All mining operations, including iron ore, maintain a focus of continuous improvement and asset optimisation in their operations. As all the operations in the Mine-to-Mill value chain are inter-dependent, available technologies that address efficiencies across the value chain are once again in the spotlight as companies are driven to improve productivity and maximise mine site profits to increase return on capital invested. Core to continuous improvement is the need to understand the baseline and the impact of changes to the process. In this paper, we discuss some of the key attributes in the mine to mill process, including their influence on productivity and cost, the need for direct measurement and areas where they should be applied. Many initiatives can be considered to improve mine to mill processes. Mining operations are planned and executed based on designs and models to achieve the operation’s objectives. However, there are many variables in the different parts of the value chain, such as blasting, material handling, crushing and screening. Measurement of the key attributes establishes the baseline for Mine to Mill (or Pit to Plant) performance which is necessary to understand the impact of any proposed improvements to the process design and execution and to monitor the outcomes on an ongoing basis to sustain the improvements that have been implemented. We have focused this paper on two types of measurement – blast movement and particle size of materials through the mine to mill process. Several innovative technologies are already available to measure these attributes and assist operations improve productivity and mine site profits.

Hiring trends in the construction materials industry have remained steady through the years, with some seasonal and geographical variances. However, after several years of a depressed market, the base metals industry has begun to actively hire only over the past two years, due to the continued strength in the prices of copper, lead, zinc, molybenum, etc. The expanding precious metals industry, which for the most part escaped the depressed markets of the mid-1980s, actually preceded the base metal companies in hiring of engineers and operations personnel. The coal industry has not seemed to rebound much from the cutbacks of the early 1980s. And the uranium industry, which began its decline a year or two earlier than the other mineral industries, has remained nearly nonexistent in the United States. In nearly all of the mineral industries, new hires have been mostly in the engineering and operations areas, not exploration.

During 1998, 62 million tons of iron ore pellets valued at $1.7 billion were shipped from U.S. mines. These pellets are the primary source for domestic iron and steel production. During pelletization, binders are required to improve the green strength of the pellets. Each year, bentonite binder costs a typical plant from $3 million to $5 million. Reducing the bentonite dosage has the advantages of significant cost savings while producing higher quality, lower silica pellets. The authors have recently identified a new and important bentonite binding mechanism, the fiber theory. During this study, procedures were developed that took advantage of the ability of bentonite to form fibers, and resulted in a dramatic decrease in the necessary bentonite dosage. Acceptable quality pellets were produced with the bentonite dosages reduced in half from 14 lb/lt (0.66%) to 7 lb/lt (0.33%).

A microwave system for continuously reactivating carbon, used in gold processing, has been demonstrated at a gold mine in Ontario, Canada. The pilot unit produced reactivated carbon at a rate of 12 kg/h. Comparisons with the mine's existing reacti­vation kiln indicate that microwave reactivation technology has several clear advantages over conventional regeneration kilns. Upon completion of the original study, the microwave reacti­vation technology was further developed. An advanced rotary type microwave system that can be scaled up to reactivate car­bon at a rate of 120 kg/hr was designed and smaller pilot-scale equipment was commissioned and tested. Under an agreement with OHT, Harper International Corporation will manufacture, supply, and market the new technology. In addition to carbon reactivation, the rotary microwave system can be used in many other heating applications such as ore treatment, ceramic pro­cessing, and cleaning of minerals.

By the middle of 1989 Inco will have applied its patented cyanide removal technology to seventeen commercial operations. Removal of cyanide from CIL slurry tailings is applied at Equity Silver and Inco's new 1.200 mtpd mill at Inco/Golden Knight. Detoxification of CIP tailings is carried out by Colosseum California (3.600 mtpd), Canamax's Ketza River (360 mtpd) and Westmin's Silbak Premier (2000 tpd) operations. Repulped tailings from Merrill-Crowe flowsheets are treated at Total Erikson's Mount Skukum (300 mtpd) and Skyline's Johnny Mountain (200 mtpd) mills and barren bleed at Inco/Queenston's McBean mill (500 mtpd). Lynngold's MacLellan mill (1800 mtpd) and ERG (40.000 mtpd) treat pond supernatant water. Plating shop cyanide effluents are decyanized at Kuntz Electroplating and two other plating shops in Ontario. Details regarding some of the above operations are given. Operating and capital cost estimates for various treatment options are discussed.

Investigations have been carried out to evolve a grinding aid useful in grinding a 40% iron-bearing magnetite containing quartz as the major gangue, based on studies conducted with pure magnetite, pure quartz and its synthetic mixture. These investigations established that an addition of 200 g of CaO per metric ton of ore was the most effective in grinding quartz preferentially over magnetite at 75% solids concentration by weight. The limited rheological studies conducted suggest that the effect could either be due to dispersion or the structural modification of quartz. More importantly, a new concept, that of Critical Solids Concentration, where two different minerals behave like one with respect to response to communication in a tumbling mill, has been introduced for the, first time. Above this concentration, one of the minerals is ground at a faster rate than the other, whereas the reverse is the case below this concentration.

Conceptualization of a new European Regional project on Coal Mining Environment and Economic Management is also a topic discussed in the paper.

The recent heightening of environmental issues has forced more and more mining operations to focus on developing new methods to control dust problems encountered at their concentrate dryers, stock piles, tailings ponds and during the loading, transportation and unloading of their products. The development of dust control agents requires a quick reliable and most of all accurate method to evaluate the performance and to optimize the formulation of these products in the laboratory, thus avoiding expensive field trial evaluations. This paper gives an overview of the industry requirements for specialty dust control agents, application techniques and current laboratory evaluation procedures. The paper will also outline the development of a unique dust suppression testing apparatus called the "Dust Box, which is used to evaluate chemical dust suppressants at the laboratory level. Laboratory results from two test programs on different substrates are presented in the paper.

Radomiro Tomic, the new CODELCO division, is a copper deposit located at 3000 m a.s.l. and 40 Km from Calama in northern Chile. It has total oxide reserves of 802,000,000 tonnes with an average grade of 0.59% total Cu (using a cut-off grade of 0.4% total Cu). The copper oxide ore is mainly atacamite and chrysocolla. Startup is expected to commence in December 1997 of 150,000 t/y of Cu cathodes. Future expansion to 250,000 t/a of Cu cathodes is currently being planned. The process consists of an open-pit mine, a two-stage crushing system, agglomeration with sulphuric acid and emplacement on a heap leach pad for a 45-day leaching cycle. Solvent extraction and electrowinning will produce LME "A grade cathode. A number of significant technology innovations have been incorporated into the project.

The City of Toronto is currently undertaking the design of the Black Creek Sanitary Trunk Sewer Relief Project. The Project involves the design and construction of approximately 20 kilometers of tunnel through shale rock of the Georgian Bay Formation and soft ground soil consisting of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits. The 20 kilometer alignment has been split into four sections of tunnel (1) the 12.9 km, 3.0 meter diameter Keele Trunk Relief Sewer, (2) the 2.9 km, 1.5 meter diameter Keele Trunk Relief Sewer Microtunnel, (3) the 3.9 km, 1.8 meter diameter Jane Relief Sewer, and (4) the 0.5 km,1.5 meter diameter Combined Sewer Overflow Storage Tunnel. Additionally, one 40,000 m3 wet weather flow (WWF) storage tank and numerous WWF connection shafts are to be constructed and connected to the Keele Trunk Relief Sewer to pick up WWF from existing outfalls currently discharging to Black Creek. The anticipated cost of the project is approximately $600 million with construction of the Project’s Phase One Works, the Keele Trunk Relief Sewer and Jane Relief Sewer, scheduled to commence in 2025. This paper provides an overview of the project in terms of the anticipated geotechnical conditions, the scheme developed for design and construction of the tunnel system and the associated schedule and procurement strategy. The consideration for planning of the tunnel system, the risk-based analysis and decision-making process are presented and form the basis for selection of a precast tunnel lining support method in the rock and soft ground.

The work described in this paper is sponsored by the Bureau of Mines for the purpose of accelerating the drilling of roof bolt holes and reducing the quantity of materials needed to fill each hole. A high-speed small-hole drill has been fabricated and tested in the laboratory. High priority has been given to safety, reliability, and compatibility with underground coal mining practice. The combination of drag bits and erosion jets is designed for high penetration rate, long wear life, and uniform hole size in a variety of sedimentary strata. A reliable high-pressure high-speed swivel feeds water to the bit at about 4 1/min (1 gpm). The duplex hydraulic intensifier which drives the jets has a 40 kw capacity (30hhp) Results of recent full-scale laboratory testing are presented.

This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

The Minnesota Department of Transportation is constructing a stormwater storage facility (SSF) along Interstate 35W (I35W) south of downtown Minneapolis, MN. The project will provide storm surge capacity reducing the frequency with which major precipitation events result in flooding of I35W. The design consists of six, 42-foot diameter, 90-foot deep, adjacent underground shafts providing 14.7-acre feet of storage. Construction challenges include high groundwater with variable glacial outwash deposits. Constructability and ground variability were managed using construction manager general contractor (CMGC) project delivery. CMGC provides an environment for collaboration and innovation starting in the design phase and carrying through construction. This paper provides an overview of key efficiencies and collaboration examples implemented on the I35WSSF project which were aided by CMGC delivery.

A brief introduction is made on the existence of sulphides in the top gas of the Midrex Shaft Furnace, giving consideration to the operation of the furnace and the liberation of sulphur as well as its consequential effects on the reduction process. The text shows a study of sulphur distribution in the pellet, emphasizing the importance of this distribution in relation to the liberation of sulphur during the reduction. A study was made to determine the sulphur compounds that exist in the pellets, showing ways of controlling the sulphur distribution and reducing its liberation?during the reduction.

The Upper Hidden Basin Diversion (UHBD) tunnel was driven approximately 1.2 miles by the drill-and-blast method primarily through massive granite bedrock geology for the Kodiak Electric Association, Inc. (KEA) in Kodiak, Alaska. The tunnel was driven from both portals with a constant 11-ft straight-leg horseshoe cross-section. The design and construction of the tunnel was driven by logistics and weather conditions due to its remote location and the rugged terrain of the project setting. This paper will discuss the successful completion of a challenging project over a ve-year period from preliminary planning through the design and construction phases.

INTRODUCTION The term, chelate, from the Greek for 'claw,' has its origin in the pincer-like representation of more than one atom of a single ligand bonded to the same metal atom, forming a ring-like structure. Depending on how many attachments exist on the sphere of coordination around the metal ion, ligands are referred to as bidentate, tridentate, tetradentate, pentadentate and hexadentate According to Calvin and Martell (1952) and Somasundaran and Nagaraj (1984), chelating agents must contain suitable functional groups, and their location within the ligand molecule must enable ring formation that is sterically possible. Typical structures that meet these requirements have been given by Fuerstenau and Herrera-Urbina (1988) and are listed in Figure 1. As noted, the functional groups of these reagents contain electron donor atoms such as oxygen, nitrogen and sulfur. Basic groups, such as amino (-NH,), are those that contain an atom with a lone pair of electrons. Acid groups are those, such as carboxylic (-COOH) which lose a hydrogen ion and coordinate with the metal atom. Examples of each of these types chelating reagents are given in Tables 1-4. The specificity of chelating agents for various metal ions has long been known and was utilized early in the search for new flotation collectors. In 1927, Vivian used ammonium nitrosophenylhydroxylamine as a collector for cassiterite. Holman (1929) tested dimethylglyoxime as a collector for nickel oxide. He also suggested taurin as a collector for oxidized lead ores. DeWitt and von Batchelder (1939) suggested the use of oximes as flotation collectors. Gutzeit (1946) conducted an extensive investigation on the use of chelating agents as collectors and as depressants for gangue minerals. Constructed by stonemasons over 120 years ago, a portion of the Trout Brook Storm Sewer Interceptor (TBI) owned and operated by the Capitol Region Watershed District in Saint Paul, Minnesota, needed rehabilitation. A routine inspection of the 10-foot limestone block tunnel revealed degraded and missing mortar between the blocks, allowing significant infiltration and soil migration through the tunnel joints. Conditions, including damaged and missing blocks, were considerably worse in a 250-foot-long segment beneath a busy mainline railroad corridor. Barr’s solution included tuck-pointing to repair the mortar joints, shotcrete overlay, and construction of a hybrid cast-in-place/shotcrete “tunnel within a tunnel” to support the mainline railroad loads.

INTRODUCTION As a set of management practices, "Knowledge Management" (KM) has disappointed many of its early advocates. The core notion behind KM can be summed up in the oft- quoted adage, "If we only knew what we know." KM describes a set of tools, practices, and approaches for using data, information, and expertise-knowledge-resident in an organization to improve the performance of that organization. The idea was incubated, hatched, and grew among some the largest and most successful companies in the world. Some of these companies created "Chief Knowledge Officers." Many more collectively invested billions in a huge range of KM efforts, all designed to use their organizations' information and expertise to innovate, improve margins, sell, or accomplish any of a myriad of sound business goals. Some KM efforts were successful, and many were not.* Today, it is indisputably the case that KM as a named set of practices has fallen out of favor. Why, then, should KM be discussed at a conference on "Things that Actually Work" for plant operators? Because, in many instances, KM has actually worked. The practices that represent KM done right offer significant opportunities for plant operators to achieve real gains, especially in times of resource constraints and in the face of ever-increasing technical and commercial goals. The KM fad is all but over. The KM benefits continue to accrue to those who have applied the lessons learned from that fad, and implemented sound * Fair disclosure: I am not unbiased with respect to the potential impact of KM. The Combined Sewage Storage Tunnel (CSST) is part of the Ottawa River Action Plan and will greatly reduce the frequency of sewage overflows into the Ottawa River during storms. The project consists of the design and construction of two TBM tunnels running EastWest (EWT) and NorthSouth (NST) along 6.2 km in total, and multiple shafts and support buildings. Contractor Dragados Tomlinson JV (DTJV) was awarded the 169 million CAD construction contract in 2016 and the CSST will be in operation in 2020. Dr. Sauer & Partners (DSP), supported by Intecsa-Inarsa, was responsible for the detailed design of the precast concrete tunnel lining as well as the geotechnical risk management program. This paper addresses TBM selection, critical tunnel sections, geotechnical risk management and rock mass grouting as a geotechnical risk mitigation measure.
