This paper discusses the basic requirements covering the area between the initial discovery of a deposit and a decision as to whether or not the deposit will support an economically sound mining venture. The procedure for gaining the necessary information and the sequence of steps is in .some respects parallel to gaining like information on deposits other than the sand type. For the sake of simplicity the stages and sequence are presented as follow: first, the initial reconnaissance drilling; second, the exploration drilling to permit initial ore body estimates; third, metallurgical testing; fourth, the estimate of plant and operating costs; and last, the economic balance. The objective of the reconnaissance drilling is to collect sufficient information to reach a decision as to the advisability of further exploration or the abandonment of the area. This initial phase will comprise, in addition to some drilling, a thorough reconnaissance of the area, a study of the best geological and topographic maps of the region, and a study of any literature available, all under the guidance of a geologist.

In a 2,000 square mile area of Polk, Hillsborough, Hardee and Manatee Counties in Central Florida is located one of the richest known deposits of the life-giving mineral, phosphorus. Under layers of sand and clay are found millions of tons of phosphate rock, best source of this element which is necessary to all forms of life - plant, animal and human. Phosphorus is an irreplaceable ingredient in all complete plant foods, and more than 90% of Florida's vast production goes to enrich the croplands of the United States and many other areas of a hungry world. In addition to this, it has wide industrial use in the manufacture of many products - detergents, baking powder, carbonated beverages, steel, matches, munitions, glass, insecticides, dyes, water softeners and innumerable others. Not only does phosphorus make life possible for us - it also helps us to live longer and better.

The increasing cost of developing new mines and the need to mine more marginal deposits have led mining companies to use more sophisticated estimation methods such as kriging. But until recently, coal mining companies have shown little or no interest in these techniques. However, the stringent quality controls which are now placed on coal have led to a surge in interest in improved estimation methods. This can be seen from the -, number of research projects by private companies and governmental agencies on the application of geostatistics to coal reserve estimation. At present, most of these programs are centered on the problem of estimating the tonnage and the average grade (i.e. ash percent, sulphur content, calorific value, etc.) of the coal in-situ. See, for example, Sabourin (1975), Woods (1976, 1979), Pauncz and Nixon (1979) and Armstrong (1980). These studies show that the established techniques of linear geostatistics can be applied successfully to coal deposits. The study by Woods is particularly interesting because he had access to the actual production figures as well as the initial sample data from the no 2 seam in the Greenside Colliery owned by the Anglo-American Corporation. He showed that the estimates obtained by kriging were consistently closer to the actual production figures than those given by three other estimation methods. This confirms the superiority of kriging as a method of estimating block values for coal. Another advantage of geostatistics is that it can be used to determine the optimal spacing between drill holes. An example of this is given by Armstrong for the coking coal deposit in the Bowen Basin, Australia.

The DC Clean Rivers Project is DC Water's ongoing program to capture and treat combined sewer overflows (CSOs) during rainfall before they reach the District waterways. The Anacostia River system was designed to reduce CSOs into the Anacostia River and includes the Blue Plains Tunnel, Anacostia River Tunnel, First Street Tunnel, and Northeast Boundary Tunnel. A portion of the Anacostia River system was commissioned in March 2018 and the final component, the Northeast Boundary Tunnel, was placed in operation on September 15, 2023. This paper provides a summary of the experience gained during construction of this +$2.9 billion project, an overview of the system performance since its activation in 2018, and a look-ahead to the next phase of the DC Clean Rivers program: the Potomac River Tunnel.

United States Steel's Cumberland Coal Operations is located in Greene County in the southwest corner of Pennsylvania. The mine and related facilities have been in operation since September of 1977. Production from this mine, U. S. Steel's first commercial coal mining venture, will eventually reach a level of 2.72 million mt of clean coal per year and is totally committed to electric power generation. Cumberland is a slope mine in the Pittsburgh seam and is mined by continuous mining machines and longwall. The coal from the mine is trans- ported by belt to the surface, taken through a rotary breaker for initial preparation, and stored in raw coal silos. It is then processed through the preparation plant and taken to a clean coal silo where it is held for train loading. Cumberland Mine operates its am 28.16 km railroad to transport the coal to the Monongahela River. The unit train consists of thirty-one 90 mt cars. The coal, once loaded on barges, is then shipped to the customer. Cumberland Mine is one of the most modern coal preparation and unit train loading systems in the nation. The preparation plant is de- signed to receive coal from the silos at a rate of 720 at per hour. The +6.35 mm material is screened out and cleaned in a Daniels heavy media vessel with two 3.35 m weirs. Minus 6.35 mm material is fed to sixteen #88 Deister concentrating tables. The cleaned coal from this circuit is dewatered, and all effluents from the mechanical dewatering report to the classifying Cyclone sump for classification through ten 35.6 cm cyclones. The cyclones overflow material (-150 mesh) is processed through two banks of three 8.5 m3 Denver D.R. flotation machines. The cyclone underflow pro- duct (28-1 0 mesh) is processed in two banks of 5 six 2.83 m Denver Sub A machines. The clean flotation product is then dewatered in Bird screen bowl centrifuges, blended with the other clean coal size fractions, and the total plant product further dewatered in a thermal dryer.

A sample of thorium-contaminated soil from Kirtland Air Force Base (AFB) was subjected to froth flotation for removing thorium contaminants. A series of flotation tests were conducted to screen and evaluate the reagents. Among the collectors used, sodium oleate exhibited to show the promising results. Preliminary tests showed that a concentrate having activity as high as 5300 pCi/g can be obtained from the contaminated feed soil having activity 800 pCi/g. The volume reduction obtained was 89% and the activity recovery in the concentrate was 68%. The paper discusses the physico-chemical characterization data and the potential physical separation decontamination schemes for the thorium contaminated soils.

Hydraulic concentration of minerals has been practiced for a good many years. Until recently, however, the practice has been limited to a multiplicity of small pockets and relatively low tonnages and flows. The adaptation of the SiphonSizer to the concentration and classification of magnetite has changed this concept. Some fifty commercial units are currently in operation on magnetite, varying in size from 16 ft diameter circular unit to a 25 ft by 100 ft rectangular unit. Additional units up to 38 ft diameter are under construction. Depending upon the application in the flowsheet, upgrading-varies from 0.75% to 14% Fe in a single stage. To those not familiar with taconite processing, the importance of the struggle to economically remove as much silica as possible may not be fully appreciated. These figures pertaining only to transportation may be thought-provoking. If a 10,000,000 ton per year plant could reduce the silica content of their concentrate by 17, a savings in boat freight alone would amount to 100,000 tons at $2.00 per ton annually.

The Negociacion Minera Santa Maria De La Paz mining operations are located at La Paz (some eight miles West of Matehuala), State of San Luis Potosi, Mexico. These operations consist of a single copper-silver property, called the Dolores mine and a number of silver-low base metal properties. The ores from these several mines are transported by rail, or truck, to the central milling unit. The milling unit has two separate sections to treat the two types of ore. The ores from the several silver-base metal mines are mixed at the mill as they arrive. Up to the present time the silver-base metal ores have been milled to produce a bulk concentrate which carries valued in gold, silver, copper, lead, zinc, cadmium and considerable arsenic. In such concentration the zinc and cadmium values are lost to the operations in their liquidations as they are shipped as lead concentrates. Since these ores have exceptional quantities of arsenic which is concentrated in the milling process, these bulk concentrates have to be sent to a smelter for pre-smelting operations to remove the arsenic.

The Robinson Mining District near Ely, Nevada, is one of the major porphyry copper districts in the world. Within the district is an east-trending zone of altered porphyry, metamorphosed sedimentary rocks, and sulphide mineralization surrounded by Paleozoic limestone, dolomite, shale and sandstone, Tertiary volcanics, and Quaternary alluvium. Six major disseminated ore deposits have been exploited in this eight-mile zone. About 20% of the district production has come from disseminated ore in metamorphosed sedimentary rocks found adjacent to altered quartz-monzonite porphyry. The following brief statements summarize the inter-relationship of porphyry, alteration, metamorphism, and mineralization: 1. Disseminated copper ore does not occur in unaltered porphyry or in unmetamorphosed sedimentary rocks 2. Sedimentary rocks have been only weakly metamorphosed where intruded, by unaltered porphyry. 3. Intensely metamorphosed sedimentary rocks are found only adjacent to, altered porphyry. 4. Many hydrothermal minerals are common to both altered porphyry and adjacent metamorphosed sediments. 5. Disseminated ore is found in altered porphyry and adjacent meta¬morphosed sedimentary rocks. 6. In general, there is a direct correlation between grade of ore in porphyry and copper content in the adjacent rocks. 7. Unplanned tailgate collapses and difficult mining conditions in U.S. longwalls have necessitated the use of innovative tailgate support systems. Severe ground movement induced by longwall loading has caused operators to utilize secondary support systems that can match yield and strength requirements with expected ground reactions. Standing support performance requirements depend on the nature of the ground deformation behavior, and therefore require a good understanding of the interaction between the support and ground to achieve an optimum roof support system. Mining operations often employ standing support strategies that are unique to their mine. A support system that functions successfully in one situation could fail in another situation. It is important that the design and installation of the standing support systems provide the highest probability of preventing roof falls. Pumpable roof supports are currently being used to provide a safe working environment for longwall mining. A full understanding of the impact of these performance characteristics is necessary to optimize the support application and to provide a foundation for making further improvements in the support performance. Optimization of roof support applications helps to ensure the protection of mine workers by preventing roof falls due to inadequate support design. The load capacity and stiffness characteristics of a 27-in.-diameter pumpable support system was evaluated using the National Institute of Occupational Safety and Health (NIOSH) Mine Roof Simulator (MRS). Previously, tests to evaluate the performance characteristics were performed on a single pumpable support. The goal of this new research is to evaluate the performance characteristic effects of the pumpable support system and compare it to an individual pumpable test examination. This research of a pumpable support system configuration simulates the current installation practices in U.S. coal mines.

Building a new tunnel to accommodate CN North America's needs for double stacked container traffic for the next 100 years presented new and unprecedented challenges. Innovative approaches to contracting, especially the Negotiated Compressed Process (NCP), TBM design, project management, and the regulatory and approval process, were all required to deliver a new tunnel to meet the needs of CN North America within the approved completion schedule of 39 months compared to a traditional approach of 45 to 48 months. The NCP resulted in trimming 6 to 9 months from the project schedule, at a great saving of direct and indirect costs. The Negotiated Compressed Process is an innovative formalized approach to risk sharing for complex infrastructure projects. Ads were placed in the international trade journals and a short list of "approved" contractors and suppliers was developed. The approval process for this international project involved contacts with over two hundred agencies, departments and interested stakeholders.

Distribution of temperature within the lithosphere can be significantly affected by the movement of ground water. Stallman (1960) presented the basic equation for the simultaneous transfer of heat and fluid in a porous medium and first used earth temperatures to determine aquifer permeability. Subsequently, studies of rock and soil temperatures were used to determine the flow of water through clay layers separating aquifers (Bredehoeft and Papadopulos, 1965; and Sorey, 1971), and to locate shallow aquifers (Cartwright, 1968; Birman, 1969). Cartwright (1968) showed that shallow aquifers maintain a nearly constant temperature throughout the year and that heat is exchanged between the aquifer and land surface. These temperature data also suggest that shallow aquifers hydrologically connected to surface-water systems have significantly greater effect on temperature distribution than aquifers in the deep artesian basins. Water wells developed in the shallow glacial and dolomite aquifers to depths of over 122 meters (400 feet) in northern and central Illinois produce water at temperatures very close to the mean annual air temperature. An analysis of the character of the rocks and soils suggests that the tem¬perature gradient should, and does, vary according to changes in thermal conductivity due to changes in lithology. This is because, under conditions of steady and uniform flow of heat from the earth's interior to the surface, a greater temperature gradient is required in poorly conductive rocks than in highly conductive rocks to transmit the same quantity of heat. The heightened concern over the environment which has developed in recent years has caused activities on National Forest lands to come under more intense public scrutiny. This has been especially true for activities oriented toward the production of commodities. Cattle grazing, mining, timber harvesting, and oil and gas leasing and drilling have all been increasingly subject to appeal and litigation. As a result, environmental analyses being conducted by the Forest Service have become more comprehensive, and measures to reduce or eliminate adverse impacts on resources have been given more attention. The costs of such environmental mitigation measures can be significant even when viewed in the context of the millions of dollars a company may spend, for example, to develop a mine. Using the Montanore Project in northwestern Montana as a case study, this paper examines the costs of alleviating some of the detrimental effects which may occur as a result of a mining operation. Although many of the general issues that have been raised about Montanore are common to other mineral projects, the scale of the project, as well as the fact that the ore body is within a wilderness area, the site is in grizzly bear habitat, and the surface waters are considered to be pristine, all combine to make Montanore particularly challenging from an environ- mental standpoint. Much of the information which follows is contained in the most recent version of the Draft Environmental Impact Statement (DEIS) which is scheduled to be published in several weeks. Based on agency and public comments, some of the information presented in the paper will change before the Final Environmental Impact Statement is issued in 1991.

The Macmillan Pass tungsten property (MacTung) is the largest known copper-tungsten, calcic, exoskarn deposit in the Western Hemisphere. Located on the border between the Yukon and Northwest Territories in northwestern Canada, the deposit crops out on Mt. Allen within the Selwyn Mountain Range. It was discovered in 1962 by a subsidiary of AMAX Inc. and has since been explored by 16,300 meters of surface and underground diamond drilling and by 800 meters of underground development. Geologic reserves are in excess of 30 million tons, grading slightly less than 1.0% WO3. Scheelite (CaWO3 ) is the main mineral of economic interest. Accessible by road, the property is not in production. Previously estimated reserves at MacTung have been unable to fully utilize all the geological controls on mineralization. In the past three years, however, an intensive program has been underway to improve our understanding of the deposit and to use the resulting information in a more precise way. This paper will discuss the key aspects of the geology as they specifically relate to reserve estimation and will demonstrate how these controls are being used in a geostatistical model of the deposit.

I welcome the opportunity to meet with you and discuss the work and program of the Office of Coal Research. Our programs are oriented to serve the conservation objectives of the Johnson Administration and of the Nation by seeking out the most efficient and best uses for coal. We believe that even if only a portion of our program is successful, the coal industry and the Nation will benefit far out of proportion to our expenditures. Operating with a budget of $7,220,000 in Fiscal Year 1966, OCR sponsors contract research which offers potential for achieving benefits to the coal industry in the form of new production and new markets. This directs us into many areas of research activity: in coal combustion, in advancements in mining methods and coal preparation, in new uses for coal, and in associated economic and marketing research.

With the inauguration of the open pit operation in Bagdad, plans were formulated for a large scale leaching operation. Dump stockpiling was started almost immediately, but actual production was not initiated until the spring of 1961. Like all neophytes, we started something about which, on a commercial scale, we knew next to nothing, either dump preparation or leach procedure, and as a consequence, we are still paying the piper. True, we had been through an extensive laboratory pilot program, but it soon became apparent that there was considerably more to increasing solution volumes than simple multiplication. Had we initially possessed our present acumen, the Cyprus Bagdad plant could be operated more efficiently and at a better profit. During the past several years, the art of dump leaching of copper has improved in many ways, primarily because of the application of scientific principles gleaned from general mining practice. Rigid pH control and the use of atomic absorption techniques for rapid," accurate assaying have probably played a leading role in this respect, although we cannot overlook the other sophisticated electronic controls lending improvement to acid addition and pumping, better piping materials, and lastly, the more efficient use of our pregnant liquors. Thin too, the years of experience have given us a greater understanding of dump behavior in general; and, we can, to a greater extent, measure, predict, and avoid some of the idiosyncrasies inherent in every dump. However, it is my firm belief that we will still be confronted with unexplainable dump behavior as long as we are involved in leaching. We have found our dump to be a wonderful money bank, but one that is capable of yielding a wildly fluctuating profit.

What is your assessment of the current state of the minerals industry? It is no understatement that domestic mining is facing a severe crisis at this time. The sharp decline in commodity prices and demand is putting a great strain on domestic and worldwide mining, causing major declines in profits and market capital of mining companies. This, in turn, has lead to major production cuts, layoffs, shut-downs of operating properties, and the deferral of new and expansion projects. These changes in the minerals industry have played a major role in the health of the economy. Operationally, the industry continues to develop new technologies that are making our work more efficient, more cost effective and more environmentally acceptable and safe. During downturns like this, companies generally pay closer attention to operational efficiencies and process optimization. Historically, new technologies and processes tend to be developed during down markets, and I believe we will see the same thing as companies strive to preserve liquidity and maintain or improve their margins. On the positive side, the drop in commodity prices has resulted in a reduction in operational costs, as the costs for fuel supplies and construction materials have decreased.

When extending the life of an existing mine in Appalachia, it is common to acquire the adjacent reserves and extend the existing mine into it. The existing mine is often renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may he modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (MVS) that require proper planning and control procedures. This paper presents a study that was carried out for the ventilation system of a newly expanded underground coal mine in the Appalachian region. The process of correcting the ventilation system of the existing mine is discussed. That is followed by a discussion of some of the stages of controlling the expanded system. Numerical data for these steps are also presented.

As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. To determine the effect of flux crystal size on the production rate and strength of sinter, batch sintering tests were conducted on samples of both dolomite and limestone of various crystal sizes. In addition, calcination tests .were performed on the dolomite and Limestone to determine the effect of crystal size on calcination rate at various temperatures normally attained in sinter beds. The results indicate that flux crystal size does not affect sinter production rate or sinter strength.
