THE district of. Patricia, in the province of Ontario, lies northwest of the Albany River and extends northward to Hudson's Bay. Formerly this was the unorganized district of Keewatin, the southern part of which was divided in 1912 between the provinces of Manitoba and Ontario. The interprovincial boundary now runs north from Lake of the Woods for 275 mi. and thence northeast 375 mi. to Hudson's Bay. This district is comparable in size to all the older part of Ontario south of the Canadian Pacific Railway east of Lake Huron-thus it is roughly one-third of the whole of the present provincial area. The central part of this great triangle is one of the least accessible parts of Canada. From it streams flow southward to the English River, southeastward to the Albany, northward to Hudson's Bay and the Hayes River, and westward to Lake Winnipeg. None of the streams is large and canoe travel is not easy. The only industry it has ever had is the trade in furs. Until the development of the airplane on a commercial basis, the only means of travel was by canoe or dog-train. There is not a mile of railway in the whole district. The two areas to be dealt with lie in the southwestern part of Patricia. Red Lake is 50 mi. east of the Manitoba boundary and 75 mi. north of the transcontinental railway from Cochrane to Winnipeg. Woman Lake is 50 mi. farther east and slightly farther north. The late Dr. D. B. Dowling, of the Geological Survey of Canada, visited Red Lake and spent some time there during his exploration survey from Lac Seul to Berens River in 1893. He also visited the Woman Lake basin during the same journey, but his examination of it was much less detailed, the great area covered by him during the one field season making it impossible to make more than a hurried reconnaissance. Some prospecting in the Red Lake district followed Dowling's exploration, but the distance from railway was too great for any systematic work to be done.

THE numerous theories of hardening which have been advanced in recent years are all satisfactory in accounting for some of the phenomena observed in hardening metals, but none so far presented account for all of the facts observed. Some years ago one of the authors, R. S. Dean,' presented a theory to account for some of the properties accompanying work hardening. The present paper develops this theory further in the light of recent experimental work and extends it to other forms of hardening. Many of the ideas included have come from the writings and personally communicated thoughts of others. We have attempted to give proper credit in every case, but it is possible that we have not always done so. As an historical basis it is desirable here to review very briefly the hardening theories which have been current. The first comprehensive theory of work-hardening phenomena was due to Sir George Beilby.2 He contributed the idea that with cold work part of the structure of the metal was rendered amorphous and that-it was to this amorphous material that the cold-worked metal owed its difference in properties. According to Beilby's theory this amorphous material was a supercooled liquid and, therefore, had the characteristics of a vitreous material. That such a theory is not capable of explaining the property changes in metals has been repeatedly pointed out. This theory also allowed a slip to take place only once on a given plane, which, as has been pointed out by Jeffries and Archer13 is not consistent with the observed length of an, individual slip and the amount of elongation which can be obtained by wire drawing. The modifications, which have been proposed to this hypothesis to make it coincide with the experimental facts, have to a considerable extent robbed the theory of its clean-cut characteristics. FiRst I must express my deep appreciation for the honor of being privileged to give the Howe Memorial Lecture this year and at the same time my feeling of inadequacy to do justice to the subject. The first Howe lecturer was most fittingly, Professor Sauveur, his contemporary and friend, and the subject was beta iron. Last year the second Howe lecture was delivered by Dr. Mathews, one of his most distinguished pupils, who spoke on austenite. This year, the Howe Professor of Metallurgy was chosen to deliver the third annual lecture, and the subject ought to be martensite. No one but Professor Sauveur could have brought to life what was considered by many to have been dead and buried, and he so persuasively and convincingly proved to us by his experiments the existence of something that the followers of that new cult "X-Ray and Crystal Structure " would have us believe is simply alpha iron. And Dr. Mathews from his wide practical experience was so easily able to convince us that austenite was not only the most wonderful of the iron-carbon series, but that it was the wonder alloy of the future. If I were to follow in the footsteps of my distinguished predecessors, I would talk to you about martensite. But when I had planned this lecture, I found that I was writing about Professor Howe and his work and his influence on the science of metals of today, and that martensite had become the secondary theme. And when finally I was obliged to choose a title, I remembered that it was in 1901 I came from Roberts-Austen with a letter of introduction to his very dear friend, Henry Marion Howe, at the Columbia School of Mines, to continue my work at the next bench to Dr. Mathews. Since then a quarter of a century has gone by, and during that time all branches of science seem to have been remade, so great has been our advancement in knowledge and discovery. And now that Metallography has finally established its place as an important branch of science, with its own textbooks and literature, I would like to review what seem to me to be the most important advances we have made in the last 25 years. To do this, I would start with Howe's "Iron, Steel and Other Alloys," and end with Jeffries and Archer's " Science of Metals." REASONS FOR THIS CHAPTER Up to this point in the book the material presented has addressed the fundamental parameters associated with the evaluation of mining ventures and other investment alternatives. The procedures and techniques illustrated represent the basic approach to project evaluation, particularly when considering the normal engineering economic analysis of investment proposals. The evaluation procedure is complicated, however, when dealing specifically with mining-related investment proposals. These complicating factors are invariably directly related to the many special characteristics of the mining industry. Many of these special features such as tax policies, revenue and cost estimation, and ore reserves have been addressed in previous chapters. In addition to the many special features of mining which directly impact, in a quantitative manner, the various line items in the pro forma income statements of a cash flow analysis, other features of mining affect evaluation procedures in a more general manner. The main purpose of this chapter, then, is to provide an exposition of some of these more qualitative factors. We hope this will enable the reader to recognize these factors in mine evaluation practice and to make suitable adjustments in his or her analysis.

LOW prices have made 1938 a difficult year for the zinc industry of the world. Particularly in the United States, output had to be radically curtailed to bring production into line with consumption. Despite these unfavorable conditions, some additional plant construction is contemplated. In Jugoslavia, through co-operation with the Government, Trepca Mines is lo build a zinc plant to produce 10,000 metric tons annually, the plant to be ready for operation in July, 1941). Cerro de Pasco is proceeding with its plans for an electrolytic plant in Peru. A pilot plant, to be ready next summer, is under construction. In eastern Canada an electrolytic plant is planned in Quebec to treat concentrates from Yoranda and other mines but no defi-

UNITED STATES petroleum pro-dU6tion during 1937 materially exceeded? that of any previous year. Firm control of the production rate was maintained under State and Federal laws and aided by the' Interstate Compact. During the first ten months," crude oil prices were stable, except for a slight increase early in the year. Toward the end of the year, uncertainty of price structure be-came evident and a sharp reduction in allowable production was under way. Exploration for new pools and development of .pools already discovered continued active throughout the year. Production control agencies in Texas, and to a less extent in New Mexico and Louisiana, appear to have had increasing difficulty in holding crude oil output to allowable limits. The situation elsewhere is less well known but probably the same condition exists in other important producing States whether control is by State commissions or by unofficial bodies.

IN the early part of the last century textile fabric was used for the filtration of products of combustion and lampblack was obtained by passing smoke through a series of canvas bags. Natural draft was, used to draw and force the smoke through the bags. About 1850 bag filtration was used for collecting zinc oxide. Around 1876 it was introduced for collecting the fume from lead-ore hearth smelting in. Missouri. Shortly afterward it was used, first at Portland, Me., and later at Canon City, Colo., for the collection and production of zinc-lead pigment in treating mixed zinc-lead sulphides. In 1890 the Globe Smelting & Refining Co., at Denver, Colo., installed a bag house containing 1,458 bags for the recovery of fume from silver-lead blast furnaces. This installation was too small to handle all of the gases and was increased to approximately 2,300 bags. . In 1900 the number of bags was again increased, making a total of approximately 2,800: The usual difficulties incident to new installations were encountered, but they were gradually overcome and the bag house became accepted as standard practice for this class of smelting. As all of the bag houses built since have followed the general lines of the Globe installation, a short description may be of interest. The general construction of the Globe bag house is shown in Figs. 1, 2, and 3. The building is 149 ft. 8 in. long by 67 ft. 4 in. wide and 40 ft. 2 in. high from the basement floor to the eaves of the roof, having brick walls 26 in. thick from the foundation up to the thimble floor, from there an 18-in. wall for 16 ft. and a 13-in. wall from this point to the top, a distance of 14 ft. 2 in. Additional stiffening is given to the walls above the basement by pilasters located every 16 ft. The end-wall construction is similar to that of the side walls with the exception of the spacing of the pilasters, which is somewhat greater. The roof is made of corrugated iron laid on 1-in. boards and supported by a timber frame work spaced 16 ft. apart resting on the basement partition walls. On top is a louver running the

New Mexico produced 39,475,388 bbl. of oil in 1944, the greatest amount in one year in the oil history of the state. This production was 593,046 bbl. or 1.25 per cent more than in 1943. New Mexico retained its position as the seventh largest oil-producing state. The maximum per well allowable on Jan. I, 1944 was 48 bbl. daily and at the end of the year it was 45 bbl. daily. Allocations as set by the New Mexico Oil Conservation Commission closely followed the recommendations made by the' Petroleum Administrator for War. The average daily pipe-line runs were within 4 per cent of the allocation. Production by counties was as fol1ows;Lea County, 33,509,548 bbl.; Eddy County, 5,504,498; Northwestern New Mexico 461, 342. Drilling activity for New Mexico in 1944 was well above that of 1943, with 362 completions. Of these, 283 were oil wells, 12 gas wells and 67 dry holes. The ratio of dry holes to producers, about I to 4, was an improvement over 1943. Wildcat drilling during 1944 was responsible for the discovery of six new fields and the extension of two present producing areas. Drilling records were established in New Mexico during 1944 with the deepest producer ever completed, the Humble Leonard Oil Company's No. I at 11,969 ft., in the Ellenburger section of Ordovician age near Jal, Lea County. The discoveries in Lea County during 1944 were as follows: West Lovington field, where Fred Turner, Jr. drilled his No. I State B .in C SE SW sec. 4-17-36 and completed it for 122 bbl. of oil in 8 1/2 hr., in the San Andreas section of Permian age. The Tonto field, where the T-exas Company completed its No. I Baskin at a total depth of 3586 ft. in Seven Rivers lime of Permian age, with an initial production of 254 bbl. of oil in 21 hours. The Drinkard area, where the Gulf Oil Corporation's Drinkard No. I flowed 782 bbl. of oil in 14 hr. from the Yeso section of lower Permian age, thus opening the first lower Permian production in the state. The total depth of this discovery was 6508 ft. and oil was 38.8" A.P.I. gravity. The Dublin area, where the Humble Oil and Refining Co. established a drilling depth record of 11,969 ft. drilling and completing its No. I Leonard Oil Co. well in the Ellenburger lime of Ordovician age. This well flowed 221 bbl. of oil per day, of 48.9º A.P.I. gravity oil. It is in sec. 12-26-37. The new pay horizon discovery of the Continental Oil Co. in the Skaggs area, where the company completed its Skaggs B-23 No. 2 in sec. 23-20-37 for 236 bbl. of oil in 21 hr. from the Wolfcamp section of lower Permian age, at a total depth of 7725 ft. This well was drilled to granite at 10,465 ft. and plugged back to the Wolf-camp for a new pay zone completion.

During the last quarter of 1948, two new machines, which may revolutionize the coal mining industry, made their first public appearance within two months of each other. Both are designed to mine and load coal continuously. On Oct. 27, the "Colmol," invented by C. H. Snyder and A. E. Lamm, president and executive vice-president, respectively, of the Sunnyhill Coal Co., was demonstrated at the No. 8 mine of that Company at New Lexington, Ohio. The "Joy Continuous Miner," invented by H. F. Silver, president of the Silver Engineering Works, Denver, and developed and manufactured by the Joy Manufacturing Co., was demonstrated at the Mathies mine, near Finleyville, Pa., in the Pittsburgh coal seam.

A NUMBER of factors, of varying importance, should be considered in assessing mineral land-here specifically coal land -for tax purposes. (1) Is the coal developed or un- developed'! (2) If undeveloped, is it surrounded by active development in adjoining properties? (3) Accessibility of railroad facilities to the property. Sometimes the railroad itself is of importance. (4) Cost of development of the seam under consideration, whether it can be developed by a drift from the outcrop or whether it will require deep and costly shafts or slopes. (5) Is it definitely known that the coal seam being assessed is of minable thickness and quality on the property? (6) Thickness of recoverable coal from the seam. (7) Quality of the coal. (8) Is the seam being assessed likely to be more costly to mine than other seams in the same district? (9) Is there an active market demand for coal from the seam being assessed? (10) Is the coal held only as protection to surface structures and in such location that it can never be mined? (11) Is the coal in a solid piece or is it in pillars that have been standing for some years as a result of incomplete mining in an old operation? (12) Expected percentage of recovery from the seam being assessed as determined by present mining practice in similar properties. (13) Value of the seam as indicated by sales of similar mineral rights in the immediate district. (14) Current royalty rates of leases for coal in the seam under consideration.

The writer assumes that this volume is not intended to serve as a source of statistics on international trade and that the reader is not interested in wading through a lot of statistical tables copied from the various reporting agencies. Generalizations therefore are made whenever possible and not always is the source of the information meticulously cited. The United Nations regularly publishes trade data on mineral commodities. E. J. Gealy, and C. L Kimbell, of the U S Bureau of Mines (USBM), work with these data and estimate that they cover approximately 78% of total mineral commodities traded. In addition the General Agreement on Tariffs and Trade (GATT) publishes analyses of certain trade data The most complete report of production and trade in minerals 1s probably the international volume of the U.S. Bureau of Mines Yearbook The latest available edition is for 1968, and some of the data in this edition cover only as late as 1967. THE NATURE AND SCOPE OF INTERNATIONAL TRADE The two and a half decades since World War II have witnessed an unprecedented growth international commerce The end of the war found the world economy seriously crippled. Many countries had suffered severe war damage; international trade was disrupted and nations had to resort to exchange controls and bilateral trading arrangements. The postwar recovery, however, was remarkably rapid Within two decades, world Income more than doubled, and world trade which was less than $60 billion in 1948 exceeded $200 billion in 1968, 8 and reached $278 billion in 1970.18 The growing world trade contributed to world prosperity which in turn fostered growth of trade. This dramatic growth of international commerce was made possible by the progressive liberalization of trade and capital movements by the major trading nations of the world which began immediately after the War and has not yet completely lost its steam. IF the ordinary wet method be attempted for silver-bullion containing tin, much trouble is experienced, varying with the amount of tin present. Even with a percentage as low as 0.05, the end-point is masked by a persistent turbidity, while with amounts ranging from 0.5 per cent. upward, the determination of the exact end-point is impossible, owing to the finely divided or colloidal metastannic acid resisting all efforts to cause it to settle, or to give a clear supernatant liquid. The object of the following experiments was to seek a remedy for these difficulties, and to find the conditions whereby the Gay Lussac method might be applied directly to these bullions. Material containing tin is met with frequently in bullion from Mexico or Bolivia; and tin is carried (sometimes in large quantities) in jewelers' sweeps. 1. A bullion was prepared containing Ag, 74; Cu, 25; and Sn, 1 per cent. A weighed amount was treated by the humid assay-method as if it were an ordinary bullion free from tin. Ten cc. of HNO3 (1.21) was added, and the bottle was heated until all traces of red fumes had been expelled. Before heating, the solutions were moderately turbid; and after heating, the turbidity greatly increased. One hundred cc. of normal NaCl solution was added and the bottle was shaken vigorously at intervals during 30 min. The turbidity persisted. The bottle was allowed to stand over

NUMBER of noteworthy events in the petroleum industry may be reported for 1941, of which the most spectacular was doubtless the rise in the daily rate of crude-oil production to a peak of approximately 4,300,000 barrels. This enormous daily rate did not ensue from the furor of flush pools but represented for the most part merely a slight additional daily delivery from many wells that had previously been operated on a more restricted basis, in line with good conservation practice and also from the adroit increase in the number of days per week by the Texas Railroad Commission. Another important fact was the increase in price throughout the Mid-Continent area from the static level of $1.02 for 36°, A.P.I., crude, to $1.17 per barrel. Efforts to elevate the price above this point have met with severe opposition from the O.P.A.. as has also a similar effort by the PennsyIvania Crude Oil Producers' Association, but the vastly increased costs for materials and labor may shortly give the industry the enhanced price which it has long deserved.

THE Butte, Anaconda & Pacific electrification is of peculiar interest, in an incidental way, to the entire mining fraternity, and especially the engineering branch, not only in this great Northwest country but throughout the entire Western mining country, which is rich in minerals and water power. It is probably fair to say that the prime object of mining and smelting engineering is to reduce the cost of production, and in the case in hand the relative location of mines and smelter brings the cost of transportation of ore to the front. While some might assign this item to the railway people, it is inseparably a part and parcel of the general scheme of the production of metal from the ore. In considering the electrification of the B., A. &. P. railway the mining and smelting engineer, above all, wants to know what saving will be effected by the change in motive power. Unfortunately the new power has been in use during a very limited period and on the Smelter Hill section of the road only, and no reliable data, from actual service conditions, can be obtained until the entire electrified section has been in service for a reasonable length of time. Any remarks on this subject at the present time, therefore, must of necessity be general in nature and more or less descriptive. The railway, electrical and mining worlds and the country in general are indebted to the B., A. & P. railway for the pioneer work it is now doing, as it undoubtedly marks the beginning of the electrification, within the comparatively near future, of all transcontinental roads between the Missouri river and the Pacific coast. Together with this goes the development of an untold wealth in water power and all natural resources within the same territory. For the first time in the history of electric railway work, in this country, direct current at a potential of 2,400 volts is being used. With this potential there is a great saving in transmission of energy to the locomotives and there are only two substations, one at. either end and 26 miles apart, for supplying the power for the movement of trains of heavy tonnage over the main line and for switching movements at terminal and intermediate yards, and comparatively little feeder copper is required.

The Butte, Anaconda & Pacific electrification is of peculiar interest, in an incidental way, to the entire mining fraternity, and especially the engineering branch, not only in this great Northwest country but throughout the entire Western mining country, which is rich in minerals and water power. It is probably fair to say that the prime object of mining and smelting engineering is to reduce the cost of production, and in the case in hand the relative location of mines and smelter brings the cost of transportation of ore to the front. While some might assign this item to the railway people, it is inseparably a part and parcel of the general scheme of the production of metal from the ore. In considering the electrification of the B., A. & P. railway the mining and smelting engineer, above all, wants to know what saving will be effected by the change in motive power. Unfortunately the new power has been in use during a very limited period and on the Smelter Hill section of the road only, and no reliable data, from actual service conditions, can be obtained until the entire electrified section has been in service for a reasonable length of time. Any remarks on this subject at the present time, therefore, must of necessity be general in nature and more or less descriptive. The railway, electrical and mining worlds and the country in general are indebted to the B., A. & P. railway for the pioneer work it is now doing, as it undoubtedly marks the beginning of the electrification, within the comparatively near future, of all transcontinental roads between the Missouri river and the Pacific coast. A RECONAISSANCE of the chrome and manganese'1ore deposits of Culm was made in the spring of 191s by Albert Burch representative of the U. S. Bureau of Mines and the writer representing the U. S. Geological Survey. The object of the study was to obtain authentic information for use of the: United States Government as to the location, character, size, and availability of the Cuban deposits of the ores of these important steel-alloy metals. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the Island. Mr. George A. Wright, of Baracoa, Cuba, a mining engineer especially familiar with the chromite deposits of Oriente Province, was a member of the party from Feb. 25 to Mar. 20. It was possible to visit most of, the chrome-ore deposits that seemed to be of promise, but there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Furthermore, no attempt was made to examine the extensive chromiferous iron-ore deposits of the Mayari, Moa, and Cubitas districts, as these deposits cannot be regarded as sources of chromium except indirectly. At the close of the field work the essential data concerning the quantity and quality of ore probably available for shipment during 1918 and 1919, in the event of the continuation of the European war, and of the tonnage of ore in reserve, were furnished to such Government bureaus as were interested, including the Shipping Board and the War Industries Board, and as soon as chemical analyses of the chrome ores could .be obtained, a press bulletin on the subject was published by the Geological Survey. In the present paper the engineering data, and tonnage estimates contained in the unpublished notes of Mr. Burch have been freely used, and their helpfulness is hereby gratefully acknowledged. Many thanks are due Senor Montoulieu and Mr. Wright for their valuable work in the field; to the officials of the Spanish American Iron Co. and of the various other companies; and to individuals holding chromite claims, for courteously facilitating the work of the party.
