The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.

The Bureau of Mines performed tests to compare the effectiveness of steam and of water sprays to reduce respirable dust levels at mineral processing plants. By applying 0.22 wt pct water vapor as steam to product material, a 64-pct respirable dust reduction was recorded. By applying the same amount of moisture with water sprays, only a 25-pct dust reduction was recorded. By increasing the moisture content up to0.5 pct using water sprays, the dust reduction was increased to 55 pet, which was still less than the dust reduction achieved by adding less than half that amount of water in the form of steam.

Rolled steel, steel forgings, and steel castings in the Pacific Northwest (Washington and Oregon) are produced principally in the Seattle, Wash., and Portland, Oreg., metropolitan areas. Steel-mill products are rolled from carbon and some alloy &eels by three companies into shapes such as reinforcing bar, rods, rounds, squares, flats, and hot-rolled strips; structural shapes, - such as angles, channels, and I-beams, also are rolled. Carbon and alloy steel ingots are poured and forged at a Seattle plant into ship shafting, drive shafts, billets, slabs, bars, rings, hooks, and other items. Static, shell, investment, and centrifugal castings are produced at 19 steel foundries in a wide range of steel specifications. All Pacific Northwest steel output is based on remelting steel scrap. Local iron ore might be used in the future to supplement steel scrap as a metal source. Ore reduction would probably be achieved by methods other than the blast furnace. Current melt-shop practice and problems are basically the same in Pacific Northwest steel plants as in cold-melt shops in other parts of the country. Quality steel production is receiving more emphasis in this region with the installation of modern analytical equipment and vacuum pouring and melting facilities.

Treated effluent from the Clean Water Coalition (CWC) member agencies is currently discharged at an annual average rate of 6,570 l/s into the Las Vegas Wash, and is increasing annually. As the effluent flow increases, the nutrient loading of the treated effluent will approach the maximum limits allowed under the current regulations. To manage this flow while maintaining water quality in Lake Mead, the CWC is implementing a 44-km-long conveyance system. This paper discusses the geological and geotechnical aspects of the 13.4-km-long tunneled section through the River Mountains and their effect on design. The tunnel alignment traverses a heterogeneous package of volcanic and sedimentary rocks exhibiting widely variable rock conditions.

This report is principally concerned with the engineering and economic feasibility of area surface coal mining systems other than draglines. This analysis evaluates shovel/ trucks, shovel/crusher/conveyors, and shovel/rail excavation and haulage systems for an assortment of geologic environments and production rates in the Powder River Basin (PRB). Shovel/trucks, front-end loaders trucks, and shovel/crusher/conveyors were studied in a multi-seam, dipping geologic area of the Four Corners Region. The Texas lignite engineering and economic research involved bucket-wheel excavators (BWE), BWE/backhoes, and scraper/backhoe combinations for overburden and coal excavation. The PRB truck/shovel study utilized the most recent computer simulation available in both the design and cost analyses. Detailed engineering analysis, followed by in-depth operating costs (operating and depreciation), result in a complete evaluation of each mining system. Cost comparisons of the different mining systems under similar geologic and production constraints are presented in the report to illustrate the estimated capital investment and production costs per ton of coal and bank cubic yard of overburden.

A two-phase program evaluated commercial proximity warning devices and then served to design and develop an automatic electrostatic field strength measurement device with improved performance. The Phase I program consisted of test and evaluation of three commercial proximity warning devices, all of which operate on the principle of electrostatic field intensity measurement for determining proximity to high voltage power lines. Performance testing of these devices utilized full-scale cranes and power line systems and a scale model facility. The evaluation results were reported in the Phase I report entitled "Evaluation of Proximity Warning Devices" dated 22 February 1980. Under the Phase II program, a microproressor-based data acquisition system was designed and developed to collect and measure field strength at distributed points around the crane boom. This unit (referred to as the Distributed Sensor AC Electrometer) measures the field strength about a crane boom using 17 distributed sensors. Keyboard control is provided for the equipment operator. Measured field strength values are displayed on a line printer and recorded on magnetic tape. Laboratory testing of this unit demonstrated performance characteristics and field strength measurement accuracy within the design goals. A Phase III measurements program is proposed using the AC Electrometer to map the field strength contours about power line configurations.

he flotation studies on hematite were carried out using di (2-ethylhexyl) Phosphoric acid (D2EHPA) as the collector. The possible mineral reagent interaction was studied through electrokinetic and dissolution studies. The shift in zeta potential (PZC) and decrease in dissolution of iron in the presence of D2EHPA indicated that D2EHPA was specifically adsorbed on hematite surface. The adsorption imparted necessary hydrophobicity for flotation of hematite. Hematite could be floated selectively from hematite and quartz synthetic mixture. The corrosion behaviour of a low carbon steel was investigated in synthetic seawaters with and without Sr2+. It was found that strontium substitutes for calcium in aragonite, rather than precipitating as discrete strontianite (SrCO3). The aragonite deposits that formed in the presence of Sr2+ were finer than those that formed in the absence of Sr2+. It is believed that an increase in the strontium content of aragonite induces a decrease in its solubility, which in turn results in a higher nucleation rate of the precipitates. Furthermore, the growth rate of aragonite is decreased by the presence of Sr2+in the solution. It is concluded that Sr2+is an essential ingredient in any artificial seawater when calcareous deposits are investigated on steel. The effects of microwave treatment on the floatabilities and magnetic susceptibilities of some sulfide minerals, namely, pyrite, chalcopyrite, galena and sphalerite, were studied. Pure mineral samples were prepared in -425+212-µm, -212+106-µm and -106+38-µm size fractions. Microflotation and magnetic separation tests were carried out on the samples after microwave treatment at 600, 950 and 1,300 Watts for 5, 20, 60, 90, 120 and 240 seconds. The maximum temperature values of the samples were measured during the microwave treatment, and possible altera-tions on the mineral surfaces were determined by X-ray diffraction (XRD) analysis. The effects of microwave treatment are discussed based on the result of microflotation and magnetic separation tests. The results revealed that pyrite, chalcopyrite and galena were heated very quickly and that their surface temperatures reached ~700° to 900°C, while the temperature of sphalerite reached only ~130°C. The floatability of pyrite, chalcopyrite and galena were decreased when microwave energy and the duration of treatment were increased, owing to oxidation of the mineral surfaces caused by relatively high temperature. As expected, there was no change in the floatability of sphalerite. The magnetic properties of pyrite and chalcopyrite were improved by the increase in microwave energy and the duration of treatment to such an extent that 90% of the feed separated as magnetic product. But no change was observed in the magnetic properties of galena and sphalerite.

A technique was developed for sampling and analyzing airborne dusts in diesel-operated, underground, metal, and nonmetal mines. Samples were taken using personal respirable samplers, operated as area samplers, and an 11-stage cascade impactor. Real-time particle size distribution and concentration measurements were made with a quartz crystal micro-balance cascade impactor and a portable electrical aerosol analyzer. The materials characterized were minerals (by XRD), elements (by XRF), particle size distribution and concentration (gravimetrically), and organic constituents (by HPLC). The method was used to characterize dusts generated at the chute pulling operations on the main haulage level of an underground tungsten mine. Analysis showed that respirable dust concentration ranged from 0.8 to 2.3 mg/m3. It consisted of silica (3-7%); organic constituents from diesel exhaust (0.11-0.31 mg/m3 equivalent airborne concentration); and mineral dust (39-100%). The remainder was diesel exhaust particles. It was concluded that size selective sampling may be used to estimate the ratio of diesel exhaust to nondiesel dusts in the respirable fraction.

In 2009, Peter Munro and Peter Tilyard examined the “human capital” in the mineral processing sector in a paper entitled Back to the Future (Munro and Tilyard, 2009). One of their major concerns was a general decline in technical skills and process knowledge, exacerbated by lack of appreciation of the impact this can have on process plant performance and, ultimately, profitability or sustainability of the industry. There are many reasons for this decline, not least of which are the work schedules of today’s metallurgists which have a very different balance between technical and non-technical responsibility than those in the past. However, a shift towards a more technical focus has potential to deliver a range of benefits for industry at large and for the individuals in it This paper discusses some options for development of core metallurgical and process engineering skills that can be used by graduates, employers and training providers.Key skills are identified and mapped against available opportunities for development, such as existing graduate programs, on-the job training and external courses. The authors also review a number of past and present high-quality graduate development programs, including the graduate development program in place at Mount Isa Mines in the 1980s and the Anglo Platinum Graduate Development Program (AGDP) currently operating in South Africa.

The VoD of non-ideal explosives depends on the charge diameter and the thickness, strength and sound velocity of the confiner. VoD measurements are made to evaluate explosives for development, quality control and prediction of field performance. In testing, the container is part of the explosive system and affects the measured VoD. Pipe testing in cardboard tubes delivers the best guide to unconfined critical diameter and minimum VoD range, but the thickness of the pipes affects the result close to critical diameter, even in emulsions. PVC pipes are not good for unconfined test work because they provide relatively strong confinement. Care must be taken to select pipes with constant relative pipe area across the range of diameters. Where pipes are used to evaluate the effect of confinement, the ratio of the wall thickness relative to the thickness of the detonation driving zone in the explosive needs to exceed 0.5 to create full confinement and the ratio of the detonation velocity to the confiner wave speed must be considered. Estimates for critical thicknesses are provided from Non-Ideal detonation models. The relationship between confinement modulus and VoD is discussed and indexes are suggested for quantifying the explosive performance.

In 1984, at the request of the Bureau of Land Management, the Bureau of Mines studied 9,600 acres of the 12,350-acre Antelope Creek Wilderness Study Area (MT-065-266) in order to evaluate its mineral resources. Within this report, these 9,600 acres are referred to as the study area. The Antelope Creek Wilderness Study Area, Phillips County, MT, adjoins the north end of the Charles M. Russell Wildlife Refuge. Considered part of the Missouri River Breaks, the area straddles the edge of a thrust fault zone that has deformed the Mesozoic strata in the west half of the area. Shale, siltstone, and sandstone of Cretaceous Age are exposed in the area. Coal beds averaging 3.0 ft thick occur in the Judith River Formation. About 0.20 million short tons of coal were mined from the Judith River Formation adjacent to the west boundary of the area; no production is known in the study area.

Modern advances have led to sweep and multibeam bathymetric surveying techniques that yield three-dimensional images of the sea floor and have also produced high-powered personal computers with which to control the data and analyse the results. At Sydney, in Nova Scotia, the topography of the sea floor over the longwall workings was observed before and after mining with a precision echo-sounder in 1987-89, with sweep bathymetry in 1993 and with multibeam bathymetry in 1994-95. The results of the latter programme produced what was probably the first observation of a complete three-dimensional subsidence trough over a longwall panel 2 500 m x 168 m. The subsidence has been quantified to a sufficient degree of accuracy to allow simple trend analysis, which has shown that the pattern and shape of movements are similar to those found elsewhere but with significantly smaller maximum subsidence. The research objective was to determine the effect of vanadium alloy additions on the oxidation behavior of cobalt-nickel Alloys. Eighteen alloys were reacted with 0 2 at 0.5 arm and 1,351°, 1,389°, and 1,429° K. The alloy compositions consisted of Co-Ni master alloys (0, 22, 50, 70, 91, and 100 wt pct Ni) with V additions of 0, 0.9, and 2.7 wt pct. Large early deviations from, or changes in, the parabolic rate constant were encountered, but the reaction rate in most cases declined approximately in accordance with the parabolic rate law. Relatively, the vanadium degraded the oxidation resistance most at the highest nickel contents. In some cases, melting of the oxide was inferred from microscopic evidence and X-ray diffraction measurements disclosed the presence of low-melting vanadates.

This paper reviews the formation of the Canadian Mining Education Council (CMEC) and its terms of reference. CMEC considers that Canada?s mining schools represent a distinct competitive advantage to the Canadian Mining Industry. The core objective of CMEC is to reinforce the links between the constituent schools and their individual Industry Advisory Committees. The latter traditionally provide the schools with a great deal of guidance on a range of planning issues, including recruitment, curriculum, research and infrastructure. Beyond those bounds CMEC intends to improve its ability to network with the industry and government. It is concerned overall with the objective to raise the quality and level of its educational and research contributions to meet the needs of industry and society.
