With the passage of the Surface Mining Control and Reclamation Act (SMCRA), and the implementation of state permanent programs, underground coal mining operations are for the first time subject to government regulations regarding subsidence. These regulations now and in the future will directly affect the manner in which mining companies mine their coal. Since the promulgation of the original final regulations by OSM, numerous changes in those regulations have been made and many additional changes are pending in the near future. This paper will discuss state and federal approaches to regulating underground coal mines and examine issues surrounding future subsidence regulations.

This paper aims to collate the metallurgical test work undertaken on the Barrytown mineral sands deposit. It is intended to serve as a summary of mineral dressing work undertaken by all interested parties up to the time of writing. Areas requiring further investigation are: in situ grades and recoveries of accessory minerals,the question of 'rank' of ilmenite within the deposit,flow sheet development for the recovery of gold and monazite, andcost analysis to investigate the relative worth of other minerals; notably rutile. Flow sheet development with respect to the Accessory Minerals cannot be accurately defined until the importance of each mineral in terms of grade, recovery and expected revenue is determined. To date, ilmenite and zircon flows are well documented. Further work is needed to quantify recovery's and flows of the other minerals; notably monazite, gold and rutile.

As a result of Synopsis 73-16 Dynadyne responded with an unsolicited proposal offering the Bureau of Mines to develop an ultra-low volume coal mine dust personal sampler. In the ensuing technical discussions the choice of a desirable volumetric rate became a focal point. While, the initial proposal was based on a volumetric rate in the area of 50 cc/min the Government expressed interest in a variety of mass flow rates ranging from 50 cc/min to 2000 cc/min. The physical characteristics such as weight, volume and configuration of a personal sampler are to a large extent - dependent on the operating volumetric rate. It became readily apparent that the optimum size of such an instrument as a function of volumetric rate was not known and that a study of the choice of optima was essential prior to beginning the development, Hence, the Government authorized a two phase approach to this project. Phase I was to include a Technical Evaluation Study of optimum characteristics in the range between 0. 1 to 2. 0 lpm. Based on these findings and in consultation with MESA personnel, the Bureau of Mines was to authorize the second phase that is, the development. Phase II, was to include the drawing of a set of performance specifications stating among others the desired operating volumetric rate. In this report, every effort was made not only to present the actual work done over the course of this development, but to reflect also our engineering "thinking" providing answers as to the "why" we preferred certain solutions over others. We believe that this added dimension is not only useful for the Government official evaluating this report, but also that the Government is entitled to it providing the official with an educational content useful in avoiding future costly repetitions of similar situations.

An increase in the importance of low-grade materials as sources of gold and silver has led to the need for improved analytical methods on leach solutions, ores and various effluents, residues, and in-process streams. These are required by plant operators as guides to process control and for accounting pldrposes. Atomic absorption spectrophotometry (AAS) and AAS preceded by pre- concentration have been applied successfully to resolve many such problems. However, AAS is no panacea and imprecision or loss of accuracy can result if adequate precautions are not taken to prevent losses and eliminate interferences. The recent methods are discussed together with methods for overcoming difficulties. Comparisons with more classical analytical techniques are also given.

Studies have been carried out on the dead roasting of a copper-iron and a copper-nickel-iron sulfide concentrate, followed by segregation roasting with coal and leaching with either curpric sulfate in aqueous acetonitrile or cupric chloride in brine solution to preferentially solubilize copper. The effect of dead roasting and segregation roasting conditions on the overall leaching of copper and the separation of copper from iron and iron and nickel is reported. An excellent separation of copper from iron and a good separation of copper from iron and nickel can be obtained provided sulfur is removed to 0.5 per cent or less during the dead roast and provided the coal addition and temperature of the segregation roast are near the minima required for the segregation of copper.

The poor reconciliation between the values of estimated and actual grades can cause major economic losses to the mining industry. In a mining operation grade reconciliation is comparing the values of estimated grade calculated in exploration stage with actual grade obtained from blastholes' data. Many different factors affect the degree of reconciliation in a mining operation. In this paper we investigate the factors related to estimated grade which affects the reconciliation process in the exploration stage of the orebody. These factors are the sources of uncertainty in the rest of mine life. In this area the most important factors are inherent variability, statistical uncertainty and systematic uncertainty. A probabilistic model was presented to model each source of uncertainty. The implementation of proposed model was checked and its validity was investigated using real data in an iron open pit mine in Iran.

CHICAGO in the last week of June fulfilled all its promises to the visiting engineers except one. This holds true with respect to the activities of the Regional Meeting of the A. I. M. E. in particular and of Engineers' Week in general. No one expected to find much of the beautiful in the outward aspects of the Fair-the Century of Progress Exposition, to be more formal; but they expected novelty, color, and startling lighting effects at night, and they were in no sense disappointed. It has been said that the architecture is a portent of the style of the buildings of the future; most who have seen the Fair hope that this forecast will prove inaccurate. As to the exhibits themselves, they are splendid. They are in keeping with the theme of the Exposition-a Century of Progress in science, in engineering, in the industries based upon them. No attempt will be made here even to suggest the exhibits that are most interesting. There are plenty for every one; and any member of the Institute who has the opportunity should by all means visit Chicago before the end of October.

The analysis of equipment trends in The AusIMMÆs revision of Monograph 19 - Australasian Mining and Metallurgical Operating Practices (AMMOP) (in prep) in the paper by Graham Lumley raised some interesting, and in parts disturbing, trends in the Australian open cut mining industry. According to the Australian Bureau of Statistics (2011) the productivity of the whole mining industry is down by 34 per cent since 2001. In terms of open cut equipment, median output for draglines is down by 15 per cent since 2003, electric rope shovels are down by 41 per cent since 2003, hydraulic excavators are down by 39 per cent since 2008, front-end loaders are down by 39 per cent since 2007 and trucks are down by 41 per cent since 2006. Clearly e boom has not been good for the efficiency of the mines. During this same time, best practice (defined as the average of the top ten per cent by annual output per unit of input) has declined, but not by as much as the median (eg shovels down by eight per cent, excavators down by 19 per cent and FELs down by five per cent). This paper will build on the analysis of AMMOP to understand the differences occurring between median and best practice and identify the factors contributing to the decline in performance. As the industry enters a period of potentially lower prices for commodities and reduced margins, pressure will be brought to bear on mine sites to start moving more with the equipment they have. An understanding of where efficiency has been lost will be a key component in that. The information contained in AMMOP, and the subsequent analysis of that information in papers such as this one, will be crucial to reversing the decline in open cut equipment performance.CITATION:Lumley, G, Trott, T and Lewis, M, 2012. Amphiboles are hydrated mineral silicates five of which occur in asbestiform habits as asbestos grunerite (amosite) asbestos, riebeckite (crocidolite) asbestos, anthophyllite asbestos, tremolite asbestos and actinolite asbestos] and non-asbestiform habits (grunerite, riebeckite, anthophyllite, tremolite and actinolite). The asbestiform varieties are characterized by long, thin fibers while non-asbestiform varieties such as cleavage fragments form short fibers with larger widths. The U.S. regulatory method for counting asbestos fibers (aspect ratio [>]3:1, length [>]5 µm) does not distinguish between asbestos and cleavage fragments. The method biases toward increased counts of non-asbestiform cleavage fragments compared to long, thin asbestos fibers. One consequence of this regulatory approach is that workers can be erroneously classified as exposed to concentrations of asbestos (asbestiform amphiboles) above the U.S. 0.1 f/mL exposure standard when in fact they are not exposed to asbestos at all but non-asbestiform amphibole cleavage fragments. Another consequence is that the known carcinogenic effects of asbestos may be falsely attributed to non-asbestiform amphibole cleavage fragments of the same mineral. The purpose of this review is to assess whether amphibole cleavage fragments pose the same risk of lung cancer and mesothelioma characteristic of amphibole asbestos fibers. We identified three groups of workers exposed to non-asbestiform amphiboles: two groups exposed to grunerite (Homestake gold miners and taconite miners) and one group exposed to industrial talc containing non-asbestiform tremolite and anthophyllite in St. Lawrence County, NY. In addition to assessing strength of association and exposure?response trends in the non-asbestiform amphibole cohorts, comparisons were also made with cohorts exposed to the asbestiform counterpart (positive control) and cohorts exposed to the mineral (e.g. talc) that does not contain amphiboles (negative controls). The cohorts exposed to non-asbestiform amphiboles had no excesses of lung cancer or mesothelioma. Similar results were observed in the negative control groups, in stark contrast to the excess risks of asbestos-related disease found in the asbestos cohorts. The only possible exception is the twofold increased risk of lung cancer where exposure was to industrial talc containing cleavage fragments of tremolite and anthophyllite. However, this risk is not considered attributable to the talc or amphibole cleavage fragments for several reasons. A similar increased risk of lung cancer was found in Vermont talc workers, studied in the same time period. Their exposure was to relatively pure talc. There was no relationship between lung cancer mortality and exposure measured as mg/m3 years and years worked. A case?control study reported that all the lung cancer cases were smokers (or former smokers) and attributed the excess to smoking. There were two mesothelioma cases among the NY State talc workers exposed to cleavage fragments of tremolite and anthophyllite, but talc is not a plausible cause because of too short latency and potential for previous asbestos exposure. The positive controls of tremolite asbestos and anthophyllite asbestos exposed workers showed excess risks of both lung cancer and mesothelioma and positive exposure? response trends. St. Lawrence, NY talc does not produce mesotheliomas in animals while amphibole asbestos does. In sum, the weight of evidence fully supports a conclusion that non-asbestiform amphiboles do not increase the risk of lung cancer or mesothelioma. ©2008 Published by Elsevier Inc. As part of an effort to develop new or improved placer mining technology in the Tertiary gold-bearing channel gravel of northern California, the Bureau of Mines conducted investigations at the old Badger Hill placer mine in Nevada County, Calif., to collect data and information regarding drilling and sampling methods and deposit characteristics. Sampling studies involved the collection and processing of 400 tons of large-and small-volume samples from drill holes, underground workings, surface pits, and blasthole rounds. A total of 355 samples averaging 2,296 pounds per sample provided reasonably accurate data for analysis of the gold distribution. These studies indicated that the bulk of the gold is within 40 feet of bedrock in stacked, lenticular zones of cemented gravel that are largely confined to the relatively narrow, meandering course of the deepest portion of the bedrock channel. Drilling studies involved the testing of truck-mounted rotary, buckett and vibratory drills, none of which proved to be a completely versatile tool for sampling quickly and reliably both consolidated and unconsolidated gravel..

"Crushing and grinding of ores and their beneficiation by washing away gangue minerals has been practiced since ancient times. Primitive crushing was done by hand pounding the ore with a hard stone then by using metallic hammers. The mortar and pestle was mechanized using a lever and when the size of operations increased in the middle ages, the stamp mill was introduced. The grindstone played an important role in grinding of ores. Panning for gold and hand sorting of minerals were two old methods of separation, now gave way to modern techniques. Flotation started in the middle of the nineteenth century by using oils to collect the mineral particles and float them on the surface of the aqueous slurry. It was only in the 1920s when it was discovered that organic compounds were affective floating agents. Textbooks written by distinguished engineers such as Rittinger, Rickard, Pryor, Taggart, Richards, Gaudin, and others contributed to the recognition of this field as a new discipline to be taught in Universities. INTRODUCTIONThe ancient Egyptians knew already that it would be easier to melt an earth rich in gold particles than another which is poor. As a result all efforts were made to enrich the gold by washing away the light gangue minerals (Figure 1). Another ancient method for enriching gold particles from a river stream was by means of fleece, hence the Greek myth of the “golden fleece”. The present day Georgia was known in ancient times as Colchis and was a center for gold working. It was known to the ancient Greek as the land of Golden Fleece. The use of special cloth to catch gold particles was also described by Agricola in his 1555 book De Re Metallica (Figure 2)."

Upbeat, surprisingly so, might describe the mood at the2002 SME Annual Meeting and Exhibit in Phoenix, AZ. More than 4,000 mineral professionals gathered for three days of education, networking and product perusal. The Annual Meeting featured the theme, “Minerals for the Future@ SME” at the Feb. 25-27 gathering. Meeting attendance reached 4,039along with 479 exhibit booths show-casing 325 companies. Exhibitors found a good mix of industry types:37% from mining, 19% from processing, 20% from manufacturing and 28% from environment, education and government.

This paper describes certain analytical methods used at the Rosepery Mine and Treatment Plant of the Electrolytic Zinc Co. of Australasia Ltd., which are not generally in use and may therefore be of more interest than a description of the normal routine methods which are used in most of the mining assay laboratories of the Commonwealth, and which have been published previously.The ore mined and treated at Rosebery is of a complex nature and demands closer control in the concentrating plant than is necessary on some other similar mining fields.It is necessary for the mill shift supervisors to keep constant control on the grade of lead and zinc concentrates produced on their respective shifts, and further, it is essential to maintain an economic compromise between grade of concentrates and the recovery of the particular concent:t:ate. This necessitates a more frequent check on concentrate grade tp.an is provided by the daily assays carried, out by the assay office. Rather than employ trained ,assayers on shift work, "quick methods" of analysis, which could be carried out by the operators, 'were adopted.'In such methods, it is desirable that the necessary manipulation should be reduced to the following:-a. Political risk is an integral part of the mining business in northern Andean countries. Peru, Ecuador, Colombia and Venezuela all have a higher than average political risk compared with other South American countries. Successful operations require good political-risk information, a thorough political-risk-management plan and a strategy to deal with political-risk perception on the part of the investing public. Colombia is perceived as about the riskiest place in the world to do business. A selection of recent headlines reads: “Colombia on the brink” (Economist, 1998), “Colombia’s ship of state is sinking” (Insight on the News, 1998), or simply “Bad news” (US Catholic, 1998). The World’s Most Dangerous Places rates Colombia as “currently the most dangerous place in the Western Hemisphere, and perhaps the world” (Aral and Pelton,1998). And many prospective investors and analysts say to Greystar Resources: “Yes, we love your results, but Colombia?”

THE flotation plant at Mount Lyell was erected, primarily, for the treatment of ore from the Lyell Comstock mine. These workings are situated over a mile in a direct line north of the North Mount Lyell mine, and are connected with the Reduction Work at Queenstown by a 2-ft. gauge steel tramway via the Queen River valley a distance of 7 miles. The property was purchased from the Mount Lyell Comstock Copper Co. After the disastrous fire in the North Mount Lyell mine in October, 1912, steps were immediately taken to make Lyell Comstock ore available for treatment, in order to relieve distress caused by any prolonged stoppage of work, and subsequently 13,032 tons of ore, averaging 3.38 %copper, 0.28 oz. silver, and 0.034 oz. gold; were smelted. When operations were resumed at the North Mount Lyell mine, it was evident that there was no economic advantage in smelting Lyell Comstock ore as compared with the higher value North Mount Lyell ore, which was also a better flux for the Mount Lyell pyrites, and that the future of the Lyell Comstock ore depended upon cheap mining and successful concentration of the ore. Therefore, extensive trenching and diamond-drilling was carried out, and a sufficiently large quantity of ore proved available for cheap extraction by open-cut methods. At the same time bulk tests by flotation were carried out at the Minerals Separation testing plant in Melbourne on different classes of ore from the Mount Lyell Comstock mine proper, followed by laboratory tests at Queenstown on all classes of ore available. All these tests demonstrated that the ore was amenable to the process, provided that it was ground finely enough. In recent times, with rare exceptions, most economically viable ore discoveries have been large, low-grade and located in remote parts of the world. Mining companies have often shown to be incapable of mitigating their social and economic impact on local communities. Sustainable development and relations can be achieved by implementing bottom-up methodologies to the top-down tools already in use by mining companies. In order to magnify the importance of enterprise facilitation as a primary method for community development, data from 25 years of community based work around the world was used. Results highlight the need for a grassroots approach to local economic and community development, which focuses on the creation of a parallel economy in communities. Using solely top-down methodologies for developing community relations is shown to be a limited resource for mining companies. There are fundamentally two dangers for mining companies: alienating the local population, resulting in militancy and lengthy legal battles to obtain a license to operate; and, being accountable for building social and economic infrastructure that are not the company?s responsibility.

"The Yukon's numerous (185) placer gold mines are still a major social and economic force in this developing economy. Gold recovery at each of the various sluiceboxes is not optimized due to extremely difficult sampling logistics and a shortage of technical expertise and industrial research.At each of six operating placer mines, numerous sluicebox tailings samples were collected with hand held sample cutters and combined into large (2-7 cubic yards) duplicate samples. The entire sample volumes were screened and processed on a shaking table to determine gold losses. Minerals are fundamental to the U.S. economy, contributing to the real gross domestic product (GDP) at several levels?mining, processing and manufacturing finished products. The estimated growth rate for the real GDP of the United States was 2.1 percent and the nominal GDP was about $13.8 trillion in 2007 (Table 1). The prime interest rate decreased to 7.25 percent in December from 8.25 percent at the beginning of 2007, reflecting actions taken by the Federal Reserve Board to counter financial difficulties surrounding subprime mort-gages. Delinquencies on subprime mortgages increased throughout the year, affecting not only the delinquent home owners but also financial instruments invested in mortgage-backed securities. The average contract mortgage rate for the purchase of previously occupied homes in the United States was 6.35 percent in November; a slight decrease from 6.37 percent in January but still greater than 5.34 percent reported in July 2003, the lowest rate in the past five years. With the tightening of credit, the seasonally adjusted annualized rate for new privately owned housing starts declined 27 percent from December 2006 to November 2007. Resin-in-pulp (RIP) technology has recently often been considered for the direct recovery of base metals and uranium from dense pulps. Implementation of RIP will eliminate the requirement for any solid-liquid separation downstream of leaching and has the potential to combine the recovery and purification steps, hence reducing both capital and operating costs. The recovery of the valuable metal is expected to be higher when RIP is used, especially where the leached solids are difficult to settle or filter, and to wash. The main concerns about the use of RIP for uranium recovery from dense pulps are the impact of silica on the resin?s metallurgical performance and the operating costs that would be associated with resin loss. Although a number of resin manufacturers have been developing much improved RIP-grade resins, it is critical that the most cost-effective resin be selected. Mintek currently is doing a significant amount of work on silica fouling of RIP-grade strong-base resins in acidic leach liquors and the effect it has on the performance of the resin, including its durability. This paper describes the results of the test work done on silica fouling and its impact on plant design input data. Resin durability test work was done using various laboratory techniques, but durability was also evaluated on a relatively large scale using actual pumps, screens, and mechanical agitation. Based on the results generated, a preliminary economical evaluation was done to estimate the impact of resin loss on the overall economic viability of a specific application.
