Despite the assertion above, this paper is not about to provide delegates with the answer to whom they ought to consult or identify the expectations that Maori might have in regard to the consultation process. It would be a very brave person indeed who would venture an opinion on such a sensitive subject. There are no short cuts to finding out what expectations Maori might have on any given situation. Nothing can be taken for granted. What this paper will attempt to do however is provide practical insights into what might be on the minds of Maori interests as they deal with the issues associated with mineral resources, particularly those under Treaty of Waitangi Claim. The Treaty of Waitangi has a significant bearing on the current debate between Maori and the Crown regarding ownership of mineral resources in New Zealand. The Waitangi Tribunal is currently hearing a case presented by a number of Iwi over the ownership of oil and gas resources in Taranaki and Hawkes Bay. Others will follow. The Crown and Maori have never been able to settle differences over ownership rights without resorting to legal action and it looks like this scenario is about to be repeated in regards to minerals. The Crown has a duty to actively protect the Maori interest. This is a fundamental expectation in the relationship between Maori and the Crown. In the case of minerals, Maori have yet to see the Crown do its duty. The impact on developers has become evident through Maori objections to consent applications as the issues of mineral right remain unresolved.

Although ASARCO Incorporated, the only domestic producer, had terminated copper smelting operations and associated recovery of byproduct arsenic trioxide at Tacoma, WA, in 1985, it shipped small quantities of both trioxide and metal from its remaining stocks in 1986. Imports for consumption of arsenic trioxide increased significantly, owing to increased demand for arsenical wood preservatives and the decrease in domestic shipments of trioxide. Prices remained unchanged throughout the year. Development of gallium arsenide integrated circuits, important in advanced military and commercial electronics circuitry, continued to gain momentum during 1986. Domestic Data Coverage.-Shipments of small amounts of arsenic trioxide and metal from remaining stocks by Asarco were reported voluntarily to the Bureau of Mines.

Introduction Argyle is located in the Kimberley region in northwest Australia (Fig. 1). It is a significant diamond discovery by world standards and is the first major diamond find in Australia. The deposit consists of a pipe and associated alluvial deposits. Before the 1970s, diamonds were known to exist only sporadically in Australia. They have been found occasionally in association with gold deposits in Western Australia. There is a small deposit near Copeton in New South Wales. Some alluvial occurrences have also been found in Victoria, South Australia, and New South Wales. The first indicator minerals in the Kimberley region of Western Australia were discovered in January 1973. Production from the alluvial deposits at Argyle began in 1983. A $430-million construction program to develop a mine and treatment plant capable of producing 25 million carats per year was completed in December (1 carat = 0.2 grams). Ownership and management Participants in the project are known as the Argyle Diamond Mines Joint Venture. The group consists of CRA Ltd., 56.8%; Ashton Mining Ltd., 38.2%; and the Western Australian Diamond Trust (formerly Northern Mining Corp.), 5%. The project is managed by Argyle Diamond Mines Pty. Ltd., a wholly-owned subsidiary of CRA. Marketing is undertaken separately by the Western Australian Diamond Trust and by Argyle Diamond Sales Ltd. (for CRA and Ashton Mining groups). History Ownership of the Exploration Joint Venture has changed over the last 12 years as various parties changed their shareholdings. The original Kalumburu Joint Venture was formed in 1972 with five participants, each holding a 20% interest. By 1983, a number of ownership changes had occurred. The end result is that two original participants have sold out. CRA now holds a 56.8% share and the Ashton Mining Group holds 38.2%. CRA also assumed project management in January 1977. Table 1 demonstrates the long lead times involved in developing a project.

INTRODUCTION The classification system for German coal mining is the result of approximately 100 years of experience in roadway development and longwall mining. It is also based on different research projects covered by national and European research programs. Over the past 30 years, more then 600,000 m of road-ways have been driven and employed for mining activities. To properly describe the German rock mass classification system, therefore, it is useful to take a look at the main geomechanical preferences and common support systems. The decision about the most effective development technique and support system is based on a synthesis of rock mass classification and geomechanical analysis. The properties of surrounding rock, the in situ stress, and the influence of mining activities in several seams at each German mine must be considered for the evaluation of the expected deformation of the roadway. The mine layout, the requirements of ventilation and fire prevention, as well as the need to maintain emergency escape routes for the miners, require that the gate roads remain usable after the passage of the longwall face in most cases. Moreover, the gate roads must be maintained despite the high stresses that are applied during longwall retreat mining. Therefore, gate road design must address a broad spectrum of potential deformation environments. In the past, when gate roads were supported solely with yielding steel arches, lithologic descriptions of the surrounding strata conditions were adequate for the dimensioning of support and the prediction of the roadway deformation. The current conditions of multiple-seam mining at depths of up to 1,700 m require combined support systems, including pattern bolting and backfilled steel arches. Rock bolt support is used for development, after which (typically 50–100 m outby the face) the steel arches are installed and backfilled with building material (concrete) in order to achieve an optimized development rate. The rock mass classification system described below was developed especially for the conditions of German hard-coal mining. It includes the stress distribution caused by multiseam workings (including crossing goaf edges of former longwalls), as well as in situ stresses due to greatdepth and the presence of tectonic faults. It is based on the evaluation of four parameters: • Geotechnical analysis of drill cores • Geotechnical observation of the development face • Geotechnical classification of tectonic structures (faults) • Standard classification derived from geotechnical assessment and evaluation of stress conditions (using numerical modeling for stress calculation) ROCK STRENGTH One of the most important input parameters for describing strata conditions is the strength of the rock. The German classification system is based on a description of lithotypes. This method has been used successfully since the 1950s and is based mainly on the uniaxial compressive strength (UCS) of the material. An evaluation of the rock strength observed in a survey of approximately 82,500 samples of rock core yielded the results shown in Figure 1. The three most common coal measure rock types are mudstone, siltstone, and sandstone. Each shows a specific mean UCS level and a different spread between the minimum and maximum values. Sandstones, in particular, have a wide spectrum of compressive strength, ranging from approximately 40 MPa to greater than 130 MPa, with an average of 85 MPa. "Refiners are generally considered solely as fuel producers, but actually they also comprise a group one of the largest consumers of fuel. For example, during the year 1929 the refineries-burned 51,544,000 barrels of oil as fuel, or the equivalent of over 5 per cent of the crude oil processed in that year. In addition enough other fuels - coal, natural gas, refinery or still gas, and petroleum coke - were utilized to raise the total fuel consumption based on B. t. u. equivalent to more than 10 per cent of the heat value in the total crude oil run to stills. Refineries utilize fuel chiefly as the heat-forming element distillation, but also under-boilers in the formation of steam used in refining, for the heating of buildings, and in the generation of electricity.In the early days of refining, the problem of fuel utilization and fuel economy was of scant importance to the refiners. Margins of profit were comparatively high and the major portion of the operatros1 attention was directed toward increasing their throughput. However, the keen competition that has prevailed in the refining industry over the past five years or more has taught the refiners that their expenses, one of the largest items of which is the cost of fuel, must be curtailed. Thus in 1925 the refiners used an average of 829,000 B. t. u. to refine a barrel of crude oil, wheras by 1929 this average had been reduced to 639,000 B. t. u., a decline of 23 per cent (see fig. 1)Since 1925 oil has ranked first as a refinery fuel (see fig. 2). The use of natural gas increased during 1926 and 1927 but declined in 1928 and 1929. On the other hand, the use of refinery gas has grown rapidly in importance. Coal has shown a steady decline in use at refineries since 1925. Petroleum coke has never supplied more than a very small fraction of the total fuel requirements, although there has been a steady increase in its use."

"Seven lithologic units, informally characterized, were recognized in the vicinity of the Montauban orebody. The first five lie in stratigraphic order. From structural bottom to structural top these are: (1) grey composite gneiss; (2) dark grey quartz-biotite gneiss; (3) quartz-biotite-garnet gneiss hosting several calcareous, aluminous and magnesian members and gold mineralization; (4) light grey quartz-muscovite-(sericite)-biotite gneiss; and (5) metabasafts. The last two intrude the sequence: (6) amphibolite dykes and (7) pegmatite veins. The orebody lies on the inverted limb of an overturned synform verging to the west with the metabasafts marking the core of the fold. As the foliation is folded, this fold is attributed to deformation ""D2""; deformation ""DI"" being responsible for the formation of the foliation. A late brittle deformation developed shear zones with probable strike-slip motions. The refined stratigraphy and the identification of the structural position of the orebody provide new tools for regional interpretation and prospecting.RESUMESept unités lithologiques ont été définies informeffement à proximité du gisement de Montauban. The south west area of Cyprus has a long history of slope instability problems. The location and extent of these landslides has been influenced by ground morphology, geological structure and the presence of weak rocks and cohesive soils. The main triggering mechanisms have been precipitation and/or seismic events. Landslides have contributed to the decision to relocate villages and considerable efforts have been put into maintaining the integrity of the local transportation network. This paper uses a recent case study of road embankment failure near Pentalia in southwest Cyprus to review the available tools for the analysis of slope instability. It further demonstrates how the shear strength reduction technique can be used in a finite element analysis to better visualise the slope instability mechanism of a road embankment and provide a reliable tool in selecting appropriate remedial measures.

The US Geological Survey (USGS) is currently conducting a coal resource assessment of the coalbeds and zones that are projected to provide the bulk of the nation’s resources for the next few decades. The Pittsburgh and Upper Freeport coals are the first two beds in the northern and central Appalachian basin region to undergo fully digital coal assessments. The bed-specific assessments are being carried out in partnership with the state geologic surveys of West Virginia, Ohio, Pennsylvania and Maryland. Comprehensive stratigraphic and geochemical databases have been developed for both of the beds. The extent of the bed with mined areas, structure contour, isopach, and overburden thickness maps for the Pittsburgh coal bed have been released as USGS open-file reports.

Geotechnical input is interwoven into the mining process at George Fisher South Mine from the planning and design of working areas to the closure of worked out areas and maintenance of life of mine and long term excavations. The methodology used consists of a mixture of application of established theoretical principles and guidelines derived from successful historical experience. In the development stage, including long term infrastructure excavations, the process takes into account the expected life of the excavation, usage and expected stress changes during its life span. On the stoping stage, the design process takes into account the local rock mass conditions, geological structure setting and previous experience in a particular orebody. Due to the high variation in age of currently used excavations, a rolling monitoring and risk assessment process for long term and life of mine excavations and infrastructure is maintained. This paper has as an output the process that must be followed to ensure an excavation on the highly dynamic mining environment at George Fisher South Mine is blasted and maintained in compliance with applicably commonly accepted safety and industry requirements.

Existing operations are also looking to maximize economic return from existing deposits, requiring new thinking and technologies.The traditional approach for gold containing refractory material has been to liberate the locked gold by chemically destroying the pyrite through oxidation. Roasting, pressure oxidation, and bacterial oxidation all employ various degrees of temperature, pressure and catalysis to react the pyrite with oxygen to produce iron oxide and sulfur by-products. However all of these methods are economically impacted due to specific operational added requirements and emissions controls. Pressure and bacterial oxidation have very high capital and operating costs."

An experimental evaluation of a selective agglomeration process in which an agglomerated coal rich phase was produced as a result of mixing light oil to various raw coal slurries is described. The beneficiation achieved by this method is compared to that obtained bv conventional froth flotation. The results suggest' that oil agglomeration is a more selective process than froth flotation and is less sensitive to variations in feed pulp density. Selective agglomeration has the additional advantage of producing a low moisture content product. The effect of replacing flotation filter cake with an equivalent amount of selectively agglomerated product in coke-making was studied with the aid of a pilot-scale coke oven. The results suggest that the principal effect of such a measure is to increase the bulk density of the charge.

The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

The additional information that Clarke and Taylor (1982) provide about the important but poorly documented Ardlethan deposit is, of course, very welcome. However their contention that structural considerations, in conjunction with petrology, alter the interpretation of the mineralogical and geochemical data presented previously (Scott, 1981) is not accompanied by adequate supporting evidence. Indeed characteristics of the orebodies studied invalidate their arguments.Heterogeneity between matrix and fragments is not a problem in the South Cherry and Ardwest orebodies because most samples are comprised entirely of interlocking hydrothermal assemblages with a fabric and mineralogy that is uniform through both former breccia fragments and matrix. In hand specimen, the rock superficially resembles altered granite and, as indicated by Clarke and Taylor (1982), a brecciated texture is difficult to discern. In thin section, relict brecciated textures can be observed as localized changes in the grainsize or in the distribution of minerals that outline former breccia fragments (P. J. Eadington, 1982, personal communication).Because of the intense brecciation and comminution of rocks (fragments < 10 mm are usual) in the South Cherry and Ardwest breccia bodies, hydrothermal recrystallization was complete, resulting in homogenization of fragments and matrix. Furthermore, the amount of sample analysed (-100 g for drill core and 2-3 kg for hand specimens) is sufficiently large to be representative of both former breccia fragments and matrix. The Carpathia and Stackpool orebodies, with their abundance of sedimentary fragments, have alteration superimposed on a heterogeneous fabric, and were not studied. Thus the problems of differentiating between fragments and matrix (Clarke and Taylor, 1982) are irrelevant to the particular orebodies described in my paper.Within the alteration halo, which is several hundred metres wide (Paterson, 1976), the very uniformity of the alteration assemblages implies that subsequent, postmineralization brecciation is of only minor significance.Indeed tourmaline pipes in the Ardwest pit are less than several metres across (Clarke, 1979) and produce minimal alteration in the surrounding rocks. Therefore the interpretation of the mineralogical zonation is not compromised by the recognition of several periods of brecciation.
