PROGRAM DEVELOPMENT While Holmes & Narver is better known in other fields, the company has been active in many phases of underground excavation for over twenty years. In the 1950's, H&N participated in design and construction of nearly twenty miles of waste disposal tunnels in Southern California. As Architect-Engineer for the Atomic Energy Commission, we had design and management responsibility for many miles of tunnels and for thousands of feet of exploration and big hole drilling, from coast to coast in the States, and for gas well completions and exploration drilling for the Navy and the National Science Foundation from Pt. Barrow to Byrd Station in Antarctica. In my ten years with the company, we contributed to the development of big hole drilling techniques at a number of sites and analyzed the capability of boring machines for many of the tunnel projects. The Port of Conneaut, long regarded as a leader in advanced bulk material handling technology, recently incorporated into its existing facility a new, multi-million dollar coal transfer-storage system. While the basic principles of conveyorized bulk material handling remain unchanged in the new system, design modifications such as rotary dumping of railroad cars, automated car feed to dumper, belt rip detection for conveyor belting, bucket wheel continuous production, and other innovations make The Pittsburgh and Conneaut Dock Company's complex worthy of classification as the "Port of Tomorrow - Today". The Pittsburgh & Conneaut Dock Company, the "Port of Tomorrow - Today", 1s a bulk materials storage and transfer facility located on Lake Erie, 68 miles east of Cleveland, 30 miles west of Erie, PA., and 138 miles north of Pittsburgh. Figure 1 shows an aerial view of the facility. It is designed to handle over 25 million tons per year of metallurgical and steam coals, direct shipping ore, fine ores, concentrates, pellets, limestone, and dolomite. Inbound shipments of iron ore and limestone are received from Minnesota, Michigan, Labrador, and Quebec. Coal arrives from Pennsylvania, Ohio, Virginia, West Virginia, and Maryland. Rail service is provided by the Bessemer & Lake Erie Railroad Company.

The Simon Silver Mine is located near Mina, Nevada, approximately 50 miles northwest of Tonopah and 40 miles east of Hawthorne. It is an old property which was last worked in 1932 and closed operations due to problems arising from low metal prices. Federal Resources Corp. acquired the property in 1963 and undertook a completely new development program since the old surface plant and underground workings were beyond feasible repair. The deposit of silver, lead, zinc and copper is predominantly replacement of limestone. In the summer of 1964, a new surface plant was constructed and on December 2, 1964, sinking of a three compartment vertical shaft started and was completed to a depth of 1088 feet in April of 1965. Following the sinking program an 850 foot crosscut was driven to intersect the mineral zone on the 1000 level after which drifting, crosscutting and raising totaling some additional 4280 feet has been completed along with considerable diamond drilling and long holing into the walls. To date, two ore bodies have been encountered and test stoping operations are underway together with development of the 800 level for servicing, ventilation and access. The present development of ore is directed towards substantiating sufficient reserves to warrant the construction of a flotation mill.

A resource of low grade good quality diamonds has been discovered through the Diamond Company NL-Moonstone Diamond Corp. Joint Venture. A limited bulk sample diamond test of two large kimberlite pipes on the Kelsey Lake Property, Colorado, has been completed. These kimberlite pipes have petrological and mineralogical indications of the presence of diamond. Small diamonds were recovered from surface samples. Drilling and trenching revealed both pipes were complexes of diatreme facies kimberlite. One pipe contains crater facies kimberlite as well. This is the first reported occurrence of crater facies kimberlite in the Province. Approximately 1000 tonnes of kimberlite rock was excavated and processed through a scrubber -HMS -Sortex -Grease Plant. Significant diamonds were recovered. The diamonds were generally of good color and clarity, with many being in the gem and near gem categories. Grades are considered low however. Additionally, a small potential resource of alluvial diamonds is present.

The solving of complex metallurgical flowsheet calculations by hand is, at best, a tedious job which often proves that engineers, too, make mistakes. The high cost and long lead time associated with manual flowsheet solutions have led several organizations involved in research, development and construction of extractive metallurgical processes to search for computerized systems which will solve flowsheet calculations. Although design flowsheet programs have been developed by the chemical industry, the ability to solve flowsheets involving particulate solids is usually overlooked. A new computer applications system has been developed at Fluor Mining and Metals which has been designed to accommodate the type of design flowsheets required by the minerals industry. By employing the sequential modular computation technique, a library of metallurgical pro- cessing routines may' be accumulated which are used by a universal executive system. This technique enables rapid solution of new process) .flow- sheets with only a minimum of additional programming effort. The implementation of the FLEXMET flowsheet solution system is the subject of this paper. Some of the major features of the system which are examined include interactive input data handling, automated flowsheet calculation order arrangement, flexible accomodation of unit operations models and advanced management of recycle and specification control calculations.

In a previous paper (Dunne, Martins, Goulsbra, Chittenden 1997), the new gravity circuits at Telfer Gold Mine, which incor­porate Knelson centrifugal separators in both the sulphide and oxides, are described. The advantages of the new circuits over the replaced spiral ( oxide circuit) and jig (sulphide circuit) were discussed, as were the improvements in gravity gold recovety. It is of note that the installation of the centrifugal separators in themselves did not result in increased gold recovery. The realisa­tion that changes in gold room practices are required to take advan­tage of the increased fine gold recovery from the Knelson concen­trator was an important step towards improved gravity gold recov­ery. This was achieved by increasing the time taken to treat the Knelson concentrate on the shaking table in the gold room. Although this increased gold recove1y, it was found that the table tailings, especially from the sulphide circuit, still contained high values of gold. In an effort to ascertain ways in which gravity gold recovery could be fu1iher improved, a sample of the sulphide table tailings was sent to the Oretest Laboratory in Perth for testwork. The results from this program are discussed in this paper.

Continuing its objective of sharing new ideas, methods, theory, and engineering developments, more than 550 members of the underground fraternity gathered in New York City for the 1985 Rapid Excavation and Tunneling Conference (RETC). Since the first meeting in 1972, RETC’S aim has been to lay a foundation of tunneling experience on which the industry could expand and develop over the years. The RETC is jointly sponsored by the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the American Society of Civil Engineers, in cooperation with the Canadian Institute of Mining and Metallurgy, and the Engineering Institute of Canada. The 17 sessions included 72 papers that explored up-to-date practices in the mining and civil engineering fields. Session topics ranged from geotechnical and seismic design, through design, construction, and support of underground openings, to ground water control in shafts and mine openings. Case histories of tunnel boring machines and large diameter tunnel and underground openings were also reviewed. All the papers presented at the three-day conference are valuable additions to improving the state of rapid excavation. A few sessions, however, are particularly noteworthy as they are geared to the mining industry. The two volume proceedings of the entire conference are available from SME. (See ad on page 1003).

"Enhanced heap leaching - Part 1: Insights" (Orr, 2002), different flow and transport phenomena that could significantly reduce leaching recovery were investigated. The combination of such understanding with advanced flow and transport modeling establishes the link between cause and effect, thereby, directing operators to optimal design and construction of new heaps. Modeling of flow and transport in heaps could also point to a unique change in application method or rate that would maximize leaching enhancement of an existing heap under existing situation and leaching history. The use of such a model is cost effective in that it can simulate multiple scenarios of alternative leaching enhancement methods. By simulating a large number of irrigation scenarios, such a model can point to the optimal and/or the most promising alternatives for a particular heap. The authors' simulations concentrate on the effects of changes in application rates and heap design on changes in flow paths and enhanced leaching recovery. Based on such simulations, an intelligent control agent, such as Multiple Resolution Decision-Support System (MRDS) (Meystel and Albus, 2002), could build a new representation of the complex heap-leaching system. And, by learning from historical data and current information, it could provide optimal management of heap leaching and heap decommissioning.

Versatile living organisms, historically exploited as functionaries in the food processing, pharmaceutical and chemical industries, have not been successful in achieving similar or significant acceptance within the minerals industry. The current biotechnical revolution coupled with its expanded understanding, dictate that a flagging minerals industry reconsider the use of biotechnology in metallurgical applications. Living resources, either singly, in commensal association or in complex communities, are capable of duplicating fully integrated and complex processing functions. Organisms can mine and extract metals, detoxify chemical effluents and synthetically produce compounds. They have been criticized as exhibiting poor kinetics, excessive energy consumption and environmental sensitivity. However, expanding knowledge reveals that these organisms are surprisingly adaptable, variable and extremely durable. Applied biotechnology in specific cases offers favorable economic returns, environmental benefits and aesthetic value. Selective implementation of living systems can offer opportunities for reduced labor, increased productivity and technological advance. Success will not come easily. Capital must be risked, controversial decisions made and new ground plowed. Traditional, specialist thinkers will of necessity give way to interdisciplinary expertise and unorthodox methodology if success is to be achieved. Those who vigorously persevere, however, are likely to be rewarded with a dynamic and profitable new role in a restructured minerals industry.

The US economy grew at a rate of 4% in 1994 and the gross domestic product rose to $6.74 trillion. With 261 million people - 605,000 in mining, including petroleum -the United States has l 10 million dwelling units and 200 million licensed motor vehicles. New private housing units authorized in 1994 rose 14% to 1.4 million units. New car production rose 11 % to 6.6 million units, while truck and bus production rose 30% to 5.2 million units. The inflation rate was less than 3% and the prime rate of interest averaged 7.15%. The producer price index (1982 = 100) for fuels and related products and power was down 4% to 78, while metals and metal products rose 5% to 125. Chemicals and allied products rose 3% to 132, and non-metallic mineral products rose 3% to 124. The merchandise trade deficit rose 25% to $166 billion. Disorder in the former Soviet Union led to substantial dumping of mineral materials. With vast mineral resources, the former Soviet Union land area totaled 22.4 million km2 (8.6 million sq miles). In comparison, the North Ameri¬can Free Trade Agreement (NAFTA) area (United States, Canada and Mexico) totals 21.4 million km2 (8.3 million sq miles).

Introduction Today, more than 50% of rail-carried commodities are mineral industry related, with coal being the most important single commodity moved by rail. In 1980, coal accounted for more than 5.7 million of the total 22.6 million carloads moved by rail. Metallic ores were third behind grain, with more than 1.4 million carloads. Crushed stone, gravel, sand, and other non-metallic minerals totaled almost 2.3 million carloads. Chemicals and allied products, including fertilizer and coke, added another 1.7 million cars, with petroleum and petroleum products totaling 300,000 carloads. Coal Several things happened in the 1970s that gave rise to increased consumption of coal-particularly western coal-and to its dominant position among rail-carried commodities. First, the Clean Air Act of 1970 required generating plants to make significant reductions in sulfur dioxide emissions. To comply, utilities could either invest in scrubbers or switch to low-sulfur western coal. Many opted for the latter. By 1972, increasing demands by the utility companies halted what had been a 25-year decline in national coal consumption. Second, the Arab Oil Embargo of 1973 put an end to cheap oil and gas, limiting their future as fuels for electric generating purposes and increasing the potential for coal. Third, in 1977, President Carter announced an energy program with coal as its cornerstone, calling for an annual two-thirds increase in national coal production by 1985. He also called for conversion to coal by utilities and large industrial users. Finally, he proposed a 10-year, $10 billion program to encourage domestic coal production and stimulate development of export markets. Coal bounded into world prominence. Foreign demand for steam and metallurgical coal increased tremendously, while US demand for western coal also shot up. This meant greater demands on the transportation sectors that traditionally carried coal to market. Many railroads began programs to serve the coal industry. One example is Burlington Northern's commitment to handle increased western coal tonnages. The company spent more than $1 billion in recent years to develop a system capable of moving more than 91 Mt (100 million st) of coal each year. Other leaders in this renewal were Norfolk and Western, Union Pacific, Santa Fe, and Southern Pacific railways. The importance of the rapid growth of coal traffic to the railroads is shown in the accompanying table, which gives percentages of total tonnages hauled and revenues attributed to coal. With coal providing the railroad industry with a substantial share of its revenues, there is keen competition among the rail companies themselves and among railroads and other transportation sectors for coal haulage. But there is also cooperation when more than one railroad is involved in delivering the coal from mine to market or when a combination of transportation modes is more economical. The latter is represented by Conrail's interest in working with the port authorities of New York and New Jersey to establish a new coal port that would serve not only export markets, but also utilities and industries in the northeast. Iron Ore Next to coal, iron ore (taconite) is the most important single mineral commodity handled by railroads. In Minnesota, where most iron ore is produced, rail transportation is primarily by Burlington Northern and the Duluth, Missabe, & Iron Range Railway Co. (DM&IR). The DM&IR, owned by US Steel, serves several producers on the Mesabi Iron Range. Two of the larger producers, Erie Mining Co. and Reserve Mining Co., also own railroads that operate between the mines and the ports of Silver Bay and Taconite Harbor on Lake Superior. Several iron mines and taconite plants in Michigan are served by the Chicago and Northwestern, and the Soo Line. Total 1981 shipments of taconite and iron ore are estimated at 55.9 Mt (55 million It), compared with about 61 Mt (60 million It) in 1979 the most ever shipped in one year. The use of more productive mining equipment, the tendency to longer development and the advent of new mining methods have introduced new challenges to the ventilation practitioner in Western Australia. These new and more productive mining methods have presented specific ventilation problems, that if not properly addressed, present additional hazards to miners. Factors influencing the increased hazards are larger diesel units, the use of series ventilation systems and an increasing incidences of long (single entry) development and production headings where miners could be trapped in a fire emergency. This paper discusses these new ventilation safety challenges, how they have been and are being addressed, and the legislation changes that take cognisance of technological developments.

The meaning of the title, "Blank Piece of Paper," refers to the need for management to take a completely fresh viewpoint to the problems facing our industry. These problems are so severe and some so new that conventional thinking may not be adequate to resolve them. Innovation has to be a part of every company's approach to the solutions, our concept is to start with a "Blank Piece of Paper.' The objective of 'this paper is to outline steps which can be taken to improve the profitability of a mining business. This is not an examination of technical solutions to individual problems, but rather recommendations for overall change in management thinking. This philosophy is based on our actual, hands-on experience in major open pit operations worldwide over the past 25 years.

The success of Heavy Media Separation, the static sink-float process, is evidenced by the operation of an estimated 300 installations treating many millions of tons per year of a wide variety of mineral products ranging in value from gravel to diamonds. The static heavy media process is usually limited to the treatment of plus 1/4 inch material. Mr. Victor Rakowsky, who was largely instrumental in the development and application of heavy media separation, recognized the need for a new apparatus and process which would extend the application of heavy media into the finer size range without placing a restrictive limit on the top size of the feed. He recognized the requirement for the application of centrifugal force to augment the force of gravity in separating fines by sink-float techniques.

"Sustainability is a concept that involves several aspects like social, economy and environment. For the concept of sustainable mining is an action that involves to do more in social acceptance, distribution of welfare, an stable economy and the environment. Understanding the mining operation that creates a new state that is necessary to prepare and conduct searching for the best results in sustainability. The results of sustainable mining could be directed to achieve less net environmental impacts, more economic development through the transformation of the natural capital and the social acceptance as the result of good negotiations with the communities in the surroundings. To do that, one option is to create frameworks to planning the regional mining developments that allows the stakeholders to decide and develop different strategies to addresses the sustainability in a mining environment. Strategies based on the understanding of the whole mining business, the environment in which it operates, composed for a natural resources network that interact in a complex system, social system composed by different groups, communities and economies that could be subject to big transformations. INTRODUCTION The mining sector represents one of the most significant challenges for sustainable development, given the magnitude of the impacts that it has on the social and natural systems and the potential to generate welfare associated with its exploitation. Some of the main challenges of mining to contribute to sustainable development are the reduction of the environmental and social impacts of mining operations, to advance in the distribution of benefits in the community and the investing in the development of substitutes. To help in this direction it is necessary to integrate more actors than those who have been considered traditionally in the development of the mining business, and consider the natural environment, communities and the several dynamics generated by the interaction of these elements that contribute to sustainable development. This work provides some useful considerations for sustainable development of mining operations in regions with mining vocation, through the convergence of objectives and the finding of synergies between the existing conditions in the territories and the potential conditions that are generated by new mining developments. A DEFINITION FOR SUSTAINABILITY IN MINING The definition of the Brundtland Commission in 1987 established that sustainable development is ""the ability to ensure that it meets the needs of the present generations without compromising the ability of future generations to meet their own needs""."

This paper presents the results of a recent study on the development of an in situ testing method for determining coal strength in mine pillars. The strength testing is performed in the horizontal holes drilled into the coal rib using a penetrometer, which is an hydraulically powered device that uses an indenter to press on the surface of the borehole until the load reaches the failure point of the coal. The pressure and the penetration of the loading pin are recorded by a data-acquisition unit. The results collected from several coal mines indicate that this testing method is ideally suited for the realistic coal strength measurements. The new testing system not only improves the accuracy of the pillar-strength determination, but it is more cost efficient than the conventional method.

As diesel exhaust contains a mixture of several materials of varying degrees of toxicity which interact to a currently undefined extent in their effects on health, the prescription of a quantity of ventilating air to dilute the exhaust to a safe level is necessarily, to some extent, arbitrary. Some jurisdictions rely on the application of a safety factor to a single "governing" component (usually nitric oxide for most modern diesel engines). Others specify that the total of the "adjusted" concentrations (actual concentration divided by maximum permissible concentration) not exceed "one" for related constituents (irritant gases for example). Neither of these approaches, however, takes account of the interaction of the gaseous constituents with diesel soot (although many studies verify such interactions), nor do they provide any economic incentive for reducing pollutants which are not included in the criteria for ventilation. Because of these factors, the Canadian Department of Energy, Mines and Resources awarded a contract for a study of the current literature bearing on the "Health Implications of Exposure of Underground Mine Workers to Diesel Exhaust Emissions" (1). One goal of this study was the formulation of a new ventilation criterion. The contractors, Ian W. French and Associates, studied more than 1500 literature citations which they interpreted in a 350 page report and summarized in a companion 1600 page annotated bibliography. In the recommendations section of the report, they defined a new 'health effects index' or ventilation criterion "V" as follows: [ ] The contractors consider that a "V" between 3.0 and 4.0 poses a moderate threat to health which could be alleviated by the use of protective equipment such-as filter helmets. If V exceeds 4.0, an increase in ventilation quantity to reduce the pollutant levels is indicated. In the case of mines with a quartz content in excess of 20% in the ore, the contractor recommends that a term. [Quartz]/ [Threshold Limit Value Quartz] be added to the equation, and [2.0 = ?v? = 30] be the range justifying protective equipment, with added ventilation if "v" exceeds 3. A degree of pragmatism was inherent in the development of the equation, as the contractors recognized that the components of the index, if it is to be useful in the near term, should be within current routine underground environmental assay capability.

High speed drilling, mucking, and hauling equipment was used in driving approximately 2.16 km(7100 ft) of lower power tunnel in quartz diorite for the Tyee Lake Hydroelectric Project near Wrangell, Alaska. The .91 m(36 in.) guage rail mounted equipment included a Tamrock 2-boom electric/hydraulic drill jumbo, a Haggl and 8HR mucker , and 3 Hagglund 115C shuttle cars. Several other innovative techniques allowed maximum advance rates of up to 17.5 m/day(57ft/day) in the 3 m(10ft) horseshoe section. Average tunnel advance was approximately 11 m(day(35.4 ft/day). The primary difficulties preventing full utilization of the equipment potential were the operators' "learning curve", the need for complete retraining of all personnel in the new methods, and minor sections of faulted ground.

Team, as defined by Katzenbach and Smith (1993), is a small number of people with complementary skills who are committed to a common purpose, performance goals and approach for which they hold themselves mutually accountable. As the mining industry searches for new ore discoveries increasingly under post-mineral cover, the process of mineral exploration has taken us from prospector to geologist to multidisciplined explorer to multi-disciplinary team. Multidisciplinary exploration techniques have improved in terms of sensitivities and penetration and more than ever before each technique requires specialists with appropriate training and skills to process data and interpret results. To produce a quality product, specialists must collaborate openly and honestly in an atmosphere where the collective result takes into account the knowledge and expertise of each individual and the relationships between all pertinent data sets.

A preliminary evaluation of a new in-stream particle size analyzer has been carried out using materials obtained from a taconite plant in Northern Minnesota. Results are reported for bench scale, pilot scale and full scale tests, the latter being carried out in a taconite plant concentrator. The unit employs a novel scanning laser microscopy principle and details of the equipment configuration and operating principles are presented and discussed. Data acquisition is via an eight channel digital electronic system and particle counts are collected on the basis of reflected light pulse time intervals which are a direct measure of particle size. Output is available as an eight point individual or cumulative size distribution or as computed averages. The practical aspects of sample point location and flow requirements for reproducible results are outlined and discussed.
