The son of Dr. Henry Paul, who had gone to Colorado from Missouri during the golden era following the Civil War, and had joined the Institute in 1889 when he was manager of the famous Aspen mine, young Paul's early life was steeped in a mining atmosphere from which developed his selection of mining engineering as a profes¬sion. After receiving his E.M. degree from the Colorado School of Mines in 1902, Mr. Paul worked in Colorado and Honduras. Returning from Central America he was married to Mary Ellen Gilmour, daughter of a prominent Central City mining man;

This paper describes the operation of two kerosine flotation plants in Alabama for cleaning —10 mesh bituminous coal. One plant treats washer sludge, the other raw coal. Data on capacity efficiency and capital and operating costs is given. Methods for increasing cell capacity are discussed. IN cleaning coal it has long been recognized that methods which give excellent results for the coarser sizes may give poor or even no cleaning for the finer sizes. Effective cleaning of the fines, therefore, is usually a separate and distinct problem. For many years the problem of fines was considered of relatively minor importance. Now there is growing interest in methods of cleaning the fine sizes of coal because: 1. There are more fines. Increasing mechanization and the adoption of full seam mining methods have resulted in the production of a greater percentage of smaller particles than were produced by hand loading methods. 2. The fines have deteriorated in quality. The same causes that have led to increased quantity have also operated to decrease quality through greater contamination with slate, rock, and other diluents. 3. The fines have become more valuable. When coal was comparatively cheap, loss of the finer sizes was tolerated but, with the rapid increase in the cost of mining coal, it has become imperative that the maximum amount of clean coal be recovered from the mixture of coal and rock delivered to the tipple. 4. In many cases, the fines have become a stream pollution problem. Increasing governmental activity and legislation to prevent stream pollution often have made it necessary to retain the fine material which formerly was permitted to escape with the washer effluent into flowing streams. The Sloss-Sheffield Steel and Iron Co. operates four coal mines, all within a 20-mile radius of Birmingham, Ala., with a total annual production of 1,-250,000 tons of washed coal. Three of these mines are in the Mary Lee seam and one in the Jefferson seam. Although some steam and domestic coals are produced, the major portion of the coal is used to make coke for blast furnace operation. Fine coal is desirable for coking, and all the coal so used by Sloss is crushed to 1/4 in. Therefore, there is no problem of an outlet for even the finest sizes of coal. Since the coal is used for metallurgical purposes, low ash is of greater importance than would be the case if it were used for steam generation or domestic heating. Based on present blast furnace practice at Sloss, it is calculated that each percentage of ash in the coal carries a penalty of $0.22 per ton of coal. Thus there is a considerable margin for operating costs in a fine coal cleaning method that will result in materially lowering the ash content of the cleaned coal. Development of Fine Coal Cleaning Problem In 1942 Sloss reopened its Bessie mine and constructed at this location a new preparation plant to clean 11/4 in. x 0 coal from the Mary Lee seam.

THE value to the engineering profession of a liaison between the engineering societies of Russia and America, through Engineering Council, was the subject of a meeting in the Engineering Societies Building attended by over 500 persons. In introducing the subject, Mr. N. A. Stephanoff, President of the Russian Society of America, said: In Russia, engineers were divided into two classes: those who had graduated from the high technical schools and the practical engineers who had graduated from special technical schools. These technical schools were divided into three groups: The first corresponded to the German polytechnical schools with many departments, mechanical, chemical, metallurgical, mining, etc. The second group corresponded to the French special schools of the "Écoles des Ponts et Chaussées." "École des Mines." The third group was formed by the Military and Naval Academies of Engineers. In 1910, Russia's high technical schools had about 45,000 students, whose training covered a period of not less than five years, and who enjoyed all opportunities afforded by laboratories in no way inferior to those of Germany.

John Griffen (Consulting Engineer, Pittsburgh)— This paper presents much data offering tentative answers to many technical questions that have been raised by the employment of dense-medium processes and, particularly. by use of the drum-type vessel. It is to be hoped that the Bureau of Mines will publish complete detailed data for the 50 or more tests so that it may be studied and analyzed by everyone interested. Such study will take considerable time and effort. The writer is therefore obliged to confine his discussion to a few points he has noted as being open to question. The data in Table VI which shows the recovery efficiency for the 1 to ½-in. fraction as 100 pct raised a question concerning the accuracy of these calculated figures; washability data on the washed coal and refuse show that such a figure is impossible. When the ash content of the misplaced material in the washed coal is higher than that of the misplaced material in the refuse, recovery efficiency must be less than 100 pct. A etudy of the data In Tables 111, IV, V, and VI suggest that this error probably arose from slight errors in calculating the data in Table V and more probably from the small scale used in plotting the washability curves from the Table V data. Using the size consist data and the weight and ash percentages of individual gravity fractions of each size as given in Tables 111 and IV and the reported recovery of 80 pct of washed coal, a revised Table V was calculated, carrying weight and ash percentages to hundredths of a percent instead of rounding off at tenths. This washability data for each size of Belling-ham reconstituted feed was then plotted on large scale washability curves. From this data the new Table XIV was prepared, which agrees very closely with data shown in Table VI except for two important values, theoretical yields and recovery efficiencies. As will be noted the recovery efficiencies in Table XIV are significantly lower than those given in Table VI. A study was then made of the data showing distribution of the specific gravity fractions to washed coal and refuse. This study indicated that when this distribution was based on the fractions as tested at 0.1-sp gr intervals the number of points obtained were insufficient to establish the distribution curves with reasonable precision, which in turn would affect the accuracy of the values for the specific gravity of separation and the error areas. The data in Tables III and IV of the paper and curves prepared therefrom make it possible for the specific gravity fractions to be subdivided further. This was done using 0.05-sp gr fractions and the distribution data so obtained is given in Table XIV, with resulting values for the specific gravity of separation and the error areas. Coal preparation men today are confronted with problems brought about by changing feed characteristics. The size consist of the coal going to preparation plants has been getting finer and finer. In order to handle these sizes economically, operators are turning to Notation. American Cyanamid Co., in an effort to enable coal flotation plants to produce efficiently at maximum quality and capacity, wnducted experiments which demonstrated that synthetic flocculants are useful for increasing the capacity of coal and refuse filters and for clarifying coal and refuse slurries, and a wetting agent is beneficial in reducing the moisture content of filter cake. Coal preparation men are today confronted with problems brought about by the changing coal markets, changing feed characteristics, and ever increasing labor and supply costs. Small mines are finding it difficult to exist, and the larger mines are rapidly converting to fully mechanized and automated operation to survive. The size consist of the coal going to preparation plants has been getting finer and finer, and the problems facing the preparation plant personnel are growing larger and larger. Facilities can be provided to handle this plant feed in new plants, but the problems are generally not so simple in existing plants where equipment must often be used to perform tasks far beyond its rated capacity. In addition, various state conservation departments, water commission boards, and other Federal and state agencies are endeavoring to eliminate stream pollution. These problems, and many more not mentioned, have been forced on the preparation engineer for reasons of economy and the public interest. In the matter of stream pollution, a determined effort is being made by the coal industry to cooperate with the Federal, state, and local agencies. Economists predict it will be necessary to produce 600 million to 700 million tons of coal by 1970. Bear in mind that the greater proportion of this increased tonnage will have to be processed in existing plants, and you get an idea as to the problems facing the preparation engineer. Methods presently in use for preparing fine coal do an acceptable job down to 48 to 100 mesh. A very large percentage of the - 48 or -100 mesh fraction of the tonnage of coal produced now is being sent to settling ponds or sold at a low figure for reason of quality. This has caused operators to turn to flotation. Building settling ponds and impounding fines is a costly and, at times, impossible method of handling these sizes. Recently a number of flotation plants have been installed to beneficiate material finer than 48 mesh, and these plants have demonstrated that flotation can be successful and increase the plant realization. Coal is a low cost commodity and processes for its beneficiation must be low in cost. Flotation is such a process. It is easily adapted to handling fine coal, requires very little supervision when properly installed, and is economical to operate. Flotation separates coal from refuse and fine clay. BETTER understanding of solid surfaces and their associated adsorption products is of both academic and practical value. The study of detergents and their behavior in cleaning surfaces is fundamentally related to the nature of the products adsorbed and their ability to compete for certain surfaces. Similarly in flotation, the nature of the adsorbate before and after adsorption is basic to clear understanding of the process. The recently developed pellet technique1,2 employing infrared spectroscopy provides a powerful tool for the study of solid surfaces. Absorption bands, which are infrared-active, may be observed for adsorbed products. Also any changes in the surface substrate that occur as a result of adsorption may be detected by means of differential spectra. In applying the pellet technique to solids of large surface area, French and his coworkers3 have surveyed the adsorption of organic flocculants on clay minerals, oleic acid on fluorite, and ammonia on cracking catalysts. Recent work on application of differential infrared spectroscopy to the study of solid surfaces' has demonstrated that the difference between a sample and a reference can be obtained with double-beam instrumentation. In this way displacement of surface products, adsorption of new products, and differences in the substrate, if any, may be detected. Experimental Procedure: Potassium iodide pellets were used in this study, prepared from recrystallized analytical reagent grade KI. Grinding was carried out in a Fisher mechanical agate mortar. Two-gram plates containing the solid under study were pressed in a special evacuated die constructed in the laboratory at the University of Utah." Concentration depended on the solid in question. Zinc sulfide and willemite are sufficiently transpar- ent in the infrared region for concentrations as high as 20 mg of mineral in 2g of KI to be used. Zinc oxide is even more transparent, permitting concentrations as high as 60 mg in a 2-g plate. For non-differential operation, however, much lower concentrations (2 to 10mg/2g KI) had to be used. Spectra were obtained on a Per kin-Elmer 21 double-beam recording infrared spectrophotometer. A sodium chloride prism was used giving a spectral range of approximately 2 to 15 v wave length. For differential runs a resolution of 1000 was used and the scanning speed was controlled commensurate with instrument response. The response was checked continuously and each spectrum was repeated several times. For nondifferential runs a resolution of 927 was used. Zinc oxide used was analytical grade oxide fume. The zinc sulfide was precipitated from solution with analytical grade zinc sulfate and sodium sulfide. The precipitate was washed and centrifuged several times and dried. Before use the precipitate was washed in dilute HCl and then treated with saturated NH4Cl to remove any bulk oxides and sulfates. X-ray patterns of the precipitate were comparable to that of the natural mineral sphalerite. Many grindability tests have been made in the Allis-Chalmers laboratory since the tabulated results were last published.' The lists of standard ball-mill and standard rod-mill grindability tests are brought up to date in this paper, and considerable new material is added. This includes a tabulation of open-circuit grinding tests, with impact and compression-crushing tests. The standard ball-mill grindability tests (Table I) were made in a standard laboratory ball mill, 12 by 12 in. inside, running at 70 rpm, with a charge of 285 iron balls ranging from 1½ to 3/4 in. in diameter and weighing 20,125 grams. Seven hundred cubic centimeters of minus 6-mesh stage-crushed dry feed was used, and the circulating load was maintained constant at 250 pct by adjusting the number of mill revolutions for each grinding period. Tests were made at all mesh sizes from 28 to 200, and the grindability is the number of net grams of screen undersize produced per revolution. The table includes 479 tests. It has been calculated that the ball mill does 52.3 joules of useful work on the ore per revolution2 with 93 joules input to the mill. The standard rod-mill grindability tests (Table 2) were made in a laboratory tilting rod mill, 12 in. in diameter by 24 in. long inside, with a wave-type lining, running at 46 rpm. The grinding charge consisted of six I1/4-in. diameter and two 13/4-in. diameter steel rods, all 21 in. long and weighing 33,380 grams. The mill was rotated level for eight revolutions, then tilted up 5' for one revolution, down 5° for one revolution, and returned to level for eight revolutions. It was discharged by tilting downward at 45° for 30 revolutions. Feed consisted of 1250 cc of minus in. stone and the circulating load was maintained constant at 100 pct by adjusting the number of mill revolutions for each grinding period. Tests were made at all mesh sizes from 3 to 65, and the rod-mill grindability is the number of net grams of screen undersize produced per revolution. The table includes 105 tests. The impact and compression-crushing tests (Table 3) are given in a table that is an extension of a previous publication8 in which the method of testing was described in detail. Two equal hammers weighing about 30 lb each were arranged to strike simultaneous blows on opposite sides of the test specimen. Broken pieces of rock passing a 3-in. square and retained on a 2-in. square were set up with the smallest dimension between the hammers, and this distance was measured. The height of the hammers was increased slightly before each blow until the specimen broke, and the foot-pounds per inch of thickness was calculated. Ten pieces

Following the end of hostilities of World War 11, a resurgence of industrial and home building has given impetus to the use of many products of the stone industry. Shortage and high prices of some building materials such as lumber have aided wider acceptance of materials such as concrete products which have been relatively plentiful and which have not risen so rapidly in price. Ingredients for many of these substituting materials come from the stone industries, often from by-products of stone operations. Most of the tonnage of the stone industry in the State of Georgia comes from granite and marble. There are extensive dimension stone operations in granite in the Elberton and in the Lithonia areas. Building and monumental marble from the Tate area has been used throughout the country. Cutting operations in both types of stone have their by-products in faulty blocks and in spalls. In the State there are three large crushed-stone plants utilizing granite, One near Camak, One near Lithonia and one at Stockbridge. All have had excess fines Or in in the past but this excess is largely disappearing with development of new uses. At times this "waste" has amounted to as much as 20 pct of the stone quarried. Handling Of this large tonnage from point of screening out to storage piles presented a costly problem and large areas were taken up by the piles. Crushed 'tone is generally sold with a a narrow margin Of price over cost, so any elimination of disposal cost or increase of income by marketing of by-products is highly desirable. By-products of Granite Dimension Stone It sometimes becomes difficult to differentiate between main product and byproduct. In the cutting of granite dimension stone in the Lithonia district of Georgia, a considerable quantity of remnants of Uneven shape and size is produced. The larger of these pieces have long found use as building rubble, particularly for retaining walls and building foundations (Fig I), They are broken down to one man size by plug drilling and wedging and by hammer. In recent times, demand for this former by-product has grown so that quarries have been opened for the production of rubble as a main product. Local masons have attained skill in using these irregular shapes to form economical and attractive walls. Areas such as Elberton, Georgia, which do not have a large building market nearby, tend to accumulate piles of large pieces of reject stone. When a road job or other local construction offers a quantity market for crushed stone, a portable crusher works this material down to crushed aggregate. Spalls and finer chips from granite stone-cutting operations have generally found their way into crushers and thence to the many uses for crushed aggregate. One company near Lithonia started marketing the smaller by-product crushed sizes for chicken grit about ten years ago. This paper states the theory underlying the design of two kinds of dimensionally scaled models of parts of idealized oil fields. One of these simulates an oil well and its surrounding sand for a distance of 16 ft. radially from the well. The other model simulates linear flow through layered sands. The models are designed to study the desirability of various methods of well completion and the effects of various factors on recovery of oil from layered sands. A practical solution to this problem appears therefore, to lie in the use of dimensionally scaled models of elements of oil fields. The object of this paper is, first, to present the theoretical and experimental basis of the design of such models, and, second, to describe their construction and operation. Experiments now under way on the models already built will yield material for other reports, which will be devoted to interpretation of the results in terms of oil-field behavior. So far, simple dimensional models of two kinds have been built and are being operated. These models represent different parts of an idealized oil field but obey the same underlying theory. The only fluids represented are oil and water, since certain questionable approximations are necessary for gas-liquid systems. General Theory Dimensional models have been used in other fields for a long time, and their theory is adequately given in the literature. 5 Here, it suffices to state that each physical element entering into a dynamic relation may be given a definite description in terms of three fundamental, but arbitrarily chosen, dimensions. From figures presented in the 1941 edition Mechannual, it is estimated that at least 12 million tons of bituminous coal was cleaned in the United States during 1940 by machines using air as the separating medium. One of the current problems confronting the coal-preparation engineer is the dry cleaning of small sizes and slacks. Progress in machine development for the cleaning of small sizes has been slow in recent years in the United States of America; it has been much more rapid in Britain and on the European continent. This paper does not attempt an exhaustive survey of all these developments, and only machines and processes that have found considerable commercial application are cited. Further, no critical analysis has been made of the theory involved in the separation of coal from refuse by processes using air as the separating medium other than that necessary for an understanding of particular machine designs and applications. The possibility of using air for the separation of coal from refuse was recognized early by mining men and many attempts were made to develop commercial machines. The ingenuity of the early experimenters is to be marveled at in view of their lack of knowledge of the theoretical principles involved. As in other arts, practice has largely preceded theory. Yet, science and practice play a game of leap frog, now one ahead, then the other; the careful experimenmenter governs his efforts along practical lines by adapting his experiments to the limits prescribed by scientific laws. Although many inventors have applied for patents for separating minerals by the use of air currents, the literature in regard to coal is meager. Berrisford2 describes briefly some of the early attempts to clean coal without the use of water. Several of the examples cited by him are reproduced herein. Fig. I shows a machine used for grinding and; izing, in which rollers running in a pan with a perforated bottom and fan opening on the side crushed the coal, which was then carried by the air currents to a settling chamber. The heaviest particles dropped out first and the light ones farthest away, as shown. IN an important paper on The Critical Ranges of Pure Iron1 presented at the May, 1913, meeting of the Iron and Steel Institute, Professor Carpenter reports and illustrates the results obtained by him in determining the critical points of some very pure electrolytic iron sheet about 0.01 in. thick. The iron strip was rolled into the form of a cylinder 1; in. long and fn in. wide, weighing 42 g., the thermo-couple being inserted in a small hole in the center. The points Ac3 and Ar3 were readily detected, as well as the point Art, but the point Act was absent from every heating curve. The author concluded from this occurrence that the conception of A2 as an independent allotropic change must be abandoned. At the October, 1913, meeting of the American Institute of Mining Engineers, Dr. G. K. Burgess and J. J. Crowe read a paper on The Critical Ranges A2 and A3 of Pure Iron2 in which they described some extremely important experiments conducted by them at the Bureau of Standards, Washington, D. C. They tested Professor Carpenter's electrolytic iron and detected a sharp and well-defined absorption of heat corresponding to the point Act. Professor Carpenter's failure to detect this point is explained by them on the ground that unless the iron be in a single piece entirely surrounding and in contact with the thermo-couple junction, the thermo-couple will integrate the irregular progress of the heat through the sample and the curves will lose their sharpness. In discussing Messrs. Burgess and Crowe's paper, Professor Carpenter accepted this explanation as probably accounting for the absence of Act in his heating curves.

THE plant of the Boston and Colorado Smelting Company, at Argo, Colo., has not received special notice in technical or scientific publications for some time past. Dr. Peters' described the development of the reverberatory furnace used at Argo, but he dealt almost exclusively with the increase in size and the corresponding gain in capacity. Since the time of his description the changed conditions have led to a modification of the former smelting practice, and this modification forms the basis of the present paper. No claim is made for personal originality in connection with these improvements, in fact, I expressly disclaim any such intention, since nearly every successful step in the development of the process now used at Argo has been suggested by Dr. Richard Pearce at various times during the past 12 years, though perhaps in a different manner of exe¬cution. These changes would undoubtedly have been made before, were it not that many problems of greater metallurgical importance and momentarily of more urgent need thus had to be solved. At the time to which I refer, economic conditions demanded mainly an increase of capacity. Moreover, the determination and placing of exact losses in smelting were not so imperative as they now are. About three years ago, the time of my appointment to the - management of. the works of the Boston and Colorado Smelting Co., the great decline in the price of copper occurred; the Argo plant, in common with all others engaged in the copper-industry, lost heavily in the market-value of the stocks on hand of ore and furnace-products. Added to this was the unfortunate circumstance that the copper-supply of the Argo plant from general sources began to dwindle; in fact, it almost entirely ceased. About this time the smelting-plants in the west-
