Probably no year in the history of the United States showed greater progress in the mineral industries than 1916. Although this progress was undoubtedly stimulated by the war in Europe, which caused extremely high prices for some of the metals, yet the fact remains that mining is being regarded more as a business and less as a speculation, and the benefits of business methods are becoming evident. Practices that were almost universal a few years ago have been largely abolished, the mining public has been brought to recognize the folly of wasteful and dangerous methods, and there is a gratifying unanimity of opinion in regard to the conservation of life and health, as well as of our mineral resources. The people of the United States realize more fully than ever before the extent and value of the country's mineral resources and the possibilities that await intelligent and well-directed efforts at utilization. In the past, economic reasons caused deposits of valuable metals and industrial materials to lie idle; commercial reasons, many of them not truly economic, led to the waste of valuable constituents in many ores; the recovery of minerals from the ground was too often incomplete and accompanied by uncalculated loss; and the treatment of ores in mills and smelters saved altogether too Iowa proportion of the metals sought. Now better methods are being tried on every hand, and the unparalleled record of the year is largely due to the success of these efforts. According to the preliminary estimates of the United States Geological Survey the output of metals and minerals in this country in the calendar year 1916 had a total gross value of slightly more than $3,000,000,000. New Gold?s New Afton Mine, located 8 km (5 miles) west of Kamloops, British Columbia, is a 4.5-Mt/a (5-million stpy) block cave mine, making it the highest tonnage underground hard rock mine in Canada. The reserve is estimated at 52.5 Mt (55.9 million st) with grades of 0.65 g/t (0.02 oz/st) gold and 0.93 percent copper (2012). Commercial production was achieved in July 2012 and nameplate production was achieved ahead of schedule in September 2012, with the cave breaching to surface in 2013. The mill has a SAG and a ball mill with a froth flotation circuit.

"Agnico-Eagle (AE) has been operating their Kittila Mine in Northern Finland since 2008. The mine has experienced considerable ore flow problems with ratholing, bridging and freezing in their mill feed bin since start up. In the first winter of operation, the entire central portion of the contents of the cylindrical flat-bottomed 2000 tonne mill feed bin froze. Flow was erratic and could only be achieved through small diameter ratholes. To maintain a reasonable, albeit limited, feed to the mill, the bin had to be kept less than ½ full and a portable steam generator was brought in to melt the frozen agglomerates that frequently blocked the outlets. The combination of limited surge capacity and frequent outages required the crushing plant to operate 24/7 and resulted in inconsistent production levels and high operating costs.AE had planned to expand the processing plant to increase throughput by about 30% when they transitioned from open pit to underground ore. These plans presented an opportunity to improve the material handling.To avoid the problems experienced with the original mill feed bin, AE enlisted Jenike & Johanson Ltd. (J&J) to test samples of the ore, and based on the measured flow properties to provide design recommendations to ensure that the new mill feed bin would operate reliably. The new 2000 tonne expanded flow mill feed bin and apron feeder were installed in 2014 and are now supplying almost 93% of the total mill feed with the remaining coming from the original bin.IntroductionIn early 2009, AE engaged J&J to visit their then recently opened Kittila mine and mill in Northern Finland (Figure 1). Over the first half-year of operation, production had been restricted in the ore handling and storage system by flow problems such as ratholing, bridging and freezing including blockages of chutes and hoppers as a result of frozen fines buildup and large frozen agglomerates. AE wanted to increase production in the existing open pit mine and mill feed operation and also wanted to avoid similar ore handling problems when they commissioned the new underground mining system under development at that time."

The Upper Freeport coal in the Freeport and New Kensington quadrangles, Pennsylvania, varies from a bony streak to a thick coal deposit often exceeding ninety inches, the "Double" or "Thick Freeport". Distinctive basal partings, a central bone layer, and a canneloid top bench may be present. The appearance of a sandstone roof, sandstone rolls, and bony coal at the top of the main coal bench can be anticipated in thin Freeport areas when basal partings are absent. When the two basal partings are present, a shale roof is normal. These effects are correlated with the original topography upon which the coal was deposited. The original depositional high areas tend to coincide with present structural highs. Preliminary data indicate that coal quality, in part, is affected by the deposi-tional setting. In "high" areas, a tendency exists for the main coal bench to contain higher percentages of fusain and mineral matter. Within limits, some-what higher ash fusion temperatures appear to correlate with paleotopographic highs. As a result of these findings, critical examination of the paleotopography and related sediments is indicated in other areas and other coals. The Upper Freeport coal is quite variable both in thickness and composition in the Freeport and New Kensington quadrangles of Pennsylvania (Figure 1). The coal horizon in these quadrangles is marked either by a thin carbonaceous shale bed or by a single bed containing a variable number of partings (binders). The complex coal zone known locally as the "Double" or "Thick Freeport" contains the Upper Freeport Coal Bed at the base; but in addition, it has an overlying bone layer and an upper coal bed occasionally capped with a canneloid layer. The "Thick Freeport" often exceeds 90 inches in thickness, whereas the normal Upper Freeport coal usually varies between 34 and 50 inches.

The design of tailings containment structures relies on well-understood engineering methods being applied consistently. Unfortunately, not all facilities are designed or managed to the same level of competency. To standardize procedures, the Mining Association of Canada (MAC, 1998) prepared a “Guide to Tailings Management.” It recommended review of designs and an assessment of the risks associated with tailings impoundments be implemented during all phases of amine life. This paper describes how the quantitative risk assessment (QRA) process can be used to define risks associated with the design, construction and operation of a tailings management facility. And it discusses how, once the risk tolerability curves (RTC) are defined for a project, they can assist the risk management (RM) process.

The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

A high explosives shock tube has been constructed and developed to test blast resistant windows with pressure versus time waveforms similar to waveforms generated by arena testing. Calibration of the high explosives shock tube, or Large Arena Test Simulator (LATS), included numerous tests performed by detonating varying charge weights at different distances from three piezoelectric pressure sensors located at one end of the shock tube (where the test subject would be installed). The maximum reflected pressure and positive phase impulse were calculated for each waveform generated in the tests. Pressure versus distance and impulse versus distance graphs were generated. Results have been graphed in order to predict charge weights and distances that correlate to the desired pressure and impulse at the end of the tube for future tests. This is a valuable tool when testing expensive, job specific components so the loading requirements are met on the first attempt.

This two volume report addresses slope stability of surface mine spoils within the Interior Coal Province. Sixteen (16) mines were visited, pertinent data and samples collected, and reported spoil instabilities back-analyzed. Laboratory test results are compared to back-analyzed material properties. Available methods of slope stability analysis are reviewed and evaluated with respect to application to mine spoil stability evaluation and prediction. Correlation and tentative relationships among spoil material properties, highwall conditions, mining equipment and procedures and empirical observations are presented. Slope stability sensitivity plots illustrate the relative significance of various input parameters on stability. Slope stability input parameters are correlated with site and mining conditions to identify the primary factors controlling spoil stability. Investigative methods, spoil stability enhancement techniques, spoil stability prediction procedures and future study areas are discussed. Appendices include a glossary of terms, annotated bibliography, details of mine visits, and detailed laboratory test procedures and results.

Seals and build-in-place (BIP) refuge alternatives (RAs) are two main underground structures to isolate an area from the active working zones with different purposes. While seals are used to prevent methane gas that seeps from coal seams and blast pressures from a possible detonation of the contained gas, RAs are used to provide a safe haven for miners who are unable to escape their working locations after an accident like an explosion or fire. The recommended BIP RA designs can be similar to seals constructed with steel-reinforced concrete. Both seal and BIP RA are constructed in different locations of the mines for a period of time, exposed to a certain convergence due to stress redistribution which can change their responses during an explosion. In this study, a steel-reinforced concrete wall to be used in such applications is simulated to examine the structural performance during an explosion for a coal mine model with different strata conditions using dynamic analysis by a 3D distinct element method (DEM) code. The main purpose of this study is to reveal any possible effects or trends on the wall deformation with changes in strata conditions by implementing different combinations of roof, seam, and floor material properties. The model is calibrated by the experiment conducted on a steel-reinforced concrete wall by the NIOSH researchers in the Lake Lynn Experimental Mine. The results show that strong adjacent rock and coal units are the least favorable condition for the survival of the wall subjected to a simulated explosion pressure. The results indicate that changes in the roof and seam conditions can have dramatic effects on the deformation characteristics of the wall when compared to the floor conditions. The results of this study might be enlightening for future BIP RA and seal applications.

Vertical magnetic surveys have been made over about 3, 150 miles of the crystalline area of east-central Alabama. A contour map (100-gamma interval) showing regional magnetic anomalies has been prepared (scale 1:250,000) from data points located at quarter-mile intervals on all public roads. Small one- and two-station anomalies were eliminated, leaving only areally extensive anomaly features associated with regional geology. The regional gradient was "filtered" from the basic data and the resulting magnetic configuration compared to the regional geology. Regional lines of vertical magnetic intensity trend northeast and follow the structural framework of the area. Correlations can be made between a large number of geologic and magnetic features. The strongest regional anomalies are associated with the Goat Rock, Bartletts Ferry, Towaliga, and Brevard fault structures. The Inner Piedmont area is characterized by a broad regional high. The magnetic values of the northern Alabama Piedmont grades gently northwestward, disrupted occasionally by elongate highs and lows associated with amphibolites or granites. Scattered throughout the Piedmont are anomalous areas of high magnetic intensity; some are related to magnetic-bearing rocks, and some Indicate possible mineralization. As fractures are propagated through rocks, energy is absorbed near the extending crack tip. Apparent surface energies for several rocks have been measured by cleavage under dynamic con-ditions. At nominal crack velocities from 0.5 to 500 in (min, measurements showed that fractures propagated in discrete jumps. Calculated surface energies and moduli were relatively insensitive to nominal rate of cleavage. in another set of experiments, rocks were cleaved under high confining stresses. The rocks were submerged in low leak-off fluids which formed a filter cake on the freshly cleaved surfaces (similar to the hydraulic lracturing process). Apparent surface energies were increased substantially as the surrounding fluid pressure was increased. Moduli in bending increased significantly upon application of the first 1,000 psi but were insensitive to stress level at greater pressures. INTRODUCTION For almost 20 years, hydraulic fracturing processes have been utilized effectively to stimulate oil and gas wells. During this period, some process improvements have resulted from studies of fracture orientation, mechanics of fracturing, areas generated, conductivities of cracks, etc. Yet many questions remain concerning the conditions and pressures needed during fracture propagation. In this paper we will report additional studies of the mechanics of fracture extension. It was shown previously3 that large rock samples could be cleaved under controlled conditions so as to measure the apparent surface energy (that amount of energy absorbed per unit area of new surface created). In this paper we consider the effects of two additional factors on surface energies, viz.: (1) effect of cleavage rate and (2) effect of confining stress level. THEORY Cleavage experiments were conducted on rock samples similar to that illustrated in Fig. 1. Blocks of rock several inches wide, 2- to 3-in. thick, and up to 3 ft in length were grooved longitudinally with shallow guide slots. A crack was initiated and allowed to extend along the web as the top of the rock specimen was pulled (or pushed) apart. Auxiliary equipment permits the measurement of (1) force applied at the top, (2) separation at the top and (3) crack length. (Further experimental details will be given in the next section.) The rock beams created by the crack are considered ton be cantilever beams. The deflection (or separation of the rock beams) at any point is calculated 4,5 by the beam Eq. 1.

A minitest of the new potassium chloride-potassium carbonate two-stage in situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing carion-exchange reactions. The test a1 so indicates permeability anisotropy and the existence of disturbed flow fields. The research was partially funded by the U.S. Bureau of Mines.

Contract H0177044 included three objectives; (1) consolidate, maintain, and distribute information on STE approved lighting systems; (2) develop and present one-day seminars on underground mine lighting; (3) determine direct labor and hardware costs associated with the installation of mine illumination systems. All objectives were completed with results as follows: Task I - A file containing 1350 Statements of Test and Evaluation (STE) for all types of underground equipment was developed and publicized throughout the coal fields, A total of 40 requests for STE information was received and processed. Task II and III - A series of 50 seminars was scheduled and presented to 942 attendees throughout the coal fields. The seminars were well received and attendees indicated the information presented would be helpful in bringing their equipment into compliance. Holding a series of seminars in the coal fields, instead of a few in population centers, was favored by attendees. Task IV - Installation cost data obtained on 415 lighting systems indicate that the factors which most affect installation costs are higher hardware cost for DC powered systems and slightly higher manpower requirements for systems installed underground. Based on these data, the total cost to industry of retrofitting existing underground equipment could range up to $50 million.

This paper attempts to close the gap between extensive rock testing with field measurements and the mine operator's need for safe mine layouts and alternatives. It was found that many of the variables that influence mine geometry and worker safety are relatively unimportant while others are critical. The development of empirical relationships which tie the critical variables to the "safe useful life" of a trona mine layout and observations made in 140 production areas where the variables were researched over a fifteen year period are discussed. The concepts presented may have applicability in mine design for other bedded deposits.

Due to the importance of maintaining open airways on a longwall panel, mine management decided to install cribs made of foamed cement. Foamed cement had been used at other company operations on several projects. A recent test at a sister operation had proven the crib installation technique and established that foamed cement cribs could provide better support than wooden cribs. The area to be supported was in a remote location; the limited material needs of foamed cement cribs offered a substantial advantage. In mid February 1993, 75 foamed cement cribs were installed on the tailgate of the active longwall panel. The 75 cribs resisted both horizontal and vertical stresses while successfully supporting the entry.

THE statisticians had defeated Germany months before she invaded Poland. With batteries of adding machines they had proved that she was suffering from serious deficiencies in critical food- stuffs and in practically all of the raw materials necessary for the conduct of modern warfare. Their calculations showed that with respect to fats, oils, wool, cotton, hides, petroleum, iron, copper and other metals, the Reich was bound to be at a great disadvantage vis-a-vis the French and British as long as the latter could keep open the lines of sea communication. The conclusion seemed obvious-"Germany can't win." The more cautious of the commentators introduced qualifications as to the length of the war and the tightness of the British and French blockade. They also made a third qualification as to the character of the struggle- whether it was to be a war of attrition or a war of movement. But since the invasion of Norway in April, there is no longer any doubt on this score. It is a war of movement-a war in which fuel, lubricants, and metals are being consumed on a scale never before seen.
