THE HELIUM ACT (50 Stat. 885; 50 U. S. C. 161,163-166), as amended, places the responsibility for conserving, producing, and selling helium upon the Secretary of the Interior, acting through the Bureau of Mines-the only producer of helium in quantity in the world. It operates 4 plants-I each at Amarillo and Exell, Tex.; Otis, Kans.; and Navajo (Shiprock), N. Mex. The demand for helium has increased steadily since the decline immediately after World War II and is expected to exceed the capacity of the present plants in the near future. The Congress has appropriated $6,000,000 far constructing a new plant. In addition to providing additional capacity to meet increased demands for helium, the new plant will enable the Bureau of Mines to better conserve the helium in, the Government-owned reserves at Amarillo and Navajo.

This report discusses the development of a mathematical model that describes the flow of methane only and methane and water in a coal bed during mining operations. Because of the complex geometry, boundary conditions and fluid properties, the model is based on a numerical solution to the equations describing flow. The goals for the development of this model and requirements to which it complies are for the most part expressly stated in Request for Proposal No. 50110752. In addition to the capabilities specified under the scope of work the model can handle an anisotropic porous medium and a source term has been added which will simulate, somewhat, the effects of desorption. This term will be pressure dependent. The effect of time on such a term is only taken care of in the change of pressure with time. This source term will have the dimensions of Mcf/day/Mcf pore volume. It will be a part of the input data to be supplied by the user and will be entered as a table of rates versus pressure. These models consider the fracture system as the main porosity. All computed results pertain to the fractures. The source term mentioned above represents the flow from the matrix porosity into the fracture. Such flow should be small compared with the flow between fractures since these models handle only one porosity structure system.

This case study details the process that was used for project planning and permitting for the Greens Creek Mine, located near Juneau Alaska, as seen through the eyes of one of the primary environmental consultants. This case shows how a Company could involve the public and the agencies in the early 1980's and develop a project sensitive to concerns expressed with a high level of environmental protection. Comparisons are made to the current environmental permitting situation. Initial baseline studies performed during the exploration phase provided helpful information for more detailed environmental work in 1980-1981 as planning and permitting formally got underway. Since the mine was in a National Monument and abuts up to a designated wilderness, the Monument Manager administered the project for the lead agency, the USDA Forest Service. Planning and permitting progressed smoothly to a Final Environmental Impact Statement (FEIS) in 1983. Metal prices were depressed when the FEIS was completed and the project permitting proceeded slowly. Ownership changed several times in the mid-1980's. New owners re-evaluated the project and suggested five changes that required a supplemental EA prior to development. The project was fully permitted and started construction in 1988. Operation began in 1989. Today the environmental process in southeast Alaska is now much more complex, detailed, expensive, and time consuming than in the early 1980's. Significant issues discussed that may impede development and operation include overlapping agency jurisdictions, personal agendas of agency staff, conflicts between agencies that impede project progress, changing regulations, and a well organized environmental opposition.

Jet grouting has increasingly become a ground improvement technology used to address seepage concerns and provide strength improvement to soils underlying dams. The technique of jet grouting uses high pressure/volume jet fluids to erode existing soil, evacuate some or most of the soil, and mix the remaining cuttings with cement slurry to form soilcrete. While considered a useful technology, this paper discusses some of the problems that can develop while jet grouting in or below a dam with an operational reservoir and seepage condition. Jet grouting experience at Tuttle Creek Dam indicates concerns with respect to ground fracture; spoil return, column diameter consistency, and homogeneity of resulting soilcrete. Recommendations are presented to increase monitoring of downhole parameters during jet grouting to better understand the downhole pressures and soil response during jet grouting.

The bulk of the world?s platinum production originates from the Merensky and UG2 reefs within the Bushveld Complex, South Africa. Both the Merensky and UG2 reefs are disrupted by faults, dykes, potholes and iron-rich ultramafic pegmatite bodies (IRUPs)?features that impact negatively on production, planning and safety. It is therefore advantageous to know of their presence and geometry ahead of mining. To date, no geophysical technique has been successfully applied to the routine mapping of mine-scale potholes and IRUPs. These disruptive features may vary from a few metres to several tens of metres in diameter. In this paper the applicability of in-mine electrical resistance tomography (ERT) to map potholes and other disruptions to the continuity of the Merensky and UG2 reefs ahead of mining is demonstrated using two case studies.

Minerals have played a prominent role in the affairs of man and nations since time immemorial but with the advent of the industrial revolution, expanding use of the products of the mineral kingdom became synonymous with the material progress of mankind. Individuals and business groups have recognized this fact so have been aggressive in searching for and utilizing mineral resources, with notable success. Indeed, their achievements are primarily responsible for the present Machine Age. On the other hand, until recently the body politic has failed to grasp fully the essentiality of minerals although, at times, access to mineral supplies has been an important factor in the political maneuvers of nations. This chapter is concerned primarily with the broader political and economic relationships of mineral resources to the world economy, and with the internal and external actions of nations in the field of minerals. Many factors that condition the mineral economy of regions and the world as a whole, influence the internal and external affairs of individual nations. The more important of these are: 1. The nature of man's dependence on minerals. 2. The problems resulting from the unique characteristics of mineral occurrence. 3. Geopolitical concepts. 4. Minerals and world power. Actions of individual nations affecting their mineral economy seek two basic objectives: 1. Attainment and maintenance of prosperity. 2. Military security. Other objectives may be cited but on careful analysis they become integral parts or extreme phases of the two points noted above. For example, the twentieth century aggressions of the USSR, Germany, Italy, and Japan might be considered as direct bids for world power but they also can be interpreted as exaggerated or mistaken efforts toward military security and peacetime prosperity. It has been approximately four years since IARC reclassified crystalline silica as a “Group One” substance. Since that time, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease and several aggressive campaigns have been developed to increase awareness of silica dust related problems in the industrial environment. New analytical techniques are being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper will discuss the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists, and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

[The Bureau of Mines has conducted a field hydraulic fracturing experiment to determine the preferential orientation of induced fractures in oil shale at a depth of about 400 feet in the Green River Basin of Wyoming. The hydraulic fracturing treatment was performed by injecting extremely viscous water-base gel and 8- to 12-mesh sand into the oil shale through straddle packers set in an impermeable section of smooth-walled, 6-1/4-inch-diameter open hole. An impression packer proved that a horizontal fracture, which has an average width of about 1/2 inch at the borehole, was induced. A corehole drilled 100 feet from the fractured well intersected the fracture and confirmed its horizontal orientation. Because a horizontal fracture was successfully initi¬ated, it is inferred that the creation of multiple, closely spaced horizontal fractures may be feasible in Green River Basin oil shale.]

This publication contains analyses and related source data for 269 natural gas samples from wells and pipelines in 18 States. All of the samples were obtained and analyzed during, calendar year 1979 as a part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 The results of the investigation of the occurrences of helium are published annually to make the information available as soon as possible to the gas industry and the general public. Its effectiveness in this connection has been demonstrated not only by research but by actual coal-mine explosions in which hundreds of lives have been saved because of its presence. In a general way this paper gives pertinent facts concerning rock-dusting practices in the United States. Information has been obtained from many reliable sources, and various coal-mining companies have furnished data on cost and other details.

This report is volume 5 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report describes the Subsidence subsystem of the Master Design Simulator. This subsystem uses the finite element method to simulate ground movement caused by an advancing mining face in an underground coal mine. The model is structured around the concept that the ground mass is a layered media of different thicknesses and material properties. Gob areas are considered to be unfilled with broken rock at the beginning of mining. After mining starts, the gob areas are filled with broken material which provides resistance to the lowering of the overlying strata. The model is tied to the Geology and Reserves subsystem, but it can also operate as a free standing routine. A case study is presented illustrating the application of the model. A detailed user's manual, including a program listing, is included in the appendices.

"In 1973 Brenda Mines Limited first investigated the potential use of a process computer to aid in the development of a control system for the concentrator grinding circuit. This initial study and its results are reviewed (1) in a previous paper.Since that time the computer system and its applications have been expanded. After the initial success of grinding circuit control, a second process computer was purchased to function as a back-up device. The two processors are currently operated in a foreground-background mode which allows extensive use of the computing facility for engineering and development work as well as operator training.Because of the relative ease of expansion, the computer has been incorporated into a flotation control system as well as an electrical peak power savings program.It is the purpose of this paper to review the successful application:; of the process computer and to indicate applications which are envisaged for the future."

This report analyzes electrical accident data in the metal/non-metal mining industry. Accidents are categorized to determine their root causes. Special attention is given to accidents associated with inadequate or defective grounding of mine power systems. Recommendations are made concerning proper grounding practice, especially for dredges and for quarries in hard rock or sand. The costs of instituting the recommended practices are estimated for model mine power systems which are based on field data obtained from 37 mines and several electrical contractors. The expected benefits of various suggested safety practices are also estimated.

The Bureau of Mines developed and evaluated a detecting and sorting device to separate the copper-bearing portion from the barren portion of Michigan native copper ore in the minus 4- plus 1-inch size range. Small-scale sorting tests were also conducted on minus 1- plus 1/2-inch material from the Centennial No. 6 mine, using a previously developed system that was modified to increase sensitivity. Results showed that, with the added sensitivity, 85 to 90 pct of the copper in the minus 1- plus 1/2-inch material could be recovered in about 50 to 60 pct of the fraction. Sorting tests on minus 4- plus 2-inch and minus 2- plus 1-inch fractions from the Centennial mine were conducted with the large sorting system. Results showed that 86 to 93 pct of the copper was recovered in 43 to 64 wt-pct of the sorted fractions. Combining of concentrates from the two fractions resulted in a recovery of 90 pct of the Popper in 55 pct of the weight. The composite concentrate contained 2.40 pct copper, and the tailing analyzed 0.33 pct Cu; the head sample assayed 1.46 pct Cu.

The object of this report is to present certain pertinent data on the physical and chemical properties of South Arcot lignite and to present the results of several special tests to show how the raw lignite can be upgraded to superior fuels for certain special uses. The Bureau of Mines Branch of Coal Technology laboratories at Denver have advocated the drying and carbonization of all low-rank fuels for special uses and have introduced and developed new techniques for upgrading and refining noncoking coals. Application of these techniques to the South Arcot lignites was the object of the investigation, and this report presents significant data necessary for planning a fuel program based on utilization of dried and carbonized dusts. In general, the South Arcot lignite is similar in chemical properties to the high-moisture lignites found in the United States and has some physical properties similar to Australian brown coals. The samples submitted for test had lost moisture before delivery to the laboratory, and it has been necessary to estimate the analysis of the lignite in place in the mine. Various observations made in India by qualified technicians indicate that the bed moisture content of the entire seam is in the range of 54 to 56 percent. For estimating purposes in this report, the bed moisture content has been taken as 56 percent and the ash content of the fresh coal as 2.5 percent. El presente trabajo describe el manejo de las herramientas de calidad que aportan a la reducción de riesgos en la compañía minera La Poderosa. Para determinar los defectos, causas y consecuencias, es necesario conocer el procedimiento de control de los mismos a través del diagrama de Ishikawa o el ciclo de PHVA. Esta metodología permite encontrar la solución a los problemas dentro del aseguramiento de la calidad, seguridad y productividad de una empresa, así como establece la fuente de la causa de los accidentes por lesiones, como de los daños a la propiedad privada. En consecuencia, su aplicación se ha estandarizado en las áreas de seguridad y medio ambiente de dicha minera desde hace dos años, obteniendo resultados muy satisfactorios como el Premio Nacional de Seguridad en minería subterránea otorgado por el ISEM.

Circulating Air Classification of Manufactured Sand Due to environmental concerns, the supply and use of natural gravel has been limited by the Swedish government. The Swedish concrete industry is therefore examining manufactured sand as an alternative that has equal or better product quality, and which the Swedish quarry industry already has the ability to deliver. However, in order to comply with the specifications set by the concrete industry, a better means of classification is needed, as the proportion of fine particles (filler) smaller than 63 - 125 ¦m in size must be reduced. One classification technology that meets the requirements may be air classification. This paper examines the process of circulating air classification, which is not yet commonly used in the Swedish quarry industry; suggesting that a better understanding of the process is needed. The circulating air classifier in this study has two internal machine parameters that can affect the separation point; namely, the speeds of the circulating fan and the separator fan. We study their effect on the separation point as well as the interaction between these parameters. Full-scale parameter tests are also conducted, in which size distribution is measured before and after the circulating air classification. This study shows how the different parameters affect the separation point and that it is possible to produce manufactured sand according to specifications. Computational fluid dynamics (CFD, Fluent) is used to study the internal flow of the air circulating within the classifier. A single-phase study of the flow field is conducted to support and explain the findings from the full-scale tests.

The Bureau of Mines has investigated methods for the recovery of byproduct heavy minerals from sand and gravel operations in Oregon and Washington. These heavy minerals are not currently recovered except for gold in a few areas. The recovery of byproduct heavy minerals would provide a domestic source of minerals presently imported, and a more efficient use of domestic resources would be accomplished. Samples from more than 40 locations were treated by gravity separation to yield heavy mineral concentrates (black sands). Magnetite, ilmenite, zircon, rutile, chromite, platinum-group minerals, radioactive minerals and gold were identified in the concentrates. Individual zircon, ilmenite, chromite; magnetite, and gold products were recovered from selected concentrates by low-and high-intensity magnetic, high-tension, and heavy-medium separation techniques. The recovery for the individual mineral products ranged from 67 to 95 pct.

Chalcopyrite concentrate was flash-oxidised in a laminar-flow furnace in oxygen-nitrogen atmospheres that ranged in composition from N2 to N2 + 50 vol% O2. Gas pre-heating temperatures were 500-1100 degrees C and four particle-size fractions were studied: 28-38, 38-44, 44-62 and 62-74 micrometres. The effect of the residence time of the particles on sulphur removal was studied in the range 0.1-0.35 s. Scanning-electron microscopy combined with energy-dispersive analysis and back-scattered electron analysis was used to determine the morphology and mineralogy of the reacted particles. Total desulphurisation was achieved under the most oxidising conditions. Particles were observed to undergo fragmentation during oxidation, the violence of this depending on the iron and sulphur contents and the original particle-size fraction. The melting and/or reaction stages of the particles under different conditions were studied in powder samples. Polished sections were examined to follow the development of porosity and the mineralogy of the particles. A model for the fragmentation process is described
