The 23rd annual American Mining Hall of Fame Awards Banquet sponsored by the Mining Foundation of the Southwest will be held at the Tucson Marriott University Park Hotel, Tucson, AZ on Saturday, Dec. 3, 2005. The Mining Foundation of the Southwest is a non-profit organization. It educates the public about the mineral industries and reports outstanding accomplishments in the fields of mining and the earth sciences. This year’s inductee, guest of honor and featured speaker at the banquet will be Pierre Lassonde, president of Newmont Mining and resident of the World Gold Council. He is one of Canada’s leading gold analysts.

Separation of Iron Particles from Banded Haematite Quartzite (BHQ) Ore by Selective Magnetic Coating The separation of fine iron particles from banded hematite quartzite (BHQ) has been studied using selective magnetic coating. The BHQ ore assays as 38.9 per cent Fe, 42.5 per cent SiO2 and 1.0 per cent Al2O3. Mineralogically, the ore contains hematite and quartz as the major mineral phases where as goethite and magnetite is present in minor entities. Natural magnetite of very fine size and oleate-magnetite in colloidal form, prepared synthetically in the laboratory are used as the coating material on the surface of hematite particles. The selective coatings of oleate-magnetite on BHQ surfaces followed by magnetic separation studies have indicated that, it is possible to achieve 62.3 per cent Fe with 8.5 per cent SiO2 at 85.4 per cent iron recovery. The recovery of iron values is found to be superior in comparison to the conventional magnetic separation techniques. The selectivity of coating for enhancing the magnetic response of iron particles is achieved by controlling the surface properties of the particle via electrokinetic potential adjustment by controling pH and addition of oleate-magnetite. In the separation process, the effects of pH, magnetic intensity and addition of oleate-magnetite are studied to achieve the maximum grade and recovery of iron values. The optimum separation is observed at pH of 7.5, oleate-magnetite concentration of 0.25 ml/g of BHQ ore and a magnetic intensity of around 0.8 Tesla. The X-ray diffraction (XRD), Infra-red spectroscopy (IR) and UV-visible spectroscopic studies strongly suggest preferential coating of magnetite on hematite surfaces. Scanning electron microscopy (SEM) studies have brought out the semi-quantitative features of BHQ ore. The recovery of iron values from a lean grade ore such as BHQ is carried out looking into the future needs of this ore in India for iron and steel making.

Nevsun Resources Ltd. Bisha Mine Project is a gold and base metal development project in the Gash Barka region of west-central Eritrea. The project has the potential to be one of the largest industrial developments in the country, and Eritreans have no experience in modern mining. Nevsun recognized early that the success of the Bisha Project would require meaningful consultation and engagement with all levels of Eritrean society. Meaningful engagement required not only full disclosure, but also capacity building from government officials at all levels to other stakeholders who live in the nearby communities. This paper describes the approach used to develop capacity and to help introduce a modern mining culture in a country without previous experience in mining.

Mine inspection in Alaska by the Federal mine inspector was somewhat handicapped during 1915,the inspector having to spend a large part of the summer and fall in examining the Matanuska coal field in connection with the designation of the Government reservations and the leasing units in that field. However, in addition to>this work, the mines in southeastern and southwestern Alaska were inspected by both Federal and Territorial inspectors, a considerable number of men near the Federal inspector's officeat Juneau were trained in first aid to the injured and in the use of mine rescue apparatus, the mines of the interior and of Seward Peninsula were inspected by the Territorial inspector, and a suit was brought in the name of the Territorial inspector for the nonreporting of serious accidents under the Territorial inspection law. The work of the Federal inspector was handicapped also by a lack of field assistants. This condition is likely to be serious, as preparations have been made for opening the Matanuska, Bering River, and Nenana coal fields, and a number of permits granting the free use of 10-acre tracts in other fields throughout the Territory have been issued. The need of a comprehensive inspection law and experienced engineers to safeguard the opening of coal mines by operators who are not familiar with coal mining and are using inexperienced help is obvious.

This study provides recommendations for improved safety in underground blasting procedures based on in-mine observations of blasting practices in 30 underground metal, non-metal, and coal mines, and the analysis of blasting accidents since 1970 and existing state and federal regulations pertaining to the storage and use of explosives. Results of these analyses and observations indicate that 1) blasting accidents have declined but are an important contributor to the hazards of underground mining; 2) existing regulations are essentially adequate; 3) greater emphases should be placed on human errors and unsafe practices and the enforcement of existing regulations; and 4) future revisions of these regulations and standards should be organized, and their intent coordinated to eliminate ambiguities.

To understand the reinforcing mechanisms of the fully grouted resin bolt and clarify its performance in weak roof strata, the field monitoring investigation using instrumented bolts has been conducted in a coal mine. The total time of monitoring was around ten months. In the first 8 month period, the rock bolt performance relates to the initial development of the gateroad and subsequent time dependent strata response. After 8 months, the rock bolt performance relates to the effect of the approaching longwall mining operation, up to the point where the measuring station was destroyed due to the mining operation.

Comminution and flotation circuits are frequently perturbed by disturbances, such as feed particle size variations, ore hardness and varying mineral liberation, which can have a significant impact on the recoveries and grades. Although advanced control strategies can neutralize many of these disturbances, few such systems have been implemented at present. One reason is that it is only recently that the requisite sensor systems have been developed and used to control froth flotation systems. Another is owed to the complexity of these non-linear interactive systems. In this paper, a plant-wide control strategy is considered, wherein both unit operations have a single overall control objective. The automated design of the controller is based on an advanced evolutionary algorithm viz., Symbiotic, Memetic Neuro-Evolution (SMNE), for developing neural network controllers in a reinforcement learning framework. A rigorous phenomenological comminution and flotation model was used to develop suitable neurocontrollers, which used all possible sensor inputs and available manipulated variables. The neurocontroller managed to identify optimal or near-optimal operating conditions consistently and showed robust performance in the presence of significant disturbances. The results suggest that evolutionary reinforcement learning offers a very competitive approach towards the development of integrated non-linear controllers for mineral processing plants. The Department of Mineral Resources is the lead agency in mine site environment management and control inNew South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

Introduction During the past 10 years, energy costs in mining have risen from about 4% to as much as 25% of total production cost. When combined with declining ore grades, these costs exert inordinate stress on mine productivity. Industrial engineering techniques have traditionally been aimed at improving manufacturing facilities productivity, but they have been applied to mining as pressure for productivity improvement has increased. These techniques can perform four useful functions for mining operations by improving methods, equipment selection procedures, energy use through scheduling, and managing energy costs rather than being managed by them. This article discusses some of the standard techniques for productivity improvement, and how they can be adapted to perform these four functions. Pre-Production The best time to seek high productivity is when a mine is being planned. During pre-production, when most options are still open, an optimum mine design is achievable. At this time, major equipment selections are made, the layout, material handling systems, and processes are designed, and critical energy source decisions are made. By including explicit energy cost projections, decisions can be made that will save significant amounts of money per ton of ore over the life of the mine. Attention can also be given to often overlooked details such as lighting. Some of the same tools used in new mine planning are applicable to productivity improvements at an existing plant. These tools are the charting and modeling methods that have been developed by industrial engineers over the past 75 years. Energy Consumption Before any analysis of energy consumption can be performed, preliminary work is necessary to find the kind of energy used, how much it costs the plant, and when electrical peaks occur. Past bills should be examined to determine the monthly consumption rate and the cost of each energy type. These data should be adjusted to remove effects caused by production fluctuations or weather. Knowing when electrical peak demands occur is necessary because these determine either the electrical capacity needed or the amount that must be bought. At $500-$800 per kW for construction or $5-$15 per kW per month for purchase, they represent a significant cost. By the time these data are collected, planners should be aware of the importance of energy in the total cost of mine operation, and should have the most crucial time data for electrical peak demand. Flow Process Chart Reducing costs can be accomplished by a thorough look at mine systems and how altering one system causes changes in others. By developing and exercising models of production processes outward to the transportation of the final product, otherwise obscured weaknesses may become apparent. There are tools available for analyzing the mine and its associated systems; one of the most useful is the flow process chart. The flow process chart gives a system analysis of a production procedure by classifying all actions into one of five types: operations, inspections, transportation, delays without paperwork, and delays with paperwork. Operation: In an operation, the nature of something is changed. Examples are blasting, washing coal, and processing matter. Denoted by 0. Inspection: Examining an object for identification or to measure some attribute. Examples are determining whether a drill hole is deep enough, deciding how far to cut under an unsupported roof when operating a continuous miner, or checking the lubricant level on a truck. Denoted bye. Transportation: Moving an object from one place to another. Examples are transporting overburden, moving coal on a conveyor belt, and pumping water. Denoted by =>. Delay without paperwork: A delay that is an inherent part of the system. Examples include idle time of a continuous miner while waiting for shuttle cars or for roof bolting, crushed ore in a storage area waiting for grinding and flotation, and people from one craft waiting for another craft to finish. Denoted by D. Delay with paperwork: A delay that can be terminated only by some written authorization. Examples are coal that cannot be removed until authorized by a bill of sale and transportation orders, personnel records, maintenance, or spare parts. Denoted by V. In practice, the flow process chart is completed after data collection and a detailed examination of the process. Data collection is needed to answer questions on distance, quantity, and time for each of the operations. As the analysis is being performed, each step of the process is subjected to these questions: • Why is the step necessary? • What is being moved? • When does the step take place, and why?

The estimation of the shear stress distribution around an excavation is important to the design of the excavation since shear stresses can generate cracks, loosen grain boundaries or otherwise degrade the mechanical and physical properties of the rock and lead to stability problems. In this study, the distribution of shear stresses in a pillar were back-calculated from the deformation measurements made from the SPDV (Site and Preliminary Design Validation) area at the Waste Isolation Pilot Plant (WIPP) site. A plausible pattern of shear stress around an excavation has been suggested based on the Zero Strain Boundary (ZSB) calculation, computer simulation using FLAC, and back-calculation using measured deformation rates in the pillars.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. To be able to continuously monitor the noise to which underground workers are exposed as a better way to help prevent hearing damage. The Approach: The Bureau of Mines has developed a Time-Resolved Audio Dosimeter which can be worn by miners to record noise level every 30 seconds and store It in a miniature solid state memory. Figure 1 is a photo of the dosimeter. [ ] How It Works: Acoustical noise is picked up by a micro-phone and fed to a sound level meter which produces a d-c voltage proportional to the A-weighted sound pressure level. (As specified by federal regulations, the A-weighted sound pres-sure level approximates the response of the ear by discounting the higher and lower frequency components of the noise.) This d-c voltage controls an oscillator which, together with related circuitry, produces a pulse train having a frequency that's proportional to the noise level.

Efforts to evaluate washery performance are nearly as old as the art of coal cleaning, and in former years there was no uniformity in either the methods used or the basic terminology employed. This situation, and the con- fusion it bred, prevailed until about the time of the First International Coal Preparation Conference in 1950, Largely because of the interest of the French coal research organization Cerchar, the subject of evaluating performance was given prime importance at this conference. As a result, there is now a much greater degree of uniformity in terminology and methods of expressing cleaning results. The International Standards Organization currently is working toward international standards of terminology and methods that should improve the situation even more. The various criteria that are used to evaluate the performance of coal- cleaning equipment fall into three categories, depending upon the extent to which they are dependent on the density composition of the raw coal; some are directly dependent, others are only indirectly dependent, and still others are substantially indenpendent.

This report presents the results of studies of Kennecott Copper Corporation's tailings embankment at Magna, Utah. The stability studies described were performed on only one cross section of the embankment, utilizing; data obtained from drilling, sampling, and testing, which was limited in nature. The main objective of the data collection was to provide background information to support the overall research effort. Because of this limited scope, it is not possible to evaluate the degree of safety or adequacy of the embankment or disposal system, and the information and data contained in the body of this report must be judged in that light. The first part of this report contains discussion of site geology and seismicity, pertinent information on the refuge disposal system, a discussion of the tailings materials characteristics, a summary of the engineering analyses, and A bibliography. The second tart (appendices) contains basic geologic and engineering data supporting the discussions in the first part of the report.

Paper written on project work carried out in partial fulfilment of B. Eng (Mining Engineering) degree The condition of tunnels at Premier has deteriorated to such an extent that an objective viewpoint on what leads to poor condition was required. Poor and untimely development results in schedule deviation, rehabilitation, and increased working costs. The project focused primarily on quality, and not on efficiency. The project gave management guidelines that need to be focused on in order to produce quality infrastructure. The conclusions were reached by doing literature searches, underground site investigations, benchmarking and computer simulations. From the results we can see that, in order to produce good quality tunnels, we have to have the basics working. This was found to be one of the major problems. Firstly, tunnel profiles are not to the design specification and no fixed blast designs existed. After revising tunnel profile statistics, over break increased to 10% (previously 7%) and development metres were 50 m short of target. Blasting was not monitored and designs not optimized for the conditions. Furthermore, geological factors are the main contributor to tunnel failure, although this process is initiated and aided by poor development (overbroken tunnels, incorrect profiles, direction and location) and blast damage. Continuing to develop tunnels in the current manner will cost R 1.5 million in additional costs for loading and supporting overbreak, whilst an additional 1 800 man-shifts will be required. Blast patterns were designed as a starting point for trials, while the implementation of a blast management system, development statistical database, tunnel hand-over procedures and a revision of the bonus system were proposed.

In 1984, the U.S. Bureau of Mines conducted a mineral survey of the Pahute Peak Wilderness Study Area (WSA) (NV-020-621), which covers 57,529 acres in Humboldt County, NV. About 90 percent of the WSA is underlain by Tertiary volcanic and shallow intrusive rocks. Of the remainder, metasedimentary rocks of unknown age are in contact with Cretaceous intrusive rocks in the northwest corner of the WSA. The entire WSA is within an upthrown fault block of the Basin and Range physiographic province. Portions of the WSA, especially south of Pahute Peak (Big Mountain), may be part of an eroded caldera structure. No mines or evidence of major exploration were identified within the WSA. Workings in Copper Canyon, claim blocks along the northwest boundary, and zones of anomalous character as defined by the Bureau of Land Management were examined. No mineral resources were identified, but sample results indicate three significantly mineralized sites, one with indications for zinc skarns in Copppr Canyon, another favorable for precious metals 2 miles south of Copper Canyon, and another area near the northwest boundary with geologic conditions characteristic of molybdenum deposits. Further investigation of these sites is warranted. Petrified wood is present in small amounts near the west central range front.

During recent years, copper and acid production from Nkana Smelter has formed a significant proportion of ZCCM's total output, but a number of problems affecting the smelter over the last decade have only been recently overcome. This paper discusses recent developments in the smelting practice, highlighting some of the operational problems experienced and associated solutions. The smelter performance over the decade is discussed and the innovations in the smelting technology employed to sustain production in the wake of limited re-capitalization are dealt with in detail.
