Improvement on controlling the stope limits has enabled the assessment of technical performance in several underground mining operations. Technical performance, integrated to stope geotechnical and geomorphological parameters, constitutes the basis which guides mining engineers in the Mineral Reserves Estimation process. Moreover, there are established definitions to report this information in Canada, incorporated in NI 43–101, which stipulates that “A Mineral Reserve includes diluting materials and allowances for losses that may occur when the material is mined” [1]. However, some loopholes have been identified regarding practical standards followed to specify the way to include and report ore losses when the lost material was blasted and must be left behind unrecovered inside the stope. In fact, general efforts to estimate and quantify the negative effects of operational ore losses only consider under-break ore loss. However, mining engineers frequently confront situations requesting the anticipated closure of a stope. Therefore, reconciliation process should reflect the amount of unrecovered Mineral Reserve. This work presents a discussion of possible practices to integrate adequately operational ore losses consisting of blasted but not recovered material and focuses on how different approaches regarding the material constitution could severely affect the stope technical performance interpretation.

I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

A mixed-integer formulation of the mine scheduling problem is discussed and applied for the purpose of optimizing both the mine production sequencing and the mill blending and processing problems simultaneously. Previous attempts at solving these problems separately, although successful, fail to take into account the interrelationships between these problems. Project structure serves as the outline of this paper, which is directed towards a mining engineering audience. Generalized in its organization, this concept is useful for long, intermediate and short range scheduling. Actual applications are mentioned which show that the concept is also applicable to mining a variety of ores.

IIT Research Institute has initiated several multi-sponsored research programs. In this paper the methods for developing four of these programs are discussed. In general, a broad area of investigation must be proposed to interest a spectrum of different industries. The work must not touch upon proprietary data and will probably involve a number of scientific disciplines. Thus, the problem to be solved will attract sponsors who need to know more about the area under study but do not wish, as a single company, to commit the resources required to obtain the necessary know-how for their needs. The paper draws on the background of four IITRI multi-sponsored projects: Size Reduction, a study of grinding of material to reduce their particle size; Melt-Formed Ceramics Research, a method of producing dense, polycrystalline ceramics using glass forming methods; Binders in Ceramic Processing, which addresses the problems associated with the use of organic aids for ceramic processing; and a Study in Air Pollution Technology, a program to review and assess pollution control equipment for current and future applications.

The results of an extensive one- year test period of a nonelectric explosives detonating system led to the mine-wide adoption of this system at the Henderson Mine in early 1978. Since that time, extensive experience with nonelectric initiation has verified the earlier results which include the following benefits: 1. Increased blasting safety 2. Improved productivity 3. Cost effectiveness 4. High reliability At the present time, while electric blasting caps still experience a limited use restricted to trunkline initiation, all heading rounds as well as the longhole bell, undercut, boundary cutoff and raise blasting are detonated non-electrically. The primary blasting agent used is AN/FO, and primers are typically one of the following products (depending on application): PETN, semi-gelatin dynamites or a nonnitroglycerin water-gel slurry.

Particle shape characterization is a complex task made more difficult because of the human eye's sophisticated recognition of shapes, giving rise to the assumption that shape analysis is considered a simple problem. Further exacerbating the problem is the question of whether particles have a general shape. Old and new shape measuring techniques are discussed, particularly the new image analysis methods techniques such as Fourier, Haar, Walsh and Delta. Problems with the current image analysis equipment and future research equipment needs are presented.

Investigations of bedrock within subsided areas over abandoned coal mines reveal) very little disturbance of the bedrock. In areas that have surface subsidence of .3 to 1 m (1.0 to 3.25 ft), examination of cores from exploration drilling and investigations of the boreholes by means of closed circuit television have shown that fractures are spaced at least .9 to 3.6 m (3 to 12 ft) apart and are located within a zone 6 to 15 m (20 to 50 ft) above the collapsed area in coal mines 42.6 to 112.7 m (140 to 370 ft) deep. The dip of the fractures ranges from 25 to 60 degrees, cutting across nearly horizontal sedimentary bedding planes. Typical core recovery is 80 to 95 percent within the subsided areas and 100 percent outside the subsided areas.

During the 1980's, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being trans-ported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to far-away customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable Just a few years ago.

For new coal-fired power plants, federal regulations require that emissions of sulfur dioxide be limited to 1.2 pounds for every million BTU'S burned. This is equivalent to coal with a sulfur content of roughly 0.7 percent for Eastern bituminous coals and roughly 0.6 percent for Western sub-bituminous coals. The states and their political subdivisions are free to apply more stringent standards and to develop implementation plans covering existing and new units. Most Western-sub-bituminous coals contain less than 1% sulfur and hence their use, in many cases, will allow a utility to meet the regulations. However, there are problems in using such coals in furnaces designed for Eastern bituminous coals, and furthermore it will take many years to open mines and provide transportation facilities to utilities which are now burning coals with a higher sulfur content. Moreover, pending federal legislation would outlaw strip mining on land to which the federal government owns the mining rights. Those utilities who, for one reason or another, intend to continue burning Eastern bituminous coals with sulfur contents in excess of 1 percent are faced with removing SO2 from the stack gases. The alternative of utilizing coal gasification where the sulfur is removed prior to burning in a power plant is still in the early stages of development. Therefore, a large number of processes are under development for SO2 control.

Intensely altered rock has had a large effect on slope stability as slopes increase in height at Island Copper mine. Traditionally used, fracture-controlled rock slope stability design techniques have been supplemented with analyses of failure modes which include failure along curved surfaces typical of soil materials. A rock mass rating (Pa) system has been developed that addresses the lower end of rock mass strengths. Rock masses are rated in terms of fabric integrity, alteration, fracturing intensity and gouge strength. Rock mass classes have been defined using statistical frequency distributions of rock mass rating values. Strength values have been assigned to the various classes from shear testing, back analyses of failures and engineering judgment.

The surface coal mining industry in the United States employs over 50,000 people and is responsible for 60% of domestic coal production. This represents a very significant contribution to our national economy and an important source of highly skilled and well paying jobs. The U.S. Bureau of Mines (USBM) has targeted surface mining as an important research priority to reduce the social and economic costs associated with surface mining injuries and fatalities. USBM safety research focuses on the development of technologies that can enhance productivity and reduce mining costs through a reduction in the number and severity of mining accidents. This report summarizes a number of completed and ongoing research programs that address a broad range of surface mining safety problems. Research methods are described, and research products which are suitable for industry implementation are highlighted.

The scope of this subject is a broad one. The demand for a metal with high refractory properties, great strength at elevated temperatures and high nuclear cross section, has put tungsten in the foreground as: the most promising metal to fill some of these requirements. Recently developed techniques have made it possible to roll large tungsten sheet and-the availability of fabricated tungsten is already upon us. More and more, the demand is for purer and still purer metals. Tungsten is no exception. As technology improves, we are learning more about the effect of foreign elements in minor amounts upon the chemical and physical properties of metals. As equipment and technology improve, specifications become more rigid, and reasonably so. Pure metals have revealed properties hitherto unknown in metals produced by former technology.

Southern Peru Copper Corporation (SPCC) has recently completed the construction of copper leaching, solvent extraction, and electrowinning facilities at their Toquepala and Cuajone plants in Southern Peru. Much of the ore for these new operations is the result of the existing mining operations that have been in existence as early as 1959. At Toquepala, pre-conditioning and bacterial dump leaching of the sulfide ore that was too low in copper content to be processed through the copper concentrator began in 1987. The Cuajone heap leach operation is treating copper oxide ore that has been stockpiled since the Cuajone concentrator began operation in 1976. The pregnant leach solutions from the dump leaching at Toquepala and the permanent pad heap at Cuajone are combined into one plant feed solution. Adjacent to the large dumps at Toquepala, a solvent extraction and electrowinning facility has been constructed. The electrowinning facility has a planned annual production rate of35,000 metric tons per year Grade A cathode copper. Initial production of the cathode copper began in November 1995.

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. The Canadian Javelin Limited Cerro Colorado copper-porphyry deposit in Panama, possibly the largest known copper-porphyry, contains between 1350 and 450 meter elevations, drill proven and probable ore in excess of 3.0 billion tons averaging 0.65% of copper equivalent. The deposit is located in the Central Cordillera Range, straddling the Continental Divide at 1500 meter elevation. Local topography is very steep. Accessibility is difficult, all logistics made by helicopter, and only recently a 52 km. road from the Pan-American highway was completed into the area. The deposit was discovered in 1969, and since then 75 shallow exploratory holes and 98 deep holes, the deepest 1340 meters, totalling 45,000 meters have been drilled. Deep holes were drilled at the corners of a regular rectangular 150 meter grid.

Impacts to ground water from mining are being comprehensively regulated in Nevada through specific requirements for design, construction, operation, permitting and closure. This program is the nation's most comprehensive for control of activities at mining operations which have the potential to cause groundwater degradation. It encompasses virtually all types of facilities, including placer, physical separation, flotation, testing, leaching and milling. Minimum design requirements are established by regulation, and must be met by each facility. Site-specific monitoring requirements are established for each facility, and are heavily emphasized. Regulatory and technical requirements and relevant permit conditions are presented and discussed.

As new technologies are introduced to the mining industry, the challenges related to their safe assimilation and the potential changes they bring to mining techniques necessitate adjustments to the current operations. Predictive simulations are critical to understanding unforeseen scenarios and shifting costly changes from the operational stage to the design. The Digital Twin methodology has gained a lot of attention in recent years. Many industries, from manufacturing to engineering and even social sciences, are adopting this approach to understand better the complex systems they are working with. By considering the enormous expenses and risks related to a pilot project, DT could replace that by acting as a prototype in which realistic tests and simulations are carried out with close to zero cost. DT includes a data hub, simulation and analysis tools, and visualization platforms to enable appropriate designs and monitoring plans focusing on unknown areas. A few examples of DT's application in mining include fleet management, Mine-to-Mill optimization (especially D&B), geotechnical digital twin (gDT), etc. When developing regulations, testing the efficiency of the mine layout, design, and magnitude of the restricted area and its access points, human-machine interactions, risk identification, and management processes, examining the efficacy of control systems, and monitoring, DT could help speed up (or completely replace) the process in the physical world.

In the time period from the early 1980's to the present, longwall roof support technology has evolved tremendously. Chock supports and caliper shields were replaced by 2-leg or 4-leg lemniscate shields. The lemniscate linkage for which the support is named offers numerous advantages to the sup-port both as a fabricated structure and to its performance in the mining application. The hydraulic system, which is the dynamic element of the roof support, was essentially unchanged in early lemniscate shields with the exception of the complexity of additional hydraulic circuits to power a canopy tilt cylinder and canopy side-seals. The control of these fluid-powered functions was provided by direct manual control of valves energizing individual functions onboard the roof-support or the adjacent roof-support. This control valve-gear was comprised of multiple individual valves arranged in a "bank" or integrated into a single hydraulic distribution block with a single operating handle to select any independent function.
