Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. Potash is an important natural mineral used largely as a fertilizer in the production of food and fiber. About 93 percent of all potash consumed globally is used in agriculture as fertilizer. The balance is used to manufacture potassium chemicals. Most potash is extracted by conventional underground mining methods. Solution mining is used when underground deposits are irregular and very deep. The other main production method involves the evaporation of brines in shallow salt lakes, followed by the harvesting of potassium minerals.

This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).

Natural aggregates, primarily stone, sand and gravel, are recovered from widespread, naturally occurring mineral deposits and processed for use primarily in the construction industry. They are mined, crushed, sorted by size, and sold either loose or in concrete products to build roads, houses, buildings, and other structures. Smaller quantities are used in agriculture, cement manufacture, and industries employing chemical and metallurgical processes. The growth of cities, their buildings and the highways that connect them have created demand for enormous quantities of aggregates. The aggregates industry is the largest mining industry in the United States in terms of production by weight, volume and by number of active operations.

We performed numerical modeling studies to investigate water seepage into underground openings excavated in unsaturated fractured rock. Water seepage is a key factor affecting the performance of a nuclear waste repository such as the one proposed at Yucca Mountain, Nevada. The amount of water dripping into an underground opening depends on the connectivity and permeability of the fracture network as well as on the capillarity of individual fractures intersecting the opening. We developed a high-resolution numerical model of an unsaturated fracture network and examined the appropriateness of seepage predictions using a fracture-continuum model. Model calibrations to liquid-release tests performed at Yucca Mountain are also discussed.

The McLaughlin Mine is a world class epithermal gold deposit located in the coastal thrust fault of Northern California, U.S.A. Homestake adopted a proactive strategy in the permitting of the Mine. Extensive environmental base line studies were undertaken. Engineering and process alternatives were evaluated for environmental impact along with other factors. A unique pressure oxidation process was selected. Screening studies were conducted as a basis for the selection of waste rock and tailings disposal sites. Project engineering and permitting were fast tracked. Construction required eighteen months and the first gold bar was poured in Parch of 1985, six years after the initial discovery. Project facilities are designed and operated so as to minimize environmental impacts. A comprehensive monitering program demonstrates permit compliance. Reclamation of the site is ongoing throughout the Mine?s twenty year life. Non-mined lands are managed to maximize wildlife habitat value.

When originally accepting the assignment, the Client had described the property as vacant land. A prior appraisal was later discovered and revealed that the property included a mineral rights appraisal. Further research disclosed an old dispute with a court ruling based on testimony by AIMA-certified experts. The present appraisal was therefore based on data from findings of the court with a fresh look at discount rate, absorption period, and residual land value. Fortuitously, the property subsequently sold on the market, while meeting all criteria for Fair Market Value. This provided insight into a market-based discount rate. Also, the absorption period could be adjusted in accordance with the current market conditions. The residual land value was minimal (based on comparable sales and projecting trends in market) as the property was affected by a flood zone and the surrounding development was sparse. PROPERTY HISTORY: A GREAT INVESTMENT Briefly, the subject property is located in the floodplain region of the San Jacinto River, a short river in southeastern Texas that flows into Galveston Bay, filled with sand and gravel. This location is on the north side of Houston, north of Beltway 8 on the east side of I-59.

G.A. Carmody and L.B. Anderson We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

CRU estimates that the global supply of metallurgical grade alumina (MGA) grew by 5 percent during 2005 to a little more than 61 Mt (67 million st). About 30.7 Mt (33.8 million st), or 50.3 percent, of that originated from Oceania (principally due to the commissioning of the CAR refinery in Australia) and Latin America. In this context, Chinese production surged by 20.5 percent year-on-year to 7.7 Mt (8.5 million st) on the crest of a 17-percent rise in that country’s primary aluminium production. Meanwhile, on the demand side, there was a 6.7 percent climb year-on-year in global consumption to 62.3 Mt (68.6 million st). This reflected a healthy demand for primary metal from aerospace, construction, packaging and passenger transportation (to a lesser degree) in the United States, China, Brazil, South Korea and India. So there was an overall supply deficit of more than 1.2 Mt (1.3 million st). This, combined with an 18.3-percent diminution in closing stocks (down to 35 days of requirement), lifted the average spot price of MGA by 17.6 percent year-on-year to US$448/t (US$406/st).

"Current Environmental Protection Agency (EPA) risk models and asbestos fiber counting techniques for monitoring airborne exposures treat all fibers as being equivalent and ignore the effect of dimension on toxicity. While this may have been appropriate when modern analytical methods were not available, the measurement world is now fully capable of making the appropriate distinctions. The importance of width as a determinant of carcinogenicity has been recognized for nearly 30 years within the published literature. Stanton,1 in a landmark study of a suite of fibrous materials, found that durable mineral fibers with widths less than 0.25 mm and lengths longer than 8 mm were causally associated with the induction of tumors. Pott,2 in a later study, postulated a fiber toxicity model that agreed reasonably well with the Stanton findings, but extended the concept to include varying toxicity as a function of length and width. Wylie et al.3 reanalyzed samples used by Davis et al.4 and found that tumor generation was strongly and inversely correlated with fiber width. Crump5 testified increasing fiber length was correlated with disease occurrence. Lippman6 reviewed a number of studies and suggested that mesothelioma was closely associated with long, thin fibers. Berman et al.7 published a risk model, which found that disease was correlated almost exclusively with fibers longer than 40 mm and width less than 0.25 mm. Recently, Loomis et al.8 reanalyzed textile mill samples and found that aspect ratios greater than 40:1 were highly correlated with disease. Incorporation of width into risk models has been limited by the availability of data from operating asbestos plants and, in particular, the observation of an asbestos plant for which there is no observable mesothelioma. There have been only limited studies published on the dimensions of asbestos fibers, with a few serving as the primary references in other literature.9_13 A rare opportunity to collect detailed concentration and dimensional data of airborne crocidolite from an operating asbestos-cement plant using modern analytical procedures arose, providing a chance to supplement the existing literature on airborne fiber dimensions. The asbestos-cement plant is located in the eastern end of Cochabamba, Bolivia along Highway 4. Cochabamba is a relatively large city located in the Andes Mountains, approximately 250 km southeast of the capital La Paz. The city sits in a valley that runs east-west with mountains to the north and south. The crocidolite used in the products made at this facility is mined in central Bolivia, approximately 75 km northwest of Santa Cruz. The crocidolite is a fibrous magnesioriebeckite 14 (blue asbestos). Crocidolite fibers from Bolivia were the subject of prior reports suggesting the fibers are generally longer and thicker than crocidolite from Australia or South Africa.9 At the cement plant, the run-of-mine crocidolite was first pulverized using a hammer mill and then sieved on vibratory sieves to produce fibers of limited size ranges for use in the cement. The sieved crocidolite is mixed with other components, including recycled cement product, to produce a slurry that is vacuum filtered into sheet form. The sheets are then manually molded into a corrugated shape, air dried, and sawed (using circular saws) to accepted dimensions. The sawed sheets are cured in soaking pits for 28 days before being shipped to the consumer. Prior to shipping, the sheets are finished by a light hand sanding followed (at customer request) by applying one or more coats of paint. Ion exchangers can be naturally occurring or synthetic; the majority of ion exchange materials in use today are synthetic resins based upon organic polymers such as polystyrene or methacrylate. Into more modern times the use of ion exchange for metal recovery was first proposed for the recovery of gold using zeolites in 1909.4 In 1939 copper was being recovered from the manufacturing of Rayon using ion exchange5 a development that continued applicability through to current times in the production/recovery of copper and nickel in ammoniacal leach processes. In early 1949 researchers at the Rohm & Haas Company discovered that hexavalent uranium existed as an ionic complex in sulfuric acid leach liquors, and that quaternary ammonium anion exchange resins exhibited a high selectivity for this ionic species6 The first commercial application of this technology went on-stream in October 1952 at the West Rand Consolidated Mines, Ltd operation in South Africa. 7 Ion Exchange has been applied for the recovery and purification of a range of metals;8 ? Uranium, Thorium and transuranic elements ? Rare Earths ? Gold, Silver and platinum group metals (PGM?s) ? Chromium, Copper, Zinc, Nickel, Cobalt ? The Non-Time Critical Forest service CERCLA Action at Mansfield Canyon, Santa Cruz County, Arizona designated previous locators of unpatented mining claims as owners/operators of the Hazardous Waste Facility, retroactively liable for all reclamation costs including reclamation of mines acquired by the Forest Service. The CERCLA Action is based on non-existent tailings, a non-existent permanent resident, inaccurate and unreliable data and did not review or consider prior USGS and USBM data. The consequences of the Forest Service action include(1) reduced exploration, (2) loss of credibility, (3)public disillusionment and distrust.

Construction of the Northeast Boundary Tunnel (NEBT), the last leg of the Anacostia River Tunnel System on DC Water’s Clean Rivers Project, started in September 2018 and was completed in April 2021. The 26-foot-bore earth pressure balance (EPB) tunnel boring machine (TBM) mined 26,737 feet at elevations between 80 to 160 feet belowground. Approximately 55% of the tunnel was cut through lower predominantly coarse-grained facies identified as the Cretaceous Patuxent Formation (undifferentiated) (PTX), and the remainder was cut through upper predominantly overconsolidated fine-grained plastic material facies identified as the Cretaceous Patapsco/Arundel Formation (P/A). Mixed face conditions were encountered in the transition from the P/A to the PTX and vice versa. This paper reviews the performance of the TBM that mined the NEBT through several unique challenges, including 8,000 feet of tunneling under the heavily developed Rhode Island Avenue corridor, major sensitive structures, cast iron water distribution mains, and other sensitive utilities.

A method for stabilizing mercury containing waste for landfill disposal would be a very cost effective solution for industry. A mercury polythiocarbonate material which is made via a metallurgical process passes a traditional TCLP for mercury. The mercury polythiocarbonate material was subjected to a more thorough evaluation, the Integrated Leaching procedures as described in Kossan (1) and Sanchez (2)The procedure involves leaching the mercury polythiocarbonate material at varying pH and sample size to liquid. The procedure had to be adapted for small sample sizes and finely divided materials due to the product characteristics and available material. The leachates were evaluated and found to be stable within common environmental pH values. The performance details on how Inter-Mountain Labs met the leaching requirements of the procedures and the analysis of mercury are presented.

Corrosion and abrasion properties of a series of chromium-containing cast iron balls with Cr contents ranging from 0 to 29% was evaluated and compared with austenitic stainless steel and mild steel balls. Marked ball wear tests were performed on artificial ore samples consisting of 95% quartzite with either 5% pyrrhotite or 5% chalcopyrite under a nitrogen or oxygen atmosphere. The electrochemical mechanism was investigated by correlating the corrosive wear with the corrosion currents obtained from potentiodynamic polarization curves under abrasion. An offset in their electrochemical activities was observed somewhere between 16 and 26% Cr. In fact, 26 and 29% Cr cast irons showed an excellent corrosion resistance approaching that of austenitic stainless steel. Flotation recoveries were estimated on a 95% quartzite + 5% pyrrhotite sample ground with various cast iron ball materials under an oxygen or nitrogen atmosphere. Electrochemical results are found to be in good agreement with corrosive wear obtained from marked ball wear test and with flotation results.

The United States continues to be the world’s leading producer and consumer of diatomite. Production of diatomite in the United States during 2004 was estimated to be 635 kt (700,000 st). This was a 2-percent increase from 2003. The value of processed diatomite in the U.S. was about $164 million in 2004. Production was from six companies with 13 processing facilities in four states. Nevada and California were the principal producing states. They accounted for about78 percent of the U.S. production during 2004. U.S. diatomite exports were about 136 kt (150,000 st). Imports were negligible.

Soil next to an abandoned smelter near Socorro, New Mexico, has the highest Pb concentration in the clay-size fraction, although this fraction accounted for only 1 to 3 wt. % of the soil. The depth of contamination was determined in areas relatively undisturbed since the smelter was abandoned about 98 years ago. Lead concentration drops to background levels below a depth of 3 inches. A mineralogical examination of the fine-size fraction of Pb-contaminated soils revealed an absence of crystalline Pb compounds. We conclude that Pb is present either as amorphous phases or adsorbed on the surfaces of soil particles. Yet, because of the alkalinity of the soil, the movement of Pb-bearing particles controls Pb mobility, not chemical transport in solution. Plant material from the site contained elevated Pb levels that increased as the amount of Pb in the soil increased. Of the types of material tested, rabbit bush showed the greatest increase of Pb levels. Lead levels were highest in rabbit bush roots, whereas levels in creosote were highest in foliage. Levels in cactus varied. The amount of Pb due to dust incorporated in plant tissue is almost negligible compared to the amount absorbed through the plant vascular system.

"High-pressure grinding roll (HPGR) technology was evaluated to replace tertiary cone crushing at Coeur Rochester operations (Coeur Rochester Inc.) as an opportunity to improve silver recovery. In 2016 and 2017, onsite and third-party pilot programs were initiated to evaluate the impact on metallurgical recovery and heap leach performance of crushed product generated by an HPGR. In 2018, Forte Dynamics evaluated the HPGR laboratory metallurgical data from Coeur Rochester and all third parties to develop field-scale leach curves based on new crushing scenarios. The laboratory recovery test work data were consolidated and scaled to field conditions to determine projected heap leach performance. Based on the metallurgical testing conducted, the replacement of current tertiary cone crushers with HPGR technology has the potential to increase Coeur Rochester’s silver recovery rate by 8 percentage points, from 61 percent to 69 percent, and shorten the overall timing of silver recoveries from 20 years to just more than two years.The Rochester Mine, and associated valley fill heap leach facilities is an openpit silver and gold mine located in Pershing County, NV, approximately 42 km (26 miles) northeast of the city of Lovelock. In 2017, Rochester produced approximately 4.7 million oz silver (Ag) and 51,000 troy oz gold (Au). Ore mined at Rochester is either fed directly to the primary X-Pit crusher, crushed at an in-pit crusher system, or placed directly onto a heap leach pad as run-of-mine (ROM). Both crushing circuits are comprised of three stages of crushing to produce a nominal 3/8 in. ore. Primary crushing consists of jaw crushing while secondary and tertiary crushing are composed of varying cone crushers.Historical recovery rates of crushed Rochester ore averaged 61.4 percent Ag and 95.9 percent Au over a period of 20 years (Robinson et al., 2018). These rates were derived from third-party verification of in-house metallurgical test results, crusher production and heap leach production results from 1986 through 2004 in a private report for Rochester produced by KD Engineering Co., Inc. Recovery rates are regularly verified by compositing daily samples of ore delivered to each leach pad from the X-pit crusher, in-pit crusher and/ or ROM. A proportionate split of each sample is used to generate monthly composites for metallurgical analysis utilizing column leaching and bottle roll leaching. These tests are run in a manner analogous with production conditions and deliver test results that provide expected heap leach performance. As the Rochester oxide deposit has been mineralogically and metallurgically consistent, the gold and silver recovery trends have also been consistent over the life of the project."
