It is well known that iron-ore pellets are considered one of the best blast-furnace burden materials used today. The demand for pellets is demonstrated by the increase in pellet output from one million tons in 1955 to approximately 37 million tons in 1964. This growth continues as new plants are placed on-stream each year. The consumer generally specified (1) the acceptable content and range of chemical constituents, (2) a minimum strength determined by some standard testing procedure, (3) the size range of pellets, and (4) perhaps a measure of reducibility.

The Pyke asbestos deposits were discovered by Kennecott Explorations (Australia) Pty. Ltd. in 1969 during the course of base metal exploration on the South Island of New Zealand. Extensive occurrences of chrysotile asbestos were found associated with the Red Mountain ultramafics in the headwaters of the Pyke River, and to the north and south along the ultramafic belt for a distance of 70 km. Surface evaluation and drilling by Kennecott in 1970 and 1971 identified numerous small deposits of good grade fiber in the Little Red Hills between the Pyke and Barrier Rivers. Additional drilling and three adits have been completed by other companies since that time. The property is presently held by Lime and Marble, Ltd., of Nelson, New Zealand, and Kennecott Explorations (Australia) Pty. Ltd. This chapter presents the regional and local setting of the asbestos deposits, including the geology and nature of mineralization. In addition, the exploration methods used by Kennecott in the discovery and evaluation of these deposits are outlined. Subsequent work by other companies is mentioned, but not de- scribed in detail. This subsequent work did not alter Kennecott's conclusions or produce any serious changes in the interpretation of geology and mineralization. The author acknowledges the contribution of the many employees of Kennecott Explorations (Australia) Pty. Ltd. who have been involved in the project. In particular, thanks go to Ramon Farmer, N.G. Corner, and A.W. McConie, who were responsible for completion of field work and reporting on the project. The responsibility for the conclusions and interpretations of this chapter are solely that of the author and result from his involvement in the discovery of the deposits and management of the exploration program. REGIONAL SETTING Ultramafic rocks on the South Island of New Zealand are thought to be Permian in age and occur between crystaIline and metamorphic continental rocks of Precambrian through Cretaceous age in the west, are thought to have once been part of the Antarctic subcontinent, and the extensive geosynclinal graywacke deposits of the Mesozoic New Zealand geosyncline in the east. They consist of the Dun Mountain ultramafics, a 130 km long segment of ultramafic rocks located at the north end of the South Island, and the Red Mountain ul- tramafics that occur in a zone 200 km long in the south half of the South Island as shown in Fig. 1. These two belts, once contiguous, have been offset a distance of 560 km by the still active Al- pine fault, which is analogous in character and offset to the San Andreas fault of the United States. The ultramafic rocks occur within a sequence of Permotriassic volcanic and sedimentary rocks that probably formed at the eastern margin of the continental plate. The ultramafics appear to be tectonically emplaced between Permian lithologies in the Dun Mountain belt (Coleman, 1966), and at the base of or between Permian volcanics and sediments in the Red Mountain belt. The Permotriassic ultramafic volcanic sequence of the Red Mountain ultramafic belt appears to be a typical ophiolite sequence. Ultramafic rocks, mixed mafic intrusive rocks and volcanics, volcanic rocks, and volcanoclastic sediments occur in apparent superposition from east to west in the area of Red Mountain. Farther south, ultramafic rocks are associated with basaltic volcanic rocks and some sediments, and still farther south are emplaced entirely in sediments. These structural compIications of the normal ophiolite sequence have resulted from the coincidence of Permian subduction, early Mesozoic extension and sedimentation, and Cretaceous subduction along the same plate margin (Landis and Bishop, 1972). Africa is rich in natural resources, much of which remain untapped. Despite that, international mining companies have largely stayed away from the continent due to political instability in many countries, lack of infrastructure and the inability to gain control of mineral deposits. Today, optimism is growing concerning African mining. Many of its nations are moving toward privatization of their mining industries. They see it as a way to improve the lives of their populations and become politically stronger. Ministers from 22 African nations were Denver, CO in June for the World Bank's Multilateral Investment Guarantee Agency's Fourth Annual African Mining Investment Symposium. The three-day symposium drew more than 400 mining executives and government representatives. Foreign mining investment in Africa is on the increase. In 1996, international mining companies spent about $418 million on exploration. That is more than double the $190 million spent in 1994. Mining executives say the mining climate in Africa is improving because countries are privatizing the industry and rewriting mining laws that encourage natural resource development. They estimate that private mining firms now control about 80% of mining today. Mine development will help lift the living standards for Africans, the ministers said. The average income for ordinary Africans is about $500 a year. If this new mining boom continues, citizens of nearly all African nations will reap the benefits of better infrastructure and government services, as well as more higher paying jobs, the ministers said. They also issued a word of caution to mining companies attempting to join in the African boom. Concerns are being raised about the treatment of villagers and the environment. In the past, foreign companies would "behave about like colonial masters," said Gerald Ssendaula, natural resource minister for Uganda. Africa is in a different position now, he said. "Now we are solving our own problems." Mining companies must respect local communities or risk creating unrest that will threaten fragile new governments, said Akolang Tombale, chief geologist for Botswana. On the other hand, he said villagers must accept that mining development will benefit them. "They feel these are their natural resources. There must be a mutual interaction between the companies and the people."

The New Celebration Gold Mine is located 32 km south of the regional mining centre of Kalgoorlie. The current mill throughput is 1.7 million tonnes per annum with a gold production of around 120,000 ounces per year. The main source of ore for the mill comes from the Hampton Boulder and Pernatty pits. Over the last two years the oxide reserves from these pits have been depleted and the harder primary sulphide ores are now being processed. This change has led to a decrease in cyanide extractable gold.

In processing heavy-mineral sands, the low feed concen¬tration and respective high value of the desired minerals require high-capacity production and sharp classification/ separation techniques to reduce the specific production costs. This paper describes the new allfux® separator, which can economically accomplish these criteria. The separator is a two-stage process that combines rising current and fluidized-bed technology. 1. Introduction In Sayreville, New Jersey, the Middlesex County Utilities Authority put the construction of a 1041 m long sewer outlet to tender in June 1989. It had an internal diameter of 3,36 m and was part of a sewage treatment works project for county Middlesex. The contract was awarded to the Lodigiani Company, USA, who employed Hochtief Incorporated as subcontractor to drive the sewer outfall. 2. In New Mexico, there are at least 100,000 abandoned mine waste rock piles with widely ranging geochemical and mineralogical compositions. A geochemical and mineralogical study was implemented for five waste rock piles, some which contained sulfides, in the Hillsborn Mining District. Chemical and physical characteristics of mineral grains and their secondary mineral oxidation rinds were examined with the electron microprobe. Pyrite and chalcopyrite appear to be the most reactive to oxidizing conditions. Clays, iron oxide, iron hydroxide, iron sulfate, and primary texture rinds exist in the waste rock piles analyzed.

The main objective of this paper is to propose a new sustainability parameter, called Visibility Indicator (VI), to describe the influence of mining operations on the visibility of the open works in the site from the surrounding land. A further goal is to point out a procedure for Visual Impact Analysis and Assessment (VIAA) of mining and quarrying operations in the phases of elaborating and evaluating of the project and depleting the resources. The Visibility Indicator has been computed taking into consideration the evolution of the area involved in the exploitation activity.

In 2003, MSHA initiated a survey of the 11 Coal Mine Safety and Health Districts to develop a database for the implementation of Atmospheric Monitoring Systems (AMS) in underground coal mines. Mine operators continue to realize the benefits of improved fire detection capabilities, as the number of mines using the systems, as well as the percentage of mines, continues to increase. Fire detection data and new technology implemented in underground coal mines is discussed as well as regulatory compliance, diesel exhaust considerations and hydrogen interference in carbon monoxide detection.

On account of geological characteristics, Brazil is a country of large deposits of high quality kaolin, with the larger ones being located in its northern region. In the last years, kaolin beneficiation and production area is receiving great investments, aiming at a high quality kaolin production to be used in the paper industry, mainly intended for the foreign market. After the conclusion of expan- sion programs and with the advent of new production areas, Brazil is very soon expected to come in second place in the kaolin world production ranking.

The paper suggests a new empirical model for predicting mining subsidence. The parameters considered are Lithological Factor, which in this context meant percentage of sandstone, Rock Mass Factor (depending upon the RQD value of drill-hole cores), width: depth ratio and percentage extraction of coal. More than 250 drill-hole cores from seven longwall panels and 11 bord-and pillar (room-and-pillar) workings were analyzed from an extensive data bank of Singareni Collieries Company Ltd. (S.C.Co.), Andhra Pradesh, India. Excellent subsidence agreement was found with the suggested model.

This paper provides a summary of a two-day conference held in New Orleans in March 1980, entitled "Tunnel Instrumentation: Benefits and Implementation." The conference addressed two major questions: First, what are the benefits of using instrumentation during tunnel construction? Second, what contractual relations should be established for conducting instrumentation programs during tunnel construction? Each session consisted of brief formal presentations and extensive panel discussions with participation from attendees. Attendees included owners, designers, contractors, and instrumentation specialists. This paper presents a consensus of views expressed during the conference.

The design of comminution circuits and the evaluation of alternatives should be based on state-of-the-art equipment and appropriate design criteria - considerations that are often neglected by today's designers. This paper critically reviews common circuit designs, evaluates various alternatives for difficult-to-treat ores, and discusses the factors that should be considered when developing new plant designs or auditing existing plant performance. The processes of collecting, examining, selecting, and generalizing information for the production of maps and sediment structure designs are a major part of mine planning and evaluation. Computer aided design graphics systems are becoming increasingly more important to the surface mining industry. This paper illustrates the applications of a digitizer and plotter interfaced to an IBM PC-XT microcomputer, which form the hardware elements in the new University of Kentucky hydrology, sedimentology, and structure design package called SEDCAD.

The paper describes a technique by which large concrete boxes are unobtrusively inserted beneath existing highway and railway infrastructure to form new subways, culverts and under-bridges, thus avoiding the inconvenience and costs of disruption to traffic associated with traditional cut and cover techniques. A series of project examples, undertaken in the United Kingdom and United States, are used to illustrate the design and construction of the box structures, together with the technology required to control ground disturbance in the tunnel face and around the box, and the jacking systems necessary for box installation.

In the past 30 years, there have been tremendous advancements in the uses and applications of column flotation. From their first use as final cleaners that could produce excellent grades at the cost of recoveries, columns are now being used in every stage of the flotation circuit as well as is SX-EW. Columns as roughers, final scavengers and even at the end of CIL circuits, are finding their way into the marketplace. Operational results of these new uses are presented. INTRODUCTION Flotation columns have been in use since the early 1950's in the U.S. (Hollingsworth, 1952) and the early 1960's in Canada (Trembley, Boutin, Wheeler, 1963). Application of column flotation has been somewhat diverse. In the early years, columns were used predominately for molybdenum cleaning in Canada and for phosphate flotation in the United States. Unfortunately, results met with skepticism and disdain as the columns were hard to operate, temperamental and although producing high grades, could not achieve acceptable recoveries. Since the inception of column flotation technology, the degree of knowledge for design and operation of columns has vastly improved. Despite improvements in the technology, there is still some reluctance by mineral producers to investigate the use of column flotation cells for processing stages other than cleaner flotation. This characterization is in part due to the proven advantage of flotation columns in reducing gangue entrainment in the froth product which results in higher grade products and/or fewer processing stages. Also, during the development of column technology, different types of spargers have been used with varying degrees of success. Furthermore, the general knowledge base of parameters affecting column flotation design and operation have advanced tremendously. Inefficient, or primitive, sparger design, coupled with the lack of column design and operating knowledge and experience, resulted in poor metallurgical and mechanical performance in many cases. Unfortunately, this lack of knowledge caused many column installations to be characterized as failures. The industry felt that columns could not achieve high recoveries, especially when dealing with coarse particles. Therefore, columns were characterized as cleaners, where low recoveries could be tolerated as recirculating loads rather than direct losses and froth cleaning advantages of the quiescent column flotation regime could be realized. Fortunately for the minerals industry, some producers have stood at the forefront of technology and allowed the column to be utilized for new applications. In the last decade, column flotation applications have expanded to virtually every mineral system and plant location throughout the world. The expanded application of columns has generated a new wave of interest for processing various streams. One of the most notable is in the use of columns as rougher cells. This is of particular interest to "green-field" plants and plants where expansions are taking place. Here, metallurgical superiority can be combined with maximum capital and operating cost advantages for a rapid return on investment. The superior results experienced to date, have generated a cohesive vision of the future in mineral processing where flotation columns function as single stage primary separation devices (roughers) with a single stage cleaner, if necessary. The advantages of column flotation go far beyond their original uses. We now have seen columns used as final tail scavengers, in SX-EW plants and even at the end of CIL circuits. Some of these cases will be reviewed. CASE STUDIES In an attempt to show the diversification of column flotation to many facets of the mineral processing plant, a variety of case studies will be discussed. Some of these were designed by the authors while others have been provided by plant sources. It is important to note that in each successful case, the columns were designed using the author's design and scale-up approach. Perhaps the hottest item on the agendas of most state legislators this year is the state budget. The main question: Where will all the dollars come from to finance health care programs, state jobs, unemployment compensation programs, and on and on? This is especially so since people are out of work, business bankruptcies are up, sales are down, and incoming revenues from some sources have decreased or dried up. A sure bet is that state taxes will be increased in some form or another. The mining industry could face increased income taxes, property taxes, severance taxes, or even a host of new taxes (if the state does not already have them) like a gross receipts tax, investment tax, or tax on revenues made outside state borders. That's bad news for an already depressed industry, even though increased taxes may be the least of the industry's worries in the current economic climate. While reopening existing mines and developing most new mineral projects depends primarily on higher commodity prices, new taxes still could pose long term concerns for mine project development. Just how mineral tax law impacts a project is not easy to figure. It involves a complex set of calculations based on interpretations of numerous federal, state, and local tax laws that change almost annually. At best, projections of tax effects for the life of a mine are educated guesses. At the same time, projections are necessary to evaluate the economic feasibility of a mineral project. At a recent Technology Transfer Seminar, the US Bureau of Mines introduced a computer software program designed to evaluate the feasibility of a mineral project and to determine the tax effects on the project's discounted cash flow rate of return (DCFROR). The program, called MINSIM, began in 1967 as a 200-statement FORTRAN II program for evaluating a hypothetical large-scale open-pit gold mine. This single-commodity oriented program employed discrete simulation techniques and a continuous DCFROR was used to measure the effect of changes in revenues and costs. Over the past 15 years, MINSIM has developed into a program 70 to 100 times larger than the original. Basically, it will analyze costs and parameters specific to an identified deposit, then determine the DCFROR. Or by using a specified DCFROR, it will determine the primary commodity price required to attain that specified rate of return. MINSIM, which is explained in detail in this article, is available from the Division of Minerals Availability, USBM free of charge. Written in FORTRAN IV, it comes on punch cards or magnetic tape and is compatible with most major computer systems. The MINSIM Program The main objective of any freeenterprise mining venture is to make a profit. To determine profitability of a given project, alternate methods of operating and financing must be evaluated. That is the purpose of MINSIM. While there are a number of methods of evaluating the economic profitability of a mining project, MINSIM uses the Discounted Cash Flow Rate of Return (DCFROR) method as its major criterion because DCFROR considers the time value of money and gives the truest measure of profitability. One disadvantage is that the calculations are deposit oriented. In other words, MINSIM analyzes only those costs and parameters specific to the deposit. It cannot be used to evaluate the overall corporate picture. The program is designed to simultaneously handle five different commodities and a leach operation for any type of mining project. For example, analysis of a coal project would include only one commodity-coal at the mine mouth. Analysis of a copper operation might include numerous commodities-from the raw material to the refined product. Input MINSIM considers capital investment-recoverable exploration, acquisition, and development costs; depreciable capital investments such as mine plant and equipment, mill plant and equipment, and infrastructure costs; all general and commodity specific operating costs; and the cost of alternate financing methods. The program has the capacity to incorporate different types of depletion allowances, numerous commodity-dependent severance taxes, variations of property taxes, and many methods for calculating state or provincial taxes. There are even many different ways to calculate federal and national taxes. The capacity to handle tax variations is generated from an internal subroutine in the program called the "open file." The user can reconstruct, customize, or evaluate any kind of tax desired. Outputs Given this kind of capacity for numerous input parameters, MINSIM is capable of the follow¬ing major outputs:

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone's reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can't save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration's leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President's contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone.
