OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.

INTRODUCTION The Advisory Conference on Tunneling held in Washington, D.C. in 1970 under the auspices of the organization for Economic Cooperation and Development (OECD) forecast that $54 billion would be expended by member countries on underground construction in the 1970s. Construction activity since the Conference indicates the forecast may have been conservative. Statistics in the report indicated a vast increase in tunneling projects for mass transit, hydro-electric development, railroad tunnels, sewer and sewage retention reservoirs and water tunnels. Development of equipment is required to meet the demands for high speed excavation and provide tunnel driving systems with maximum efficiency and capability to sustain high speed advance rates. BORING MACHINE CAPABILITY During the last decade, use of Tunnel Boring Machines (TBMs) has increased. Where ground conditions and limits of machine design criteria permit, circular tunnel sections are either the only section , or an alternate sections specified in the documents: a TBM is either required or is an acceptable alternate means of tunneling. A collaborative research project is undertaken by Anglo American Coal and CSIRO to develop appropriate strategies for gas and spontaneous combustion management of longer panels. Extensive computational fluid dynamics (CFD) modelling studies have been conducted and calibrated using operational longwall goaf gas data to obtain a fundamental understanding of goaf gas flow patterns in longwall panels of 1.0-km and 3.0-km lengths and a detailed investigation of the effect of various mining and operational parameters on goaf gas flow patterns. The modelling studies have also been used to investigate the performance of various gas drainage and proactive inertisation strategies during various stages of longwall panel extraction. Simulation results indicated that apart from tailgate (TG) side goaf holes, gas drainage from maingate (MG) goaf holes and the mid panel start-up goaf holes would be useful for flat seam field conditions. Operation of 8–10 goaf holes is recommended for field site conditions with high goaf gas emissions of 6000 L/s. The modelling results indicated that the traditional inert gas flow rate of 500 L/s currently used in some mines would be insufficient to achieve effective goaf inertisation in long panels. Results indicate that 3.0- km-long panels would require 1500 L/s of inert gas and there is a need for multi-point inert gas injection strategy for effective goaf inertisation. In this paper, details and results of modelling investigations and recommended strategies for gas and spontaneous combustion management in 1.0-km- and 3.0-km-long panels are presented.

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

Abstract. The U.S. Department of the Interior, Bureau of Mines, as part of its effort to maintain an adequate supply of minerals and metals to meet national economic and strategic needs, is conducting research on the pneumatic recovery of coarse mica. A system of crushers, screens, and zigzag air classifiers is used to concentrate coarse liberated mica particles from mica ore and from the waste tailings of abandoned mica operations. The plus 0.21-millimeter-size mica is effectively recovered by this method. The mica concentrates produced contain over 90 percent mica. The method recovered up to 78 percent of the mica in the samples. As a dry concentration method, the pneumatic-beneficiation technique may be advantageous in areas of limited water resource.

Early in the design stage of their new concentrator for the Mount Wright Plant, Quebec Cartier Mining decided to use a process computer for total control of crushing, grinding and concentrating. A map of the area is given in figure 1 and a view of the plant in figure 2. Although the use of process computers is not a new idea in petrochemical and chemical industries, their use in the mining industry is very limited. We innovated in using the computer, not only for data logging, as we have seen in some other plants, but a sole operator located in the administration building, starts and stops mill lines, crushers, load-out system, tailings, thickeners, etc ... by means of a CRT console. Our process is fairly simple as can be seen on the schematic process flow diagram (figure 3). .The ore, carried by 136t diesel electric trucks, is dumped through ore pockets onto two primary pan feeders. The feeders supply two 1,52mx2,79m gyratory crushers which reduce the ore to minus 20,32 cm. Each crushing line have a capacity of 5600t per hour and feed a shuttle conveyor distributing the crude ore into six silos.

I have availed myself of the opportunity to prepare, and to give this talk because, as incumbent Chairman, I am directed by the Bylaws of the Council of Education to make an Annual Report of the Council activities which have transpired during the past year. In addition, and inasmuch as I have this captive audience, I am taking the liberty to express also some beliefs I hold about various other elements of Mineral Industry education. First, my report is that constructive progress has been achieved in the Council of Education during 1960-61. These advancements have been particularly notable through projects carried on by the Committee on Meetings and Programs, by the Student Chapters Committee, by the Accrediting Affairs Committee and by the Committee for Securing Better Representation of Mineral Industry Colleges. I believe each of these groups will report concerning details of their respective programs at the Business Meeting of the Council. On the other hand, not as much has been done in some areas of work as I had hoped would be the case when I took office as Chairman last February. Let me make clear that these delinquencies, for the most part, have resulted through my ineptness in handling of affairs; they are not caused by the failure to perform various assignments which I have given to council members.

Peat has unique physical, chemical, and biological properties. These include high porosity and water retention, high absorption and adsorption properties, high buffering capacity, and it is a rich medium for microorganism activity. Peat has traditionally been used for horticultural purposes. However, in recent years, peat is increasingly being used for waste treatment purposes. This paper reviews North American literature on the use of peat for waste treatment applications. The literature indicates promising use of peat in treating municipal and on-site effluent, removal of low concentrations of heavy metals from wastewaters, and adsorption of liquid and gaseous hydrocarbon pollutants.

Introduction People, systems, methods, and organization make up maintenance productivity. Methods promote efficiency in operations, systems ensure consistency and continuity, and organization maintains direction and control. The common denominator in these techniques, though, is people. Management systems can be technically correct, but fail to work because management systems do not work by themselves - people make them work. Therefore, the foundation for mine maintenance productivity must begin with the people involved. Traditionally, the emphasis placed on mine maintenance, as opposed to production, is not proportional to the impact that maintenance has on a mining operation. The performance and productivity of mine maintenance substantially affects the operating costs, revenues, and profits of the mine. The mining industry has recently experienced a period of economic depression. While it has created financial problems in all segments of the industry, it has caused the industry to focus on the need for improved productivity. Mining companies that have made investments in productivity during this period will have a competitive edge during the recovery, and mine maintenance may be the best place to put that investment. Future lost production and maintenance cost problems can be avoided if mine management has the foresight to seize the opportunities that now exist. Background Technological improvements over the last 30 years have been dramatic in the industry. Before these changes, mining equipment was not very sophisticated. So maintenance needs were not very sophisticated. Maintenance people were not required to have any formal training in mechanical or electrical skills. At many mines there was no formal maintenance organization. The mechanic was a part of the section crew and received direction from the face boss. Mine maintenance was not a function, it was a task. Technological change in mining came about in response to an expanding economy and greater demand for mined products. The past 20 years brought about a change in the kind of individual needed to mine ore and coal, and an even greater change in the person needed to maintain equipment. Equipment went from mechanical and pneumatic to complicated electrical and hydraulic. Maintenance progressed from being a task to being a function. Types of Mechanics Mine maintenance workers can be grouped into three categories based on experience: mechanics with more than 20 years, five- to 10-years, and less then five years. These groupings have influenced mine maintenance productivity. The 20-plus mechanic has been the foundation of the maintenance force. He had no formal training and his skills were acquired on the job. As new equipment was introduced, he learned to repair it by trial and error. Not all of what he learned was correct. Personal initiative and conscientiousness are characteristics of this group. They have experienced the bad times and the good, and appreciate the opportunity to work. The five- to 10-year group worked with the older, more experienced mechanics to acquire maintenance skills. These mechanics came in during industry boom times, and many progressed quickly by being in the right place at the right time. Many in this group have difficulty with diagnostic trouble-shooting, and depend on changing out parts to identify problems. This group is generally more mobile and less apt to have a strong work ethic. Mechanics with about five years experience have vocational training, some formal education or basic skills training. Like the five- to 10-year group, these miners are mobile and tend to move readily to satisfy their changing needs. These two younger groups are less apt to feel any loyalty to the employer or obligation to be productive. Their attitudes and abilities reflect the influence of their general age groups, and has a definite impact on mining productivity. Past Requirements In the 1960s, the basic requirements for a maintenance supervisor was that he be a top mechanic, get along well with the men, and be a hustler and improviser. He learned the details of new equipment as repairs were needed. Oftentimes, this individual would be the only person on the property with the ability to read prints, use diagnostic testing equipment, and troubleshoot using an analytical approach. This approach to maintenance is sufficient when the equipment design is reasonably uncomplicated. Management Changes As technology progressed, organized labor gained strength, government regulation increased, and the job of supervising and managing people had to change. The results of an experimental study on the dispersion and deposition characteristics of fine coal dust in mine airways are presented. Experiments were conducted at various flow velocities using bituminous and semi-anthracite-coal dust which had a large proportion of dust in the respirable size range. Cross sectional variations in the concentration of dust at various points in the airway were also measured. Instruments used in the experiments included gravimetric samplers and impactors. Concentration measurements were made both for the respirable and total airborne dust. The experimental design, sampling procedures and results are discussed. The study is aimed at providing a better understanding of the temporal and spatial behavior of dust particles in underground mine airways.

Two integral components of the 30 CFR 48 training requirements mandated for new miners, newly employed experienced miners, and the annual refresher training of all miners are hazard recognition and prevention of accidents. In these categories, instruction shall include the recognition and avoidance of hazards present in the mine, and a review of accidents and their causes. Unlike instruction preparation for fact-based material, program development for hazard recognition places a particular challenge before safety-training specialists because they are often limited in their ability to adequately gauge the trainees' levels awareness prior to training. Further, they must also assure that the training is relevant, and it is presented in a thought-provoking manner. Computer-based instruction is particularly well suited for assisting trainers in developing hazard-recognition topics because it can be used in pre-training and post-training modes for assessment of training effectiveness, in addition to use as a presentation tool. Therefore, this paper will present a recent approach developed at Penn State to apply this technology for assessment and instruction of accident prevention through hazard recognition, with an application prepared for surface coal mines.

The primary grinding stage in the Vuonos concentrator comprises a rod mill in open circuit and a semi-autogeneous mill in closed, circuit with a hydrocyclone classifier. The instrumentation of the grinding circuit is displayed in Fig. 1. All the measurements have computer interfaces and all the control circuits have been implemented by the process control computer. The crushed ore feed to the rod mill is measured by a belt-weigher and controlled by a belt-feeder. The pulp density in the rod mill is stabilized by proportioning the waterfeed at the mill inlet to the crushed ore feed. The slurry level in the pump sump is measured by a pressure transducer and it is controlled by charging the speed of the direct-current drive pump.

"In 1995 and 2003, the U.S. Mine Safety and Health Administration (MSHA) conducted surveys to determine the number of atmospheric monitoring systems (AMS) that were being used in underground coal mines in the United States. The survey reports gave data for the different AMS manufacturers, the different types of equipment monitored, and the different types of gas sensors and their locations. Since the last survey in 2003, MSHA has changed the regulation requirements for early fire detection along belt haulage entries. As of Dec. 31, 2009, point-type heat sensors are prohibited for use for an early fire detection system. Instead, carbon monoxide (CO) sensors are now required. This report presents results from a new survey and examines how the regulation changes have had an impact on the use of CO sensors in underground coal mines in the United States. The locations and parameters monitored by AMS and CO systems are also discussed.IntroductionThe last survey conducted by the U.S. Mine Safety and Health Administration (MSHA) on atmospheric monitoring systems used in underground coal mines in the United States was in 2003 (Francart, 2005). A total of 146 active mines were surveyed. The survey report states that since 1995 there had been a steady increase in the use of atmospheric monitoring systems in underground coal mines as the technology of carbon monoxide (CO) sensors was improved by manufacturers. Atmospheric monitoring systems had become more reliable, and some CO sensors could be purchased with the capability to discriminate between the CO produced by a fire versus CO produced by diesel equipment. This increase in reliability had reduced the number of false alarms and the response time. The faster response time to a developing fire allowed miners to take the necessary action to put out the fire or exit the mine.At the time of the last MSHA survey, some mines still used point-type heat sensors to detect the presence of a fire on conveyor belts. This detection method works by measuring the temperature of the air around the sensor. As a fire starts to develop, smoke and hot gases are produced from the combustion process, and the air is heated up. Once the air and gases reach a designated temperature detected by the point-type heat sensor, a fire alarm signal is generated. Studies have shown that the response times for detecting the presence of a fire using CO sensors are much shorter than when using point-type heat sensors (Conti and Litton, 1995)."

The filtration and dewatering results of -32 mesh Pittsburgh seam coal are discussed with reference to the microscopic structure parameters, i.e., particle segregation in the cake and particle and pore size distributions at different layers. At low solid concentration of 0.33 kg coal/kg water, a non-uniform cake structure is observed in which the particle and pore sizes increase from the top to bottom layers in the filter cake. An increase in the solid concentration in slurry produces more uniform cake structure and higher filtration and dewatering rates. Air bubble entrapment in the coal filter cakes is also discussed.

"The performance of column flotation is strongly influenced by the effectiveness of the gas sparging system. Unfortunately, field studies suggest that gas injector systems used for column sparging are not always optimized. This unfavorable condition can create a number of issues within the concentrator including lower recoveries, poorer metallurgical upgrading, decreased capacities, increased circulating loads, higher reagent consumption and inefficient energy usage. To help overcome these problems, techniques have been developed that can be adopted by plant operators to improve sparger performance. These techniques include (i) design modifications to sparger components such as nozzles, distributors and internal parts and (ii) operational improvements such as proper balancing of gas/water flows, elimination of unnecessary pressure drops, and staged injection of frothing agents. This article reviews the important criteria that govern sparger operation and provides data showing how simple low-cost improvements can positively impact column performance. INTRODUCTION Column flotation cells have become the most popular machine design for industrial applications that require high purity concentrates. The superior metallurgical performance of column cells can be largely attributed to their unique geometry, which readily accommodates the use of froth washing systems. The wash water minimizes the nonselective entrainment of ultrafine gangue minerals that would otherwise be hydraulically carried in the water reporting to the froth concentrate. The larger height-to-diameter ratio of columns allows a deep froth to be maintained, which is essential to achieve even water distribution. Due to these unique features, column cells can provide impressive levels of metallurgical performance closely approaching the ultimate separation curve predicted using the flotation release analysis method (Kohmuench et al., 2007). Another very important feature of column cells is the design of the gas sparging system. One popular choice in the minerals processing industry is the Eriez SlamJet® sparger. As shown in Figure 1, this type of sparger operates by passing compressed gas through a small discharge nozzle. Fluid turbulence created by the exiting gas disperses and distributes small bubbles into the flotation pulp. The sparger is equipped with an internal moveable rod that is attached to a pressure diaphragm in the back housing of the sparger. The internal rod automatically moves back/forward and opens/closes the nozzle outlet when the compressed gas is switched on/off. This patented design effectively eliminates the accidental backflow of flotation pulp into the injection tube during shutdowns. The sparger can be operated as a gas-only injector or with the introduction of a small amount of high-pressure sparger water (Kohmuench et al., 2010)."

From a computational point of view calculating a variogram is a perfectly simple operation. For any particular study, we know which variable is to be studied. We also have a good idea of structural parameters which are likely to be important (the scale of the phenomenon, the probable direction of the anisotropy, etc.). Finally, we know the structure of the data file. So we can specify the parameters to be used to calculate the variogram (the distance classes, the angular classes, etc.). This allows us to decide which variogram program is most appropriate (1, 2 or 3 dimensional data, regularly or irregularly spaced, etc. ) . In general, the basic statistics (mean, variance, correlation? etc.) have been calculated beforehand, and so the distribution of the data is already known. Consequently, the choice of the parameter values fed into the variogram is by no means arbitrary. But it must nevertheless be made before the' variogram is calculated. If the resulting variogram is not satisfactory, the whole sequence of operations has to be repeated. Before going on to see how this can be avoided, it is worthwhile having a brief look at the common causes of "unsatisfactory" variograms.

"The underground coal mining industry in the United States has recently seen the occurrences of several high profile, multi-fatality events. The explosions that occurred at the Sago Mine in 2006, the Darby Mine in 2006, and the Upper Big Branch Mine in 2010 have caused a ripple in an otherwise steadily improving safety record. These events transpired in the midst of an unprecedented level of government regulations and modern safety technologies. The recent increase in fatal events in conjunction with a minimal decline of both fatal and non-fatal injuries over the past decade may signify that current safety practices have reached a level of diminishing returns. Risk management, a safety approach that has been successfully applied in various industries including mining across the world, may provide a means to surpass the safety plateau in the U.S. RISKGATE is an Australian risk management program for mines that shows great potential for application in the U.S. However, fundamental differences between the coal mining industries in Australia and in the U.S. prevent direct implementation. This paper discusses aspects of the RISKGATE body of knowledge that require some adaptation before this program may be applied to the U.S. mining industry. INTRODUCTION The underground coal mining industry in the United States has recently seen the occurrences of several high profile, multi-fatality events. These events transpired in the midst of an unprecedented level of government regulations and modern safety technologies. The recent increase in fatal events in conjunction with a minimal decline of both fatal and non-fatal injuries over the past decade may signify that current safety practices have reach a level of diminishing returns. In order to combat this stagnation in performance, a modification to the manner in which the mining industry approaches worker safety may be warranted. The implementation of a risk management based approach presents a potential method for not only surmounting the current safety plateau but also for achieving the long desired objective of zero harm. RISKGATE a risk management body of knowledge designed for the Australian mining industry that shows great potential for application in the U.S. This paper discusses aspects of the RISKGATE body of knowledge that require adaptation before implementation in the U.S. mining industry. These adaptations are based on differences in operating practices and governmental regulations. This discussion will focus on the three major U.S. risk areas of explosion prevention, ground control, and moving equipment."

Peña Colorada is a company dedicated to the exploration, exploitation, and beneficiation of iron ore, serving the national steel industry. Established in 1975 as a stateowned enterprise, it transitioned to operating as a private organization in 1991. It is jointly owned by two investors, ArcelorMittal and Ternium, each holding a 50% stake. The mining operation is situated in the municipality of Minatitlan, in the northwestern part of the state of Colima, Mexico (Figure 1). It comprises an open pit mine and a concentrator, covering an area of approximately 2,300 hectares. The pellet mill is in the town of Manzanillo, Colima state, a port on the Pacific coast, about 46 km southwest of the mine. The pellet mill occupies its own property with a total area of 60.4 hectares. A gravity-driven concentrated slurry pipeline connects the mine and the pelletizing plant, located at an average elevation of 1,020 meters above sea level and 20 meters above sea level, respectively. Currently, Peña Colorada produces 4.1 million tons of pellets and 0.4 million tons of iron concentrate annually. In 2018, due to a change in the cutoff grade, the processing volume of the beneficiation plant increased from 9 million tons to 16 million tons annually. This led to a greater amount of information to process and characterize the ore extracted from the pit before its processing in the beneficiation plant. Consequently, Peña Colorada sought new ore control technologies to enhance ore selection, optimize human resources and data management, as well as minimize discrepancies between planning and execution. To ensure adherence to quality agreements with stakeholders, it is crucial to understand the ore characteristics before initiating mining activities.

The paper examines five massive pillar collapses in underground stone mines in the eastern United States from 2015 to 2021. These collapses caused significant airblasts, surface subsidence, and damage to mine infrastructure. The study identifies factors contributing to pillar collapses, such as slender pillars with width-to-height ratios of 0.8 or less, and proposes a framework for evaluating and mitigating collapse risks.

This paper discusses how many of the common practices in conveyor specification and design are out of date compared to the current expectations of users for safe, serviceable, reliable, and fugitive material-free conveyance of bulk solids. Ten of the most common mistakes made in the specification and design stages related to user expectations are reviewed along with the cost vs. price implications of those decisions. A general specification and design hierarchy that designers can use to improve conveyor design is included.
