Ontario, one of the richest mining districts in the world, is a natural storehouse for much of the earth's fresh water supply. Covering over 344,000 square miles, the surface of this Canadian Province is dotted with 250,000 fresh water lakes and is laced with uncounted thousands of fresh water rivers and streams. The southern portion of the Province, for the most part, is flat or lazily rolling farmland. This is where most of the people in Ontario live. Although it is not a major mining area, southern Ontario does possess important deposits of salt, oil, gas and gypsum. Most of these deposits are being actively worked. Toronto, the capital city of Ontario, lies deep in the southern region. Here the climate is mild and the winters are short. The total annual precipitation consists of 27 inches of rain and 65 inches of snow. Most of the major mining companies that do business in Canada have made Toronto their Canadian headquarters. There are two reasons for this. The first, of course, is money. Toronto is the gathering place of many well- known financial institutions. The second is access. Toronto lies within a few hundred miles of some of the most spectacular mining enterprises that exist in the world.

This paper reviews the process control systems used in early commercial pelletizing plants, traces the development of these systems into present day practice, and briefly outlines advanced automation concepts being considered for future installations. It deals specifically with controls for the balling circuit, pelletizing machines, and related material handling and combustion equipment. The importance of instruments for visual observation and data logging is discussed, and the potential use of computer control is evaluated.

The final cost and quality of a project employing equipment, labor, and materials is dependent upon the expediency and extent to which each of these parameters are used. An ideal solution then, would be one in which three solvable equations were given for each particular situation. The equipment, labor, and materials could then be solved for, and the perfect job would result. In reality, however, the ideal and most economical solution is seldom attainable by solving three given equations. Therefore, knowledge, experience, and sometimes guesswork must be relied upon when correlating equipment, labor, and materials. Drilling and blasting, in particular, is one operation which normally involves more uncertainty than other operations. It is also an operation in which the outcome is extremely critical for two reasons. First, the cost of the operation that follows drilling and blasting is dependent upon how well the material is fragmented. Second, once the drilling and blasting has taken place, it is impossible to return to the area, without considerable expense, and correct any mistakes that might have been made. Therefore, what is desired is a method by which drilling and blasting operations can be performed yielding optimum results at the lowest cost; this can best be accomplished by having the relationships between equipment, labor, and materials prior to their use. For obtaining best results, the selection of these three relationships must be based on knowledge, experience, and as little guesswork and uncertainty as possible.

Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. Nearly three decades of intense research, corresponding with a period of unparalleled discovery and the advent of scientific advances and hypotheses of ore formation, has resulted in a great body process-focused research concerning how ore deposits form. The development of process models and their application has proceeded more or less in step. Discoveries have been made in mineralized regions such as provinces and districts but generally without a comparably developed understanding of why provinces and ore bodies exist and, except in general terms, where ore deposits are within districts and regions. The process of discovery is still referred to as search and exploration budgets are heavily weighted toward exploration drilling.

This paper considers the international market trends of the rare earths and how they are strongly influenced by the by-product/co-product nature of their mining and processing. The two main economic minerals for the rare earths are bastnasite and monazite. Monazite is primarily a by-product of mining ilmenite and rutile and is affected by changes in these markets as well as the presence of thorium. Bastnasite is a by-product of mining iron ore in China and a stand-alone product in the USA. The paper will use conceptional relationships and empirical data to delineate the various by-products/co-products relationships and how they determine observed international market behavior.

Introduction Mining has always been sensitive to the fluctuating income of downstream customer industries. The industry is now becoming more vulnerable to booms and busts as economic pulsations increase and demand for mining products shows little or no long-term growth. As the general economy has become more cyclical in the last decade, the capital-intensive primary industries have become more aware that timing as well as preparation of survival plans are vital in investment decisions. Strangely, however, some of us have not yet included the business cycle in our feasibility studies. Cyclic prices and volumes and fluctuations in profits and cash flows do not fit our linear models. The increased cyclical nature of our economy is recent and poorly understood. Forecasting peaks and troughs is still more an art than a science. Nevertheless, avoiding business cycle parameters can lead to error in value estimation and contingency planning of new projects. Metal and Mineral Industries More than half the iron and steel, aluminum, copper, lead, zinc, manganese, tin, nickel, molybdenum, cobalt, and chrome that we mine, smelt, upgrade, and recycle goes to construction, transportation, capital goods, and consumer durable industries. All are cyclical. Their products are consumed slowly, so replacement can be postponed in recessions. Purchases of such goods are usually financed by debt, and their customers are sensitive to highly cyclical changes in interest rates. During prosperous periods, people tend to buy capital goods despite high interest rates. Upstream industries also tend to be whipsawed by inventory cycles. With high interest rates and good transportation, downstream fabricators can lighten their inventories during recessions. They know that upstream suppliers can deliver supplies and raw materials immediately, And, with the advent of electronic accounting, the fabricator with timely inventory information can afford to hold fewer contingency stocks. Likewise, when recovery returns, inventories surge back through industry pipelines, accelerating demands on primary supplies. The price elasticity of most primary products is low. Their share of the value of finished products of the industries they supply is generally small. The 60 kg (130 lb) of aluminum in a car is vital. But whether it costs $80 or $130 will not visibly influence the demand for an automobile. With low elasticities of demand, the primary producer is hit with decreases (or increases) in prices and in sales volume, during recessions as well as recoveries.

Introduction Mine operators are interested in energy conversation in two ways. With our finite sources of energy, we are concerned for future generations. In addition, as mine operators, we want to minimize energy costs. Moving material represents a substantial amount of the energy used in mining operations. Wheeled vehicles are used extensively to move materials. And they derive all their energy from fuel. Energy is also required to overcome the vehicle's inertia, and internal and external frictional forces. Included in the vehicle's frictional forces is its suspension. Tires are an important part of this suspension. What influence do tires have on the overall fuel consumption of the vehicle? Does tire construction affect this influence? As far back as 1896, it was apparent that tires were a factor in fuel consumption. A test was devised in France using a coal-fueled steam-driven auto. The test measured whether there was any fuel savings with the new pneumatic tires rather than of the then commonly used solid tires. The result was a 28% savings in water and a 29% savings in coal on pneumatic tires. Today, the pneumatic tire is accepted, but there are differences in present constructions. Tire Construction: Bias vs Radial There are basically two types of tire construction, bias and radial. Bias tires have been around for about 60 years. Radial tires are more recent. They were developed to improve a tire's ability to withstand higher speeds and loads, as well as to improve tire life and vehicle handling. Another advantage of the radial tire is its lower rolling resistance. This characteristic results in lower fuel use by a vehicle. This has been demonstrated with passenger cars and over-the-road trucks. It is now being demonstrated with earthmoving equipment. A basic description of both types of tire construction should now be reviewed: The casing of a bias-ply tire is made up of crisscrossed textile plies or layers. The cords of these plies run on a bias, from bead to bead. The cords of each ply run on an angle relative to the cords of the adjacent plies. As the tire rolls and deflects, the angle between the cords changes, like the blades on scissors (Fig. 1). The cords of one ply pull one way, and the adjacent ply pulls another, straining each other. Introduction Hydrogen peroxide is known to the mining industry as a powerful oxidant. able to attack and to destroy cyanide, the most important leaching reagent (Knorre and Griffiths, 1984; Griffiths, 1988; Griffiths, 1988). [ ] The most recent development, however, is the use of H2O2 as an oxidant in the cyanidation of precious metals. This application may appear to be a contradiction to the above mentioned detoxification process. This can, indeed, be the case if certain conditions are not considered carefully. Degussa has developed a new process to enable the application of H2O, in this field without having any detrimental effect on the cyanide. The incentive to seek an oxygen supplier like H2O2 instead of air was the fact that one of the most important conditions for the fast dissolution of gold is the presence of physically dissolved oxygen in the pulp (Kydryk and Kellog, 1954; Warstell, 1987). [ ] Complete gold recovery within a reasonable leaching time may only be achieved if the pulp is saturated with dissolved oxygen. Gold losses in leach operations mainly occur due to the following reasons: In some cases, the saturation of oxygen in the pulp cannot be achieved by aeration due to the difficulty to transfer oxygen from the gaseous into the liquid phase. This happens, for example, in pulps with a high viscosity. In such cases, even violent aeration only results in a low concentration of dissolved oxygen in the pulp. In any case, the starting phase of leaching requires the highest amount of oxygen. Therefore, it is especially important to raise the dissolved oxygen level to saturation in the starting phase. Peroxide assisted leach process (PAL) The intention of the process is to introduce oxygen in a liquid form. As a result of intensive research work, it could be shown that hydrogen peroxide can be used as a source of oxygen in the leaching of gold ores. To avoid side reactions, the following conditions must be applied: Hydrogen peroxide must be diluted before it is added to the pulp. The dosage of H2O, must be properly regulated based on the oxygen level of the pulp. An important part of the continuous O, control is a special oxygen electrode, which resists the extremely abrasive action of the pulp.

Despite lower prices and the uncertain future of nuclear power, uranium continued to be the big attraction in 1979 exploration activity. Uranium again dominated exploration programs across the US-not only in primary producing states such as New Mexico and Wyoming, but in potential producing areas from the northern counties of Minnesota to the Grandfather Mountain region of North Carolina. The moratorium on uranium leasing was lifted in Colorado and Montana, and exploration activity intensified accordingly. In Wyoming, what may be the biggest uranium deposit in the state was discovered by Anaconda Copper Co. near Jeffrey City, but in general, there were few major discoveries and activity was concentrated on existing exploration programs. The Department of Energy expects 1979 uranium exploration expenditures to total $339 million, compared to the $314 million spent by industry in 1978. Surface exploration and development drilling in 1979 is estimated at 16.1 Mm, up slightly from 1978 figures. Gold demanded its share of the spotlight in 1979. Soaring prices lured prospectors, investors, operators, and speculators to Alaska, California, Colorado, and Washington in a small-scale gold fever. Exploration for molybdenum remained strong in Alaska, Colorado, and Washington, where mineralization at the Mt. Tolman prospect is now estimated at 816 Mt averaging 0.09% copper and 0.10% molybdenum disulfide. Again this year, one of the major deterrents to exploration was the drive to set aside huge areas of land as wilderness preserves. In Alaska, where Interior Secretary Cecil Andrus has withdrawn millions of acres under the Antiquities Act, BP Alaska decided to close its Anchorage office, reportedly due to the lack of public lands available for mineral exploration. In both geophysical and geochemical activity, the year is best characterized as one of consolidation and development of previous advances in the state of the art, without any fundamental breakthroughs. Many companies were active in the development of instrumentation. Continuing interest in spectral IP resulted in the introduction of two instruments, one by Phoenix Geophysics, the other to be announced shortly by Geotronics Corp. Radiometric and borehole logging equipment received considerable emphasis, reflecting the continued interest in uranium exploration. Antoine M. Gaudin was a vigorously creative man and throughout his career an internationally respected leader of his chosen profession of mineral engineering. To his professional colleagues and clients and to his former students he was both "Professor Gaudin," their wise, inspiring, and enthusiastic teacher, and "Tony," their warm and beloved personal friend. Thus, his teachings and his unique inquisitive-creative approach to problems live on and grow in the accomplishments of his students. Antoine Gaudin was born at the turn of the century in Smyrna, Turkey, where his father was general manager of a French-owned railroad. It was there that he spent his earliest years, literally in the shadow of classic marbles from diggings at the site of Aphrodesias, which his father had rediscovered. From this, Tony developed an appreciation of the arts. He eventually surrounded himself with art treasures; he reveled in the beauties of nature, and he cherished his choice collection of rhododendron and azaleas. His artistic traits led him to take up painting when his daughter, Elinor, sought his help in blending her tints for a water color. In typical fashion he was not satisfied until he had become adept with pastels in capturing the muted tones of distant landscapes and the technical properties of light and color. Unfortunately not many paintings were produced. His paternal grandfather was Marc-Antoine Gaudin, for many years secretary of the Academie des Sciences in Paris, and a well known chemist and mineralogist whose primary interests included the synthesis of precious stones. In an autobiographical sketch written in 1939, Dr. Gaudin recalled: "As a child I saw many of the original synthetic sapphires and rubies which my father had inherited. This, coupled with my father's avocation of mining ventures and archaeology, early decided that I would become connected with the mineral industry." One can speculate that the archeological activities of his father, the mineral systhesis experiments of his grandfather, and his own early studies of mineralogy and geology formed a base from which his special talents as an experimentalist were to develop. Laboratory research under Professor Gaudin's personal guidance was often an intensive, fast- moving, and exciting experience--especially to a new graduate student. For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

"For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. The Red Dog massive sulfide deposit is located in the western Brooks Range of Alaska 100 miles north of the village of Kotzebue. It contains the largest zinc reserve in the world. Reserves were doubled in 1995 with the discovery of the Aqqaluk deposit and significantly increased in 1996, with the discovery of a deep zone of mineralization to the north. At present the global reserve and resource is 143 million tonnes of 16.1 % zinc and 4.3% lead. Red Dog is a silica + sulfide synsedimentary replacement deposit hosted in barite and black shale of the Mississippian Kuna Formation. Red Dog was thrust northward during the late Mesozoic Brookian orogeny. Understanding the setting of the deposit at the time of formation and its subsequent deformation history is critical to current exploration efforts and to future discoveries in the district.

Gold concentrates are produced at many mines by a variety of centrifugal and gravity machines, such as Knelson and Falcon concentrators, however the subsequent recovery of gold is relatively inefficient and subject to security problems. The InLine Leach Reactor (ILR) offers a new method to recover over 95% of gold in concentrates using a simple, secure leaching process. The InLine Leach Reactor is of particular benefit in treating slow or difficult leaching sulphide concentrates and its performance can be reliably predicted from simple laboratory tests. The InLine Leach Reactor is now successfully operating in two gold mines providing benefits of high gold recovery, low operating costs, high security and ease of operation.

The Forum will be co-hosted by the Provinces of New Brunswick and Nova Scotia, two of Canada's East Coast Provinces, both having a long tradition of industrial mineral production. Two previous Forums, the 19th in Toronto in 1983 and the 27th in Banff in 1991, offered delegates the opportunity to see industrial minerals in central and western Canada. "The decline of the “super cycle” has placed an end to a decade of production-focused strategies, with operating cost growing at rates higher than production. Today, the sector is placed on a tough ride and forced to shift focus to cash preservation and efficient cost management. However, most cost management systems in the minerals industry are not conceived as value driving tools but to meet financial accounting and reporting needs. This research draws from a the development of an innovative cost management methodology that applies Activity-Based Bottom-Up cost budgeting and continuous improvement tools to develop a value-driven cost management system for sustainable improvement of operational efficiency and cost reduction. The methodology was successfully tested in the Andina underground mine III Panel sector of Corporation del Cobre (CODELCO), in Chile. INTRODUCTION Cost management is fundamental to profitability of any industrial project. Even more essential in mining, an industry that deals with commodities, which prices are dictated by the market and are beyond the management capacity of the company. The end of the mining “super cycle” and the advent in 2008 of the Global Financial Crisis (GFC), placed an end to a decade of production focused strategies, with operating cost growing at rates higher than production. The sector was placed on a tough ride and forced to shift focus to cash preservation and efficient cost management. Many mining companies have seen themselves into the urgent need of cost management systems capable of achieving sustainable productivity gains and consistent profitability. Cost management is composed of three main processes: estimation, budgeting and control [1]. A number of conventional techniques have been used for cost estimation and budgeting for many years. However, most cost control systems in the minerals industry cannot be referred to as “cost management” since they are conceived to fulfil accounting and reporting needs, rather than to improve operational efficiency [2]. In general, conventional cost budgeting and control systems in mining use a “top-down” methodology, which lacks of necessary details, and fail as a management tool leading to undesirable results [3]."

Mine land reclamation is a comparatively new science-Although some mining companies point with pride to reclamation efforts of 20 to 30 years ago these were the exception rather than the rule. In the last ten years the skyrocket of environmental awareness has been awesome to behold. Future shock gripped mine operators everywhere as they struggled to cope with rapidly changing and escalating demands. The initial result was that two divergent points of view became dominant. Environmentalists said, "Put it back the way it was," and the miners responded, "Let's grow some weeds and hide it." These views are not surprising as they represent rather obvious alternative responses, albeit at opposite ends of the decision spectrum. The former case has prevailed more often than the latter, as most state and federal legislation -- both proposed and passed -- has required drastic alteration of the post-mining landscape so that evidence of prior mining is largely obliterated. An exception to this has been in porphyry copper country where the infrequent abandonment of mines has given emphasis to the second philosophy -establishing vegetative cover on mine waste materials. Now, it should come as no revelation to most mining people that both of these approaches to mine reclamation suffer from serious drawbacks when applied to open pit copper mines. First, whereas waste dumps and tailings dams can be vegetated with some aesthetic benefit, the massive presence of copper mining operations remains very prominent. It is difficult to conceal an open pit copper mine. Second, returning open pit copper mines lands to their original topography and productivity is simply not a reasonable alternative.

A theoretical and experimental study was made of the surface phenomena occurring in a silicate - sulfonate system and a silicate -amine system, Experiments were conducted varying the collector concentration to examine its effect both on the total surface sorption and the rate of sorption. The results were compared to a theoretical model based on a Langmuir-type isotherm, Finally, the flotation behavior of selected silicate minerals was predicted from the sorption results and an explanation for the flotation of silicates postulated on the basis of both the theoretical predictions and experimental data.
