"A beautiful America will require the effort of government at every level, of business, and of private groups. Above all it will require the concern and action of individual citizens, alert to danger, determined to improve the quality of their surroundings, resisting blight, demanding and building beauty for themselves and their children." "Improvement of our environment" has become a cause much like "motherhood". The increased awareness of the public concerning this subject makes it most unpopular for anyone to be involved in anything that seemingly is detrimental to our environment. And this awarement goes far beyond our biggest pollution problem in America - the distribution of paper, abandoned automobiles, beer cans and other garbage by our enlightened society along every city, highway, trout stream, river and mountain in America. In fact, the greatest awarement comes because of the "sensational" reporting and writing in our various national communication media, wherein the same voting citizens who so generously distribute their refuse about the countryside are emotionally aroused and duped into transferring what is truly a national problem onto the shoulders of a few industries - notably and particularly the mineral extraction industry. Certainly mankind is more and more stumbling over his own garbage daily, a fact that is easier to sell a citizen of one of our large cities than a resident of the wide open spaces of the west. Yet even in the Rocky Mountain states, the "Land of Sky Blue Waters", the "Big Sky Country", and particularly in Salt Lake valley smog is not unknown. Pollution and littering have become problems that need to be faced squarely. In North Dakota alone it has been estimated that one section of farm land each year flows down the mighty Missouri and the greatest producer of sediment is now reported to be the highway department.

The art of excavating tunnels with continuous, full-face boring machines began almost 90 years ago, in the early 1880's. At this time, Colonel Beaumont designed and manufactured a seven-foot diameter tunneler for boring under the English Channel, Despite the absence of modern materials and manufacturing techniques, Beaumont's tunneler, powered by compressed air piped in from the surface, was quite successful. During its short, but impressive existence, this machine set a record of advancing in chalk 50 feet per day for 53 days - which is impressive even by today's standards. Despite the apparent success of this early tunneler, almost 80 years passed before any further significant development was accomplished in this field. Demands from the construction and mining industry and society itself have motivated the development of the modern tunneling machine. Our rapidly growing civilization needs faster, less expensive and safer means of excavating tunnels. Space age technology and materials have played a major role in making hardrock tunneling machines possible.

Modem mineral processing plants handle large amounts of ore and produce large tailing streams. Plant performance can be optimized when the water is quickly recovered with a thickener. The caisson thickener was developed to overcome process and mechanical problems with the conventional traction and center column units. The caisson is a hollow center column that serves as a pump house. The rake arm structure is supported by a hydrostatic bearing which sits on top of the caisson. The caisson thickener with a hydrostatic bearing has operated for many years in several mineral processing applications.

The stresses in the heads and shell of a grinding mill are largely dependent on the bending moment produced by the trunnion bearing. By using spherical roller bearings in a special narrow housing a short moment arm is obtained and the bending moment is reduced. For large mills a hydrostatic shoe bearing which also gives a short arm, can be used. Spherical roller bearings also require less maintenance and have a long service life. As the bearings are grease lubricated an automatic lubricator is used instead of an oil lube system. Service data from two Swedish mining companys confirm the fact that the above arrangements provide a long service life.

Geology is frequently complicated, hence only more regular deposits are mined. Coal is generally thick, often steeply pitching and usually soft or well-cleated. Due to competition from open-pit mines, only two underground mines are operating, McIntyre and B.C. Coal. Several other mines are being planned, the method being evenly divided between hydraulic, longwall, and room and pillar. McIntyre mines in the flat part of their formation (up to 20 degrees) uses continuous miners and shuttle cars in the 3m and 6m seams. This company is considering a retreating longwall face. B.C. Coal operates a hydraulic mine in a 16m thick seam dipping at 10 to 55 degrees with a productivity of about 20 tonnes per manshift.

In order for a taxpayer to produce income, he may be required to exhaust his capital assets. With respect to the mining industry, those exhaustible capital assets may result in income tax deductions under the general categories of depreciation, obsolescence, losses and depletion. The percentage depletion deduct ion concept is not based upon "economic" depletion, or "geological" depletion theories. Instead, it is wholly an income tax concept created by Congress. This is significant in that, in its application, tax depletion has no adherence to traditional economic or geological depletion concepts For example, the Internal Revenue Code limits percentage depletion to 50 percent of the miner's net income for the taxable period.1/ Should a particular miner extract and sell 500,000 tons of material during the year, but at a loss, he receives no percentage depletion. The same would apply to an electric utility which mined its own coal. Should its mining costs exceed the "going price" for coal, as established by actual arm's-length sales in the market, the utility has no net income, and is therefore not entitled to percentage depletion.2/

Phosphate mining and beneficiation in the State of Florida are presently being carried on by 12 different mining companies with a total of 21 mining and flotation plant locations. Their combined production of both washer rock and flotation concentrate was approximately 28,000,000 long tons in 1968. This accounted for 70-72% of the total U. S. production and close to 30% of the world's output of this mineral. From this extensive activity in the Florida phosphate field, one basic flow sheet for beneficiation of the ore has developed over the years as the most commonly employed. In fact, all of these plants with the exception of two beneficiate Florida pebble phosphate using a basic operation as illustrated in Figure I. The two plants which differ from this general approach are not using raw matrix as feed. In one instance, +14 mesh pebble is ground in a rod mill to release free silica which is subsequently removed in a cationic froth flotation circuit using an amine acetate blend and kerosene. This technique generally results in a 4-7 BPL unit upgrading of the feed pebble. The other exception to the standard flow sheet illustrated in Figure I is an operation which is beneficiating tailing piles. In this case, the material is first subjected to cationic froth flotation in order to upgrade the feed to a point comparable to normal matrix. Thereafter, after, the phosphate is floated in an anionic rougher circuit followed by cationic flotation of the silica in a cleaner circuit.

The Palabora Mining Company Ltd. is probably best known for its production of copper since 1965. The success of the PMC mine lies in the outstanding technical and highly organized efficiencies applied to the massive mining, transportation, and treatment operations necessary to produce profitable copper. We are not however going to discuss the well-known copper operation but the extremely successful recovery and marketing of Baddeleyite by the PMC group. Let us first review the extraction process at the Heavy Minerals Plant. Non-magnetic ground ore from the copper magnetic separators is processed in the Heavy Minerals Plant for the extraction of the "heavy minerals" uranium and zirconia (Baddeleyite). Thorium is also present as a potentially recoverable mineral. The content of the minerals in the feed is probably the lowest in the world to be treated commercially. Minerals are separated from the waste ore by a gravity separation process in which the high density minerals segregate preferentially in a waterborne system.

Most bituminous coal mined near Eastern industrial areas requiring high Btu pipeline gas is caking and therefore unsuitable for fixed-bed pressure gasification by present techniques. If the caking property of such coal can be destroyed the resulting fuel can be gasified in a fixed bed at pressure with steam and oxygen as a preliminary step in making a high-Btu gas. To find a practical way to convert strongly caking coals of granular or small lump size to noncaking fuel was the object of this study. In previous work strongly caking coals of 1/8- to 1-1/2-inch size was converted to a noncaking coal char by treatment in a static bed in about 3 hours [1/]and coal of 18-100 Tyler mesh in a fluidized bed in about 5 minutes.[2/] An inert gas such as `steam, nitrogen, carbon dioxide, or a mixture of all three with a small amount of oxygen was used in both studies. In our work a strongly caking bituminous coal from the Pittsburgh seam of 4-8 Tyler mesh size was converted to a-noncaking form in free-fall in about 2 seconds by dropping it through a countercurrent flow of steam containing 4 to 7 percent oxygen at 1,150°-1,200° F and 300 psig. This method should also be applicable to smaller-sized material.

INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

In an effort to increase recovery in thick and closely spaced coal seams, the Bureau of Hines, U.S. Department of the Interior, is studying the feasibility of introducing three mining methods-high-face longwall, multi-slice longwall, and longwall caving-in western coal operations. Geology plays a significant role in determining the success of such methods. Some of the factors that will affect development are as follows: (1) thickness and three-dimensional configuration of the seam, (2) cleats, joints, and fractures in the coal and roof rock, (3) roof composition and variability, and (4) coal quality and changes in quality within the seam. Through geologic mapping, the presence of many of these factors is predictable prior to development.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. The water chemistry of the froth flotation pulp is one of many parameters which can affect the flotation process. The fluid may contain certain inorganic salts which, along with increased ionic strength, can produce undesirable flotation depression or activation. A source of a salt could be the use of calcium chloride to prevent freezing in ore cars, chutes, and bins (Anon., 1980). Alternately, the salt or salts could be initially contained in the water as in the case of sea water and some brackish waters. These salts may become more concentrated because of the need for recycling of plant water due to environmental regulations and/or economic considerations (Davis, F.T., et. al., 1976). The presence of inorganic salts in flotation pulps and their effects upon the recoveries and surface chemistries of different oxide minerals have been the object of various studies. Some researchers (Fuerstenau, D. W. and Raghavan, 1976; Fuerstenau, D. W. and Modi, H. J. 1960; Kulkarni, R. D. and Somasundaran, P., 1977) have reported that addition of a salt can increase or decrease flotation recovery depending upon the particular system.

The Esmeralda mine is located about three miles west of the town of Parral, in the State of Chihuahua, Northern Mexico, and about 400 miles south of El Paso, Texas. The area is serviced by the Interamerican Highway and a branch line of the National Railways of Mexico. The Parral district is quite typical of the semidesert of Northern Mexico, lying near the western margin of the Chihuahua basin and range province known in Mexico as the ?Mesa Central? In the immediate mine area, low rounded hills and rolling plans slope toward the Parral River. Surface elevation at the mine is 5,800 feet. The Esmeralda vein outcrops strongly, but was too low grade to be of interest to the Spaniards, The first claims were staked in 1897 and limited exploration work to a depth of 550 feet was carried out prior to 1912, at which time work was suspended. The Eagle-Picher Company acquired the property in 1944 and by surface diamond drilling outlined an orebody to a depth of 800 feet, Minas de Iguala, S. A, de C.V., one of Eagle-Picher?s totally owned subsidiary companies in Mexico, then unwatered the old workings, developed the mine, installed a modern differential flotation plant and started production lage in 1948. To the present, more than two and ahalf million tons of ore have been mined and milled producing lead and zinc concentrates.

INTRODUCTION A variety of instruments are available for measuring or monitoring the performance of underground mine-ventilation systems. In general terms, the instruments may be classified as those that measure air velocity and those that measure gaseous concentrations. All costs herein are in terms of 1978 US dollars. The mention of a specific manufacturer or device is not intended to be an endorsement by the US Bureau of Mines. AIR-VELOCITY INSTRUMENTS The basic instruments used for measuring the air velocity in mines are the vane anemometer and the smoke tube. Vane Anemometer Of the air-velocity instruments, the 102-mm (4.0¬in.) vane anemometer is the most common and is available as either a low- or high-speed type. The low-speed anemometer generally is the most suitable for measuring the velocities in ordinary airways. For a rough check of the velocity in an airway, it usually is satisfactory to hold the anemometer by hand, positioning it in the center of the airway for 30 sec. However, the resultant error may be as high as 25% , and such a hand-held approach is unsuitable when accurate or reliable measurements are required. To obtain more accurate measurements, the proper procedure is as follows: 1) Since holding the anemometer by hand generally causes the instrument to read about 15% high, it is mounted on a 0.6-m (2-ft) extension rod. 2) The airway is divided into equal right and left halves. A 1-min traverse is used in each half, moving the anemometer smoothly up and down in a zigzag pattern so that the entire half is covered within the allotted minute. 3) The manufacturer's correction table is applied to the readings to adjust the velocity calculation as necessary. Whenever possible, anemometer readings should be obtained in a long straight section of airway that has a constant cross-sectional area. Bends and obstructions should be avoided, since they cause turbulence and other discontinuities in the airflow and can degrade the accuracy of the velocity measurements. Although a series of velocity measurements at one location usually corresponds to within a few percent, this is not an indication that the airflows calculated from those readings are completely accurate. One reason is that the correction table provided with the instrument generally is not for that specific instrument; instead, it represents the average correction for all such instru¬ments made by the particular manufacturer. Most cor¬rection tables specify a correction factor of from 0 to 15%, depending upon the velocity. However, even after correction, the instrument error still may range from 3 to 5%. At low velocities such as those below 0.76 m/s (150 fpm), the instrument error can be two or three times greater than this, ranging from 6 to 15%. The new ball-bearing anemometers generally perform somewhat better at low velocities than did the older conventional anemometers. Another source of error is introduced when measur¬ing the cross-sectional area of the airway or entry. Under the best of circumstances, measurement errors, instrument errors, and a host of other minor errors all combine to cause a total error of at least 10% in the velocity calculation. The vane anemometer also can be used with reason¬able accuracy to measure airflows in mine-ventilation ducts. In this application, the anemometer is mounted on a rod and is held at the center of the duct end. For a duct that is discharging air, the average velocity in the duct is 85% of the centerline reading (Northover, 1957). For a duct that is taking in air, the average velocity is 70% of the centerline reading (Haney and Hlavsa, 1976). To measure the airflow discharged from a regulator or from a small hole in a stopping or bulk¬head, a correction factor for the area is necessary. A good approach in this situation is to traverse the area of the regulator or hole, holding the anemometer with an extension rod. This provides an average velocity that is multiplied by 85% of the measured area of the regulator or hole. In all cases, the manufacturer's instrument cor¬rection table must be used and applied properly. For accurate results, the anemometer should be returned to the manufacturer for periodic cleaning and checking. If it is in daily use, the anemometer should be returned about once per year, and proportionally less frequently if the usage is less frequent than on a daily basis. Smoke Tube The smoke tube may not appeal to individuals who believe that good measurement results can be obtained only with expensive, complicated, and fragile instru¬mentation. Nevertheless, smoke works about as well as anything for the routine measurement of low air velocities in mines. The following procedure yields reasonably good results: 1) Two marks are scratched 7.6 m (25 ft) apart on the floor of the airway. 2) The smoke tube is used to release a cloud of smoke in the center of the airway, about 0.9 m (3 ft) upstream of the first mark on the floor. 3) A timed interval begins when the leading edge of the smoke cloud passes over the first mark, and the interval stops when the leading edge of the cloud passes over the second mark. 4) A factor of 20% is subtracted from the cal¬culated velocity to determine the true average velocity, providing a correction for the centerline and for the spreading effect at the front of the cloud. The U.S. Geological Survey has developed mathematical-modeling techniques to assess potential impacts on the hydrologic system resulting from mining of coal and oil shale in northwestern Colorado. Potential impacts of oil-shale mining on ground-water hydrology have been simulated using a quasi-three- dimensional finite-difference model. The model has been used to simulate hypothetical mine-dewatering operations at two proposed oil-shale mines. Dissolved-solids distribution and solute transport were simulated with a three- dimensional finite-difference model that was used to evaluate the effects of flooding in hypothetical abandoned mines. The potential impacts of coal and oil-shale mining on watersheds were investigated using a digital watershed model. This deterministic physical- process model predicts responses of the hydrologic system to modifications resulting from mining in basins having snow as the major source of runoff and recharge. Potential impacts of coal development on surface-water quality were investigated using a river-quality assessment model.

As in other mineral deposits, variation in bitumen saturation, thickness of ore and discard occurs throughout Alberta's Athabasca Oil Sands deposit. The economic stripping ratio developed here to determine surface mineable limits takes into account capital and operating costs, crude oil prices, quality of ore, thickness of overburden, and thickness of inter-ore waste. The surface mining systems employed to remove bituminous sands (oil sands) from huge mines at depths of 60-70m use gigantic draglines, bucket wheel excavators and reclaimers, and large mobile equipment.

The design of an underground opening involves the coincidence of two highly complex and poorly specified components. First, the structural or mechanical characteristics of a geologic rock mass are not only extremely variable but are also very difficult to evaluate. Second, the general lay¬out of mine workings contains a large degree of indeterminancy as to the structure itself as a result of the indefiniteness of the mining process, and also because of the inherent redundancies associated with bulky and weighty structures. Even for the relatively simple problem of tunneling this complexity is well recognized to be "without question that to which the study of geo¬logy (for the Engineer) can most fitly and usefully be applied".1 It can, therefore, be appreciated that the comprehensive opening design problem involves a complicated assemblage of component structures made up of a sketchily defined, or sometimes even an undefined material and acted upon by largely unknown tectonic forces.
