Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. This paper investigates the use of backfill zones and yielding pillars for subsidence control. The investigation begins by choosing an appropriate subsidence predictive technique to simulate the proposed subsidence-control schemes. Two case studies are performed in order to delineate the accuracy and utlility of the chosen predictive technique and then the results of these case studies are used to establish appropriate sets of regional site parameters. Next, a detailed analysis of the major variables affecting the outcome of the subsidence-control simulations is conducted and graphical displays of the exact sensitivity of the surface subsidence to these variables are given. Finally, alterations to the surface subsidence that are expected from using two major subsidence-control techniques are presented. The first technique to be assessed is a backfilled pillar centered longitudinally in a panel. With this arrangement, a minimal amount of backfill material can produce substantial decreases in vertical displacements. The second technique to be assessed is the use of yielding gate pillars to reduce the sinuosity of the transverse subsidence over adjacent panels. With proper design, this technique can greatly curtail surface strains and help minimize remedial drainage control.

In 1992, a detailed inspection of the Southfield Sewer revealed a reach of approximately 0.8 kilometers in length, located directly below the freeway lanes, which was severely distressed. Failure of this section of the sewer would result in the closing of the busiest roadway in the state as well as the potential backup of sewage into homes and spilling into nearby surface waters. As such, repair of the distressed section required development of a procedure that would not jeopardize the conveyance of flow through the existing sewer nor impede travel on the overlying freeway. Based on these constraints, the DWSD and NTH team developed a repair concept that entailed the mining of a new, 3.05-meter (10-foot) diameter bypass away from the traffic lanes. The new bypass section was connected to the existing sewer, up stream and down stream of the distressed area, using a “top down” construction approach, that required only minimal freeway closures during weekend periods. This paper, prepared jointly by the Owner, Consultant and Contractor will describe existing conditions, design considerations and construction methods.

As the 2009 George Fox Conference neared its conclusion, Arthur Silber, project chief of the Mass Transit Tunnel (MTT) project was able to pull away from the constant buzzing of his Blackberry long enough to give a short presentation and a significant piece of news to the record 318 attendees at the Graduate Center, City University of New York regarding the MTT project. ?As the former administration (The Bush administration) was leaving office, we were told that Congress was notified of the FTA?a (Federal Transit Authority?s) intent to issue final design construction approval to us,? Silber said of recent advancements concerning the $7.2-billion dollar project. It will add passenger rail service from New Jersey to New York City as part of the Access to the Region?s Core project in the form of the Trans Hudson Express Tunnel (THE tunnel). ?That 10-day waiting period ended yesterday (Jan. 26).? In days leading up the Fox Conference, those involved in the tunneling industry, and the MTT in particular, had a lot to be optimistic about. The MTT received environ-mental approval on Jan. 14 (see page 9) and, with the acceptance of the final design, the multi-billion dollar project moved that much closer to a ground-breaking ceremony. So close, in fact, that before leaving his office for the conference, Silber posted the contract documents and plans for the Manhattan Tunnel project online at www.arctunnel.com (an indepth look at the project from Silber is on page 22). While many were interested in the progress of the project, Silber also spoke about the new plans for the cavern complex at the New York Penn Station expansion. The original plans called for two lines that would come into a large cavern complex with a north and south cavern to access the trains. After numerous core samples were taken from the streets of Manhattan, it was deter-mined that this design was not feasible and changes were made that will include a deeper cavern under Sixth Avenue, with 14-m (45-ft) of cover with a 30-m (96-ft) wide cavern that resides entirely under 34th Street. The cavern was also moved 20 m (60 ft) to the west to remain at least 61 m (200 ft) away from New York City Water Tunnel #1. The new design will include three-over-three track arrangement. The mezzanine will be 46 m (150 ft) below street level at 8th Ave, Silber said.

A study of the application of mine tailings as precast construction materials through alkali activation has been carried out, focusing on efficiently activating mine tailings, reducing alkali consumption, decreasing curing time and improving compressive strength. Firstly, the effect of temperature on the alkali activation of mine tailings was studied. Secondly, the impact of additives, i.e., calcium hydroxide and aluminum oxide, on the compressive strength of samples was investigated. Thirdly, the impact of forming pressure on sample strength was studied. Test results showed that unconfined compressive strength (UCS) of 40 MPa was achieved with the geopolymerization products through optimization. Finally, to elucidate the geopolymerization mechanism of mine tailings, microscopic and spectroscopic techniques including SEM/EDX, XRD, and FTIR spectroscopy were used to investigate the microstructure and the elemental and phase composition of the geopolymerization products. The findings of the present work provide a practical method for applying mine tailings as precast construction materials through alkali activation.

Zinc ferrite ( ZnFe2O4) is a by-product of non-ferrous metal production and is considered a promising source of raw zinc. The most efficient way to extract zinc from its ferrite is via acidic extraction, specifically leaching by hydrochloric acid. A comparative study of synthetic zinc ferrite hydrochloric acid leaching in isopropanol, aqueous, and the mixed solvent was performed. Zinc ferrite was obtained by sintering a zinc and iron (III) oxide mixture. Crushed samples were subjected to leaching in 1 M HCl at 323, 333, and 353 K and pulp density of 1 g/100 mL. The dissolution of zinc and iron into solution in organic media reached 77% at 353 K, while in an aqueous environment this value was 65%. The activation energy of 70.0 kJ/ mol was found for the leaching process in an isopropanol environment, which is lower than that in an aqueous solution by 15%. The more efficient leaching effect of isopropanol is attributed to the lower dielectric constant of the alcohol which increases the affinity of chloride anions for zinc and iron cations at leaching.

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.

Online education is not new. During the last decade, it has reached the stage where many universities offer a variety of courses, degrees and programs without any associated residency requirements. The most successful of the online universities, University of Phoenix, offers hundreds of accredited programs for close to 100,000 students throughout the world (www.phoenix.edu). Online education is considered to be a valid equivalent to traditional, classroom-based education. It is best suited to the needs of mature students with full-time jobs and a desire to deepen their knowledge. While most of the e-business has experienced severe setbacks during the last two years, e-education shows no signs of slowing down. On the contrary, the number of students and institutions offering online education keeps growing. The value of e-education associated expenditures was expected to reach $300 billion in 2001 (Sanoff,2001), making it a serious and mature industry.

The primary advantage of using oxalic acid is in the formation during leaching of soluble complexes that are both photo-chemically and microbiologically degradable. In this study, chemical leaching and bioleaching methods were used for quartz sand. Using the ANOVA-Yates test technique, the effects of solids rate, temperature and oxalic acid rate were investigated using chemical leaching experiments. Solids rate and temperature were effective parameters on the chemical leaching. After the tests, the removal of Fe2O3 increased to 97.02%. Finally, the iron content decreased from 0.315% Fe2O3 to 0.0094% Fe2O3 in the leached quartz sand. The effect of pulp density was investigated on the bioleaching experiments. The bioleaching of iron oxides by Aspergillus niger resulted in removal of 47.70% of the total iron in the quartz sand, and suggested that this strain has not a good ability to remove iron impurities from quartz sand in comparison with chemical leaching. The iron content decreased from 0.315% Fe2O3 to 0.164% Fe2O3 in the bioleached quartz sand.

Although the occurrence of deposits of titanium minerals on Kenya’s present day beaches and adjacent dune systems has been well documented, the potential for older formations to host economically viable deposits had not been recognised until recently. The Magarini sands formation in Kenya has been found to contain deposits of ilmenite, rutile and zircon in quantities and grades that have the potential to be commercially exploited. Since 1995, Tiomin Resources Inc. has explored these deposits and has identified one deposit, the Kwale project, as being able to support the development of a mine producing some 300,000 tpa ilmenite, 75,000 tpa rutile and 37,000 tpa zircon. Tiomin plans to start production by late 2002. Construction of a US$137 million operation is set to commence in the first half of 2001.

There is an indication that high-pressure roller milling promotes selective liberation due to preferential breakage along the mineral boundaries. A study was undertaken to compare the degree of liberation obtained by high-pressure roller milling with that of conventional ball milling. Coals with different HGI's were ground in a high-pressure roller mill and a ball mill to produce products with similar size distributions. The products were then subjected to float-sink separations to determine the degree of liberation. Also, the relative cleanabilities were compared by separating the ground products by froth flotation. The results from this study are presented in the paper.

Many states rely upon the Pennsylvania 1957 “Gas Well Pillar Study” to evaluate the coal barrier surrounding gas wells (Commonwealth of Pennsylvania, 1957). The study included 77 gas well failure cases that occurred in the Pittsburgh and Freeport coal seams over a 25-year span. At the time, coal was mined using the room-and-pillar mining method with full or partial pillar recovery, and square or rectangle pillars surrounding the gas wells were left to protect the wells. The study provided guidelines for pillar sizes under different overburden depths up to 700 ft. The 1957 study has also been used to determine gas well pillar sizes in longwall mines since longwall mining began in the 1970s. The original study was developed for room-and-pillar mining and could be applied to gas wells in longwall chain pillars under shallow cover. However, under deep cover, severe deformations in gas wells have occurred in longwall chain pillars. Presently, with a better understanding of coal pillar mechanics, new insight into subsidence movements induced by retreat mining, and advances in numerical modeling, it has become both critically important and feasible to evaluate the adequacy of the 1957 study for longwall gas well pillars. In this paper, the data from the 1957 study is analyzed from a new perspective by considering various factors, including overburden depth, failure location, failure time, pillar safety factor (SF), and floor pressure. The pillar SF and floor pressure are calculated by considering abutment pressure induced by full pillar recovery. A statistical analysis is performed to find correlations between various factors and helps identify the most significant factors for the stability of gas wells influenced by retreat mining. Through analyzing the data from the 1957 study, the guidelines for gas well pillars in the 1957 study are evaluated for their adequacy for room-and-pillar mining and their applicability to longwall mining. Numerical modeling is used to model the stability of gas wells by quantifying the mining-induced stresses in gas well casings. Results of this study indicate that the guidelines in the 1957 study may be appropriate for pillars protecting conventional gas wells in both room-and-pillar mining and longwall mining under overburden depths up to 700 ft but may not be sufficient for protective pillars under deep cover. The current evaluation of the 1957 study provides not only insights about potential gas well failures caused by retreat mining but also implications for what critical considerations should be considered to protect gas wells in longwall mining.

INTRODUCTION The Norad Expansion Project was located 10 miles southwest of Colorado Springs, Colorado, within Cheyenne Mountain. The expansion areas to be excavated would be adjacent to the existing underground Norad complex, which would remain in operation during the work on the expansion. The original complex had been constructed approximately eight years earlier and had been in full operation for approximately five years. Phase I, Excavation was awarded the Tiro Construction Corporation, a subsidiary of Harrison Western Corporation, Denver, Colorado, in the fall of 1970. Notice to Proceed was given to Tiro on 28 December 1970. The project owner was the U. S. Air Force, design was performed by the U. S. Corps of Engineers, Omaha District, who would also serve as the construction agency. [ ]

Passive-treatment systems that mitigate acid-rock drainage (ARD) from coal mines have operating since the mid-1980s. Large systems at metal mines are being contemplated. A 95L/sec (1500-gpm) capacity system is planned this year at an underground lead mine in Missouri. Mine, process and environmental managers need to understand how and why passive-treatment systems work. They must understand what operational limitations to expect, as well as the economics of construction and operation compared to the alternatives, like lime precipitation. Wetlands have been recognized as nature's method of improving water quality. Contaminant reductions can occur through the precipitation of metal hydroxides, sulfides and carbonates and pH adjustments. Local conditions, oxidation state and water and soil chemistries dictate whether these natural reactions will occur under oxidizing (aerobic) or reducing (anaerobic) conditions.

Recent advances in computing, rendering, and display technologies have generated increased accessibility for virtual reality (VR). VR allows the creation of dynamic, high-fidelity environments to simulate dangerous situations, test conditions, and visualize concepts. Consequently, numerous products have been developed, but many of these are limited in scope. Therefore, the National Institute for Occupational Safety and Health researchers developed a VR framework, called VR Mine, to rapidly create an underground mine for human data collection, simulation, visualization, and training. This paper describes the features of VR Mine using self-escape and proximity detection as case studies. Features include mine generation, simulated networks, proximity detection systems, and the integration and visualization of real-time ventilation models.

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. An economic, real-time probe drill monitoring system was developed for Metropolitan Water District’s Arrowhead Tunnels project to quantitatively evaluate ground conditions ahead of a TBM. This system digitally records hydraulic feed, rotation, and percussion pressures and calculates drill advance rates during drilling. These data are computer synthesized to develop a digital representation of the ground ahead, and the resulting “picture” of the ground is distributed to the project team to assist with tunnel construction decisions (i.e., targeting grout holes, optimizing mine-cycle lengths, and avoiding becoming stuck). The analysis and interpretation procedure has now been calibrated and refined using over 5,000 m (3 miles) of geologic face mapping data.
