. Charles W. Jenks, of Boston, one of the owners of this interesting mine, I am enabled to lay before the Institute a suite of specimens, illustrating its peculiar formation and the paragenesis of mineral species which it presents; and a recent brief visit and rapid reconnoissance of the locality permit me to supplement this exhibition with a general description, based upon personal observation. The mine is situated upon the Culsagee Fork of the Tennessee River, in Macon County, North Carolina, a few miles from Franklin. The most practicable route by which it can at present be visited is by wagon (or preferably on horseback) from Seneca City, S. C., a station on the Charlotte and Atlanta Air Line Railroad. The itinerary is as follows: to Walhalla,* nine miles; Walhalla to Highlands, twenty-nine miles; Highlands to the Culsagee, fourteen miles. By passing the night at or near Highlands, the mine can be reached and examined and the return to Highlands made on the second day; and the round trip, if performed in the saddle, can be completed in three days from Seneca City. It is not easy, with due regard to steed and rider, to do it in less time. The rough and precipitous mountain roads do not permit rapid travel ; and the journey is at best a fatiguing one. But its slight hardships are overpaid by the stimulating effect of the climate and the great beauty of the scenery, both of which are destined to become more widely known than at present, to seekers for health and pleasure. Indeed the town of Highlands, already named, is almost entirely made up of northern immigrants, attracted by these advantages and by the inducement of cheap land for agriculture and stock-raising. The Culsagee or Sugartown fork of the Tennessee traverses the belt of ancient crystalline schists on the west flank of the Blue Ridge. This belt abounds in valuable minerals. Among those of the nonmetallic class may be mentioned graphite, soapstone, serpentine, ashes- * A branch or cross railroad is in operation as far as Walhalla ; but the single daily train runs at an hour not convenient for this expedition ; and Seneca City is probably the best starting-point. At all events, I obtained there an excellent mount for the trip.

RECENTLY one of the Welsh coal companies, which has an excellent plant of up-to-date ma-chinery both on the surface and underground, operated under modern methods, sent one of its engi-neers to the United States to study actual operations in the mines. He visited several of the most important and best conducted collieries, went back, and reported that the greatest difference between operations in England and in the United States was. the closer con-tact between management and workmen. By manage-ment he meant management all the way through; close cooperation between office management, superintend-ents, foremen, shift-bosses, etc., and the workmen. A visit to some of the coal mines in that country by the writer made this fact rather impressive. The feel-ing on this side of the water that the methods in use in the coal mines in England are not up-to-date was found in many cases to be quite erroneous. Many mines, particularly those with very thin beds, in which profitable operations are doubtful under the best con-ditions, have necessarily had to adhere to old methods instead of making mechanical improvements. The Powell-Duffryn mines, in the center of the South Wales district, are certainly operating successfully, and have planned their business excellently. Sufficient areas of contiguous land have been leased for extended opera-tions. Mine plants are laid out in the valley, for work-ings on both sides, on a reasonable tonnage of 1500 to 3000 tons to each operation. The beds are from 30 to 48 in. thickness, and a 3-ft. seam is considered an ex-cellent thickness of coal; in fact, the miners prefer to work on the thinner beds rather than the thick ones, where they consider it more difficult to control the backs. This company is making use of its fine coal for produc-ing electric power, which is distributed to its own operations, and for use in the communities adjoining. For this purpose methods of cleaning the fine coal are being put into use. Compressed air is generated at the central power plant and is transmitted over long dis-tances to various mines in each valley. A byproduct coke plant uses more of the fine coal and gives further returns from non-commercial coal. The long-wall system applied in sections of limited size is popular in working the small seams, and me-chanical cutting is used, also handling either by shaking chutes or belt conveyors, or a combination of both. In some mines mechanical cutting is not necessary. The backs are so handled that in the softer or somewhat crushed seams hand cutting can be carried on effec-tively.

Joseph G. Butler, Jr., who represented this Institute on the American Industrial Commission to France, has presented a report to the Chairman of the Commission regarding the steel industry of France in war time. In this report Mr. Butler calls attention to the fact that only a few steel works were visited and that he thinks it probable that there are many plants in France more up-to-date than these. He noticed especially in the plants visited a dearth of labor-saving devices and not very great attention to the safety of the employees. He also noticed that the whole of the iron and steel interests in France are being used at the present time by the Government for war purposes, and he was told on good authority that the production has doubled since May, 1915. When the war is over, it is thought that France can send large quantities of iron ore from Algeria to the United States and take in return American coal to France, an interchange which would doubtless be of mutual advantage. In Mr. Butler's opinion the shortage of coal in France may be overcome to some extent by the use of water-power and by electrical processes for steel manufacture, and lie believes when the war ends France will be able to compete with other countries in exports of general iron and steel products, this trade being facilitated by the port improvements at Bordeaux and Marseilles. The French labor situation is much better than that in the United States from the standpoint of labor unions, but the wages are less and many women are now being employed to do men's work. This has a tendency to keep wages low, but is probably a war expedient only. The cooperation among manufacturers in France is at a high level and both local and national organizations exist for the discussion and voicing of trade problems. The national body which is a combination of the individual organizations is the Comite des Forges de France and it is an interesting fact that many of the members of this body are office holders under the Government, or heads of Government Committees which are organized to look after the very business in, which the individuals are engaged.

AMONG the fellow prospectors of Black Jack Newman, locator of the claims that became the Miami mine, were J. D. Coplen and Bud Woodson. Woodson was in the district when the Bloody Tanks Indian massacre occurred, near the present town of Miami. He was a prospector long before Jack Newman worked in a mine, and for years he had done assessment work on some of the claims that Coplen acquired for his Inspiration company. Woodson recalls that a Scotch geologist from Morenci once visited his claims; and that the geologist tried to get the Phelps Dodge company interested in the property, but without success. Coplen interested some people in Kansas City in his claims that lay west of Newman's. He induced them to organize the Inspiration Mining Co., and by 1908 this company controlled 23 claims, which had been prospected in desultory fashion by a series of adits. One of these, near the Keystone property, encountered some lean copper-bearing rock, but later development failed to disclose any substantial quantity of ore at this particular point. Coplen, as general manager, in September, 1908, was negotiating with several exploration companies which at the time were on the lookout for low-grade copper properties. As a matter of fact, when J. Parke Channing visited Globe, in December, 1906, F. C. Alsdorf showed him the Inspiration claims as well as Newman's. Channing evinced little interest in an option on Inspiration because he could get so much better terms from Newman. He decided to concentrate his work on the Newman claims, with the idea that if he were successful in developing ore, he could later get Inspiration on terms at least equally good. Subsequently, the United States Smelting & Refining Co., which has since added "Mining" to its corporate name, took an option on Inspiration.

A reconnaissance of the chrome and manganesel ore deposits of Cuba was made in the spring of 1918 by Albert Burch, representative of the U. S. Bureau of Mines, and the writer, representing the U. S. Geological Survey. The object of the study was to obtain authentic information for use of the United States Government as to the location, character, size, and availability of the Cuban deposits of the ores of these important steel-alloy metals. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the Island. Mr. George A. Wright, of Baracoa, Cuba, a minirng engineer especially familiar with the chromite deposits of Oriente Province, was a member of the party from Feb. 25 to Mar. 20. It was possible to visit most of the chrome-ore deposits that seemed to be of promise, but there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Furthermore, no attempt was made to examine the extensive chromiferous iron-ore deposits of the Mayari, Moa, and Cubitas districts, as these deposits cannot be regarded as sources of chromium except indirectly. At the close of the field work the essential data concerning the quantity and quality of ore probably available for shipment during 1918 and 1919, in the event of the continuation of the European war, and of the tonnage of ore in reserve, were furnished to such Government bureaus as were interested, including the Shipping Board and the War lndustries Board, and as soon as chemical analyses of the chrome ores could be obtained, a press bulletin on the subject was published by the Geological Survey. In the present paper the engineering data and tonnage estimates contained in the unpublished notes of Mr. Burch have been freely used, and their helpfulness is hereby gratefully acknowledged. Many thanks are due Senor Montoulieu and Mr. Wright for their valuable work in the field; to the officials of the Spanish American Iron Co. and of the various other companies; and to individuals holding chromite claims, for courteously facilitating the work of the party.
