As the new millennium approaches, it is appropriate to assess the progress that has been made in mine health and safety, a matter of concern to management, labor and government. One can hardly look at the major events of the last century — from the birth of the US Bureau of Mines through the enactment of the modern health and safety laws — without realizing that the march has been relentless toward eradication of health and safety threats in mining. The progress is spectacular in mine safety and significant in mine health. In looking at the future, it is safe to assume that societal demands will increase for improved health and safety conditions in the workplace. So will the demands for greater technological leaps. The standards will for measuring success and the expectations of progress in creating a safer and healthier mine environment will grow. The possibilities are enormous of meeting these exacting requirements in the 21st century.

1 Flotation Analogy To explain flotation in simpler terms the following analogy will be used. A factory (the flotation cell) manufactures a product (collector coated mineral). The product (collector coated mineral) is transported to market (the launder). A truck (the frother) is used to transport the product (collector coated mineral) to the market (the launder). The truck (the frother) transports the product over a road (the froth bed). The truck (the frother) and product (collector coated mineral) are supported by tires (the air). 2 Assumptions This operating philosophy assumes that the correct collector dosage is present along with the correct particle size distribution, pH conditions, etc. and that the minimum required frother dosage is correct. 3 Collector Addition The collector addition as used at a flotation plant is based on dosage rate as determined by the amount of mineral value entering the concentrator. Collector is normally added at two points in the concentrator: The primary flotation circuit and staged addition in the rougher scavenger circuit. Surveys have shown that the staged collector addition provides an increase in the kinetics and increases the recovery of the valued mineral in the rougher scavenger circuit. 4 Frother 4.1 Frother Dosage As explained in the above analogy, frother can be likened to the truck that transports the product (collector coated mineral) to market (the launder). Just as you would not use a truck rated at 15 tonnes to transport a 20 tonne load, you cannot expect to transport coarse minerals to the launder when there is insufficient frother present. Frother dosage must always be at, or above the minimum target. If less frother than the required minimum is used, then coarse mineral particles will not be supported and transported to launder where the mineral is recovered. To the naked eye the froth characteristics, even when insufficient frother is used, will appear to be correct. You cannot see the coarse particles that are not being recovered in the froth. (See Section 4.2 below for an explanation of why this occurs.)

The replacement of the dry mining method at Guajú Mine by the dredging method was a means of ensuring its feasibility by maintaining the production levels. Dry mining increased the cost of the deposit with the distance and presented a limited mined volume, while the decreasing grade of the deposit led to a production drop. With the new methodology, there was a considerable reduction in unit cost of the mine and an increase in the production level of a deposit with low heavy minerals content.

Introduction The South African Iron and Steel Co. Ltd., in Sishen, operates a large iron ore mine in the Cape Province of the Republic of South Africa. The mine is about 600 km (370 miles) west of Johannesburg. Its annual capacity is 100 Mt (110 million st) of ore and waste. Present production is 60 Mt/a (66 million stpy). The mine operates continuously six days a week. Primary equipment includes 55 154 t (170 st) Wabco and Unit Rig trucks and 14 P&H shovels. During 1979, a feasibility study into the application of a trolley assist system was launched. This was due to the escalation in diesel fuel costs and the appeal by the South African government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technically feasible. The estimated discounted cash flow return exceeded 50%. Diesel fuel consumption would be reduced by 120 ML (31.7 million gal) in the next 10 years. The construction of 7.7 km (4.8 miles) of line and the conversion of 66 154 t (170 st) trucks were completed in March 1982. System description The conventional 154 t (170 st) diesel electric rear-dump haul-truck is equipped with two direct current wheelmotors in the rear axle. They drive the rear wheels through planetary gearboxes. A 1.2-MV (1600-hp) diesel engine and an alternator is used to power the wheelmotors. The trolley assist system consists of an overhead power line, a current collector mounted on the truck, and add-on control equipment where external electric power is routed by way of the current collector to the motorized wheels. The diesel engine is used to propel the truck on level sections. On inclines, the wheel-motors of the truck are coupled by way of a current collector to the externally generated electrical power supply for propulsion. The diesel engine, having lower output than the wheelmotors, limits the truck performance. Previously, maximum output was required from an engine on inclines. By supplying the wheelmotors from a virtually unlimited outside electric energy source, the truck performance is enhanced to the extent that speed is increased by 46% and fuel consumption reduced by 75%. System design The unique operational requirements of this mine rendered the already proven trolley pole system useless. Minimum loss in truck mobility and flexibility was required. Overhead lines and substations were required to be relatively light and portable. This enables fast repositioning of a line with no loss in material. These unique specifications set the base for the design of the Sishen system. Steel I-beams, 203 x 203 mm x 52 kg/m (8 x 8 in. x 35 lb per ft) with lengths varying from 8.3 to 11.3 m (27 to 37 ft), mounted on base plates about 4 x 2.6 m (13 x 8.6 ft) were used as masts. The masts were erected at about 50 m (165 ft) and the base plates covered with about 12 t (13 st) of iron ore to keep them absolutely stable. Results from the pilot installations indicated that using single cantilever cross arms for insulator and overhead conductor suspension was not practical. The tension in the overhead varied too much with temperature changes, causing too much sag in the lines. There had to be a positive and negative conductor. It was decided to suspend each polarity on an independent cantilever and keep the conductors under constant tension by weights acting through a two-to-one pulley tensioning arrangement. For each overhead conductor, a standard 160-mm (6.5-sq in.) grooved copper railway conductor was used. To obtain the necessary current carrying capacity, two of these conductors are used in parallel per pole. Insulators are rated at 4 kV and are of the composite type. An 11-kV three-phase line, supported by the pantograph line masts on the opposite side of the dc line, feeds the rectifier stations. The rectifier stations consist of an 11-kV to 860-V, three-phase 1.46 MVA transformer and a three-phase diode bridge rectifier. The Cigar Lake uranium deposit was discovered in 1981 at the south western end of Waterbury Lake, approximately 660 km north of Saskatoon in the province of Saskatchewan (see Figure 1). It is the largest undeveloped high grade uranium deposit in the world. It contains proven and probable reserves of more than 226 million pounds U3O8 at an average grade of 20.7%. The world average grade is less than 1% U3O8. [ ] The ore body is located about 450 m below surface at the interface between sandstone above and basement rock below (see Figure 2). The sandstone is fractured rock and saturated with water. This makes water inflow a real hazard at the mine. In fact there have already been two significant mine inflow events. The first of these occurred in October 2006 and resulted in the flooding of the mine. The second occurred in August, 2008 during mine recovery activities.

The combination of high moisture and low heating value has restricted most low-rank coal (LRC) usage worldwide to mine-mouth power generation. Coals from Usibelli Coal Mine and the Beluga coal field have a heating value of approximately 8,000 Btu/lb and 28% moisture. Hydrothermal treatment (at 275 to 352'C) of lump coal from Usibelli Coal Mine and Beluga coal field enhanced the heating value of the coal, on an equilibrium moisture basis, from 8,000 Btu/lb to nearly 12,000 Btu/lb. The product coal with high heating value and 0.2 % S is an environmentally acceptable premium fuel. The Hardgrove grindability index of the coal is greatly improved, further enhancing its value. Increase in hydrothermal drying temperature promotes vesiculation of resinite. Vitrinite reflectance increased to 0.72 and vitrinite was subjected to widespread visiculation resulting in a coke like structure indicative that the material went through the fluid stage.

Globalization was the key word for the mining industry during the 1990s, just as productivity was the key word of the 1980s. And globalization will remain the key word as the industry enters the 21st century, according to speakers at the Colorado MPD Meeting held in Colorado Springs, CO in May. The meeting, put on by the Colorado Section SME Minerals Processing Division, drew about 120 people to the Broadmoor Hotel. “Operating Globally” was the theme of the 49th annual conference. Speakers addressed the reasons why mining companies have limited their spending in the United States and have moved into Third World and developing nations.

In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

Introduction Typical dragline rigging includes several sets of ropes: hoist ropes, drag ropes, dump ropes and boom suspension ropes. The drag and hoist ropes contribute most to the dragline operating cost. Both work in very difficult conditions and wear out rapidly. As a result, frequent rope changes are required resulting in substantial cost and productive time loss. Although performance of rigging has a profound impact on dragline efficiency, there are no common, industry accepted standards related to its selection, operation and maintenance. Little information on the subject is available and the practice differs widely throughout the industry. The performance of drag and hoist ropes depends on: •rope construction that should closely match requirements of the specific application, rope operating conditions and its maintenance and • correct definition and application of the rope discard criteria so that full advantage of the rope can be taken without endangering safety of its operation. This paper reviews the present practice related to all these factors. Its findings are based on the wide survey of the present industrial practice. Field survey In total, 33 North American dragline applications were surveyed of which 17 were Bucyrus-Erie machines, 10 were Marion and six were Page (now P&H). Most of the draglines were stripping overburden in coal mines, but the survey also included some unique applications such as phosphate mining in Florida and oil sand mining in Alberta. Hoist drive power of the surveyed machines varied from 300 to 7775 kW (400 to 10,400 hp). Drag drives varied from 300 to 5815 kW (400 to 7800 hp). Boom lengths varied from 37 to 110 m (120 to 360 ft). Bucket sizes varied from 5 to 96 m3 (6 to 115 cu yd). The hoist and drag ropes installed on the surveyed machines were supplied by 10 rope manufacturers and differed widely in type and construction. Most common rope strand constructions included standard strands, Seale, Warrington, Warrington-Seale and Filler-Seale. Results of the survey [ ] Working conditions Working conditions of hoist and drag ropes are quite different. The first cope primarily with bending on rope drums, point sheaves and deflection sheaves, and with tension force imposed by the bucket and its load. The drag ropes are exposed to severe abrasion at the pit crest, and to severe bending and crushing at fairleads, all while coping with tension forces imposed by resistance of the bucket to dragging. Bending of drag ropes at house rollers and at rope drums is of minor importance for their performance. Differences in working conditions result in different wear patterns, which make it feasible to install discarded hoist ropes to further serve as drag ropes. The hoist ropes wear primarily due to fatigue breaks of wires, while the drag ropes are subject to severe abrasion of outside wires, rope deformation and internal wire-strand breaking. The last is often indicated by the reduction of rope diameter. The summary of working conditions for the surveyed draglines is shown in Table 1. For simplicity, Table 1 does not include the data on rope bending at the fairleads, nor at the deflection rollers and house rollers. Similarly, Table 1 does not include the data on drag rope bending (other than that on the rope drum), as its influence on rope life is insignificant in view of severe abrasion and internal wear taking place elsewhere. However, the safety factors of the dragline ropes are lower, which requires them to carry relatively large tension forces. Golden Sunlight Mines Inc. operates an open-pit gold mine and cyanidation plant about 11km (7 miles) northeast of Whitehall, MT. Golden Sunlight is a subsidiary of Placer Dome US Inc. Mining is accomplished with conventional open pit drilling, blasting and hauling methods. The mining rate is about 102 kt/d (113,000 stpd). Gold occurs as fine-grained disseminations in a pipe-shaped breccia and in immediately adjacent country rock. The ore body is low grade, averaging 2 g/t (0.059 oz per st) of gold. The metallurgical plant uses conventional carbon-in-pulp (CIP) technology. Daily throughput averages 6.5 kt (7000 st). Recoveries are enhanced through a sand tailing retreatment facility while a preaeration process reduces operating costs. The low grade ore dictates that maximum mill throughput at the desired grind size be maintained. Therefore, in October 1988, an Armco Autometrics (now Denver Autometrics) particle size monitor (PSM) 400 was commissioned. The PSM 400 is an on-line instrument. It measures particle size and percent solids in a slurry stream. The PSM pulls its own sample, deareates the sample and passes it through diametrically opposed ultrasonic sensors. The unit uses ultrasonic sound to measure the deareated slurry stream's particle size and percent solids.

"Sierra Gorda SCM is a joint venture partnership of KGHM International (owned by KGHM SA, Poland), Sumitomo Metal Mining and Sumitomo Corp. (Japan) operating in northern Chile. The Sierra Gorda openpit mine and coppermolybdenum processing plant will become one of the largest mines in the world. The need for optimum production efficiency and sustainability has driven the creation of the most modern, wellinstrumented mine in Chile. This article contains a general review of the project including geology and history.This was a fast-track project going from greenfield site acquisition to mill startup in 10 years. Highly experienced and motivated engineers and technical staff have overcome many significant challenges resulting in a rapid ramp-up of production capacity. A potential expansion to double the production rate in the fourth year of operation has also been intensely studied.The Sierra Gorda property is located in the Atacama Desert of northern Chile, in the District of Sierra Gorda, Region II of Antofagasta, Chile (Fig. 1). There is almost no precipitation in this area. The mine site is generally flat with some rolling hills. The project is located about 5 km (3 miles) from the village of Sierra Gorda at an elevation of approximately 1,700 m (5,600 ft) above mean sea level. The village is near a highway and railway line. The city of Calama, home of the famous Chuquicamata Mine, is located about 60 km (37 miles) northeast of Sierra Gorda. In addition, the SG mine is in the midst of numerous other mines including Spence, Esperanza, Mantos Blancos, El Tesoro, Lomas Bayas, Gabriela Mistral, El Abra, Radomiro Tomic and Escondida, to name a few.The primary organizational value at Sierra Gorda is "Zero Harm." This includes employees, contractors, the environment, the community, plant facilities and mine equipment. A cornerstone of this program is called 5X5S (five by five S), which combines the lean principles of 5S with the safety model of taking five steps back and thinking about the task at hand for five seconds, five minutes, the time it takes to assess and manage the risk. "People caring about people" promotes proactive engagement in the safety of coworkers and others at work and at home."

The condition-based monitoring system is an important innovation for reducing the downtime of costly, heavy earth- moving machinery (HEMM). Vibration severity measurements were made on the HEMM located at the Gevra Project, the largest coal opencast project in India. Whenever the vibration severity levels exceeded the permissible limits, necessary actions were taken to replace the defective parts of the ma- chine. The systematic vibration monitoring of 120-t (132-st) dumpers, followed by corrective measures led to a substantial increase in component life (8.18% for an 445E Dressor and 28.44% for an MK-30 Unit Rig). The associated costs (including spareparts) were reduced by 21.55% and 25.74%, respectively. Because of the reduced downtime, savings for these two dumpers over the period from March 26 to June 25,1998, were of the order of Rs.26.47 (US$0.649) million.

The underground ventilation system at the Waste Isolation Pilot Plant provides unparalleled ability to ensure safety of the workers, public and environment. Although small spatially, it can vary the airflow from 66,000 acfm to 460,000 acfm. It can automatically incorporate HEPA filtration in the event of radioactive contamination. Remote-capable regulators individually control the four main splits, and can be adjusted from the surface if necessary. A ventilation remote monitoring and control system provides real-time information. Future areas of concern include DPM compliance, system psychrometry, logic-based-real-time mine ventilation simulation and automation using PLC technology. This paper discusses the evolution of this system.

Throughout the years, research studies have reached a consensus in acknowledging the relevancy of surface chemistry phenomena on minerals separation and metals extraction. Many techniques, and notably, scanning electron microscope-based technologies have revolutionised the entire mineral processing industry. Nevertheless, the comprehensive understanding on how surface chemistry properties influence the performance of many processes involving ores is still a challenge, a matter of controversy. The latter is mainly due to the fact that all interfacial processes do not necessarily require stoichiometric and well defined atomic structures. This is particularly true in the case of sulphide minerals which are well known to be superficially unstable in aerated media. When trying to measure any variable related to mineral-mineral or mineral-aqueous solution interfaces, there are too many unknowns regarding how sensitive the interface is when facing sampling protocols and sample handling. The aim of this research work is to make a case for improving future concentrators? survey protocols. It suggests a methodology to study effectively chemical changes at the outmost mineral surface layer at different stages of a mineral processing operation. The sampling protocol and sample handling is presented in details and it is applied to the regrinding stage of an industrial plant.

When plotted as head vs. volume, fan curves start high and decrease in head with increasing volume while mine head curves start low and rise with increasing volume. Their intersection is the system operating point. But wait a minute: Isn't head loss a negative number, a debit? And isn't fan head an energy addition, a credit? This, as every ventilation instructor knows, is often a stumbling block to student or audience comprehension. It is possible to use the intuitively correct curves - pressure losses as negative values and energy additions as positive values-and still obtain the correct operating point: adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at which the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure; with the standard approach it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel circuit or ventilation network. The results are the same, and the approach is logically consistent and less confusing.

Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module (Fig. 1). The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information. The source is contained in an iron capsule and pneumatically transferred between the irradiation/counting and storage chambers. The irradiation/counting chamber possesses 12, 600-mm (24-in.) long helium-3 thermal neutron detectors embedded in an annulus of wax (Fig. 1). Two sets of six detectors are each interfaced to a preamplifier, amplifier and single-channel pulseheight analyzer system, and the two systems are connected to a scaler. A special timing unit controls the transfer of the source and the on and off switching of the detector assembly, in sequence with the movement of the source. Results and Discussion In the experimental demonstration, using the 107 neutron.s-1 source, a 10% uranium ore was measured to ± 10% (2o total error) in 10 cycles and ±6% (2o) in 100 cycles. Since a larger source was not available, it can be statistically predicted that a 109 neutron-s-1 source could be used to measure a 0.1% ore to ± 10% (20) in 10 cycles. The uranium can occur as discrete nonhomogeneous particles in the ore, and the error caused by such a distribution of particles is ± 4% (2o), as determined by

A leach pad’s fluid flow characteristics greatly affect the recovery of metals from heap leaching. However, because there are other factors such as particle size distribution, application rate and method, and chemical reactions to consider, mining companies often overlook potential problems associated with fluid flow until it is too late. In an effort to better understand the dynamics of fluid flow in leach pads, a series of experiments were preformed using temperature probes. A model leach pad was set up using a particle size distribution, fluid application rate, and application method common to modern leaching methods. Variable water temperatures were applied in succession and data gathered from the three dimensional grid of temperature probes built in to the model. Current work is analyzing these data along with visual observations of the model, computer simulations, past mining experiences, and other related research, in an attempt to develop a low cost test that could be performed prior to large scale leaching to determine the fluid flow characteristics of a particular ore. This paper will summarize the work and findings to this point as well as suggest areas of additional related research.

Mineral Development Agreements (MDA?s) are a cooperative mechanism in Canada by which the federal and individual provincial governments can coordinate their scientific, techno- logical and market development resources in order to implement measures designed to stimulate mineral exploration and development by the private sector; the objective, ultimately, being to increase the mineral industry?s contribution to provincial economies. In the latest round of MDA?s, which was initiated in 1984, a significant number of planned activities relate to industrial minerals.
