Platinum electrodes are not inert as originally thought to be. The reactivity of platinum electrodes can explain their erratic behavior in many electrochemical measurements of metallurgical interest, e.g., in flotation systems, streaming potential measurements, contact-angle measurements, and in leaching systems. The anomalous behavior of platinum electrodes in redox potential measurements in aqueous systems was studied through Eh and pH measurements in water-oxygen, iron-water-oxygen and manganese-water-oxygen systems. Stability relations between Fe++ and Fe(OH)3 and between Fe(OH)2 and Fe(OH)3 were studied to judge the correspondence between experimental and theoretical equilibrium lines. The practicality of redox potential measurements in estimating ferric-ferrous ratios in aqueous systems was investigated along with their suitability as indicators in leaching operations, e.g., the removal of iron by aeration from manganese leach solutions.

"INTRODUCTION Istanbul is a unique megalopolis connecting two continents. Population growth and economic development require permanent solutions and continuous investments on the transportation infrastructure. While the average population growth rate in Turkey is around 1.3% per annum, Istanbul is growing at an even faster rate of more than 1.5%. Even more striking is the fact that car ownership in Istanbul is increasing 5% a year, which is four times faster than the population growth. Although Istanbul Metropolitan Municipality (IMM) has worked persistently to improve the quantity and quality of the public transportation system in the city through, in particular, extending the available rail system network, the need for extra roads has always fallen behind demand. To make things worse, Istanbul is divided by the Bosphorus Strait, the large waterway connecting the Black Sea to the north and Marmara Sea to the south, which leads to the Mediterranean. This waterway is crossed via two suspension bridges, the Bosphorus Bridge built in 1973 and the Fatih Sultan Mehmet Bridge built in 1988. Current daily traffic across the bridges is around 450,000 vehicles per day. Ever increasing cross-Bosphorus traffic demands require other routes to be in place a soon as possible. While a third bridge farther north is currently under construction, yet another tunnel crossing is coming to the end of construction and is planned to be in service by December 2016. Being implemented under a Build-Operate-Transfer (BOT) model, Istanbul Strait Road Tunnel Project (ISRTP, the Project) has been under the spotlight not only because of its distinctive technical characteristics but also because of its robust business model, exacting financial and legal arrangements, diverse stakeholders and challenging organizational management structure. The following paragraphs offer an overall view of the Project from inception to where it stands now and extend to the imminent operational phase, touching lightly on all major aspects of this challenging journey."

Overlying the sulfide mineralization at Anamax Mining Company's Twin Buttes Mine is an oxidized zone up to one hundred meters in thickness. The principal copper minerals in this zone are chryso-colla, tenorite, cuprite, native copper and copper-manganese-iron wad. This ox¬idized zone also contains minor amounts of uranium ranging in concentration from 0.002 to 0.010 percent. Since pit development through 1980, some 38 million tonnes of oxide ore with copper contents greater than 0.6 percent have been brought to the surface. Copper in the oxide ore is extracted at Twin Buttes in, an agitated sulfuric acid leach plant followed by solvent extraction and electrowinning producing 90 tonnes per day of copper cathode. During leaching of the oxide ores small amounts of uranium are solubilized along with the copper values. This is not limited to Twin Buttes as most acidic copper bearing leach solutions throughout the southwestern United States contain small amounts of uranium.1

Introduction Powered supports in longwall mines essentially operate under two conditions: 1. Static (non-working) 2. Dynamic (working) There is a variety of static conditions which may exist in a mine. These may include a temporary stoppage of work for a few minutes or stoppage of work for days because of strikes or lack of demand for coal. Studies on pressure behavior were made during brief stoppages of work (few hours) as well as a long stoppage of work (two weeks). In dynamic conditions, the pressure variation on supports is expected to follow a certain pattern. However, in many cases that does not happen. Pressure-time characteristics of each leg of the supports were studied. This paper discusses the research findings of the studies made on powered support pressure behavior under both static and dynamic conditions. Studies on Pressure Variation in Static Conditions It has been noted (Brenner et a1.,1975) that the pressure distribution on mechanized longwall faces is random in nature and changes with time and position along the face. Figure 1 and Figure 2 show the distribution of support pressures for the front left leg of supports in two different mines. In both the cases it can be seen that the variation of the support pressures along the face is indeed absolutely random. However, the nature of randomness in both the cases is very different. The data in Figure 1 (Mine 1) is much more random than the data in Figure 2 (Mine 2). This can also be seen from the standard deviation of the data (81 26 Pa versus 4000 pa) . By comparing the results of ten other sets of data the same conclusions can be arrived at. Since it was found that in Mine 1, the pressure on support legs was extremely random, batches of ten supports each were taken and the mean pressure plotted. This mean pressure line is shown in Figure 1. It was expected that this would smooth out the variation due to individual props and reveal a better picture of the support pressure distribution. For the case cited, the standard deviation is lowered to 5043 Pa from 8126 Pa which indicates that, on an average, the supports tend to take loads more uniformly, however for individual support legs the load on the supports is very random. The significance of this is that, if the supports are selected on the basis of theoretical load calculations alone (based on the roof block concept or some other concept), only the mean value of the support load required will be known. In the case of a pressure distribution with a high standard deviation, some supports selected on the basis of mean value will fail, while others will be supporting low loads. Hence, for proper selection of support capacity, it is not only necessary to know the average load but also the expected nature of the distribution. The only reason why the supports are supporting the roof in Mine 1 well is the fact that the yield load is above the highest level of load attained. If Mine 2, which has a much higher average load, had the same sort of standard deviation, the loads on the individual legs could easily exceed the support load. For example, if the pressure distribution followed a normal curve and the mean pressure was 36,700 Pa with a standard deviation of 9000 Pa, it is possible that 67% of the supports will be within the pressure range of 36,700 plus or minus 9,000 Pa, or 22,700 and 45,700 Pa. Many of the supports could then exceed the yield load of 40,000 Pa. It is clear then that the mean load is an inadequate criterion for estimating support resistance. The nature of the problem is statistical and such an analysis should therefore be made as far as pressure data are concerned. Statistical Analysis of Pressure Data. I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. The existence of a critical size buildup in an autogenous or SAG mill can be predicted from proper examination of drill core and ore samples. Methods of dealing with such critical size in a primary mill are reviewed in the context of ore properties, whether or not pilot plant-scale testwork has been conducted, and also with respect to the design of new plants or the retrofitting of existing operations. The implications of not planning for pebble crushing in situations where it is appropriate are discussed.

The Cyprus Pima Mining Company's open pit operation was started in 1957 with the normal assumption that the ore reserve estimate was accurate within an acceptable range of values. At that tine reserves were law - volume (+10 million tons) and high grade (+1.5% Cu). Several periods of growth have brought the operation to its present production level of 55,000 tons per day of ore and +125,000 tons of waste. Over the years, a number of attempts to refine and polish the ore reserve figures have been made using a variety of established standard procedures. None of these attempts have produced results which are totally satisfactory, particularly when comparisons are made between ore reserve estimates and short to medium range production figures. Other refinements were tried using adaptations of established methods combined with computer modeling techniques. The resulting mine-model ore blocks were an improvement but they still tended to show too match tonnage of mill feed, often at too low a grade. One attempt at Kriging had only limited success. Statistical studies of operations data revealed relationships which could be used to subdivide ore blocks in much the same way as they are actually mined. Comparisons thus far between these newly developed ore blocks and production data show that the new method of evaluation yields excellent results. A new, better procedure for estimation of ore reserves apparently has been developed for the Cyprus Pima deposits. The specific procedures seem likely to have direct application to other, similar operations. The methods used to develop the procedures could be of value to still other operations.

The Florida phosphate industry successfully uses froth flotation to concentrate phosphate in: the particle size range of approximately 28 to 150 mesh. However, as recently as 1965, coarse particles in the range of 14 to 28 mesh generally had not been beneficiated by conventional flotation methods at recoveries high enough to be considered adequate. It has been customary to upgrade this coarse material; by "agglomerate flotation" or "skin flotation" using belts, tables or spirals. While these devices have proved commercially effective, their capacities are much lower than those of froth flotation cells. To determine whether coarse phosphate material could be recovered successfully by froth flotation, Armour Agricultural Chemical Company began a series of pilot and plant tests; in April 1965. Objective of the tests was to compare over-all performance of a froth flotation cell design relatively new to the phosphate industry with results from the belt circuit at the Bartow, Fla., plant.

Environmental degradation due to abandoned quarries is an international problem, more intense when these sites are found in urban or suburban zones, in environmentally sensitive areas or are visible from sites of special interest. Rehabilitation solutions applied worldwide, range from simple relief restoration and planting to more sophisticated site exploitation in order to serve specific social needs. The elaboration of rational rehabilitation plans for every site presupposes deep knowledge and comparative evaluation of all the parameters of the problem. In this paper, a methodological approach of rehabilitation solutions for abandoned quarry sites is elaborated, based on domestic and international experience and practice. Solutions are grouped in eight main categories. In every category the framework of prerequisites and confinements (environmental, technical, social, economic, legal) for their application in Greek quarry site is investigated. A comparative assessment of alternative restoration solutions is introduced, using tools supplied by environmental economics, cost-benefit analysis, G.I.S. and multi-criteria analysis and follows in two stages: 1) Establishment of a set of criteria aiming at a priority list for a number of quarry sites located in a geographical or administrative district. 2) Assessment of alternative solutions for every single quarry from the previous priority list for the selection of the most adequate using technical, economical, social and environmental criteria.

What is prime farmland? Can such land, once it has been strip-mined for coal, be restored so that it will produce corn, soybeans, wheat, and alfalfa? What methods or practices are necessary to bring about restoration within a reasonable time so that crop yields will be equivalent to or higher than those of unmined prime farmland under high levels of management? These questions concerned land use researchers in Illinois as early as 1948 when the Illinois Agricultural Experiment Station experimented with growing cultivated crops on strip-mined land in St. Clair County (1). This research was done almost 30 years before requirements of Public Law 95-87 were passed by the United States Congress and signed August 3, 1977.

"Coal dust in an underground mining environment has always been a health and safety issue, especially with longwall faces. Efforts to integrate a flooded bed scrubber within a longwall shearer are underway at the University of Kentucky (UK) in order to reduce worker exposure. Small scale physical modeling, along with numerical modeling and full-scale experimentation, are engineering tools being used by the authors for simulating operating conditions underground. Recent advances in affordable 3D printers offer a means for fabricating accurate, scale models for obtaining timely insights prior to building large, expensive test setups. Comparing scale-model results with those of numerical modeling, such as computational fluid dynamics (CFD), lends guidance and confidence in a proposed design. This paper discusses the small scale physical modeling of a longwall shearer with an incorporated flooded-bed dust scrubber in its operating environment. A tracer gas was used in the model in lieu of dust to measure dust-capture efficiency. Results obtained from the physical model are presented and compared with those of CFD model. The small scale model and the CFD results demonstrate good agreement. Dust capture results show the usefulness of the approach in advance of actual design implementation. INTRODUCTION Dust generation is an undesirable, but innate, byproduct of all mining processes. It is particularly problematic in underground coal mining, where coal dust poses potential hazards from two fronts – health and safety. Coal workers’ pneumoconiosis (CWP), commonly referred to as black lung, is a chronic lung disease that results from the long-term overexposure to respirable coal dust. Although the prevalence of CWP has steadily and significantly declined over the three decades following the Federal Coal Mine Health and Safety Act of 1969, a study by the National Institute for Occupational Safety and Health (NIOSH, 2008) indicates that significant health hazards associated with respirable dust still exist within the coal mining industry. In addition to being a health hazard, coal dust can also create a potentially catastrophic safety hazard. Dust that is not captured or removed at its source is suspended and transported throughout a mine by the ventilation airstream. This float dust is subsequently deposited on all mine surfaces along its travel path. Without adequate application of rock dust to these surfaces, forces from a localized methane ignition can reintroduce settled coal dust into the airstream creating an explosive mixture. Therefore, capturing and removing coal dust at its source mitigates the probability of two major hazards that continue to plague the mining industry."

Bench top centrifuge is used to study the consolidation behavior of phosphatic clays. A mathematical model (based on first order kinetics) is developed to describe the relationship between the void ratio (at any time) and the effective stress. Permeability of the sediment as a function of the void ratio is also described. The obtained data are compared with that obtained by other consolidation testing methods. Centrifuge results indicate that consolidation data may be developed in a short period of time (hours) as compared to days or weeks when other techniques are used.

The Robbins Mobile Miner demonstrates the successful combination of hard rock excavation technology and the latest electronic control technology. The mobile miner, a partial face hard rock tunneling machine, features a fully integrated control system relying on a Programmable Logic Controller (PLC). This PLC controls all functions: tramming, steering, boom swing, cutting depth, conveyor operation, air scrubbers, hopper loading and unloading, etc. The machine is fully instrumented allowing the PLC to monitor the results of all commands on a continuous basis, to record data, to evaluate developing problems, or to shut the machine down if necessary. The paper describes the development of the Robbins - Pasminco automated mobile miner and early testing at Pasminco Mining's Broken Hill Southern Operations, New South Wales, Australia.

The liquid–liquid extraction behavior of lutetium from different acidic solutions was investigated using two extractants, D2EHPA and PC88A, in kerosene. Lutetium extraction reactions with D2EHPA and PC88A from HNO3 and H2SO4 solutions were chemically and thermodynamically analyzed. It was found that each Lu cation was complexed with six monomers of the organic extractant and released three protons. Simultaneously, the Lu cation was instituted in the P–O–H group of the extractants. Thermodynamic analysis of reactions between extractants and acidic solutions showed that the D2EHPA-HNO3 system is the most favorable for extracting lutetium. It is noted that the calculated equilibrium constant of the reaction in this system was approximately six times larger than that of the D2EHPA-H2SO4 system. However, the value of the equilibrium constant for the D2EHPA-HNO3 system was evaluated to be approximately 200 times greater than that of the PC88A-HNO3 system. Therefore, one can conclude that the extraction behavior of lutetium is more influenced by the extractant type than the solutionmedium. The synergistic effect of different mixtures of extractants on the solvent extraction of lutetium was also examined, and the highest synergistic factor was obtained for a binary mixture of PC88A:D2EHPA at the ratio of 4:1 for both aqueous solutions.

Geological differences among various coalfields restrain the applicability of subsidence prediction using existing European methods. To modify these methods for domestic conditions, the Bureau of Mines, U.S. Department of the Interior, developed a method of assessment to evaluate the lithological effects on subsidence in the Northern Appalachian basin by examining data collected from 16 longwall panels in the coalfield. The assessment is partially completed, and the results to date show that the ratio of maximum subsidence to the extraction thickness, known as the subsidence factor, can be expressed in terms of the width-to-depth ratio by a simple exponential equation which has a coefficient tentatively considered as the subsidence index. This index varies with the lithology of a particular site and can be expressed in terms of the percent distribution of weak and strong rocks in the overburden.

On April 21, 1980 the Oil, Chemical and Atomic Workers Union (OCAW) submitted a petition urging the revision of the Mine Safety and Health Administration (MSHA) permissible exposure limit to radon daughters in underground mines. This petition asks for: 1. Annual worker exposure to be lowered from the current 4 WLM/year to 0.7 WLM/year; 2. Full economic protection for workers whose exposure exceeds the proposed 0.7 WLM/ year; and 3. The primary means of lowering workers' radiation exposures shall be environmental controls. I will present the scientific rationale for the lower standard requested in our petition to the Department of Labor. [1. Radiation Exposures to Uranium Miners] Two types of radiation exposures are present in the environment of uranium mines: A. [External Exposure] to gamma sources which until 1978 was considered as negligible compared with internal alpha radiation. R. E. Utting (1), in an investigation of three Canadian uranium mines, found levels of exposures adding to an annual dose equivalent of 3 rems (30 mSv)/year. He concluded that gamma dosages may be a major fraction of the maximum permissible dose for many individual miners. The U.S. experience has shown that there is significant gamma exposure in U.S. uranium mines and, therefore, it could contribute to the total radiation exposure to the lungs in combination with internal alpha radiation. Before ventilation improvements in uranium mines, the contribution of external radiation to total lung dosage was relatively small. After improvements in ventilation, the reduction in internal radiation exposure appears to be in 1980 as low as 1/10 of the 1950 dosages. However, ventilation improvements do not affect external gamma radiation. Gamma radiation remains at the same 1950's level, and it represents today a higher proportion of the total radiation burden to the miner's lungs. MSHA regulations (57.5-47) state that if gamma exposure is below 2.0 milliroentgens per hour, then workers are not required to wear gamma dosimeters and cummulative gamma radiation records need not be kept. Assuming an exposure of 1.9 milliroentgens per hour per 173 hours/month for 12 months,a miner would accumulate a dose from external radiation of 3.9 rems/ year. This dosage would, of course, go unrecorded. MSHA, therefore, should consider a downward revision of the external radiation permissible exposure limit of 2.0 milliroentgens/hour. MSHA should make clear that this exposure level, when added to the internal exposure, does not make for sound health physics -even though the measured current levels do not approach 2.0 milliroentgens/hour. B. [Internal Exposure] to alpha radiation is still the larger contributor to lung irradiation in uranium miners. The target organ is still the lung. The parameters to be considered in determining the biological radiation load appear in Table I for radon daughters present in the upper respiratory tract (URT). Design, development, factory test, and in-mine evaluation plans are presented for an Automated Extraction System (AES) that has been designed to fill needs which are present in the Mining Industry. The philosophy of design and proposed operation of the machine, as well as the relationships between these factors, and final machine configuration are reviewed. The AES is designed to overcome production problems resulting from the regulation of roof control, clean-up, ventilation, dust suppression, and operator protection required by the Federal Coal Mine Health and Safety Act of 1969. The design permits more continuous operation and greatly improves operator safety. The machine is a full-face drum-type continuous miner which includes self-advancing, continuous temporary roof support. Onboard self-advancing face ventilation, dust suppression, and air scrubbing equipment are also included in the design. A further improvement over existing equipment is the incorporation of an automatic programmed cutting cycle control system. All mining functions including movements of the roof support system are handled by this automatic system.

In October 1993, the first two of a series of full scale passive biological treatment cells were constructed to treat mine drainage from the Burleigh Mine (located approximately 48 km west of Denver, Colorado in the Clear Creek/Central City Superfund Site). The two cells are each 19-21 m long, 10.7 m wide and 1.2 m deep. Each cell contains approximately 216 cubic meters of substrate (composted manure) and is designed to treat 60 L/min of mine flow. One cell is designed as an upflow reactor and the other cell is designed as a downflow reactor. The differences in flow hydraulics and treatment efficiencies will be tested in these two cell for approximately nine months before the remaining cells are built to treat all the discharge. The substrate material was selected based on a series of bench scale tests. During the tests, the amount of metals removed was determined. The design flow rate was based on a sulfide generation rate of 400 nanomoles of sulfide generated per cubic centimeter of substrate per day. Metal removal results for the first three months of operation of the two cells will be presented and compared to results of bench and pilot studies at other sites.

The leaching behavior of copper powders recovered from waste printed circuit boards (WPCBs) was investigated using electrogenerated chlorine and aeration in a sulfuric acid solution with added NaCl and CuSO4. Various parameters were studied to understand the mechanism of the copper leaching. When the current density increased from 0 to 0.1 A/cm2, the temperature from 30 to 60° C, agitation speed from 100 to 400 rpm, and the size ranged from below 75 to 150 µm, the leaching ratios of copper powders increased. The leaching kinetics were analyzed using a shrinking core model: 1-(1-X)1/3 = kt, and the leaching process was chemically controlled with an activation energy of 14.7 kJ/mol due to Cl- ion catalysis. The ratios of [Cu+]/[Cu2+] at various temperatures (30, 40, 50, 60 and 70° C) showed a periodic variation with the increasing of the leaching time. The redox potentials of the leaching solution and copper leaching ratios in different conditions were measured. The result indicates that dissolved oxygen achieved the dissolution of coppers and electrogenerated chlorine can promote the dissolution of copper powders and improve the reaction rate of kinetics in the presence of oxygen.

While a body of work exists on intelligent systems for guiding occupants out of buildings during an emergency, the problem of guiding miners out of a mine during an underground emergency has not been explored. Underground evacuation fundamentally differs from building evacuation because of differences in the regulatory regime and uncertainty regarding the number of occupants. The potential for implementing an intelligent miner guidance system is buttressed by the fact that miner tracking systems, along with communication and sensor networks, already exist in underground mines. This work presents a method based on a local positioning system, in the form of a network of “nodes” at major “intersections,” which can then be used to guide miners to safety. We have developed a path-planning algorithm, based on Dijkstra’s algorithm and the local positioning system that can provide miners with the optimal escape path in an emergency. The algorithm is validated with scenarios at the Missouri University of Science & Technology Experimental Mine demonstrating the potential to include smart technology in mine emergency management and response planning. INTRODUCTION Underground mines are hazardous environments with a higher than usual risk of safety emergencies where miners have to evacuate the mine to save their lives. Mines have always trained miners to evacuate or shelter-in-place in minimum time. Jalali and Norrozi (2009) opined that the three major components that help miners in case of emergency are pre-planned optimal escape routes, decreasing delays, and improving the education of miners. In fact, Goodman and Kissel (1990) suggested that fatalities arising from mine accidents could be reduced by 50% just by decreasing delays in finding the pathways in case of emergency. The proposed work can assist miners in finding escapeways quickly in case of emergency. It is very important to have a pre-planned evacuation strategy that is clearly communicated to miners to ensure the safety of all (Conti, Chasko & Wiehagen, 2005).
