The mining industry, in particular the coal industry, has experienced the implementation of some major environmental regulatory programs during the past two decades. Over the coming decade the coal industry will probably experience only "fine tuning" of the regulatory programs they now operate under. The rest of the indus- try, however, appears to be on the verge of coming under a major new regulatory effort by the Environmental Protection Agency. Litigation and resulting court decisions will be the main force driving further changes in the SHCRA (Surface Mine Control and Reclamation Act) regulatory program. These changes are anticipated to be minor in compar- ison to earlier changes. EPA, however, is preparing a regulatory program which may carry as much impact to the rest of the mining industry as SNRA was to coal. Details of this program have yet to be worked out. Changes in the way EPAts Clean Air Program is applied to mining could also significantly impact the mining industry.

Many consider rougher flotation control to be more of an art than a science. Some have even thought it impossible to make process control decisions and changes without human interaction. Controlling flotation bank pulp levels to maintain consistent pulling rates in the face of changing feed slurry flow rates, varying mineral types, and inconsistent reagent additions can be daunting. However, an advanced supervisory control strategy was installed on the plant floor to control an industrial rougher flotation circuit with little or no operator interaction. Plant staff monitored the flotation circuit under supervisory control and reported benefits of up to 4% improvement in copper recovery above that achieved with an older supervisory control strategy. To accomplish this work, a novel use of instrumentation to solve a flotation bank pulp level control problem was employed, a new implementation approach was used to correct some flaws in the older approach, and careful attention was paid to a few key process control principles. This paper discusses important aspects of these activities.

Air-sparged hydrocyclone (ASH) flotation is a new, promising technology, and, since its conception, numerous applications have been successfully tested. Nevertheless, research and development efforts have continued to improve the technology with respect to operating conditions and design considerations. Results, from experimental studies on bubble generation in the ASH system are presented in this paper. Bubble size distributions generated during ASH operation were determined using a high-speed photographic technique. The influence of many factors, including surfactant concentration, water flow rate, and porous-tube pore size have been studied. Test results indicate that these process variables have a profound effect on the bubble size distribution. With an increase in surfactant concentration or water flow rate (shear field), the bubble size distributions become narrower and shift toward smaller average bubble diameters. However, the influence of pore size is more complicated. Depending on the experimental conditions, the average bubble size was found to range from about 100 to 300 µm in diameter.

Excessive noise has long been a hazard in the coal-mining industry. Studies conducted during the mid-1970s and mid-1990s consistently show that hearing loss within the mining industry persists, in spite of regulatory requirements and sampling technology advances. When the U.S. Mine Safety and Health Administration's new health standards to protect miners from hearing loss took effect in September 2000, the potential developed to reevaluate sampling approaches with regard to noise-source hazards, such as task-based methods. This paper describes results from a Pennsylvania State University research project now being conducted at an underground coal mine. Each occupation was reviewed, and a list of tasks or processes performed by each was generated. Traditional personal noise dosimetry, static sound pressure levels and equipment sound mappings have been performed. Job tasks indicating the greatest levels of daily noise exposure and contributions to noise dose have been identified and will be discussed.

A number of important studies, ongoing environment monitoring efforts and mining and road construction projects in the lignite based electrical power production area of Amyntaio ? Ptolemais in North West Greece require an accurate and up to date model of the topography. In recognition of the importance of such a model, a project was initiated by the Laboratory of Mining Information Technology and GIS Applications in the Department of Geotechnology and Environmental Engineering of the Technological Educational Institute of Western Macedonia. A massive surface triangulation model was generated from vector data using an optimized Delaunay based method. Combined with aerial and satellite imagery, the triangulation model provides a complete 3D terrain model of the area characterized by high levels of accuracy, detail and realism. The generated model is easy to modify with new data in order to improve its detail and keep it up to date with ongoing earth moving and development operations in the area.

A mathematical model based on the finite element method of stress analysis has been used to describe the behavior of the western wall of the Kimbley Pit as its slope was steepened from 45 degrees to 57 degrees. Theoretical stress changes because of slope modification are slight except at the toe of the modified slope. Magnitudes of stress created are small when compared with the strength of a competent rock. Resulting displacement patterns point out the need for determining the in situ state of stress at a site prior to excavation or modification. A comparison of model results with field measurements shows that, in general, the model has described the measured behavior of the west wall of the Kimbley Pit remarkably well.

The California Department of Water Resources is concerned with the development, distribution, and protection of the State's water resources. Geologic activities of the Department relate to planning, construction, and operation of water projects, supervision of the safety of over 900 dams under state jurisdiction, and investigation and control of ground water supply. The Department is engineering oriented, and the role of the geologist is to assist with the solution of engineering problems. Some of these problems require the integration of many talents, including not only those of geologists and engineers, but also those of economists, lawyers, seismologists, chemists, geophysicists, and hydrologists, Frequently, a task force of several disciplines will attack a problem as a team.

"Rotary percussion" implies two types of energy, rotary and percussion. Into these categories fall rock' drills of varying sizes. The larger ones drill above 6" diameter holes; the medium size, 2 3/4" to 4 1/2" holes; and the smallest, 1 1/4" to 2" holes. Essentially, the larger holes are drilled with doom-the-hole drills using tri-cone bits. Percussion energy evolves from the drill piston and rotation power from the rotary table or overhead drive, using drill collars or pull down mechanism to preload the bit.

The Henderson ore body is east of the Continental Divide in the Front Range of the Colorado Rocky Mountains about 50 miles west of Denver. The ore body is being developed for mining by workings that extend more than 3500 feet below the topographic surface. During construction of the mine workings, ground water in fractures in crystalline rocks has been encountered. From 1969 to 1973, Charles S. Robinson & Associates, Inc., in cooperation with the engineering and geologic staffs of the Climax Molybdenum Company, a division of Amax Inc., studied the ground water geology of the Henderson mine development area. Detailed geologic records of the Henderson mine were available as a result of the exploration, evaluation and development of the mine. Records of the flow, chemical composition and temperature of the ground water at and near the surface, from the entire mine, from portions of the mine, and from exploration holes drilled in the mine, were kept as the mine was developed. Where possible, ground water pressures in drill holes and changes in pressure with time, were recorded. The geologic, hydrologic and chemical data were correlated. The following conclusions were drawn from the correlations: The ground water in the Henderson mine occurs in fractures in Precambrian igneous and metasedimentary rocks and in a series of Tertiary intrusive rocks. Two zones of ground water were recognized; an active zone, in which the fracture systems are recharged and discharged annually into the surface water system, and a passive zone, in which the fractures were filled with water in the geologic past. Discharge from the passive zone is through mine workings that intersect the fracture systems. Discharge from a fracture or fracture system is initially high but decreased with tire!. The rate of decrease in flow (or pressure) is exponential. By measuring the change in flow with time, it is possible to calculate the amount of flow at some given period of time in the future. Based on changes in rate of flow and pressure, and the geology, and assuming rates of mining of the ore, it will be possible to predict the volumes of water that will have to be handled during the life of the mine and the area around the mine that will be drained by the mining operation.

Introduction Microcomputers are becoming more convenient to use at all levels in the business world, including the mining industry. The state of the mining industry requires that we become more productive and innovative in our analysis of deposits and operations. With the help of computers, examination of options to increase productivity can be performed quickly and inexpensively. Effective computer use to design underground workings combines the calculating power and speed of a computer with the technical expertise and judgment of an engineer. Computer programs can perform in minutes calculations that might take several months for an engineer. But the engineer must be on guard when using computers for calculations. It is easy to assume the results produced by a computer program are always correct. However, the computer is only a sophisticated calculator. It cannot recognize logical errors or transposition of numbers. Also, some intuitive or obvious decisions made by an engineer are difficult or impossible to program effectively. In this article, selected commercial programs are discussed. These programs can provide engineers with tools to evaluate engineering designs for underground mines. The programs perform much of the tedious calculation. The engineer, though, must still make decisions and conceptualize designs. The software mentioned in this article runs on microcomputers and minicomputers. The mention of particular software, however, does not imply endorsement. Mining projects After a decision has been made to proceed with an underground mining project, more detailed evaluation of the mining method and extraction sequence begins. If a mine is already in operation, schedules and plans are needed to more clearly define future production. Existing operations can benefit from identification of bottlenecks in material movement and produce extraction options to make the mine more efficient. Detailed studies for a new mine are based on the technical engineering design. These studies provide specific details to determine equipment requirements. Detailed studies done during a project are similar to short-term planning and control carried out daily by the mining engineers. The engineering design phase includes: • Study of the infrastructures - entries, shaft, access from surface to underground; • Definition of the mine layout, hydrogeology, geotechnical considerations, transport, and ventilation; • Choice of machines and equipment; • Mine scheduling, including waste extraction and production sequencing; and • Economics, including labor and supplies. Further detailed studies include: • Blasting patterns; • Detailed geotechnical calculations; • Secondary ventilation; and • Production cycles along with coordination of the workings. Objectives The primary objective of underground mine planning is moving material out of the mine at the least cost. Development of the production schedule considers location and volume of ore units, transport distance, equipment and manpower interactions, and grade or quality of material. Two methods can be used to determine the scheduled material removal: optimization or trial and error. The microcomputer programs discussed here do not cover optimization for underground mine planning. For several reasons, optimization is often a "black box" approach. Although optimization is possible with linear programming techniques, few mining operations can be described effectively with linear equations. An interactive trial-and-error approach is desirable because engineering judgment can be inserted as a plan develops. Because of the large number of factors in an underground operation, an optimization technique seldom covers all possibilities. Few of the programs available consider all of the possible parameters. The programs use an interactive sequencing or a simulation approach and are either event-oriented or deposit-oriented. The most desirable programs offer an integrated approach. They consider a broad range of operating conditions including equipment, labor, costs, material movement, timing, and mine layout, among other factors. The two types of models generally used in designing underground workings include: • The interactive model, which requires direct, incremental input from the user. Outlines of the section to be mined may show on the screen. The engineer causes the model to develop piece-by-piece. The program may offer feedback on parameters such as tons and grade, or other values, as the section is "mined." • The simulation model, which is usually an automatic technique. Parameters related to the process are entered. The program then calculates the mining sequence over a designated time period or until the economic material is exhausted. A simulation model imitates step-by-step performance of equipment or other processes.

Introduction Surface mining is a business, and the objective of most businesses is to make as much money as possible within certain responsible constraints. Businesses normally measure their potential to make money by estimating the discounted cash flow rate of return on new projects or the net present value for ongoing projects. These estimators of profitability are calculated using the following well-known equation: [ ] where i is the year, n is the total number of years, A, is the after tax net cash generation in year I, r is the discount rate and NPV is the net present value. In its simplest form, when the value of r makes the NPV equal to zero, the discounted cash flow-rate of return (DCF-ROR) is defined. The maximum economically recoverable reserve is identified at the point where the NPV or DCF-ROR is at a maximum. Depending on the measure used (DCF-ROR or discount rate) for calculating the NPV, the definition of recoverable reserve will be different for exactly the same deposit. Maximization of the measure of profitability and the economically recoverable reserves should not be separated from the mining method and sequence of exploiting the reserve. The surface mining methods may involve multiple-pass development of the resource, mining to the ultimate limit in one pass or a combination of the two methods with backfill. Multiple-pass development When planning a multiple-pass mining operation, it is important to determine the width of pit expansions that are appropriate for a specific situation. Production personnel typically want wide, open work areas where operations can be set up to run at peak efficiency. While this is understandable, the trade-off between highly efficient production operations and an overinvestment in stripping should be carefully weighed. As long as safety is not compromised, a few cents per bank cubic yard increase in operating cost due to lower productivity by working in more confined spaces may well be offset by a decrease in the overall short-term stripping requirements. A mini study on productivity and cost should help quantify this cost before deciding on minimum phasing requirements. The bigger challenge associated with establishing smaller work areas is securing operations and management buy-in to marginally lower productivity when reporting results. When cost reduction is the important management goal and everyone is focusing on unit costs, one sometimes loses sight of the goal of total cost management and, even more importantly, maximum profitability. The first pit should be defined by the first grouping of recoverable mineral that has the highest after-tax unit value and forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. 1 is constructed for a rate of production, R, and a quality management strategy, Q, by calculating the NPV for a series of sequences, with each sequence assuming that the operations are terminated on successively lower profit pits. These values are plotted to form the curve in Fig. 1. If the operation ceases on a pit that has too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have made more money invested at the discount rate than by mining the next pit expansion. Therefore, the maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV. There may be an opportunity to refine the definition of the "ultimate pit" around the maximum-value point. The precise definition of the ultimate pit early in the mine life may or may not be important today, depending on how far off in the future these limits will be reached. Brace yourself-what used to be a 1 billion ton deposit is now a 1 Gt deposit. And that 1520-hp ball mill is now a 1.134-MW ball mill. Beginning with this issue, all engineering units and statistics in MINING ENGINEERING will be reported in SI units. The exception to this is the Technical Papers section, where units may still be reported by dual notation. For the past four years, ME has reported all units of measurement first in SI, followed in parentheses by the equivalent English value. This metrication policy, adopted by the SME-AIME Board of Directors in September 1975, was designed to aid magazine readers through a transitional period from English unit reporting to SI unit reporting. In October 1979, the SME-AIME Publications Board completed the English-to-SI transition by requesting the editorial staff, beginning February 1980, to report exclusively in SI. The Publications Board also requested the editors to prepare a chart of SI conversions useful to ME readers; this information follows on pages 156-157. The What and Wherefore of SI In 1960 the General Conference on Weights and Measures met in Sevres, France, and recommended that a new metric system-one that could uniformly cross all international borders-be adopted to replace all other metric systems. The outcome of this recommendation was the SI system of units, an abbreviation for le Systeme International d'Unites (the International System of Units). It replaces the more familiar cgs (centimeter-gram-second) system and the m/ksA (meter-kilogram-second-Ampere) system. SI consists of seven base units, two supplementary units, and a number of derived units. Other units, called allowable units, may be used even though they are not part of SI. The seven base units are: meter (length); second (time); kilogram (mass); mole (amount of substance); kelvin (temperature); ampere (electric current); and candela (luminous intensity). The two supplementary units are radian, a measurement of plane angle, and steradian, a measurement of solid angle. Supplementary units can be used in combination with SI units, e.g., radiant intensity is expressed in W/sr, watts per steradian. Derived units are combinations of base and supplementary units. Velocity is expressed as meters per second (m/s), and acceleration as m/s'. Using the relation established by Newton's second law of motion, force is expressed as kg-m/s2, more commonly known as the newton (N). Energy (work) is force times distance, expressed as kg-m/s2 and known as the joule (J). Power is work per unit time, expressed as kg, m2/s3 and known as the watt (W). Allowable units are the exception to the rule-they are not taken from base or supplementary units but, nevertheless, are used in the SI system. Volume units are normally expressed as the cubic measure of a length, such as cm 3. But a fluid volume of a cubic decimeter (dm3) is called a liter (L); the "L" is capitalized in another special SI rule to keep the lowercase "1" from being confused with a numeric "1". Other allowable units are degrees Celsius (°C) for temperature; and the minute (min), hour (h), day (d), and year (a) for time measurements. The prefixes in the table on the following page are used with SI units to express the magnitude of a measured quantity. A mill that processes 1000 tons of ore per day would be designated a 1 kt/d mill; a mine producing 10 million tons of ore per year would be called a 10 Mt/a mine. The rule here is to use prefixes that keep the value in a convenient range from 0.1 to 1000. In other words, it would be incorrect to write 25 000 kg-the prefix should be changed to indicate 25 Mt. One of the distinct advantages of SI is that it retains the decimal relation between multiples and submultiples of the base units for each physical quantity except for time. One more rule of SI syntax-numbers are separated into groups of three with a space between each group rather than a comma, e.g., 3,839,174 becomes 3 839 174. By the same token, a decimal number is also broken by spaces, e.g. 0.738153 is written as 0.738 153.

Many of the common valuable minerals have a magnetic susceptibility which is sufficiently high to render them amenable to magnetic separation. In addition,, many minerals which form the unwanted constituents of an ore can be removed by magnetic means. Magnetic separation in general has suffered seriously from, the lack of a high intensity wet separator. It is only recently that such a separator has become available to the industry. Prior to this, high intensity magnetic separation has been limited to the use of the dry techniques. Since the introduction of the Jones Wet High Intensity Magnetic Separator, extensive test work has been conducted to investigate possible applications. From the investigations conducted and the discussions that have taken place in the industry, it is apparent that the important mineral characteristic of magnetic susceptibility is not receiving the attention that it deserves. Applications for high intensity wet separation are being found in areas hitherto not considered.

(1) A great deal of experimentation has been carried out by the Wet Process Cement Manufacturers in connection with additives which make possible the production of a pumpable slurry at reduced moisture contents. We ourselves have made dozens of tests both at Laramie, Wyoming and Monolith, California. (2) The viscosity or pumpability of a slurry at a definite moisture content and fineness seems to depend on two basic phenomena. One is the physical structure of the raw material itself, which on fine grinding may or may not be excessively hydrophilic (water adsorptive). Usually crystaline or glassy raw materials are non- hydrophilic. The fine grained amorphous raw materials such as shales and clayey limestones very frequently are, however. (3) The second basic phenomenon affecting the hydrophilic tendencies of the raw material is the presence of certain soluble salts, especially gypsum and small amounts of alkalin carbonates or oxides. (4) Various soaps, and phosphates can be used to produce a pumpable slurry of low moisture content when using hydrophilic raw materials as well as can other proprietary materials such as certain long chain carbon compounds. Too frequently however, the price of such additives in conjunction with the amount required prohibits their use in the cement industry.

The La Cienega Gold District is located at latitude 25°01'01"N and longitude 106°19'00"W, in the NW part of the State of Durango, Mexico. Ore deposits at The La Cienega District consist of a series of sub-parallel, NE-trending veins which cut andesitic and rhyolitic rocks that belong to both upper and lower tertiary volcanic sequences. The veins are vertical to steeply-depping structures which consist of quartz, generally containing gold-silver and less than ten percent lead, zinc and copper sulfide and sulfosalt minerals. Supergene enrichment is present on the upper parts of known oreshoots. Tertiary volcanic rocks of rhyolitic composition are the main host rocks of the gold-bearing quartz veins in the District. Gold productionc from the La Cienega orebody is scheduled to reach 100,000 ounces per year, becoming the largest gold-producing District in the Sierra Madre Occidental Province.

"Philosophy" addresses the definition and assigning of importance to the marketing of by-products. Two examples, one in metals and the other in industrial minerals, explore prime product to by-product relationships. Relative revenues from all products illustrate the importance of by-products to economic feasibility. "Mechanics" takes a broad view of the types of marketing organizations that are applicable to individual circumstances in the marketplace. In-house marketing as well as agents, merchants and trading companies are outlined and discussed. Philosophy Definition Of Terms Philosophy Definition Of Terms The definition of terns for a paper such as this is generally a necessary but not-very-interesting exercise. However, in simply trying to clearly define the term "by-product" some interesting relationships between products arise and the line of demarcation between "product" and "by-product" often becomes obscure. The search for that distinction represents the philosophy portion of the title. A couple of definitions of philosophy can even help to set the tone for what follows. According to Webster, philosophy is : 1 Pursuit of wisdom. 2. A search for a general understanding of values and reality.

Techniques utilized to incorporate geological data in computer modeling and ore reserve estimation have undergone considerable evolution during the past fifteen years. Computer analysis and evaluation of two precious metal deposits are presented as examples of innovative computer techniques developed at Asarco. The first is a gold deposit occurring in a steeply dipping Pre-Cambrian greenstone sequence. The second is a manto-like manganiferous silver deposit occurring in a relatively flat sequence of Late-Paleozoic sediments. In both deposits, four sub-horizontal zones of geological influence are evaluated.

This paper presents the results of an extensive study concerning a series of roof falls in a room-and-pillar coal mine located in West Virginia. Three dimensional finite element modeling was employed to identify the possible causes for the roof falls. The effectiveness of possible roof control measures for alleviating or eliminating the adverse roof conditions is analyzed, discussed, and compared. The best mining alternatives are recommended. It has been found that large overburden depth and typical roof geology are the major reasons for the roof falls. Angle bolting may not solve the problem encountered in the mine studied. Changing the mine layout currently used in the mine appears to be the best alternative. The recommended pillar size and entry width which will eliminate the problem completely are 90 ft. x 90 ft. and 14 it., respectively.

Accurate and economic control of line and grade on long tunnels, large structures, excavations and waterways, has been a problem to surveyors and engineers for decades. The conventional method of surveying, incorporating a level, transit, and a number of surveying technicians, has proven, in the past, to be a very expensive and time-consuming operation. Alignment with a laser has solved most of the problem. Figure 1. With the advent of the Perkin-Elmer Model 5620 Construction Laser, use of laser light is now both dependable and economically feasible for unlimited applications in modern construction and surveying. The laser projects a continuous, narrow red beam of brilliant light, providing a constant alignment reference, and will not interfere with operations.

Computer use has become an integral part of mine planning at Kennecott Copper Corporation?s Utah Copper Division, Bingham Canyon mine. Engineers are using the computer for development drilling calculations, mineralization grade interpolations, ore value summaries, long-range mining plans and short- range mining plans. The versatility of the computer has made it possible to explore many mining plan variations and to develop plans covering varying time intervals and production rates. This paper will summarize computer use in long-range mine planning, tell how short-range mining plans are prepared by conventional methods and discuss the development and application of short-range mine planning by computer.
