Five kaolin crudes from the state of Georgia in the U.S. were investigated for processability with chemically enhanced magnetic separation (CEMS) technologies developed by Cytec. The technologies used magnetic reagent alone or in conjunction with specialty chemicals to selectively agglomerate and magnetize the desired minerals (impurities) to be removed by the conventional magnetic separation equipment. All crudes indicated treatability using CEMS. Results indicated that CEMS technology could be applied to different kaolin crudes to obtain a product with titanium impurities less than 0.6% TiO2 from individual crudes. The features and benefits of the technologies were also reviewed.

Selective flocculation is used for the purification of clay minerals. Here we present data from a surface spectroscopic investigation into the polyacrylamides mediated selective flocculation of kaolin from an impure matrix. Use of X-ray photoelectron spectroscopy (XPS) was shown to offer a useful approach for investigating the observed selective separations. In particular, a new small area XPS technique was used to characterize, in situ, the differential competitive, f1occulant adsorption onto mixed kaolin/gangue systems.

[A great number of papers have been presented at various Engineering Society meetings on the Unit Train subject. Moat are descriptions of facilities that have been constructed or are abort to be built. Many describe the facility as being the World's fastest, newest, largest, incorporating the latest technology and so forth, Many are duplications of installations that have been recently constructed, sort of carbon copies but perhaps arranged differently. The trend has been to incorporate loop tracks, rotary dumpers, indexers and, of course, the snivel coupler equipped unit train. How that the energy crisis has increased the use of coal, there has been a tremendous Increase in applications for permits to construct rail to river coal loading facilities. This paper is different. It does not describe any single existing facility, but is given to alert prospective terminal owners and engineers that there are items that require considerable study and evaluation beside merely selecting an indexer, car dumper, stacker, ship or berg loader and so on. An important item is the selection of the railway car which in turn can affect the selection of the method of loading and unloading. Let us list a few of the items that should be considered and discuss the areas that require examination:]

The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

Introduction Mechanical classifiers consist of a settling tank with parallel sides and a sloping bottom equipped with a mechanism which continuously agitates the pulp and removes the settled solids. The functions served by mechanical classifiers include the following: (1) allow the particles larger than the desired size to settle in the tank and provide an overflow product with a minimum of oversize particles, (2) produce an overflow product of sufficiently high solids content to meet the requirements of the subsequent processing steps, (3) agitate the pulp and permit separation of the entrapped undersize particles so they can report in the overflow product, and (4) drain and remove the underflow solids from the settling pool. Various types of mechanisms have been used to agitate the pulp and remove the settled solids, which include: (I) endless belt and chain drags, (2) reciprocating rakes, (3) helical flights mounted on a rotating shaft which extends through the settling pool, (4) helical flights inside of a rotating drum which contains the classifier pool, (5) troughed conveyor belts forming the settling pool in the concave curve of the belt closely following the tail pulley, and (6) low-speed impellers agitating the underflow settled in the apex of cone-type mechanical classifiers.23 The principal use of mechanical classifiers has been in closed¬-circuit wet grinding; however, this application has been widely displaced over the past few decades by the hydrocyclone. The hydrocyclone installation, including its feed pump, offers lower capital costs and requires less floor space. Nominally it produces an overflow prod¬uct of higher solids content, compared with a mechanical classifier, for comparable classification size up to 400µm (35 mesh). However, these advantages of the hydrocyclone are being gained at the sacrifice of some of the advantages of the mechanical classifier. The mechanical classifier requires less power and has lower maintenance costs than the hydrocyclone and its feed pump. The underflow product from the mechanical classifier can have a higher solids content and contain less entrapped undersize particles than the comparable product from the hydrocyclone. Consequently, it is capable of operating at a higher classification efficiency. A reduced circulating load24, 25 results under these conditions in a closed-circuit grinding application. Other applications for mechanical classifiers include desliming, dewatering, and washing operations. Sand-slime separation may be achieved using one or more stages of mechanical classifiers. Typical applications would include washing and deslimining of concrete aggre¬gate or sand; glass sand; abrasives; oyster shells; phosphate rock; iron, nickel, and chromium ores; alumina; zeolites; solar salt; and precipitates from chemical processing. As an example for the latter, Bitzer26 recommended the use of mechanical classifiers for countercur¬rent cementation-in-pulp of copper from the leach liquor. Similarly, mechanical classifiers are used in uranium processing27 for separation of the barren sands from the pregnant leach solution. Depending on the particle size and the effectiveness of the sand¬slime separation, the sand product from mechanical classifiers may be drained to solids content approaching 84%. Thus, mechanical classifiers are frequently used as dewatering equipment for various applications, such as: 1) Make a product having suitable solids content for subsequent transport by belt conveyor. 2) Provide a drained product to reduce cost of drying. 3) Provide a drained, washed, heavy sand product for return to the circuit. 4) Recover fine values from dilute plant effluents from coal, sand, phosphate-rock, and iron-ore washing plants and from steel-mill flue¬dust scrubbers. 5) Drain residual reagents of a preceding process stage prior to conditioning with reagents of different characteristics, e.g., cationic¬anionic flotation of phosphate rock, iron ore, etc. Design and Operating Features The proper selection of mechanical classification equipment re¬quires that the properties of the solids and liquid are adequately de¬fined. The following descriptive information regarding the solids is desired: feed rate, chemical and physical composition, density, tem¬perature, size analysis, and desired separation size. For the liquid used, the following data would be needed: feed rate, density, viscosity, pH, and temperature. Settling Area. The pool area required to permit a particle larger than the separation size to settle depends on the density and shape of the particle and on the density and viscosity of the pulp within the classifier pool. These criteria of the solids and pulp determine the settling rate which, in turn, determines the settling area required. Determination of the settling rate by long-tube batch tests can be used to calculate the settling area. A theoretical approach for estimat¬ing the settling area requirements is discussed in Chapter 1, Classifica¬tion Theory. This procedure can be used when neither test data nor empirical data from similar operations are available. Data on settling-area requirements and settling rates have been compiled by the manufacturers of mechanical classifiers. The approxi¬mate settling area required for a particular separation size can be estimated by using the curve shown in Fig. 65. This curve applies for closed-circuit grinding applications. For dilute velocity classification in open circuit, desliming, the length of the overflow weir, W, multiplied by the weir's mean distance from the feed opening, E, is used as the design criterion, instead of the settling area, in sizing the classifier. The area requirements, W X E, for dilute velocity classification can be expressed in terms of volumetric flow, Q, and settling rate, Rs, as follows: W x E = Q/(18.06 Rs) where W and E are feet, Q is gallons per minute, and Rs is inches per second. Overflow Weir. The hydraulic head, and thus the velocity at which the overflow crests the overflow weir, is one of the factors controlling the particle size of classification. Consequently, the length of the overflow weir must be designed to provide the overflow velocity which allows the particles larger than the desired size of classification to settle in the working area of the pool. To recycle steelmaking slags for their iron, manganese and lime contents, removal of the phosphorus-bearing dicalcium silicate and calcium phosphate is essential. Slow-cooling of slags was necessary to promote sufficient grain growth to achieve liberation. In situ grain size distribution determination showed that a high soaking temperature, a long soaking time, a very slow cooling rate and the addition of fluorspar promoted grain growth. High gradient magnetic separation on slow-cooled slags removed much of the dicalcium silicate. Liberation modeling was used to discuss the breakage and beneficiation characteristics of the slow-cooled slags.

Many organizations are realizing that continual improvement in health and safety relies on addressing the potential for various forms of human error. Of these, violations are often the most frequent form associated with accidents. These occur when an individual, or individuals, deliberately contravenes established and known safety rules. They have been associated with up to 90% of accidents and incidents in some industries and yet rarely receive the systematic attention they deserve in the promotion of safety. This paper presents underlying motives which cause violations. These can vary significantly from mine to mine and from job to job. Managers need some measure of attitudes to determine the underlying motives behind violations if they are to determine effective strategies for promoting safe behaviour. Questionnaires form the starting point to address attitudes and the motives behind rule violations. The choice of the most suitable questionnaire, however, will vary from organization to organization. Guidelines on the choice of questionnaire are offered.

Santa Fe Pacific Gold Corporation (SFPGC) conducted pressure oxidation pilot plant studies at Hazen Research, Inc. on the Twin Creeks refractory carbonaceous gold ores during 1993 and 1994. Previous laboratory investigations demonstrated very good gold recoveries of 90 to 95%, using CIL cyanidation after batch pressure oxidation. However, results from the pilot plant showed that several ore types responded very poorly, with gold extractions of only 45 to 75%. Since these poor recoveries were unexpected, pilot plant testing was suspended for approximately four months while extensive research activities were conducted to determine the cause(s) and identify potential solutions. This paper describes the batch and pilot plant test results, the research activities that eventually identified the cause of the gold recovery problem, and the final semicontinuous and continuous pilot plant operations that confirmed possible solutions.

Inspiration Consolidated Copper Company, located in a semi-arid climate in Arizona, continually struggles with a water problem. This applies to quality as well as quantity. When the EPA considered installing a new centralized sewage plant to handle the combined waste from the municipalities of Globe and Miami, Arizona, they automatically assumed that He could use the sewage effluent for process water in flotation. The treatment plant was to be a tertiary system producing 1600 gpm of sewage effluent. Inspiration decided that this could possibly be a source of additional process water. It was decided to test sewage effluent from Miami Treatment Plant at the rate of 400 gpm since it was only a primary treatment plant. The 400 gpm was combined with the 5000 gpm of process water going to the Concentrator. After one week the results were disastrous. The recovery and final grade had each dropped approximately 5%. With the results from this brief run, it was concluded that sewage effluent from a primary treatment plant could not be used. Research was then brought into the problem to begin an evaluation of sewage effluent in flotation.

When a company like Lonmin, the third largest platinum producer in the world, is mining one of the most precious metals in the world, time is money. Every piece of equipment is expected to be in top shape because every minute of downtime can add up to lost profit. Two different types of platinum ore are mined and processed by Lonmin, namely Merensky and UG2. Merensky has a grade of 3.5 g/t (0.1 oz/st) and UG2 has a grade of 4.5 g/t (0.13 oz/st). The mine also produces platinum group metals (PGM), which consist of platinum, osmium, palladium, rhodium, iridium and ruthenium. Although South Africa has more than 80 percent of the world?s PGM reserves, these minerals are very scarce. Lonmin is considered a low-cost producer of these minerals, generating 21.5 t (694,000 oz) of platinum and 18.6 t (600,000 oz) of PGMs in 2012. So when the company?s Karee K3 concentrator plant in Rustenburg, North West Province, South Africa, was experiencing high operating costs on the transfer points, a solution was needed.

This subject was introduced last April in a paper presented in Birmingham, Alabama, by James E. Elkin, General Superintendent of Duquesne's Coal Department. This paper will cover some of the same data and in addition it will update and further describe our experience. Our Portal No. 3 was started in June 1965 with battery tractor-trailer face haulage. This mine is operating in the Sewickley seam in Dunkard Township, Greene County, in Southwestern Pennsylvania as shown on Fig. 1. The Warwick group of mines fronts on the Monongahela River and extends westward for some ten miles as shown on Fig. 2.

As man searches unexplored horizons for new and economic industry, he must be constantly and acutely aware of the presence or absence of that precious commodity without which Industry, indeed Man himself, could not survive --W ATE R. The water requirements of the world today are magnanimous, considering that in 1960 the estimated consumption in the united States was over 300 billion GPD (1) or more than 1,700 GPD per person (5). The magnitude of the problem can be visualized as one considers that three times this quantity of water will be required in the united States by the year 2 000, when the dependable supplies of water are estimated to be only two-thirds of that required(2). How, then, can we continue to wreak such havoc on that life-sustaining substance -W ATE R? It is necessary, indeed mandatory, that those engaged in the Engineering profession consider it their moral obligation, not only to conserve the quantity of water which their conceived projects may require, but also to treat the effluent in order that the eutro-phication of natural water courses not be abnormally accelerated. The International Nickel Company of Canada Limited consumes some 33-1/2 millions of gallons of fresh water daily at its nine town-sites, fourteen mines and eight plants throughout the Sudbury district of Ontario. The present daily reuse of water exceeds 100 millions of gallons in the same area. It is noteworthy to mention that the milling rate has increased from 46,000 to 70,000 tons per day during the past five years, with no increase in water consumption. In fact, there has been a reduction in fresh water requirements.

This paper presents pit slope monitoring and back-analysis case studies con-ducted to evaluate and, if possible, stabilize slopes at the Berkeley Pit in Butte, MT. Two specific slopes were studied in detail. The first slope was determined to be near limiting equilibrium, as evidenced by its response to the initiation and cessation of mining, while the second failed on three occasions. Back-analysis of the failed slope verified the laboratory-derived geomechanical properties of the earth materials. Early detection of slope movement can show a need to take action, including modifying slope geometry, dewatering if the slope were wet, and/or investigating and implementing artificial supports. Monitoring slope displacements in open-pit mines can supply data for predicting collapses and preventing serious damage, injuries, and/or loss of life.

The potash industry in Saskatchewan has recently been the focus of much new legislation at the provincial level and, along with other mining industries in Canada, also subject to changes in tax legislation at the federal level. As a result, the industry presently operates under (a) provincial production controls, a prorationing scheme; (b) a new provincial reserve tax on potash only and; (c) a new federal income tax applicable to all mineral industries. The prorating scheme dates back to 1970 and emerged as public policy because of the excess supply situation faced by the international potash industry towards the end of the sixties. This caused special problems for new mines in Saskatchewan and the provincial government decided to intervene. The new tax legislation at provincial and federal levels, both introduced within the last four years, reflects a belief that insufficient revenues accrue to the public sector from natural resources. All mining industries in Canada, including the potash industry, have had their tax positions completely reversed during these four years. Traditionally the mining sector in Canada has been a recipient of substantial tax incentives and has enjoyed low tax rates. This has changed and the mining sector is now one of the most heavily taxed sectors in the economy. In addition, the mining sector has moved from a situation where its rapid development was favoured by governments to a situation where this is no longer the case.

IINTRODUCTION Widespread activities in precious metal projects in the western U.S., Australia, Canada and other parts of the world have opened a flood-gate of consul- ting expertise to aid and accelerate the development process. Utilization of outside expertise has taken on many shapes and forms that have in some instances actually "decelerated" or "retarded" project progress. Small mines are especially vulnerable to apparent false-starts and misdirections, be- cause of their generally lower capital commitments, shorter lead times and limited mineral in-house expertise. Mine development for small mines requires fundamental approaches by knowledgeable consultants that are timely and cost-efficient and in line with accelerated development, if they are to be successful. The development process is obviously that process which brings a given deposit into production. Or, put another way, the process comprises all activities, decisions and commitments which take place from the moment an authorizing entity (usually a board of directors) com- mits to development and production (usually on the basis of a final feasibility study) until the first ton of ore is processed to a saleable product. The activities, decisions and commitments over a development period--such a period can range from as short as a year or less to as long as 5 years or more--are many, highly varied, and often interdependent. The development period is also particularly risky, not only because of the varied and interdependent decisions and commitments, but also because of capital demand amounts. Delays in the development process are thus particularly costly - sometimes so costly that small and often undercapitalized mining companies, failing to reach production and a cash flow within a planned period, face, if not bankruptcy, at least severe equity dilution or particularly onerous and restrictive covenants on additional loan financing. It therefor behooves especially small mining companies to examine ways to accelerate development. By doing so, the development process may actually meet planned scheduling. The development process generally comprises environmental impact studies completion, final engineering, permit- ting, financing, equipment and machinery procurement, contractor selection and construction -- such activities largely being overlapping. The paper addresses what the small mines operator or the small mining company can do with consulting firms to accelerate development. By "small mines" is meant open pit operations of 2000 tpd or less and underground operations of 500 tpd or less. By "consulting firms" is meant entities who do not possess an engineering and construction capability, such as Derry Michener Booth & Wahl, Pincock Allen & Holt, Behre Dolbear-Riverside, etc. The paper concentrates on gold projects. PRIORITY CONSIDERATIONS Of the items listed in the previous paragraph which comprise the development process, the two which most consistently appear to cause delays are permitting and financing. The former's delays can be due to political overtones and thus the delays may not be reasonably foreseeable. The latter's delays are most often due to inadequate preparation, and thus are avoidable. For the reason stated above, and considering that financing is fundamental to all of the activities which constitute the development process, the paper focuses on financing as the priority item which can most assist in accelerating or retarding the development process.

One of the most important applications of material handling engineering technology occurs in iron ore pelletizing plants. Although the total installed value of material handling systems in such plants, as well as in many other modern process plants, is a relatively small percentage of the value of the plants (5 to 10% perhaps), their significance is considerable. Indeed this significance equals that of the more expensive process equipment in the plant, since the failure of any component of any system causes, shutdown of the entire plant. It is because of this increased consequence of failure that design criteria for process plants are more conservative than for conventional material handling applications. A second unique characteristic of material handling technology applied to process plants in general is the variety of materials being handled and the wide range of problems this variety presents. One extreme encountered is the stickiness of filter cake. Here the entire design effort is aimed at keeping the material flowing through transfer points and preventing it from building up on components. Another extreme is the conveying of fired pellets - hard spheres with a very flat angle of repose and abrasive characteristics severe enough to make conventional wear plate materials impractical.

High-intensity wet magnetic separators have been successfully introduced into the mineral processing field over the past ten to fifteen years, due largely to rapid advancements in magnet design. Wet magnetic separation, until recent years, was applied solely to the concentration of minerals of high magnetic susceptibility, such as magnetite, at relatively coarse sizes. Now, however, high-intensity separators are capable of treating weakly paramagnetic minerals and have extended the range of treatable particle size down to about one micrometre(1,2). . One of the more recent-high-intensity separators developed is the Kolm¬Marston Marston type high-gradient magnetic separator (HGMS) (3,4) It consists basically of an iron-clad solenoid surrounding a matrix material - a fine, ferromagnetic steel wool or expanded metal lath. A schematic diagram of the device is shown in Figure 1. Large, highly localized, pertebations of the magnetic field are created by the ferromagnetic matrix. It is these field gradients that are instrumental in developing large magnetic forces which act on the mineral particles. Operation of the separator is simple. Slurried sample is fed through the matrix and, depending upon the mineral parameters of particle size and magnetic susceptibility and. the operating parameters of flow rate, field strength and feed weight, some particles will be attracted to and adhere to the magnetized matrix, while the others will flow through the matrix. The separation is completed by later removing the background magnetic field and flushing the captured mineral particles into a separate container. The process can also be applied on a continuous basis (S).

Design of the Bajo de la Alumbrera Project started in June 1995 and concentrate production commenced early in the Third Quarter of 1997. The project is situated in North-Western Argentina and is being developed by Minera Alumbrera Limited which is owned by MIM Holdings Limited of Australia (50%), North Limited of Australia (25%) and Rio Algom Limited of Canada (25%). This paper outlines the key features that were incorporated in the design from both process and plant layout perspectives. It explains the background of flowsheet and equipment selection for the plant. A feature of the flowsheet is that it incorporates gravity gold circuits in both primary and regrind circuits for recovery of gold to dore as well as in the copper concentrate product.

This paper addresses the use of the microcomputer programs BACKONE and BACKWEDG for an estimation of rock mass strength characteristics by back analysis of plane and wedge failures. The artificial support requirements are also determined by the programs PLANE2, BOLTPAT, and BOLTWEDG in terms of rock anchor installation angles, tensions, and installation patterns. These programs have been combined into a package called BACKPACK, which can be applied in open pit mines where some failures have already occurred.

In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.
