In July 1985, as the U.S. copper industry contracted and the Mexican industry expanded, a trans border pollution agreement was signed which included smelter air pollution control in the "Gray Triangle": Cananea, Nacozari and Douglas. Since then the Douglas smelter has been closed, a year earlier than initially required; though its new smelter is operating, S02 collection and acid disposal at Nacozari is yet to come; and the Cananea smelter has been un-touched. Nacozari and Cananea copper mining have expanded while a reduced U.S. copper industry has rationalized to a point of fragile profitability. As a paradigm of U.S. copper competitiveness, this paper attempts to explain the differential fortunes of copper in the two countries, to project the future of the smelter agreement as a function of acid disposal, and to consider the consequences of the politicized application of smelter pollution control in Arizona.

In a future world of 8.5 billion people in 2035, the Energy Information Administration's (EIA) projected 50% increase in energy consumption will require true "all of the above" energy resource use from oil, gas, renewables, nuclear, and coal. In particular, coal will continue to be the world's energy cornerstone, providing more incremental energy over that same time period than any other single fuel. Coal has long been a centerpiece of a low-cost, high-reliability electricity grid. Today there are 1.3 billion people across the globe without access to electricity and 2.7 billion people who do not have clean cooking facilities. The problem is spread across the developing world, but it is particularly severe in sub-Saharan Africa and developing Asia, which together account for 95% of people in energy poverty. Without a commitment to achieve universal energy access it has been estimated that by 2030, there will be an additional 1.5 million premature deaths per year caused by household pollution from burning wood and dung and through a lack of access to clean water, basic sanitation and healthcare. Modern energy sources are essential to meeting these challenges.

The problem of setting the proper control objectives and/or having several objectives to be met in the implementation of grinding control strategies can be resolved. The design and implementation of a distributed control system for safe operation of a grinding circuit while maximizing profit is presented. An optimal recovery/throughput target for a desired grind is accomplished by advanced control strategies at the DCS level. A mill load constraint control technique provides stable operation with a substantial increase in throughput, while the desired grind index is maintained by an inferential grind control technique without using a particle size analyzer. The integration of crushing/grinding and flotation in the overall design was the key to the success of the project. This synergistic effect was obtained by implementing a computer -plant management system in the concentrator. The overall philosophy of keeping the implementation simple but not simpler was used.

The purpose of this paper is to summarize the role of water resource monitoring in mining activities and to discuss the considerations that go into designing and implementing a monitoring program. The design of a monitoring program is invariably based on sound engineering and scientific judgement since no design formulas exist that can be universlly applied to the monitoring of all activities. As discussed in this paper, however, a methodology of designing a water resource monitoring program does exist. In order to cost-effectively monitor the water resource impacts of mining activities, the following three monitoring related items should be understood: 1. the role of water resource monitoring in the planning, construction, and operational stages of mine development, 2. the available water resources monitoring methods and the proper role of each method in the various scages of mine development, and 3. the strategies that should be followed in designing and implementing a water resource monitoring program.

The roles of organic matter in ore deposits are complex and represent a specialized effort in the larger subject of the geochemistry of ore deposits. The organic carbon cycle can be considered with particular emphasis to ore deposits in order to understand the origin and genesis of the organic matter. Organic matter may play one, several, or none of the following important roles in the formation of ore deposits: leaching, transport, concentration, reduction, and precipitation of metals. For deposits that contain organic matter, detailed field relationships and laboratory characterization of the organic matter are required to make an ore deposit model that Includes the organic matter and specifies its role(s). Examples of the involvement of organic matter in several types of uranium deposits are contrasted as being direct or indirect, syngenetic or epigenetic, and necessary or unnecessary. Examples of organic matter in deposits containing gold and lead-zinc, and In metal rich shale are discussed with respect to ongoing work and critical questions.

Adsorption of nonionic/anionic surfactant mixtures on kaolinite has been studied with sodium dodecylsulfate as the anionic surfactant and octaethyleneglycol mono-n-dodecylether as the nonionic surfactant. Synergistic interaction between these surfactant was found to cause adsorption of the nonionic surfactant with its hydrophilic chains protruding into the bulk, leading to substantial changes in wettability and dispersion characteristics of kaolinite. Similarly, hydrophobicity changes are observed also for silica particles upon adsorption of nonionic ethoxylated alcohols owing to possible changes in the orientation of the adsorbed surfactant molecules at the interface.

In a proposed rulemaking regulating asbestos, nonasbestos varieties of Tremolite, Anthophyllite and Actinolite would be excluded from the regulations controlling permissible exposure to asbestos fibers. This proposed rulemaking is perceived as improving the scientific basis of the regulation of asbestos because it recognizes that there are no scientific data, either mineralogical or health related, which support the regulation of nonasbestos Tremoiite, Anthophyllite and Actinolite in the same manner as asbestos fibers. However, the proposed regulation, while representing a major advance in the treatment of AT A for regulatory purposes, does not provide an adequate analytical method for distinguishing between asbestos and nonasbestos particles, nor an adequate description of the regulated minerals. This paper addresses those topics, recommending that OSHA include an appropriate mineralogical definition, and implement a discriminate counting procedure to distinguish asbestos from nonasbestos particles.

Metal prices are often predicted by relying on time trend projections of various economic indicators or even the trend in price itself Thus, time is the underlying explanatory variable acting through at best, a limited selection of economic variables. The price prediction method described in this paper differs from this by analyzing hundreds of economic variables to develop a few principle components that automatically capture the fundamental changes in the economy and delete duplicate or irrelevant information. This leaves a few principle variables to describe a state-space representation of the economy which can then be used for prediction. Forecasts of the price of a metal are then made based on these principle variables.

Sampling is used in all scientific, engineering, marketing, and financial disciplines. The scientific theory of probabilistic sampling is a well established field, providing a general framework for basic methods that can be applied in fields that would appear to have little in common. The revolution in sampling occurred, in part, as a response to the need for quality control in industry during the Second World War. Since this time probabilistic sampling methods have been replacing pre-scientific non-probabilistic methods of sampling. This has not been the case, however, in the mineral industries in the United States. No general agreement on a theory applicable to all sorts of particulate materials has been reached. As a result, non-probabilistic methods are still widely used and the measurement of sampling precision - the hallmark of scientific sampling - is unknown. Much of the research on particulate material sampling that has been carried out over the last 40 years can be characterized by a lack of theoretical reasoning and rigor, an unwillingness to acknowledge previous work, and a lack of integration with existing, established scientific sampling theory. Non-standard statistical terminology is used and often standard statistical terms are misused. The confusion that has resulted is reflected in ASTM and IS0 sampling standards and in the practice of particulate material sampling.

Power consumption of stirred media mills has been studied by an approach developed from work on stirred reactors. Relationships between torque required to rotate both disc and pin impellers immersed in dense particulate media as a function of speed, impeller and tank dimensions, and other relevant variables are evaluated. Data collected during numerous different experimental conditions are analyzed. The results can be summarized and presented in the form of characteristic plots, general equations and dimensionless group correlations involving power and modified Reynolds numbers. Special attention is directed towards the rheological properties of the media, which is considered as non-Newtonian liquids and hence, the equation of power law liquids is employed. Procedure for estimating parameters of effective viscosity and scale-up guidelines with respect to power consumption are put forward.

During the past eight years there has been a dramatic change in the iron ore industry of Minnesota, in that its status has changed from that of a seller's market to a higly competitive buyer's market. Minnesota's natural ores must now be beneficiated and up-graded considerably to be marketed in order to compete with the higher grade foreign ores as well as with the locally produced and highly desirable taconite pellets. With the passage of the "Taconite Amendment' in the November, 1964 election, the taconite industry commenced to expand in Minnesota, which, although initiated in that state, was benefiting many other states and some foreign countries to a much greater extent than Minnesota. These other areas were actually appropriating markets that had been established and retained by Minnesota for many years. Since the approval by the state voters of this amendment, there has been a great increase in the development of taconite properties on the Mesabi Range.

In today's work environment a tremendous amount of data is required to provide the regulatory agencies justification to issue a mining permit. The demands for data, specifically environmental characterization data, grow and the mine plans must address the issues raised by the interpretation of that data. Computers and computer software can provide operators and consultants with the tools necessary to assimilate, digest and interpret these seemingly unmanageable data sets. This paper presents some examples of how Mincom's MineScape software can be applied to the task of developing coal mine permits in an electronic format.

Optimal gold recoveries largely depend on efficient liberation of the gold or gold-bearing minerals as well as on maximum access for the lixiviant. Thus, crushing and grinding may become the most costly part of gold ore processing. It may, in fact, represent 50% to 70% of a plant's operating costs (Michaelis, 1989). The increasing significance of refractory gold will require even more cost-efficient comminution of ultrafine sulfides and/or native gold. Transitional ore zones with semi refractory gold may respond to direct leaching if better particle fracturing is being achieved (Baum, 1991, 1993a). Many oxide ores have been left in the ground because they were unsuitable for heap leaching since conventional comminution could not facilitate economic gold extraction. Also, the costs of conventional bal1 mill operations did not permit the recovery of gold from many ultrafine, low-grade refractory ores. As shown by Marsden et al. (1993), the trend to treat ores with progressively lower grades will involve power-and leach-efficient grinding applications. Our current laboratory work shows that high-pressure grinding roll (HPGR) Polycom grinding may enable many mining companies to add large amounts of these "non-leachable" ores to their current heap or mill leach feeds. This finding may dramatically change the economics of many oxide gold ore operations and may add significant reserves to ores amenable to direct cyanidation.

Background In the mining industry, conversion of fine particles into a slurry is often part of the normal processing of the ore. Therefore, from a system's point of view, slurry transporta¬tion would be considered as a natural alternative, all the way from the working face to the final processing. In underground mines, there is sometimes a considerable inflow of ground water that has to be pumped out. When the mine dewatering installations are integrated with a hydraulic hoisting system, the cost of power needed to pump out the ground water can be excluded from the cost of hoisting, compared with other modes of transporting the solids to the surface. The chief advantage of hydraulic hoisting is that the hoisting capacity can be increased at comparatively low total cost without necessitating the sinking of new shafts. Alterna¬tive examples include deepening of the existing mechanical hoisting system, truck, or conveyor belts transport in ramps to the present level. These often become very expensive. The economic effectiveness of hydraulic hoisting and hydraulic design considerations have been discussed by Kostuik (1965) and Sellgren (1985, 1986) for both small shallow mines and large deep underground mines. Objective and scope The objective of this study was to demonstrate the feasi¬biliy of hydraulic hoisting in hypothetical examples of mine deepening. Underground grinding to a maximum particle size of about 700 um (about 25 mesh) is considered. The pumping of ground ore products with positive displacement plunger or membrane type of pumps at working pressures of up to 15 MPa (2200 psi) is a thoroughly tested technique (Venton, 1986). Hydraulic hoisting system A hydraulic hoisting system is described schematically in Fig. l . The ore is mined, handled, and crushed conventionally. It is then ground wet underground. The slurry is then tempo¬rarily stored in an agitated tank and pumped to an agitated receiving tank on the surface. The ore is then further processed in the concentrator. The capacity of a pipeline is very high. For example, an annual production of 500 Kt (550,000 st) of ore can be handled in a 100-mm-diam (4-in.-diam) pipeline. Systems layout - economic effectiveness Schematic mine layouts are presented that represent situ¬ations where hydraulic hoisting often is the most economical alternative. A situation where the ore is trucked to the level of the existing hoisting system is shown in Fig. 2 (following page). With hydraulic hoisting, only a shaft for ventilation, pipe¬line, and personnel are needed. In a first phase (Fig. 2), a hydraulic hoisting installation with crushing and grinding units, storage facilities, and pumps has been located at a level of about 400 to 600 m (1310 to 1970 ft) below the surface. Reflections on over ten years experience handling bituminous coal from railroad cars to ground storage and lake vessels. The arrangement of the facilities is described but the basic theme of the discussion is the experience gained and lessons learned from facility operation. The Great Lakes provide the maritime environment for the economical transport of vast quantities of raw materials from their source in the Upper Lakes (the Mesabi Range, for instance) to Lower Lake Ports. Lake Erie, because of its proximity to the steel centers , blossomed with the great ports that now line its southern shore - Toledo, Sandusky, Lorain, Cleveland, Huron, Ashtabula, Conneaut and Erie.

The Orchard Valley Mine, a large underground coal mine located in western Colorado, experienced a major mine fire during an idled Sunday on June 1, 1986. This mine had extensive problems with spontaneous combustion near the coal outcrop. Spontaneous combustion has been determined to be the probable cause of that fire. Preparing for a mine emergency was an on-going task. Once the emergency occurred, much of the preparation work was implemented and aided in controlling the situation. Later, the successes and shortfalls that arose from that emergency were analyzed for future course of action. This paper summarizes the activity that led up to the major fire, the handling of that emergency, the lessons learned, and the changes implemented.

Agriculture in the United States today is becoming more and more a business, rather than a way of life. In the light of this, it behooves the farm-supply industries that provide the American farmer with his tools of production--feed, fertilizer, machinery, and the like--to give even greater attention than they have in the past to meeting the needs of the farmer-businessmen they are serving. Increasing competition among the companies that make up these industries merely accentuates this need for better service. An opportunity for such improved service, not yet fully realized, exists in the fertilizer industry today. That opportunity lies in the increased transportation of fertilizer ingredients by water. However, before the benefits inherent in this increased water movement of fertilizers can be fully realized, certain obstacles must be met and overcome. It is the purpose of this paper to outline the nature and magnitude of this opportunity, to point out some of the roadblocks and the steps that can be, or are being, taken to remove them, and to indicate some of the rewards that would logically stem from success in these efforts.

In the design and specification of a ventilation system for an underground mine, it is necessary to make reasonably accurate estimates of the pressure losses in the various airways of the mine. These estimates can be made with little difficulty for open airways with simple geometric cross-sections, such as those cut by continuous miners or tunnel-boring machines. The situation is much different on a longwall face, where the airway's complex geometric cross-section and the presence in the airway of obstructing equipment having a variety of shapes make it difficult, if not impossible, to estimate pressure loss using traditional methods of calculation. In the past thirty years, there have been a large number of ownership changes in the industrial minerals arena and many medium to large companies have made industrial mineral acquisitions. Industrial minerals are exceedingly important to the achievement and maintenance of a high standard of living in the United States and in other developed countries. In the developed countries of the world the value of industrial minerals exceeds the values of the metallic minerals. In the U.S., the value of our industrial minerals is some 2 112 times that of the value of our metallic minerals. Almost every single thing we use or touch in our daily lives can be related to an industrial mineral. Examples are the construction industry, agriculture, ceramics, paper, paint, plastics, electronics, glass, petroleum, and many more in which an industrial mineral or minerals playa functional role. Industrial minerals are exceedingly diverse in their values, properties, and applications. Sand and gravel is an example of an essential industrial mineral commodity which has a low price but moves in very high volumes. Geographic location of this commodity is critical because of transportation costs. High calcium limestone or marble has a moderately high price particularly if it is white enough for use as a pigment or extender. This moves in moderately high tonnages and location is not as critical be-cause it can be shipped for considerable distances and still be competitive. Some specialty industrial minerals such as a white tale or white bentonite sells at a high price at low volumes and geographic location is not a major factor in marketing. Prices of industrial minerals do not tend to be cyclic and generally keep up with inflationary increases. Because of the diversity of industrial minerals very careful analyses of acquisitions or divestitures must be undertaken by buyers and/or sellers in order to prevent serious mistakes.
