15.1 INTRODUCTION The mine development process, as discussed in Chapter 2, is a series of data gathering and analysis steps. As the mine development process proceeds, information about the geology, mineability, and metallurgy of a particular deposit is continually generated, along with environmental information regarding project permitting status. As data are obtained, checkpoint evaluations are typically conducted to determine the economic viability of the particular deposit. Although the project evaluation process was discussed at length in Chapter 2, a brief review of the process is presented here to "set the stage" for the discussion on economic analysis of heap leach projects. Figure 15.1 (MacKenzie, 1980) presents an overview of the sequential process of mine development. Once the deposit is discovered or acquired, an initial delineation program can be undertaken to expand the project's geologic, mining, and metallurgical data base. At the end of this initial program, the direction of the project is evaluated. The company can either abandon the project, postpone it, develop and mine it, or gather additional data in hopes of improving the project's economic viability. If the company continues gathering data, then another decision point and evaluation will be required. This process may continue until the company either decides to postpone the project or develop and mine it. A project may be postponed indefinitely, typically in hopes of improved metals prices. Certain holding costs, such as land or royalty payments, may be associated with postponement. In general, once a company goes through two evaluations, the project is less likely to be abandoned. For this discussion, it is assumed that the company will undertake initial, second, and third delineation programs to gather sufficient geologic, mining, metallurgical , and environmental data to justify a positive production decision from the second or third economic evaluation. The objectives of the first delineation program will be to confirm and expand upon the available information about the deposit. During the second delineation program, development funds should be directed toward identifying the critical project items (i .e., ore reserves, mineralogy, mineable grade, metallurgical recovery, etc.) that must be resolved before making the production decision. This second economic evaluation can be used to determine which metallurgical concept will be applied to the project: heap leach or a traditional agitation-type leach plant. If the proper work has solved key project concerns in the second program, a production decision may be made from that evaluation.

Various types of mathematical descriptions of the flotation process are used in the design of a full scale flotation circuit. Mechanistic descriptions developed under controlled laboratory conditions establish theoretical residence time requirements. Empirical models, describing flotation performance as a function of full scale operating variables, are established from one flotation system and applied to another hypothetical system. Problems of design by mechanistic modeling, such as scale up factors, can be alleviated if the model is developed from a full scale flotation circuit. However, the numerous uncontrollable variables encountered in a full scale operation would preclude the practical application of such a model. Incorporating empirical relations into the full scale mechanistic model will facilitate its effective use as a guide for flotation circuit design. A semi-empirical model has been developed that promises to offer a more effective means of flotation circuit design.

The amenability of a calcite-bearing ore to the reduction of silica to below 0.2% by physical beneficiation was studied. The objective was to use the ore as a raw material for seawater magnesia production. The ore contains complex gangue minerals such as diopside, forsterite, phlogopite, clinohumite, graphite and quartz. These contribute to around 25% acid insolubles with 6% SiO2. Reverse-flotation studies using various cationic collectors with tannin as a depressant indicated the possibility of reducing the acid insolubles to around 5%. Direct flotation of calcite with anionic sodium oleate in the presence of sodium silicate and lactic acid as a depressant indicated the possibility of reducing the acid insolubles to below 3% and the SiO2 to from 0.2% to 0.3%. Lactic acid was found to be an effective depressant of the complex gangue minerals in the ore.

In 1956 the Legislature of the Commonwealth of Pennsylvania created a "Coal Research Board" in the Department of Mines and Mineral Industries. Over the years through amendments to the original legislation, the scope of authority for research has been expanded from the narrow area of improving and increasing the utilization of coal to covering all aspects of coal technology and any other area of interest which would be of value to the coal industry. In January of 1964, the Board commenced a vigorous program using appropriated funds and funds donated by the coal industry to finance a research program devoted to seeking solutions to the mine drainage problem. A review of published literature on the treatment of mine drainage indicated that much work done up to that point in time concerned only the mechanism of mine drainage formation and theoretical chemistry. Very few applied, developmental, or engineering studies had been devoted to finding practical solutions to the problem of polluted waters being discharged from active or abandoned mines. Projects were therefore undertaken on a wide variety of more utilitarian approaches. This paper will discuss briefly some of the pollution abatement approaches which have been funded by the Coal Research Board of this State, and will describe in some detail a multistage flash evaporator treatment plant now under construction.

Kaiser Steel Corporation's Eagle Mountain operations are located in Southern California at a distance of about 130 miles east of the Corporation's steel plant at Fontana, California, and at a distance of about 225 miles from the nearest harbors which are located at Long Beach and Los Angeles, California Although the Eagle Mountain ore bodies are strategically located with respect to the steel plant and the harbor facilities, they are not of a very high grade and 'the geologic nature of the deposit makes it very difficult to mine and to concentrate. The iron ores occur as partial replacement of older zones mainly within dolomites and to a lesser extent within quartzites and quartz monzonites. The alteration was extremely variable and generally resulted in the formation of pyritic magnetic which, in part of the ore body, was leached to remove the pyrite and change the magnetite to hematite. Although the overall ore body is large, a major portion of it contains sulfur in the range of 1.0% to 5.0%. Obviously, this is too high a sulfur content for direct use in blast furnace feed.

The objective of this study was to prove repeat loading capacities of physically stabilized fungal biomass from Penicillium sp. for the removal and recovery of uranium from mine water (Denison Mines). The testwork was carried out on a bench scale in small columns and proved that it is possible to stabilize the biomass in an inorganic compound. A lifetime of 10 loading-eluting cycles of the stabilizer biomass product was obtained by additional pretreatment. Sodium carbonate proved to be an effective elution medium. Loading and elution can be controlled by the pH values of the column. The effective loading capacity until the breakthrough point is approximately 70 % of the overall loading capacity. The loading capacities of the stabilizer biomass product are comparable to that of the original biomass. Uranium recoveries of 90 to 99 % were achieved during the loading and eluting under optimized conditions. Depending on the used biomass the described process might be applicable to remove uranium or other dissolved heavy or rare metals from effluents.

Computer-aided lithogeochemistry was used to "prospect" for stratabound scheelite (a tungsten ore) that occurs in many Precambrian clastic and chemical rocks, northeastern Brazil; The district is a metallogenic province covering about 5000km2. Exploration bedrock lithogeo-chemistry was applied at regional, local, and mine scales to identify regional tungsten trends and dispersion halos associated with economic tungsten mineralization. Regional coarse-mesh sampling (Cu,Mo,W) in 25km2 cells "found" all major mines and significant prospects using objective and cost objective computer mapping of bedrock geochemical data. The method is efficient ; of the 3600km2 study area only 9% of the original area remained after the initial pass. Of this area, the geo- chemically highest ranked (4%) cells contained the mines and prospects. Similar computer-aided treatment was applied to Cu,Mo,W,F, and Be lithogeochemical data from several mining concessions and prospects with outcropping and subsurface W mineralization. At a local scale out-cropping W mineralization was recognized at a distance of 500m. Fracture zones through which hydrothermal solutions traveled were identified; these were related to W mineralization at a depth of 200m.

The location and orientation of fire suppression nozzles is critical in suppressing mobile mine equipment fires. To effectively suppress such fires, optimization needs to be considered for the suppression nozzle locations and discharge angle. Detailed experiments were conducted to study the effectiveness of fire suppression agents with different nozzle configurations. A variety of fire suppression systems including dry chemical, wet chemical, dual agent (dry and wet chemical), carbon dioxide, and water mist were used. Six types of nozzle locations were studied, and their fire suppression effectiveness were compared. Results from this work highlight potential considerations when determining effective fire suppression designs.

Pyrite depression is of great interest in sulfide mineral flotation, where pyrite is a common gangue mineral. Since the floatability of pyrite is a function of the pH and a variety of other chemical factors, pH control is a critical part of sulfide flotation circuits. A wide variety of pyrite-depressing chemicals have been studied and used in sulfide- mineral processing, with considerable success. However, there are certain applications where there are still no satisfactory pyrite depressants, and even when suitable depressants are available, there is always a need for less-expensive reagents. Microorganisms, such as the bacteria Thiobacillus ferrooxidans, are known to depress pyrite flotation. However, the dependence of the depression on the type of organism or on suspension pH is still being determined. In this study, the relative effectiveness of various microorganisms, and the effect of pH, has been examined. Screening tests using microflotation showed that every microorganism tested was capable of depressing naturally hydrophobic pyrite at acidic pH. Larger-scale experiments with two of the screened organisms and two different pyrites showed that microorganisms are very effective depressants at acid pH, but are largely ineffective at neutral and alkaline pH where the pyrite surface is not naturally hydrophobic.

This report refers to the Chicago Deep Tunnel Contract 13A, which was the first contract let in the City of Chicago requiring the construction of deep drop shafts for the transportation of high level sewage to the deep tunnel system. The basic contract required the contractor to construct certain drop shafts designed to deliver surface and high level sewage to the deep tunnel system approximately two hundred feet below. The design of the drop shafts was in a degree affected by their proximity to the existing deep tunnel. The tunnel, approximately three and one-half miles long, was to have five shafts dropping sewage at five locations. Four of the drops were approximately one-half mile apart and spaced from the dead end of the tunnel. One shaft divided the remaining two miles from the existing work shaft at the southeast end of the tunnel wherein a 220' deep pumping station was to be built. The existing tunnel had been built some time previously and all dewatering had stopped, allowing the tunnel and main shaft to fill with water. According to the plans, the drop shafts were all between fifty and ninety feet north or south of tunnel center line, and located in heavily built-up residential and industrial property. This then defines the problems: How do we control the water. If we excavate from the top down, how do we handle the slurry and the muck from five locations. Recent allegations about tampering of coal mine dust samples have led to suggestions that the coal industry needs a respirable dust compliance sampling method that is less subject to tampering. The sampler designs under consideration include fixed location monitors that could be mounted on a mining machine or located at a stationary location in the mine, and samplers that are worn, like the existing samplers. Fixed-point samplers have a design advantage, since samplers worn on the body will have size and weight limitations. On the other hand, in some cases there are respirable dust concentration gradients, which will dictate careful placement of a fixed-point sampler inlet to determine the exposure of workers. This study examined dust concentration-gradient data obtained by the Bureau of Mines and others over the last decade. As an example of spatial gradients at continuous miners, a fixed-point monitor located in front of the operators cab shows a higher dust concentration than a sampler located on the operator and reduced exposure when the sampling location is behind the operator cab. It may be necessary to use a sampling tube with a machine mounted monitor, to sample in the operators breathing zone in the cab to provide a more representative sample of the miners exposure. For face workers on longwalls or on continuous miner sections using remote control, the study shows significant dust level gradients and gradient variations between typical operator positions and mining machine locations. In addition, if fixed-point monitoring is used to monitor an area, vs the exposure of specific workers, dust control technologies currently employed to ensure reduced dust exposure such as the diversion of dust laden air away from the workers, or through the use of remote control of mining machinery may not indicate the same dust reduction obtained with current sampling techniques.

As coal mining evolves in this country, underground coal is being mined at greater depth and under more difficult conditions than in the past. At the same time, economic conditions make it necessary to mine more efficiently and economically. As a result, pressures on mining companies arise on two fronts and make the job of mining coal underground very difficult. Recent improvements that have been made in health, safety and productivity have come about primarily due to improvements in existing technology and better management of all the production resources. However, this trend can continue only so far and thus innovation will be needed to continue the improvement. This paper deals with a concept that, on the surface, appears to be more efficient in terms of the costs to provide ventilation. The resulting design is oriented toward increasing the ventilation efficiency through use of a unidirectional ventilation plan but it also promises to increase recovery and decrease the requirements for development entries. To analyze this ventilation concept, two mine layouts with a similar production schedule were planned in a hypothetical 1.83 m (6 ft) coal seam. The first alternative analyzed uses a traditional approach to ventilation with centrally located shafts and a bidirectional ventilation pattern. Using this system, it is necessary to use large-diameter shafts and a large number of main entries. Using the same assumptions on ventilation requirements, the second alternative utilizes unidirectional ventilation whenever possible, a smaller number of main entries and small-diameter blind-bored shafts in the bleeder areas. The comparative analysis is performed using PSU/TDMVS, a computer network analysis program that is capable of determining the ventilation power requirements at any time in the mine life and converting the costs to a present value. The economic analysis is then completed by including the shaft-sinking and entry-driving costs and the costs associated with the recovery of coal that are directly related to the change in the ventilation system. The results are summarized on a present-value basis.

Most coal seams in the United Kingdom contain firedamp, some of which is released into the ventilating airways as the strata around a working relax. The close sequence of seams in carboniferous strata is usually such that seams in adjacent roof and floor strata are also disturbed and potentially large quantities of firedamp can enter the workings from these sources. Since emission depends on the disturbance rate of the seams, higher coal production rates associated with increased mechanisation in the colliery accentuate the problem. Firedamp concentrations in UK underground workings are subject to statutory regulations1. To enable production to continue uninterrupted and in safety the problem is tackled by ventilation engineers by the provision of adequate ventilation in the airway and by the technique of firedamp drainage. In the UK the latter usually takes the form of cross-measure boreholes in roof strata, and increasingly also in floor strata, drilled from the gateroads, especially from return airways. In this way firedamp emitted from disturbed seams in adjacent strata can be extracted directly to the surface or to some safe position outbye, and the airways of the working district are not contaminated. Despite the use of firedamp drainage, considerable quantities of firedamp enter the ventilation air- stream and the concentration levels may be seen to be related to the coal production activites in the district. Figure 1 shows a typical recording of methane concentration obtained by a BM1 methanometer at a position outbye in a return gate where firedamp drainage was operating. The general rise in level throughout the working week may be seen, together with peaks occurring during production shifts and the gradual decay of emission over the weekend. In view of the fact that ventilation and firedamp drainage contribute a considerable proportion to the operating costs of the colliery, it is essential that the ventilation and firedamp drainage requirements be calculated as accurately as possible at the planning stage of the working. In the past the ventilation engineer has had to rely heavily on experience in neighbouring workings but with the development of mines in previously unworked areas there is clearly a need for a methodical approach to meet the requirements of planning. The work described in this paper represents such an approach and it is hoped that successful development and application of the method of prediction will lead to the widespread adoption of a routine procedure. The current development of a method of prediction of firedamp emission into longwall workings is based on the theoretical treatment of gas emission from coal seams proposed by Airey2 in 1971, which was based on his study of gas emission from broken coal 3 which was published in 1968. In common with other experimental methods of prediction, the method enables a calculation to be made of the total make of gas emitted from all sources of gas in the strata per tonne of mined coal.

Introduction Ontario's diverse industrial mineral resource base includes structural minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone, and dolostone. These resources are used to produce aggregates, brick, metallurgical stone, fillers, cement, lime, and other construction materials. The majority of the operations are in deposits of Palezoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were more than 140 Mt (154 million st) of aggregates produced in 1985. About 115 Mt (128 million st) of that was produced in southern Ontario with the rest being largely from Crown land in northern Ontario. Structural industrial minerals account for more than 80% of the value of total industrial mineral production. The remaining 20% is accounted for by the nonstructural minerals, such as salt, which is produced in the southwestern part of the province. A host of other nonstructural industrial minerals are known. Production, though, is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite, and byproduct metallurgical sulfur products (Fig. 1). Major production is close to the large markets of urbanized southern Ontario and the northeastern and northcentral US. With an abundant variety of industrial mineral resources and the large population within 650 km (400 miles) of most deposits, the market offers great potential. Ontario's nine million people accounted for about 35% of Canada's entire $476.3 billion gross domestic product in 1985. This equates to about one-third of the nation's buying power being within a 200-km (125-mile) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well-developed industrial minerals industry that fulfills most of the structural industrial minerals demand in Ontario. Nonstructural industrial minerals are similarly well placed to compete in this high demand area. Although Ontario manufacturers still import some of these materials, Ontario products are achieving significant market share. And, they serve the needs of neighboring provinces and states. Present production and trends Ontario has traditionally produced significant amounts of industrial minerals. This produc¬tion had a value of $956 million in 1984 (Table 1). Structural materials production in 1985 and 1986 approached or exceeded levels not seen since the early 1970s. Many new products have been developed using these raw materials. The dissolution behavior of palladium powder in thiourea solutions was investigated. The variables studied were temperature, stirring speed and the concentrations of thiourea, acid and ferric ion. Palladium was found to be soluble in thiourea solutions in the presence of an oxidant such as ferric ion. The dissolution of palladium in thiourea solutions was believed to be chemical-reaction controlled, with an apparent activation energy of about 25.3 kJ/mol.

During 1977 and 1978, a comprehensive study was made of the drill-hole data obtained by Urangesellschaft, USA, from their Juniper Ridge, WY, uranium deposits. This included uranium grade data acquisition, application of a variety of mineral deposit modeling techniques, and estimates of minable reserves, which pointed towards a possible production decision.

Hardpans developing in tailings storage facilities (TSF) in Australia have been investigated in relation to Acid Rock Drainage (ARD) generation. This research had three main aims. Firstly it was to obtain an understanding of the physical and chemical characteristics of tailings residues which support the in-situ formation of cemented layers and hardpans. Secondly it was to examine how effective hardpans are at reducing ARD generation, and thirdly it was to investigate the promotion of hardpan formation to inhibit ARD and pollutant generation. This paper presents the data collected during investigations into the effectiveness of hardpans to reduce ARD generation. Three basic types of hardpans have been identified and examined: laterally extensive surface hardpans, laterally extensive cemented layers; and laterally discontinuous hardpans developing in locations of seepage. Their mineralogy, morphology, lateral extent, depth and rate of formation are dictated by sulfide and gangue mineralogy and content, milling and depositional techniques of the tailings and the climate. As the sulfides oxidise, acid and heavy metals are generated, while gangue mineral degradation is enhanced, adding to elemental loads. These liberated ions are then available for precipitation of secondary mineral cements through concentration during evaporation. In TSFs where hardpan development is restricted by mineralogy, grain size or climate, hardpan formation can be enhanced in seepage zones (eg. seepage from waste rock dumps) where tailings are exposed to seepage waters laden with heavy metals and sulfate. The effectiveness of hardpans in the inhibition of ARD generation is dependent on reducing oxygen diffusion and water infiltration into the underlying tailings. A reduction in water infiltration will diminish the transport of contaminants developed during sulfide oxidation and subsequent reactions. Water and gas movement through the hardpans at the CSA (Cu, Zn, Pb) and Elura (Pb, Zn, Ag) mines has been investigated. Permeability tests indicate the hardpans have reduced the infiltration rates by 10 to 100 times that of the fresh tailings. Oxygen diffusion rates were calculated and were shown to be up to 1000 times lower in hardpans than in fresh tailings. Such decreases are explained by persistent elevated 'degrees of saturation' within the hardpans. These conditions were verified using a conceptual model of sulfide oxidation reactions, which allowed comparisons of diffusion coefficients with modelled and observed depths of oxidation within the tailings impoundments.

Significance of grinding media wear and its effect on chalcopyrite flotation are discussed. Laboratory marked ball wear tests were conducted grinding chalcopyrite ore and quartzite dry, wet, and with collector added during grinding. The effects of oxygen and nitrogen on ball wear were evaluated by the addition of chalcopyrite mineral while grinding quartzite. The effect of dry and wet grinding on chalcopyrite flotation was also studied. Results show abrasive wear is greater in quartzite grinding than in grinding chalcopyrite. Oxygen increases the corrosive wear of high carbon low alloy steel balls in the presence of chalcopyrite ore. Chalcopyrite flotation was retarded due to wet grinding in the presence of oxygen. Though collector reagent increased the media wear, it improved the flotation of chalcopyrite. Probable electrochemical reactions encountered in a grinding mill are outlined.

Various types of commercial ion exchange resins were evaluated with respect to their ability to extract gold from cyanide leach solutions. Large differences were found among the various resins in terms of selectivity and gold loading. The hydrophi­licity and the charge density appear to be the main factors that determine the resin characteristics. Polystyrene weak-base resins, such as Dowex MWA-1, exhibited the best all-round performance.
