I. INTRODUCTION. THE list of our past-Presidents comprises the names of runny who, in their official addresses, have sketched the current progress of the arts and professions with which they were familiar. Such addresses are, in my judgment., highly useful, setting forth the results of our own work as a. society, and recalling to our minds the particular lines in which discussion would prove most fruitful. . Following this course with some hesitation, I venture to offer an outline of the recent improvements and the present situation in minim and metallurgy in the Western United States. The wonderful advances in mechanics, chemistry, and electricity have all combined to aid these arts to such an extent that. progress during the last decade has undeniably been more rapid than ever before in the history of the profession.. In all mining countries improved transportation-facilities, in many instances called into existence by the traffic created by the mines themselves, have done much- to enlarge the. field of operations by the reduction of freight-, operating- and living-expenses, thereby bringing lower-grade properties into the producing class. Under normal' conditions, as the age of a district in¬creases, all these differentt factors should combine to off-set. the augmented costs attendant on deep mining, and greatly tend to prolong the profitable life of the mines. THE following paragraphs, constituting the concluding portion of the Annual Report of the Council for 1903, have been withheld from publication until now, in order to make them as accurate and complete as possible. They will be published in Volume XXXV. of the Transactions in their proper place at the end of the said Annual Report. Franklin Ballou was born in Pittsburg, Pa., May 29, 1845. He was the son of an old resident, Arthur Ballou, a manufacturer and wholesale dealer in vinegar. In early youth Franklin attended the Western University of Pittsburg, but left school at the age of 16 to become book-keeper for his father, upon whose retirement from business, in 1868, he associated himself with Walter C. Childs, of Pittsburg, in the manufac¬ture of furnace-grates and asbestos-cement for blast-furnaces. This firm was known as W. C. Childs & Co., and did a success¬ful business for several years. In 1869 Mr. Ballou married Miss May S. Wilson, daughter of Judge Wilson, of Lewistown, Pa. In 1876 he spent several months traveling in the West and studying the mining industry, which greatly interested him. In consequence of this journey, he wound up his business in Pittsburg and removed in 1877 to Georgetown, Colo., where for several years he conducted a sampling-works, and built up an extensive business as an agent for the sale of ores, besides engaging to some extent in mining enterprises. , It is said that he controlled at one time about one-eighth of the output of the Leadville mines. In the early 80's, he became Vice-President and General Manager of the Bimetallic Smelter at Leadville, of which Mr. David H. Moflat was the principal owner. IT is difficult to judge how much influence the success attained during its first year, 1864-65, by the School of Mines at Columbia had on developments in education for the mineral industry elsewhere in the immediately subsequent years. The facts are as follows: 1. The Massachusetts Institute of Technology began giving instruction in February 1865, with a mining course included in its curriculum. 2. Early in 1865 the faculty of the Department of Science, Literature and the Arts of the University of Michigan requested permission from the Regents to establish "a course of study to be called the School of Mines . . . Also that the degree of Mining Engineering, be conferred on students who should complete the course of study prescribed in the same." A resolution authorizing this was adopted by the Regents on March 28, 1865. 3. Samuel Hooper endowed a Sturgis-Hooper professorship of geology at Harvard in 1865 with the intention of making it a nucleus of a new School of Practical Mining and Geology. 4. Yale appointed Alfred P. Rockwell professor of mining in 1865. 5. Lafayette College appointed Henry S. Osborn professor of mining and metallurgy in 1865. 6. Washington College (as Washington and Lee was then known), rising out of the ashes of Civil War destruction, made a fresh start in 1865, with Generalized as its president, and offered a mining course in the first catalogue thereafter published. 7. Lehigh University, founded in 1866, had a mining curriculum from its beginning. 8. Rensselaer Polytechnic began offering a curriculum in mining and metallurgical engineering in 1867. This discussion was prepared by members of the Phelps Dodge Corpn. staff who were designated to review the minutes. It is confidential but permission has been granted to distribute copies among those who attended the Conference. The minutes of the above conference contain numerous references to the plants and practices of Phelps Dodge Corporation. As many of these references are inaccurate, the following notes are made covering such points: Construction Magnesite Brick in Reverb. Arch (1) An.18" arch, 20 feet long, was built on one furnace with 5 feet on each side of magnesite brick, the center portion .being of silica brick. The furnace was put in operation February 13, 1930 and on April 23rd after 68.8 days' operation it was replaced due to failure of the silica brick forming the center of the arch. At this time, while the silica brick had completely gone, there was 14" of magnesite left. Bridgewall Tapping (2) Tapping matte through the burner wall was first tried at the Copper Queen Smelter in April, 1925. At that time, a copper casting with 1 ½ extra heavy pipes for water cooling cast in it, and having one taphole block was used. Later, on the other (old) furnaces, similar castings, but equipped with two tapholes, were used. We found with these furnaces that we could tap through the burner wall at the beginning of a campaign, but would subsequently have to go back to side wall tapping. This was the case until sometime in 1926. The new furnaces, that went in operation at the beginning of 1927, each had water. cooled castings with two tapholes. These have been used entirely and have been quite successful. Sometime after the furnaces were put into operation sidewall tapholes were put in, simply for the removal of any accumulation of matte that might be temporarily retained at the front end by bridges or dams in the furnace formed by overcharging locally.

Does mine-sampling show the commercial value of a coal, and if so, how should it be done? This question is often asked, but seldom answered. During the past summer, while engaged in securing coal for the Government coal-testing plant at St. Louis, I had an excellent opportunity to obtain information on this subject, and the results seem to furnish an answer to the questions propounded above. Sampling for the Geological Survey Coal-Testing Plant. In organizing the work of the testing-plant, it was decided that coal in car-load lots only would be accepted for testing, also that this coal should be loaded under the immediate supervision of a representative of the plant, so as to be certain that the car-load sample would be representative. As an additional check on the work, two mine-samples were to be collected from each mine visited, and these samples, as well as the sam¬ple from the car when it was received at the testing-plant, were to be carefully analyzed at the chemical laboratory, which was established in connection with the plant and operated under the direction of Prof. N. W. Lord, of the Ohio State University, Columbus, Ohio. Mine-Sanmhling:-Mine-samples were collected with great care by me and my assistants, Messrs. J. Shober Burrows, John W. Groves and Frank W. De Wolf. The dominant idea in the regulations which were adopted for mine-sampling was that it should be done in such a manner that the sample would have the same composition as the commercial output of the mine. .

The installation in 1948 of a Humphrey spiral concentrator section at the Hill-Trumbull plant of The Cleveland-Cliffs Iron Co. is the latest commercial method on the Mesabi Range being used for the recovery of fine iron ore. In two stages of concentration 84 spirals treat approximately 120 long tons per hour of minus 1/8 in. ore. These spirals augment the production of the heavy-density plant which recovers the plus 44 in. iron from the plant crude ore. Structure of the ore is such that, when crushed, about 50 pct of the plant crude is minus 1/8 in. size. After desliming in a 66 in. Akins classifier, grinding the classifier product in a ball mill and again desliming in a 78 in. Akins classifier about 15 pct of the crude ore remains to be treated in the spiral plant.

(New York Meeting, February, 1313.) I. INTRODUCTION. IN the metallurgical treatment of most metallic sulphides it is usually necessary to carry on a roasting-operation. In some cases the raw ore will have to be roasted.; in others the intermediary product, matte, produced in smelting the ore; again, both ore and matte may have to be subjected to oxidation at elevated temperatures. Most metallic sulphides, when given an oxidizing-roast, pass through the state of sulphate before they are converted into oxides. All metallic sulphates are completely decomposed by heat, with the exception of those of lead and bismuth, but the temperatures at which decompositions take place vary with the metals. Some metallic sulphates are converted directly into oxides, others first form basic salts. Alkali-earth sulphates show a behavior similar to that of metallic sulphates, while alkali sulphates do not part with their sulphur trioxide even at elevated roasting-temperatures. The older data on the decomposition of metallic sulphates by beat are only approximations. Thus Kerl 1 gives the order in which metallic sulphates are decomposed with increasing temperatures as (Ag2, Fe, Cu, Zn, Ni, CO, Mn, Pb) SO4. More recent statements give definite temperatures and modify the formerly accepted order of decomposition. But the temperatures given by various observers do not agree. The reasons for this are to be found mainly in the method and manner of carrying out experiments. Four methods have been used: 1. Mineral processing engineers have recorded an- other year of active research and development work. Most gratifying was the broadly based attendance at the Mineral Processing Fundamental (formerly Basic Science) Committee sessions at the 1968 Annual Meeting of the AIME. Because of the availability of good papers, the active discussion and the growing attendance, sessions have grown from one to three at the annual meeting. Prof. M. C. Fuerstenau of the University of Utah will chair the Mineral Processing Fundamentals Committee for the next two years and we may thus be assured of continued active leadership. The name change from "Basic Science Committee" to the more descriptive "Mineral Processing Fundamentals Committee" approved by the MBD executive council is a welcome improvement. Our profession continues to attract the interest and cooperation of those in other professional groups. The 1968 Engineering Foundation Particulate Matter Conference, under the chairmanship of John Karpinski of Bethlehem Steel, was devoted exclusively to comminution this year. It attracted conferees from five continents and served as a particularly stimulating source of interchange of knowledge from many technical fields. Next year's conference will be under the chairmanship of Professor L,. G. Austin of The Pennsylvania State University. This conference plus the Symposium on Wettability and Flotation to be held at the annual American Chemical Society meeting in Minneapolis in April indicates the success achieved in the inter-disciplinary approach to problems. Other evidence of this spirit of professional cooperation is the forth- coming book on Size Reduction edited by D. W. Fuerstenau. This is the outgrowth of an AIChE symposium on size reduction held in 1965.

THE 122d meeting of the Institute was held in the Lake. Superior Copper and Iron Country Aug. 20 to Sept. 3, 1920 with an approximate registration of 1100 members and guests. This is the 'first visit of, the Institute to this vicinity since 1904 although previously it held meetings there every six or, seven years. 'The eastern party assembled at Buffalo and sailed on the S. S. "Tionesta ". on Friday morning, Aug. 20, arriving at Houghton, Mich., Monday, Aug. 23. En route stops were made at Detroit, where sightseeing auto trips were taken, and at Mackinac Island, where a short stop permitted a visit to the picturesque and historic Fort Mackinac.

T HE 121st meeting of the Institute held in New York City, February 16 to 19, 1920, was a great success despite vicissitudes of weather of unusual severity. On account of tremendous snowstorms, only two members of the Canadian contingent arrived, and several of our members from the west arrived thirty hours late. Two weeks prior to the meeting, the heaviest snowstorm in 34 years wrecked the surface transportation in New York; and it was only by special dispensation that arrangements were effected, with the New York Street Cleaning Department to clear away 39th street in front of this building so that vehicles could reach the curb. The total registration of members and guests was 1138.

Important economic planning by industries, companies, financial firms and governments is predicated on estimates of future growth potential. Prior to the passage of the Taconite Amendment by the people of the State in November 1964, various admittedly conservative forecasts were made of the future of Minnesota's iron ore industry. Since that date, 3 new taconite plants are under construction, 2 are being expanded, one has just gone "on stream," and a seventh is in the design stage. These plants have a total capacity of about 35 million tons of pellets annually. The pessimism of 1964 today is being replaced by unbounded optimism. In the light of such recent developments, it becomes essential to update forecasts related to production, employment and capital investments. New projections show 50 to 58 million tons of pellet production from Minnesota by 1975. This tonnage, together with some 6 to 8 million of natural ores, should provide an annual full-time employment of 15,000 by the mining companies, plus 700 in related railroad and power producing activities and 1000 in plant construction. Total capital investment in new plants should reach $1.5 billion by 1975 and $2 billion by 1990. These current estimates indicate that the conservative goals as set in 1964 for the year 1990 should actually be achieved by 1975 or 1980. BACKGROUND Various forecasts1,2,3 have been made of the future consumption and production of iron ores within the United States. The most recent of these is by Harrison,1 delivered at the American Mining Congress meeting in Las Vegas in October. His estimates reflect the latest iron ore developments on a world wide front as well as the accelerating trend toward pellets. Minnesota's Natural Resources council prepared a detailed report in 1964 outlining the various factors that affect the future of Minnesota's iron ore industry. At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. The XCVIIth meeting of the Institute for the reading and discussion of papers will be held at Spokane, Wash., beginning Monday, Sept. 27, 1909, as already announced in Special Circulars of May 8 and Aug. 14, 1909, and in the Bulletins for June, July, and August. The meeting will be preceded by a tour through Yellow stone Park and visits to Butte and Anaconda, and will be followed by visits to the Coeur d'Alene district, to the Alaska-Yukon-Pacific Exposition at Seattle, to the mining- and smelting-plants near Salt Lake, and to the iron- and lead- and zinc-plants at Pueblo. The special train for the party' will leave Chicago, September 16, and return about October 12. Details of the itinerary are given later in this announcement. The Secretary of the Spokane Local Committee is Lyndon K. Armstrong, 615 Hyde Block, Spokane, Wash., to whom should be addressed all inquiries concerning local matters. The control of the papers and proceedings will remain in charge of the Institute office, as usual. It is greatly to be desired, both in behalf of the Institute and in recognition of the many courtesies to be extended on the trip, that the excursion party be made larger. Exceptional facilities to visit the many mines and smelters have been freely provided; and members are requested to make all reasonable effort to attend the meeting at Spokane and participate in the excursions. For those who cannot join in the entire trip, it may be possible to provide special Pullman accommodations after leaving Yellowstone Park. M Y DUTIES, as a member of the Department of Franco-American War Cooperation of the French High Commission were to study the copper and brass industries of America from the mining of the various non-ferrous metals to the semi-finished, or finished materials. In the pursuit of these studies, it was my privilege to visit a number of industries and organizations in different parts of the country. I first visited most of the Eastern copper refineries that were supplying the Allies with vast amounts of metal. These works are producing their material by the multiple or the series process, although the first method predominates. But, regardless of the process employed all the plants attain an exceptionally high standard of quality in their production. One of the points that particularly attracted attention was the manner in which improvements could be traced from the older worlds to the more recent ones. The impression was that, thanks to a spirit of broad-minded cooperation between the principals of the companies and frequent exchanges of views between members of the staffs, all persons interested benefitted by the experience thus gained, to the advantage of the community at large.

(Pittsburg Meeting, March, 1910.) THIS is in part a review paper, indicating the various steps that have been taken in developing hindered-settling apparatus, some of the standard data that have been obtained, and some of the conclusions one is led to as to the effect of it in improving concentrating-methods and machinery, and in part it brings in some unpublished work. CAUSES OF LOSS IN ORE-CONCENTRATION. In making a study of the separation of valuable minerals from the waste gangue, particularly by water concentrators, it is necessary to define, first of all, what are the causes of-loss that are likely to interfere with the concentration. Having made this definition; we can then study to see in what way the machines make their losses, and plan remedies for them in an intelligent way. Losses may be stated to occur as included grains, as flat or long grains, as fine free mineral, and as absolute slime. We will take, these up one by one, as follows: Included Grains.-Fig. 1 shows by a set of diagrams how included grains may occur: first, where the heavy mineral grains attached to the quartz are of large size; secondly, where they are of small size ; and thirdly, where very fine particles of heavy mineral are included in the quartz. We have to decide in regard to included grains whether they are rich enough to go direct to, the furnace, or poor enough to throw away, or whether they lie between these two points and require recrushing as the only means of severing the values from the waste. This last case is the only one requiring special treatment at our hands.
