The session opened at 9:00 a.m. Presiding- Herman E. Knight, Vice President, The Pittsburg & Midway Coal Mining Co. and Gulf Mineral Resources Co., Denver, Colorado. The first speaker was Dale A. Eastman, President, Eastman, Griggs & Associates, Salt Lake City, Utah. Subject-"Professional Staffing for Mining Operations." Mr. Eastman received his Business Degree from Shadran State College in 1971. He was Head Coach in basketball and football in Lyman, Wyoming, prior to joining Bectel. With Bectel five years in training, development and staffing. Was Director of Construction Administration for Southwest, United States, Bectel Power Division prior to entering the Executive Search Division. The eightieth regular meeting and convention was called to order by the President, John T. Atkins, at 9:15 a.m. Monday, June 25, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. President Atkins welcomed the members and their guests to the convention and noted that the annual business meeting would be held Tuesday afternoon at 2:00 p.m. in the same room. A convention update was made by the Conven¬tion Liaison Officer, Loren V. Linville. This was followed with a program report by the Program Chairman, Doug Ingram. The chair then called on Clifford Barrett, Upper Colorado Regional Director of the Bureau of Rec¬lamation of the United States Department of the Interior. He presented the Bureau's Citizen Award to RMCMI former president Ira E. McKeever for his outstanding contributions to the joint private/ Federal effort and the open planning process for AQUATRAIN. According to Barrett, "from 1981 to early 1984, McKeever led private industry work in the AQUATRAIN project, a proposal for a 1,400 mile long pipeline system. AQUATRAIN was conceived as a possible alternative to solve the government's problem of rising salinity levels in the Colorado river, as well as the private sector's need for a more economical coal transport method. The Citizen Award cites McKeever's efforts in developing a model for future cooperative ventures between government and industry that can benefit the nation." Following this presentation, the formal program of the 80th meeting and convention began with the president, John Atkins, introducing the convention kickoff speaker, Andrew Franklin, President of Nerco Mining Co., Inc., followed by the convention keynote speaker, Dr. Margaret N. Maxey of the University of Texas. These speeches are printed in this Proceedings together with those of all other convention speakers. I'm Andrew Franklin, President of Nerco Min¬ing Company, and I'm delighted to be here to kick off the annual convention of the Rocky Mountain Coal Mining Institute. This has always been a very special convention in my eyes and I'm sure this year's will be no exception. I am also here to share my thoughts on the western coal industry and how we're all affected - for good and bad - by public policy decisions. Although the title of my talk is "Western Coal: An Industry Under Siege," I believe a more accurate title might be "Western Coal: The Pit and The Pendulum," because of the wide swings in public policy and coal development in the past 15 years which have cut a zigzag path for growth over this period. As one of the nation's largest coal producers, Nerco is well aware of the problems facing western coal production. Nerco Mining Company is the western coal mining subsidiary of Nerco Inc. We have been "in coal" for more than 25 years through our parent company, Pacific Power & Light. To state my conclusion at the outset, I feel it's extremely important that consistency and common sense should guide our national policy for the development of valuable energy resources. In particu¬lar, we must reduce the wide swings in government policy and activities which have affected energy development. In short, we must decide what kind of game we're playing so that the "players" and the "referees" can keep their eyes on the "ball." Business today faces two main types of uncertainty market uncertainty and public policy uncertainty. As businessmen, we expect and are used to facing the familiar challenges and uncertainties of the market in which we operate. Over the past 10 years, the market has appeared to be bullish on coal. We are very pleased to introduce Mr. Donald Haske, Chief Mine Inspector for the State of Colorado: Donald Haske: Officers, Members and guests. It is certainly my pleasure to be here today and an extra special pleasure to be presiding over this session. As some of you know, from natural up, heavy equipment is rapidly coming to the field of mining. This may seem a long way off at the present, but it certainly isn't. We are getting all the old annuals (Bi) together to be compiled for a guide and public attraction. However, we are unable to locate an (1894 panel). If any of you know of any of these please let us know.

CHAIRMAN ALLEN: Gentlemen, I have been asked to call this meeting to order by Mr. Marchant, and am acting here temporarily in the absence of Mr. Nyman, who is unable to be with us. Mr. Nyman sends the following telegram: "Will not be able to be present at the Institute meeting. Serious illness of my father has made it necessary for me to remain in Salt Lake Please arrange substitute. Very sorry." In addition to having to pinch-hit for Mr. Marchant and President Nyman, I am here representing the Governor of the State of Colorado also who is unable to be here. The Governor of Colorado is a very busy man. His appointments are made months ahead. We only got word of the possibility of his addressing this meeting yesterday morning, and I went over to the Governor's office this morning to see if there was any possibility of getting him here, but he had been booked up for two months ahead of this time to appear at the convention of the Veterans of Foreign Wars in Trinidad, Colorado, where he is today, and which makes it impossible for him to attend this meeting. I know that he would have liked to have been here with you, as there is not any doubt but what the Governor of Colorado has the interests of the mining industry at heart. This was manifested last week when he called a meeting of representative men of the different lines of industry so that we could arrive at some results and some arrangements to see if it was possible to get at the bottom of the condition causing our bad times, and the appointment of commit- tee groups to find out what these problems were and to see if they could get any possible solution to them. The meeting was adjourned with the suggestion that those who were present would among themselves select such committees to investigate the conditions of the coal mining industry, and offer suggestions for betterment.

Mr. Shepard's paper was unfortunately delivered extemperaneously so no record is at hand. He spoke most interestingly and at length on the oil shales of Colorado, giving his opinion as to the ultimate outcome of the oil shale industry. He explained his idea that it would be built up of comparatively small plants, each of which would make the crudes, or more exactly would roughly divide the crude into its fractions, piping or shipping the fractions to a Central Refinery, using the residue for fertilizer, as it runs very high in fertilizer salts. He recommended that this plan be taken up by Coal Producers, that they consider the possibility of breaking up coal and selling its more refined products in place of selling raw coal. He spoke at length of the various outlets for products of distillation. Mr. McDermott gave a very interesting talk later on work that is being done in the Northern Colorado field along these lines. Mr. McDermott mentioned the strange fact that coaly materials such as mother of coal appeared to give just as good or better results under distillation than did lignite coal. Messrs. Randall, Howe, Goddard, Danford, and Nash added interesting data covering the use of pulverized fuel, and this data will be collected and offered to the Institute later in the form of a paper. Mr. Young spoke of the use of powdered coal in small units for small plants, mentioning the system now being offered by an Eastern Iron Works for small heating plants.

Unnumbered ages have passed since the time when nature's laboratories were working without the aid of capital or labor unions assisted only by earth's cooling crust and old Sol's rays, to lay the prodigious coal beds of the earth and distil the oils which now furnish the basis for the world's great industries. Strangely enough rays from the same old sun probably somewhat diminished in intensity are still drawing from earth to clouds the water that will run down hill and through man-made devices produce energy to compete with that made with the products created in ages past. So now we find that within the past century vast human industries have grown up around the products of these agencies and here we are today discussing the many problems connected therewith and among the others the subject of this paper, which is essentially the relation of COAL to OIL in industry. The problems involved are those of human relationship and are not fundamentally unsolvable when engineering skill and knowledge is properly applied. The last few years has developed a brand of pessimism that is especially prevalent in the coal industry, at any rate in the west where we come in contact with it. In any general discussion with coal men, a very short time only is required to bring out the feeling or expression that the coal business is on the rocks and the reasons run the gamut of human deviltry. We have heard that in the not far distant past corn was so cheap that the farmers were compelled to burn it and thus deprive the coal mines of their well earned right to sell coal for this purpose. We have heard that the flood of oil is so vast that it was being burned in preference to coal, and to heap insult on injury that the rail- road locomotives were burning oil in order to pull coal away from the mines. We have heard that the union was responsible for all the woes to which the industry is subjected. We have heard that the family tin lizzie is so depleting the family exchequer that coal could not be purchased and if purchased could not be collected for. We have heard that producing mines are so numerous that the profits are a negligible quantity. These are but a few of the reasons assigned for making the coal producers a class of pessimists which is not good for the industry. All these reasons given and all the others must be taken collectively and these are not the cause but the effect of a rapidly changing civilization. An analogy may be found in the experience of many of us in the electric industry a few years ago. You may remember that less than 20 years ago the high efficiency Tungsten electric globe was introduced. It was so much more efficient than the old carbon lamp that only one-third of the current previously required was needed to produce the same illumination. Consternation seized the ranks of electrical men who had little or no vision, for the out- look was that so little current would be sold that everyone would be bankrupt. This limited vision, however, did not prevail, for all engaged in the industry spurred on by necessity, accomplished many of the things that we are now enjoying the fruits of be- cause the electric industry has grown and is growing by leaps and bounds and every highly efficient improvement is greeted with rejoicing. It is well known that when the old type of carbon arc lamp began to be replaced by modern units the manufacturer of carbon rods thought his doom was sealed and yet these same manufacturers have so adjusted them- selves to conditions that the dry battery business of today is of vastly greater volume and profit than was the carbon rod business of the past. Raphael J. Moses, Attorney, Colorado Water Conservation Board, Boulder, Colorado, spoke on "The Opportunity for Coal in Colorado River Basin Development." A great many questions were asked Mr. Bright, and Mr. Bright's opinion was given on a number of subjects. He spoke at length on spring suspension of locomotives, bringing out the necessity for better spring suspension due to heavier weights and higher speeds now developed. The subject of dynamic braking was brought up, and the opinion of the engineers present was that dynamic braking was not a desirable feature except where heavy, long, adverse grade is encountered. Mr. Goddard and Mr. Bright had a spirited discussion regarding ball bearings, bringing out the opinion of the meeting that ball bearings in motors are preferable to sleeve bearings, and the few failures so far encountered are due to improper application or insufficient size of bearing. Mr. Shubart brought up the question of locomotive speed, mentioning some high speed work on main haulage, also an interesting experiment in a large Eastern mine where very slow speed, 3 1/2 miles per hour, gathering locomotives were substituted for the high speed gathering locomotives with an increase in cars gathered and a material decrease in derailment and accident. Mr. Bright mentioned the improvement in gathering reels, and Mr. Shubart mentioned the safety in the use of the concentric cable in direct current, using the outer wire as the ground wire, so that in case of accident to the cable, the ground wire acted as a protector to the live wire, materially decreasing the danger of sparking. Mr. H. I. Smith of the Bureau of Mines brought up the question of explosion proof construction, and Mr.. Bright and. Mr. Shubart explained the construction adopted by two of the larger manufacturers. Experiment has shown that the force of explosion in motors due to gas does not exceed 150 pounds per square inch. All forms of screen or baffles have proven an actual source of danger, due to the collection of dust, usually soaked in oil, forming an active means of propagating flame, together with the fact that all these appendages are frequently left off when the motors are repaired. Modern construction eliminates all openings, screens, devices for stopping or extinguishing flame. The motor is made entirely enclosed, practically air tight, all joints are ground and all openings necessary for access and attention are closed by bolted plates. The case is made stout enough to withstand any interior explosions, and ample ribbing is provided for heat dissipation. Mr. Bright was asked regarding the use of contactor control. He replied that his company is now recommending contactor controls for series and parallel starting on all locomotives of 13 tons and over, and particularly on the tandem units that are now becoming popular in coal mining work. PRESIDENT MOSES: I thank you, Mr. Emrick. Mr. Shubart would like to supplement your paper with another article. SECRETARY SHUBART: My paper really should not supplement Mr. Emrick's paper, because I secured some data from him, I knew Mr. Emrick had had a great deal of experience in shearing and I thought he could give you some useful data. (Here Mr. Shubart read the following:) "For the past two years, there has been considerable discussion among coal mining men concerning the advantages of a shearing cut in addition to the undercut, in mine work. We have had a number of requests for information on sheared coal. We were asked questions like these: What percentage increase in lump can be obtained from sheared coal? What has been the experience of mine men who have employed the shearing cut? Is the shearing cut a means of increasing the lump content? If so, is it increased to such an extent as to warrant the installation of shearing machines? Upon investigation it was found that no one could give us any definite information on the subject as no one had weighed separately the grades of coal produced from' the shearing cut. With a view of getting this information first-hand, the Goodman Manufacturing Company built up a shearing machine to be used in experimental work only. The officials of the Troy Coal Company were eager to share in the expense of obtaining this information, so that in May of this year we shipped to their mines our first type 319 shearing machine. The Troy Coal Company operates a mine at Troy, Illinois, in the No. 6 seam and produces about 275 tons daily. The coal seam averages five and one-half feet in thickness. Previous to the arrival of the shearing machine the coal was undercut six feet deep by a' Goodman Shortwall Machine. To break down the coal required two shots in the entries and three in the rooms. The percentage of lump measured over two-inch screens, averaged 58.2 per cent. The conditions of the mine were very favorable for obtaining accurate weights on the amount of lump and slack coal run over the shaker screens. The shearing machine easily cut the entire tonnage of the mine so that all coal dumped into the railroad cars had been produced from a shearing cut, in addition to an undercut. Accurate records were kept of the railroad weights and front this data the percentages of lump and slack were computed. During the month of June the percentage of lump produced over two-inch shaker screens was 69.9 per cent. This result demonstrated that the introduction of the shearing cut had increased the percentage of lump twenty per cent. The entries were driven ten feet wide and the rooms thirty feet wide The shearing cut was made near the center of the face in all places. A hole was drilled in each rib and the coal shot down with one-half the powder required when the places had been undercut only. The coal was broken down to the back of the cut so that very little pick work was necessary to load it out. The benefits derived from the shearing cut were as follows: 1. Increased percentage of lump, thus increasing the average price of coal per ton. 2. Preservation of a tender top due to the decreased amount of explosive used. 3. Facilitated handling of coal by the miner thus increasing the tonnage per man. 4. Eliminated coal yardage in entries and crosscuts of ten feet or less in width for the reason that the shearing cut provides a loose end from which to shoot the coal. This applies to the union fields only, as the non-union mines do not pay for coal yardage. Based on a price of $2.50 for lump coal and $1.25 for slack coal, the average price per ton was increased

The problem of converting our raw coal, and especially those coals that are not suited for long storage, in other words soft, into a fuel which would be at once clean; of a high B. t, u. content and low ash, is one that has occupied the minds of many able chemical engineers and hydrocarbon technologists during the past few years. Low temperature carbonization is the present outcome of this line of research, and many methods have been evolved of recent years to turn out a serviceable, useful fuel, and at the same time, save the by-products. As most of the research and data within my experience and knowledge pertains to lignite or sub-bituminous coals, I will confine my remarks to coals of that character and grade: I might say that Colorado coals, commonly called lignite, are not in reality true lignite, but are sub-bituminous, although I have in my possession an analysis of a Colorado coal which shows a moisture of 17 per cent, volatile 31.5 per cent, fixed carbon 28.8 per cent, and an ash of 22.7 per cent, and B. t. u. less than 8,000. Even this, though useless for domestic or indeed industrial purposes, could not be classified as true lignite. However, for the purposes of this paper I will refer to these coals as lignite. Two thousand pounds, or one ton, of raw lignite carries about 20 per cent moisture. This, of course, varies in some coals, but is, I believe, a fair average. For carbonization purposes this is usually dried to a 5 per cent moisture, therefore leaving but 1,700 pounds of coal to be placed in the retort. From present knowledge, and with the average process of carbonization, 70 per cent of this coal will come out carbonized, or 1,190 pounds, to which is added about 10 per cent pitch, which is fried out as the coal passes through the retort, and which is used as a binder, making a total of 1,360 pounds of coke or carbonized coal. This is usually in appearance a dark colored, rather porous coke of about the size of pea coal. It burns without smoke and have a very high B. t. u. content. According to most authorities on this subject, carbon, hydrogen, oxygen, nitrogen, sulphur and ash constitute the only elements on which carbonization value of a coal depends, and of these hydrogen is the most important. It is claimed the value of a coal for carbonization purposes may be roughly surmised from the hydrogen content. If this is promising, that is, showing an available hydrogen content of from 3 to 5 per cent, the coal should be given a careful ultimate analysis. Should the seam, as often happens in lignite coals, show varying bands of coal of different structure or appearance, samples should be taken from each band as well as a gross sample taken down the face of the seam in the usual way. This is in order to determine what part of the seam is most promising for by-product processes. A seam showing a high nitrogen content adds to the attractiveness of the coal in carbonizing as; if available nitrogen is 2 per cent or better, it should give a very high ammonia yield.

GENTLEMEN OF THE COAL MINTING INSTITUTE: I was requested to write an article on mining a short time ago; however, the time has been so short that I have not had time to prepare an article as I would like to have presented it to this body. In writing this article it has not been my intention in making comparison of various mines, to favor one or discredit the other. I hope it will be considered in that light. The coal mining industry as I have seen it in the past, at present and in the future. In years gone by large tracts of coal land could be obtained at a very small cost, and as yet coal land may be purchased at a reasonable price in this country, but I believe the time is near at hand when the methods of mining will have to be changed greatly in this country. Many changes have taken place-in the last few years, some of them have been forced by law, others by the coal operators themselves, after being convinced that the changes made were for their own benefit. During my 20 years in the mines I have seen thousands and thousands of tons of coal lost that could have been saved if proper methods of mining had been used. The Room and Pillar system of mining coal is none. too good at its best ; a certain per cent of the coal is always lost, yet it is about the only system that can be used under certain conditions, but where the Longwall system can be used I believe it is the best system yet introduced. If the Longwall system is used' there is no coal lost. You get it all as you advance with the workings. Some coal operators object to the Longwall system for several reasons, and most of the reasons they advance are not founded on facts. For instance some of them claim it is too expensive. I will admit that the cost per ton is a little higher in Longwall than it is in Room and Pillar as a rule for the amount of coal' mined, but after the Room and Pillar mine is finished as a rule there are thousands of tons of good coal lost, for the simple reason that it cannot be mined at a profit. In many cases if the same mine had been operated on the Longwall system every ton of saleable coal could have been mined at a fair profit, and in the long run would have netted the owner much more money than it did under the Room and Pillar system. The Longwall system has been in operation many years in Europe and especially Great Britain, and is the most approved of systems in many countries at the present time. Millions of tons of coal have been saved by its use in those countries. It is claimed that the Armour Packing Company loses nothing but the squeal of the hog when it is killed, and doesn't allow it to squeal much. Why lose coal if the Longwall system of mining will save it? The Longwall mine is far more easy to ventilate than the Room and Pillar mine; the air has a much less distance to travel for the same amount of working face in Longwall than it has in the Room and Pillar.

Modern civilization is centered around a small group of essential occupations, the three principal ones which are agriculture, mining and manufacturing. Agriculture might be called the most important of the three, as it has to do directly with the supply of food for the human race. Mining, however, is certainly next in importance, as it furnishes the supply of fuel and many of the raw materials used in manufacturing. Without mining, modern machinery and many industrial operations would be impossible. Mining takes advantage of the, natural resources in fuel and minerals that lie underneath the surface of mother earth, and while at times some of these metals are hard to find and mines come and go, mining must continue to increase. Mining is no longer a haphazard proposition but one calling for careful study and complete plans of operation for years to come. The shafts, power houses, rock dump crusher, concentrator, and other machinery must be located advantageously in order to enable owners to make a profit. Many tons of rock or mineral must be mined frequently to get one ton of concentrated metallic ore or metal itself. Economy in mining is just as essential as it is in manufacturing. The mining engineer of today is called upon to utilize every branch of engineering, and not only, is a wide: range of knowledge required, but ingenuity to meet the unusual conditions which are constantly arising from week to week. On account of the wide variety of information required by the mining engineer, some things with which he is in almost daily contact may be passed over with only a small amount of attention, provided everything is going well, in order that time and attention may be focused on what might be termed the more important features of mining operations. Because competition has become keener than ever, owing to overproduction at times of certain minerals, it becomes a matter of first, importance to understand as far as possible the factors which enter into the cost of production of any mineral which may be mined. In such times of overproduction, the high cost mine is forced to close down while the low cost mine may, if desired, be kept running constantly. In keeping a cost record, wire rope on account of its high first cost 19 coming into the lime light, and a comparison of records of one mine with another is now frequently made in order to see whether the rope service is satisfactory or not. Every rope maker, on the other hand, is interested in seeing that the rope which he produces gives the maximum possible return for the money invested. Modern mining owes much of its success to the use of wire rope for hoisting materials from beneath the surface of the ground. Deep mining would be impossible without the use of wire rope as a means of hoisting. A study, therefore, of rope problems in mining work and a discussion of the points which are beneficial to maximum life will enable the mining engineer, manager, or superintendent to keep his costs down to the minimum while at the same time he provides a suitable and sufficient safety factor for operations at all times. Mining might be defined as the extraction of coal, metallic ores, or minerals from below the surface of the ground. The fifth Annual RMCMI Mine Rescue Evaluation was held June 29 through July 2 in conjunction with the 92nd RMCMI Convention. Eight teams from four states participated. They were: BHP La Plata Mine NM Capt. Jonathon Sorrell BHP Navajo Mine NM Capt. Ron Miller BHP San Juan Mine NM Capt. Albert Nelson Bridger Coal Company WY Capt. Ted Laughlin Coteau Properties Co ND Capt. Terry Davis Kerr-McGee Coal Corp WY Capt. Elvin Stanton Sabine Mining Company TX Capt. Spencer Thompson Solvay Minerals WY Capt. Ray Blaisdell Activities started with a Rope Rescue class taught by John Peleaux, from Innovative Access, at 1:00 p.m. on Saturday. The Mine Rescue Reception, Team Meeting, and Equipment Inspection was held Saturday evening. All participants received a T-shirt and cap. The Mine Rescue Evaluation started Sunday morning and ran until it was rained out around 3:00 p.m. There was a team swap meet Sunday evening at which teams bought extra caps and shirts. They also traded with other teams. [ ] The Evaluation resumed Monday morning and ran until mid-afternoon. The Evaluation was made up of seven stations. There were six scenarios and a written test. Teams were also challenged by a 14-foot confidence course wall to get their team over. They were: Dana Cooper, Doland Zink, Suzanne Ott, Mike Szuma, and Craig Moore. Also helping as a victim was Candy Cobb from Casper, WY. [ ] The program concluded Tuesday morning with the Awards Breakfast. A medical kit, donated by Strategic Supply, was given to the Solvay Minerals Team for the fastest time over the confidence wall. Engraved stone awards were given to the teams indicating the rating they achieved. Four teams received Level Ill (The highest rating) and three received Level II. The Kerr-McGee team also received an award for helping put on the evaluation. Additional stones were presented to Jack Knight, John Peleaux, Becki Pickert, and RMCMI President. Marcie Greenberg. The current plans for the 1997 Mine Rescue program are that Jim Andrews with Colowyo Coal will assume the chairmanship. Goals for next year are to increase funding and participation by establishing sub-committees or task groups. With the chair located in Colorado, coordination of the evaluation should be easier. Comments from all the teams were positive and they intend to return next year at Steamboat Springs. [ ]

(The following discussion took place on this screen lecture in the dark.) MR. SHUBART: Would you give us a little .explanation as to the operation of this machine and what you are doing with it? MR. TESCHER: There is a 20- horsepower motor, rheostat, crusher, and a fan mounted on one base plate and operating on one shaft. The fan is overhung on the shaft. The only bearings you have are the bearings on each side of the crusher and the motor hearings. On one side of the ma- chine there is an opening for feeding shale. The machine is operated at 1,200 revolution per minute and as the shale is pulverized, the fan automatically exhausts fine dust from the crusher from an opening in the top of the crusher. The machine pulverizes 3,000 pounds in eight hours, reducing the materid to one hundred mesh. The last ma- chine we put in has been operating continuously fifteen hours a day for the past sixty days, without repairs of any kind. PRESIDENT LITTLEJOHN: Where is the machine in operation? MR. TESCHER. At the Royal mine. We have used ordinary mining ma- chine cable in local movements of the machines. This has enabled us to have twenty-two locations throughout the mines. The mine is highly gaesous, and the machines had to be placed on intake air. MR. SHUBSRT: What type of crusher do you use? MR. TESCHER. A No. 16 Universal, operating at 1,200 revolution per minute. M. SHURART: What material do you feed to it? MR. TESCHER: We have shale three-quarters of a mile from the mine. In the winter months we have been troubled with moisture. We build a kiln and get this shale and load it into the kiln for drying and then place it into a pit car and take it into the mine. The material must be dry. We have also used slate in the mine and have had good success. The slate at the mine is fairly hard. I presume, however, that the slate will probably carry a high silica content. MR. SHUBART: Mr. Harrington claims that silica does not do the harm, as was formerly supposed. MR. TESCHER: There is still a question as to whether it is harmful or not. PRESIDENT LITTLEJOHN: Are there any of these machines in operation closer than Aguilar? MR. TESCHER: There is one at the Alamo mine. Mr. Quealy also purchased a couple of them for use at his Wyoming mines. PRESIDENT LITTLEJOHN: Are there any other questions you would like to ask Mr. Tescher regarding his rock dusting machine while it is on the table for discussion? MR. Beyond doubt it is practically impossible to eliminate all chances of accidents from falls. Mother Earth is not going to give up her treasures without some sacrificing on our part. This particular question ranks among the important subjects connected with coal-mining, and has been given less attention as a factor of life- and limb-destroyer than any other cause. The single fatalities which happen create very little attention; nevertheless, when counted up at the end of the year, they outnumber the unfortunate ones that are mowed down by the wholesale by mine explosions. Fire-damp and coal dust were often considered the greatest evils in coal-mining. All records, however, prove this conclusion to be wrong. The second annual report of the Bureau of Mines gives the loss of life caused by falls of coal and roof in 1910 as 1,310, and in 1911 as 1,321. The reports of Pennsylvania mine inspectors for a period of thirty-three years show that 59.38 per cent of all the accidents underground were caused by falls of roof and coal. Also, the Bureau of Mines shows in its last issue on fatalities that accidents from fall of roof and coal killed more men than any other two causes combined, and that they account for more than half of the deaths under- ground. It seems we are getting too accustomed, taking too many things for granted, running too many risks, trusting too much for the best, and preparing too little for the worst. We must remove the cause; then the effects will cease. However, I can see that a better day is here. The main damaging factors underground are falls of roof and sides. A bad roof is tender and lacks the adhesive qualities to sustain its own weight over comparatively small areas. A roof of any character which is frequently penetrated by well-defined slips and cleats, is characterized as a treacherous roof. The carelessness of men has been one of the main causes of most of the accidents in mining as well as in any other industries. Three Grades of Miners Miners can be classified into three distinct grades, to-wit: the experienced and careful, the experienced and reckless, and the inexperienced. The accidents which the first class usually meet with occur through the carelessness of their co-workers, as well as through accidents which are termed unforeseen, such as falling roof between timbers, and between the timbers and the face of the coal. This may have 'previously given evidence of being absolutely sound and safe, but be released by invisible slips or by sudden outburst of occluded gases in large quantities, as we term big blowers or feeders,

The question of disposition of the slack and dust so troublesome to coal mine operators of the West has been divided by your committee chairman into three heads, viz: The preparation and transportation of fine and powdered coal. The developments along the line of low heat carbonization. The uses to which fine and pulverized coal have been put. The development of low heat carbonization has been assigned to me. This is really not a part of the subject but as it has a most important bearing on the future use of coal, I presume the chairman thought best to include it. An English committee on smoke abatement makes the statement that the burning of raw coal is "dirty, wasteful and unscientific". I will go a step further and characterize it as an "economic crime." It has been predicted by eminent scientific men that eventually no raw coal will be burned for heat or power purposes. All this will take time, experimentation and large expenditure, but it will surely come. The question of disposition of slack and dust so troublesome to coal and utilization of its by-products has been retarded by the abundance and cheapness of the raw coal, and by the abundance of suitable coking coals for metallurgical purposes. But necessity is surely, if slowly, demanding that the enormous waste ensuing from the burning of raw coal for heat and power must cease. For instance, smoke abatement investigations in Manchester, England, showed that the increased cost of household washing was about $1,250,000 per year due to smoke and soot. It is estimated that in London 200 tons of soot and smoke particles are suspended in the atmosphere over that city during dense fogs and that much more than this is emitted from the chimneys each winter day during the forenoon. As an example of what benefits a smokeless fuel gives, it is cited that in the mill town of Shaw, England, the burning of smokeless fuels in the factories has reduced the so-called fogs by about 80%. It was said that the coal operators are losing a great advantage in permitting the oil producers to take the domestic market away from them. Coal is so much less expensive and more economical than oil that even the oil producers themselves are burning coal under their stills. No longer is the housewife afraid of machinery. Not only does she operate an automobile, but in her home she is used to vacuum sweepers, washing machines, refrigerators, and multitudinous devices. She is no longer machine-shy. An electrically operated stoker, if properly introduced and guaranteed with only a fraction of the enthusiasm that the oil furnace salesman shows, would get a ready reception. Several devices now on the market are much less complicated, much less apt to get out of order, than the oil burners. In place of an increased cost for the sake of convenience, the stoker will give all this convenience at a decreased cost. So said Mr. Herres. He said, however, that it must be enclosed so that the working parts are not too much in evidence. MR. McAULIFFE: While it appears possible to adapt a continuous feed to the needs of the furnace in an apartment or a house burning thirty tons or more annually, it is not yet possible to get a furnace that would satisfy the home which burns only seven or eight tons in a season. A delegate described the Garrison stoker which is designed to care for this problem. Mr. Herres said that the Pacific Coal Company had a small stoker furnace more simple than the Harrington. Pulverized coal equipment is being adapted to use in apartment houses. The stoker designed by Lloyd Garrison, State Engineer of Utah, was described, and also one which Mr. G. W. Megeath of Omaha, Nebraska, had manufactured, which Mr. McAuliffe says, is recommended only for Rock Springs coal. It was brought out that there are over forty installations of the "Iran Fireman" in Salt Lake City. For apartment buildings, there is no question as to their satisfaction. Many of the down town office buildings are so heated.
