Steel mesh has been used successfully for many years to control friable roof conditions and prevent loose roof and rib material from caving into the roadway. Despite its extensive use, the installation of steel mesh is difficult to automate and many other products have been evaluated as an alternative for skin control. Ideally, the properties of these new products should be similar or better than those of the steel mesh. In particular, development of a strong and resistant shell that minimizes movement along the fractured rock and coal surfaces between the bolt anchors is recommended. A strong surface adhesion and the strength of a reinforced polymer skin can provide the necessary toughening mechanism required to enhance roadway surface support by forming a reinforced polymer/rock surface layer. Most of the Thin Spray-on Liners (TSL) evaluated in the mines are weak with slow curing times, and the plastic mesh currently used to support the coal ribs is relatively weak. Therefore, neither material can seriously compete with steel mesh. Currently, a new polymer product that cures in seconds and forms an instantaneous strata binder that surpasses the properties of steel mesh is under development at the University of Wollongong.

Nautilus Minerals was listed on the Toronto Stock Exchange in May 2006. The company now has major mining companies Anglo America (5.7%), Teck Cominco (7.2%) and Epion Holdings (22.4%) as significant shareholders, and has raised approximately $US346 million dollars to develop the world's first deep-water mine. The company is currently targeting high-grade copper and gold in seafloor massive sulphide mineralization, located near plate boundaries in back-arch basins of the Western Pacific. The first mine scheduled to be developed by the company is located in 1,600 meters of water at Solwara 1, in the relatively quite waters of the Bismarck Sea approximately 50 km from the port of Rabaul, within the Territorial Waters of Papua New Guinea. During 2006 and 2007 the company completed detailed environmental and geological studies, culminating in a number of world firsts, including the world?s first NI 43-101 compliant resource statement and environmental impact study for a seafloor massive sulphide system. Permitting is well advanced for the project, with initial production scheduled for late 2010, subject to timely grant of the permits. Extensive government and stakeholder liaison and engagement has been undertaken throughout the projects life, and is a core feature of Nautilus' desire to "do it right" in all aspects of this new industry.

Few metals or industrial minerals can boast a better growth record over the past fifteen years than the borates. This period of growth occurred before the influence of any large-scale use in plastics or high-energy fuels. These new developments not only provide expanding markets, but the programs related to their development are generating research information that will lead to many other new uses. The most dynamic growth areas for refined products of boron or borates are in the acid, the oxide and the reduced forms, such as the metal and the hydrides. Expanding requirements for these products will modify the emphasis on the use of naturally occurring sodium borates. Any borate from which boron can be economically extracted will become a potentially important ore. This is particularly true of the calcium borate, colemanite. Only one large deposit in the Western World has ever been developed where the principal economic minerals are sodium borates, This factor alone would discourage any exploration program directed solely toward the discovery of these ores; on the other hand, ample exploration opportunities for calcium borates exist in the desert regions of California and Nevada. It is therefore reasonable to restrict a program to this region, in spite of geologically favorable areas in foreign countries such as Turkey, Argentina and Chile.

In the United States and in Pennsylvania in particular the coal mine drainage problem is of continuing and growing interest to the coal mining industry, the state government, the federal government and the public at large. The 1965 amendments to Pennsylvania's Clean Streams Law prohibit the discharge of acid mine drainage into the streams of the Commonwealth after January 1, 1967. Because of this new legislation, the coal mining industry and state government are extremely aware of the necessity for new techniques for treatment and prevention of the flow of acid mine drainage from the active mines of the Commonwealth in order to keep the coal mining industry in business in Pennsylvania. Approximately one-third of the total volume of mine drainage presently polluting the streams of the Commonwealth originates from "active" coal operations and two-thirds comes from "abandoned" mine discharges. As early as 1963 it became evident that the Commonwealth of Pennsylvania and the coal industry in Pennsylvania would have to take active steps to abate the mine drainage pollution of Pennsylvania's streams and rivers. This became quite clear during the deliberations in Harrisburg which climaxed a twenty year struggle for effective strip mining legislation. The bituminous strip mining law enacted that year made it unlawful to have any acid discharge from active stripping operations.

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. This is the 12th year for this column and the 11th in which the royalty data have been tabulated. This year adds 20 to 30 new entries. There are, however, some deficiencies that the readership hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. There are several states where no royalty information was available for either commodity. Readers can help share information about these missing states, so next year there will be fewer states without information. Severn Brown again sent helpful information from the Prospectors and Developers Association of Canada (PDAC). The summer 1992 issue of PDAC Digest recommended"... the most useful technical paper ever published for economic geologists...." "Net smelter return models and their use in the exploration, evaluation and exploitation of polymetallic deposits" was written by R. Goldie and P. Tredger (Geoscience Canada, Vol. 18, No. 4, pp. 159-171). Last year's column described leasing practices in Russia. Some new information has been gathered since then. Kirill Kavun is the managing director of the International Geoeconomic Center in Moscow. He sent two publications from 1992-"Regulation on the procedure of licensing the use of the subsurface," and "Law of the Russian federation on the subsurface." Both are supplements to the magazine Mineral Re¬sources of Russia, Economics and Management.

Water infiltrating the surface of waste rock dumps transports pollutants into the environment. Lysimeters have been used to quantify the infiltration rate. To date their design has been guided by modeling under steady-state conditions. Recently a two-dimensional finite element code has been developed to model the response of lysimeters to time-dependent infiltration rates. It was used to investigate the response of lysimeters installed in a waste rock dump and subject to a monsoonal rainfall pattern. The results are presented and compared with field data.

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. The 79th Street Water Tunnel Extension Project was initially designed by the City of Chicago, Department of Public Works, to increase the capacity of the City’s south side water distribution system. MWH preformed a design review, prepared the final design and provided construction management for the City of Chicago Department of Water. Construction commenced in September 1995 and was completed in October 1999. The Project connected two existing water tunnels with a new 5.8 km (19,044 ft.) long, 4.9 m (16.08 ft.) finished diameter concrete lined rock tunnel utilizing TBM, drill-blast and mechanical hoe-ramming methods. In addition, approximately 61 meters(200 feet) of concrete lined variable cross section tunnel, a new gate shaft and a temporary construction shaft were constructed. This paper describes the construction of these features and the geological conditions encountered.

For grinding Portland Cement, the power consumption accounts for some 35 % of the total consumption of electrical energy for producing cement, counting right from the quarry to the packing plant. It is therefore for very good reason that great efforts during the past years have been put into making cement grinding more efficient, thereby saving power. In this paper three ways of reducing the consumption of electrical energy will be described, namely precrushing in the high pressure FLS-Köppern roller press, the introduction of a new design of COMBIDAN diaphragm in ball mills and the separation of mill discharge in the newly developed high efficient; separator SEPAX from F. L. Smidth.

The Barneys Canyon orebody is a sediment-hosted disseminated gold deposit located 8 km (5 miles) north of the Bingham Canyon porphyry copper mine. Mineable oxide reserves are 8.6 million tonnes (9.5 million short tons) grading 1.64 g/tonne (0.048 oz/ton) gold. Host lithologies are carbonates and siliciclastics of the Park City and Kirkman-Diamond Creek Formations of Lower Permian age. Gold distributions are controlled by favorable stratigraphic units and associated alteration, and structures. Dominant alteration is decalcification and bleaching of carbonates, and argillization and bleaching of sandstones. Gold to silver ratios are greater than 1:1. Anomalous trace metals include arsenic, antimony, mercury and thallium. The Melco deposit lies 2.4 km (1.5 miles) southwest of the Barneys Canyon deposit. It is spatially associated with a steeply northwest-dipping siliciclastic breccia in the Kirkman-Diamond Creek Formation at the contact with underlying orthoquartzites of the Freeman Peak Formation. Both gold-bearing oxidized and sulfide lithologies are present, often in sharp contact. Mineable oxide reserves are 2.8 million tonnes (3.1 million short tons) grading 2.40 g/tonne (0.07 oz/ton) gold. Anomolous trace metals include arsenic, antimony, mercury and thallium, which are generally present in concentrations greater than those at Barneys Canyon, particularly in sulfide-bearing material. A spatial, temporal and genetic relationship is proposed between the Melco deposit and late-stage gold mineralization at Bingham Canyon, although both the Melco and Barneys Canyon deposits have many similarities to Carlin-type gold deposits.

Discussion by J.L. Weeks Discussion I wish to comment on Kissell and Sacks's paper "Inaccuracy of area sampling for measuring the dust exposure of mining machine operators in coal mines." It is well established in industrial hygiene that area sampling is not an accurate measure of personal exposure. To measure personal exposure, one must use a personal sampler. Kissell and Sacks, using data from coal mining, reached the same conclusion. This is the right answer but it is the wrong question. This issue arises because the machine-mounted respirable dust continuous monitor (MMRDCM) is being considered to monitor coal-miners' exposure to respirable dust. This device may be mounted on a continuous mining machine, and it would take a modified area sample. I refer to it as "modified" because a mining machine is not really a fixed location, as is the typical area sample. The concern with whether this machine would provide an accurate estimate of the machine-operator's exposure, however, overlooks important features of the MMRDCM. Specifically, it displays dust concentration as it occurs and at the place where it is needed, not 10 days later, as is the case with the current system. Used in this way, it allows for timely intervention to control exposure to dust and it leads to greater first-hand knowledge of specific conditions and mining practices that result in excess exposure. If one knows the dust level is excessive at the time the dust is being generated, it is possible to use known and effective methods of dust control to reduce exposure. By measuring again, one can determine whether control methods have worked. This is a generic procedure followed in any industrial process: measure, adjust and measure again. It leads to more effective and more efficient dust control and is preferred to taking a sample, waiting 10 days for the results and then trying to apply that information to a situation that no longer exists. The MMRDCM also records the dust level automatically, and it runs continuously, making it harder to tamper with. Dust monitoring in underground coal mines has been corrupted by some operators having submitted fraudulent samples (and being convicted on criminal charges because of it), weakening the credibility of the current system. The MMRDCM is, in part, a response to this corruption, and an effort to focus attention on dust levels and dust controls rather than on the perpetrators of fraud. Use of the MMRDCM is an evolutionary change from the current system. With the current system, one takes a personal sample of exposure of the "designated occupation" (DO, defined at 30 CFR 70.2 (f)), the occupation regularly exposed to the highest level of dust on a section. Typically, on sections using continuous mining machines, this is the mining-machine operator. The rationale behind DO sampling rests on some of the findings that Kissell and Sacks report. They reviewed several studies that showed that dust concentration varies with location on a mining section and that there is a concentration gradient with the highest concentration occurring closest to the face. The logic behind DO sampling strategy is that if the dust concentration at the place where it is highest is below the exposure limit, then concentration elsewhere on the section is also below the limit. In this way, one will have achieved the objective or keeping dust concentration below the exposure limit for all miners on the section by measuring the exposure of only one miner. The

The appearance of very large shielded softground TBM's, of 14 m (46 ft) O.D. and more, as needed for two-lane highway tunnels, calls for a thorough search of overall stability and new solutions for front support during maintenance operations in the cutting chamber. The paper deals with the development of a shield for the planned 4 th tunnel crossing under the river Elbe in Hamburg. Specific problems arise from the high water head, the shallow overburden of loose soil and the stone-bearing mixed ground. The choice of the tunneling method and the different features provided to overcome the problems are discussed.

"The key technologies of a large rectangular pipe jacking machine with dimensions of 10.12m × 7.27m (width x height) include selection of rectangular cross-section cutting modes, analysis on the strength and stiffness of the rectangular shield, integrated control of electro-hydraulic proportional thrust systems and ground conditioning for excavation are presented in detail in this paper. These key technologies have been successfully applied and verified on site during tunneling, providing a new concept for the building of large rectangular traffic and pedestrian tunnels in urban areas for the future.1 INTRODUCTIONIn the past, underground tunnels were mainly used for drainage, sewage, utilities, metro tunnel, etc. and most of them had circular cross-sections. Recently, as a result of economic development, gradually accelerating urbanization process and diminishing ground space, underground tunnels have already become a new trend for urban underground space utilization. Due to the heavy traffic flow, the demands for rectangular cross-section underground tunnels, such as pedestrian underpass and road tunnel, are increasing gradually.The Rectangular pipe jacking machine (hereinafter referred to as RPJM) was firstly developed in Japan for the construction of metro station, pedestrian underpass, underwater tunnel by-passes, etc. Kazunaki Kawai et al. introduced a RPJM developed and manufactured by KOMATSU in 2002 [1]. Tosikazu Kubota et al. confirmed the rectangular tunnels’ superiority to circular tunnels with regard to larger inner cross-section and lower construction cost in their RPJM construction reports [2]. Compared to circular pipe jacking machines, a RPJM also has the merits of a higher inner tunnel space utilization ratio and is able to excavate in shallow overburden areas. As shown in Figure 1, the effective area of a rectangular tunnel is more than 20% higher than that of an equivalent circular tunnel."

For urban underground development involving tieback anchors for excavation support, authorities having jurisdiction typically require tiebacks to be de-tensioned before project completion. This paper updates “A Proactive Approach to Tieback Anchor De-tensioning” (by Peterfreund and Finn, published in the 2017 RETC Proceedings), which discussed a new method employed in a cut-and-cover transit station project. Since publication of that paper, 237 tiebacks were successfully and rapidly detensioned from using a small-diameter drill to cut strands from the surface. To the authors’ knowledge, this was the first intentional large-scale use of a drilling method for this purpose.

A control technique is described for enhancing the efficiency of materials handling and other mining operations. The concept involves human-operator and robotics control interactions to assist in mining operations. Many mining tasks require a human operator to coordinate the motion of several machine links by simultaneously manipulating multiple joysticks or other control devices. The new control architecture allows for automatic coordination of multiple machine joints. The machine movement may follow a computer-optimized, learned coordination pattern, while the operator still retains the master control of the overall trajectory and velocity parameters. Examples are described for a surface mining front shovel.

One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators.
