It is always a pleasure for me to address a group of mining engineers. I am doubly grateful when I am allotted sufficient time to describe the total Office of Coal Research program. My remarks are directed to our total program but I trust you will all understand my emphasis of the utilization aspect of our activities since that is my portion of the program. From its inception, the Office of Coal Research has sought out creative ideas for improving our national use of coal by developing new uses, improved mining procedures, lower costs, and appropriate studies with respect to the resource itself. Quite early in the game, our Economics and Marketing Division contracted for studies with respect to New England export market, Western coal, and similar items. Our Mining and Preparation Division has successfully developed a packaged coal-fired boiler and has partially developed a packaged fluid-bed type boiler as well. Our Mining and Preparation Division is working in such diverse fields as treatment of sewage with coal and the separation of coal into distinct-petrographic constituents so that all fractions of the coal can be put to the best possible use. We would like to be doing more work on improved mining methods, better preparation techniques, and any other mining improvement that will benefit the industry and our program. The synthetic fuel plants I will describe later will operate seven days per week, 24 hours per day. We would like the mine to operate on this same sort of cycle and are prepared to support research that will lead to this.

In recent years, a variety of new or substantially modified grinding machines have been offered to the mining industry with claims of improved performance relative to standard grinding machines especially rod and ball mills. The incentive for developing such new machines is high, because costs associated with grinding are a very substantial part of the total costs of processing run-of-mine ore, and gold ores are no exception in this regard. The incentive is also high because of the very low conversion of input energy to comminution energy in most tumbling mills. If the most energy-efficient means of mechanical size reduction is slow compression of single particles, then this energy amounts to only about 3% of that used in tumbling mills. It would seem, therefore, that there is a huge potential to do better. This paper examines three types of grinding machine for which claims of higher energy utilisation ( amongst other beneficial claims) have been made, namely the high pressure grinding rolls, the vibrating drum mill and various styles of stirred mill. It presents evidence concerning the claims, examines the range of particle size and particle size reduction over which benefits might reasonably be expected to accrue, discusses the major issues in contention and briefly describes the research the CSIRO Division of Minerals has in progress, both independently and collaboratively, the latter mainly with the Julius Kruttschnitt Mineral Research Centre (JKMRC) via the Cooperative Research Centre for Mining Technology and Equipment (CMTE) and the Australian Mineral Industries Research Association (AMIRA). There are many criteria which may be chosen to assess relative performance of grinding machines. Those used below are:

With the dissolution of the former USSR and a welcoming of foreign, minerals expertise by a host of developing countries, a "new," more international, world of minerals is open to the mining industry. However, even in the new frontier, the old laws of nature still apply. For those attendees of the 98th annual Northwest Mining convention, the adage "survival of the fittest" commanded particular attention. Miners, engineers, geologists and other unique species traveled to Spokane in December to learn of adaptations they can make to assure, or at least prolong, their place in the mineral industry's land of the living. You have heard the tales of the spotted owl and the desert tortoise, but add to this endangered list the North American mining industry. During a session on international investment criteria, D. Silver of Balfour Holdings (Littleton, CO) blamed excessive environmental regulation, 1872 Mining Law revision and the anti-mining-and-business attitude of our government for migrations from and extinctions within the domestic mining population. "We've been on a death curve for some time," Silver said, "with a lower birth rate and a higher death rate. In the last four years, we've lost 60% of the gold producers in North America, and we're down to 110 companies. The entire industry has lost about 400 companies and is now down to 2800." Unreasonable regulation founded on emotion rather than scientific fact has been the chief cause of death, according to many of the convention speakers. B.J. Kennedy, president and chief operating officer of FMC Gold (Reno, NV), emphasized, "We have accepted a regulatory environment - but we oppose being strangled to death by unreasonable regulations."

The set of discoveries for a mining district or camp is a reflection of the exploration history. In the western Abitibi greenstone belt of Ontario, future exploration can be guided by a study of statistical trends of known gold deposits. In this area simple trends indicate a strong decrease in the contained quantity of gold discovered through time. Much of this decrease is attributed not to falling mining grades but to smaller tonnages of ore. A plot of the largest discovery in each ten year time period suggests that deposit discoverability is following a size-biased sampling model. Cumulative ounces of discovered gold indicate that an asymptotic value has been reached where exploration is not expected to add significantly to known reserves. This is substantiated by a downward trend in the exploration success ratio of the number of new deposits discovered versus the number of new mineral prospects. The set of discovered deposits reflects a non-random sampling process where size- biased modeling suggests that the largest deposits will be discovered early in the exploration effort. It is the exceptionally large deposit contributing to the observed size-biased distribution. Although this pattern is observed for the western Abitibi the model is complicated by recent, large reserve additions that are attributed to the original discovery. There is present in this area a subtle learning process in exploration leading up to the largest discovery. For comparison a learning model was estimated using cumulative size of discovery per unit of time. This model yielded results consistent with the statistical trends and is thought to be a superior forecast of future discoveries in this region.

Modifying the hydrophobicity of clay is necessary to accommodate large mycotoxin molecules such as zearalenone (ZEN). In this study, tricaprylmethylammonium (TCMA) chloride and common corn oil were used to modify clay. The results indicate that more than 90 percent of ZEN could be removed using clays modified by TCMA and corn oil at acidic and neutral pH due to the expansion of intergallery spacing as a result of TCMA surfactant intercalation within the clay-forming layers. The removal percentage depends on the pH and amount of clay used. Complete removal can be achieved at acidic pH and small clay amount.

The key design parameters of roof bolting using expansion - shell type support for underground coal mine roof support are bolt length, bolt spacing, installed load and anchorage capacity. Depending on the utilization of suspension effect or friction effect, the bolt length is dictated either by the distance between the roof surface and the first overlying strong strata encountered or the desired magnitude of reduction in bending stress at the roof surface, The current prevailing practices about the bolt spacing and installed load are that an initial torque of 125 - 170 ft-lbs is applied and the bolts are spaced at 4- or 5- ft. square grid pattern. This seems to be a rather broad generalization in view of the great geological variances which are expected in underground coal mines. A modest evaluation program to measure the effectiveness of current roof bolting practices is to monitor the load history of roof bolts during a complete mining cycle including the phases of room development and pillar robbing. The load history, when compared with the anchorage capacity of roof bolts determined by in-situ pull tests, will provide information for evaluating the installed load, the bolt spacing as well as the specifications for structural and anchorage characteristics of the bolt assemblies. This paper presents a case history of monitoring the complete load histories of roof bolts in an underground coal mine of Pittsburgh seam.

The idea of using only one strand for both sintering and cooling of the sinter is not new. In 1952, in the U.S.A. a sintering plant was built at Benson Mine (Star Lake, N.Y.), including : - 68 m2 or 735 sqft (8 wind boxes) for sintering, - 22 m2 or 237 sqft (3 wind boxes) for cooling. In the USSR, a large number of machines have been built allowing for cooling of the sinter on the strand, especially the 4 m (about 13 ft) machines, with : 252 m2 sintering grate area 60 m2 cooling grate area 312 m2 total grate area. However, such ventures did not prove very successful, and the IRSID embarked many years ago on a research program to discover : - what are the problems associated with cooling on a sintering strand ; - what are the possible solutions for industrial plants.

INTRODUCTION Radon-222 is an inert, radioactive gas formed by the radioactive decay of radium-226, a long-lived member of the uranium-238 decay chain. Radium is present in varying amounts in virtually all soils and, on the average, about 36,000 pCi (1330 Bq) of radon per square meter of soil diffuse into the atmosphere each day (UN 1977). Radon decays with a half-life of 3.6 days through four short-lived daughters to lead210 and it is these short-lived daughters[ [Ra A, (218Po, t, = 3.0 min) , Ra B, (214 Pb, t;, = 27 min), Ra C, (214Bi, t] = 20 min) and Ra C1 (214Po, t] = 2.5 x 10-6 min)] ]which cause the major health hazard associated with radon (Bale 1951). Atoms of these daughters, either unattached or attached to the ever-present particles in air, are deposited on the surfaces of the respiratory tract; alpha particles emitted in their decay can result in large doses to the cells of the bronchial epithelium lining the respiratory tract. These daughters will be present in air in varying relative concentrations depending on the "age" of the air (time since radon emanated into it) and on the amount of mixing of radon and radon daughter contaminated air with clean air. [The practical unit developed to quantify the amount of radon daughters in air is the Working Level (WL). This unit was historically related to the equilibrium concentration of 100 pCi (3.7 Bq) of the short-lived daughters of radon in one liter of air (cf. Holaday 1969) and is defined as any mixture of the short-lived daughters in a liter of air that have a-potential alpha energy of 1.3 x 105 Mev (2.08 x 10-5J) in their decay to lead-210. The working level month (WLM) was developed along with the WL, and was defined as an exposure to one WL for a working month (170 h). This is equivalent to 2.2 x 107 MeV•h•L-1 (3.54 x 10-3 J.h.m-3). If the average breathing rate is taken as 1.2 m3.h•1 (ICRP 1975), then one WLM is equivalent to inhalation of 4.24 mJ of potential alpha energy.] It is now generally agreed that the inhalation of radon daughters is the major potential radiation hazard in uranium mining, and contributes a substantial fraction to the natural radiation exposure of the general population due to the accumulation of radon and radon daughters from natural sources in buildings. Radon daughter concentrations in modern mines are controlled by ventilation, and by blocking off old working areas (cf. Simpson, 1959). However, before the hazard from radon daughters was recognized, considerably higher concentrations of radon daughters were present in some uranium and non-uranium mines. These high radon daughter concentrations resulted in an increase in lung cancers in the mining population, and it is these results that are our main source of information on the risk of inhaling radon daughters. HISTORICAL REVIEW Many excellent reviews of the history of understanding the health effects of inhalation of radon daughters are available (see, for example, Hueper 1942, Lorenz 1944, Sikl 1950, Stewart 1964, Holaday 1969, Lundin 1971, Cross 1979) but a brief summary of some of the highlights in this area may be of interest. [a] 1556: Agricola describes an unusual and fatal chest disease occurring among underground miners in the region of Schneeberg and Joachimsthal (Jachymov) in the Erz mountains in Central Europe. (It is of some historical interest to note that Agricola's book was translated from Latin into English by a mining engineer and his wife; the engineer later became President of the U.S.A.) [b] 1879: Haerting and Hesse indicated that the majority of deaths among Schneeberg miners were due to lung cancer; the lung cancers in these miners (who were incidentally not cigarette smokers) were observed twenty to fifty years after they began working in the mines. [c] 1896: Discovery of natural radioactivity by Becquerel, followed by discovery of radon by Dorn in 1900. [d] 1924: Ludewig and Lorenser report high concentrations (400 - 15000 pCi or 15 - 570 Bq per liter) of radon in the air in the Schneeberg mines and suggest that radon could be responsible for the high rate of lung cancer among miners. However, the reason why radon should cause lung cancer specifically was still not really understood up to twenty years later (Lorenz 1944). High concentrations of radon in the air in the Joachimsthal mines were reported by Behounek in 1927 and a high incidence of lung cancer among Joachimsthal miners (similar to that among miners at Schneeberg, which is only some 30 km distant but in a different political district) was noted at about the same time (Sikl 1930; cf. Sikl 1950). It is estimated that about half of the Joachimsthal miners died from lung cancer and about half from silicosis and tuberculosis (Sikl 1950). [e] 1930's and 1940's: Radioactive ores are deliberately mined in the U.S.A., Canada and other countries primarily as a source of radium for medical purposes and for luminescent dials; other radioactive ores are mined as a source of several non-radioactive minerals, while extensive uranium mining did not begin until the late 1940's. [f] 1940: Based on crude epidemiology and dose calculations, Evans and Goodman propose 10 pCi L-1 as a maximum permissible concentration of radon in continued human exposure. This is the first known recommended maximum permissible concentration for radon. This recommendation was adopted by the U.S. National Bureau of Standards in 1941 and reconfirmed in 1953. [g] 1945: Mitchell identifies the short-lived daughters in radon as a likely cause of the increased lung cancers in the Schneeberg-Joachimsthal miners

INTRODUCTION A major function of the Mine Safety and Health Administration (MSHA), Denver Safety and Health Technology Center (DSHTC), Ventilation Branch, is to provide engineering analyses of underground mine¬ ventilation systems for coal, metal, and nonmetal in¬spection departments in accordance with field surveys and data analyses. Health and safety problems such as the control of diesel contaminants, dust, methane, radon, and radon daughters all are dependent upon ventilation. It is necessary for the ventilation engineers at DSHTC to have a complete understanding of the various and highly complex ventilation systems used in the nation's mines. Only through the proper assembly and analysis of data can the engineer determine the causes of prob¬lems and make suitable recommendations. Furthermore, the engineer must have the ability to predict the results of any such recommendations. In the study of the ventilation system at any indi¬vidual mine, it is common practice to collect data on airflow quantities and pressures at key points throughout the mine. However, these data give only a single point¬-in-time view of the system. As the mine develops and progresses, the system undergoes numerous changes; as the mine becomes more extensive, the ventilation re¬quirements increase, and the costs rise. For proper utilization of the available resources, it is necessary for the engineer to have a sound engineering basis for deci¬sions on how best to ventilate the mine. To evaluate the system as a whole, particularly re¬garding possible system changes, it has become necessary to rely on computers to perform the calculations in¬volved in analyzing the network. This chapter sum¬marizes the implementation of such computer capabili¬ties at DSHTC, as well as the services that are available from DSHTC. ANALOG SIMULATIONS AND ANALYSES OF VENTILATION NETWORKS As early as 1954, the US Bureau of Mines (USBM) in Pittsburgh, PA, was using an analog computer as an aid in analyzing ventilation systems. The Mcllroy Fluid Network Analyzer used filament-tube resistance elements and an electrical power supply to simulate mine-ventila¬tion systems electrically. This system is shown in Fig. 1. Analog simulation has proven to be a practical tool, providing fast analyses of complicated problems after the initial setup has been completed. Advancements in electronic technology over the past 24 years have made possible the construction of an analog computer that has streamlined several operating features of the previous machines. The DSHTC Ventilation Branch now has an improved electronic analog computer to assist in the analyses of ventilation systems. General Features As shown in Fig. 2, the analog computer used at the DSHTC Ventilation Branch has three "element" cabi¬ nets, a console, and a printer. The cabinets contain the fan elements and the airway-resistance elements that are used to "program" an analysis problem; each element is independent of the others. The console contains the "patchboard" and the controls necessary to operate the analog computer. The patchboard connects the inde¬pendent elements into the circuit appropriate for simu¬lating the ventilation system. The total system is controlled from a panel on the console, while the value corresponding to each element is set on the individual controls located on the face of each element. The control panel has three visual output displays that give the quantity of flow, the pressure of the output junction with respect to a datum, and the differential pressure across each element. The control panel also allows manual selection of the element to be monitored, or automatic scanning and printing of values for the entire system. Capabilities The analog computer can simulate an existing mine¬-ventilation network. This is accomplished by collecting field data at the mine to give a complete pressure-¬quantity network. Resistance values for each airway branch may be determined from the quantity of flow in the branch and from the pressure differential between the end-point junctions of the branch. The basic rela¬tonship to determine the resistance is expressed as: H=R •Q2 where H is the pressure differential, R is the resistance, and Q is the quantity of air in the flow. After the resistance values are known for all of the airways in the circuit, the elements on the analog com¬puter can be set to the corresponding values. The introduction of biotechnological principles in hydrometallurgy has created new opportunities and challenges for the industry of mineral processing. During the 1950's and 608s, the mining wastes and unused complex mineral resources have been successfully treated in bacterial assisted heap and dump leaching processes, especially for the production of copper and uranium. The economic viability of bio- leaching technology lead to its world-wide acceptance by the mining industries. During the 1970's this technology grew into a more structured discipline which is called "biohydrometallurgy". Currently, bioleaching techniques are ready to be used, in addition to copper and uranium, for the extraction of cobalt, nickel, zinc, gold and silver from diverse mineral resources and for the desulfurization of certain coals. However, in a foreseeable future the biohydrometallurgical processes may be applied also for the treatment of high- grade ores and mineral concentrates using native and/or genetically engineered microorganisms.

"The Sheppard East Light Rail Transit (SELRT) project comprises approximately 13 km of new light rail, which will be constructed along Sheppard Avenue East in Toronto. There is a 380 metre long section of the route that will be constructed as tunnel below Highway 404, which is owned by the Ministry of Transportation Ontario (MTO). MTO has published guidelines for tunneling under its highways. An impact analysis was undertaken to predict the surface settlement and angular distortion of Highway 404 resulting from the construction of the twin tunnels. The results were then compared to the performance criteria defined in MTO’s guidelines. As a result of this analysis, it was necessary to request an adjustment to MTO’s current performance criteria. This paper presents details and results of the impact assessment, approaches taken to satisfy the requirements defined by MTO, and provides details of the adjustment permitted by MTO. INTRODUCTION Several major rapid transit projects are planned for the Greater Toronto and Hamilton Area (GTHA) located in southern Ontario, Canada. These projects are part of The Big Move (Metrolinx 2008) initiative, a 25-year, and $50 billion plan aimed at improving regional transportation. Metrolinx, an agency of the Government of Ontario, is now working collaboratively across the region to deliver major Toronto rapid transit projects to the GTHA. One such project is the SELRT. The line will largely run along Sheppard Avenue East on the surface, except for a crossing of Highway 404 where it will be constructed using a combination of open cut and bored tunneling methods. AECOM has been retained by Metrolinx as the Technical Advisor (TA) to develop the Reference Conceptual Design (RCD) and Project Specific Output Specifications (PSOS) for the project. Also, Infrastructure Ontario (IO) is the Co-Sponsor and CH2M HILL is Metrolinx’s Owner’s Engineer (OE) & Project Management Support (PMS) for the new LRT lines. This paper presents information on the tunneling settlement analysis and further work undertaken to satisfy the MTO’s requirements."

Anorthosite is an abundant, domestic source of alumina with reserves in individual deposits ranging from a few billion to hundreds of billions of tons. While anorthosite contains less alumina than does kaolinite, its CaO and Na20 contents are significantly higher (Figure 1). Alumina can be produced from anorthosite by alkaline, soda-lime sinter or acid processes. CaO and Na20 are advantageous because they are reactants consumed in alkaline processes. Acid processes require high calcium plagioclase feldspars (bytownite-anorthite) to obtain high alumina extraction because the lower calcium plagioclase feldspars (andesine-labradorite) are not as readily dissolved during digestion. The layered Raggedy Mountain Gabbro group in the Wichita complex in southwest Oklahoma is a high calcium anorthosite that could be processed by acid, sinter, or alkaline methods. Chemical grade limestone in the Arbuckle Group is located within 45 km of the anorthosite (Figure 2).

Direct Production Costs for Solar Sa 1t approximate the trucking cost for 160 Km. Operations near markets appear unusually attractive at first look. However, many desert operations have been plagued by dust storms yielding salt too high in insolubles for most uses. This paper relates the history of a successful operation in a dust storm area. Saturated brine from the solution mining of LPG storage caverns is evaporated in solar ponds yielding 99.95% sodium chloride (dry basis). Purchased energy is one-eighth that of vacuum pan operations. Production scale tests have proved it works at another desert location using a more complex brine. A new approach for refining soluble salts at ambient temperatures is demonstrated by bench scale and pilot work. Again, savings in purchased energy exceed 80%, even when temperatures are raised to reduce refining time.

It is no longer a question of "If" mining operations will meet standards and regulations set by various governing bodies and the demands of citizen groups. Legislation is fact. The needs of citizens are becoming more of a integral part of mining company planning. "Open Planning", regardless of some frustrations it provides, is working. Climax, AMAX Chemical and AMAX Exploration are successfully employing several citizen involvement techniques in exploration and feasibility study phases of planning for potential new mines.

Ravensthorpe Nickel Operation (RNO) is a major new mine and processing plant currently being constructed by BHP Billiton in a ?green field? site near the small town of Ravensthorpe, about 150 km west of Esperance and six hours drive from Perth in Western Australia. Ensuring that the project has a positive overall impact on the surrounding region and that this extends well beyond the life of the operation will be a major challenge for RNO, state and local government, and the local community. For the last two years, the Centre for Social Responsibility in Mining (CSRM) has been assisting RNO management and the RNO Community Liaison Committee to develop a community sustainability monitoring framework for the project. This paper reports on the process that was used to develop the framework, describes the main elements and briefly discusses key learnings from the exercise.

Recently, a new theory of the subsidence of rock masses has been advanced by Litwiniszyn and coworkers, which is based on the notion that the individual rock particles perform random walks. It is shown in the present paper that the final equations of the random walk theory can be justified from general principles of statistical mechanics in which no specific theoretical model of particle behavior has to be made. The theory appears to account appropriately for subsidence phenomena.

One of these systems has been operating in our Diamond Smokeless Mine, Boltz, Pennsylvania, since 1959 servicing a continuous mining machines For those of you who are not familiar with this method of transportation, I would like to offer an explanation.

An electrochemical coal oxidation model involving heterogeneous kinetics is presented. This model was tested by collecting current transient data on three coals assaying different ash content under varying operating conditions such as particle size, temperature, and % solids. In all cases, the model fitted the data very satisfactorily. Three intrinsic rate constants, namely mass transfer coefficient of Fe(II) Ions diffusing from solution to the anode (kma), mass transfer coefficient of Fe(II) Ions diffusing from solution to the coal surface (kmc), and chemical rate constant for coal oxidation with respect to Fe(III) at coal surface (k), were calculated. It was interesting to note that in this system, the mass transfer at anode was as important as the chemical reaction at the coal surface. The validity of this model was further demonstrated through a comparison of the activation energy of coal oxidation: firstly, by utilizing calculated chemical rate constant and assuming Arrhenius' type of relationship: secondly, by utilizing conventional approach using limiting current values. The comparison revealed that agreement was quite close. This kinetic analysis is useful because such a model can be used in predicting the intrinsic rate constants so that the relative importance of mass transport can be rationally analyzed.

In a world dependent in part on the consumption of depletable natural resources, development of new areas of mineralization is a necessity for replacing those reserves. Exploration, which is the initial task of replacement, is an information-gathering process which supplies input for management decisions on mine development. If the demand for resources is the driving force of exploration, then the scientific basis for its pursuance is the hypothesis of anomalous mineralization in a metallogenic province, which is tested by measuring physical characteristics of natural phenomenon. The resulting data are reduced, analyzed, and interpreted to locate expressions or responses associated with possible ore bodies. The process is, in fact, repeated in ever increasing measurement detail to increase the accuracy and precision of information for decision making. Exploration ceases when management makes the decision to develop a mineralized area, to hold a property for more favorable market conditions, or to drop a property because it is not economically viable.

Permanent magnets are used in most electromechanical and electronic devices to convert electrical to mechanical energy and vice versa. More than fifty are commonly found in the average American home and car. A new species of permanent magnet composed of iron, neodymium, and boron has recently been developed which combines superior magnetic properties with compact size. The reduced size of the magnets has enabled significant new developments in such areas as robotics and consumer electronic, among others. The objective of the present work is to efficiently and economically separate valuable rare earth materials from the relatively worthless iron constituent in NdFeB magnet scrap. Several magnet producers have expressed interest in the development of such a process and have provided information and scrap samples to aid in research. Scrap is generated in a variety of forms from different stages in the processing stream. Pieces of magnetic and non-magnetic metal as well as sludge and ribbon from jet casting must all be treated. Beneficiation techniques have been studied and size distributions developed for the different scrap types.
