This paper presents an overview of surface mining activity in the Canadian oil sands and how the mine operators interact with the province of Alberta's Mine Financial Security Program (MFSP), which took effect April 1, 2011. The MFSP approach to reclamation assurance results in the government of Alberta sharing a portion of reclamation liability through the majority of an oil sand mine's life. In order to determine the potential fiscal magnitude of this shared liability, an examination of the expected costs of oil sands reclamation activities through a study of corporate asset retirement obligation (ARO) liabilities and other corporate disclosures is presented. The province of Alberta's Environmental Protection Security Fund (EPSF), which formerly secured oil sands mine reclamation activities is discussed. Reclamation costs in the oil sands are poorly understood. The MFSP provides what it characterizes as a conservative estimate of C$75,000/ha, while corporate disclosures by Canadian Oil Sands Ltd. place expected costs at C$180,000/ha. There is significant risk associated with the apparent uncertainty surrounding reclamation costs.

The recent discovery of large amounts of helium-3, a valuable thermonuclear fuel, on the surface of the Moon has prompted engineers and scientists to examine the commercial attractiveness, thetechnological feasibility, and the environmental features of this important resource. The main feature of this fuel cycle is the low (˜ 1%) fraction of energy released in neutrons. Such low neutron fluxes result in important reductions in the amount of radioactivity, afterheat, and radiation damage in a fusion power plant. On the other hand, the high fraction of energy in charged particles and synchrotron radiation can be directly converted to electricity, resulting in very high efficiencies of electricity production (˜60.70%). It has been shown that there is 10 times more energy in He3 on the Moon than there ever was in fossil fuels (i.e., coal, oil, and gas) on the Earth. The techniques and equipment needed to extract the helium-3 have been examined and internationally acceptable mechanisms for the industrial development of this resource have been outlined. This paper expands on the financial, environmental, and technical aspects of the recovery of helium-3 for use in the 21st century.

Subsidence movements have damaged houses, schools, streets, and public utility lines in some undermined sections of Belleville and Maryville, Ill. In cooperation with local officials and the State of Illinois, the Interior Department's Bureau of Mines is sharing experience in backfilling abandoned coal mines to demonstrate that bituminous coal mine workings in south-western Illinois can be successfully backfilled and subsidence-prone areas stabilized. Subsurface investigations revealed that mine workings are dry and underlain by underclay deposits susceptible to instability upon wetting. Backfilling will therefore be accomplished by pneumatic injection instead of the hydraulic methods used in previous subsidence-control projects.

At our annual meeting in St, Louis, Mo. in February 1961, we presented a comprehensive paper (No. 61-B-22) on the subject of "Blending and Handling of Materials for Agglomeration". In that paper you will find a discussion on the difference between "blending" and "mixing". With regard to "blending" we brought out the facts of its usefulness for the preparation o materials in an agglomerated mass to attain controlled chemical and physical uniformity. "Mixing" was discredited as not being useful for the attainment of uniformity of any kind.

This paper will present an overview of several hydrometallurgical processes which can be used for sea-nodule metal recovery and some simplified economics. Before going any further, here are some of the basic figures from which the economics were developed. The first is to establish a representative composition for a typical nodule feed (Slide 1). This set of chemical analysis figures can be taken as typical for a deep Pacific nodule feed and shows manganese at 30%, copper at 1.1%, cobalt at 0.2%, nickel at 13% and iron at 10% for the metals of economic interest1.

By means of laboratory balling tests and a procedure for determining bentonite concentration in a green ball the present study revealed that the bentonite savings by mulling concentrate and bentonite prior to balling was sufficient to warrant installation of a full-size unit in a pellet plant. On the basis of this work, a muller was put on stream at Bethlehem Steel Corporation's Cornwall pellet plant in June 1969, and has operated continuously since then. Plant tests showed that the use of the muller resulted in bentonite savings of about -502 without any loss of green, dry, and fired ball quality. Virtually no maintenance problems have been encountered. This information is important to future pelletizing operations both from the standpoint of product quality and economics.

An important factor in filtration is the zeta potential of the particles. Since zeta potential is a function of pH, it was hypothesized that adding CO would lower the pH and zeta potential. A reduction in zeta potential should enhance the flocculation and increase the filtration rate. This paper describes the effects CO on the zeta potential of both pure hematite and samples of hematite concentrate from an iron ore processing plant. A significant shift in the zeta potential, as a function of pH, curve was observed. These results point to an alteration of the particles mineralogy, not just a shift in pH.

The stable domestic supply of gallium, indium, and germanium has been identified as a critical need for the United States. Electric arc furnace dusts, processed to recover zinc, produce a residue that could be a potential source of these critical materials. An industrial zinc leach residue was characterized to determine its particle size, chemical composition, and predominant mineral phases. Heated, atmospheric, agitated leaching using sulfuric acid and hydrochloric acid was examined to determine the extractions of gallium, indium, and germanium as a function of concentration and temperature. Extractions of gallium were found to be similar to iron in all experiments. The maximum percentage of Ga, Ge, and In leached into solution were 71%, 63%, and 48%, respectively.

Massive banded Fe-Zn-Cu-Pb sulfide deposits in the Bagdad are associated with metamorphosed eugeosynclinal mafic volcanic and intrusives rocks Precambrian age. The geologic environment is very similar to that of the Jerome-Prescott area which lies 70 km. east of Bagdad. Mining of massive sulfides deposits began in 1917 on the Copper King mine in spite of its early discovery and the discovery of the Old Dick mine in 1882. The first shipments of zinc ore from the Copper King were hand sorted and averaged 46.89% Zn, 5.7 oz. Ag, 3.58% Pb and 1.68% Cu. Oxidized copper was first produced from the Old Dick mine in 1943~ In all, five deposits of massive sulfide ores have been mined in the Bagdad for a total production of nearly 2 million tons with an average grade of 12.0% Zn and 3.6% Cu. The largest deposit, the Bruce mine is currently closed because reduced metal prices and has produced a total of 823,000 tons of Zn-Cu ore to date. Mining of massive sulfide ore in the Bagdad area is presently idle. However, the potential for locating yet undiscovered ore bodies is good. Exploration for new ore bodies is difficult at best due to the complex geologic history of the area, the small size of individual ore bodies and lack of understanding as to the formation of massive sulfide deposits. The purpose of this investigation was to obtain a better understanding of the host rock formations through detailed geologic mapping, petrography and chemical analysis.

It is widely accepted that particles stabilize flotation froths and that stable froths result in improved flotation performance. Predicting the effect of particle addition on froth stability is, however, challenging. Furthermore, there is currently no technique that allows the prediction of the effect of different flotation reagents on froth stability, without carrying out froth stability experiments.

"Shale gas has become an increasingly important source of natural gas supply in North America and around the world. Horizontal drilling and multi-stage hydraulic fracturing are the two key enabling technologies for the economic development of these shale gas reservoirs. It is believed that gas in shale reservoirs is mainly composed of free gas within fractures and pores and adsorbed gas in organic matter (kerogen). It is generally assumed in the literature that the monolayer Langmuir isotherm describes gas adsorption behavior in shale gas reservoirs. In this work, we have analyzed several experimental measurements of methane adsorption from the Horn River Shale core samples that obey the Langmuir isotherm. INTRODUCTION In nature, gas shales are characterized by extremely small grain size, extremely low permeability on the order of nano-Darcy (10-6 md), small porosity, and high total organic carbon (TOC). Shale can serve as both source and reservoir rock. The amount of gas in place in shale is strongly affected by the TOC, clays, and the adsorption ability of methane on the internal surface of solid (Martin et al., 2010). Since a considerable amount of gas in shale reservoirs is adsorbed, investigation of gas adsorption can provide critical insights into evaluation of well performance and reservoir characterization. Generally, natural gas in shale reservoirs is stored as free gas in both larger mineral pores and natural fractures, as well as adsorbed gas within organic matter (Leahy-Dios et al., 2011). EXPERIMENT METHOD & THEORY Adsorption Experiment Several experiments were carried out on 9 shale core samples obtained in a vertical well drilled within Horn River basin (Figure 1). The CH4 adsorption isotherms were measured for the different depth. In order to measure the amount of adsorbed gas, the high pressure Belsorp-HP equipment applying volumetric method was used. The temperature was kept at 298 K and pressure was increased up to 18 MPa. Approximately 5 g of crushed sample was used for each measurement."

Solving ventilation networks of natural air splitting is a classical problem in mine ventilation. A common approach to this problem is to formulate it based on Kirchhoff's voltage and current laws and obtain the solution by an iterative technique known as the Hardy Cross method. In this paper, it is shown that the problem can be formulated and analyzed as an unconstrained optimization (minimization) problem. The computational experience with the method of conjugate gradients is also discussed.

INTRODUCTION The term "dewatering" refers to removal of water from coal. Water associated with coal can be categorized as "free or surface" and "inherent or chemically bound" moisture.' The free moisture is found on the surface of coal, in capillaries and small spaces between two or more particles. The inherent or chemically bound water is found in the interior of the coal and as part of coal structure. A significant amount of free moisture can be removed by mechanical dewatering techniques. However, inherent moisture can only be removed by applying energy intensive techniques, e.g., direct or indirect heating. Moisture in the coal offsets some of the benefits of coal cleaning. Extra water in clean coal adds to extra cost in transportation, heat lost during vaporization, and plugging of chutes. From a utility perspective, a 1 % increase in moisture can offset a 4.5% decrease in ash.2 Mechanical dewatering can be classified into two major process categories according to the principles involved, namely, 1. Sedimentation-liquid is constrained and particles move freely. 2. Filtration-particles are constrained by a medium and the liquid flows through. Each of the process categories is composed of various separation techniques shown in Fig. Equipment currently being used by the mechanical dewatering of coal of varying size ranges and final moisture content is illustrated in Fig. 8-2. This figure indicates that sizes larger than 13/, in. (37.5 mm) present no particular dewatering problem. Shaker screens of the very crudest types and designs are capable of producing these sizes at low surface moistures. High-speed vibrators are used for the intermediate sizes and can be used for smaller sizes down to 0.02 in. (0.5 mm) if high moistures (15% surface moisture or greater) can be tolerated in the product. Usually, however, the vibrator is not used below 3/, to 3/, in. (9.5 to 6.3 mm) because of the moisture associated with these fine sizes. At this level, centrifugal force is usually employed to aid dewatering. Concrete pipes and small boxes have been installed by the jacking method. This paper will describe a recent project were large concrete boxes were installed by the jacking method. This project is in the city of Boston, MA. By now everyone in the USA knows something about this project. The project official name is The Central Artery/Tunnel Project (CA/T). This is the biggest public work project in the USA right now, with an estimated construction cost of 14 billions. The main objective of the CA/T project is to replace an existing artery built in the 1950s to increase capacity and safety. One section of the new artery will cross under several railroad tracks near the South Station. To construct the section of the new artery under these tracks, big concrete boxes were installed by the jacking method. The jacking method can be used to install pipes, small concrete boxes, and the CA/T project has demonstrated that big concrete road tunnel boxes can be installed by jacking.

The grinding process in the mining industry has seen an increased throughput to accomplish greater production and lower overall production costs. Up to 8-9 MW, a single motor can be connected to drive the mill through a pinion and ring gear. Above the single-pinion drive limit, the dual pinion approach was developed to allow two drive motors to be used. This allowed the mill input power to be increased to 16-18 MW. Recent developments in clutch and ring gear materials and design are allowing greater input powers of up to 20 MW to be considered. To avoid damage to the ring gear by uneven load sharing between the two motors, it is critical that the two machines accurately share load. This is typically achieved by either drives capable of controlling load torque between motors or using a GE proprietary control system that accurately controls the load torque from each motor.

The successful selection of a slurry pump depends on the accuracy and completeness of the information provided for the application. Inaccurate or incomplete information can result in incorrect pump selection and / or operational problems. Some information is more critical to the selection process than other information. A full description of the slurry (liquid -solid mixture) including the particle size distribution and maximum concentration, the flow, head and NPSH requirements are most important for successful slurry pump selection and operation. Common problems resulting from improper slurry pump selection will be discussed to illustrate the need for correct selection requirements.

Public Law 91-190 - January I, 1970 states that, "The purposes of this Act are: To declare a national policy which will encourage productive and enjoyable harmony between man and his environment; to promote efforts which will prevent or eliminate damage to the environment and biosphere and stimulate the health and welfare of man; to enrich the understanding of the ecological systems and natural resources important to the Nation; and to establish a Council on Environmental Duality." The administrative aspects of this National Environmental Policy Act of 1969 have in essence established the requirement that all agencies of the Federal government assess the consequence of their actions with an Environmental Impact Statement. Furthermore, five states have already enacted environmental legislation, and others will surely follow. The Environmental Services Project Director for Dames and Moore has stated in the June issue of that company's publication, "Elements," that, "The nuclear power industry has perhaps been most affected to date by the Act [NEPAL but recent court decisions, legislative trends and general public concern will accelerate the spread of the Act's impact on other industries. Mining and petroleum are already involved in environmental affairs." There can be little doubt that within a very short time all environmental aspects of the minerals industry will be strictly regulated and monitored by some agency of Federal and/or state government. Indeed, it is probable that any future effort to extract natural resources will be contingent upon a favorable review of an Environmental Impact Statement. It is also quite possible that continuation of present operations will have to be justified on the basis of proof of an acceptable environmental impact. It is the objective of this paper to present some ways in which remote sensing technology can be applied toward an efficient collection of environmental data necessary for the preparation of an Environmental Impact Statement.

The plate tectonic setting, regional geology, and certain aspects of the economic geology of the iron-rare-earth-nio-bium ore bodies at Bayan Obo, Inner Mongolia, China, were studied by a team of geologists from the Tianjin Geologic Research Academy and the U.s. Geological Survey between 1987 and 1989. These ore bodies were formed by hydrothermal replacement of Middle Proterozoic dolomite in an intracontinental rift setting. A variety of veins and/or dikes that have a carbonatite-like mineralogy cut the footwall clastic rocks and migmatites. A stockwork of veins occurs at several locations in the footwall. The hanging wall is a shale that has been converted to a K-metasomatite and has microcrystalline potassium feldspar as its principal constituent. This shale served as a sealing caprock that contained the chemical solutions that reacted with the dolomite and that created the enormous concentration of mineralized rock in an 18-kilometer-long syncline. The rocks that host these ore bodies and the associated mineralized areas occur today as roof pendants in granitoid rocks of Pennian age that were emplaced during a continent-to-continent collision during that period.

INTRODUCTION, CONCEPTS, AND MEASUREMENT Introduction Periods in the history of man, from his earliest appearance to the present, are often characterized by the principal materials used. In nearly all cases, the material or fuel is of mineral origin-stone, copper, bronze, iron, coal, and so forth-indicating the principal ingredient of the tools or source of power of the period. Each of these periods represented great improvement over the preceding one in terms of human well-being, as measured by population growth and other indicators (Cipolla, 1978). A major reason for the improvements in production and well-being was the nature of the material or fuel, each successively superior to the preceding, which made it possible to produce more food, fuel, shelter, and clothing with a given amount of labor. If we accept this well-documented description of economic progress as accurate, we may then turn to the consideration of two related questions concerning this development. The first, easily answered,-is why man spent long periods of time (millenia, in many cases) making tools from inferior materials, such as copper, instead of passing directly to superior materials, such as iron and steel. The second, closely related question, concerns the relation between the rate of economic growth and the quantity of mineral reserves available at any time. For the first question, the answer is that the technology required to discover, extract, and process each successive material had to be discovered and developed before the material could be used. Once the technology was available, the new material could be and was exploited widely, raising productivity-output per unit of labor- and consequent consumption per person. This familiar idea underlies a fundamental principle of the economics of resources, namely, at any time, available resources depend upon available technology. No mineral or other raw material is a resource unless the technology has been developed to utilize it. But once the technology is at hand, the new resources associated with it provide the means for economic growth and rising levels of living. This principle is subject to certain conditions. For example, governments or other institutions may prevent a mineral from being used, even though the technology is available. And, if a mineral is located in a remote place, transportation charges may make it uneconomic to exploit. Such minor qualifications do not, however, change the thrust of the argument that technology is the overriding determinant. With respect to the second question, it might seem apparent that the greater the quantity of reserves available, up to some point, the more economic growth will be facilitated. This line of reasoning leads to the conclusion that as re- serves are consumed the quantity available will be reduced and economic growth will eventually be restrained. Reasoning of this sort underlies much popular (and scholarly) thought, in which depletion of mineral and other resources is assumed to lead to constraints on economic growth, through higher materials costs and absolute limitations on materials use.
