A new agenda has risen. Born out of governments' policies and world economies, the years ahead will carry with them reduced growth. For inflation dependent and capital intensive industries, such as metals and mining, as well as most other natural resource industries, a period of long-term contraction in outmoded and costly capacity will evolve. This will be supplanted by new, lower cost capacity in some cases, but only if the total cost of production, including cash operating and debt service costs comes in at or below current market conditions. The industrial outlook can be characterized as bearish. As one major U.S. bank economist put it, mining companies planning their five-year forecast from 1984 out, should take the current market conditions and straight-line them to the end of the decade. With low growth and low inflation, the real price of metals will remain flat or slightly declining. As a result, capital funding will be problematic. The low cost producer, that is one with low cash costs and low principal and interest costs per unit of production, will succeed.

The outlook for coal continued to improve in 1980, fueling expectations that a long-awaited boom is at hand. The surprising surge in coal exports contributed to the latest wave of optimism. Overseas exports hit 66 Mt in 1980, buoyed by a significant increase in demand for steam coal, up from 1979's 2.3 Mt to 15 Mt in 1980. US coal production rose 6.9% to 750 Mt in 1980 and total coal consumption increased 8.1% to about 725 Mt, due primarily to higher world oil prices and setbacks in the US nuclear power industry. Yet the industry is beset with problems-both internal and external. Although demand for US coal is growing, the industry's excess productive capacity is estimated at over 90 Mt/a. Public utilities, where real increases in coal consumption must come, are still moving slowly, blaming delays on antipollution equipment costs. Coal supplies are uncertain, subject to the vagaries of the UMW. For the sixth time since 1964, the coal industry and UMW failed to renew their labor contract without a national strike, reinforcing the perception held overseas that the US is not a reliable supplier. The expected boom in coal exports will, in part, depend on our ability to assure foreign buyers that US sources are dependable. The US industry is also plagued by inadequate facilities linking mines and consumers: inadequate rail systems, coal ports, and barges, For US producers to be competitive, ports must be expanded, rail lines improved, and harbors dredged to allow 136-kt ships to load coal. The im¬provements will require an enormous commitment and investment. Despite these major problems and unresolved issues, two factors continue to favor an increased reliance on coal as an energy source: abundant US reserves and coal's comparative price advantage. Coal's performance in the 1980s may at last exceed its promise.

OSIRIS is a continuous monitoring system for respirable dust which has been specifically designed for mining and related industries. By using the latest microprocessor technology, OSIRIS provides a sophisticated dust measuring system which is a cost effective alternative to regular gravimetric sampling. The system is certified intrinsically safe for use underground. Up to eight underground OSIRIS sensors can be controlled and monitored by a single IBM PC computer located at the mine surface. This computer provides continuous and instantaneous information about the dust concentrations at the sites being monitored. Information is available in tabular and graphical form. The paper gives details of proving trials of the OSIRIS system in some UK coal mines. During these trials, adjacent OSIRIS sensors placed on the same underground roadway cross-section gave virtually identical results. Throughout a good correlation was obtained with conventional gravimetric dust samples. The OSIRIS equipment proved both reliable and easy to operate. Detailed stratigraphic studies of the overburden at North Carolina Phosphate Corporation new South Creek Mine have delineated several aquifers and acquicludes within the 30-meter-thick overburden section of late Pleistocene sands and clayey sands. A major aquifer occurs in the 10-meter-thick sequence of shelly sands of the early Pleistocene Croatan Formation. The water-charged Croatan sands thicken into a paleodrainage surface on top of the Pliocene Yorktown Formation, a major aquiclude. A three-phase dewatering program is projected: 1) improve surface drainage around mine perimeter to reduce both flowage into the pit and rainfall recharge; 2) use a wellpoint system to dewater the upper 8 meters; and 3) use recharge wells along the axis of the paleo- drainage to dewater the overburden below 8 meters.

The latest resource estimate for the Caspiche gold/silver/copper project in the Maricunga region of Chile was released by gold explorer Exeter Resource Corp. The resource is low grade, but bulk minable and drilling to date has shown a NI 43-101 compliant inferred resource of 1,117 Mt (1.23 billion st) grading 0.55 g/t (0.016 oz/st) gold, 3.81 g/t (0.111 oz/st) silver and 0.22 percent copper. Exeter said these findings make the in situ metals amounts of 609 t (19.6 million oz) of gold, 4.4 kt (137 million oz) of silver and 4.84 billion lbs of copper, which the company relates as 33.7 million gold equivalent ounces using assumed metal prices of $23.33/g ($800/oz) for gold, 35 cents/g ($12/oz) for silver and $2/lb for copper. The deposit is almost midway between Barrick?s Cerro Casale gold deposit and Kinross? Refugio Mine. In a statement Exeter chairman Yale Simpson said ?This updated resource estimate places Caspiche firmly among the world?s largest gold-copper discoveries in recent years and clearly supports our decision to aggressively drill the property, despite the global economic decline. ?We expect that the very substantial copper and silver credits will be extremely important, and will markedly impact the potential viability of Caspiche. Specifically, using metal prices of US$2/lb copper, $23.33/g ($800/oz) gold and 35 cents/g ($12/oz) silver, the 4.84 billion lbs of copper and 4.2 kt (137 million oz) of silver are equivalent to 376 kt and 62 t (12.1 and 2 million oz) of gold, respectively. ?Our recent drilling has defined what appears to be a coherent higher grade central zone associated with a definable early stage diorite intrusion. We expect this zone will be important in developing various mining and economic models for the project,? Simpson said. Exeter is still drilling the deposit to expand the re-source estimate further to the southeast and at depth and to upgrade the higher grade central zone to the indicated category. Simpson said, ?Exeter intends to enhance the value of Caspiche by continuing to de-risk the project through ongoing exploration, metallurgy, engineering, water and environmental studies. These studies will continue through the next 12 months and will lead to a conceptual development study. A timeline for the release of that study is being formulated. The project budget for the next 12 months is C$14 million.? Mineweb reported that Caspiche is likely too big of a deposit and at too high of altitude for Exeter to handle alone. Exeter will be looking to other majors, or perhaps the Chinese, to help develop this huge orebody. But, in the meantime, it also has its high grade Cerro Moro deposit in Argentina, which could be brought to production relatively quickly and at relatively low cost.

Arch Mineral Corporation and Rocky Mountain Energy's Medicine Bow Mine in Wyoming presented an interesting challenge to the concept of mining a multiple-seam, dipping coal in the Hanna Basin. The 3362 and 2962 pits at MBCC were designed in a multiple seam coal consisting of 4 (and in some areas 5) bands of coal; these coal beds are all in the Ferris formation. The area was subject to some localized faulting and a major fault caused a physical restraint that we mined up against in our final cut. Using a 1570 dragline as the principal stripping machine, the concept of developing a bench for stripping the lower seams from the low-wall side of the pit was initiated. The results of this method of stripping were very satisfying for this pit through the completion of pit life and prompted us to use it in other areas at MBCC and at our other operations. Mining a dipping coal presents a small twist to conventional "flat" coal stripping. The spoil has a tendency to continually try to slide into the pit and the increased overburden on each cut as you mine down the dip creates spoil problems unless adequate design provisions are made prior to stripping.

There is no startling revelation to the fact that the mining industry as a whole is generally moving toward the use of larger equipment to process ores in quantities far greater than what was even considered a decade ago. Trucks and shovels have led the way in extra large machines and many other manufacturers have followed suit in the development of so-called "supers" in their line of equipment. In order to keep pace with the industry, crusher manufacturers have also enlarged the size of their equipment. There is now on the market, a Gyratory crusher capable of accepting a 72" diameter piece of ore. Primary jaw crushers have also increased in size. It is inevitable, therefore, that larger secondary cone crushers would also be required to complement the other equipment used to process these large quantities of ore. This super-size secondary cone crusher is the SYMONS 10 Ft. Cone Crusher. Until 1973, the largest cone crusher built was the 7 Ft. Extra Heavy Duty crusher, which is currently used in the majority of the mining operations throughout the world. The 10 Ft. crusher, when compared to the 7 Ft. Extra Heavy Duty Crusher, is approximately 1-1/2 times larger in physical dimensions; three times heavier; will accept a maximum feed size which is approximately twice as large; and will crush at approximately 2-1/4 times the rate of the 7 Ft. machine at identical closed side settings. It will be the largest cone crusher built in the world. At the present time, Rexnord's Nordberg Machinery Group has accepted an order for two 10 Ft. Standard cone crushers to be delivered to an iron ore mine in South Africa in early 1975.

Ore grindability data based on various techniques to measure comminution characteristics are used to evaluate the crushing and grinding efficiency in mineral processing operations. The importance of achieving improved comminution efficiency, in terms of energy consumption, has been emphasized by recent increases in the cost of electricity. From a theoretical standpoint, the objective of a grinding operation might be expressed as maximizing the production rate at a given grind size while minimizing the energy consumption per ton of material ground. To achieve this objective in an industrial operation presents a challenge especially in view of changes in the raw material which are normally encountered. Various procedures1-5 used to determine energy-size parameters and grindability measurements have been reported. The proposed relationships between particle size and energy consumed have much in common between many of the techniques for measuring grindability. Probably the most widely used parameter to measure ore grindability in recent years is the Bond work index6, Wi, which is defined as the kw-hr per ton required to break from infinite size to a product size of 80 percent passing 100 microns. If the breakage characteristics of a material remain constant over all size ranges, then the calculated work index would be expected to remain-constant since it expresses the resistance of material to breakage. However for most naturally occurring raw materials differences exist in the breakage characteristics depending on particle size, which can result in variations in the work index depending on grind size. Consequently work index values are generally obtained for some specified grind size which typifies the comminution operation being designed or evaluated.

The Guillermo Gaviria Echeverri tunnel and its access roads project in Antioquia, Colombia is a mega infrastructure project that includes a road network with the longest tunnel in Latin America and several short tunnels, the latter being the focus of this study. The design of the project required careful consideration of several special factors, such as the tunnels’ steep slopes of up to 5%, high fire load of 100 MW, bidirectional operation, and short lengths that make it difficult to place ventilation equipment. The combination of all these parameters cause a challenging design problem for the ventilation systems and smoke control of the short tunnels. To address this challenge, a risk assessment study was conducted to support the design of a new and innovative ventilation strategy that deviates from relevant guidelines and standards, like the Austrian RVS [1][5][6] or the German EABT [8] in order to provide a customized solution for this particular project. This strategy resulted a cost-effective solution, that allowed a reduction in the number of required jet fans and at the same time reaches or reduces the risk level compared to traditional ventilation strategies.

"Estimating and managing the costs of complex infrastructure projects – in the planning/design and construction phases, for both owners and contractors – has been a challenge for decades. The more complex and technologically advanced the project, the greater the uncertainty, including potential risks that are important to owners and contractors, such as:• Cost risks to owners – meeting budget and schedule, maintaining public credibility.• Cost risks to contractors – profit, consequences of loss, impacts to reputation/future work.This concern has been addressed in various ways by the underground construction industry for some time (Reilly, 2001). In particular, while significant advances have been made in cost estimating for the planning and design phases (Reilly et al., 2004), that are important to agencies and political decision-makers, it is not apparent that these advances have been widely adopted for construction cost estimates. The reasons for this may relate to lowbid considerations – any method that tends to increase the contractor’s cost estimate, by including risk or likely costs, could lead to an erosion of the contractor’s competitive position – if others are not similarly required to include such costs.Different cost estimating methods produce different levels of information. Specifically, there is a large difference in the character and depth of information if a deterministic (quantities times price plus a contingency) and risk-based cost methods are used. It is this difference in character and depth of information that is the reason that risk-based cost estimating has potential value for owners and contractors. Figure 1 presents hypothetical cost results from deterministic and risk-based methods and illustrates some of these differences.In Fig. 1, the results for deterministic and risk-based cost estimates are given related to the potential profit or loss for a typical project. As is evident in this example, there is significant potential for costs to be realized that are higher than the proposal/bid value estimated using a deterministic approach, with a 15 percent probability of a loss. There is a 30 percent probability that the project will have a reduced profit. There is a 55 percent probability that the project will return a good profit. The concept of "heat recuperation" for the grate-kiln pelletizing system was first implemented at the Sydvaranger plant in Norway in 1974. Essentially, heat recuperation involves bringing hot air from the second stage of the pellet cooler to the drying zone to increase drying-air temperature to the maximum limit. 'Burner-fuel savings result from a lower kiln secondary-air mass flow at a higher temperature. Because of the fuel benefits achieved at Sydvaranger, heat recuperation has been included innumerous new grate-kiln plants built since then, and some older plants have been retrofitted for heat recuperation. In recent years there has been much confusion about the fuel benefits of heat recuperation. To answer some of the questions, a mathematical model was developed and plant tests were conducted at Minntac Phase 111. Minntac is a magnetite taconite concentrating and pelletizing plant, and Phase III has two indurating lines. This paper presents the results of the studies and plant tests.

Accurate prediction of recoverable reserves are key to the development and planning of a mining operation. Recovery functions for tonnage, quantity of metal and ore grade are defined and two approaches for their estimation are proposed. The indicator kriging (IK) approach draws on the data rank orders, whereas the multi-gaussian (MG) approach relies on a grade multi-variate distribution hypothesis. Although based on different premises, both approaches yield remarkably similar--and accurate--estimates for recoverable reserves.

"The objective of the study conducted by the authors is to determine what media size(s) addition will maximize any given plant ball mill’s grinding efficiency (Fig. 1). The functional performance parameters “mill grinding rate through the size of interest,” and “cumulative mill grinding rates” from both plant and smallscale tests are applied to this task. A plant media sizing methodology, and industrial case studies, are provided.BackgroundA previous article (“Ball mill classification system optimization through functional performance modeling,” Nov. 17, McIvor et al., 2017, Mining Engineering) described circuit classification system efficiency (CSE), equal to the percentage of coarse (plus circuit P80 target size) material in the ball mill. It can be measured and then increased through pump and cyclone adjustments. By so transferring the application of ball mill power from fine (minus P80 product size) to coarse material, circuit efficiency is increased and overgrinding is decreased.The other factor that determines overall circuit efficiency is how well the power that is applied to the coarse material grinds it. This is affected by design and operating variables like the media sizing and mill percent solids. From circuit functional performance (McIvor et al., 1990):Circuit production rate of new fine material (t/h) = Power applied to coarse material (kW) x Mill grinding rate of coarse material (t/kWh) (1)The power applied to coarse material is the total mill power multiplied by the CSE. Therefore:Circuit production rate of new fine material (t/h) = Total mill power (kW) x CSE (%) x Mill grinding rate of coarse material (t/kWh) (2) Production rate, mill power and CSE can be measured during a plant circuit survey. The mill grinding rate of coarse material is then calculated. At the circuit target P80 size, this is the mill grinding rate (of coarse material) through the size of interest. The objective is to maximize this rate. The mill grinding efficiency can also be calculated by taking the ratio of the mill grinding rate over the material’s grindability as measured in the lab. Mill percent solids optimization has thusly been achieved (McIvor et al., 2000). For media sizing, maximizing the mill grinding rate on a given ore is equivalent to maximizing the mill grinding efficiency. Ores of different grindability will be part of the discussion."

Kaolin is an important industrial mineral. It has unique properties, which combined with its low cost, make it suitable for use in a wide variety of products. Kaolin is defined as "any of a group of clay minerals, including kaolinite, nacrite, dickite, and anauxite, with a two-layer crystal in which silicon-oxygen and aluminum-hydroxyl sheets alternate; approximate composition is AlZ03-ZSiOZ-1/ ZHZO".-The kaolin discussed here is composed chiefly of the mineral kaolinite. Kaolin is also commonly referred to as "china clay". Approximately 4.9 kkg (5.4 million short tons) of kaolin was sold or used in the United States, and .8 million kkg (.9 million short tons) was -exported in 1974. In domestic usage, paper coating and filling accounted for 43% of the total, fol-2/ lowed by refractories, rubber, and ceramics.-Figure 1 shows the amount of kaolin sold or used by domestic producers for specified uses for the years 1963-3/ 1973.- Kaolin was produced at mines in 14 states, but Georgia accounted for 75% of the 1974 domestic production. The average value for all grades was $36.00/kkg 4/ ($32. 67/ton) .-

Approximately 3 percent of the raw coal processed in U. S. Steel coal-preparation plants ultimately reports to slurry- tailing disposal. The usual disposal method is to pump the refuse slurry containing the minus-48 mesh (300 µm) refuse into dams or impoundments that are constructed of the coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, West Virginia and the sliding failure of a coarse refuse pile at Aberfan, Wales, England, resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of Federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal areas. As a consequence of these regulations the use of the landfill/impoundment method of disposal became in some cases economically urlfeasible or technically impossible. U, S. Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, Portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition it was decided to study the stabilization of fine-coal-refuse slurry through use of cement-type additives.

Upgrading molybdenite ore can be technically difficult and expensive if talc is a major impurity in the ore. The layered structure of molybdenite and talc decreases the surface specificity of floatation and suppression agents, thereby making molybdenite ore beneficiation inefficient if under some wet processing methods. However, oxidic talc surfaces may be distinct from the sulfidic or oxysulfidic molybdenite surfaces, such distinction related to electron work functions and/or densities of electron donors/acceptors sites. If such differences are present, the upgrading of finely sized molybdenite ore by dry triboelectrostatic methods may hold advantages over traditional wet methods. We report on the upgrading of molybdenite ore using a laboratory-scale, drytriboelectrostatic beneficiation system. This system employs pneumatic transport conditions to tribocharge, beneficiate and collect the fine molybdenite ore particles. Using this system, two Mo ores were beneficiated under dry conditions without the addition of water or surface modifiers and additives. Beneficiation performance was dependent on the particle size of the feed ore. The surface and particulate morphology and elemental concentrations in the parent feeds and the beneficiated products were examined by scanning electron microscopy (SEM) and optical microscopy. These data, in conjunction with a complete recovery analysis, define some potential advantages of dry, triboelectrostatic beneficiation processing and provide insight into factors controlling molybdenite ore upgrading.

Monitoring devices have been installed at several mine sites to assess the potential for the development of acid rock drainage (ARD) in waste rock, spent ore, and tailings material. In addition, instrumentation has been designed for monitoring changes in water quality in pit lakes. These devices monitor temperature, oxygen, water movement, and water chemistry in the waste rock pile. This information can be used to evaluate the current and future ARD risk, the effectiveness of caps and covers, and provide information to aid in the design of other reclamation strategies that limit ARD development. The instrumentation includes nested thermistors and oxygen sensing ports, neutron access tubes, heat dissipation units (HDUs), and lysimeters. Many of the monitoring devices can be linked to a datalogger and telemetry systems, enabling monitoring data to be downloaded from the office.

Coal froth flotation cells typically receive little attention in coal preparation plants. They process only a small portion of the total coal feed (perhaps 5-1 0% of the total plant feed in the United States), they are viewed as a way to take the load off the refuse thickener, and their operation is not well-understood by cleaning plant operators. Operating parameters are set based on the equipment supplier information, and reagent dosages are set at the recommendation of the latest chemical vendor. The cells then operate day in and day out, recovering coal and producing a product that may not meet ash or sulfur specifications or that may be the wrong percent solids for downstream dewatering operations. If improvements can be made to this circuit, then the whole plant will benefit. Paying attention to rate and residence time and the wealth of data from the literature or from a series of targeted laboratory tests can give operators the key to improving the performance of froth flotation cells AND overall plant performance. This paper provides an overview of froth flotation rate and residence time data and gives practical suggestions for specifying and using laboratory tests to improve froth flotation performance. Suggestions for improving froth cell performance are also given based on available literature data.

"Respirable dust in underground coal mines has long been associated with lung diseases, and regular dust sampling is required for assessing occupational exposures. At present, respirable dust concentration and crystalline silica content are commonly determined, but considering recent and yet unexplained increases in the incidence of lung disease amongst miners in specific geographic regions, more information about specific dust characteristics is urgently needed. While particle-level dust analysis is ideal, it is impractical for large numbers of dust samples because it is both time and cost intensive. Thermogravimetric analysis (TGA), however, is an alternative option, which offers the ability to determine the total coal to mineral mass ratio in a dust sample – analogous to proximate analysis of bulk coal samples for determining ash content. Here, preliminary development of a TGA method for this purpose is presented. The method is being developed to evaluate dust collected on mixed cellulose ester (MCE) filters using approved permissible sampling equipment. INTRODUCTION Based on the particle size, airborne mine dust can be classified in three categories: inhalable dust (< 100 µm in size), thoracic dust (< 25 µm in size), and respirable dust (< 5 µm in size) (Ramani et al., 2003). The World Health Organization (WHO, 1999) defines inhalable dust particles as those which can be breathed into the nose and mouth, and thoracic dust particles as those which can penetrate airways of the head and enter the airways of the lung. On the other hand, respirable dust particles can penetrate beyond the terminal bronchioles into the gas-exchange regions (alveoli) of the lungs (WHO, 1999). Hlavay (1992) reported that the seriousness of the damage in the lungs and respiratory tract is based on amount of dust remaining in these organs, and the amount of dust depends on the extent of dust exposure, the size distribution of the dust particles, and the capability of the body for dust elimination. Inhalation of respirable coal dust by miners can cause a disabling and potentially fatal lung disease which is called coal worker’s pneumoconiosis (CWP). Silicosis is another fatal lung disease caused by inhalation of respirable silica dust. In CWP and silicosis, dust particles deposit in the lungs, damage the lung tissue, and ultimately cause scarring which cannot be reversed (Colinet, 2010). While overall incidence occupation-related lung disease amongst coal miners in the US has been declining for over 40 years, it appears that there has been a recent increase in specific locations in Central Appalachia (CDC, 2006; Pollock et al. 2010; Suarthana et al., 2011). Although this trend is yet unexplained, one theory is that particular dust characteristics in these locations may be a factor (Hassan and Lau; Page & Oraniscak 2002). For example, several studies have indicated that different coals may generate different amounts of respirable dust (e.g., see Page, 1993 and Litton and Page, 1994), and the surrounding geology may also play a role in terms of the types of dust particles generated. Although respirable dust concentration and crystalline silica content are commonly determined as part of regulatory compliance sampling, more information about specific dust characteristics (e.g., size, shape and composition) is urgently needed."

Enclosed cabs have been used for many years to isolate workers on mobile equipment in the mining industry for health and safety reasons. These enclosed cabs create a microenvironment for workers where they can be either more protected or more vulnerable to contaminants. Over the past decade, the U.S. National Institute for Occupational Safety and Health (NIOSH) has performed substantial research efforts to improve the air quality inside enclosed cabs of underground and surface mobile mining equipment. In these efforts, NIOSH has partnered with mining companies, original equipment manufacturers (OEMs) and manufacturers of filtration and pressurization systems in a synergistic effort to reduce respirable dust and improve the air quality inside these enclosed cabs. Various field studies over this time have shown an array of results ranging from very minor to very significant reductions (protection factor: 3-89) in respirable dust levels inside these enclosed cabs. In addition to and concurrent with the field work, NIOSH also performed a comprehensive laboratory study to evaluate all the factors involved in cab filtration and pressurization systems and identified those factors that were most significant for an effective system. From this comprehensive research effort, the key components for an effective filtration and pressurization system have been identified in an effort to provide the best air quality to equipment operators inside of enclosed cabs of mobile mining equipment, thus minimizing respirable dust exposure.
