The world demand for metallized iron continues to increase, keeping pace with steelmaking requirements for lower cost hot metal. Virgin iron ore and in-plant oxide fines can be reduced to direct reduced iron (DRI) and hot briquetted iron (RBI). MR&E has developed an improved coal-based process for cost-effective production of either DRI or HBI. Starting with dry compaction, the process combines the latest technology for material preparation, rotary hearth furnace construction and environmental control. Coarse iron ore fines are blended with pulverized non-metallurgical coal to produce a highly metallized (>90%) product. This paper presents production and installation cost data based on operating and under-construction iron oxide reduction facilities.

Conventional mine safety wisdom states that "the most efficient mines are also the safest." Since the 1980s, small mines (and contractors) have been targeted as the most dangerous ones because of their fatality records. Statistical testing of 1993 West Virginia safety and production data indicated that the most efficient WV mines were not the safest ones, considering correlations between the severity measure and tons per employee-hour, except for very small mines. This paper will present the results of an extended analysis of WV mine safety using 1993 and 1996 data, concluding with the method used to suggest current priorities for focusing interventions.

Aguas Argentinas,1 a consortium managed by Lyonnaise des Eaux of France and operator of the world’s biggest privatized water supply and waste water collection system for the City of Buenos Aires, a city of 9 million people, was faced with the daunting task of providing new service to 1.6 million more people in the first five years of their 30 year concession. Aguas Argentinas elected to use the Negotiated Compressed Process - NCP - for the fast track implementation of a 15000 meter, 3,5 meter diameter tunnel, a key component of the infrastructure master plan. NCP was developed by Klohn Crippen for the $200 million international railway tunnel between Canada and the United States. The conceptual design of the project was performed by Safege Montgomery-Watson, who engaged Klohn Crippento assist with the NCP, the preparation of the tender documents, and implementation of theproject during construction. The process included the purchase by the client Aguas Argentinas of two sophisticated 4 metre diameter earth pressure balance tunnel boring machines from Herrenknecht of Germany. Construction of the tunnel is being performed by the consortium Wayss & Freytag (Germany) and Sollazzo Hnos S.A. (Argentina). The water tunnel is being built with a one pass, bolted segmented gasketed reinforced concrete liner. The purpose of this paper is to describe a transferable methodology for this innovative contracting procedure, the project organization and quality control plan for this important world class tunnel project which is designed to service one of Latin America’s largest metropolitan areas.

Rare earth elements are essential for modern life products and green technologies. Recent supply constraints have boosted the development of rare earth projects after the price peak of 2011. The feasibility of a project depends on the definition of a processing route, which in turn depends primarily on the rare earth mineral, with monazite and bastnaesite representing the two most relevant minerals. Monazite-type ores usually contain high acid consumption impurities, such as iron, aluminum, calcium, magnesium, and phosphates, and may also contain prohibitive levels of radioactive thorium in its composition. This work presents a thermodynamic analysis of a monazite system and discusses the fundamentals of a selective process route for rare earth extraction from monazite ores with high iron content. This process involves sulfation by means of concentrated sulfuric acid and roasting at a high temperature. The route yields high rare earth extraction with low iron and thorium extractions and low acid consumption. Rare earth extractions as high as 80% were achieved, while iron and thorium extractions were lower than 1%, and acid consumption was lower than 0.34 kg of sulfuric acid per kg of ore. The operational window was compared to the one predicted by thermodynamic modeling, with 700 °C representing the optimal roasting temperature

"The DC Clean Rivers (DCCR) Project is a 25 year, $2.6 Billion court ordered project to reduce combined sewer overflows (CSOs) discharging into the Potomac and Anacostia Rivers and Rock Creek, and also reduce flooding in the northern areas of the District of Columbia. Like all massive infrastructure programs, DCCR faced technical challenges, management challenges, risks of cost and schedule overruns, procurement challenges, and financing challenges. While DC Water is no stranger to large capital improvement projects (CIP), this CSO Program represents a once in a lifetime event for the Owner requiring the assembly of a single purpose team to implement. Some of the DCCR Project team’s most successful accomplishments to date are attributable to its introduction of early contractor involvement (ECI) to thoroughly vet the work from the perspective of the future constructors, development of functional baselines to share risks that are difficult to price and reduce reliance on geotechnical baseline interpretation during tunnel excavation, and attainment of financing through Municipal Century Green Bonds based on using design criteria of a minimum of 100 year life for the structures to establish intergenerational equity and fairness. This paper will discuss these innovations in detail and provide some sets of recommendations for the underground industry on when and how to use different approaches to better manage projects of this magnitude. INTRODUCTION The District of Columbia Water and Sewer Authority (DC Water) is an independent multi-jurisdictional authority that was established in 1996. Its primary mission is to provide water distribution services to more than 640,000 residents in the District of Columbia (District), and sewer treatment and disposal to 1.6 million residents of the District, Montgomery and Prince George’s counties in Maryland and Fairfax and Loudoun counties in Virginia."

The western united States is not usually noted for the production of fluorspar; however, many significant fluorspar districts do occur in the Rocky Mountain region and constitute a resource of sizable dimension and major potential. This is particularly true within the area of the West served by the rail lines of the Union Pacific Railroad (see Figure 1). Fluorspar deposits near the Union Pacific have produced over 1.3 million tons of finished fluorspar products from 2.3 million tons of ore. Approximately 80% of this production was of acid-grade and 20% of metallurgical-grade fluorspar. Production of ceramic-grade was negligible. Through the years substantial production has come from eight mining districts. Five of these have produced metallurgical-grade and three acid-grade. The best-known fluorspar producing area in the West is the Jamestown Mining District. It was one of the first producers of fluorspar in the western United States and is estimated to have produced over 500,000 tons of finished fluorspar from over a million tons of ore. The district encompasses approximately 36 square miles in central Boulder County, Colorado, about 9 miles northwest of the City of Boulder. "Analysis of Longwall Pillar Stability (ALPS) and Analysis of Retreat Mine Pillar Stability (ARMPS) treat the pillar as a passive structure that is designed to carry overburden dead-weight. This dead-weight is calculated by simple rules based on the geometry of the mining, such as “tributary area theory,” “pressure arch theory,” and “abutment angle theory.” Although the pressure arch loading approach indirectly accounts for the generally stiffer overburden response of narrow and deep panels, it does not include the effect of specific geology of the overburden in load calculations. The relationship between successful pillar layouts and overburden geology can be incorporated into the load calculation by using the Ground Response Curve (GRC) approach.This paper introduces the GRC modeling methodology to investigate the effect of overburden geology and excavation geometry on load transfer mechanisms using seven field measurement case studies from four U.S. mines. It was also shown that the modeling methodology used to derive GRC in this study approximates mining-induced stresses and deformations within 5% of the values measured in the field.INTRODUCTIONFrith and Reed (2017) stated that current state-of-the-art pillar design methods ignore the overburden mechanics and use estimated dead-weight of overburden to compute pillar sizes. In the United States and around the world, overburden loading is typically estimated by simple geometric rules, generally with the tributary area theory (TAT). The specific overburden mechanics, structural competence of the overburden strata, geology, in situ stresses, and overburden/pillar interactions are typically ignored. However, these important mechanical responses affect the stability of the mine pillars and openings; therefore, they also affect the safety of the mine workers.Research conducted by the National Institute for Occupational Safety and Health (NIOSH) after the Crandall Canyon mine disaster (Esterhuizen, Mark, and Murphy, 2010) showed that small panel width-to-depth ratios and stiff-strong overburden result in a reduction of the observed pillar loads, much smaller than the TAT estimate. In fact, as a response to the Crandall Canyon disaster, Mark (2010) implemented a pressure arch loading approach into the latest ARMPS program to recognize the inherently greater stability of narrow panels at depth. The pressure arch approach is a first logical step to introducing non-tributary area loading into the practical ARMPS program. Although the pressure arch loading indirectly accounts for the generally stiffer overburden response of narrow and deep panels, it does not include the effect of specific geology and mechanical response of overburden in the load calculations."

Previous studies have shown that separation of clay minerals from non-clay minerals is the key to economic recovery of the phosphate from the waste phosphatic clays (slime) which represent about 20- 300/0 of the phosphate mined. Small hydrocyclones of different sizes (4" and 6") were tested for sizing the slime at +10 microns in order to remove most of the clay minerals. The effect of design variables and operating parameters were evaluated. Multi-stage cycloning and the effect of dispersant were also investigated. Chemical and mineralogical analyses of different size fractions of both the underflow and overflow samples indicated satisfactorily separation efficiency.

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. A tower-like magnetic system comprising eight permanent magnets was installed at the center of a flotation column to separate chalcopyrite and pyrrhotite minerals. A cyclonic flotation was installed within the underpart of the column to separate the pyrrhotite from the gangues. A three-product magnetic flotation column was fabricated to create a magnetic field and a cyclonic zone. The products were Cu concentrates, pyrrhotite concentrates and tailings. The theoretical magnetic field strengths and the magnetic forces were calculated. The results of the flotation experiments showed that the Cu grade increased from 14.20% without the magnetic field to 26.40% in the presence of the magnetic field and that the S grade in the pyrrhotite concentrates increased in the presence of cyclonic flotation. The separation efficiency of this magnetic flotation column was evident. Therefore, this three-product magnetic flotation column may have a potential application, due to its high separation efficiency.

"The existing Rondout West Branch Tunnel (RWBT) is part of the Delaware Aqueduct which has been in service since 1944 and accounts for more than 50 percent of New York City’s water supply. In early 2015, the New York City Department of Environmental Protection contracted Kiewit-Shea Constructors, AJV (KSC) to construct the Rondout West Branch Bypass Tunnel project (Rondout) in order to mitigate the leakage of 132 million L/ day (35 million gpd) of water from two areas of the existing tunnel; the Roseton and Wawarsing areas.The scope of the Bypass Tunnel 2 project is separated into two distinct phases. Phase 1 consists of completing the shaft sinking to a depth of approximately 274 m (900 ft) at shaft 5B, 213 m (700 ft) at shaft 6B and the excavation of approximately 3,850 m (12,500 linear ft) of tunnel at a diameter of 6.6 m (21 ft 7 in). This phase also includes the installation of 2,804 m (9,200 linear ft) of 4.8 m (16 ft) diameter steel interliner pipe through the new bypass tunnel with cast-in–place concrete liner for a finished diameter of 4.2 m (14 ft). Access chambers at the top of shafts 5B and 6B will be constructed for access and housing of the mechanical and electrical equipment for supporting pumps and valves.Included in phase 2 is the additional excavation from shafts 5B and 6B to the RWBT, and the drainage tunnel to remove ground water infiltration from RWBT. This work will be completed during a scheduled shutdown of the RWBT and will include approximately 31 m (100 ft) of excavation of the two connection tunnels. Additionally, construction of the permanent plugs within the RWBT will be undertaken. Figure 2 shows the layout of the work.Access to the work through the deep shaft at site 5B was critical to the success of the project. The hoisting system needed to be multi-functional to handle the different types of construction from drill and shoot of the shaft, starter and tail tunnel, the assembly of the tunnel boring machine (TBM), the excavation of the TBM tunnel including the supply of the precast segmental liner, the grouting operations, the installation of the steel interliner pipe and the cast-in-place concrete as well as ingress and egress of personnel. The production of the TBM operations was critical to the schedule of the project. This required a quick cycle for muck haulage and supply of the precast segmental liner in order to keep pace with the excavation time of the TBM. For TBM assembly, components were limited to a maximum weight of 104 t (115 st) for a single lift. Various cranes were analyzed for hoisting, however, none would meet all of the citeria. Therefore, the project team selected a specialized hoisting system designed in house in conjunction with Timberland Equipment Ltd. that consisted of a total of 14 separate hoists and winches with a total of more than 2,833 kW (3,800 hp)."

While the mood at the 2013 annual joint meeting between the Pittsburgh Coal Mining Institute of America (127th Annual Meeting) and SME Pittsburgh Section (68th Annual Off-the-Record Meeting) in Canonsburg, PA was subdued following a rocky year in the coal industry, attendance was down only slightly, to 300, and overall, the meeting?s focus was optimistic about the future of coal. The conference began by addressing one of the central challenges of coal mining head-on with a keynote address on the status of safety in the mining industry. Noting that two more U.S. miners had died in 2013 than by the same date in 2012, the National Mining Association?s (NMA) Senior Vice President of Regulatory Affairs Bruce Watzman made a plea for a new approach to safety. He described the NMA CORESafety initiative, a program that promotes proactive safety measures versus a compliance-driven model. CORESafety, described in more detail on pp. 29 of this issue, focuses on developing successful ways to change company cultures of safety and behavior. Other industries that have adopted this approach have seen dramatic drops in fatalities, including the Australian mining industry, which has seen its annual fatality rate drop to nearly zero even while the number of people employed in the industry has soared. The rest of the morning?s sessions explored what is arguably the industry?s biggest challenge right now ? maintaining the social license to operate.

The quality of water in mine pit lakes depends in part on the physical limnology (Le. stratification, turnover, and development of anoxic conditions with depth) of the lake. Limnologic data collected from four existing pit lakes indicate that pit lakes develop a thermocline, or temperature stratification, in the upper 10m to 30 m of the water column. Two of the pit lakes (26 m and 55 m deep) undergo seasonal turnover of the entire water column, whereas two deeper pit lakes (110 m and 240 m) undergo seasonal turnover of only the upper portion of the water column. In the deeper lakes, seasonal mixing does not extend through the entire water column and a distinct chemocline develops with depth.

Minera Escondida, located in the Antofagasta Region of northern Chile, is the world’s largest producer of copper as concentrate and SX-EW cathode. Projects to increase mill and flotation capacity began soon after start-up in 1990 to off-set decreasing copper grade. Subsequent projects had the objective to increase copper production through heap leach and SX-EW production and a second concentrator. The mine footprint concurrently expanded peripherally from the central high-grade enriched core of Escondida and then into the separate Escondida Norte deposit. Early in the mine life, metallurgical forecasting that was based on metallurgical composites of presumed ore types and historical plant production was adequate for operational planning, plant design, and project valuation. This approach became unreliable, however, as the increase in mine footprint was accompanied by an increased variability in key ore body characteristics such as hardness, copper-iron sulfide mineralogy, and sulfide liberation textures that were not reflected in the geological criteria used for ore type designation. The project study teams turned to small-scale physical and chemical tests to better characterize the spatial distribution of these key ore characteristics. Programs associated with capital growth projects were carried out through the mid-2000s to sample and construct a three-dimensional spatial model of hardness, copper sulfide mineralogy, and rougher flotation recovery from tests on 15-m drill core composites. Mathematical models were developed from the respective ore characteristic data to calculate throughput, flotation recovery, and concentrate copper grade. The spatial models were integrated with the concurrent mineral resource block model using standard geostatistical methods and the metallurgical process calculations were applied to the block estimates. The geometallurgical model, originally constructed on a project basis, is now managed by a dedicated team reporting to the manager of Geosciences & Resources Definition in the Escondida organization. The model has evolved with increasing complexity of the mine and processing plants and currently includes seven forecasting areas for three concentrators and four areas for two leach plants. Metallurgical forecasts of mill throughput, final flotation recovery, and concentrate copper grade still have the highest relevance to mine planning and optimization. Sample preparation, test procedures, and quality control methods are summarized for the ore characteristic tests important to these forecasts. Analytical results from recent annual sampling programs are presented for the hardness indices, rougher flotation recovery, and partial extraction copper analyses. Geostatistical analysis of the SAG mill hardness index is summarized as an example for the spatial estimation process. Mathematic models are presented for throughput (based on hardness indices), final flotation recovery (based on rougher recovery and plant calibration studies), and concentrate copper grade (based on sulfide mineralogy and empirical pyrite rejection studies).

From the Brightwater Conveyance System in Seattle to the Second Narrows Water Supply Tunnel in Vancouver, BC, the design and construction of deep-lying tunnels in the Pacific Northwest often require the incorporation of deep portal shafts. Alluvium overlying marine and glacial deposits combined with the high regional seismicity is the common geologic setting. The latest example illustrating the development of shaft design for this scenario is the 40-m-deep shafts of the Annacis Island Wastewater Treatment Plant New Outfall System. The main components of the shafts include the initial lining, providing the excavation support system to be used for launching and receiving a 5-m-diameter TBM; and the final lining, designed to withstand all static and seismic loads and to remain viable for the intended design life. This paper presents design and construction considerations for these shafts against the background of and lessons learned from past project experiences.

The Broken Aro project is associated with a 1910 abandoned underground mine complex that has been discharging aeid mine drainage from entries, seeps and springs. The Ohio Department of Natural Resources(ODNR), R&F Coal Company (R&F) and American Electric Power (AEP) are involved with this unique project that will remine the abandoned underground complex and install a mine seal constructed of fixated flue gas desulfurization (FGD) material. The goal of the project is to eliminate or reduce the acid mine drainage that is discharging into the watershed. This paper discusses remining, installation of the FGD mine seal, government financed reclamation projects and future application to active and abandoned mining sites.

The kinetics of atmospheric sulfuric acid leaching from a Brazilian nickel laterite ore was assessed using distinct reducing agents and ore mineralogy. This transitional ore contains 1.63% Ni distributed as 1.27% in coarse size (− 500 + 150 μm), mainly as silicates (lizardite and chlorite—28.6%), and 2.06%in the fines fraction (− 75 μm), mainly as iron oxy-hydroxides (goethite and hematite—49%). The effects of temperature, acid concentration, reducing reagent type, and concentration were evaluated. The − 75 μm fraction limited the leaching efficiency and the use of reducing media with thiosulfate improved leaching and Ni-Fe selectivity. However, at constant Eh of 626–743 mV and a pH range between 0.2 and 1.1, no substantial rise in metals extraction, except for Co and Mn, has been observed. In order to determine the process control at 95 °C, two regions in the extraction curves were used in combination with the shrinking core model. Control by porous diffusion was observed and the kinetic constant was found to be in the order kFe<kNi<kMn<kCo<kMg for atmospheric leaching without Eh control. In reducing media for the first 15 min of leaching, the kinetic constant was found to be kFe<kNi<kMg≅kCo<kMn as derived from Ni disseminated into iron oxides structures.

While the COVID-19 pandemic has dominated the headlines, another epidemic in the United States has continued apace — the opioid epidemic. Half a million opioid overdose deaths have occurred in the United States since 1999, when the opioid epidemic began. The causes of the epidemic include the rise in prescriptions for opioid pain medications, including for work-related pain. Miners and other occupations identified as physically demanding and at higher injury risk have been found to be at increased risk for opioid overdose [1]. However, awareness of the risk factors that might lead to opioid use, the potential hazards associated with their use, and resources to prevent addiction and death can allow miners to make choices that can reduce these risks.

Nassau County, New York, is undertaking several projects to improve the water quality in the Western Bays of Long Island. A major step forward will be the completion of the Bay Park Conveyance Project, which will divert most treated effluent away from the Western Bays to an existing ocean outfall at the Cedar Creek Water Pollution Control Plant. The ongoing works include 3.6 miles of microtunneling, 7 miles of sliplining, 14 shafts, and a 75 MGD pump station. This paper provides an overview of the design and an update on construction progress through December 2022. The project is a collaborative effort between Nassau County, New York State Department of Environmental Conservation, the design-builder, and various consultants.
