Today the coal industry is beginning to use some very fundamental economic evaluations to determine the most economical circuit to produce a specified saleable product. The fundamental economic methods used are standard return on investment and net present value calculations. By utilizing these economical evaluations, one can justify a larger capital expenditure and realize more return for an investment over the life of a coal property.

It is a pleasure to have the opportunity of being here today to discuss the application of horizontal filters in the metallurgical industries. The use of horizontal type filters has been limited in metallurgical plants. However, in the recent past there have been new designs of this type equipment which greatly broaden their field of application. Through their use in many applications, important economies can be achieved over more conventional methods. The first of the modern continuous horizontal filters was initially developed by Oliver United Filters as their scroll type horizontal filter. This was an outgrowth of the old Oliver Sand Table that was limited to very coarse, free filtering pulps containing no appreciable amount of fine particles. The sand table was rather limited in application. The later continuous scroll type horizontal filter provided for a reverse air blow after discharge which reslurried the heel remaining and permitted the filtration of pulps containing finer particles. In the manufacture of phosphoric acid by the ?wet? process, the filtration of gypsum from the strong acid presented an extremely difficult filtration problem due to blinding of the filter media caused by crystallization of the soluble salts contained in the acid. A filter which allowed for continuous cloth washing was required, and this led to the development of the continuous pan type, and travelling belt type horizontal filters which provided for this need. Among the filters developed were the Prayon by Engineering and Industrial Corporation of Luxembomg for use in their phosphoric acid plants. They are one of the largest manufacturers of phosphoric acid in Europe. The Dorr-Oliver Traveling Pan Filter was also developed by Mario Giorgini, Manager of Dorr-Oliver?s Italian subsidiary, for use with the Dorr Company?s phosphoric acid process. Basically, there are four existing types of horizontal filters in commercial use at this time: The scroll discharge non-pan type, the continuous belt type (Lurgi), rotary pan type, and the traveling belt type. The construction and principle of operation of these various filters will be discussed.

The Electric Power Research Institute Energy Supply Program is developing coal supply forecasts. By coal supply forecasts I mean the future relationships between coal price and production levels. A representative supply curve is shown in Figure l. It will make the rest of my presentation clearer if at this point I give you some background about EPRI and the Energy Supply Program. EPRI is funded by the nation's electric utility industry to develop new technologies for the production and conservation of electricity. Most of the research is conducted by outside contractors. We participate in joint projects with the Department of Energy and other organizations. The Energy Supply Program is one of three "economic" programs. The other two are Energy Demand and Conservation, and Systems. The Systems Program's main function is to provide the means to integrate the output of the other two Programs. The primary function of the "economic" programs is to provide information pertaining to future energy prices, availability, requirements, etc. to the EPRI personnel planning R&D programs. A secondary role that is becoming more and more important is providing information of direct use to the electric utility industry. I should note that the results of all EPRI's contract work are available to the general public. A "Coal Supply Analysis System" is being developed for EPRI by Charles River Associates. To the extent possible it will draw upon existing work, but much additional work needs to be done in the area of coal supply economics.

To mining people who have experienced the tremendous expansion of existing operations and the development of new properties over the last several years we do not have to point out the difficulties in hiring skilled equipment operators. To those of you who have opened operations in some of the more remote places in the world this is not just a difficulty. It is an impossibility. Your only recourse has been to try and train whatever manpower has been available. Depending upon your success in training, the next problem has been to keep them. On todays modern equipment, the skill of the operator remains as the greatest single variable affecting the performance of the machine. On a blast hole drill, for example, a skilled operator will get good production footage, acceptable bit life and minimal machine downtime The unskilled operator will not only fail to get the acceptable production footage but all too frequently this failure is coupled with low bit life, high repair costs and excessive machine downtime. Even between experienced operators, on identical machines, in the same kind of material we find significant variations in performance. It is, therefore, the skill of the operator, not just his experience, which makes the difference. The problem, as presented to us by our customers, has been to find a way for the unskilled man, with minimal training, to match the performance of the most skilled and experienced operator. The obvious answer is automation.

Eastern Mesabi taconite is one of the hardest rocks known, but fortunately it shows little tendency to pack in the crushers, when the minus 5/16 inch material is removed. The crushing circuit is essentially as shown in the Engineering and Mining Journal article, "Reserve's New Taconite Project", dated December, 1956 except that the grizzly screen between the two stages of gyratory crushing has been eliminated. The Reserve operating staffs aim is to utilize the crushing equipment in such a manner that the maximum tonnage of taconite can be crushed to the required size at a minimum cost. As is readily apparent, the primary consideration is to produce a desired size product, with the other operating factors to be balanced, thus achieving the best setting for each crusher. Much effort has been expended toward the development of a satisfactory sized material for feeding the rod mills. The characteristics of this feed must allow the following situations to be handled by the existing equipment: 1. The material being fed to the rod mill must be such that it can be fed into the unit with the proper quantity of water to maintain the correct density within the mill. 2. The rod mill must produce a product from this feed which can be handled without difficulty by the magnetic cobbing and ball mill circuit. 3. The incidental tramp must not exceed that quantity which can be handled easily after the rod mill and after the ball mills.

This paper is a review of technological progress in mining geophysics during the past decade. This has been the most significant period in the history of mining geophysics. Among the already existing; techniques, instruments for ground -magnetic and electromagnetic prospecting, were developed that are more, portable and faster to operate. Induced polarization equipment came into widespread use. Airborne instruments of various types became available and were used to survey large areas. Drillhole instruments were developed and have had some use, and it is to be hoped will be used to a greater extent in the future. Two revolutionary new methods, the AFMAG and INPUT, were developed. The wisdom of attempting to cover such a broad field in a single paper might be questioned. There is the inevitable problem that each topic must be discussed very briefly. However, while papers describing individual instruments have appeared, many have yet to be described in the technical literature. The evolution of the ground magnetometer and electromagnetic instruments has not been discussed. It is only recently that a review article has appeared on airborne EM. The existence of review literature on some topics has meant that they are given less emphasis in this review than those topics inadequately covered. It will also be observed that stress is laid on "chose instruments that are generally available to the mining industry rather than those developed by individual exploration companies for their own use.

The Ernest Henry copper-gold project is located in North West Queensland, Australia and commenced production in late August 1997. Utilizing a philosophy of selecting the biggest proven equipment available Ernest Henry at full production ¥ill treat 9 Mtpa through a single grinding line over a 15 year mine life. 350.000 tonnes of concentrate a year will be produced, containing 95,000 tonnes of copper and 120,000 ounces of gold. The two mills recently commissioned at the Ernest Henry Copper/Gold Mine are a 10.4m x 5.1m (34 ft x 16.75 ft) SAG Mill and a 6.1m x 8.4m (20 ft x 27.5 ft) ball mill. The mills have a power draw of 11 MW (14745 hp) and 5.5 MW (7373 hp) respectively. While the SAG Mill is not the largest SAG Mill in the world, it is the largest shell-supported SAG Mill in the world. The Ernest Henry mills epitomize the new standard design of large grinding mills. The design was introduced more than 20 years ago and has been further developed from extensive experience with grinding mills, and the need to produce a design, which overcomes the recognized problems of large mills. The result is a design with the potential to be used for mills up to the largest for which machine tools can be found to fabricate and machine them, currently approximately 15m (48') overall diameter.

In many cases, substantial time may elapse between the exploration stage and a serious detailed planning stage which has the objective of putting a mineral property into production. This is always true where properties change ownership and new partners are brought in for joint venture situations. Such conditions make it imperative that the recording of complete and accurate geological data for the property is done during the active part of the exploration phase and accomplished by competent geologists and engineers. This work should not be left to helpers and technicians. Furthermore, it should not have to be redone years after the actual drilling was accomplished, when either those involved have parted company or those present have lost the touch and feel of their part of the exploration program and must rely on a memory sketchy in detail, at the best. All of this emphasizes the importance of thorough geological evaluation and reporting during the exploration program. To evaluate and comment on the application of geological data by a mine planning department, we must assume (1) that sufficient diamond drill holes have outlined the existence of a potentially economic ore deposit, and (2) that the next step is to obtain the required information to allow a detailed feasibility study. This paper will comment on: 1. what types of geological information are required, 2. how it can be obtained, and 3. comments on the application of this information by the mine planners.

We define a specialized mineral market as follows: Specialized markets occur where a low volume of a given mineral is used to convey a large benefit to a specific product. Sales of these value added minerals to small markets generally require a different marketing approach than bulk or commodity markets for traditional minerals. Specialized markets are differentiated by several characteristics as listed in Table 1. [Table 1-Characteristics of Specialized Markets 1. Long-term sample evaluation 2. Small volume markets 3. Highly controlled properties 4. Customized specifications 5. Technical selling effort] Many of the specialized markets require long term evaluations before sales can be made. This can vary greatly depending on the type of industry and ultimate end-use of the final product. In some cases, complete evaluations may take from several weeks to years. Length of sample evaluation has no relationship to size of market. That is, the total market may be quite small or fairly large (e.g. from a few hundred pounds to a few million pounds). Uniformity of value added minerals from lot to lot is an extremely important characteristic for these markets. Variations that are of no consequence to one industry (or application) cannot be tolerated in another. This has led to customized specifications and test procedures for specific markets and applications. Because of the greater uniformity and customized specifications, the need for greater technical selling effort is required. This is particularly true in the initial developmental phases and contacts as well as in maintaining the account after the initial order. A small entrepreneurial organization can be used to advantage to achieve goals of sales and profit to these types of markets. The large commodity or bulk producer's sales and marketing organizations are not ordinarily equipped to give the necessary service or technical assistance to the specialized markets. The organization usually required for this type of marketing is given in Table 2. [Table 2- Specialized Marketing Organization Requirements 1. Flexible approach to technical and marketing problems 2. Versatile background in a broad range of industries 3. Laboratory backup when necessary 4. Marketing expertise 5. Technically competent management] In developing specialized markets, a flexible approach to both technical and marketing problems is necessary in understanding the needs and requirements of the industry and the applications involved. This flexibility is also helpful in adapting existing products to new market areas. Having knowledge of a range of industries as broad as possible can be very helpful. It often happens that a product developed in one area or industry can lead to its application in a different area with excellent results. Laboratory assistance for a wide range of tests and test procedures is an important asset in any development program for specialized markets. Laboratories can also assist in competitive evaluations. Marketing expertise and a management with some degree of technical understanding are necessary in to assign proper cost/ benefit ratios to a proposed new product or application of existing products. This is important since the total market volume can be small and the time required for initial contact to first sale can often be lengthy. Also, management's technical and marketing expertise is required in evaluating all possible options that can be considered viable when an application is presented. Once an organization of this type is in place, it is then possible to determine the needs of the marketplace, including when various minerals might have to be customized to fill those needs. There are generally two methods of marketing, as noted in Table 3. [Table 3- Method of Marketing 1. Product Driven -Develop a product with certain desirable properties and try to find a market to utilize those properties. 2. Market Driven -Know market well enough that when a need arises, it is possible to identify a product that will satisfy the need.] These approaches are not mutually exclusive and can be used at the same time. Marketing a value added mineral generally requires the "market driven" approach. Hence, the importance of a knowledgeable management as outlined above. To determine where needs and opportunities exist, several approaches can be used. Table4 lists some of the methods employed.

Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence (?Smax) induced by chain pillar convergence has been related to a parameter (h/I -p) by linear regression. (Notations are expressed in this discussion's Fig. I (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goaf may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between ?Smax/m vs. h/1-p. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data.

INTRODUCTION The measurement of displacements in soil or rock in the vicinity of underground openings provide valuable information for a better understanding of the behaviour of the structure. On the basis of systematic observations conclusions can be drawn concerning - safety of the opening in the various stages of excavation - effectiveness of the support measures - nature of the rock pressure to be expected - influence of the construction of the opening on neighbouring structures (settlements of foundations, underpassing other tunnels etc.) - comparison of theoretical predictions with the actual structural behaviour (1). Today there are several types of suitable instruments available that can be employed at reasonable costs for such investigations (2). The most important ones are the multiple point borehole extensometer, the inclinometer and the multiple point borehole deflectometer. As is well-known, the extensometer only measures the displacement component in the borehole axis, while the inclinometer and the deflectometer provide monitoring of rock mass movements normal to the borehole axis. In the following a new instrument is described, which has been given the name Extenso-Deflectometer ISETH. In this single piece of equipment certain features of the above-mentioned three types of borehole instruments are incorporated. it enables the measurement of all three components of the displacement vector at consecutive points along the borehole, the axis of which may have any direction in space. Low cost, greater operating flexibility, and relatively simple operation are just three of the reasons for using minicomputers in the mining industry. No less than a dozen US manufacturers have sold the new generation of minicomputers to mining operations in the US and the world. Many manufacturers produce several models of minicomputers, each with excellent calculating capabilities. Prices for these "mini-giants" range from about $10,000 for a basic system to over $300,000 for a very powerful, sophisticated system with numerous peripheral devices. While the acceptance of minicomputers by the mining sector has lagged behind their penetration into other businesses, mines with minicomputer capability-especially remote mine sites-have found applications in practically all areas of operations including standard payroll processing, mineral deposit modeling and planning, surveying/mapping, production reporting, and daily production scheduling. In fact, the only limit to the further application of minicomputers in mining is the user's imagination. There are some obstacles to the accelerated use of minicomputers in the mining sector: the limited amount of software available, limited information on site-specific uses, and limited interest in the mining market by manufacturers. The latter is especially significant in light of the fact that many manufacturers queried in a recent telephone survey did not compile statistics on locations of their units in mining. The general consensus is that mining sales represent less than 1% of the total market. Many manufacturers do believe that market dynamics will increase their future research and development for the mining industry. The minicomputer was introduced in 1968, when Digital Equipment Corp. of Maynard, MA, developed a small computing device-the PDP-8 minicomputer. It is important to note that since then, it has become increasingly difficult to precisely define a minicomputer (see box, page 1582). The mini has evolved to surpass the capabilities of many of the large computers (mainframes) of 1968, and some models rival the mainframes of today.

The first Cyanisorb process was constructed in 1991 at the Golden Cross Mine in Waihi, New Zealand to recover cyanide from CIL tailings. The Golden Cross operation consists of an open-pit and underground gold mine with a conventional crushing, grinding and CIL circuit with Merrill Crowe zinc precipitation for gold recovery. Prior to disposal in the tailings pond, slurry tailings are stripped of cyanide at a pH of approxi­mately 7.5 using the Cyanisorb process. Mill throughput is approximately 2,500 tons per day (TPD), and CIL slurry tailings average 37% solids with a specific gravity of 1.27. CIL tailings WAD cyanide average 150 mg/L. The Cyanisorb process recovers approximately 85% of tailings WAD cyanide, produc­ing a slurry effluent with approximately 20 mg/L WAD cyanide. A second Cyanisorb process was commissioned at the NERCO DeLamar silver mine in southwest Idaho in May, 1992. The ore milling and silver recovery operation consists of crushing, grinding, a CIP circuit and Merrill Crowe zinc precipi­tation for silver recovery. Cyanide recovery is from clarified tailings with WAD cyanide ranging from 3 50 mg/L to 600 mg/L, producing an effluent with less than 30 mg/L to 60 mg/L WAD cyanide. Due to the presence of zinc-cyanide complexes in mill tailings resulting from the Merrill Crowe process, cyanide is stripped at a pH of approximately 5.5.

As in many other areas of the Mexican economy, the legal rules applicable to mining in Mexico have been changing fast. Mexico's mining sector is opening up to levels of international participation that were unforeseeable just a few years ago. Over the last several years, Mexico has made dramatic changes in its trade and investment policies. Many of these changes have their roots in the administrations of Miguel de la Madrid and perhaps even Jose Lopez Portillo. However, the current administration of President Carlos Salinas must be given credit for articulating, advancing, promulgating and implementing these changes. Just a few short years ago, few people believed Mexico would repeal so many of its restrictions on foreign investment and lower its average tariff level from something around 100% to less than 10%, where it is today. NAFTA and mining The North American Free Trade Agreement (NAFTA) is the most comprehensive international expression of Mexico's new policies. Except perhaps for the agreements establishing the European Union, NAFTA is the most detailed trade agreement ever written, consisting of about 2000 pages. The provisions of NAFTA with the greatest relevance to the mining industry include the chapters on investment and government procurement. Many mining companies may also find the temporary work provisions relevant. Finally, no discussion of NAFTA and the mining industry would be complete without some mention of the North American Agreement on Environmental Cooperation, the so-called Environmental Side Agreement.

The US Geological Survey (USGS) held a one-day workshop at its Denver, CO facility to inform the public of the status of its National Mapping Program. In addition, the agency wanted to obtain information from topographic map users on what their needs are. The agency wants to know what the topographic map user wants. The USGS faces the challenge of keeping up with the changing needs of the nation. In the last few years, the agency has changed dramatically to meet these needs. For example, the "new" USGS incorporates mineral-information specialists from the former US Bureau of Mines and also uses the expertise of former National Biological Service employees. These areas complement the agency's traditional strengths in mapping, geology and water re- sources. The stated mission of the USGS's National Mapping Division is to "meet the nation's need for basic geospatial data, ensuring access to and advancing the application of these data and other related ears science information f& users worldwide." To accomplish this goal, the USGS publishes topographic maps, including shaded-relief editions of areas of special interest (state maps and national parks); photo image maps; satellite image maps; geologic maps and hydrologic maps. The geologic maps include geologic quadrangle maps, oil and gas investigation maps and charts, and coal investigations maps. The familiar 7.5-minute series topographic maps are the most widely used. The 7.5-minute- (1:24,000-scale-) format mapping was begun in 1935.

BACKGROUND The development of public transportation in the Los Angeles Metropolitan area is, as in other cities, closely tied to the development of the area because of increases in population and commercial and industrial activity. Local transportation first appeared in the area in the 1870s when the population was fewer than 10,000 residents. Around 1910, after many consolidations of competitive interests, two large railway companies were formed: The Los Angeles Railway, which provided urban transportation in the Los Angeles City area, and the Pacific Electric Railway, which primarily provided suburban and interurban transportation. These two entities continued with their operations until after World War II, when the ownership passed on to the Los Angeles Transit Lines and the Metropolitan Coach Lines, respectively. By then the railroads needed new equipment, track rehabilitation, and, of course, more money-paying patrons. Lack of grade separation of railway facilities from other traffic increased commute times and encouraged travel by private automobiles. The romantic era of hopping on a Pacific Electric Company "Big Red Car" was coming to an end. As early as 1917, in fact, bus lines were substituted for unprofitable rail service. The Los Angeles Metropolitan Transit Authority (LMTA) was established in 1951 by the California Legislature to study and plan for improvements in the public transportation facilities in the Los Angeles area. In March of 1958 the Los Angeles Metropolitan Transit Authority took over the operation of the two lines.

Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. 30.1-THE SCOPE OF SYSTEMS ENGINEERING JAN M. MUTMANSKY JAN M. MUTMANSKY 30.1.1-DEFINITIONS The terms "systems engineering," "systems analysis," and "operations research," common in today's technical literature, often are interchanged because of their similar meanings. However, some differences exist which need explanation. The most convenient way to achieve an understanding of the differences is to start with the definition of a system, namely, a collection of components which interact in a specific manner to accomplish a common objective. Accordingly, a haulage truck, a computer, a missile, a mining company or a nation each may be considered a system. Systems engineering generally can be defined as the conception, planning, design and engineering of any system of interacting elements so that the objective of the system is automatically optimized. Thus, systems engineering normally is con¬cerned with systems not yet activated.',' Systems analysis may be described as a scientific method of making decisions based on a quantitative or other objective evaluation of all action alternatives. It is very similar to systems engineering but usually is not considered to be restricted to problems of design prior to use. While the previous two disciplines are somewhat vague and can encompass a great variety of engineering functions, operations research can be more specifically defined as the application of mathematical models to the problem of optimizing the objective of any predefined system. Systems analysis and systems engineering are closely aligned sciences but opera¬tions research differs in the following ways. First, it generally is associated specifically¬with optimization and mathematical models while the other two often are not. In addition, it, is used predominantly on well-defined problems which can be ex¬pressed in mathematical terms. However, systems engineering or systems analysis may deal with highly complex social or governmental systems which may be ill¬defined and unsolvable by the classical methods of operations research. Finally, systems analysis and engineering always strive to look at the entire system to avoid the problem of suboptimization often necessary in operations research because of the necessity for a mathematical model. Because of his more extensive system, however, the systems engineer often is less able to find the optimal system. In summary, operations research, systems analysis and systems engineering are very similar in purpose but one, operations research, is more mathematical in nature and forms an important part of the other two activities. Other definitions which may be helpful are provided by Griffiths 3 Wilson,4 Falkic 5 Hall,2 Quade and Boucher, 6 and Flagle et al. 1 30.1.2-METHOD AND TECHNIQUES The systems or operations research approach makes use of scientific problem solving. The basic procedure comprises the following general steps: 1. Definition of the problem. 2. Construction of a model of the system. 3. Testing of the model under known conditions.
