The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author's knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author's knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. Laboratory experiment as a basis of commercial plant design has been the subject of much analysis and thought and on which a large number of articles and papers have been published. We would be forced to choose between an unduly brief exposition if we wanted to cover it completely, or no exposition at all. We must therefore concentrate upon the essentials without ignoring at the same time too many of the qualifying factors which, by the choice of what we want to examine, may become side issues. In doing so, we do not imply that these side issues are therefore any the less important. In every case, what is said here applies with almost equal force to the pilot plant which may be necessary as it does to the commercial plant. In discussing a recent paper by Derek C. Shelton on the Santa. Barbara Mill in Chihuahua at a meeting of the Inst. of Mining & Metallurgy (London), D. J. Ottley said on the matter of relating laboratory results and small scale tests to full scale plant results that he would like' to draw the attention of members to the great difficulty of scaling up mineral dressing plants and processes. He felt that this was an important yet neglected subject which merited considerable fundamental scientific attention from mineral dressers and plant design engineers in particular. How much of this fundamental scientific attention has, as a matter of fact, been accorded to the subject, mainly by our sister profession, Chemical Engineering. The close similarity to chemical engineering problems that we meet, particularly in hydrometallurgical operations, suggests that Chemical Engineering publications offer a rich source of information and discussions of methods useful to us. We have only to think of pressure leaching, ion exchange, liquid-liquid extraction, precipitation and so on, all problems in chemical engineering unit processes or of the new Freeport Sulphur Nickel plant in Cuba or the Sherritt Gordon plant and many others.

The advent of Nuclear Energy has caused a phenomenal growth in the uranium mining industry. To keep abreast of this surge the mining industry has located many ore bodies, determined the best types of mining adaptable to this particular type of ore and developed a highly specialized type of operation. But, has the mining industry gone far enough in the planning? Has ?built-in? safety been included in the efficient methods of operation? Preplanning safety in the mining industry, as in all industries, takes engineering and ingenuity combined with the experience and cooperation of all concerned. A system of mining can be planned on a map and it will look good. However, when the actual mining takes place, conditions may be such that deviations from the original plans may be required because of excessive water faults or other conditions encountered. With safety we may also be required to change, to conform to the characteristics of a particular operation. People in the mining industry are well aware that loose back has killed miners each year. This condition occurred in practically all types of mines. The condition is not new to us. It is also known that explosives, haulage, machinery and conditions common to all types of mining have taken a heavy toll of human life in mining. In addition to these hazards in the uranium mines, the hazard of radon is also present, Radon is a radioactive gas liberated from ores containing radium. This gas is released into the active workings by the blasting or breaking up of the ore. Sometimes it is caused by radium contaminated water seepage from abandoned workings or from the ore body itself. Until the action of this gas on the human was known, many miners were affected. Un- less adequate precuations are taken to protect the people in these mines,, they may be exposed to this hazard, Health researchers made a study of this substance to determine how it would affect the health of the men, They also studied men who had worked in previous years, in mines known to have contained radioactive materials. All of this research contributed to the present knowledge of radon and its daughter products. It is not flammable nor explosive, but, if allowed to enter the body through the respiratory organs it can cause serious damage. Mines have been operated in the past and are still being operated, which were known to contain explosive and noxious gases, indicating that this problem can be controlled. Several states have instituted laws that make it mandatory to provide adequate ventilation and use of monitoring devices to limit radon and its daughter products to a maximum of 300 micro-microcuries per liter of air. This is considered a safe limit for sustained periods of human exposure. While the findings of research do not prove conclusively that the inhalation of excessive radon or its daugher products cause lung cancer, indications point to this as a possibility, particularly radium A and radium C1 of the daughter products. The threshold limits set by law in most uranium producing states are believed to be safe. In a few years, when tests and data now in the process of collection by interested state officials and laboratories is complete, these limits may be found to be ready for revision. Studies such as these take time. At present, the limits that are used are based upon estimates. The permissible limits of exposure to radon and daughter products include a large safety factor. It is considered that a good supply of fresh air delivered to the working places, adequate dust control, the sealing of unused or abandoned workings, the removal of mine water which is generally contaminated and a safe waiting period after blasting, will hold to a minimum the dangers from this source. There are, of course, problems accompanying each of these procedures. For example, the ventilating of untimbered raises and bringing fresh, uncontaminated air to the working places may be a problem. However, a good mining man can solve these problems as they apply in each particular operation. From the information available at the present time, the daughter products containing polonium and emitting alpha radiation, may be a health hazard. Fortunately, the half life of most of the daughter products is short, however, radium D has a half life of 22 years and presents a problem of contamination in the storage of old tailings. So we can see that failure to comply with the accepted good mining practices may have harmful effects on the health of miners. It is gratifying to note the interest in this potential hazard by the officials in the uranium ore producing states, who are making extensive studies and keeping records of the men who work in this type of mining. This all provide information necessary for preplanning safety. By contrast, little has been accomplished to control the injuries and deaths from some other factors connected with most underground mining operations. The Carson Hill mine in Calaveras County, California, was explored and developed by Grandview Resources Inc., as an open-pit heap-leached operation, with production commencing in the fall of 1986. Grandview entered the district in 1983 after a 40-year period of quiescense, the initial contact being by Barden Stevenot, V.F. Hollister, and J.J. Crowhurst. The last dividend declared by the Carson Hill Gold Mining Corp. was 3 1/2$ per share paid in January 1943. The mine was originally discovered in August 1848 by Jim Carson. Preceding the entry by Grandview in 1983, Cyprus Mines explored Carson Hill in 1975, and drill exposed a mineral inventory of 7.3 Mt (7,982,000 tons) averaging 1.4 g/t (0.040 oz per ton) gold. From that time until the Grandview entry, R.W. Thomssen and B.E. Stevenot continued investigations into the potential of the deposit. Grandview successfully investigated many of the metallurgical problems involved with heap leaching the ore. Metallurgical investigations were con- cluded under the direction of R.S. Shoemaker. By November 1984, J.A.C. Ross had prepared a prefeasibility report that included the earliest Grandview investigations. This report concluded that the deposit contained at least 6.8 Mt (7,440,000 tons) of ore that average 1.5 g/t (0.045 oz per ton) gold and that this ore could be mined with a 2: 1 stripping ratio. A final feasibility report was prepared by D.W. Pringle in September 1985. It showed a final ore reserve of 14.7 Mt (16,160,000 tons) of 1.7 g/t (0.049 oz per ton) gold. An electron optical and microprobe study was made to determine the physical and chemical nature of the silica minerals that occur as natural impurities in bentonite and montmorillonitic fuller&apos;s earth clay products (both granular and powder) and that occur in <10-µm dusts from plants that process these products. The purpose of the study was to determine if discrete "free" silica minerals, such as quartz, could be observed using SEM and EDS methods. No “free" silica minerals could be observed in the SEM images of the granular and powdered products, either among or on the surfaces of the particles. Also, no “free" silica could be identified by either SEM or EDS analyses of the dusts, even though quantitative X-ray diffraction analysis indicated that trace amounts of quartz occurred in all samples. It was determined that these quartz and other silica minerals were encapsulated or coated by montmorillonite. Vigorous washing, however, removed some of the clay coatings, so that small amounts of silica minerals could be seen by SEM and EDS analysis. It was found that all primary crystalline quartz grains in the bentonites have diagenetic overgrowths consisting of a mixture of montmorillonite, opaline silica and possibly microcrystalline quartz. Detrital quartz grains in the fuller&apos;s earth have thin diagenetic overgrowths of opaline silica, also containing montmorillonite. The clay encapsulation of the silica minerals in the products studied, as well as in the potentially respirable (<10-µm) dust produced during manufacturing of bentonite and montmorillonitic fuller&apos;s earth clay products, is considered to be an important factor influencing the potential health effects (e.g.. silicosis) of the contained silica. Even if clay dust containing silica should be inhaled, the montmorillonite encapsulating the quartz and other silica minerals would prevent direct contact of the silica with lung tissue. The clay encapsulation of quartz, as well as the highly hydroscopic nature of montmorillonite, may explain why not a single confirmed case of silicosis has ever been reported among plant workers in more than 65 years of production.

A case study describing the expansion of Marion County landfill is presented. The exapansion area is located on a deep mined area. Finite element analyses were used to predict the surface subsidence and associated tensile strains on the landfill liner of the expansion site. A synthetically reinforced liner system is recommended to minimize the impact of the subsurface movements on the integrity of the liner system.

The Prairie Creek intrusion, near Murfreesboro, Arkansas, is the site of the only commercial diamond mine in North America. Three major lithologies are associated with the intrusion, a hypabyssal peridotite, a volcanic breccia in .which the majority of diamonds occur, and associated tuff. Previous studies, including mining history, geological, geophysical, petrological and whole-rock and mineral chemistry are reviewed. The recent suggestion, by other workers, that this intrusion may be more correctly called a lamproite is examined and supported. This has serious implications for diamond exploration in Arkansas and elsewhere in the U.S.

This report is a review of current research being conducted in the United States which is intended to increase the utilization of coal ash. In order that this report be as timely as possible, the majority of information was obtained by direct comunication with the people listed in the references. Due to the magnitude of the flyash research program, some projects may be inadvertently omitted. Field research on flyash for use as an agricultural fertilizer is being monitored at Virginia Polytechnic Institute and State University.1 This research is directed at determining the plant nutrients that are available in flyash as well as the quantities of flyash that can be applied to agricultural soil without adversely affecting plant growth, Coal mine spoil and refuse bank reclamation with power plant flyash is being demonstrated by United States Bureau of Mines, Morgantown, West Virginia.2 Numerous highly visible coal refuse piles and strip mine spoil banks contribute to air, water, and land environmental problems. Revegetation of several experimental sites with flyash from bituminous coal-fired power plants was undertaken in West Virginia and Pennsylvania. Conventional farm equipment was used at some of the sites while large earthmovers were required at others. The flyash served as a neutralizing agent, dilutent, and soil amendment to provide some nutrients which enhanced vegetation of the barren areas, Estimated cost of reclamation by this method is $300.00 per acre of previously leveled area. This figure can vary considerably depending upon the topography of the site, haul distance, quality of the soil and quality of flyash.

This paper reviews the postwar changes that have occurred in the expenditure and financial behavior of mineral corporations, and in particular the relative importance of factors that affect the industry&apos;s supply and demand for funds. This quantitative statistical investigation of factors affecting sources and uses of funds of mineral corporations is achieved through the formulation of a simultaneous equation model of sources and uses of funds. After a description of the study sample in Section I, the postwar cyclical and secular financial behavior of mineral corporations is analyzed in detail in Section II. Section III formulates an econometric model of mineral corporate financial behavior which is then estimated and reviewed in Section IV. Section V discusses policy issues regarding depletion allowances, investment tax credits, and industrial organization of the mineral sector. Finally, the optimum financial structure of mining firms is discussed in Section VI, which analyzes the effect of corporate financial structure on the mining corporations&apos; average Cost of capital.

I want to limit my remarks to epigenetic ore deposits, but do not necessarily subscribe to the classic theories of hydrothermal ore deposition. I will consider an epigenetic deposit as a primary deposit in which the economic minerals have been introduced subsequent to the formation of the enclosing rock, regardless of the source. Past ore discoveries have been made to a great extent by prospecting techniques that have remained relatively constant over the last many decades. In many cases the discoveries have been enlarged or enhanced with the use of technical tools such as geophysics, but theoretical geology, which should serve as a foundation for exploration, has shown little progress of practical importance since the turn of the century.

Gold is an important byproduct and, locally, coproduct of porphyry copper deposits, and possesses potential for discovery as the major metal in porphyry deposits in either island arcs or Cordilleran belts. Tungsten and tin occur as major components of several potentially bulk-minable porphyry deposits, as well as being byproducts from the Climax porphyry molybdenum deposit. Whereas porphyry tin systems are localized in Cordilleran back-arc settings, their tungsten counterparts appear to span a range of geotectonic settings, from Cordilleran principal arcs through back-arcs to rifts. Although silver is a common byproduct of porphyry copper deposits, it tends to be preferentially concentrated with lead and zinc on the fringes of all types of porphyry deposits and/or as late-stage superpositions; the latter situation could be of some interest in the higher parts of porphyry systems. As byproducts, rhenium, uranium, platinoids and magnetite are exploited occasionally, and rutile and the rare metals, such as tantalum and niobium, have merited consideration.

Hachinohe smelter, a zinc-lead blast furnace complex with the annual capacity of zinc plus lead of 100,000 tons, had originally treated normal zinc and lead sulfide concentrates. However, it is currently handling a great variety of raw feeds ranging from complex sulfides to oxidic recycled materials in view of resource economy, most of which are unsuitable for zinc electrolysis. This paper reports on some significant efforts recently carried out on improving sintering operation, i.e., the increasing use of secondaries against harmful ingredients like halogens, and the substantial reduction in energy use as the results of various modifications and improvements.

To many, petroleum exploration and successful geophysics , are partly synonomous, This is not because natural petroleum is usually concentrated as a liquid, nor certainly not because oil can be detected directly. The reason is Chat geophysics helps to at least better understand and sometimes, to even explain the essential geology involved. That groundwater is similarly a liquid with all but a few of its basic geologic relationships practically identical to petroleum, seems to have escaped many of those most interested and responsible for complete geo-hydrologic knowledge. The paramount need to use every means at our disposal for maintaining and expanding our crustal resources reserves are generally obvious, However, in view of the rapidly mounting requirements, continual re-emphasis is worthwhile.

[First of all I want to thank the Society of Mining Engineers of AIME for the opportunity to present what Industrias Penoles, S.A. is doing in Mexico to reach the basic objetive of the enterprise without compromising, in short or long term, the living conditions of the community or attempting in an irreversible form against Nature. Industrias Penoles, S.A. is one of the largest mining and metallurgical companies in Mexico. It was founded in 1887 and at the turn of the century installed a lead smelting operation close to the village of Torreon, which became city five years after the start up of the Penoles smelter. Now Torreon has a population close to 300,000 inhabitants. In 1974 Penoles is still the largest industry in Torreon and the dynamic growth of the city is close related to this factor. Today Penoles in Torreon has a lead smelter with a capacity of 130,000 metric tons/year of bullion, an electrolitic zinc plant of 105,000 metric ton/year, and it is modernizing its lead smelter to control pollution and expand it to 190,000 metric ton/year of bullion including all the services and refinery. The Penoles complex in Torreon is the biggest in the non-ferrous metals field in Latinoamérica.]

As energy requirements in the United States expand with the growth of the Nation, use of coal also can be expected to increase. This optimistic outlook for the coal industry is based on our vast reserves of high quality coals and the possibility of converting coal to end uses other than electricity and metallurgical coke. Potentially, millions of tons of coal might be needed in the form of gas and liquid fuels to supplement our reserves and imports of these natural products. Exactly when they will enter the economy on a large scale depends on many factors. On January 1, 1960, the estimated remaining reserves of coal were 1-1/2 trillion tons, about 50 percent of which is bituminous coal. In 1965, the production of bituminous coal and lignite passed the 500-million-ton mark, emphasizing the steady upward trend from the recent low of 403 million tons, and if the present rate of increase continues within the next five years, output should pass the alltime high of 631 million tons achieved in 1947.

The objective of this U.S. Bureau of Mines investigation was to characterize overburden response due to longwall mining. Subsurface strata and surface deformations were monitored during the mining of two adjacent, 900 ft wide longwall panels in southeastern Ohio. The panels were separated by a five entry, four pillar system (about 350 ft wide). The overburden thickness in the study area ranged from 214 to 280 ft, and the extraction thickness averaged 70 in. To delineate the geology of the overburden, six coreholes were drilled along a profile line extending across the two longwall panels. Multi-point borehole extensometers (MPBX) with eight-anchors were installed in six boreholes to measure subsurface displacements. The MPBX units were continuously monitored using a data logger. During the mining of the first panel, displacement occurred in a radiating pattern beginning just above the extracted area in the center of the panel and extending upward and outward towards the surface and margins of the panel. Overburden deformation did not project over the gate road entries. During the mining of the second panel, the MPBX&apos;s showed almost simultaneous displacement, indicating that the overburden began to move as a whole unit. Again, overburden deformation was confined to the immediate panel area. At both panels, overburden movement began when the longwall face was approximately 55 ft beyond the line of MPBX boreholes. Moreover, all ground movement was complete when the longwall face was approximately 200 ft beyond the line of MPBX boreholes. This paper discusses the results of the study and identifies the characteristics of overburden deformation.

The financial analyst&apos;s job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. Underlying growth rates, another independent factor, may range from the business equipment industry with an annual growth rate of 14% through the electric utility industry with a growth rate of about 7% per year to the

Beneficiation of-low-grade nonmetalliferous mineral deposits by electronic color sorting is currently undergoing a period of rapid development. For those deposits in which the specific gravity, strength, soundness, electric and magnetic properties of the ore and gangue are similar the possibility of separation by color, reflectivity, or fluorescence offers hope for utilization of much poorer quality ore than previously thought possible. For those ores in which consistency of color is required or for which a dry process is preferred, the electronic color sorter is particularly adaptable. Electronic color sorters were first designed to process agricultural products and were small low-capacity units. However, the recent introduction of larger machines designed to process 6-in, diameter ore at a rate of 30 to 50 tph (Anonymous, 1966a), has brought color sorting into the capacity range required by many mineral producers.

Over the past few years several commercial wetting agents and drying aids have been tested in the lab and in the plant at Gold Fields Mining&apos;s operations at Mesquite and Ortiz. The major goal was to increase recovery with these surfactants by improving the permeability of the pad and increasing the rate of penetration through the rock.
