In a dispersion of particles in liquid a net charge will develop at the particle-liquid interface. This surface charge is usually due to the adsorption of charged material from solution. The existence of this surface charge gives rise to the formation of the electric double layer of counter-ions which surrond the charged particle. The particle surface charge and the electrostatic repulsion which exists between similarly charged particles is the primary stabilization mechanism for lyophobic colloids (1). The separation of charge which occurs at the particle-liquid interface gives rise to several dynamic phenomena associated with colloidal systems or with solid-liquid interfaces in general. These phenomena are known as electrokinetic phenomena and the four classic electrokinetic phenomena are; electrophoresis, electroosmosis, streaming potential, and sedimentation or Dorn potential. The actual driving force for electrokinetic phenomena is not the surface charge per se, but the charge at the interface between the liquid which is hydrodynamically bound to the particle surface and the bulk fluid. This interface is known as the slipping plane or the plane of shear and the potential at this interface is the zeta potential (2). The factors linking the electrokinetic phenomena is that they involve a relative motion between the liquid and the charged particle or solid surface and the driving force is the zeta potential of the solid. In addition to the four classic electrokinetic phenomena there are two additional electrokinetic effects in disperse systems; the electro-acoustic effects. When an alternating electric field is applied to a cooloidal dispersion the particles will move in the field due to their net zeta potential. If there is a density difference between the particles and the fluid this motion will result in the development of an acoustic wave. The effect was discovered at Matec and has been termed the Electrokinetic Sonic Amplitude or ESA (3). ESA is the pressure amplitude generated by the colloid per unit applied electric field strength and has SI units of pascals per volt per meter. When an alternating pressure field (acoustic wave) is applied to a colloidal dispersion the inverse of the ESA effects occurs. A density difference between the disperse phase and the continuous phase leads to a relative motion between the particles and the surrounding liquid. This means that there will be a periodic displacement between the charged particle and the oppositely charged counter-ions in the electric double year. This displacement results in the development of an alternating dipole moment at the frequency of the applied field. This effect is termed the Ultrasonic Vibration Potential or UVP and was first predicted for electrolyte solutions by Debye in 1933 (4). UVP is measured in units of volts per unit velocity amplitude of the applied acoustic field or volts per meter per second. In 1938, Rutgers (5) and Hermans (6) pointed out that the effect would also be present in colloidal dispersions. A detailed theory for UVP effects in colloids, also called CVP, was first presented by Enderby in 1951 (7). Extensive studies of the UVP in electrolytes have been carried out by Yeager et al (8). Recently, O'Brien (9) has developed a general theoretical treatment of electro- acoustic effects in colloids and has derived a reciprocal relation linking ESA and CVP effects. The most commonly studied electrokinetic phenomena is electrophoresis. Electrophoresis is the movement of charges particles in an applied electric field. The velocity of the particle divided by the applied electric field strength is the electrophoretic mobility of the particle. The zeta potential can be calculated from this mobility (2). The magnitude of both the ESA and CVP effects are directly proportional to the electrophoretic mobility of the particles. The mobility determined by the two electro-acoustic effects is the dynamic or AC mobility of the particles.

Introduction Operation is underway at the Dutch Creek No. 1 mine of the first US longwall panel to be mined under the cooperative agreement between the US Bu¬reau of Mines and Mid-Continent Resources. The 244-m (800-ft) wide longwall face is part of a multilift longwall demonstration. A 3-m (10-ft) top slice is being extracted from the 8.5-m (28-ft) coal seam. This occurs in an area of the property where the Coal Basin A and Coal Basin B beds have come together to form one seam. This face, longest ever operated in the US, is being worked on an advancing longwall system. During the first months of its operation, this longwall face has been very productive and safe. Mid-Continent Resources operates two coal mines in the Coal Basin, located in the White River National Forest near Carbondale, CO. The Colorado Fuel and Iron Co. originally opened this property in 1895, and conducted a small mining operation for 10 years on the north rim of the basin and then abruptly shut down. Mid-Continent began operations in 1956, after the Coal Basin fields had lain idle for about 60 years. Operations commenced at the outcrop of the Coal Basin B bed situated at the 3-km (10,000-ft) elevation. At this time, coal was produced from Coal Basin A and Coal Basin B seams in the area. Since 1981, operations have been centralized at two mines, the Dutch Creek No. 1 and the Dutch Creek No. 2, both located in the center of the basin. Since 1981, Mid-Continent has shifted its emphasis to longwall mining as the primary method of production, and each of these mines is equipped with state-of-the-art longwalls using shields as the method of roof support. A 4-km (13,000-ft) long twin-bore rock tunnel is being driven at a lower elevation of 2.4 km (8,000 ft) to intersect the coal seams at depth, as they dip 12° in a westerly direction. This tunnel will enable the company to reduce costs by replacing trucks with conveyor belt haulage (Fig. 1). Mid-Continent began longwall operations in May 1976 with the US's first modern, mechanized advancing longwall face, using chocks. In August 1978, a second advancing longwall face was started. Results from two faces showed that the mining system could be used effectively to manage the difficult conditions encountered in both the Dutch Creek No. 1 and the L. S. Wood No. 3 mines. Unfortunately, low productivity and high costs plagued the company's advancing faces. The problems resulted principally from major equipment failures, poorly designed chocks and face conveyors, and the lack of an efficient, cost effective system for building packwalls. Flushing of rock between chocks and roof control were also major problems. In Sept. 1979, Mid-Continent and the US Bureau of Mines entered into a cooperative agreement to demonstrate the feasibility of mining thick coal seams using the multilift longwall mining method. Two lifts are to be used to mine the 8.5-m (28-ft) thick coal seam in Dutch Creek No. 1 mine. The Bureau provided mining equipment for 180 m (600 ft) of longwall face. This included the shields, face conveyor and drive units, shearing machines, panel belt, and stageloader. As a result of previous experience in advancing longwall mining, Mid-Continent purchased an additional 60 m (200 ft) of face, including roof supports and an additional face conveyor. Introduction During the past several years, persistent concerns about an economic slowdown in India have tempered capital-expan¬sion plans. This has encouraged companies to find methods of increasing the capacity of existing production equipment. One of the more cost-effective methods of increasing produc¬tion capacity without major capital investment is to improve equipment maintenance to prevent needless machine down¬time. This can have a significant financial impact because of reduced maintenance costs and increased machine availabil¬ity. The maintenance program employs different techniques, but the analysis of the vibration behavior of machine compo¬nents to assess their condition was found to be the most accurate technique for monitoring various machine disorders. A dragline that handles overburden in open pit mines is one of the more capital-intensive pieces of production equip¬ment. It is imperative that the machine be run at its optimum capacity under the prevailing environmental conditions. Condition monitoring of the various components of the dragline through vibration analysis not only improves the machines availability but also ensures a long operation time free from sudden failure. This paper describes the application of vibration monitor¬ing and analysis techniques to assess the components of a W2000 dragline. The paper reveals that condition monitoring through vibration analysis can be as valuable in failure prevention as it is in failure analysis. Finally, the paper presents an approach to a knowledge-based expert system to the quick and correct diagnosis of mechanical faults in a dragline. Equipment A dragline is an intermittent-discharge-type excavator having a long boom at one end. Unlike other excavators, the bucket is not rigidly held by the frame structure. In favorable geomining conditions, the intensive operation of these exca¬vators is the least-expensive means of overburden removal. The basic working elements of this equipment are the hoist system, the crowd and retract system, the wing mechanism and the propel mechanism. The walking dragline is accepted as the most economical machine for stripping overburden at depths of up to 60 m (200 ft). They are electrically powered and the various motions are effected by individual drives. The Ward-Leonard system is used to provide the optimum flexibility in controlling different dc-drive motors. To mini¬mize the cost of mineral extraction, the largest such machine in India has a 24-m3 (850-cu ft) bucket with a boom length of 96 m (315 ft). Draglines are very costly, and considerable financial penal¬ties may arise from sudden stoppages due to component fail¬ures. Thus, operational reliability is of the greatest importance. Active measures are now being taken to minimize downtime by adopting condition-based maintenance techniques. Though a number of techniques come under this scheme, it has been observed that assessing the health of the dragline by measuring vibration is the best method of determining the dynamic behavior of its various rotating components to avoid any catastrophic failure. Based on criticality, the vibration-behav¬ior of the following components are studied: • motor-generator unit, • exciter unit, • hoist motor-gearbox unit, • hoist drum-gearbox unit, • drag motor-gearbox unit, • drag drum-gearbox unit and • swing motor unit The approach Increases in the vibration levels in different subsystems of the dragline were observed due to the presence of faults such as unbalance, misalignment, looseness and bad bearings. A vibration behavior study included the measurement of vibra¬tion level, trend analysis of time-domain vibration signals and vibration frequency analysis at bearing points of the components. A vibration meter, a vibration analyzer and a data collector are used. Vibration-level measurement. When the dragline was assembled and put into operation for the first time, vibration data were collected to generate baseline data for the equip¬ment (based on International Standard ISO 2372). Aluminum silicate hydrosol synthesis and characterization are discussed. Plausible polymeric aluminosilicate species are presented together with their effect on electrokinetics of selected minerals and flotation response of various ores. The addition of aluminosilicate hydrosol to porphyry and oxide copper ores and to a tungsten ore resulted in enhanced flotation recoveries ranging from about 1.5 to 5 percent. A significant portion of the nation's mineral resources are presently lost in the form of particles with very fine grain size. In the case of copper, for example, approximately 225 million tons of ore are concentrated by flotation per year in the United States. Total losses from porphyry ores are generally 15 to 20 percent with half of these losses being finely-divided copper sulfide minerals which do not respond to flotation. The additional 5 to 10 percent loss is the result of copper oxide minerals which are not floated. The losses of copper sulfide minerals are thought to be due in part to the lack of appropriate dispersion of the finely-divided solids less than 20 microns in size. To effect dispersion in flotation systems, sodium silicate is commonly added. Enhanced dispersion effectiveness is achieved when polyvalent metal salts are combined with sodium silicate. Since originally described by Patek (1), numerous workers have explored the utility of metal silicates. Makrousov (2), Belash et al. (3), and Eigeles (1950) (4) showed the applicability of these reagents to calcite/apatite and fluorite/calcite ores. Mercade (5, 6) reported depression of calcite in the presence of 3.33/1 mole ratio Al/Si hydrosols prepared from Type N sodium silicate (Si02/Na20 ratio 3.22/1) and 1% A12(SO4) 3•18H20 solutions. He importantly observed that the colloidal precipitates did not play a significant role in dispersion and depression but that the soluble species were responsible for this action. Patented work by this author described metal silicates used to depress calcite in scheelite flotation using 1% metal salt (FeSO4•7H2O, CoSO4•7H2O, etc.) and 5% Type N sodium silicate solutions to produce hydrosols with Si/Fe or Si/Co ratios of 8.79/1. Aluminum (III) ion systems were less effective as depressants than the iron and cobalt systems. Yang (8, 9) has studied metal silicate sols for use in the flotation of lithium and ultra-fine hematite ores. Using 10/1 Si/Fe mole ratio hydrosols prepared from 2% ferric nitrate, Fe(NO3)3.9H20, and 5% Type N sodium silicate solutions, solutions, he showed that the hydrosols either modify the slime particle surfaces or are adsorbed on the slime particles preventing anionic collector adsorption. In a subsequent patent, Yang also reported the use of these hydrosols as dispersants for beneficiation of lithium ores. Recent studies of aluminum silicate hydrosols in the flotation of chalcocite, chalcopyrite and scheelite have been reported using Si/Al dispersants prepared from 5% Type N sodium silicate and 0.1 M aluminum chloride (A1C13.6H20) solutions. Dispersant properties were shown to be dependent upon the method of synthesis, supernatant pH, and the hydrosol Si/Al mole ratio. Polymeric soluble species in these hydrosolsupernatants have been proposed as the active dispersant species. Aluminosilicate hydrosols are synthesized by the general reaction scheme presented in Figure 1. Commercial sodium silicates are available with ratios of SiO2 to Na20 of 1.60-3.25. The sample which is most frequently employed is Type N whose ratio of Si02/Na20 is 3.22/1.00. Gel filtration chromatography and NMR studies have shown that these sodium silicates contain numerous species of molecular weight from 325-2,000 gm/mole. Monomeric, oligomeric and higher molecular weight linear polymeric arrangements of these structures are found in these solutions.

INTRODUCTION TO COAL MINE PRACTICES To illustrate the trends and the proportions of the various methods used to mine coal underground, Fig. 1 is useful. However, of all the underground coal mining practices in the US, room-and-pillar mining still accounts for 96.5%. This percentage is divided as follows: conventional, machine cut-33.0%; conventional, hand cut -1.7% : and continuous mining-61 .8%. As was stated in Sec. 1, Chap. 7, the term "development" means different things to a coal miner and a metal miner. Though some of the ideas and concepts presented in the first two chapters of this section are valid for all types of mines, they apply particularly to mines using noncoal methods. In coal mines (and many other mines using coal mining systems) development refers to that phase of the mining cycle which advances several entries through the virgin seam, forming pillars by cross- cutting between the parallel entries. Because in the past, coal seams (as well as seams of potash, trona, oil shales, gilsonite, salt, and some uranium) have been much more uniform in their thickness, continuity, and quality, and because they often cover large areas, it has been possible to develop the room-and-pillar mine completely from a preplanned, systematic approach with a minimum of surface drilling information. As the better coal seams of the midwest and east are being depleted (or eliminated because of high sulfur), seams of poor quality and continuity will have to be mined. Also, seams that are not nearly so well known at greater depth will have to be taken as well as some of the steeply pitching and folded seams of the west. The American coal miner is only now feeling the need to do a much more complete job of prospecting the geology of the coal seams than he has ever done before. This is the only way that the risk of unknown rock conditions can be minimized. In many ways, surprises in the rock or coal seams are much more of a disaster to the coal miner developing a room-and- pillar mine than to his metal mining counterpart. Be- cause of the multiple entries, the complex set of the Federal Coal Mine Health and Safety regulations, and the totally dedicated design of coal mining equipment, coal mining systems do not have the flexibility to easily overcome changes in the seams mined or the rocks around them. Thus, if a wide parting of rock shows up unexpectedly in the middle of a coal seam entry being milled away by a continuous miner, it will either have to slowly "chew" through it, convert to a conventional mining system, or stop that particular entry. Likewise, if suddenly the coal disappears completely and in its place are the remains of an old creek bed, the "want" or "wash out" as it's called will usually have to be mined right along with the coal, by the same methods and with the same soft rock equipment, or the entry will have to be abandoned. For reasons such as these, coal seams today should be drilled from the surface just as thoroughly as the ore bodies in metal mines. Having once determined a more precise location of where the coal seams are located and which are suitable for mining, the engineer must still take a systematic approach to planning the mine as completely as possible. The initial series of entries must be planned to be driven either from the side hill portal or from the bottom of the shaft or slope. In either case, they should usually intersect the area close to the midpoint of the mass to be mined.

"The Port Mann Main Water Supply Tunnel involves a 1km long tunnel beneath the Fraser River from Surrey to Coquitlam, BC. At depths of up to 60 m below ground, the earth pressure reached 6 bar. The tunnel is constructed using an EPB TBM and gasketed precast concrete segmental liner. The tunnel and two shafts were constructed in a variety of soil conditions ranging from soft to stiff clays and silts, to compact to very dense sands and gravels. After approximately 800m of mining, a very dense and highly variable soil group consisting of cobbles and boulders halted the TBM. Several options were considered to stabilize the TBM face so an intervention could be conducted. Although de-watering was considered, there was risk of settlement to the Port Mann bridge piers, which was within 500m of the tunnel. Hyperbarics were also considered, however, the cost, schedule and uncertainty of the work that needed to be done, made it a risky option. Ground freezing by Liquid Nitrogen was chosen as the best solution, which would provide a frozen block around the face of the TBM. A temporary platform on the river was designed and constructed to enable drilling and installation of the freezing pipes and temperature monitoring equipment. The operation required close coordination among the tunnelling, marine and freezing sectors. Following the intervention, the TBM successfully broke through the reception shaft, and the remaining project was completed. This paper describes the design, construction and operational approaches used for the freezing and serves as a basis for future projects requiring expedited ground freezing."

The total energy demand in the United States increased about 4 per cent annually during the 1960's 1 and is expected to increase at the same rate during this decade. Z Fuel oil growth in the 1960's was only Z per cent per year until 1968, but it increased to 8 per cent in 1969 and 11 per cent in 1970. Fuel oil demand is expected to grow at a 6 per cent rate through the 1970's. Part of this rapid increase in demand has been caused by restrictions placed on the sulfur content of fuels. High sulfur coal can no longer be burned in many parts of the country and has been replaced by low sulfur fuel oil. An insufficient supply of natural gas has also contributed to fuel oil demand. Air pollution regulations have not only caused an increase in fuel oil consumption, but they have also caused a reduction of sulfur content in residual fuel oils. Current regulations call for 1 per cent maximum sulfur content fuels over much of the country. Sulfur contents of fuels are limited to 0. 3 per cent in certain areas on the east and west coasts. Sulfur in residual fuel oils from high sulfur imported crude oil is reduced to 1 per cent currently. However, sulfur reduction to 0. 3 per cent is difficult and expensive.4 As a result, refiners may be hard pressed to supply the market for low sulfur fuel oil. The review of mineral activities in Minnesota arrived too late to appear in the May issue. Minnesota continued to lead the nation in iron ore production in 1989 with more than 70% of the market. At no time in the past 50 years has Minnesota's iron ore market share fallen below 50%. 1989 production was provided by six iron ore pellet operations and one high-grade iron ore mine. Most American steel companies are represented in these operations through whole or partial ownerships in Minntac (USS), Minorca (Inland), Eveleth Mines (Armco and Rouge), Hibbing Taconite (Bethlehem), and LTV Steel and National Steel Pellet. A seventh iron ore pellet producer started up in 1989 when Cyprus Minerals acquired the assets of bankrupt Reserve Mining Co. This operation, with first production scheduled for 1990, will be the only non-steel company captive operation in Minnesota. Encouraging minerals development In an attempt to stimulate further and additional mineral development in Minnesota, the state's legislature established a Minerals Coordinating Committee (MCC). This committee is comprised of the Department of Natural Resources-Division of Minerals, the Minnesota Geological Survey, the Natural Resources Research Institute, and the Mineral Resources Research Center. The Committee has sponsored and coordinated various projects. Among these MCC-sponsored projects are glacial drift geochemistry with an emphasis on gold and indicator minerals, accelerated geologic mapping, continued aeromagnetic surveying of Minnesota, greenstone geochemistry, structure and stratigraphy of the Duluth complex, and drill core and exploration data acquisition from past exploration programs. Regarding drill core, the Division of Natural Resources completed construction of its third core library building in Hibbing. These data and core are available for public examination.

Cobalt-rich ferromanganese crusts are one type of the two oxidic metallic mineral resources in the deep ocean that incorporate metals supplied and transported from both land (aerosols, continental run-off) and sea sources (oxygen-minimum zone, hydrothermal alteration of the oceanic crust). The substances directly precipitate from cold seawater under more or less oxic conditions and form thin layers (2 up to 25 cm thick) on hard substrate rocks like volcanic hyaloclastites, weathered basaltic rocks and/or carbonate-fluorapatite; in the crusts many metals therefore exist in the highest state of oxidation. Deposits of the Co-rich ferromanganese crusts are found throughout the global oceans on the flanks, terraces and summits of seamounts and submerged volcanic mountain ranges and platforms, where the ocean currents have kept the seafloor more or less free of sediment for millions of years. The process of hydrogenetic precipitation is basically an inorganic colloidal-chemical and surface-chemical mechanism. Elements in seawater may occur as dissolved hydrated ions or as inorganic as well as organic complexes which in general have either a positive or a negative surface charge depending on the pH of the respective aqueous environment. Those complexes may form hydrated colloids that interact with each other and with other dissolved hydrous metal ions. Hydrated cations such as Co, Ni, Zn, Sn are, for example, attracted by the negatively charged surfaces of colloidal hydrous Mn-oxide particles, whereas hydrated anions (e.g. oxyanions) and elements forming larger complexes with low-charge densities (e.g. U, As, Th, Hf, REE) are attracted by the slightly positively charged hydrous Fe oxihydroxide particles.

The decade of the 1990s promises to be one of increasing internationalization for domestic minerals producers as they scramble to enhance relative positions in highly competitive, international minerals markets. This "international mining rush" is fueled by developing countries seeking international investment capital to explore for, develop and exploit sizable mineral endowments in an attempt to support the increasingly popular, but expensive, wave of democracy and selfdetermination sweeping the world. This "fuel" typically takes the form of revised mining codes and, often, lucrative investment incentives. These incentives include favorable tax rates, royalty provisions, relaxation of import/ export constraints, depreciation schedules, profit repatriation and other variables that can positively impact mineral investment decision making. Concomitantly, in their attempts to address real and perceived short- and long-term woes associated with enhancing competitive positions internationally, many domestic explorers and producers are attracted to the prospect of finding high-grade deposits in relatively virgin areas. Combined with the investment incentives provided by foreign governments, these high-grade deposits promise lucrative potential returns from projects having short payback periods. Classic examples of this mutual desire to intensify international mining efforts by domestic producers are illustrated by activity levels in countries like Chile, Bolivia and Venezuela in Latin America and, more recently, in Eastern Europe and select locations in the former Soviet Union. As US corporations scurry to send fact-finding, technical, evaluation and financial teams to these presently popular locations, one area of the world has received little attention - Subsaharan Africa. Specifically, the country of Ghana (formerly the Gold Coast) deserves more attention than it appears to be receiving from North American mining companies.

Introduction Synthetic soda ash production began to decline in the late 1930s. This was due to high operating costs and waste disposal problems. Since soda ash was used as a major component in manufacturing glass, an alternate method of producing that chemical was necessary. A process to produce soda ash from trona was developed by FMC Wyoming Corp.'s predecessor, as well as an economical way to obtain trona. Existing trona operations are located about 40 km (25 miles) west of Green River, WY. Five operators presently mine trona in this area. FMC's property has 153 km2 (59 sq miles) leased. Its eight shafts reach 488 m (1600 ft) deep to the uniform trona deposit. The seam ranges in thickness from 2.4 to 3.6 m (8 to 12 ft). History Egyptian tombs, dating from 4000 to 3000 BC, contained mummies preserved by an embalming process using soda ash. For many years, soda ash was produced by burning marine plants, then dissolving the soluble material (sodium carbonate) from the ashes. The name soda ash is derived from this method of production. In 1791, Nicola LeBlanc developed black ash, or salt cake, from salt, sulfuric acid, coal, and limestone. This process remained in use until 1863, when Ernest Solvay developed a method for producing soda ash from salt, coke, and limestone with ammonia as a catalyst. This Solvay process was widely used. And, in the 1930s, there were 17 plants in the US alone. High plant operating costs and waste disposal problems, however, necessitated finding an alternative to the Solvay process.

Discussion by N.L. Hargett Dear Dr. Hanna: As discussed in our phone conversation, we are enclosing a suggested revision to the paper, "Application of Bentonitic Clays in Suspension Fertilizer Formulations," published in MINERAL & METALLURGICAL PROCESSING, May 1990. The revision will replace the second paragraph in the article. The reason for the revision is that suspensions have decreased in market share since 1984 and at present comprise an estimated 25% to 30% of fluid mixtures. This represents 6% to 7% of all fluids and only 2% to 3% percent of all fertilizers. Based on national surveys conducted by the Association of American Plant Food Control Officials (AAPFCO), suspensions comprised an estimated 25% of all fluid mixtures in 1974, 33% in 1976, 35% in 1980, 40% in 1984, and 36% in 1988. Revision to "Application of Bentonitic Clays in Suspension Fertilizer Formulations." Suspension fertilizers are an important segment of the fertilizer industry in the United States. Suspensions allow higher concentrations of nutrients (N, P2O5, K2O) than clear liquid solution fertilizers. K20 content of solutions is limited to about 10%, while suspensions can contain more than 30% K2O. Suspensions can tolerate greater variations in temperature than solutions. In suspensions, if crystallization occurs, the crystals can remain suspended in a clay jell instead of settling as they would in solutions. Solubility is not a limiting factor in suspensions, since complete solubility of phosphate is not required. This allows a wider range of phosphate materials to be used. Also, materials commonly used in formulating suspensions are less expensive and more widely available than those for clear liquids (Getsiner et al., 1984).

A completed feasibility study executed by an independent agency can benefit a company in two ways. Inside the organization, it verifies the project staffs ideas and their concept of the facility. Outside the company, it can be utilized to obtain equity partners, debt financing, and other forms of credit. It is advisable to bring in a project execution contractor for the feasibility study. A project execution contractor is able to work with engineers to develop the project concept, process flowsheet, and best utilization of the site. By getting an early start on understanding a company's policies and working methods, a project execution contractor saves the company money since it does not have to go through the educational buildup twice. The contractor is a specialist in putting together a bankable document that can be taken to a financing source. It answers all the agency requirements on the first pass. In addition, the contractor can advise an owner on likely financing sources since he works on the worldwide market every day. A less obvious advantage of including the contractor in the study and predevelopment buildup stages is the importance of coordinating finance and technical input. The financing source influences equipment specifications, procurement, logistics, project schedule, cash flow, and liquidity. There are many surprises in store for any manager of a large international project involving worldwide financing and purchasing. The job does not have to be made more difficult by bringing in a contractor after all predevelopment steps are taken. The contractor can still work if the predevelopment steps have been done, even if he does not agree with them. But early contractor involvement is the preferable solution.

Veins containing silver and gold values, with some associated values in copper, lead, and zinc, were discovered in 1890 by Will Kirwin in what was later designated the Kirwin mining district situated on the North Fork of the Wood River, about 56 km (35 miles) west of Meeteetse. (See Fig. I.) After considerable prospecting activity, including the driving of several short adits on veins, most of theclaims in the district were consolidated into two ownerships. One was held by the Galena Ridge Mining Co. which was organized on Nov. 18, 1902. The other was held by the Shoshone Mountain Mining Co. which was organized on Mar. 23, 1903. During the period from 1903 to 1907 inclusive, the two companies continued exploration on veins in their respective areas. The major exploration-development activity for the Galena Ridge Mining Co. was the driving of the Galena Ridge crosscut adit for 709 m (2327 ft), to cut veins at depth which had been explored by short adits high on Galena Ridge. Shoshone Mountain Mining Co. concentrated their work on the Bryan and Pickwick veins. Neither of the companies found ore that was rich enough to sustain profitable operations in that remote locality. Most of the major exploration and development activities were stopped in late 1907. A major snowslide in February 1907 killed three people and destroyed several buildings and may have contributed to discouragement in the area. From 1908 to the early 1920s, only minor exploration work was done. Galena Ridge Mining Co. was dissolved Aug. 5, 1922, and Shoshone Mountain Mining Co. was dissolved on Mar. 23, 1923.

The first application of dynamic pro¬gramming to the problem of grade control and scheduling was by Muge et al (1979) and Ribeiro (1982) who applied it to the simple, two-dimensional case of longitudinal open stoping using two sublevels. In this paper the formulation of the problem is extended to cover the general case applied to a cut-and-fill mining method. The criterion for optimization is the total deviation of the average, grades of mining blocks from the overall average panel grade (or the average grade of a set of mining panels or the mine processing working point). This means to schedule the operation by removing a certain number of mining blocks at a time, subject to the geometric (mining) constraints, and such that the total deviation of average block grades from overall average grade is minimum. The method can be applied to complex orebodies with several ore characteristics and the deviation of each one of these characteristics can be further constrained by specifying maximum values. The method can also be generalised in order to take into account any necessary geometric constraints used to define the mining method. In this paper a case study is presented concerning the mine planning of a complex sulphide orebody located in the South of Portugal. As input for the definition of the mining sequence, a geostatistical numerical model of the orebody was built based on a previous ore typology. The short term planning is used to assess specific mining sequences and the production scheduling is performed on the basis of an objective function (e.g. minimization of grade fluctuation).

In April 1988, the joint venture of Morrison-Knudsen and Paschen Contractors (M-K/P) was the successful low bidder for the Metropolitan Water Reclamation District of Greater Chicago's (MWRD) Contract Number 73-164-2H. This project is yet another in the MWRD Tunnel and Reservoir Plan (TARP) devised to control and treat overflows from combined sanitary and stormwater flows. M-K/P's project, located along the Des Plaines River, consists of 21,569' of tunnel mined to a 35' diameter and two tunnels totaling 14,529' mined to a 12' diameter. All three tunnels will have 12" thick reinforced concrete lining. The path for combined sewer/storm waters to reach the tunnels begins at a connection structure, continues through an approach sewer, a sluice gate structure and down a vertical shaft which is topped by a backflow structure. The purpose of the backflow structure is to prevent water surging to the surface as the system fills rapidly. Backflow preventors represent a change in design after problems developed on earlier constructed portions of the T.A.R.P.. On this project, 14 drop shafts channel flows to the tunnel system. In addition to the drop shafts, contract specifications require an emergency or escape shaft be located not more than 4000 feet from the tunnel headings. Due to long reaches without drop shafts, four access shafts had to be constructed. Thus, the total shafts constructed under this contract will be eighteen plus one 30' finished diameter construction shaft located within Miller's Meadows. Figure 1 shows the overall Des Plaines River System and the M-K/P contract connection to previous and future MWRD projects.

When a fire breaks out in a mine access road, the hot smoke, due to heat transfer with the surrounding strata, progressively cools as it moves forward. Depending upon the resulting temperature distribution, the density of the fluid changes. This change will bring about: Firstly, a variation in the resistance of the roads, a static factor which will affect ventilation flow rates; Secondly, the appearance of extensive aerodynamic driving loads in the vertical and angled roads, a dynamic factor which can have an extensive impact on ventilation. Because of the appearance of combustion and distillation products, the vaporization of water, which wets the timbering and strata, and the expansion of gases, fluid rates can at times be increased tenfold in the area of the fire. These disturbances may cause explosions and ventilation inversions, which fill other working areas with smoke toxic to workers, and which can come up upon rescue teams from behind. Due to the progressive heating of the surrounding rocks, which will slow down heat transfer, these dangerous conditions change over time. At the Lorraine Basin Coal Mines, programs have been set up and employed for the computer simulation of these phenomena over time. They serve to anticipate or to understand such phenomena, the input data being the characteristic parameters of the mine ventilation network, the operating curve of the main fans, and measurements or estimates of some temperatures. Two programs, employed together, have been developed for these studies: One program, called RESO, calculates the distribution of flow rates and pressures throughout the entire network; The other, called FEUMIN, determines smoke temperatures over their entire path.

DOUG HALBE: Our next topic is one that I would think everyone might want to contribute to. I'm sure everyone here has had some experience in this area. If you haven't, I'd suspect you've never really run a mill. This is what we call "Horrible Spill Areas We Had When We Started Up the Plant and How We Fixed Them." Our next speaker has had a really great operating career. He had many years with Newmont in the Carlin area, and now he's executive vice president and chief operating officer of Independence Mining Company: Jim Komadina. I don't have to be nice to the speakers anymore, do I? [laughter] You may wonder why we picked Jim Komadina to give this talk. I was involved many years ago in the start-up of Newmont7s Gold Quarry plant. Jim held quite a responsible position there. I'm not going to say anymore, but I have in the back of my mind this picture of the pump floor and a rowboat and a guy rowing around on the pump floor. [laughter] Jim, was that you? [laughter] JIM KOMADINA: Probably. I wasn't responsible for the design. [laughter] Actually it's amazing. I've seen a lot of these plants and actually had the opportunity to walk around them, so when I say this, "Horrible spills I have seen and done," it's because I've been responsible for more than my fair share of them. But having seen a lot of spills, I will present a little bit of wisdom about how to prevent them.

Discussion by P. Malozemoff I have no objection to using mathematics in the value appraisal of properties. The factor that is not emphasized in the paper is that very few important properties have a lifetime that reflects the initial ore reserves of the property divided by the rate of production adopted. In the majority of cases, major properties mine out several times the initial reserves. How much more will be mined out is not known, and only exceptionally gifted geologists can predict that additional reserves will be found. There is the further factor of metals price, which, over the long term, is not predictable. Another factor vitiating making calculations on initially established ore reserves is the speculative nature of exploration success. In my judgment, the life of a property, in addition to an established ore reserve, should include ample time for exploration to find additional reserves. The likelihood of additional reserves is based on the geological promise of the general area where the mine is established. This is especially important because of various risk factors associated with small orebodies, the economic life of which is about five to seven years. In underground mines, it is not economic to develop reserves beyond a certain depth, so the life of initially established reserves must be limited. In these cases, it is especially important to have a good geological understanding of the orebody and its continuity. To accommodate these concepts and present proof of economic soundness for a mining enterprise, a mathematical analysis should yield a life long enough to allow exploration and the development of additional reserves that would ensure a longer mine life and a more profitable result.

Lamproite occurs in two locations in southeastern Kansas that are in close proximity to each other. In both locations, the lamproite is restricted to north- east-elongated, ellipsoidal depressions measuring about 3 mi by 1.5 mi. At the surface and in the shallow subsurface, lamproite occurs as sills that were intruded into Middle and Upper Pennsylvanian rocks consisting of shale, limestone, and minor sandstone. Isotopic age determinations by Zartman and others (1967) indicate that the lamproite was intruded during the Late Cretaceous (88-91 my). Drillholes for hydrocarbon exploration down to a depth of about 1,400 ft (top of the Mississippian) and numerous shallow drillholes (mostly 200-300 ft) by the Kansas Geological Survey in the northern portion of Silver City dome helped to understand the structural complexity and extent of the near-surface sills. Numerous radial faults showing small apparent vertical offsets limit the lateral continuation of individual sills. Concentric faults are believed to mark the edge of the depression. Wagner (1954) mapped the geology of Silver City dome in considerable detail and recognized a northward dipping, 120-ft-thick, lamproite sill exposed at the surface along the northeastern edge of the dome. The upper 40-50 ft of the sill weathers olive-brown and has a soft, clayey consistency in which only the phlogopite mica is recognizable. The weathered material has been mined by Micro-Lite LLC since 1982 from the exposed sill in an open-pit that measures about half a mile extending in an east- west direction. The bulk of the material, about 98%, is used as an additive in mineral supplements for cattle feed.
