This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

Rather quietly, a new generation of European norms dealing with earthworks has been developed over the past few years, in particular a part of EN 16907 pertaining to extractive waste. Whereas the majority of the parts deal with routine geotechnical aspects, one part deals specifically with tailings dams. The standard is currently in draft form but if this becomes a European Standard, members of the European Union are bound to comply with the regulations. As such, the standard has the capacity to influence mining in Europe and potentially in South Africa. In this paper we review the standard and compare it to the South African standard on mine residues and the recently published Global Industry Standard on Tailings Management (GISTM). We conclude found that although the European norm makes great strides towards increasing tailings dam safety, there is room for improvement. The current South African standard has served well since its inception, but can be improved by using concepts from the European and global tailings standards.

With the continuous increase in ore mineralogical complexity coupled with decreasing head grades, there is a need for mining industries to process large tonnages of material to meet global metal demands. Smarter, cheaper techniques are required to better map ore mineralogical variations proceeding to pre-concentration (flotation) stages for higher performance and metal recoveries. This paper is aimed at briefly reviewing previous studies on different selected ore mineralogy, with the focus on their pulp chemistry, to identify relationships which aid quicker flotation feed variation monitoring. Very little published work exists linking pulp chemistry parameters to flotation feed mineralogical variation. A successful application implies maximising grades at higher metal recoveries and reducing the cost of reagent for a better performing flotation circuit. Automated mineralogical analysis of platinum group minerals (PGM), using the mineral liberation analyser, provides information used to understand flotation efficiency, primarily from a PGM liberation and association standpoint. To date, however, there is no consistent understanding regarding PGM speciation and its impact on floatability. Previous studies of PGM from UG2 ores concluded that a larger dataset is needed from which the various parameters can be modelled. Parameters on telluride, arsenide, sulfurarsenide and alloy species need to be integrated to fully understand the impact of PGM speciation on flotation, and for this, ores other than PGE-sulfide-rich UG2 must be assessed. Flotation rougher rate tests were performed on feed samples from two Platreef ores to determine the flotation response of individual liberated PGM species. This was achieved through automated mineralogical analysis of feed, rougher concentrates and tails. Based on 1529 liberated PGM grains assessed over the circuit for two Platreef ores, preliminary results show that PGM speciation, species grain size and competition from gangue appear to influence floatability in an ‘optimised’ laboratory environment. It is common practice in the beneficiation of iron ore ultrafines to apply reverse flotation, and hence float the gangue minerals, leaving behind a high-grade iron ore product. Given the difficulty in floating particles finer than 20 μm, especially those finer than 10 μm, it is necessary to subject the feed to desliming ahead of flotation. There are two problems with this approach. Firstly, given the known inefficiencies of cyclones, desliming needs to be aggressively applied to particle sizes upwards of 45 μm to ensure all the offending ultrafine gangue is removed. Secondly, desliming also removes a significant portion of the valuable iron ore. Thus, a significant portion of the ultrafines, including the iron ore, is lost to the tailings. This paper examines the direct flotation of iron ore fines using the Reflux Flotation Cell. The RFC operates using a concentrated bubbly zone, in the absence of a conventional froth zone, for delivering strong counter current washing through an inverted fluidised bed of bubbles ahead of the product discharge. A system of parallel inclined channels in the lower part of the cell provides enhanced segregation of the bubbles from the tailings, preventing the loss of air bubbles into the tailings. Experiments conducted under semi-batch conditions produced encouraging results with concentrates of ~65% Fe grade in a single flotation stage. Comparatively, up to five successive batch flotation stages were required when using a laboratory scale batch mechanical flotation cell to achieve similar Fe grades. For a given grade, lower Fe recoveries were typically achieved by the RFC. This was attributed to the effective prevention of ultrafine particles succumbing to hydraulic entrainment under a positive bias flux, as well as an increasing feed volume involved in the semi-batch operation using inverted fluidisation water for cleaning. Overall, similar grade-recovery curves were produced, however, significantly higher grades were obtained by the RFC and with fewer separation stages. Hulamin Rolled Products (Ltd) developed a high Mn and Si containing alloy, EN 4017 as a scrap consuming alloy from the waste generated in producing their range of clad products for brazing of inter alia automotive heat exchangers. The multifaceted composition of this alloy (Al -1.2 wt% Si -1.1 wt% Mn -0.2 wt% Mg-0.26 wt% Cu) suggested that it might display some degree of strengthening via precipitate formation of the Mg2 Si-types. The aging isotherms constructed showed that EN 4017 with 0.19% Mg reached a lower peak strength (YS~210 MPa and UTS~260 MPa)compared to the EN 4017 material with 0.43% Mg (YS~270 MPa and UTS~325 MPa). The higher Mg variant of EN 4017 was comparable with the age-hardenable reference alloy EN 6061. Selected area electron diffraction (SAED) studies proved that the microstructure of age hardened EN 4017 contained a combination of ß', ß" and U2 phase after being aged at 175ºC for 65 h. The general microstructure contained precipitate free zones as well as grain boundary Si films, although these did not lead to significant embrittlement. The role of Mn dispersoids in the fracture mechanism of 4017 is also discussed. The article will compare the behaviour of EN 4017 with that EN6061. "Recent geological exploration at Rosh Pinah mine revealed that the mine’s major production is shifting towards the western orefield, which will increase the demand for air flow to be supplied to this area. A snapshot of the ventilation survey carried out in December 2014 at the western orefield drill drive B (WOF-DDRB) showed that the air flow was well below the required standards. In order to improve the existing conditions, possible options were considered and simulated using Ventsim™ software.The best option found was to replace the existing western orefield fans with the larger fans from the inactive southern orefield workings, to increase the air flow in the DDRB district. Simulation showed that as much as 20 m3/s of air can be received at the working faces of WOF 30, compared to the previously received amount of 1.37 m3/s. The economic analysis indicated that the above option can reduce the ventilation cost by N$1.9 million annually. It was also noticed that after implementing this option together with other projects, the ventilation conditions in the mine were greatly improved and currently give no cause for concern. IntroductionA good mine ventilation system should be capable of providing adequate quantity and quality of air to all working faces, and is critical to the occupational health, safety, and comfort of underground employees (Luxbacher and Ramani, 1977; Exikis and Kapageridis, 2006). No ventilation system can remain adequate indefinitely; as the mine workings are extended, the ventilation characteristics such as system pressures, air volumes, leakages, and airway resistances change considerably. Continuous improvement of the ventilation system is needed to ensure compliance with health and safety regulations (Lovejoy, 2010). It also ensures that the right quality and quantity of air is delivered to all the necessary areas at the lowest possible cost. This can be achieved by identifying inefficient airways and poorly ventilated areas in the mine and planning how best to upgrade them.The latest geological exploration shows that the focus of production at Rosh Pinah mine is shifting towards the western orefield (WOF). As mining progressed, the working areas have advanced away from the main fans, which increased the resistance to air flow drastically and resulted in increasing demands being imposed on the main fan in order to supply an adequate air flow. This process also created more leakage paths between the fan and the working areas, which has caused the air to short-circuit before it can reach the faces. Consequently, a much larger quantity of air has to be circulated by the fan so that the stipulated quantity reaches the face, which increases operating costs (Singh et al., 2004)."

Silicon Smelters consumes more than 80000 t/a of wood-derived charcoal as carbonaceous reductant in the production of silicon metal. More than 10% of this material is discarded as fines (<6 mm) generated due to abrasion during processing. Charcoal fine residues (<650 μm) and polyvinyl alcohol (PVA) binder were used in this study to produce mechanically strong charcoal briquettes for metallurgical application as carbonaceous reductant. The PVA binder was added in mass percentages of 1, 3, and 5 wt% to the charcoal fines. The compressive strength, abrasion resistance index (ARI), drop shatter resistance (SRI), and water resistance index (WRI) were measured as functions of curing for up to 7 days under atmospheric conditions, and the results compared with metallurgical grade coarse charcoal. The ash content of the produced briquettes was found to be high (6.6–8.0%) compared with the coarse charcoal (1–3%). The 3 and 5 wt% PVA-bound briquettes were found to be the strongest, with compressive strengths of 40 and 115 kg/cm2 respectively, with WRI values of 75 and 73% respectively. The produced briquettes were found to have lower ARI and SRI values compared to the coarse charcoal. Future work should include beneficiation of the fine charcoal discards prior to briquetting, and an increase in binder addition to above 6 wt% to improve the ARI and SRIn.

The Eighteenth International Symposium on the Appli¬cation of Computers and Mathematics in the Mineral Industries was held in London from 26th to 30th March, 1984. The Symposium was organized by the Institution of Mining and Metallurgy under the leadership of Mr M.J. Cahalan, Chairman of the Organizing Committee. The venue chosen was the Royal School of Mines, Imperial College of Science and Technology, in South Kensington. Some 300 delegates from all parts of the world attended, which included a delegation from South Africa that numbered about 20 persons. This extremely successful series of international meet¬ings was begun in 1961 in Tucson, Arizona, and has grown in strength and importance over the years. The arrange¬ment of the symposia is regulated by the International Council for APCOM under the Chairmanship of Professor R.V. Ramani (U.S.A.), the other current members being Professor J. Elbrond (Canada), Dr Thys B. Johnson (U.S.A.), Professor Young C. Kim (U.S.A.), Professor D.G. Krige (R.S.A.), Professor A.J. Lynch (Australia), Professor C.T. Shaw (U.K.), Dr A. Weiss (U.S.A.), and Professor F.L. Wilke (F.R.G.). There is no doubt that the enthusiasm and dedication of this small group of people and the excellent working relationship that exists between them are responsible for the continued success of APCOM meetings.

This paper presents a novel application of the boundary element method for numerical modelling of the seismic activity and hazard that is associated with the shaft pillar extraction at Bambanani mine in South Africa. In the numerical model, the tabular mining excavations are represented by displacement discontinuity elements, and to accommodate crush, shear, and fault slip seismic events, the numerical model is populated with additional displacement discontinuity elements that represent modelled crush- and shear-type failures in the rockmass. Crush-type failures are evaluated by applying the limit equilibrium method and a Hoek-Brown strength criterion, and shear-type failures are evaluated by applying a Coulomb-friction strength criteria to Ortleppshear and geological features. In this paper, the modelling results are presented as time history analyses of modelled potency from 1 January 2010 to 30 June 2022 and normalised exceedance rates for different mining periods using an upper-truncated power law. The normalised exceedance rates of seismic events that have moment magnitude Mw ≥ 1.0 are lowest for the initial mining period (26 events per year) and highest for the final mining period (218 events per year). The relative errors of the modelled potency and normalised exceedance rates are typically less than 10% or 15%, which suggests that the modelling methodology is appropriate for medium- and longer-term forecasting of seismic activity and hazard, as presented in this paper. Shorter-term forecasting is not considered in this paper.

An advanced high internal phase water-in-oil (HIP W/O) emulsion binder and flotation with an internal dispersed water phase of 95 vol% was used to beneficiate South African weathered coal from discard dumps. Five coal samples with calorific values ranged from 8.48 MJ/kg to 20.94 MJ/kg were utilized. The performance of the HIP W/O emulsion was compared to that of kerosene in terms of the physicochemical properties of the clean coal products. A 5 kg/t emulsion binder addition produced a high-quality coal concentrate with 11.76% ash and a heating value of 28.61 MJ/kg from a sample containing 29.34% ash. Using the same dose and coal sample, kerosene resulted in a clean coal concentrate with 17.47% ash and a calorific value of 26.42 MJ/kg. Further samples were also beneficiated using 5 kg/t of W/O emulsion. The highest increase in calorific value was achieved from the beneficiation of a sample containing 48.71% ash, from 8.48 MJ/kg to 18.16 MJ/kg. It has been established that emulsion binders can upgrade coal samples dumped many decades ago.

Eutectic freeze crystallisation is a novel separation technique that can be applied to treat brine solutions such as reverse osmosis retentates, which are often a mixture of different inorganic salts. The treatment of calcium sulphate-rich brine solutions through eutectic freeze crystallisation has resulted in gypsum scale formation on the walls of the crystallisers and ancillary equipment. In order to prevent gypsum scaling on equipment surfaces, it is essential to understand the mechanism of gypsum scaling on cold surfaces. This paper focused on the interaction between gypsum crystallisation in the bulk solution and scaling on the crystalliser walls in the presence of gypsum seeds. A cooled, U-shaped stainless-steel tube suspended in the saturated solution was employed as the scaling surface. Preliminary results showed that the scale layer was predominantly composed of needle-type and hexagonal prismatic crystals. The rate of scale deposition was highest during the first 24 hours, thereafter it decreased. A thin scale layer was observed to have coated the tube within the first hour of the experiment. Seeding, using reagent grade gypsum crystals, was effective in reducing scale layer formation through providing a surface for growth. The highest scale reduction, 81%, was realised at a seed loading of 0.50 g/L. At a high seed loading of 4.01 g/L, the seed material adhered to the tube. The visit which took place on the 18th February, 1972 was a departure in that the places visited had no direct connection with the work in which members of the Institute are normally engaged. It was refreshing and stimulating to see important and involved operations normally outside ones own trend of life and to have experts to speak about technical, financial and matters of general interest concerning their work, not forgetting their troubles and problems and how they overcame them. Carlton Centre The members of the Institute were received by Mr D. Appleton, Public Relations Officer of the Carlton Centre Limited, who introduced Mr L. R. M. Fee of W. Rhodes Harrison, Architect in charge of the project; Mr W. C. E. Skilton of Murray and Roberts, the Engineer in charge of the construction of the complex and Mr A. Home the Senior Operating Engineer of Carlton Centre Limited. Each of these gentlemen addressed the members giving short rundowns on the project with special reference to their particular sphere of the undertaking. A variety of particularly interesting statistics relating to the planning construction and the ultimate operation and maintenance of the complex was given. Mining engineers present had an opportunity to compare the problems encountered by them associated with depth to problems encountered by the civil engineer in the construction of a building rising to such an enormous height. To some of the members a sense of similarity of the labour problems encountered must have been recognised. After tea the visitors were divided into groups, each under the guidance of an official, and then visited the highest floor accessible and thereafter the 19th floor where the internal arrangements for airconditioning, lighting, plumbing, power supply and communication arrangements were explained. Thereafter a visit to one of the seven basements which houses all machinery required to serve this enormous complex enabled the visitors to see the standby power arrangements as well as the refrigeration plant. The visit finished in time to proceed to the Crest Hotel in Hillbrow for lunch. To our hosts for the visit to the Carlton Complex a special vote of thanks is recorded. Strydom Tower In the afternoon the party proceeded to the Strydom Tower where Mr Knight from the Public Works Department who was the Engineer in charge of the construction of the tower gave details on the construction and the extraordinary methods which had to be adopted to achieve the desired objectives and to overcome known as well as unforeseen difficulties. The comparatively short time taken to complete the project and the good safety record appeared to impress the visitors. The final phase of the visit was taken care of by Mr Bothma of Telecommunications Department of the Post Office, who gave an extremely interesting explanation of the telecommunication organization of the Post Office with particular reference to the part the Hillbrow Tower plays in the South African telecommunication system. Both gentlemen answered many questions willingly and interestingly. Following the explanatory talks the visitors were shown the technical equipment housed in the two top levels of the tower. Short explanatory talks gave members an insight into the workings of one of the most important aspects of modern life. Even to the amateur photographer opportunities existed to view and photograph the city from the highest available observation point. We are indebted to Mr Gouws, the Regional Director of the Post Office for granting permission to visit sections of the tower normally not accessible to the general public and to our hosts for the manner in which we were received and entertained on the explanation of the many interesting features of this important installation. In conclusion, the programme for the day can be classified as interesting, of exceptional educational value, and an opportunity to see something of the engineering skills put into two vast and ambitious undertakings and the results achieved.

Chemical assays collected from blast holes have the potential to greatly improve the local accuracy of grade models. Assays must be assigned to the correct domain or they will introduce errors. Boundary surfaces created from the widely spaced exploration holes (~50m) do not provide sufficient resolution to correctly delineate domain boundaries between closely spaced (3-5m) blast holes. This paper demonstrates a probabilistic method for classifying production blast holes near domain boundaries. Gaussian processes models are applied to identify the assays and assay ratios most suited to distinguishing particular domains. These models are combined with the exploration based surfaces to classify the blast holes that can be confidently assigned to a particular domain. A reiterative method is used, where information from the blast holes closest to the exploration holes is used to label blast holes further away. This is tested on two domain boundaries in a banded iron formation-hosted iron ore mine.

It has generally been accepted that the volatile mater in a coal is the factor that determines whether or not a specific coal dust is an explosion risk. This paper presents the results of an attempt to relate the explosibility index (Kex) of South African coals, as determined in a AD-litre explosion vessel, to the volatile mater content of the coal and the calorific value of the volatiles. A good relationship between the calorific value of the volatiles and the explosibility index was established, which makes it possible to calculate the violence of an explosion, as expressed by Kex, for South African coals. The Kex value is but one of a number of parameters that influence the explosion hazard in a specific colliery and cannot be used as the sole predictor of the propagation of an explosion underground. Other parameters include the ignitability of the coal, temperature, humidity, dispersibility of the dust, methane concentration, amount of incombustibles present, and ventilation.

Methods of research and control of the intensity of gas inflow to undersoil layers, after the mines were abandoned are presented in the paper. Gas migration causes them to penetrate to lower storeys of buildings and earthen structures being a menace to people&apos;s health and life. The results of measurements of gas concentration in undersoil layers, gas emission to atmosphere and their accumulation in buildings on the territory of closed down mines are presented.

On 8th August, 1973, 57 members of the Institute visited Prieska Copper Mine at Copperton in the North Western Cape. After tea, the group was welcomed by the Management of the Mine, and Mr Grobler, the General Manager, gave an introductory talk. After they had been taken on a bus tour of the property, the members split up into groups and proceeded underground or to the concentrator. Of special interest to the mining members were the rock-handling methods in use at the mine. The stoping method that has been adopted is the continuous, long-hole sub-level open stoping system. The broken ore is moved with rubbertyred front-end loaders from the stope drawpoints to the ore passes. On the main tramming levels, the ore is collected by electric locomotives and discharged into the main shaft system at the bottom. At the shaft ore-pass system, a gyratory crusher that can accept rocks up to 1 m in diameter has been installed. The crushed product (minus 150 mm in diameter) will then be hoisted by a Koepe winder, which has a rated capacity of 900 tons per hour. The mine is also served by a declined roadway from surface, which facilitates the movement of heavy equipment. The most striking aspect is the productivity that can be achieved by the use of a trackless-mining system. For the production of 230 000 tons per month, it is estimated that 6 stopers and 7 developers will be required. The total labour force will be approximately 2500-2000 Bantu, 200 Coloured, and 300 Europeans. Training of maintenance and operating personnel is of the utmost importance, and it was interesting to note the extent to which non-White labour is being used in these occupations. Lunch was served at the single quarters, after which the group proceeded to the airfield for the return trip to Johannesburg. On behalf of the visitors, Professor de V. It has been found that the MnO content of a slag decreases sharply when direct current is applied to a 1T1£tal-Slagsystem consisting of liquid Mn-Si-Ccsat metals and MnO-SiO2-CaO-AI203 slag in graphite crucibles. This paper reports a preliminary investigation into the electrochemical effects of direct current on the metal-slag system, the silicon content of the metals, and the MnO content of the slag. The results show that, when a direct current of 7 A is maintained, the MnO content of a metal containing 10 to 11 per cent silicon by weight is reduced rapidly from 26,5 to 17,2 per cent by weight. This reduction seems to proceed further when the process is continued. When the direct current and the voltage are kept constant at TA and 4 V respectively, the MnO content of a metal containing 1 to 2 per cent silicon by weight is reduced to 1 from 25 per cent by weight, which results in a manganese yield of 96 per cent.

Mixed integer programming (MIP) has been used for optimizing production schedules of mines since the 1960s. The major problem in the long-term production scheduling for an entire orebody is that the number of integer variables needed to formulate an MIP model is too large to solve the formulation. This number may reach well over one hundred thousand. To overcome this difficulty, this paper presents two new algorithms to reduce the size of the problem. These algorithms assign an earliest and latest possible start date for each machine placement, eliminating the integer variables that correspond to machine placement before its early start date and after its late start date. A case study based on Kiruna Mine, the second largest underground mine in the world, is summarized in the paper. It shows substantial improvement in the solution time required using the new algorithms. This increased efficiency in the solution time of the MIP model allows it to be applied to Kiruna Mine, with the potential to increase substantially the net present value (NPV) of the project.

"Multiple-point simulation (MPS) methods have been developed over the last decade as a means of reproducing complex geological patterns while generating stochastic simulations. Some geological spatial configurations are complex, such as the spatial geometries and patterns of diamondbearing kimberlite pipes and their internal facies controlling diamond quality and distribution.Two MPS methods were tested for modelling the geology of a diamond pipe located at the Ekati mine, NT, Canada. These are the single normal equation simulation algorithm SNESIM, which captures different patterns from a training image (TI), and the filter simulation algorithm FILTERSIM, which classifies the patterns founded on the TI. Both methods were tested in the stochastic simulation of a four-category geology model: crater, diatreme, xenoliths, and host rock. Soft information about the location of host rock was also used. The validation of the simulation results shows a reasonable reproduction of the geometry and data proportions for all geological units considered; the validation of spatial statistics, however, shows that although simulated realizations from both methods reasonably reproduce the fourth-order spatial statistics of the TI, they do not reproduce well the same spatial statistics of the available data (when this differs from the TI). An interesting observation is that SNESIM better imitated the shape of the pipe, while FILTERSIM yielded a better reproduction of the xenolith bodies. IntroductionThe simulation of geological units poses several technical problems that challenge the capabilities of available geostatistical simulation approaches and their ability to deal with spatial complexity of categorical variables. The spatial geometry of diamondbearing pipes and their internal facies controlling diamond distributions are a specific and well-known difficult modelling problem. The geometry of a kimberlite pipe is typically like an inverted cone (Figure 1); the wider part is known as the crater and is located near the surface, and the narrower, deeper part is known as the diatreme. Xenolith bodies can also be found inside the pipe. A very important contribution to the geological modelling of the contours of the pipe is the measure of uncertainty about the location of the contact between the kimberlite pipe and the host rock."
