Throughout time, the mining industry has been very successful in meeting the world's requirements for metals and materials while meeting the challenges of decreasing ore grades and increased emphasis on protection of the environment. This success has been due to the development and implementation of new technologies. A clear example of such a development over the past 25 years is the increasing use of leaching/solvent extraction/electrowinning for the recovery of copper from oxide and sulfide ores. The key to the successful introduction of this technology was the discovery and development of the hydroxyoxime liquid ion exchange reagents by General Mills Chemicals (now Henkel Corporation). An important role was also played by the close working relationships between General Mills Chemicals and Ranchers Exploration which resulted in startup of the first plant in 1968 and between General Mills Chemicals and Bagdad Copper which resulted in the startup of the second copper SX-EW plant in August of 1970. Following on the heels of the hydroxyoxime development came the commercialization of other new chelating reagents based on different chemical functionalities, i.e., beta-diketones, alkylated 8- hydroxyquinolines and sulfonamidoquinolines. This initial spurt of activity was then followed by a slowing of development in terms of new reagent functionalities. Activity has continued in terms of further optimization/improvement of existing reagent functionalities but the commercialization of new reagent functionalities has slackened. This observation reflects the fact that the development of new reagent functionalities for metal recovery has become increasingly more expensive such that the right combination of price and sales volume must exist in order to justify the investment required to bring a new reagent to the market place. Given the dependence of the mining industry on innovation to meet the needs of the future, one can ask how these new developments, particularly in new reagents, will occur. Since 1993, Newmont has been actively growing through the development of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru began operating in October 1993 at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau Joint Venture in Uzbekistan, the first of its kind in the CIS. In early 1996, Newmont started operating the Minahasa mine in Indonesia. Now, in early 1997, Newmont is undertaking the construction of a $1.9 billion project in Indonesia and is completing a feasibility study with our partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards, and Newmont has been very successful in all of them through risk mitigation programs including utilizing strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, utilizing World Bank, EBRD and IFC financing and building and maintaining strong ties with host governments. This paper describes in more detail, some of the risk mitigation programs that Newmont has used to successfully grow the company through development of major foreign mining operations.

The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

Shovels, trucks and repair bays for the trucks each play their role in the capacity of an open pit operation. It is therefore convenient to have a procedure for the capacity calculation which takes all 3 factors into consideration in a comprehensive manner. This can be done by means of a cycle model, earlier developed for the shovel-dumper circuits, when the repair facility with its number of repair bays is added as a superimposed service system, which the trucks visit at certain specified intervals. The calculation model transforms the mechanical availability of the trucks into their operational availability. The system's capacity in truckloads per shift and the trucks' operational availability of certain combinations of shovels, trucks and repair bays are shown.

Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

New South Wales (NSW) and Queensland dominate Australian black coal production and exports. NSW produced 86 Mt (95 million st) of saleable coal in 1994, a doubling of output since 1980. Asian demand for thermal and coking coal has driven this growth. This high Asian demand is expected to continue and NSW will seek to secure its share. History The history of the New South Wales (NSW) coal industry can be traced to 1797 when coal was first taken from Newcastle to Sydney (Ellis, 1969). At that time, NSW was a British colony, independent from the other colonies, such as Victoria and Queensland. Australia, as a federation of colonies, did not exist until 1901. The Newcastle coal industry grew through the 1800s in line with the growth of the colonies. Several events spurred demand for Newcastle coal. These included: ? The NSW and Victorian gold rushes of the 1850s and associated population growth. ? The development of steamship traffic at the expense of sail. ? The development of railways and town gas supplies. By 1900, Australia was producing 6.4 Mt (7 million st) of coal, most of it from NSW. By then, NSW had established strong export markets in Indonesia, China, Japan and New Zealand. The history of energy consumption is marked by continual competition, changing intensity of use and substitution. From 1900 to 1940, the Queensland, Victorian and Indonesian coal industries developed at the expense of NSW exports. Similarly, New Zealand developed its hydroelectric industry and thus declined as the largest customer for NSW coal. Oil replaced steam in the shipping and railway markets and electricity replaced gas for lighting. Industrial efficiencies also affected coal. Between 1928 and 1938, coal consumed in generating power fell from by 17% on a kilowatt hour basis and, during the same period, the amount of gas produced per ton of coal rose by 18% (Shaw and Bruno). Faced with these pressures, production and exports stagnated. By 1941, Australian black coal production was 14.2 Mt (15.6 million st). NSW's production was 11.7 Mt (12 million st), up only 19% from 1912. Exports had virtually ceased (Fig. 1). In such circumstances, the industry had lost focus. Marble is a preferred surfacing material in up-scale buildings. Its use increased in the 1870's with rising national wealth and declined in the 1950's when synthetic materials for these applications were developed. Natural marble is now limited to high-end domestic and commercial structures. Cultured marble is a paste of white marble dust and polyester resin cured in molds yielding fixtures of specific finished dimensions. Dyes incorporated at different stages in the mixing cycle mimic shades and veining of natural marble. This paper discusses the filler requirements for cultured marble production and reviews new techniques to cut and finish natural marble.

Theoretical considerations, experimental results and plant experience have lead to a new design concept called the unit reactor approach. It has been successfully implemented to the largest flotation cell on the market, the 4000 cu ft OK TankCell. The work has also lead to a new operating idea called size specific flotation. The paper discusses these concepts in the view of full scale field experiments. In large scale porphyry copper flotation experiments conducted in Chile the new large TankCell with its new low energy input Free Flow mechanism out-performed the more conventional designs. The recovery was substantially better, especially in the coarse fractions. In some experiments the difference in total recovery was up to 10%-units and the savings in total energy consumption at the same time over 40%.

Geologic maps are indispensable tools in the modern search for mineral and fossil-fuel resources. They are the first essential step in understanding the lithologic nature and structure of rock units that form the land surface and that lie beneath it. They provide the basic foundation for planning mineral resource exploration programs and form the superstructure from which subsurface investigations are projected. In view of the economic application of such maps, the Commonwealth of Kentucky and the Federal Government entered a formal agreement in 1960 to map Kentucky geologically on a scale of 1:24, 000, or one inch map distance equals 2,000 feet on the ground. A 7. 5-minute quadrangle would comprise the unit map area. A resolution which urged the preparation of a new geological map of the entire State was passed by the Kentucky Society of Professional Engineers in February 1959, and was presented to the Governor of Kentucky, the Legislative Research Commission, Kentucky Department of Economic Development (now Department of Commerce), Kentucky Chamber of Commerce, and Kentucky Geological Survey with a request for support and action. The request was subsequently endorsed and actively supported by numerous civic and professional societies as well as representatives of various facets of Kentucky government, commerce, and industry. Monies to initiate the program were appropriated by the next session of Kentucky legislature; this appropriation was matched by federal funds (Hagan, 1961). Kentucky's state-wide topographic mapping project was completed in 1956, just four years prior to starting the geologic mapping program. The recently completed modern 7. 5-minute, 1:24,000 topographic maps made ideal bases for plotting areal geology. Had they not been available, it is doubtful if a geo- logic mapping program so large and comprehensive could have been undertaken.

The Ortiz Mountains lie 25 mi (40 km) northeast of Albuquerque, New Mexico in Santa Fe County (Figure 1). Approximately 350,000 ounces (11,000 kgs) of gold have been produced from the Ortiz Mountains since the 1820s. The 100 square mile (260 square km) Ortiz Mine Grant was secured from the Mexican government in 1833 by Jose Francisco Ortiz for the purpose of mining gold. The Grant has remained more or less intact to the present. The mineral rights are currently owned by Ortiz Mines, Inc. of Joplin, Missouri and are leased to LAC Minerals, USA, Inc. (west half) and to Gold Fields Mining Corporation (east half).

Much research effort has been spent in attempting to reduce the high energy costs in grinding, but relatively little in developing methods to enhance the liberation of the minerals from each other. This paper presents some ideas on the nature and role of grain boundaries in mineral assemblies, and their influence on the propagation of cracks through the rock. It is argued that if the mechanisms of fracture are more clearly understood, crack propagation may be controlled in such a way that intergranular fracture dominates breakage, producing less fines and a higher degree of liberation.

INTRODUCTION Investigations of radon and radon daughter concentrations in Swedish [non-uranium] mines started in the late 1960's. The first screening measurements showed that the average annual exposure to radon and radon daughter products was 4.7 WLM. The main reason for high radon and radon daughter concentrations was inefficient ventilation and radonrich water entering the mine. In the radon regulations worked out later it was stated that no miner should be exposed to more than 60 000 pCi h/1 equilibrium equivalent concentration of radon annual exposure, corresponding to 3.6 WLM. Now, 1981 the situation has changed considerably. From the average annual exposure of 4.7 WLM in 1970 it is now only 0.7 WLM. Sweden has up to now had only one [uranium] mine and the work there has only been investigative. However, there are plans for a commercial uranium mine in another part of Sweden. The radon problems in these mines are widely different depending on the mineralogy. NON-URANIUM MINES The radiation problems in Swedish mines were not recognised until the late 60's. The first radon and radon daughter measurements were made in some sulphide ore mines in 1967 (1). The radon and radon daughter concentrations were surprisingly high for non-uranium mines. In order to have a complete picture of the radon situation in Swedish mines the National Institute of Radiation Protection (NIRP) decided to make measurements in all, at that time about 60 mines (2). To get results as fast as possible measurements on radon gas seemed most appropriate to start with. Sampling was made by mailing a number of evacuated 4.8 litre conventional propane containers from NIRP to each mine. The containers were then opened at the place of interest. After sampling the containers were sealed and then mailed back to the institute for measurement. The measurements were made in ionization chambers. This method only gave the radon concentration and the radon daughter concentration was estimated by multiplying the radon concentration by an assumed equilibrium factor. The equilibrium factor is defined as the ratio of the total potential alpha energy for the given daughter concentration to the total potential alpha energy of the daughters if they are in equilibrium with the given radon concentration. The results of this first preliminary survey indicated that a great many of the Swedish miners probably had an annual radon daughter exposure of more than 3.6 WLM. As the radiation exposure in non-uranium mines was not regulated in either the Swedish Radiation Protection Act or the Swedish Labour Protection Act work was started on special radon regulations. A lung cancer mortality study was also started. To check the results of the first survey and to get experience and knowledge of radon problems in mines, it was decided that personnel from the NIRP should visit each mine for a detailed investigation of radon and radon daughter concentrations starting with the ones with the highest radon concentrations. The main reasons for these so-called "basic measurements" were: 1. To estimate the doses received by Swedish miners 2. To find the sources of the high radon and radon daughter concentrations 3. To find appropriate counter-measures 4. To determine the most typical equilibrium factor for each mine. Unlike most uranium mines the reason for high radon concentrations in non-uranium mines is seldom the occurrence of highly radioactive minerals. The main sources were found to be waste-rock and radon-rich water. In order to filter and warm up the inlet air, especially in winter time, it was very common at that time to suck the air through broken wasterock. By doing so the air was contaminated with radon from the waste-rock and radon-rich water in it. It is noteworthy that the radium and uranium concentration in the waste-rock is relatively low. The uranium concentration is only of the order of 15 - 20 ppm. The action to prevent this contamination of the inlet air was to change the direction of the ventilation and in the case of radon-rich water entering the mine the action was to prevent the air coming into contact with the water. The first calculation of the radon daughter exposure of Swedish miners was based on radon gas measurements. The radon daughter concentration was estimated by using an assumed equilibrium factor of 0.5. Later when the mines were visited by institute staff it was possible to compare the assumed equilibrium factor with the measured ones. It was found that the factor varied from 0.15 at the air inlet to 1.0 at the air outlet and the average equilibrium factor on workplaces for almost all mines was between 0.4 and 0.6. The result of the exposure calculation in 1970 showed that more than 40 % of the miners had an annual radon daughter exposure of more than 3.6 WLM. Quarry operators must continue to change and adapt environmental compliance methods to meet the increasingly demanding regulations. To fulfill industry needs, a computer-based decision support system is being developed to facilitate decision making that mine operators are required to make regarding environmental responsibilities. This system can help to determine permitting and compliance measures needed for air, surface water, groundwater, noise, aesthetics, vegetation, wetlands, hazardous wastes, storage tanks and wildlife habitats during the development, operation, and closure phases of mining. Operators will utilize the system's user-friendly interface consisting of mouse driven responses and limited keyboard entries on a desktop computer. The system is easy to upgrade according to the user's needs and changes in current laws and regulations. Data input models, user interfaces, and support of decision making are explained. The program permits inclusion of the decision maker's own insights through "what-if' analysis, in which the user can change ad hoc entries and check the related consequences. Using this approach, the user has complete control over all steps of the decision making process. A storm water example is selected to demonstrate the potential benefits of the support system to environmental decision makers.

Despite the importance of froth flotation to the mineral industries as a means of separating various minerals, the commercial flotation reagents used have varied little in the last twenty years. Numerous articles and books are available describing existing flotation chemistry and its application, e.g., Fuerstenau (1962), Fuerstenau (1976), Aplan (1980), Somasundaran (1980), King (1982), Leja (1982), Ackerman, et. al. (1984), Crozier (1984), Hansen and Klimpel (1985). There are many reasons for this lack of significant new reagent development including the general utility and relative cheapness of collectors, such as xanthates, and frothers, such as methyl isobutyl carbinol and the glycol ethers. Another important reason is the inherent complexity of the flotation process itself coupled with highly variable and difficult to standardize feed materials which make reliable reagent comparisons difficult and seriously limit the use of theoretically based studies to "predict" new or optimal reagents. In addition, the higher cost of "specialty flotation reagents demands that their performance attributes be significantly greater than existing general all- purpose commercial reagents – something often difficult to prove in practice. Faced with this situation, a detailed applications research pro- gram [Klimpel (1980 ab, 1982, 1984 ab), Klimpel, et. al. (1982)] was organized from 1979-1985 on mineral flotation with the following goals: 1) the development of appropriate batch laboratory flotation testing techniques sensitive enough and statistically reliable enough to identify small differences in performance between different flotation tests (i.e., between various reagents, even those with relatively minor chemical structural changes); 2) the identification of mathematical models with appropriate numbers and types of parameters that have maximum statistical power to statistically distinguish between various time-recovery profiles; 3) the generation of laboratory and corresponding plant scale data in sufficient quantity and consistency so that the highly interactive nature of the "flotation system9' of chemistry/ equipment/operating conditions could be quantified; and 4) the invention and development of really new and unique reagents for giving improved flotation performance. In 1977, Congress enacted Title IV of the Surface Mining Control and Reclamation Act (SMCRA), providing for an "abandoned ml.ne reclamation fund". This fund, taken from a fee collected from operating coal mines, provides capital for the reclamation process. However, given the number and extent of abandoned mine sites in some states, the question of project selection is important. This paper describes a project in progress to create a Management Information System application for project ranking under multiple objectives. The benefit of this project for the need of new environmental control technologies will be discussed.

Depending upon which of two letters describing the theme of the session I chose to honor, the subject choices because either one or three. They were: "Applied Research and Exploration and Discovery" or "Applied Research in Exploration and Discovery." The final choice; to partially ignore both of them. That minor difference in meaning may be appropriate here, inasmuch as very minor research/exploration differences may also have profound impacts on discovery. To further set the stage, I consider myself an Industrial Minerals geologist, and more specifically primarily associated with basic construction materials crushed stone and sand & gravel. My remarks will apply primarily to those materials. Therefore, when the discussion instructions included emphasis on beneficial aspects (to name a few): "drill target definition; elimination of ore potential; ore forming environments; alteration studies, and isotope analysis," problems became apparent. Evidently, and although this was a form letter, the drafters of that letter had no idea what was involved in research for a construction materials source. My task may be great.

"The Greater Paris projects involves the creation of a 200km extension of the actual public transport network on the close outskirt of Paris. In 2011, SYSTRA has been awarded the Engineering studies of a 20km underground section in the densely urbanized southeast quarter of the Parisian suburb. In order to both guide the TBM technology choice and identify and mitigate the risk due to soil settlement during tunnel boring, several analysis have been carried out and integrated into a Geographical Information System to share and manage this risk during the successive design phases of the project. The geological context‘s complexity and the Owner‘ requirements have led to the necessity of using an innovative analysis approach, leveraging both the numerical modelling analysis’s accuracy and the analytical method‘s ease of programming and implementation in a GIS, by the mean of the calibration of the analytical approach’ parameters on the FEM results.INTRODUCTIONThe Greater Paris Transport Project foresees the extension of the actual public transport network to the close outskirt of Paris through the extension lines 11 and 14, the creation of a circular new line around Paris - line 15 completed by lines 16 and 18 linking developing territories - and line 17 to Roissy-Charlesde- Gaulle airport.The SOCIETE DU GRAND PARIS (SGP) is the public institution that promotes this project and awards SYSTRA as Engineering for the 15th Line southeast section.Line 15th – South-East sectionIn 2011, the Owner SGP (SOCIÉTÉ DU GRAND PARIS) awarded to SYSTRA the preliminary and detailed design of a 20km-long underground section of Line 15, between the stations of Villejuif-Louis-Aragon and Noisy-Champs. The double-track, single-tube tunnel has an inner diameter of 8.5m (about 9.8m excavated diameter, 75m2 excavated cross-section). The tunnel is inserted in a densely urbanized context."

This article, first in two, discusses the safety, technology, and economic impact of eliminating safety fuse from metal and nonmetal mines. It is based on operation and manufacturer experience over the past five to 10 years. If safety fuse is eliminated, blasting accidents will decrease. There should be only limited technical impact. The economic impact will be minor for large operations, but will be significant enough for small operations that some will likely close rather than change. Most mines would probably change over, with the market absorbing the extra cost. Elimination of safety fuse would obviously have an impact on the two safety fuse manufacturers. One manufacturer produces an alternative system and would be unaffected. The other, however, will be affected if it does not change its production strategy. From the standpoint of employment and production, abolishing safety fuse will have a very minor effect on the mining industry as a whole. This article discusses the current use of initiation systems, incidence of accidents, and fuse consumption. Next month, part two describes the economic impact of eliminating safety fuse on the mining industry and manufacturers, and presents an economic analysis of the initiation systems. Introduction The objective of this study was to determine the safety, technology, and economics of eliminating safety fuse from metal and non-metal mines. There were five major tasks: • Studying initiation-related accidents from the Health and Safety Accident Center (HSAC) data file; • Visiting mines, collecting relevant data, and interviewing mine operators; • Establishing the trend in safety fuse consumption and type of users; • Corresponding with fuse manufacturers, domestic and foreign; and • Developing an idealized blasting cycle to evaluate the possible economic impact of safety fuse elimination on large and small operations. More than 450 explosives-related accident reports have been screened and analyzed by investigating HSAC files. These reports have been studied and classified according to the four initiation systems, size and type of mines, and time and frequency of accidents from 1973 through 1978. Twenty-four mining operations were visited to obtain supporting data for this study. Mine personnel were interviewed to determine attitudes about safety fuse and alternative detonating systems. This article decribes available data. It also attempts to provide information that can be used to answer such questions as: • Is the use of safety fuse (an antiquated detonation system) a major cause of mining accidents? • Are alternative systems available that could result in fewer in-juries to miners?
