Copper price rebounds A worldwide scramble for diminishing supplies of copper has pushed the red metal's price to more than $2.20/kg ($1 per lb), the highest level since 1980. The first nine months of 1987, world copper production was down 1% from a year ago, while consumption rose 7%. Demand has been fueled by economic strength in several countries, particularly Japan, South Korea, and Taiwan. The price has also been helped by interest rate declines that have prompted manufacturers to build up inventories. In addition, China is expected to be a major buyer in 1988 as it stocks up for its five-year industrialization plan. There appears to be no sign of any significant increase in copper supplies until later 1988 or early 1989. This means supplies probably will remain tight for some time even if world economic activity slows. Strikes and other production problems slowed world output of copper in 1987. As a result, copper supplies are the lowest they have been in 14 years. World inventories currently total 625 kt (690,000 st). That is not much above the 585 kt (645,000 st) level reached in 1974 when the price of copper rose to a record $3.84/kg ($1.74 per lb). This makes all the more interesting what Chile, the world's largest copper producer, has been doing lately. Chile has been the world's largest copper producer since 1982, when it overtook the United States. Table 1 shows Chile's copper grades, reserves, and production at its mines. Chile contains roughly one-fifth of the world's copper reserves. At present production rates, these reserves would last for more than 100 years. In 1986, Chile produced 1.4 Mt (1.5 million st) of fine copper, up 3%. Chile accounted for 17% of the world's copper output.

This paper presents preliminary results of a US Bureau of Mines (USBM) study of potential costs of compliance with possible federal regulations for copper heap and dump leaching. The regulations could arise under amendments to the Resource Conservation and Recovery Act (RCRA) and/or the General Mining Law. Estimates are given for the cost of compliance with possible technology standards that would require the use of liners and closure caps regardless of terrain and underlying geology and hydrology. This cost is compared to the cost of compliance with 1992 state requirements for terrains typical of those found at existing copper leach sites in the southwestern United States. Incremental compliance costs are found to widely exceed screening criteria used by the US Environmental Protection Agency (EPA) to denote significant economic impact.

Ashanti Goldfields Company (AGC) is the largest gold mining company in Western Africa. Their jewel operation is a highly inte­grated set of mines and plants situated in Obuasi, in the Ashanti region of Ghana. This operation is responsible for mining 5.5 mil­lion tonnes of ore at 4.6 git annually from a series of open pits and underground mines. The sulphide ore is highly refractory with untreated gold recoveries in the range of 30-40%. The milling facilities are quite varied and include an oxide treatment plant (OTP), a heap leach, a sulphide roaster circuit (PTP), a tailings treahnent plant (TIP) and the most recent, a sulphide treatment plant (STP). The sulphide treatment plant, the world's largest stirred tank biooxidation circuit, was commissioned in early 1994. This plant treats approximately 800 tonnes of refractory gold con­centrate per day with overall recoveries of75-85o/o(ll, Biooxidation was selected for its ease of operation and less exotic maintenance requirements as well as its ability to achieve comparable gold recoveries. Unfortunately, despite stirred tank biooxidation being one of the lower cost methods of treating refractory ores, it is still too costly for low grade refractory materials. GeoBiotics, Inc. has developed a proprietary technology that allows the economic treatment of lower grade refractory gold ores through heap biooxidation. AGC has a significant resource of low grade refractory sulphide ore. This ore is too low grade to warrant BIOX™ sulphide treatment and its oxide plant recov­ery is low at 35-45%. GeoBiotics and AGC have completed pre­liminary testing and economic analysis of heap biooxidation for this material. Additionally, the feasibility of producing a gravity concentrate from the tailings of the sulphide treatment plant has been explored. This concentrate would be coated onto the low grade sulphide and biooxidized concurrently. Gold recoveries for the biooxidized low grade sulphide have increased to 75% and the gravity recovery from the STP tailings has achieved 80% uti­lizing a Falcon concentrator. The preliminary economics of the proposed full scale plant are very favourable with a pre-tax IRR of 233% and a payback period of 6 months. This paper details the biooxidation testing, flow sheet devel­opment and preliminary economics of employing heap biooxi­dation for low grade refractory ore treatment at Ashanti Goldfields' Obuasi operation.

Many organisations, including those in the resources industry have Board-level endorsed principles on sustainability. A key challenge, however, is how to systematically integrate these high-level principles into the design and operation of mineral processing plants. In an effort to meet this challenge the Sustainable Operations framework, called SUSOP®, was conceived and developed through the Corporative Research Centre for Sustainable Resource Processing (CSRP) in Australia. Somewhat analogous to HAZOP (Hazard and Operability Studies) which is well entrenched in the resources industry, the key aim of SUSOP® is to produce a holistic, systematic and rigorous methodology for identifying and assessing sustainability opportunities and risks. This paper argues the need for such a sustainability framework, presents the key elements of SUSOP®, highlights how case studies enhanced its development and articulates the reasons why such a framework will have growing importance into the future.

An innovative biological process is described for the treatment of cyanide-, metals- and nitrate-contaminated mine process water. The technology was tested for its ability to detoxify cyanide and nitrate and to immobilize metals in wastewater from agitation cyanide leaching. A pilot-scale demonstration is described in which a pilot plant was constructed to demonstrate the technology on a mine process-waste stream at a mine in Nevada. The demonstration was performed jointly under the Mine Waste Technology Program (MWTP), funded by the US Environmental Protection Agency (EPA) and jointly administered by the US De¬partment of Energy's (DOE) Western Environmental Technology Office (WETO) under Interagency Agree¬ment Number DW89938513-01-0. The Superfund Innovative Technology Evaluation (SITE) demonstration program was also involved in the project. MSE Technology Applications Inc. (MSE), Butte, MT, was the contractor responsible for conducting the project, and Pintail Systems Inc., Aurora, CO, was the technology provider. The pilot-scale unit was field-tested at Echo Bay's McCoy/Cove Mine southwest of Battle Mountain, NV. The biotreatment process was considered successful in destroying cyanide in the mine process water. The process was also determined to be effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed from the mine process water. From the results of these pilot-scale tests, it was concluded that the biotreatment process potentially of¬fers an innovative, cost-effective alternative for the treatment of mining wastewaters.

INTRODUCTION An evaluation of the radiological health risks from uranium mining and milling requires the determination of several key parameters. As shown in Figure 1, the first step is the estimation of the radioactive source term. The radionuclides in the ore consist of the 238U decay series nuclides shown in Figure 2, the 235U series nuclides, and 40K. The 238U decay series isotopes dominate the source term, with the 235U series isotopes causing less concern and 40K remaining at background levels. [ ] Specifically, the risks from uranium mining and milling are mainly associated with 230Th, 226Ra, 222Rn, and its short-lived daughters. These radioisotopes are mainly alpha-particle emitters; hence, some dispersion mechanism is necessary to bring them into intimate contact with man so that they can be inhaled or ingested For water pathways, the leaching of the isotopes from [ ] the solid ore or tailings provides a measure of the amount of contaminant initially available to the environment. For the air pathway, dust-creation mechanisms such as blasting, crushing or general resuspension processes dominate for 226Ra and 230Th. However, 222Rn, being a chemically inert gas generated from the decay of 226Ra, can migrate through the ore, overburden and tailings over considerable distances. As shown in Figure 1, the next step in the pathway to man is environmental dilution and delay. For the water transport mechanism, the delay in the isotopes reaching an accessible water supply may be considerable (several thousand years or more), but for airborne nuclides the dispersion in the atmosphere is rapid and constitutes the main mitigating factor. Considerable ventilation is provided in underground mines to dilute and remove radon and its daughters in order to keep their concentrations low and thereby minimize their inhalation by miners. The rate of uptake by both the workers and the general public is often difficult to ascertain. It involves breathing rates, rates of water consumption and other poorly-defined parameters. The final steps are the risk estimators used to predict doses and cancer rates from the inhaled radon daughters and ingested or inhaled radium. Many

Introduction Since the beginning of operations at the pellet plant at Ponta Ubu ES, Samarco Mineração SA has produced pellets for direct reduction and blast furnace processes. Of the total amount of pellets produced from 1977 through 1993, 55 % are used in the blast furnace, about 45 Mt (49.6 million st). The principal components of pellet gangue are calcium oxide, magnesium oxide, silica and alumina. They should be added in adequate quantities to guarantee the mechanical resistance of the fired pellets under blast furnace conditions. Over the years, the pellets produced by Samarco had a silica content between 2.5% and 2.8% and varying binary basicity preferably between 0.8 and 0.85. On the other hand, the increasing amount of industrial waste in siderurgical plants caused by the increase of steel production has caused some countries to put into practice methods to reduce the volume of slag produced in the blast furnace. This paper's goal is to find an alternative for decreasing the amount of slag produced in the blast furnace. It is possible to decrease pellet gangue by decreasing the silica content to about 2%, leaving the metallurgical properties and quality of pellets unaltered. For this work, Samarco pellets were used with Si02 between 2.5% and 2.8%, pellets with high silica and pellets with Si02 between 2.0% and 2.3% low silica. Both were partially fluxed by the range of varying basicity CaO/SiO2 from 0.8 to 0.95 during production. Experimental tests on pilot scale Thhis work began in January 1986 in the pilot plant (pot grate, Fig. 1) at Samarco. Its goal was to obtain preliminary data that would indicate the bybility of the project. It also formed a solid base to extend the studies in tests on an industrial scale of production for blast-furnace pellets. The pot grate is a test furnace composed of a gas burner, a combustion chamber and a grate, connected by hot air ducts. The burner is fed by a mixture of LPG and air. It reaches high temperatures through oxygen injection. The combustion chamber heats the air that comes from the turbocompressor. This hot air flows through the ducts to the grate on which the pellet samples are fired. During updraft drying, downdraft drying, preheating, firing and afterfiring, the upward and downward direction of the air flow can be controlled by valves driven by pneumatic cylinders. The pot grate indurator was fully automated in August 1989. Positive and negative pressures measurements resulting from gas passing through the pellet layer, as well as temperature readings, are recorded in graphs in relation to time for all tests. The tests depend on the various steps carried out in sequence that can influence the results of the tests. Therefore, some criteria were adopted to restrict the number of variables in the process. This was done to facilitate the results of the analysis. The pellets were composed of concentrate, bentonite, hydrated calcitic lime and metallurgical coal, all regularly used in the pellet plant. The material balance of the pellets mix was determined from the chemical analysis of the components. Table 1 shows the chemical characteristics of the concentrate and the additives used in the pilot plant and industrial tests. The basicity has a marked influence on the metallurgical properties of the pellets produced by Samarco with a silica content between 2.5% and 2.8%. However, for pellets with low silica (about 2%), it was necessary to study the variation in the parameters of quality in a wide range of basicities to deliniate with precision a scope of work. A large variety of low-silica blast-furnace pellets were produced at the pilot plant with binary basicity varying between 0.8 and 0.95. After chemical analysis, those pellets were separated into five groups of different binary basicity (0.8, 0.84, 0.87, 0.90 and 0.95). Each was then split, one part for metallurgical tests in the laboratory at Samarco and another to be evaluated in a laboratory for metallurgical tests in Germany. Traditional or artisanal goldmining, also known as small scale goldmining, has a strong and probably a negative environmental impact. The processing methods applied are very frequently a source of severe pollution due to the emissions of mercury by the extraction of gold by means of amalgamation as well as the emissions of cyanide through cyanide leaching of gold bearing ores. The emissions find their way into the environment and contaminate soils, sediments, water and atmosphere. Abnormal concentrations of mercury and cyanides in waterways are known to occur year after year destroying irreplaceable regions of the world. Mercury and cyanide compounds are highly toxic and may directly create permanent damage to the whole ecosystem. Existing methods for recycling of mercury and for decontamination of mercury and cyanide contaminated tailings are not customary applied in small scale mining and are ineffective as well. Based on investigations of traditional and small size goldmining, this paper presents: -processing methods of gold and discarded tailings under consideration of environmental protection; -figures on actual situation; -recommendations for equipment; -some decontamination methods for mercury and residual cyanide. Mineral Processing methods in traditional gold mining Gold is usually existing in its ores as the metal alloyed with metallic silver and perhaps copper. The element may occur in the form of: -native gold -inclusions also of microns or submicroscopic size metal sulfides (auriferous) such as pyrite, pyrrhotite, stibnite, arsenopyrite and galena -combined as telluride or sulphotelluride. The separation process selected depends on whether the gold can be freed from its unfavorable associations (e.g. gangue) at a sufficiently coarse grain-size, or whether it is carried in a heavy sulfide which can be freed similarly. The usual practice is to concentrate the goldbearing mineral at a relatively coarse grain-size and to regrind the ore if necessary. The gold content is concentrated by secondary or tertiary gravital methods or is extracted by chemical methods (amalgamation, cyanidation etc.) Gold, even when of fine grain-size, settle readily due to its high specific gravity from pulps in which the main gangue mineral is quartz or silicates. Amalgamation is the process of separating gold and silver from their associated minerals by binding (entrapping) them into a mixture with mercury. The cyanide process is applied to separate gold or gold-bearing compounds by dissolution from the finely ground ore (CIP, CIL, RIP), or as heap leaching. The dissolved gold is separated from the solids and the metal-rich or pregnant solution is then treated to recover its gold. Gold is also recovered by flotation methods. This process is widely used in treating base metal ores and in separating various sulfide components of ores, as well as in removing the barren gangue. The gold usually associates with a specific product in a sequence of flotation operations and is recovered subsequently in the smelting of the sulfide concentrates and refining of the metallic products, or by cyanidation of the roasted concentrates. Froth-flotation can be applied to separate gold and sulfide minerals from a finely ground pulp. The Amalgamation Process Amalgamation is the main method for the recovery of gold in traditional mining and is applied for the extraction of gold from placers as well as primary ores. The mineral technology used depends on the nature of ore deposits. In winning gold from solid ore, the matrix of minerals and rocks must be crushed and ground to sufficient fineness to liberate the gold. The liberated gold could be treated similar as free gold from placers. Gold is mainly separated from the valueless gangue (barren rock) by utilizing the difference between the density of the impure native metal (density about 16-19) and the gangue (density about 2.5). In simple operations the material is carried by a stream of water down a sluice generally equipped with small transverse barriers (riffles) against which the gold collects. The riffled sluice is the principal device used by artisanal gold miners. Nowadays, spirals as well as centrifuges, such as Knelson separator or Falcon separator, are occasionally applied for gold recovery. Gold may also be recovered from the pulp, by passing it over corduroycovered tables that catch the heavier particles - a method maybe as ancient as gold mining itself. Developing a laboratory procedure for the determination of coal-seam compressive strength has been a subject of discussion for many decades, and the reliability of laboratory determinations is often the subject of debate. A coal seam’s characteristics, the method of sample collection, the specimen preparation method and the testing procedure can often result in drastic variations in the test results. In this paper, the development of a laboratory testing procedure for the determination of coal-seam compressive strength is presented. Two samples that were collected from different coal seams were tested in this study. First, the inherent characteristics, i.e., coal structure. Hardgrove grindability index (HGI), Slake durability index, proximate analysis and mechanical properties (Young's modules and Poisson's ratio), of each coal were determined. The results were used to categorize the coal scams in terms of the characteristics liable to produce variable strength data in typical laboratory tests. Second, two commonly used laboratory specimen shapes, cylindrical and cubical, were tested to determine which shape produced the most reproducible strength values. Third, four loading rates within the static testing range, i.e., 0.007, 0.07, 0.34 and 0.7 MPa/s (1.0, 10, 50 and 100 psi/sec), were used to determine the ideal loading rate. Finally, the number of test samples required to produce strength data within the acceptable standard deviation, considering coal seam characteristics, were established. Background Laboratory testing of coal specimens for the determination of seam compressive strength has been a subject of discussion since the early 1900s. Many researchers have tested coal specimens to estimate coal-seam compressive strength for use in pillar design to insure the safe operation of [ ] mines (Unrug et al., 1986; and Hirt et al.. 1992). Yet, there is a lack of a universal procedure, and, no matter which approach is used, it becomes the subject of intensive debate. A great deal of work has been performed on the subject, and there is much information available in the literature. Some of this work concerns quantifying the influence of specimen shape and size on compressive strength (Bieniawski. 1968: Barron et al.. 1992: Khair and Xu 1994; and Khair 1994). As indicted in the literature, coal is a heterogeneous material, consisting of discontinuities such as cleats and bedding planes, which are likely to produce variable strength results (Holland, 1964; Unrug et al., 1986). The four most important parameters controlling the flow of as in coal are the gas content, permeability, diffusion coefficient and clear characteristics. Estimates of these and, more importantly, a good knowledge about the variations in their values over time are important for proper simulation of long-term gas production. This paper describes experimental techniques for the estimation of diffusion-coefficient and permeability values, along with their time dependency under simulated in situ conditions. It is shown that the permeability and diffusion-coefficient values are not constant, as they are usually assumed to be. There is a significant variation in their values, probably as a result of changes in the microstructures of coal associated with release and flow of gas. Finally, a technique to estimate clear parameter is presented.

The sustainable management of solid wastes, including the wastes emanating from portable batteries, consists one of the main objectives of the current EU Environment Framework Programme. Overall reduction in the quantity and volume of disposed wastes, elimination of dangerous species within the waste streams and wastes recycling comprise specific targets of this policy. Within this framework a Greek funded research project entitled ?Development of an Integrated Alternative System for the Environmentally compatible Management of Used Batteries and Accumulators - DIASBAT?, was recently completed by a research team consisting of major Greek Battery producers and retailers, Research Organisations, Universities and Environmental Consultants. The aim of the project was the development of an Efficient Alternative Management System for spent portable Batteries and Accumulators, (B&A), in compliance with the prevailing EU and national environmental legislation, taking advantage of the state-of the art technology. The present article summarises the research carried out within the DIASBAT project in order to review and develop a set of sustainability indicators for the assessment of the effectiveness of Spent Portable Batteries Management Systems (SPBMS). Based on the European experience and practice, various indicators were initially examined regarding the performance evaluation of SPBMS. Specifically, the indicators used in European studies conducted to assess the environmental, social and economic impacts of the recently issued Batteries Directive 2006/66/EC, as well as the indicators used by European Collection and Recycling Organisations (CROs) to assess the performance of SBPMS across Europe were presented and analyzed. Additionally, the set of indicators used within DIASBAT to assess the effectiveness of alternative Spent Portable Batteries Collection Schemes developed within the project, are presented. The experimental collection networks of the DIASBAT project included schools, selected retail stores and a pilot network set up by the Greek Institute of Geology and Mineral Exploration (IGME). From the evaluation of the various indicators, it was deduced that in order to assess an Integrated Spent Portable Batteries Alternative Management System, a multi criteria analysis approach is required. Within the general principles of sustainable development, there is a need for different qualitative and quantitative indicators to be combined, taking into consideration critical parameters such as: annual portable batteries collection rates, compliance with the targets set up by the prevailing European and national legislation, economic performance of the System - and finally social criteria - environmental sensitization according to age, gender, economic prosperity, educational level etc.

This paper is a summary of the author's industrial experiences on the selection and optimization of flotation reagent schemes for the recovery of gold species. The trends given are a composite of data and experiences gained on 24 different gold ores from around the globe. The primary emphasis is on the benefits of matching the associated gold mineralogy to a reagent scheme most appropriate for that mineralogy. Two general categories are discussed: the flotation of free or native gold species and the flotation of gold associated with a variety of sulfide minerals. Important plant operating factors influencing each of these two categories are presented with supporting examples. Carefully matching reagent chemistry and appropriate operating conditions to any given gold-bearing ore will not only lower the total reagent cost but, more importantly, can lead to measurable increases in gold recovery.

"Strong earthquakes occur frequently in Japan, and some rock tunnels have sustained severe damages on their permanent lining. Many road tunnels, which were constructed by conventional steel arch support and timber lagging method, exist in Japan and they need risk mitigation measures against earthquakes as per our empirical knowledge. Many reinforcing measures for deformed tunnels that may be effective against earthquakes are developed; however, behaviors during earthquakes are not fully understood.In this study, static loading tests and numerical analysis, which simulate a loading condition during earthquakes, were carried out to clarify the effect of the countermeasures. The Load-bearing capacity is estimated for the tunnel structures facilitated by the installment of an inverted arch; however, a joint between inverted arch and sidewall become structural weakness. Rock bolts and carbon fiber sheets have a potential able to mitigate the risks of collapse of the lining by the forces from an earthquake.INTRODUCTIONA number of rock tunnels with no apparent unfavorable ground conditions suffered severe damage, including the collapse of their permanent lining, in large seismic events such as the Chuetsu Earthquake in 2004 (e.g., Mashimo 2005). Since these tunnels were considered to exhibit the required structural strength to survive earthquakes, studies are being carried out to clarify the mechanical behavior of tunnels during earthquakes and their damage mechanism (e.g., Kusaka et al. 2009); however, the aseismic design methodology for mountain tunnels has not yet been established.In many cases of earthquake-damaged tunnels, some defects already existed, such as improper construction and deterioration of lining concrete. Although countermeasures are usually implemented against such problems, their earthquake-resistant effect was not fully understood.In this study, static loading tests and numerical analyses to reproduce these tests were carried out assuming that a rock tunnel was affected by the earthquake to clarify the mechanism of the lining damage and the effect of the countermeasures."

According to the Project Independence blueprint, a 270 percent increase in coal production is expected from western coal fields compared to an increase of 100 percent for the nation as a whole. Furthermore, 30 percent of the total United States coal reserves lie in the western states, which are classified as beyond the strippable limits and can be recovered only by underground methods. In view of the fact that the majority of the seams in the West are thicker than those presently mined in other parts of the country, it is important to consider the parameters that relate to mining thick seams and the factors that affect such mining systems. Apart from thick seams, a common feature of many western coal fields is the occurrence of multiple seams that lie in close proximity to one another. These multiple seam deposits present difficult mining problems that have not been encountered to any degree in other U.S. coal fields; for example, ground pressure changes in one mine level caused by mining in the other, sudden water or gas influx from the adjacent levels, the danger of spontaneous combustion in gobs and large and complex subsidence displacements on the surface. Perhaps equally important is the fact that the country can ill afford the present systems of underground mining that attain only 50 to 60 percent coal recovery. With the probability of increased thick seam mining, conservation shall be a focal point in future mine design systems. It is possible that in the future it will be forbidden to adopt the present day wasteful mining methods to ensure that coal can be conserved for future generations.

State-of-the art precious metal recovery practice uses cyanide leach solutions to extract the valuable constituents from ores, wastes, and tailings. Activated carbon is then used as an adsorbent in either a carbon-in-pulp system or counter-current flow columns to concentrate and recover the precious metals. Existing techniques for recovering precious metals from carbon prior to the precipitation or electrowinning of the metal involve either the use of dilute aqueous hydroxide solutions at elevated temperature and pressure or, as in a more recent method, the use of a strong cyanide soak followed by a water strip solution at an elevated temperature. Despite past Bureau efforts in the area of precious metal recovery, the ex- traction of gold from pregnant leach solutions remains the most serious drawback in carbon-in- pulp and heap leach processing of low-grade ores containing precious metal values. A second disadvantage in the current practice is the interference in adsorption and desorption that occurs due to the presence of other heavy metal cations in cyanide leach solutions. Specific objectives of current Salt Lake City Research Center precious metals research are to develop less energy intensive and more economic methods for recovering gold, silver, and by- product metals from low-grade resources. The deep South African gold mines rely on refrigeration to provide a safe working environment. Chilled water, which is produced in large central refrigeration plants, is distributed throughout mines In insulated pipes. In view of the high cost of the insulation materials and recent regulations which prohibit the use of certain insulation materials, a careful examination of the actual benefits of insulating chilled water pipes was undertaken. The objective of the investigation was to produce general guidelines regarding the use of insulation, but the results of numerous studies have shown that the use of insulation is extremely site specific and thus no general guidelines can be given. To assist ventilation engineers with studies on insulation requirements for their cooling systems a computer program has been developed. This paper describes the personal computer program which contains the same user friendly interface as developed for other COMRO programs. Is fully menu driven and incorporates a comprehensive HELP facility which provides background information and assistance with the selection of input data. The effects on the ventilation air and chilled water temperatures from not insulating chilled water pipes in certain areas are calculated. Air leakage, heat flow from the surrounding rock to the ventilation air and heat flow from the ventilation air to the water flowing in chilled water pipes are taken into account. A simple cooling system is considered in which cold water is distributed over a distance of 1 000 m through pipes to a single air cooler. The influences of changes in the temperature of the chilled water and ventilation air, as well as air leakage on the insulation requirements are determined.

Although mineral commodities used to play and still play a very crucial role in the development of civilization over the centuries, their extraction, transportation, transformation and use are at present sources of great concern in terms of sustainability. Some of the most discussed environmental problems are in fact closely related to the utilization of minerals as materials and fossil fuels. The paper analyses the origins of sustain-ability weakness of mineral supply through Environmental Economics models, which have interpreted the phenomena of pollution and non-renewable resource depletion as a market failure. Conventional market tools have proved to be unable to perform an optimal allocation of those resources that are priceless or have open access. An external intervention is needed in order to reduce the excessive exploitation of environmental and natural resources. Some of the solutions proposed by policymakers and subsequently implemented by governments are briefly considered and the achieved results are discussed. In several cases the public intervention, where the attempt was to restore the sustainability conditions, has failed. Restrictive environmental protection regulations have resulted in severe limitations to the mining activity, without, on the other hand, achieving the expected results in terms of sustainability. Some of these regulations instigate unfair international competition practices among those producers who do care about the environment, but who have high production costs, and those who supply cheap raw material but whose low costs hide heavy environmental impacts. Nowadays, most of the world?s supply of minerals is being produced in developing countries, with severe global environmental impacts. As effective tools for monitoring the problem, sustainable development indicators could be used by policymakers to duly associate the comprehensive environmental impacts for each mining product, depending on its origin and extraction history.

Spatial relationships among physical 'and chemical properties pertinent to economic development of sand and gravel deposits have been little studied. Models need to address trends or zonation of material properties applicable to mine evaluation and planning or as a guide among deposits for use in regional assessment Models can then be utilized to design sampling programs to optimize additional data acquisition. Development of a preliminary methodology in the lower Boise River Valley, western Idaho, will utilize historical and recent data from a terrace-gravel deposit. Classical statistics and techniques of spatial data analysis will be evaluated as a precursor to formal geostatistical evaluation.

Since 1951, Molycorp has operated the Mountain Pass Mine in San Bernardino County, California to extract fourteen lanthanide elements, or rare earths, from a carbonate ore body. Wastes generated by the open pit mining operation consist of overburden and 1800 tpd of tailings. The tailings are classified as Group B mining wastes by California regulators. Paste tailings is one of several alternatives being considered during the permitting process for future mine operations. This paper presents the findings of study to assess the feasibility of using paste tailings to develop an unsaturated tailings stack instead of dilute slurry discharge behind a tailings dam.

The length of Alaska’s coastline, combined with the presence of a significant number of fjords, encourages consideration of marine disposal of mine tailings. However, since various factors govern the viability of the submarine tailings disposal (STD) option, the decision making process is complex. An expert system, called Submarine Tailings Disposal Expert System (STADES) that will help mining project planners explore the feasibility of STD, was developed. Existing literature, supplemented by engineering recommendations, on the various aspects of marine disposal of tailings was reviewed and formed the knowledge base for the expert system. The shell used to develop the expert system was LEVEL5®.
