Design features and operating methods at the new Ajo smelter are described in detail. Successful operation of a novel method of handling and charging wet concentrates to a deep bath type reverberatory furnace contribute to the daily production of 200 tons of anodes with good results from the standpoint of both metallurgy and economy. THE New Cornelia Branch of the Phelps Dodge Corp. is located at Ajo, Ariz. Large scale mining operations were started at Ajo in 1917, when a 5000 ton leaching plant was put in service to treat the copper carbonate ore that overlaid the sulphide ore-body. In 1924 a 5000 ton flotation plant was built to treat the sulphide ore and the leaching operation was abandoned a few years later. Changes in practice and additions to plant facilities have resulted in a gradual increase in the milling rate which now approaches 30,000 tons daily. Prior to the erection of the Ajo smelter, flotation concentrate was shipped by rail to Douglas, Ariz, where it was treated in the Phelps Dodge smelter. Construction of a one reverberatory furnace smelter to produce an average of about 200 tons per day of copper anodes at Ajo was started early in 1949. Initial heating of the reverberatory furnace was begun on June 21, 1950. Charging the furnace was started on july 8, and the first anodes were cast on July 14. Neither the anode furnace nor the reverberatory furnace has cooled since the initial firing. Fig. 1 is a photograph of the new smelter. Built primarily to eliminate the '300 mile haul of concentrate to the Douglas plant, the new smelter was designed to treat the Ajo concentrate, with a minimum of capital investment. A novel, and relatively simple, method of concentrate handling and furnace charging made unnecessary the installation and operation of expensive storage facilities and reclaiming equipment, and obviated the necessity of holding in storage large quantities of copper-bearing materials. (Patents are pending in the United States and abroad on the Ajo process.) In the selection and arrangement of equipment, consideration was given to the full utilization of all smelting facilities, reducing the amount of idle equipment to a minimum. The layout of the smelter is shown in Fig. 2. The important problem of internal transportation was minimized by arranging the reverberatory furnace, converters, and anode furnace in a compact group and providing storage bins inside the smelter building, within reach of overhead cranes, for fluxing materials and other supplies needed in the daily operation. This can be seen in the sectional view of the smelter given in Fig. 3. Incorporated in the design were many innovations in smelting equipment intended to facilitate operations and effect economies in maintenance expense and manpower requirements. Table I gives operating data of the entire plant. Metallurgy The metallurgical practice at Ajo is based essentially upon the use of a single, deep bath reverberatory furnace for smelting wet concentrate, without concentrate storage facilities. The large reservoir of slag and matte maintained in the furnace serves to equalize, to some extent, the day to day variations in the nature and grade of concentrate and permits

The standard free energies of formation of the lowest stable sulfides of chromium, molybdenum, and tungsten in equilibrium with the corresponding metal hazle been determined by reacting the sulfide and metal with H2(g)/H2S(g) mixtures. First, the equilibrium gas ratios (Ph2S/PH2) are very small, and with the most stable sulfides in the series the ratios tend to be at the limit of the range for precise chemical analysis (10-4); and second, the reaction rate for the formation or reduction of these sulfides appears to be relatively slow. A primary reason for the latter problem is that the gas phase near the equilibrium concentration has very little capacity for transport of sulfur. It is to be noted that the thermo-dynamic properties obtained from the experimental results by Eq. [I] apply for 1 g-atom of sulfur in the metal-saturated compound even though the exact composition of the compound has not been determined. The work reported here is a study of the standard free energies of formation of the lowest sulfides of chromium, molybdenum, and tungsten, and of copper, by Reaction [I]. In planning the experimental program, it was decided that the technique that has been used previously3"' could be used with modification and that an improved analytical method was needed for determining H2S in the gas phase. (communication to the Secretary*):-Mr. Wright, in his introductory paragraph, says: " It is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued smelting, is retained in the form of 'prills' of matte." On a recent visit to Greenwood, B. C., I was discussing with J. E. McAllister, the general manager of the British Columbia Copper Co., and the former metallurgist of the Tennessee Copper Co., this very question; and he held strongly to the idea that the copper in slag was in two forms-one portion contained in occluded matte and the other as an oxide. He believed that this same rule would apply to the silver in the slag. From my experience I am strongly inclined to agree with Mr. McAllister; and it appears quite reasonable that in furnaces treating oxidized copper-ores, and to a less degree in furnaces treating sulphide ores, there is always bound to be present a certain amount of copper oxide and silver oxide, which will behave like any base and get into the slag as such. We all know that in Arizona, in the early days, when it was customary to produce black copper, because the ores were nearly all oxidized or carbonates, and sulphur was scarce, the slags as a rule carried 2.5 per cent. of copper and seldom ran less than 1.5 per cent. of copper. The economic point was determined by the extra coke necessary to produce the reducing action. In connection with the extra saving in copper, Arthur L. Walker, now professor of metallurgy at Columbia University, and formerly general manager of the Old Dominion Copper Mining Co., at Globe, told me that with coke at $60 per ton it never paid him to make slags containing less than 2.5 per cent. of copper. *Received Oct. 8, 1909.

The cables brought the news last spring that the Institute had lost by death one of its most distinguished foreign members, Hjalmar Sjogren of Stockholm. For thirty-one years, Professor Sjogren had been one of our number. He was elected in 1891, joining the Institute at the time he was in the United States, in attendance at the Fifth International Geological Congress, which was held in Washington in the late summer of that year. Professor Sjogren was once more in America in 1906 and again in 1913, and on both of those visits his friends in New York had the welcome opportunity of extending courtesies to him. He was thus well known to a wide circle in our membership. His keen interest in the geology of iron ores brought him in touch with the many Americans who have studied them and who have been active in the important productive districts which he visited. Our Transactions contain (Vol. XXXVIII) one very important paper of seventy pages on the Geological Relations of the Scandinavian Iron Ores, which he contributed. Sten Anders Hjalmar Sjogren, to give his full baptismal name, was born June 13, 1856, and was the son of Anton Sjogren, a mining engineer, at the time in charge of the iron mines at Persberg, in the east and west iron-ore belt of central Sweden, about 160 miles west from Stockholm. The Persberg orebodies yielded magnetite and specular hematite from schists, with which limestones. were interstratified as well as the peculiar Swedish rocks called "halleflinte." The mines were also well known to collectors and students of minerals. While Hjalmar Sjogren was yet a lad, his father was advanced to the superintendency of a number of famous mining localities in this same district of Wermland. Paisberg, famous for its native lead, was one; and two others, Langban and Nordmarken, were among the most prolific sources of interesting minerals in all Sweden. In several localities, the pre-Cambrian limestones had obviously experienced the recrystallizing influences of intrusive igneous rocks and had been charged with the so-called "contact" minerals, which have found their way to the museums of the world. Anton Sjogren, the father, was a keen mineralogist and Hjalmar, the son, grew up in a favorable environment for receiving training and enthusiasms of the same sort. One is not surprised, therefore, to find Hjalmar Sjogren, in the long run, turning to mineralogy and geology as his final career.

Most mineralized areas in the central San Juan Mountains, Colorado, are associated with the youngest subsidence structures in a large volcanic cauldron complex that formed concurrently with eruption of the surrounding ash-flow field. Two local types have been recognized: (1) fissure-vein deposits along faults characterized by relatively late movement, and (2) hydrothermally altered and mineralized areas associated with postsubsidence Fisher Quartz Latite centers. The first type has provided most production in the past; the potential of the second type has yet to be adequately tested.

The coals in northern Wyoming and Montana are free-burning and non-caking and range from lignite to bituminous C in rank. Strip and underground mining are employed to supply railroad, utility, industrial, and domestic fuel. The market area includes Iowa, Nebraska, Minnesota, North and South Dakotas, Wyoming, Montana, the Pacific Northwest, and western Canada. THE larger producing coal mines in northern Wyoming are located in the Powder River Basin lying between the Black Hills region of South Dakota, eastern Wyoming, and the Big Horn Mountains in north central Wyoming, see Fig. 1. The mines are located particularly in the area along the route of the Chicago, Burlington & Quincy Railroad from Gillette, Wyo., to a point approximately 15 miles northeast of Sheridan, Wyo. Fig. 2 is a graph of coal production in the state of Wyoming from 1918 to 1951. Across the Big Horn Mountains lies the Big Horn Basin, situated between the Big Horn Mountains and the Rocky Mountains proper. Mining in the Big Horn Basin is almost entirely confined to a small area known as the Gebo Field, near the town of Kirby, which is located on the Chicago, Burlington & Quincy Railroad. This paper will describe present operating areas, making only brief reference to the history of mining and marketing primarily because of the large area to be discussed. The coal beds presently mined in the Powder River Basin are all of Tertiary age and are of Fort Union and Wasatch formations of Paleocene and Eocene ages, see Fig. 3. The Fort Union formation, consisting of 2000 to 3200 ft of alternate sandstone, shale, and coal, is divided from oldest to youngest into the Tullock, Lebo Shale, and Tongue River members. Most of the mineable coal is in the Tongue River member, which is 500 to 800 ft thick. The Carney coal bed, varying from 7 to 20 ft in thickness, is considered the base of the Tongue River member. About 85 ft above the Carney is the Monarch bed, ranging from 18 to 42 ft in thickness. At approximately 210 ft above the Monarch is what is locally known in the Sheridan district as Dietz No. 3 bed, which varies from 12 to 30 ft in thickness. One hundred feet above the Dietz No. 3 is Dietz No. 2 bed, which is 7 to 12 ft thick. At about 100 ft above the Dietz No. 2 is Dietz No. 1 bed, 7 to 15 feet in thickness. Two hundred and fifteen feet above Dietz No. 1 is the Smith bed, approximately 5 ft thick. One hundred twenty-five feet above the Smith is the Roland bed, which is estimated to be approximately 13 ft thick. The Roland bed is considered the base of the Wasatch formation, which in the Powder River Basin is 1000 to 3500 ft thick and is composed largely of shale, sandstone, and coal. The foregoing measures are the only ones above the Tongue River member that have been mined in the Sheridan field. To the east of the Sheridan field, particularly in the area of Gillette, the Roland bed is considerably thicker and is considered the thickest and most extensive coal bed in Wyoming, reaching a maximum thickness of 106 ft. From 125 to 225 ft above the Roland lies the Arvada bed, average thickness 9 ft. Three hundred seventy-five to four hundred feet above the Arvada is the Felix bed, which reaches its maximum thickness of 30 ft near Echeta on the Chicago, Burlington & Quincy Railroad. East of the Powder River the bed averages more than 10 ft in thickness, but it thins in a northwesterly direction. The highest mineable coal in the Powder River field is the Healy bed, about 400 ft above the Felix bed and exposed only in the highest parts of the area where much of it has been burned along the outcrop. Where it has not been burned, the thickness at most of the outcrops is 10 to 15 ft.

A method of predicting uranium extraction rate in underground bacterial leaching of as-blasted ore has been developed. The method is based on the hypothesis that extraction is directly proportional to the volume of a piece of ore that is penetrated by the leaching agent, and that each piece of ore, regardless of size, has been penetrated radially from the external surface to the same depth at a given leaching time. Consequently, given an initial size and assay distribution, extraction should be predictable for a given penetration. Two laboratory bacterial leaching tests under simulated stope leaching conditions were carried out for a periods of 89 and 96 weeks. On completion, the residual ore was screened and analyzed. The information so obtained was employed to provide an elapsed time base for the penetration model, from which predictions of future extraction were made. The finding of solubilized uranium trapped within apparently sol id ore pieces was unexpected. However, it is not recoverable except after crushing, and hence does not affect calculations of underground leaching .

IN his excellent book on the Principles of Flotation, Wark' makes the following significant statement concerning the theory of flotation: Two questions of first-rate importance must be considered . . . First, it must be decided whether the sulfide minerals require a collector in order that they may float, or whether as has been claimed, they possess an inherent floatability and need no collector. Second, it must be decided whether the xanthate type of collector can react with or be adsorbed by the unchanged sulfide minerals themselves, or whether, as many claim, reaction with the collector is dependent upon initial oxidation of the mineral surface. In the theory of flotation there are no two questions of greater importance than these. Ravitz and Porter' presented evidence that galena can be floated without a collector, and even without any reagent, provided oxidation products are thoroughly removed from its surface. They found also that thoroughly cleaned galena floated faster when xanthate was used than when a frother alone or no reagent was used, and that, without a collector, the recovery decreased gradually upon exposure of the mineral to air. Their work, however, has met with considerable criticism. I(127).3-6 This paper is presented to answer the objections that have been raised, and to present additional data that confirm their results. EXPERIMENTAL PROCEDURE The apparatus used to provide oxygen-free conditions for flotation has been described in detail by Ravitz and Porter. An atmosphere of purified nitrogen was maintained within the apparatus; all water and solutions used were freed of dissolved air, and could be transferred where desired by the use of nitrogen pressure; nitrogen was used as the gaseous medium for flotation. The flotation cell was essentially a glass cylinder 15 cm. long and 4.6 cm. in diameter. Near the bottom was sealed a fritted glass filter, which broke up the gas into small bubbles, and 6 cm. above this filter was a side arm through which the froth overflowed. The pulp was agitated by a glass impeller, which entered the cell through a mercury seal. For each test 17 grams of galena and 75 ml. of water were placed in the cell, after which the speed of the impeller and the rate of gas flow were adjusted. Water was added gradually during the test to keep the froth level at the proper height. The mineral was prepared and cleaned in the following manner. Exceptionally pure galena was crushed by hand on a clean bucking board, screened to - 150+ 200 mesh, and deslimed on a zoo-mesh sieve with a fine spray of water. It was then boiled on a hot plate for a number of hours with several changes of the desired cleaning solution, after which both the solution and the mineral were placed in the "mineral flask" of the apparatus. The cleaning solution was drained off, and the mineral was boiled with oxygen-free water

DURING the past several years of diamond drilling in Washington County, Mo., the St. Joseph Lead Co. has discovered a concentration of commercial lead-zinc ore at four different points within an area of 36 square miles. The largest and to date the most promising group of these orebodies is located in the Indian Creek area. It was considered to be of sufficient value to warrant development. The Indian Creek area is in the center of the northern half of Washington County, 11 miles northwest of Potosi, Mo., the county seat. The location is readily accessible from Potosi by car or truck over the all-weather Missouri State Highway No. 114. The topography is one of rolling relief, varying from an elevation of 700 ft above sea level on Mineral Fork and Indian Creek to a maximum of 1176 ft at High Point Tower. It is divided in equal halves between the drainage to Mineral Fork and to Indian Creek. The shaft site at 1060 elevation is on the divide between the two drainage areas. The Indian Creek side is rough and heavily wooded, with only a few cultivated clearings. The slopes to Mineral Fork are more gentle and rounded, with much of the area cleared for farm land. Most of the surface is covered with Potosi and Eminence formations, which show little evidence of any structure. Ore structure was worked out by extensive diamond core drilling, with holes varying in depth from about 700 to 1300 ft. As of Oct. 1, 1950, 218 prospect holes had been drilled within the 36-square mile area. The ore is disseminated galena with considerable accompanying sphalerite in the Bonne Terre forma-tion in the shape of irregular blanket-type deposits. The main controlling structural feature of the outlined mineral zone is a buried pre-Cambrian rhy-olite-porphyry ridge extending partly through the Bonne Terre formation, which laps against the por phyry and also covers it. The mineralized zone parallels and forms an irregular halo around the porphyry ridge and is concentrated in the Bonne Terre formation where the La Motte sandstone is cut out by the porphyry ridge. This is a very common mineral occurrence in the southeastern Missouri lead belt district. The La Motte sandstone, which normally underlies the Bonne Terre formation, is thus cut out entirely. In this area the Bonne Terre is usually about 275 to 320 ft thick, the La Motte varying in thickness from zero up to 400 ft. Commercial concentrations of ore are indicated at several places, the most notable being at the shaft site where an orebody at least 4000 ft long with widths of 500 to 600 ft has been outlined. The total thickness of mineralized rock reaches 150 ft in some holes, although total ore thickness runs from 8 ft to about 60 ft, often in more than one layer. Preliminary Planning Ore reserves as outlined lend themselves to open-stope mining with trackless haulage and mobile loading machines and drilling equipment. This type of equipment has proved to be very efficient during recent years in the company's lead belt operations. After a study of bids for shaft sinking and an estimation of comparative costs, it was decided that the shaft would be sunk by St. Joseph Lead Co. personnel using company equipment. Since the plant site is about 26 miles from the company's nearest lead belt operations, it was necessary to plan a complete surface plant, including mill, shops, office, change room, and warehousing facilities. Immediately following the filing of an application for a certificate of necessity, a headframe was selected for which detailed drawings were already available. The order was placed for fabrication so that it could be delivered and erected in time to serve for sinking the shaft. This eliminated the expense of a temporary headframe. The effect of rain size on the creep behavior of an austenitic iron-base alloy has been studied at 1300° F under conditions of constant stress. The average grain diameter varied between 9 and 190 p (ASTM 10.7-2). The subgrain size and apparent activation energy for creep were not found to depend in any systematic manner on gain size. The variation of c, with grain size is believed to he associated particularly with grain boundary generation of dislocations which becomes more important with increasing temperatures. SEEMINGLY inconsistent experimental findings have led to a certain amount of confusion concerning the effect of grain size on creep behavior. The confusion is attributed to a lack of test results obtained over sufficiently wide ranges in grain size, stress, and temperature. Experimental results presented in this paper and results available in the literature1-5 show a consistent behavior and lead to a unified concept for the dependence of secondary-or steady-state creep rate on grain size. In accordance with this concept, which is substantiated experimentally, secondary-creep rate should increase with increasing grain diameter at low creep temperatures, leading to greater creep strengths for fine-grained materials. At intermediate temperatures the secondary-creep rate should decrease to a minimum and then increase as the grain size is increased. At high creep temperatures the secondary-creep rate should decrease with increasing grain size, leading to greater creep strengths for coarse-grained materials. Whether a temperature is high or low for creep in a metal or alloy depends primarily on its melting temperature. MATERIAL AND TEST PROCEDURES The material tested was an austenitic iron-base alloy of the following composition (wt pct): C, 0.005; N, 0.017; Mn, 1.26; Ni, 14.21; and Cr, 17.18. Two 15 -lb ingots were forged and hot-rolled to 5/8-in.-diam bars which were then cold-rolled and cold-swaged to a diameter of 0.49 in. These were sectioned into 3-in.-long blanks and heat-treated at various temperatures to obtain different grain sizes. The procedures employed and the results obtained are summarized in Table I. The secondary treatment at 1400° F followed the primary treatment without intermediate cooling to room temperature. This final treatment was employed to minimize various effects arising from heating to different temperatures during the primary treatment, particularly differences in intragranular dislocation structure, segregation of interstitial atoms at grain boundaries, and density of grain boundary ledges. The intragranular dislocation structure was examined by electron transmission metallography after each of the treatments described in Table I. Isolated dislocations and a few tangles were observed but no evidence of subgrains was found after any of the treatments. No grain-size effect was evident on the density and distribution of dislocations. Stabilization of grain boundary structure is particularly important because, as will be discussed later, grain boundaries influence high-temperature creep behavior. The American Society of Mechanical Engineers extends an invitation to members of the Institute to participate in an exceedingly interesting excursion on Saturday, November 11. Permission has been secured for a visit to the plant of the Electric Boat Co. at New London, Conn. There will be run a special-test on a high-power 8-cylinder, 4-cycle Diesel engine. A large number of submarine and other engines in various stages of construction will be seen, also the boring of torpedo tubes, cylinders and other equipment for submarines. The drafting rooms and foundry mill also be open for inspection. The party will have an opportunity to see at close range the submerging of several submarines, and an attack on a vessel on the surface, an exhibit which is being arranged by courtesy of Rear Admiral A. W. Grant, who is in command of the submarine forces of the United States. The Boston members will leave South Station on train No. 7 at 8.30 A. M. Those from Providence will board this train at 9.36 A. M. The Worcester members will leave on train No. 745 at 8.36 A. M. The New York contingent will leave the Grand Central Terminal at 8.31 A. M. on train No. 8. This train will leave New Haven at 10.30 A. M. Upon arrival at New London, each group will go directly to the Mohican Hotel, where a "get-acquainted" luncheon will be served

THE steadily rising flood of gold production from all parts of the world has created an avalanche of rumors regarding the stability of the present price of this metal. Markets have been unsettled from Johannesburg to London from New York and Toronto to Melbourne, despite repeated denials from, American and British authorities of any immediate intention to alter the price. Various economists and financial writers have blossomed forth with predictions that the price would be set at the old level of $20.67 per oz.; some have even been so brash as to state That a price of $15 would be necessary to bring production within control. These effusions, based entirely upon monetary theories and with no regard to production costs, serve to confuse rather than clarify the situation.

There are well recognized procedures for determining the various tensile, fatigue, and other mechanical properties of the common structural materials. This makes it possible for engineers to design structures of various materials which have adequate initial strength to stand the stresses to which they are subjected in service. There is also considerable general information about protective measures suitable for protecting the usual structural materials from the effects of ordinary environments. However, often insufficient quantitative information is available on the combined effects of stress and corrosion to permit the designer satisfactorily to appraise the structure from the stress-corrosion standpoint. This situation is further complicated by the fact that the stresses causing stress¬corrosion failures are usually not the design stresses but rather the residual forming and assembly stresses which are generally of unknown magnitudes. Thus, tests which will rapidly evaluate the susceptibility of materials to stress-cor¬rosion failures are extremely useful. Of particular value are tests which can be applied to built-up structures as well as to simple specimens, since, as mentioned above, residual stresses often are caused by fabricating procedures and assembly operations. The Australian continent possesses significant reserves of a wide range of minerals, including bauxite, coal, copper, diamonds, gold, iron ore, lead, manganese, mineral sands, nickel, phosphate, silver, tin, uranium, and zinc. Australia&apos;s identified economic resources of many minerals are very large as indicated in Table 1. A sophisticated and highly experienced mineral industry is now an established feature of the Australian economy and Australia is the world&apos;s largest exporter of iron ore, alumina, mineral sands and refined lead and amongst the leading suppliers of many other commodities such as coal, lead and zinc ores/concentrates, nickel, refined zinc, tungsten concentrates and bauxite. The industry exports 70% of its production. This is reflected in the value of Australian mineral exports which have grown from about $200m in 1960/61, comprising 10% of total export receipts, to about $1265m or 29% of export income in 1970/71 to around $7061 representing 37% of Australia&apos;s total export income in 1980/81. AUSTRALIA&apos;S MINERAL RESOURCES POLICIES Federal and State Governments&apos; Responsibilities Australia has a federal system of government comprising six States, a self-governing Territory and a Federal Government. Under the Australian federal system the Constitution sets down the powers of the Federal Government. All powers not assigned to the Federal Government in the Australian Constitution reside automatically with the States. Certain of these broad powers result in the Federal Government having a significant influence on resources development. For example, in being responsible for economic management, the Federal Government&apos;s fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Federal Government is of direct importance to decision-makers in the resources industry. The Federal Government is responsible also under the Constitution for external trade matters; and international trade and commodity matters are increasingly important in Australia&apos;s international relationships. Foreign investment is another area where the Federal Government has a role to ensure that national interests are protected. This foreign investment power flows from the Federal Government&apos;s control of foreign exchange movements into and out of Australia. However, before enlarging on these and others of the Federal Government&apos;s powers and policies, it should be emphasized that the State governments, by virtue of their wide powers to regulate matters within their own boundaries, are more directly involved in the day-to-day administration and regulation of mining operations. For instance, the powers of the State governments include the responsibility-for the granting of exploration rights and mining leases, the approval of mining operations and the levying of royalties and other like charges. Administrative arrangements covering the granting of minerals and petroleum exploration and development titles vary from State to State. Before development rights are granted, State governments consider environment protection and rehabilitation aspects of development proposals. The provision of infrastructure within State borders is a matter primarily of State government responsibility. It is usual practice in Australia for State governments to construct and operate infrastructure services such. as railways, ports and electricity generation and transmission. The States may also provide certain public services such as electricity. and water, port and loading facilities, communications, health and education services which form part of the infrastructure of mining operations. In remote areas the mining companies themselves usually are expected to provide much of this infrastructure. However, the Federal Government is primarily responsible in some fields, such as telecommunications and parts of the railways network. State governments carry out preliminary exploration and geological mapping and some are directly involved in the mining of coal for power generation. The Federal Government&apos;s responsibilities in addition to economic management, taxation, international relations, foreign capital and investment, include regulation of exports, environmental matters and matters affecting the Aboriginals of the Northern Territory. FEDERAL GOVERNMENT POLICIES The continued sound development of the minerals and energy resources sector is regarded by the Federal Government as being of very great importance. However, the Government does not seek to participate directly in resource developments. It sees its role rather as that of establishing a sound economic and policy climate in which private companies can identify opportunities, seek out customers and marshall the necessary capital for the development of resource projects.

Detailed structural studies in southeast Arizona have successively revealed (1) the local attitudes of individual fractures (with lateral and/or vertical displacements), (2) the patterns exhibited by groups of fractures, and (3) the trends and directions shown by fracture groups or zones on a regional scale. The results of the studies have been twofold: First, domes were locally determined from these fracture arrangements, even where other criteria failed; and, second, fundamental breaks brought out the breadth of the Texas lineament in southeast Arizona as well as major northwest- and northeast-trending fracture zones. Coincidence of one or several domes with the major intersections of fundamental breaks can be centers of important mineralization, as in the instances of Bisbee, Ajo and Morenci. THE OVER-ALL STRUCTURE OF ARIZONA A northwest-southeast trending anticlinorium has been suggested as the structural setting of Arizona. Starting in Triassic and culminating in late Cretaceous times, this deformation resulted from stresses of considerable magnitude with varying ratios of com pres sional and uplifting forces. However, the series of parallel flexures could just as well have been caused by isostatic movements involving dilation under tension with only incidental compression, as later emphasized by dike filling and block faulting (Fig. 1). The anticlinorial deformation, which is also suggested by the fact that the Pre-cambrian rocks to the southwest are all concealed by sediments, could be somewhat reminiscent of the conditions that affected the classical swarm of parallel dikes of wager.&apos; ANALYSlS OF DATA As a first step in this analysis, all structural information obtained on such features as fractures and their relative displacements, faults, dikes, anticlines, synclines, and Precambrian and Laramide-Tertiary intrusives were plotted on maps along with structural trends inferred from aerial photographic mosaics. Next, the faults in southwest Arizona were classified according to time of occurrence and relative importance. The fault assemblages were then examined as to geometric or spatial arrangement and correlated with the occurrences of domes and existing Finally, the conjunction of fracture intersections and domes was analyzed and compared with locations of known ore deposits. Differentiation of Faults According to Time and Relative Importance: The faults encountered were grouped as follows: (1) Basin and Range faults, latest in time; (2) secondary faults; (3) primary faults; and (4) lineaments, earliest in time by inference. Few factors have had more influence in maintaining the strength and stability of the United States than our persistent habit of providing .checks and balances to the dynamic powers of free enterprise on the one hand and to the controls and guidance exercised by the State on the other. .Indeed, it is this same concern for matching forces against each other that has given our republic its ability -to preserve a democratic basis of life for its citizens, and yet maintain a ,government that is able to protect the rights of all and to resist and minimize the danger of excessive concentration of authority. Our current efforts to clarify the nation&apos;s mineral policies and to define more clearly the role that the governmental agencies should play in conjunction with the functions of private -enterprise again reveal the desirability and advantages of maintaining our traditional controls. At times, the equilibrium has been temporarily disturbed by too great enthusiasm for one or the other of these basic concepts. Sooner or later, however, the balance has been restored by the healthy opposition that is always created by excesses of one sort. At the current stage in our history, the swing toward undue enlargement of the powers of the State seems to have gone dangerously far and we would be untrue &apos;to our traditional behavior if the group that must demonstrate the virtues of free enterprise did not rally to its support with the utmost earnestness.

AT A meeting of the Iron and Steel Institute held in London on May 6, Dr. J. E. Stead was formally inducted into the chair by Dr. Eugene Schneider, the retiring president. After presenting the Bessemer gold medal to Harry Brearley, of Sheffield, England, for his distinguished services to the British steel industry, Doctor Stead delivered his presidential address, a masterly review of iron and steel making progress during the past 50 years, emphasizing economy in production, and pointing out suggestions for future improvement. A considerable portion of the address was devoted to blast-furnace operation.

(communication to the Secretary*):—Doubtless all engineers who have paid more than a casual visit to Russia have come into contact with that formidable document, the " smieta," or estimate of the Russian manager. It is an institution which seems to be inseparable from Russian mining-methods. As Mr. Shockley points out, the year&apos;s costs a agree very closely" with the figures of the smieta made at the beginning of the year. In cases which have come under my notice, I have been satisfied that there had been a good deal of " rigging" of accounts to this end. The sum spent by the manager was carefully kept down to the total of the estimate, because it was well known that no more money would be forthcoming, and when this is done it is not a difficult matter to see that the right amounts come under the right heads in the final accounts. I do not say that this is always the case, but I have come across notable instances. Looking at it from the Russian owner&apos;s point of view, I think that the balance of the argument is usually in favor of the smieta as limiting " impulsive indiscretion" on the part of managers. The Russian Mining Code of to-day leaves much to be desired, but this is thoroughly appreciated by the official world there, and great changes are spoken of for the future. In many, if not in most, cases the laws are interpreted liberally, and a great deal is left to the discretion of the district mining engineer or inspector, with whom it is necessary to keep in close touch. As Mr. Shockley points out, the officials of a mine, who are always Russians, are held personally responsible for accidents resulting to employees, quite independently of any compensation which may be made to the sufferer. This seems startling enough, but I have always found that a penalty is imposed only

THE patent literature of alloys for the last two decades or so indicates that the number of liatents referring to smaller and smaller percentages of essential alloying constituents is on the increase, whereas the number of patents relating to considerable percentages of alloying additions becomes smaller. The claims regarding physical properties indicate consistently higher and more rigid values and show the possibility of modifying the physical properties by only slight changes in the percentage of minor constituents or by applying different methods - of treatment. Alloys of the same base have been made suitable for a number of different applications by intelligently and rigid- ly controlling their composition, melting, casting, working, and heat-treatments. Other trends indicated in the development of modern alloys are higher corrosion resistance, higher fatigue limits, and "stability" in volume.
