The following paper on the development of processes for the treatment of crude ore, accumulated dumps of tailing and slime at Broken Hill, has been prepared by a committee of the Broken Hill Branch of the Australasian Institute of Mining and Metallurgy, with the object of recording, in chronological order, the developments of the various processes which have led up to the metallurgical practice of the present day.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

The site of the First Quality Tissue plant is located on a previous paper production facility in Lock Haven, Pennsylvania. The new development, which included the construction of a tissue machine building, baled building, converting building, various storage buildings and an electrical switchgear building, required the use of deep foundation systems to transfer loads below compressible fill and alluvial soils. Loading details provided by Jacobs Engineering, the project structural engineer, detailed braced steel frame buildings with typical column loads ranging from 75 to 150 kips and slab live loads of 250 to 300 psf. As an exception to this, however, the tissue machine and stock preparation building, which had a roof height ranging up to 85 feet, had column loads ranging up to 800 kips in addition to high dynamic loads. The First Tissue plant is located in a river valley in the hills of Western Pennsylvania. To evaluate the proposed site conditions and to formulate recommendations for the structure foundations, a geotechnical study was performed by the owner. Approximately 30 borings were advanced to bedrock, with wire-line coring performed in the tissue machine building. The borings disclosed a soil profile comprising of the following:

Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

AMONG the multifarious duties which fall to the lot of a mining engineer it is safe to say that there is none of more fundamental importance than the study of the ore-deposits on which it is thefunction of his profession to operate, inasmuch as the whole business of mining in all its complicated ramifications rests first of all on the existence of something to mine. -When the ore supplies in a mine fail, the enterprise comes to- an end, and nothing, therefore, is of more importance than a thorough understanding of the conditions under which the ore occurs, so that everything possible may be done to open up the mines well ahead of their immediate output requirements, and develop new ore reserves to take the place of that which is raised from day to day. The great aim which the mining engineer has to keep before him in his study of his ore-deposits is to obtain such a knowledge of them that he will have sound grounds for prediction as to how they will behave in parts of the mines which are well beyond the point of the pick. It is on his judgment of probabilities in this respect that mining operations are entered upon, and the more thorough his knowledge of all the factors affecting the problem, the more is the judgmentlikely to be a sound one. The test of any theory is experimental confirmation of the truth of predictions based upon it, and our aim should be to try to perfect our knowledge of the rules governing deposition of ores, so that our theories may prove themselves equal to the task of successful prediction.

The Pittsburgh Research Laboratory (PRL)1 of the National Institute for Occupational Safety and Health (NIOSH) in collaboration with the Mine Safety and Health Administration (MSHA) Technical Support Center has devised a prototype hand-held instrument which can provide a direct assessment of the potential explosibility of a coal and rock dust mixture. Current Federal regulations require that rock dust be applied in all underground areas of a coal mine to mitigate the propagation of a coal dust explosion. To determine compliance with the Federal regulation, mine inspectors collect dust samples from sections of underground coal mines for an MSHA laboratory analysis of incombustible content. However, the laboratory analysis may not be completed for more than a week or two, during which time the mine area from which samples are taken may be inadequately protected. The operation of the Coal Dust Explosibility Meter (CDEM) is based on the difference in optical reflectance between light rock dust and dark coal dust. For a given coal volatility, the optical reflectance of such mixtures is relatively constant at the limit of explosibility, independent of the coal dust particle size. The CDEM is not intended to replace the current MSHA laboratory analysis of coal mine dust samples for incombustible content, but to serve as a supplemental device for enhancing mine safety through improved rock dusting practices.

Subsidence phenomenon as an unwanted consequence of underground mining can cause problems for environment and surface structures in mine area. Surface subsidence prediction for inclined and steep seams has been given less attention than horizontal seams due to the difficulties involved in the extraction of such coal-seams. This paper introduces a new profile function method for prediction of surface subsidence due to inclined coal-seam mining. The results of calculation with the new function indicate that the predicted value has good agreement with the measured data. With gentle bedding within the zone of support pressure the delamination in roof rocks may occur only on those stratification planes where cohesiveness of rock is close to zero. Unlike this, at dip angles of more than 30-35° disintegration of rock occurs on the surfaces with cohesion up to 5 MPa. Therefore, the delamination in roof rocks at inclined beds is greater than at gently dipping ones. The original disintegration along the pressure fissures with the formation of block structure at inclined strata is not typical, and it may be observed only in roofs with included thick rocks; in this case, the orientation of fractures depends on the angle of seam inclination. Deformation of roof roocks above the mined-out space is determined by anisotropy of layers stiffness (hardness). With the increase of dip angle the own bearing capacity of layers will rise in the direction of strike. It was emphasized that the natural and technological factors are of great importance for rock pressure manifestation in longwalls.

Analysis for pillar extraction potential (A-PEP) is an intelligent tool, which could be used as a preliminary output indicator when considering the secondary extraction of regional support pillars in the Witbank and Highveld coalfields of South Africa. The safe and economic extraction of underground coal pillars is of paramount significance and importance to the South African coalmining industry to ensure continuity of supply of this fossil fuel. Pillar extraction practices in South Africa have been responsible a significant proportion of safety and fatality statistics in relation to its relative output (less than 5 per cent of total South African coal production) and, as a result, research was undertaken in local pillar extraction operations and extended to similar operations in New South Wales, Australia to assess a way forward for pillar extraction in South Africa. It was found that, although little in the way of new technologies has emerged in this field in the recent past, significant contributions could be made in the field of risk analysis to obtain a generic design methodology for pillar extraction in South Africa. The resultant A-PEP tool to assess pillar extraction potential is based on certain physical, risk and economic factors, which combine to indicate operational success in terms of economic, health and safety attributes. At the time of A-PEP?s development there was alack of operating underground coal pillar extraction operations, which made it difficult to validate its applicability. Since then, however, A-PEP has been successfully tested and validated against two unique underground coal pillar operations, which is the discussion of this paper. One operation is situated in the Witbank coalfield and is extracting pillars, which are 20 years old and at a depth of 80 metres below surface, while the other operation is situated in the Highveld coalfield-which is extracting 6 month-old-pillars underneath a massive dolerite sill at a depth of 220 metres. A-PEP has shown that its predictive nature is consistent the workings at both operations, irrespective of their unique conditions, and as such it can be successfully used as a mine planning tool. The A-PEP mine planning tool thus represents a positive step toward an integrated approach to underground coal pillar extraction when considering legal and operational aspects, which could form the basis for legislative guidelines when considering the future of pillar extraction in South Africa.

Jet grouting was first introduced into North America in the late 1970's, soon after the conception of the system in Japan. However, it was not until the mid-1980's that the technique began to gain acceptance through the renewed interest and efforts of specialist U.S. geotechnical contractors. Since this time, innovations by both American users and other users worldwide have further advanced the technology, with a corresponding increase in the range of practical applications. This paper discusses the evolution of jet grouting in North America, from simple single-fluid methods to more complex triple-fluid methods, to the energy-intensive double-fluid and SuperJet methods. Case histories, illustrating a variety of jet grouting methods and applications, are cited to support the newest United States applications.

"Omai Gold Mines is a large scale open pit gold mining operation located in central Guyana, South America with a 12,000 tonne per day milling facility. Mill operations were initiated in December 1992 with commercial production beginning in January 1993. The entire operation employs approximately 120 expatriates and some 800 Guyanese nationals and is expected to produce in excess of 250,000 ounces of gold per year. The total mineable reserves contain 2.5 million ounces of gold with a projected mine life of twelve years.The milling circuits feature an SABC grinding circuit, gravity concentration and a conventional CIP gold recovery circuit. This paper will review the mill start up and ""run-in"" phase during the first year of operation. Emphasis will be placed on descriptions of start up problems and circuit modifications, mill performance trends in 1993, and personnel training and development. An outlook for 1994 is also given.IntroductionOmai Gold Mines is a large scale, open pit gold mining operation located in the Potaro district of Guyana, South America, some 160 kilometers south of the capital city Georgetown. Although there are numerous small scale gold mining ventures in Guyana, particularly with the dredging operations on the rivers, Omai is the first hard rock, open pit mine to be developed in the country. At present, this mining operation is one of the largest gold mines in South America.The Omai gold deposit has been exploited for over one hundred years. In the late 1800's, a German syndicate used hydraulicing with subsequent gravimetric separators such as sluice boxes and trommel screens to recover gold from saprolite, a soft, oxidized, claylike mineral which covers much of the claim area. Through the early 1900's and up until the 1950's, numerous mining companies including Anaconda Mining Co. Ltd. explored and drilled the Omai deposit but the technology and low gold price of the day made the reserve uneconomic to develop."

A 24,300 tonnes per year state of the art Silicon smelter is being constructed for Barrack Silicon Pty Ltd at Kemerton, 20 kilometres north of the City of Bunbury in Western Australia. The plant is designed for the reduction of high purity quartzite lump to metallic silicon in two 27MVa Demag submerged arc electric furnaces. The primary reductant, a high purity charcoal, will be manufactured at the plant from locally sourced jarrah wood waste (Eucalyptus Marginata). Operating well designed and maintained surface mine haul roads is the key to minimising truck haulage costs - in itself a significant component of the total cost per tonne mined. Existing and proposed mining operations are subject to scrutiny, both from the economic and environmental perspectives. In the long run, this scrutiny returns improved efficiencies and leaner, 'greener' operations. The focus of this evolving evaluation process should and will certainly fall on haulage operations - simply by virtue of their contribution to overall cost of operations and sustainability impacts. Whilst the end result - improved efficiency and contributions to resource sustainability - is not in itself problematic, it is the route, or process followed to achieve these improvements that needs to be carefully managed. We can be guided on this journey by our understanding of how a road is designed, and, critically, the technological solutions that can contribute to a company's sustainability initiatives. This paper examines the current state of mine road design and operation, together with the economic and environmental issues associated with under-performance. The paper serves as a basis for evaluating the economic and environmental contributions that technology in road design and management can deliver to sustainable operations. Utilising innovation is the key to long-term sustainability and as a means of positioning the industry for the imminent structural changes to the economy and environment, changes which are now within the operating life of many mines, haul roads and haul trucks.

This paper deals with the application of table flotation to two unusual mineral dressing problems. Both problems involved the removal of interfering minerals at sizes too coarse to normal froth flotation.The first problem was the removal of arsenical minerals from Broken Hill gravity concentrates without further size reduction. Table flotation without grinding of the original concentrates gave almost complete rejection of the arsenic from the concentrates. A typical test result was a reduction of arsenic in jig concentrate from 0.75% arsenic to 0.007% arsenic.The second problem was to develop a method to produce a high grade calcium carbonate concentrate from coastal dune sands containing about 10% silica and about 80% calcium carbonate. The sands were about 30 mesh British Standard Screen (B.S.S.), and for economic and other reasons it was stipulated that the separation be made without grinding. Again, table flotation gave excellent results. A concentrate was produced containing 99.62% acid soluble material, representing a recovery of 98.69% of the calcium carbonate in the feed with a rejection of 96.44% of the silica.The investigations' were carried out at the Kalgoorlie Metallurgical Laboratory, under the Department of Mines...

The seams of black coal occurring in Victoria are so disturbed by faulting, wash-outs, thinning, etc., that it is necessary, for the prevention of costly errors in development, that close boring be undertaken so that the correct positions of the shafts, tunnels, main and auxiliary roadways can be set out in order that the area can be economically worked. The State Coal Mine has two boring plants continuously at work, which have given good service for the last twenty-five years.The information supplied herein is merely our experience in boring at the State Coal Mine over an extended period. The type of plant in use is that known as the Victoria Drilling Plant, equipped with an 11 h.p. portable oil engine, using power kerosene as fuel. It was purchased in 1914, complete with mechanism for cable drilling, capable of boring to a depth of 1500 ft. with a guarantee of 1000 ft., with Calyx cutters, boring rods and all necessary equipment for the sum of £1473. The chief mechanical features of the plant are as follows:-The derrick is in the shape of a tripod (see Fig. 1), two of the legs being of steel channel built together to form a frame which, when lowered on to two sets of road wheels, forms a carriage for the transport of a portion of the boring equipment. The third leg is made of oregon in the form of a double bow, with bolts and distance pieces between the wooden sides. The top of this is hinged on to the steel frame, and the bottom is fitted into a cast iron block, having two small wheels to facilitate erection. Introduction Newmont Mining Corp.'s Carlin Gold Mining Co. mines gold ore and waste material from four open-pit mines in Northeastern Nevada. Combined production rate is 24.5 Mt/a (27 million stpy). The company is producing gold bullion from the 2.4 kt/d (2600 stpd) Carlin Mill No. 1. and the 2.3 kt/d (2600 stpd) Maggie Creek heap leaching plant. In August 1985, the 6.3 kt/d (7000 stpd) Carlin Mill No. 2 at Gold Quarry came on-line. The total combined throughput of 11.2 kt/d (12,000 stpd) will make Carlin Gold Mining one of the largest US gold producers. Feasibility studies are underway to increase the total gold out-put from Gold Quarry. This will be done by adding a continuous dump-leaching process that will recover gold from lower grade ore. History In 1961, Newmont exploration geologists located claims in the Lynn Creek mining district near Carlin, NV. An exploration drilling program revealed significant gold mineralization. A stepped-up drilling program revealed an ore body with an estimated 10 Mt (11 million st) of ore containing 109 t (3.5 million oz) of gold. Test results in 1963 allowed metallurgists to develop the flowsheet and design for a 1.8-kt/d (2000-stpd) countercurrent decantation (CCD) cyanide plant. Carlin Gold Mining Co. was formed to operate the property. Carlin purchased its first mining equipment in 1965. This consisted of two Bucyrus-Erie 2.7 m3 (3.5 cu yd) shovels and nine 27.2 t (30 st) Wabco Haulpak trucks, two Inger¬soll-Rand track-mounted drills, one Chicago Pneumatic T-650 rotary drill, one rubber tired Michigan 280 dozer, one Caterpillar D-8 36A track dozer, one Caterpillar 16 motor grader, and the necessary ancillary equipment. The fleet was capable of mining 3.2 Mt/a (3.5 mil¬lion stpy) working two eight-hour shifts, five days a week. In 1967, one P&H 1500 3.8 m3(5 cu yd) diesel electrical shovel and three 59 t (65 st) Dart trucks were added to the fleet, along with a Chicago Pneumatic rubber tire mounted rotary drill. This equipment addition increased the mining capabilities to 5.7 Mt/a (6.3 million stpy). Three separate pits, the Main, East, and West, within a 1.6-km (1-mile) radius of the Carlin mill were being mined. The crew consisted of 46 hourly men and three supervisors. This equals 497 t/ total hourly manshift (548 st) or 407 t/total manshift (515 st). Rising gold prices in the early 1970s allowed lower grade deposits to be mined at greater distances from the mill. The Boot-strap pit, 19.3 km (12 miles) north of Carlin, was started in 1973. Following completion of planned mining operations at the Goldcorp Dome Open Pit Mine, a high-grade Shaft Pillar located in the pit highwall was recovered. Mining of this Shaft pillar faced numerous rock engineering design and implementation challenges due to its remote position on the highwall and the presence of mine workings within the wall. The case example presented in this paper discusses the geotechnical investigation performed at the site, novel measures undertaken for installation of ground support required for rockmass reinforcement and for worker protection, as well as operational challenges to successful mining of the Shaft Pillar.

Bateman Engineering Project's acid-plant track record goes back to 1977. Bateman Engineering can design sulphuric plants based on gas from sulphur burners, metallurgical off gas as well as pyrite roasting systems. Bateman Engineering has a technology marketing agreement with NORAM Engineering Ltd of Canada to provide state-of-the-art, well-proven acid plant technology, and also has access to roaster technology from several sources, including Chinese technology. Utilising the Noram technology agreement, Bateman was awarded the Engineering and Procurement (EP) contract for the Ambatovy Nickel Project, Sulphuric Acid Facilities in 2007. This is the first Greenfield sulphuric acid plant Bateman has designed for many years, producing a combined 5,500tpd, and is one of the largest sulphur burning acid plants in the world. This paper gives an overview of the sulphuric acid plant for the Ambatovy Nickel Project, advantages of Noram?s unique technology on offer, an overview of work conducted on a recent study of an pyrite roasting acid plants as well as a new technology currently being developed by Bateman for the direct combustion of solid sulphur to form sulphur dioxide.
